State budget forces Communities in Schools to look elsewhere Renton School District steps in to help fill funding gap By TRACEY COMPTON tcompton@rentonreporter.com

Communities in Schools of Renton has had to adjust its approach to funding, after the state eliminated close to $100,000 from the organization’s budget. On July 1, the agency that provides resources and support to impoverished students in Renton lost about $100,000 total in state funding. That money is equivalent to two CISR family liaison positions, which

would support about 1,500 students in the district, said Sue Paro, CISR executive director. A week ago, Renton School District officials notified Paro that the district would step in to replace the more than $90,000 shortage from one grant alone, with new funding. “This is very good news and we are very appreciative of the support of the RSD (school district),” Paro said. “They have supported CISR through our 19-year history along with the City of Renton.” More than $90,000 was eliminated through the loss of the Readiness to Learn grant, which CISR has received for more

than 15 years. The changes came on June 30, when the state budget was voted on and passed. “In that budget, the legislature took RTL funding along with several other programs’ funding, rolling it together and giving it to school districts under the Learning Assistance Program,” Paro said. “Renton School District received $1.2 million of new money to LAP. The Legislature designated up to 5 percent of this money to be for community-based organizations, like CISR.” The redirection of funds has triggered an evaluation of CISR’s funding resources, but Paro said the new arrangement also

creates opportunities for better service in the district. “It’s a good solution as long as the school district partners with community groups to address the students’ needs,” she said. “We’re the No. 1 dropout prevention (resource) in the country,” said Paro. “We address the learning needs as well as the social, emotional needs of students.” Without the district stepping into its “oh-my-goodness-help” situation, she said the state cut would have devastated their programs. Renton School District officials were unavailable for comment at press time.

The City Council on Monday night voted to defer a planned Basic Life Support Transport fee indefinitely. Presently, all transports to a hospital are free, but the council last year voted to institute the fee, scheduled to begin Sept. 1, as a way to help balance the city’s budget. However, during deliberation on what council member Rich Zwicker described as a “tough swallow,” the council indicated the city should review the fee prior to the effective date to determine if it was still necessary or if the revenue target was still valid. As the city looked into the budget this summer, they estimated the line item would bring in much less money than originally anticipated. On top of that, with revenues up and expenditures down this year, the administration recommended dropping the fee, as it was no longer needed to help balance the budget. According to spokesperson Preeti Shridhar, the city expected the fee to bring in approximately $350,000, but an analysis showed it would actually come in “significantly less,” at about $100,000 to $150,000. Looking at the numbers, Shridhar said “it didn’t make sense” to not postpone the fee. Fire Chief Mark Peterson said the aid car fee was an attempt to fill revenue shortfalls and help make up part of a $5 million hole in the budget. Peterson also said Renton was following in the footsteps of several of its neighbors, such as Bellevue, Mercer Island and Maple Valley, all of which charge for an aid car. [ more Aid car page 9]

Folowing a public hearing on the permitting process, the citizens group Save the Cedar River Library...Again! filed written briefs to the hearing examiner , restating their concerns about the State Environmental Policy Act permits for the library over the Cedar River and the City of Renton and King County Library System design team’s plans . The City of Renton filed its brief rebuttal and motioned for a summary judgment on the matter on Aug. 7. Phil Oblrechts, the hearing examiner is expected to issue his ruling next week.

A dream project now a reality, the Renton Youth Advocacy Center at Tiffany Park is preparing to celebrate its grand opening. For John Houston, center director, it’s been a long but persistent journey to get the non-profit agency up and running to provide teens in the neighborhood with a safe place for hanging out, mentoring, tutoring and counseling. He is a long-time Renton resident and well-known high school basketball coach. Houston has built relationships with the City of Renton staff, including police and fire departments, and community members to bring this resource to youth in the Cascade area. Located in the former Tiffany Park Recreation Center, RYAC will hold its grand opening from 11 a.m. to 1 p.m., Sept. 7, at 1902 Lake Youngs Way S.E., Renton. “I just feel good,” said Houston. “Being from here, I used these buildings when I was growing up and when they were open, we could go to the buildings.” The recreation center provide another focus beside other mischievous adventures in the neighborhood. “It gave me an option, it gave me a chance,” Hous-

facilities, in the way they’ve been tailored to teens. “I like kids; I like to see them succeed and I know that there’s a big void, there’s nowhere for them to go after school,” said Linda Wanless, a RYAC Board member. Wanless was born and raised on Talbot Hill, owns a home in Renton but lives and works in Kent currently with the school district there. “So I work with kids all day long, but that’s my passion too,” she said. RYAC has 11 board members, who volunteer their time, and about 75 volunteers ready to help with tutoring and other needs. The group is working on grants to fund the center now and has already received funds from private donations and grants. “I just want to make sure the kids have this place and they benefit from it,” said Houston.

