For a long time, drivers coming from Redmond Ridge and further east on their way to State Route 520 on Avondale Road Northeast would usually choose either Northeast Novelty Hill Road or Northeast Union Hill Road to get to the freeway. If they got stuck in traffic, they were just that: stuck. There was no alternative route for them to take. But with the recent opening of a new northsouth connection, drivers can now travel between northeast Novelty Hill and Union Hill roads. A MULTI-FACETED PROJECT

The $17.6 million Northeast Novelty Hill Road project took a little more than two years to complete, he said. Fund-

ing came from a variety of sources including a county bond and the Washington State Department of Ecology. Although the project is located in unincorporated King County outside of Redmond, Wierzbicki said

the City of Redmond also dedicated some money toward it. The project, which was built by Scarsella Brothers, Inc., was made up of a number of components. Two-lane roundabouts

Aliment and her store’s manager Linda MacRae worked from 7 a.m. to noon on Sunday at Northwest Wholesale cranking out bouquets as fast they could, Aliment said, adding that they then made a pair of deliveries to senior facilities in Bellevue and Issaquah. The Reporter tagged along with Aliment on two of her dropoffs on Monday at Merrill Gardens at Kirkland and Peters Creek Retirement Center in Redmond. The bouquets featured several varieties of roses in the hues of red, magenta, pink, orange and yellow. Terri Brimm, move-in coordi-

nator at Merrill Gardens, helped Aliment place the roses on tables in the dining room. “It’s always special when people will donate flowers to us. This is the first time we’ve ever had a florist do this, however, so it is really great,” Brimm said. “The residents really appreciate having fresh flowers on the table — it makes their day.” Aliment — whose store was voted Best Florist in the Reporter’s Best of Redmond contest — said that Teleflora previously donated the mugs with a few yellow roses and white daisy palms inside. Renovations to the sports fields at Redmond Ridge Park will break ground this fall thanks to a collaborative effort involving the state of Washington, King County and Redmond North Little League (RNLL). In June, RNLL’s “Renovate the Ridge” project reached its fundraising goal to replace the park’s dirt and sand fields with all-weather synthetic turf surfaces. In addition to private donations, the project received funding from the county’s Community Partnership and Grants (CPG) program and a Youth Recreation Grant from the state Recreation and Conservation Funding Board. “These sports field renovations have been anticipated and needed for a long

time,” said King County Council member Kathy Lambert. “It’s good to know that they are on track for next year’s baseball and soccer seasons. The addition of synthetic playing surfaces means these parks can accommodate many more kids’ sports teams.” She continued, “Excellent work was done by Redmond North Little League under the leadership of JD Klein. It’s a true example of community spirit that benefits everyone. I look forward to seeing great things from Redmond North Little League as everyone continues to work together.” Located at 22915 N.E. Alder Crest Dr., Redmond Ridge Park is the only park of its kind in the area.

“This is the culmination of nearly 10 years of planning and fundraising,” Klein said. “These allweather fields will cost less to maintain than the existing fields and will support a wide range of recreational activities in the area all year round. Ultimately, the park will be an even greater asset to the Redmond Ridge community.” Lambert added, “State Sen. Andy Hill had a major role in securing the needed state money for this project. Without his assistance, it would not have been completed. His dedication to Redmond Ridge Park, to make sure the kids of the Redmond area have enough sports fields, is commendable.”

Bike theft: Redmond police took a report fat 3:15 p.m. for a stolen bike taken from an unlocked shed in the 9700 block of 164th Avenue Northeast on Education Hill sometime in the last year. Threats: Redmond police responded to a brandishing report at 2:16 p.m. from a business in the 17600 block of Northeast 76th Street downtown. The suspect has been named and the case is under investigation. Fraud: Redmond police responded to a wire fraud at 11:40 a.m. from the 8500 block of 152nd Avenue Northeast in Grass Lawn.

Tuesday, July 23 Traffic offense: A male was cited at 10:08 p.m. through an investigation for traffic offenses at Leary Way and Redmond Way downtown. Theft: Redmond police investigated the report of checks stolen at 5:54 p.m. from a residence in the 5400 block of 157th Drive Northeast in Grass Lawn. Suspect information was provided. Malicious mischief: Redmond police investigated a possible malicious mischief at 5:36 p.m. in the 8800 block of 161st Avenue Northeast on Education Hill. Shoplifting: Officers arrested two females shoplifting downtown. Found property: At 3:08 p.m., Redmond police took custody of found property from the 17200 block of Northeast 104th Street on Education Hill. Scam: A resident in the 10900 block of 176th Circle Northeast on Education Hill reported being the victim of a telephone scam at 11:56 a.m. She realized the call was fraudulent before falling for the scam. Bicycle theft: At 9:18 a.m., officers took a report of a stolen bicycle from the 8200 block of 161st Avenue Northeast downtown.

