Bear Creek Village Safeway cleared after bomb threat SAMANTHA PAK AND ANDY NYSTROM Redmond Reporter
A 19-year-old Redmond female entered the Bear Creek Village Safeway on Monday morning carrying at least one knife and a backpack and wearing a mask and a hooded sweatshirt over her face. At 10:10 a.m., the woman was behaving suspiciously and told staff to leave. Redmond Police Department (RPD) spokesperson officer Julie Beard said they did just that and then called 911. “She said it in such a way that made me fear for our safety in the store,” said Safeway assistant manager Dollen Stroup, who grabbed one of his checkers and the meat department manager and began escorting employees, customers and vendors out of the store. No one made an announcement
over the intercom because Stroup didn’t want to create “pandemonium.” “Someone told us to get out … evacuate,” said one female Safeway employee who was inside the store, which Stroup said was “busy,” but couldn’t confirm a number of people within. Stroup and the employee were two of about 30 Safeway and Starbucks employees who spent late Monday morning and early afternoon outside while RPD cleared the building, which they deemed safe at 12:36 p.m. “The female damaged property inside the store and also left a backpack on a store aisle, prompting officers to request the Bellevue Police Bomb Squad and King County Sheriff ’s Office bomb canine unit to respond to the scene,” Beard said. City receives $500,000 grant for Redmond Central Connector SAMANTHA PAK spak@redmond-reporter.com
The Washington Wildlife and Recreation Program (WWRP) recently awarded a $500,000 grant to the City of Redmond for the Redmond Central Connector (RCC). This money will go toward funding Phase 2 of the trail park, extending it from just east of the Sammamish River up to the 9900 block of Willows Road Northeast. Carolyn Hope, a senior planner for the City of Redmond, said the RCC is made up of three phases and Phase 3 will extend the trail from the
9900 block of Willows Road Northeast to the city line at Northeast 124th Street. The city has entered a contract with Otak, Inc., a multidisciplinary design firm from Kirkland, to design the next phase of the RCC and Hope said they are working to have 30 percent plans complete by September and 60 percent plans by the end of this year. “Our goal is (to have) final plans and (documents) by next spring,” she said.

A PROGRAM TO BENEFIT ALL
The WWRP is a grant program through the Washington
Wildlife and Recreation Coalition (WWRC), an organization made up of more than 280 businesses, recreation groups, nonprofits and more, who all work to ensure access to the outdoors for all Washington residents. Frances Dinger, spokesperson for WWRC, said the grant program is administered by the state’s capital construction budget, and for the 2014-15, $65 million has been allocated to the WWRP. This allows them to help fund more than 80 projects statewide. Dinger said these projects include local parks, trails and farms as well as state parks. “It benefits everyone,” she said about WWRP. Dinger said applicant projects are ranked by a group of independent experts who “ensure that only the best projects get the funding,” adding that [ more TRAIL page 10 ]

TalkingRain donated $1,000 to Camp Korey, a Carnation camp for seriously ill children, in the name of the Redmond Fire Department. TalkingRain presented the check following the relay races. Detectives from the Sammamish Police Department played a major role Aug. 6 in busting up a burglary ring that stretched from Mill Creek to Beaverton, Ore., including Redmond. While serving a warrant at a Puyallup storage facility, detectives discovered 66
bags, bins, safes and suitcases loaded with stolen property from more than 60 burglaries across the region. The earliest burglary was traced back to June 2012. Six of the burglaries were in Sammamish, including one July 13 that led to the eventual arrest of suspects. “A case like this highlights the quality work these detectives do every day,” said Sgt.
Jessica Sullivan of the Sammamish Police Department. Many of the bags contained jewelry, silver, sports memorabilia and personal documents and photographs. One bag contained a soldier’s Purple Heart and Bronze Star military medals. At least seven firearms from the burglaries are still missing. The search warrant is the [ more BURGLARIES page 2 ]