Three arrested after six-hour standoff with SWAT team By Brian Beckley bbeckley@rentonreporter.com

A burglary in progress in the Chinquapin neighborhood Aug. 9 led to an hours-long standoff when Valley SWAT teams responded and surrounded the house. Three men were arrested in the incident, which occurred off Southeast 192nd Street. The street was closed for several hours Friday as police searched the house. Police were called around noon, when a neighbor saw a male suspect kick in the door of a nearby house. One suspect was located fleeing from the residence and was taken into custody. Another person of interest, the owner of a white SUVtype vehicle associated with the burglars, was also

arrested. A third and possible fourth suspect was believed to still be in the residence and the house was surrounded by Valley SWAT personnel, who were training in the area and arrived on the scene quickly. Police were in contact with the owner of the house, who was not home at the time of the incident, and confirmed that no one has permission to be in the residence. Repeated orders to “come out” on a public address system did not convince the suspect to exit the house; when no one came out, a robot and cameras were used to search the house before police made entry. Once inside, officers

heard movement in the attic crawl space and continued to order the suspect to come out. When no one exited, CS gas was placed into the area to encourage the suspect to come down; he eventually did so and was arrested. It was initially believed that two suspects were in the attic, but a search by SWAT did not locate a fourth suspect. The suspects are two men aged 20 and 21 from Seattle and a 32-year-old male who lives in Renton. They were booked into the SCORE jail on charges of felony investigation of burglary. A white SUVtype vehicle associated with the suspects has been impounded for evidence. Renton Police officers,

Carolyn J. Angell

Dale died July 4, 2013 at the age of 74 of Parkinson’s disease. He was born and raised on a farm in Cresco Iowa. He graduated from the University of Northern Iowa with a master’s in biology. He continued his education with a year at the University of Texas and a summer at the University of Washington. After moving to the Seattle area in 1969 he taught biology at Evergreen High School in Burien. He will be remembered for his many talents in woodworking, mechanics, cooking, and conversation. Dale had an intense curiosity about everything, earning him the well-deserved nickname the answer man. Dale is survived by his wife Joan, two daughters Kathy and Sheri, a brother and a sister. We shall always remember him and his talents, wisdom and interest in life. 857275

Carolyn was born July 25,1922 and passed away peacefully at her home on July 29, 2013 at the age of 91. She was a simple woman that lived a simple life and will be greatly missed by her two children, John Angell, Jr. and his wife, Carla and Linda Angell-Wesley and her husband, John; three granddaughters, Shannon, Tara and Stephanie; and four great-grandchildren. She will be laid to rest on Friday, August 23 at noon at Greenwood Memorial Cemetery beside her husband, Johnny Angell. 835530

the reading disorder, dyslexia. Ms. Slingerland was a pioneer with this learning challenge and Myrtle always enjoyed helping students and adults overcome this problem--and learn to read. Myrtle was an Angel on this earth and got her joy out of sharing and supporting others. She was a long-time member of Bethlehem Lutheran Church (Renton) and of the Mary & Martha Society. She was blessed with wonderful friends and always had a love of mountains and the ocean, where clam digging and eating were always on the agenda. She was famous for her wild blackberry pies, homemade raised donuts, poppyseed bread, and english pudding. Myrtle had a gentle spirit, graceful presence, humor and wit which were enjoyed by all who came in contact with her. Over the last few years, she was again greatly blessed as she moved to Stafford Suites, in Kent--where she made many new friends and marveled at her new extended family that “adopted” her in their actions and hearts. She loved crafts and, over the years, made and gave away 1,000’s of Angels which now hang in homes/offices/rooms all over south King County. Memorial Services will be held this Saturday (August 17th) at 11:00 a.m. at Bethlehem Lutheran Church in Renton (1024 Monroe NE), with reception following. Interment will take place @ 2:30 p.m. Saturday at Greenwood Memorial (350 Monroe Ave. NE. Renton). Remembrances may be made in Myrtle’s name to: WillisEkbom Disease Foundation (restless legs syndrome) and designate your gift for “research”.