Disturbance: Redmond police investigated a disturbance at an apartment complex in the 18500 block of Northeast 58th Court downtown at 8:51 p.m. An adult male subject was arrested and booked into jail. Possession: At 7:47 p.m., Redmond police arrested a male subject for possession of drugs at 172nd Avenue Northeast and Northeast 128th Street. Vehicle prowls: Officers took five vehicle prowl reports from Education Hill. Located missing person: Redmond police took a report of a returned missing person at 6:23 p.m. from the 8700 block of 166th Avenue Northeast on Education Hill. Vandalism: Officers responded to a report at 2:51 p.m. of a milk carton breaking a van windshield at Northeast 109th Street and 157th Avenue Northeast on Education Hill. Burglary: At 8:29 a.m., suspect(s) entered an unlocked garage door on side of a house in the 15700 block Northeast 117th Street on Education Hill and removed items of value from the victim’s vehicles.

Shoplifting: Officers responded to a reported shoplifting at 6 p.m. from a business in the 2200 block of 148th Avenue Northeast in Overlake. The suspect was identified and will be charged through investigation with third-degree theft. Vehicle prowl: At 11:37 a.m., a resident in the 7500 block of Old Redmond Road in Grass Lawn contacted police to report an unknown suspect had gained entry into her vehicle and stolen items from the trunk. An investigation is pending. Fraud: At 7:56 a.m., it was reported that credit cards, debit cards and a business checkbook were stolen from a Redmond man’s vehicle in the 14200 block of Northeast 63rd Court in Grass Lawn. The access devices were fraudulently used numerous time throughout the Eastside and King County area.

Saturday, July 20 Vehicle prowl: Electronic items were reported stolen at 11:28 a.m. from a vehicle at 163rd Place Northeast and Northeast 73rd Way in Overlake that was possibly left unlocked.

Final state budget means increase in funding for LWSD

retirement contributions. As expected, the final budget restores the 1.9 percent (for certified and classified staff) and 3 percent (for administrative staff) salary cuts from the 2011-12 school year. The result is a $2 million revenue increase to the district. No cost-of-living increase was included in the budget. The district’s proposed budget also includes the state required 2.3 percent increase in the employer retirement contribution. Some of the additional state funding is restricted to specific purposes. LWSD will get additional funding for the English Language Learner program and for the Learning Assistance Program, for example. In the second year of the biennium, 2014-15, the district will receive an estimated $2 million to provide additional instructional hours for grades seven through 12, with an increase in the state requirement from 1,000 hours to 1,080. The district will have a year to plan how school schedules will change to accommodate that increase. The district will not receive any funding for two significant areas in the state budget — all-day kindergarten and grades K through three class size reduction. Both funding sources are reserved for high-poverty schools and Lake Washington does not qualify. The most significant increase in revenue will be in the maintenance, supplies

and operating costs line item. The district will get approximately $4.3 million more in 2013-14 and that increases by an additional $1 million in 2014-15. Special education funding will also increase by an estimated $600,000 in 2013-14. The state also will improve transportation funding. In 2013-14, the state budget increases transportation funding by 40 percent of what would be needed to fully fund transportation according to the state’s definition, or about $1.2 million additional funding for the district. That increases to providing what the state defines as fully funding transportation in 2014-15, which will mean an additional $2.9 million that year in transportation funding for the district. A revised budget is currently being prepared to reflect the changes in state funding for 2013-14. The current budget proposal is available to the public on the district website now. Comments on the proposed budget may be emailed to the district’s board of directors at board@lwsd.org or mailed to Lake Washington School District, PO Box 97039, Redmond, WA 98073-9739. In addition, the board will hold a public hearing on the budget at its Aug. 5 meeting. Members of the public will have an opportunity to provide input to the board about the budget in that hearing.