Wednesday, Aug. 14 Prowlers: At 11:41 a.m., Redmond police responded to and investigated a report of a prowler in the 7900 block of 152nd Avenue Northeast in Grass Lawn. Upon arrival to the area, two males were detained and charged through investigations for attempted residential burglary. Redmond police spokesperson Jim Bove said the men claimed to be selling Kirby vacuums door to door. “The victim heard them trying to break into the house, called 911 and we were able to make an arrest,” Bove said. “A great job of being a good witness and not getting involved.” He said the two men — a 34-year-old from Lynnwood and a 32-year-old from Lake Stevens — were both taken into custody without incident. DUI is the leading cause of death on Washington roadways, accountable for nearly half of the 439 fatalities on King County roads during 2012. That’s why between Aug. 16 and Sept. 2 extra officers will be looking for drivers under the influence of alcohol, marijuana or other drugs during the annual Drive Sober or Get Pulled Over campaign. Even though Washington legalized marijuana for adults 21 and older, it is still illegal and dangerous to drive under the influence of marijuana. Studies have found that marijuana-positive
drivers are twice as likely to crash as other drivers. Marijuana use can slow reaction time, decrease the ability of a driver to maintain lane position, and diminish the ability to pay attention to the tasks of driving. It also interferes with a driver’s ability to perform dividedattention tasks, such as steering and maintaining vehicle speed at the same time. Officers can tell when a driver is experiencing other effects of marijuana influence such as relaxed inhibitions, altered perception of time and distance, disorientation, incomplete thought
processes and increased pulse. The Auburn, Bellevue, Black Diamond, Burien, Clyde Hill, Covington, Des Moines, Duvall, Enumclaw, Federal Way, Issaquah, Kent, Kirkland, Maple Valley, Mercer Island, Newcastle, North Bend, Port of Seattle, Redmond, Renton, Sammamish, Seatac, Seattle, Snoqualmie, Tukwila and Woodinville Police Departments and the Washington State Patrol will participate in this Drive Sober or Get Pulled Over campaign. [ BURGLARIES from page 1] culmination of joint investigations with Bellevue Police Department detectives that began more than two weeks ago when a male suspect was positively identified based on video surveillance from a Bellevue burglary victim’s home. Sammamish detectives recognized the suspect as the boyfriend of the female suspect who had pawned some stolen items in one of the department’s cases. The suspects, a 26-year-old male and his 26-year-old girlfriend, are Pierce County residents. “It is very satisfying to be able to return
property to our victims,” Sullivan said. “There are likely some items that we won’t recover, but helping them reach a measure of closure is rewarding. Plus, this is what we all signed up for as law enforcement officers — it’s fun catching bad guys …” Detectives are in the process of identifying and contacting the victims. They expect to file numerous additional criminal charges including residential burglary, theft and possession of stolen property against the two suspects. The male suspect is currently in custody at the King County Jail. The female was booked
and released. Five of the Sammamish burglaries occurred in August, September, October and December of 2012. Victims from a variety of other cities were also identified, including Kenmore, Woodinville, Newcastle, Maple Valley, Bothell, Kirkland, Tacoma, Fircrest, Olympia, Portland, Ore., Tigard, Ore., and unincorporated King, Snohomish and Pierce counties. The Sammamish Police Department has invited all victims to attend a private gathering Sept. 6 at the City Council Chambers to identify their property.