Myrtle Lotto would like all her friends and loved ones to know she has moved from her wonderful home @ Stafford Suites in Kent to a new and exciting residence in Heaven. Myrtle was born in Auburn on Jan. 28, 1918 to parents Lorena McDaniel (Bull) and Charlie McDaniel. She was raised at Kapowsin-south of Puyallup, with her sister Lois McDaniel (Pritchard), and brothers Bob and Ken McDaniel. She enjoyed school and had relatives who encouraged her towards a career in teaching. Myrtle graduated from Puyallup High School before attending and graduating from Central Washington College. She started her career at Henry Ford School in Renton (1939), where she met her future husband, John Lotto, while having coffee together at Shaws Drug Store lunch counter. Her husband served as Renton Postmaster for 30 years, and they enjoyed numerous trips together to Mt. Rainier and the ocean. They had four children, John, William, Charles, and Yvonne--and kept the children busy with big gardens, cutting firewood, and enjoying picnics on the Cedar and Green Rivers + outings to Lake Lucerne. In addition to four children, Myrtle enjoyed her nine grandchildren and seven great-grandchildren. A highlight of her teaching career was when she met and learned from Beth Slingerland, the techniques of teaching students with

Let’s ‘reboot’the library issue so we can move forward

The word I used a few weeks back to describe the fresh approach I hoped to bring to the paper and issues in Renton was “reboot.” I love the connotation that brings, especially in the Hollywood sense. To me, it means starting fresh with an old idea. It means not being locked into a timeline or narrative constraint created by the tales told before. For example, in 2007, Christopher Nolan rebooted the flailing “Batman” franchise after the previous director ran it into the ground by putting nipples on the Batsuit and amping up the Adam West-like cheese factor. Nolan kept the basics, but simply operated without the constraints created in “Batman and Robin,” which may not be the worst movie you’ll ever see, but I wouldn’t risk it. In using the word reboot, I hoped to conjure up those type of images and to be able to reset a few stories. For example, as we await the hearing examiner’s decision on the appeal from the group Save the Cedar River Library… Again!, I really think the library discussion needs to be rebooted. It has wandered well into the weeds and I think we have lost a lot of focus throughout the various and assorted campaigns that have surrounded it. This column will not, however, reveal my opinion on the location or design of the Cedar River Library renovation. I, like you, will use my votes this fall and in the future to speak for my opinion. But I do think there’s a few basic facts that we need to get back to. For example, it is not accurate or fair when people say things like “the city council/KCLS is not listening” to the people who have fought to retain the library’s location and are now fighting the design. The truth is both are and have been listening. It was the City Council that heard the outcry from the public and placed on the ballot the referendum about the library’s location. They listened to the public and responded. They did the same in asking KCLS for continuing open houses on the project. Then, KCLS listened when voters said they wanted the library over the river, which was not its plan. They have re-vamped their plans and now the library will stay in its iconic location over the river. Because KCLS listened when they didn’t have to. That vote last August was an advisory vote. It carried no real weight. KCLS could have simply said “yeah, that’s nice” and moved ahead with its plans. But it did not. Because KCLS listened to the residents. Then, after working with the budget - that voters approved - meant a smaller building, KCLS listened again when there was public outcry and brought a larger building back to the City Council, who also were listening and approved a bigger budget for the larger building. So to say that KCLS or the Council are not listening to the public is to ignore these basic facts. The truth is that many of the commenters simply believe they are not doing enough. Library discussion straying from the main storyline [ Note from page 6] And that’s a valid opinion, but please stop saying people aren’t listening. I was actually at one of the open houses earlier this year and heard someone say KCLS wasn’t listening while said person was the one refusing to talk to KCLS. KCLS staffers were right there, asking for input, but because the person speaking did not like the format that was set up, he simply decided the library people “weren’t listening.” But the obvious truth was that he was choosing not to talk to them. I have also reviewed the votes taken on this matter. And the fact is that voters, by admittedly a very small margin, voted to join KCLS and, in doing so, approved “two replacement facilities.” I hear a lot of people saying they never voted for KCLS to take down and rebuild the current building, but voters literally did just that.