At its June 24 meeting, the Lake Washington School District (LWSD) board of directors received a draft budget for the 201314 school year. However, the state of Washington, the district’s largest funding source, did not yet have a budget. That left plenty of question marks in the district’s draft budget. Now that the state budget has been signed into law, the legislative impacts on LWSD and the budget draft have become clearer. An updated budget proposal will be presented to the board of directors at its Aug. 5 meeting that reflects an expected increase in state funding. “This additional funding is a step toward fully funding basic education,” noted Dr. Traci Pierce, superintendent. “After many years of budget cuts or flat budgets, it is a change in the right direction. Many basic needs remain unfunded or dependent on local levies, however.” The bottom line impact for the district will be an increase in the budget of an estimated $7.8 million for the 2013-14 school year, some of which is restricted to spending on specific programs. To put that amount in perspective, the revenue total originally budgeted for the 2013-14 general fund was about $242.5 million, which already included two of the new items in the state budget. Those two items included a restoration of previous staff salary cuts and an increase in costs for employer

OLD FIRE HOUSE TEEN CENTER STAFF

When Redmond’s teenage population voiced a strong desire for a space to showcase their talents, the City of Redmond Parks and Recreation department responded with the opening of the Old Fire House Teen Center (OFH) in 1992. Over the past 20 years, the OFH has evolved into an all-inclusive, positive space where teenagers can mold, shape and create whatever they want. Martin Berger, a junior at STEM High School and co-leader of an OFH club, shares a sentiment echoed by many of Redmond’s young people: “You can make anything happen here. The staff are awesome and super supportive in getting teenagers to fully think about their ideas and help to turn them into programs or activities.” Here at the OFH, we pride ourselves on our programming being a reflection of teen interests. When a teen regular who works at Redmond’s Root Beer Store expressed an interest in sharing his knowledge of soft drinks with his peers, the OFH hosted an educational tasting in which he shared more than 15 different brands, providing insider information about each one. A Redmond teenager interested in Universal Role Playing games expressed an interest in starting a club more than a year ago. With staff support, it has grown into a group with more than 20 members that meet each week. Local teen musicians with an interest in philosophy came to us with the idea to start a “meeting of the minds” type seminar in which they could use math and logic learned at Redmond High School (RHS) to apply to every day dilemmas. Partnering with staff, they became the Problem Solvers, a bi-weekly group that discussed vast topics from the virtues of what it is to be confident to such important questions as “how should I ask a date to the prom?” While these are just a few examples of the many instances in which a teen’s seed of an idea has blossomed into something special and meaningful, they provide a glimpse into a fundamental

number of high-ranking Montessori, pre-kindergarten, elementary, middle and high schools. As a toddler, I attended the Sammamish Montessori school in Redmond, developing a strong foundation and learning from strong staff and supportive teachers. There, I not only learned all my continents and perfected my multiplication tables, but when I asked my teachers for a harder challenge, I was always greeted with a “yes” and an “of course.” Later, I went on to study for five years at Einstein Elementary on Education Hill and had my final year of elementary school at Redmond Elementary. Throughout these years, I colored my world with various activities, ranging from art to yearbook club to choir

to participating in the school science fair. In my sixth and final year of elementary school, with all the wisdom that a sixth-grader could have, I felt prepared and ready to take on the world. Although this was far and still is far from the truth, in a way I am still thankful that all the new experiences, whether it be starting an event for Project RED or writing letters to my own pen pal in Afghanistan, gave me the sense of confidence. All three years of junior high I attended Redmond Junior High (now Redmond Middle School) and currently attend the STEM High School, also situated in Redmond. Both these schools have only further pushed me to explore what I enjoy and what I have yet to find I enjoy. If you were to speak to

me personally, you would probably hear me go on about the fantastic music programs or the phenomenal student governments, but each individual student has their own reasons for getting involved and making themselves part of the community at their schools. The reason why I speak of these schools with such a positive outlook and respect is because each and every one of them molded me and my adolescent journey (which still continues) to not only learn more about the world, but apply what I have learned to real-life situations. City seeking input on urban neighborhood planning with survey

The City of Redmond, along with the Growing Transit Communities partnership, is seeking ideas from the public about what makes urban neighborhoods most appealing as places to live, work, learn and play. New urban neighborhoods with a mix of high-density housing, retail, employment, parks and trails and other uses will emerge around high-capacity transit stations in the coming years in the central Puget Sound region. In Redmond’s Overlake neighborhood, light rail will be operating by 2023. What characteristics would make urban neighborhoods in downtown and Overlake most vibrant and livable for all ages? What would an ideal urban neighborhood look like and what features are most important? The city is asking people to weigh in on an online survey regarding what would make neighborhoods around light rail transit in Redmond most appealing, such as incorporating elements that provide convenient shopping and services, recreation opportunities and housing for families.

The survey can be found at www.surveymonkey.com/s/ VibrantNeighborhoods. The City of Redmond will incorporate ideas gathered from the survey as part of planning and implementation efforts now underway in anticipation of light rail on the Eastside. The survey will be available through September.

