Our Lopez Dump: excitement and challenges By Lorna Reese Special to the Weekly
Seven months into its existence, the Lopez Solid Waste Disposal District can safely be called a success story. First, 84 percent of voters approved it last fall; second, because it’s operating in the black; third, because it has nearly 100 volunteers who, if you ask them, will admit to having a good time while doing their work. “We saw a substantial increase in activity at the Dump during the second quarter,” says Larry

Eppenbach, LSWDD secretary, “with garbage jumping from 75 tons in the first quarter to 108 tons the second. Total self-separated recyclables increased from about 47 tons to more than 78 tons. Islanders are proving to be very conscientious about recycling and moving towards zero waste.” However, though activity has picked up, the volume of garbage is still less than originally budgeted. Since most dump money is made on moving garbage, less garbage also means less revenue, so LSWDD still feels the challenge. “Lopezians can be assured LSWDD is not wasting any of the financial resources the community invests in our local dump,” says Bruce Creps, LSWDD treasurer. “In taking over an essentially bankrupt municipal facility, we’ve had to walk a financial tightrope. On one hand, we strive to offer expanded garbage and recycling services at reduced rates and on the

other, we need to build the capital and reserves to maintain day-to-day operations. The tax levy is essential in order to maintain financial health.” This year is a shakedown period, according to Dan Post, LSWDD board member. “We’re gathering accurate and real income/ expense data, and will use that to craft a more accurate budget for 2014,” he said. “We handle and transport many different recycle commodities and it’s a challenge to find viable mainland markets. We also have our TakeIt-Or-Leave-It, which we consider an essential part of the community. It’s a lot to manage, and we’re doing it with a small tight budget.” In addition to paid staff who worked 1,381 hours during the first six months, LSWDD has a team of devoted volunteers who generously donated 1,955 hours during the same period. “There are so many incredibly talented and gen-

The Solid Waste Alternatives Program, a nonprofit dedicated to providing financial and volunteer support to the dump, is committed to raising nearly $37,500 to augment tax levy income and fees collected at the booth. Approximately $10,000 of that is targeted at the “Buy the Backhoe” campaign. Sarah Eppenbach, SWAP chair, and numerous others, including SWAP members Kate Scott and Glen Maxson, organized the backhoe drive, Junk Bonds and last year’s popular “trashion fashion” show. SWAP also dreamed up dump tee-shirts available this year at the Farmers’ Market.

Now Carol Steckler, eminent local radio host, has launched a one-hour radio interview program about the Lopez Dump on KLOI. “Talkin’ Trash” airs at 11 a.m. on Thursdays and repeats on Saturdays at noon. Steckler also is taking on volunteer coordination, accepting the baton from Micki Ryan who gave it such a good start. She welcomes calls from anyone wanting to volunteer. “Like any endeavor, our Dump is a work in progress,” Read says. “There are still a few issues being worked out, but we are so grateful to everyone working with us on recycling. A 21-year-old San Juan Island man was ordered to serve an “exceptional” prison term of three years and four months for rape of a 15-yearold girl with whom he once had an ongoing sexual relationship. On June 27, Kristian K. Sakstrup was sentenced in San Juan County Superior Court to 40 months in prison

and ordered to pay $1,269 in fines and fees. The sentence was handed down by Judge Don Eaton roughly six months after the 21-year-old pleaded guilty to one count of second-degree rape of a child, a Class A felony that carries maximum penalties of life in prison, a $50,000 fine, or both. The sentence is considered “exceptional” because it falls below the standard range of sentencing set by the state — 78 to 102 months — for that particular felony crime. Sakstrup was charged a year ago in May with two counts of second-degree rape of a child, one count of third-

degree rape of a child, one count of third-degree rape and violation of a restraining order in the aftermath of an alleged sexual assault. Prosecutors recommended a prison term at the low end of the state sentencing standard, but not below. According to court documents, Sakstrup first had sex with the girl following a chance encounter at the Friday Harbor apartment of a mutual friend. He was 18, and she was 13 and intending to run away from home, at the time. The two began dating about two years later and developed an intimate relationship that abruptly ended eight months later in charges of rape. The girl was granted a restraining order following

In support of a sentence below the state standard, Eaton, according to court documents, noted that Sakstrup was only 18 at the time of the first sexual encounter with the girl, that she had been — to a significant degree — a willing partner, and that he had been raised in a household where age-sex boundaries were blurred and lacked an understanding about consequences of sex with a 13-year-old. After fulfilling the prison term, he will be required to register as a sex offender and prohibited from contacting the girl for the remainder of her life.
Orcas man convicted of domestic violence
An Orcas Island man was ordered to serve five months in jail, or five months on the county work crew, on the heels of a second conviction for a domestic violence felony assault. On July 12, Michael Jason Turner, 36, was sentenced in San Juan County Superior Court to five months in jail, and ordered to pay $1,428 in