In fact, the opposition statement against annexation into KCLS stated “Renton Library will be moved and Renton residents will pay for replacement facilities,” meaning the voters knew going in what they were getting (or, at least, the info was out there). But after realizing that meant no more library over the river, residents spoke out and the council listened, calling for last year’s vote on location preferences, which (unsurprisingly) went overwhelmingly to the current site. Even in the advisory vote last year, it was again stated that the city was “required ... to fund and construct two new state-of-the-art libraries to replace Renton’s two existing libraries” and then called for a new library over the river but one that was not only “renovated” but “substantially renovated” at that. In recent discussions and comments, several people

have also referred to last year’s vote as though it weighed in on the location of the door, which KCLS has proposed moving to one of the river’s bank instead of keeping it midspan. Now, whatever your view on where the door should be (and I am not telling you mine), the vote did not at all discuss that. It spoke of location only. It did not speak to the size

of the building, the layout of the building or location entrances. It was not a vote to maintain the current building exactly as it is. It was, quite simply, an advisory vote on the location of the new library that voters said must be built. Again, I am not trying to push the issue in one way or the other on what should be done or where it should be done.

But this is an important issue for our city and our future and I just think it is important every now and again to take an honest look back at how we got here, so the discussion moving forward can continue to be constructive. So let’s reboot this conversation right here and move this story forward, without Batgirl, Robin or this idea that nobody is listening to the citizens to drag us away from the primary storyline.

Council drops aid-car fee [ Aid car from page 1]

In Renton, the cost for an aid-car transport would have been $600 plus $14 per mile. The fee would have been charged to insurance companies and no one would have been denied transport for lack of funding. Renton presently has one aid car. It is staffed by a two-man crew and is used to get to incidents, especially basic life support calls, quicker than an ambulance can. Ammunition stolen from detective’s car during car prowl at theater Ammunition for a Glock handgun was stolen from a Seattle Police detective’s SUV last week during a series of vehicle break-ins at or near the Regal East Valley Theaters. Four vehicle break-ins occurred sometime on Aug. 7 or early Aug. 8 but were all reported after midnight on Aug. 8 at the theaters and at the Spot Tavern nearby on East Valley Road. The front passenger window and the rear driver’sside window were smashed on the detective’s 2007 Cadillac Escalade. The stolen items were contained in a bag in the back seat. Inside the bag were a Seattle Police Department portable radio, a full-sized Glock magazine with 15 rounds of .40 caliber rounds, three red and blue LED traffic wands and three small hand-held flashlights. An iPod and paperwork inside the bag also were stolen. The detective’s car was searched for fingerprints and other evidence. Men’s clothing and two backpacks belonging to a Kent man were stolen from a 2013 Toyota Tacoma. The loss was estimated about $450. The front passengerside window was broken. In the third theater break-in, tools and about $500 worth of CDs and DVDs were stolen from a 2011 Land Rover. The vehicle’s rear passenger-door window was shattered. In the break-in at the parking lot at the Spot Tavern, an iPhone and charger, valued at about $570, were stolen from a 2008 Chevrolet Silverado. The driver’s window was smashed.

Drunk teen forces the issue A 16-year-old girl was finally taken into custody Aug. 3 after she persisted in telling an officer she was drunk. The officer was at an apartment complex in southeast Renton investigating a possible burglary and domestic violence. The girl walked up and inserted herself into the investigation of what the officer told her was a serious crime. Without prompting, she said, “I don’t want you guys to think anything but obviously I’m drunk.” The officer asked the girl to not talk with them and to leave. She told the officer, “You guys are kind of rude.” Frustrated, the officer told her it was not a good idea to talk to a police officer when she’s intoxicated. She mocked the officer and yelled over him. He told her if she didn’t leave, he would arrest her. She responded, “I really don’t care,” and she refused to

leave. She displayed the signs of intoxication, including the smell of alcohol, and was arrested for minor in consumption of alcohol. She played games with the officer over her name. Her mother told the officer the girl gets drunk and high at a neighbor’s apartment. She was released to her mother and the case referred to the King County juvenile prosecutor.

Man makes threats at drive through A 42-year-old Seattle man was arrested after he made verbal threats against people waiting in line at a pharmacy drive-through July 29 on Rainier Avenue South. He would knock on windows, demanding food and money, and told one customer he was going “to blow your brain out.” An officer located the man nearby; he had been trespassed from the same pharmacy less than a year ago. He was booked into the SCORE regional jail for investigation of seconddegree trespass.

But, what she didn’t pay for was nearly $400 in cosmetics she had placed in her purse and a decorative box while her hands were concealed under the beanbag chair. She told the arresting officer she thought the clerk would find the items in the box, but her intent was to steal the cosmetics concealed in her purse. The officer found $58 in cash in her purse and Police blotter medical marijuana, which was held in evidence at Renton City Hall because the SCORE regional jail doesn’t book marijuana with a person’s property. She was booked for investigation of third-degree theft at SCORE.