Union Hill Road was widened to include a new four-lane section, with turn lanes in areas. Construction crews also widened 196th Avenue Northeast, adding a turn lane and 8-foot-wide shoulders. They also built the connection at 195th Avenue Northeast to Northeast Novelty Hill Road as a two- and three-lane road with full shoulders for pedestrians and bicyclists. “That’s a new segment of road,” Wierzbicki said about the latter. In addition, Evans Creek Bridge was widened and raised to better accommodate pedestrians, equestrians and bicyclists using the Bear and Evans Creek Trail and greenway. “Everything is finished,” Wierzbicki said. “Construction took 28 months. It was five months ahead of schedule.” He added that the only part that is not complete yet is the installation of electronic signage for westbound drivers on northeast Novelty Hill or Union Hill roads, which will inform them of the upcoming traffic situations and suggest whether drivers should continue on the

Three additional Lake Washington School District (LWSD) students have received National Merit college-sponsored scholarships from the National Merit Scholarship Corporation (NMSC). Vita Shubin from Redmond High School will receive a scholarship from the University of Southern California. Rachel Ainslie from Eastlake High School will receive a scholarship from Gonzaga University and Amanda Collyer from International Community School will receive a scholarship from Brigham Young University. About 1,800 additional winners of National Merit scholarships financed by colleges and universities were announced by NMSC on July 15. These additional winners join about 2,500 other college-sponsored award recipients who were announced in late May.

EASING TRAFFIC

Wierzbicki said the main reason for the project was to ease congestion on northeast Novelty Hill and Union Hill roads. Woodinville resident Jeffrey Bradford uses the roads to get to and from work at Microsoft Corp. in Redmond on a daily basis and said it has definitely helped his commute to work in the mornings. He said utilizing the new connection — he wouldn’t say in which direction because he doesn’t want more people to use it, as well — has shaved 10 minutes off his drive to work. It now takes him about 15 minutes to get to work whereas it used to take close to a half hour. Bradford said taking the alternate route on the way home, however, hasn’t made much of a difference. Millie Snook, a Redmond resident who served on the Community Advisory Group for the project since 2002, said in a letter to the Reporter, it incorporated best practices for road design and maximizes safety improvements. “I feel privileged to have played a small role in the project,” she wrote.

SAFETY CONCERNS

Although Bradford likes the new connection and has “nothing against roundabouts,” he said he doesn’t think two lanes are needed — especially as the east-west roads approaching the roundabouts are only one lane in each direction. “It just seems to add unnecessary merges,” he said. Brandy Badger, who lives in unincorporated King County on Union Hill just a few blocks from that roundabout, also has some concerns about the newly completed project. She said she is worried about when winter comes and the roads get icy — particularly the hills leading up to the roundabouts. “I drive those roads in the winter and that’s just going to be a mess,” predicted Badger, who drives from Union Hill to downtown Redmond for work. She said she has already seen a few almost accidents as drivers speed down the hill, adding that she would rather there be traffic signals at these intersections instead of roundabouts. Wierzbicki said they chose to install roundabouts because they are

the safest form of intersection control. He said because vehicles are all traveling in the same direction, the number of “points of conflicts” are reduced. Wierzbicki said with a traffic signal, vehicles are entering the intersection from all directions and traveling in all directions, which increases the potential for accidents. He added that when roads are icy, traveling at 15 mph — the designated speed limit at the roundabouts — is not much of a challenge and it is actually safer to keep moving than stopping as cars would be forced to do at a traffic signal. Reporter readers, who commented on a previous report about the project’s completion, also voiced concerns about the designated speed limits for the intersection, saying there needs to be a slowdown speed between going down the hills at 45 mph to 15 mph at the roundabouts. Wierzbicki said 15-20 mph is the typical speed for roundabouts of this size, pointing out that there is rarely a transition zone on roads approaching a traffic signal. The only warning drivers would get is the yellow light.

The tequila has arrived. That’s right, 240 bottles of it — and the oak barrel — from Amatitan, Jalisco, Mexico. On Thursday, Agave Cocina of

Redmond and Issaquah debuted its unique, limited-edition tequila made only for the local restaurants by the Casa Herradura distillery. According to the Agave blog, Issaquah owner Federico Ramos and his tequila tasters traveled to Mexico in March to select the right barrel of