He pleaded guilty in mid-June to third-degree assault, a Class C felony that carries maximum penalties of five years in prison, a $10,000 fine, or both; however, the standard range of sentencing set by the state is 3-8 months in jail. Under the sentence handed down by Judge Don Eaton, Turner will be allowed to serve five months on the Sheriff Department’s supervised work crew in lieu of jail. He can also receive 60 days credit off the amount of time served by successfully completing of an in-patient substance abuse treatment program. He is slated to begin serving the sentence on Aug. 27. According to court documents, Turner admitted to assaulting a woman in midFebruary whose home he shared, and with whom he had an on-again, off-again romantic relationship over the past three years. The two were engaged at the time when a late-night heated dispute over their relationship, and over possession of an engagement ring, erupted into a prolonged altercation at their Deer Harbor home. After the woman reportedly hit him in the face, Turner, according to court documents, retaliated by wrestling her down onto the kitchen floor and tried to yank the ring from her finger as the two struggled and while he kept her pinned to the floor. Following his arrest, Turner was initially charged with second-degree assault, a Class B felony, and with
one count of unlawful imprisonment. He pleaded guilty to the lesser felony offense in mid-June and the other charge was dismissed. The recent conviction for felony assault is the second for the 36-year-old Orcas Island man, who in 2003 was convicted of second-degree assault for an attack on his then-wife.
Ranker elected president of ‘Northwest Economic Region’
Sen. Kevin Ranker, D-Orcas Island, was elected President on Wednesday of the Pacific NorthWest Economic Region at the organization’s Annual Summit in Anchorage, Alaska. Ranker has served as the organization’s vice president the last two years. Formed in 1991, PNWER is a non-partisan, public-private partnership that includes Saskatchewan, Alberta, British Columbia, Yukon and the Northwest Territories in Canada; and Alaska, Oregon, Idaho, Washington and Montana in the United States. It works to increase the economic well-being, coordinate energy, economic and environmental strategies and enhance competitiveness of the region. The partnership represents a combined GDP of $1 trillion. The PNWER president heads the executive committee and represents the organization in visits to both nation’s capitals, as well as state and provincial meetings throughout the region.

LCCA youth ticket fund It all started with two simple donations. Karen Alexander donated youth tickets to The Utah Ballroom Dance performance. Raffle and auction of Hill paintings to benefit museum By Ande Finley

When Board Member Ralph Bladt approached noted plein air painter Steve Hill about creating a painting for the Lopez Museum’s 40th anniversary commemorative poster, it didn’t take long for Steve to respond with a resounding “Yes!” His enthusiasm was fired by the idea of using the historic gill net boat Sally J as a subject. Sally J was retired in 1996, and is now on display in front of the Museum. “The Sally J looks so lonely, stripped down, boards missing. I wanted to put her back in the water off Iceberg Point where Bastian “Bus” Jevick fished her for over
fifty years,” Steve explained. “I was only going to do one painting, but I got so involved, fell in love with that boat, I did a second one as well.” Hill’s first painting, a large pastel entitled Sally J Underway, is the image he created for the museum’s anniversary poster and showcases his unique talent at capturing the ethereal quality of light on water. Sally J, Heading Out also places the boat somewhere off Iceberg Point, but this time shrouded in fog. He had only one black and white photo to use as reference, so the addition of color was a product of his own prodigious imagination.
Steve is also celebrating his 40th anniversary as a Lopezian. He arrived here in 1973, the same year construction began on the Museum.

Jo-Ann Lange and friends in Broadway Classics Concert
Jo-Ann Lange, soprano, will present a concert of “Mostly Broadway Classics” plus Spanish folk songs, and more at 3 p.m. on Sunday, Aug. 4, 2013, at the Lopez Community Center for the Arts. She will be assisted by Ginni Keith, a wellknown musician in the San
Juans and beyond, who will play her flute and sing. Patty Johnson, a soughtafter pianist who has performed with the Orcas Chamber Society is currently the Lutheran pianist on both Lopez and Orcas Islands; she will accompany Jo-Ann.
Jo-Ann began her musical career on her grandmother Rose’s knee and started singing at
family parties. Rose taught her piano and purchased Jo-Ann’s first clarinet. Her grandmother-a church organist and Jo-Ann’s mentor-saw to it that Jo-Ann sang solos at church as a child to build up her confidence. Later, Jo-Ann studied music in college, sang in classical music chorales, and performed in musical theater productions-as well as serious dramas. Since then, she has had leading roles in plays such as “Charlie’s Aunt,” “Bye, Bye, Birdie,” “The Lottery,” and many Gilbert and Sullivan
operettas in the states of California, Montana, and New Hampshire. Jo-Ann performed with the Western Montana Opera workshop and with the Collegium Musicum at Dartmouth College. After a career in teaching, Jo-Ann now enjoys spending time in both Montana and Washington where she studies vocal music, performs with several choirs, gives benefit concerts, and sings for weddings and other special occasions. Besides music, her passions include travel, reading and writing poetry, and studying
the Mexican culture. Audiences have remarked that Jo-Ann sings expressively in varied genres of music such as folk tunes, opera, art songs, and Broadway classics. Her August concert will showcase Broadway favorites with a sprinkling of Celtic and Spanish folk melodies. Come and listen to these artists make beautiful music together for the Community Center Youth Ticket Fund, which will help young children develop an interest in music by offering them free or discounted tickets.

Philharmonic Principal Cellist Car ter Brey. Originally formed as a trio at the Spoleto Festival in Umbria during the 1980s, KahaneSwensenBrey will perform works by Mozart and Ravel. They will be joined by returning violist, OICMF Founder and Artistic Director Aloysia Friedmann, for Brahms’ Piano Quartet in C minor. This will be Friedmann’s third performance on Lopez, following a concert this past May with pianist Jon Kimura Parker, and in August 2012 with the Miró Quartet. At the first OICMF Lopez concert last August, Festival Director Victoria Parker introduced the Miró Quartet at Grace Church, saying, “The time could be right” to develop new musiclover partnership programs in the islands. Community response has proved her correct: “I expect a concert like this when I’m in London,” commented Cathy Doherty at the second OICMF concert held at Lopez Center in May. “But right here? On Lopez? What a treasure for my kids!” J.C. The supermoon phenomenon is surrounded by many popular astrological myths: A full moon has been speculated to trigger a risk of flooding, earth quake, volcanic eruption, and an increased disposition to mental illness. This supermoon coincided with the birth of the future King of England, consequently giving rise to theories that the moon may have induced Princess Kate’s labour.