Bob Spencer moved around a lot when he was young and growing up as a “service brat,” but he still remembers the move that changed his life. When he was 10 years old, he and his family moved to Paris. His mother began studying at Le Cordon Bleu and their at-home dining went from Chef Boyardee to gourmet meals. This opened Spencer up to the world of food, and that love of food has stayed with him until now as owner of the Meritage Meadows Inn in Redmond, which he runs with his wife Karen Spencer. With his experience cooking through high school and college, Bob — who had a previous career as a chemical engineer — is the bed and breakfast’s cook as well as the

landscape and maintenance staff. Karen — who worked for the U.S. Geological Survey before becoming a stay-at-home mom for their two sons — manages the rooms and hospitality. The couple opened Meritage Meadows in June 2010. They had wanted to purchase property around Woodinville and closer to that city’s winery district, but what they found was not easy or convenient for guests to locate. The inn is located at 21407 N.E. Union Hill Road, less than 10 miles from the heart of Woodinville’s winery district, but there is also a winery onsite. Bob is one of Cinq Cellars’ five winemakers, along with four of his friends who share his interest in making and tasting wine. The winery offers tastings and Bob said he also likes to talk wine with guests and direct them

toward more wineries and tasting rooms in Woodinville. Meritage Meadows is a 6,000 squarefoot building that was previously a private home and has five rooms for guests, each of which continues with the wine theme. “All the rooms are named after the winegrowing areas in Washington,” Bob said. Meritage Meadows, which won Best Date Place in the Reporter’s Best of Redmond contest this year, gets a variety of guests. Bob and Karen said they are popular with couples. They get many new parents who are getting away from their babies for the first time. They also get many parentsto-be on “babymoons,” who are having one last weekend together before their new baby arrives. [ more MERITAGE page 15 ]

There is also a small kitchenette area and TV to keep youngsters entertained. their adult children who live in apartments or condominiums or parents from other countries who are visiting their children who are interning for Microsoft. As innkeepers, the Spencers said they are often asked about places to visit. Bob said he

It all started in 1978 with two men and a recipe for deep-dish pizza. The first BJ’s Restaurant opened in Santa Ana, Calif., and with its success, the owners have been able to expand and open more locations throughout the Golden State. In the past few years, they made their way up the coast to the Evergreen State, with its newest location in downtown Redmond. BJ’s Restaurant & Brewhouse at 7211 166th Ave. N.E. in Redmond Town Center opened on May 6, and in addition to their signature deep-dish pizza, the restaurant’s menu also includes a variety of salads, appetizers, sandwiches, soups, pastas, entrees, desserts and handcrafted beers. With a little bit of some-

thing for everyone, the new eatery has already made its mark in the community after less than three months and has been voted Best New Business in the Reporter’s Best of Redmond contest. Greg Levin, chief financial officer for BJ’s, said they chose to open a location in Redmond because they really like the area. “It has a great community feel to it with a lot of density and allows us to continue building out the state of Washington,” he said. “In fact, Washington has really embraced the BJ’s concept…(we) are absolutely thrilled to be here.” Levin said they have four BJ’s locations in Washington — two of which, (including the Redmond location) opened this year.

He said BJ’s is “very passionate about being a local restaurant.” In addition to this role, the company also has a TASC Force (Team Action to Support our Communities), which is made up of volunteers from each restaurant who participate in local community activities such as park cleanups, building houses for Habitat for Humanity and painting schools. “Additionally our restaurants will do local fundraisers for schools or other nonprofit entities,” Levin said, adding that one of the company’s major charities is the Cystic Fibrosis Foundation and they have donated a portion of the proceeds from their Pizzookie dessert sales to the organization for many years.

Police seek community feedback on IdeaScale

The Redmond Police Department (RPD) is utilizing IdeaScale to encourage community engagement and feedback regarding public safety topics. Over the next few months the department is seeking comment on several different areas to include traffic enforcement, ideas to help curb homelessness and panhandling, customer service and what social media tools the community would like to see the department use. IdeaScale is a social media platform that began in 2008 and has proven successful in other cities such as New York and Chicago. When citizens visit the

To quote the “Buderfly Guy”, “The butterflies are happy, I’m happier, and Redmond is a better place to live. I’m still a school boy catching butterflies.”

in our back yard. He grows milk weed in his garden bed for them, and has set up a tent where the butterflies can live in peace. When I asked Gagner, “why butterflies?” here is what he said: “They are an extension of flowers, they are mobile, intriguing, everyone likes butterflies.” He’s been interested in butterflies since he was a kid, catching them in jars and releasing once he “felt sorry for them.” He’s interested in all butterflies, but monarchs in particular, because they are becoming scarce or rarely seen in this area. He wants to bring them back. So, he’s created an environment for them to succeed.

He’s provided a food source (milkweed and pieces of fruit) and a safe habitat (a tent) away from predators. When those two things are available, monarchs can then be reintroduced to the area where they can proliferate. Gagner noted that when he first moved in to Fairwinds, no one thought of butterflies. Now, he says everyone in this community is “on him about the butterflies” — and he likes the attention. When residents and family