The City of Redmond has posted the 90 percent plan set for the proposed bike park on its website for the community to review. The city has been redesigning the park to meet terms of a settlement agreement that was approved a few months ago by the city and appellants of the project. Affordable Care Act: For the self-employed in Washington

There are currently 23 million self-employed entrepreneurs in the United States, and that number continues to rise, especially here in Washington. These innovative entrepreneurs reflect a diverse array of professions and businesses that are helping to drive our economy — from consultants and IT specialists to painters and roofers. As the number of self-employed individuals continues to grow, thanks to technology that allows more geographic flexibility and baby boomers looking to open their own firms, one key concern for entrepreneurs looking to go into business for themselves has historically remained unaddressed: health care. Under the Affordable Care Act, selfemployed business owners now have more options than ever to find affordable health coverage, and it’s important to know the facts about the choices available as you start, or continue to operate, your own business. First, beginning in January 2014, selfemployed individuals and other consumers will be able to purchase their insurance through new health insurance marketplaces (also referred to as exchanges). All qualified health insurance plans offered in these new insurance marketplaces will cover a core package of “essential health benefits” ranging from preventive and wellness services to maternity care and mental health services. The plans will vary according to the percentage of costs the health plan covers. Additionally, issuers may offer catastrophic-only coverage, which includes free prevention and several primary care visits, primarily to young

adults under 30 years of age. Enrollment begins on October 1st, and the marketplaces open in January 2014. Self-employed individuals may also qualify to get lower costs on monthly premiums when they purchase private health coverage in the marketplace. When you fill out a marketplace application, you will learn if you qualify for these lower costs. Depending on income, consumers and the self-employed may also qualify for lower out-of-pocket costs, so they won’t have to pay as much for deductibles, copayments, and coinsurance. It’s also important to know that, beginning in 2014, the individual shared responsibility provisions of the Affordable Care Act call for each individual to have: basic health insurance coverage (known as minimum essential coverage) for each month; qualify for an exemption; or, make an individual shared responsibility payment when filing a federal income tax return starting in 2015.
However, if coverage is unaffordable, if you spend less than three consecutive months without coverage, or if you qualify for an exemption for other reasons (including hardship and religious beliefs), you will not be required to make a payment. For many self-employed entrepreneurs, health coverage is a key factor in deciding whether to venture out on their own and transform an idea into a business. By providing access to quality, affordable health insurance, entrepreneurs can focus on helping the economy grow and thrive. Thank you Redmond, from a grateful visitor I flew to Seattle from my home in Ohio in the midst of an emergency when my son fell 50 feet into a canyon in the middle of Olympic National Park last week. After an amazing Coast Guard rescue by truly heroic personnel on the Dolphin and Jayhawk helicopters, and a hospital stay, we found our way to a relative’s house in Redmond. Still suffering from the effects of a concussion, my son had all kinds of threatening symptoms: nausea, dizziness and pain in many different locations. When a shooting toothache kept him up all night, we thought a dental visit might be in order. Dr. Russell Nomi, a longtime Redmond dentist, after only a quick phone call, agreed to see my son at
our convenience. When we arrived, even the other patients made us feel at home and accommodated our visit. Dr. Nomi patiently and thoroughly helped us puzzle through the minefield of dental problems related to my son’s injury, did some quick dental work and arranged for my son to have an emergency root canal later in the day. My son’s take on the whole experience: he had never gotten to watch TV in a dental office. How cool is that? In rural Ohio, where we are from, the dentist offices are not as high tech and inviting as Dr. Nomi’s. In a week where scary medical procedures were the norm, Dr. Nomi’s office was a quiet respite. So many Redmond residents have helped us in ways large and small, from opening doors, suggest-
ing painless bandages to bringing ice cream. We have truly benefitted in lifesaving ways from the kindness of strangers who are now our Redmond friends. We thank you all.

The instability of the stock market It looks like a sunny day, but there are hints of economic thunder and lightning rumbling beyond the hill. The stock market keeps rising and people are happy. They are making money — or are they? The Fed is propping up the economy by printing money, which is not really “printing money,” but retiring bonds and issuing reserves. There is no gold or commodities to
back up these bonds. Real stock value is based on Gross Domestic Production (GDP) and is driven by population and personal income growth, which is the driver of corporate earnings. Manufacturing has dropped in the United States. And in true Keynesian fashion, 45 percent of the population is employed by the government. Since 1980, the U.S. population has grown by 25 percent and personal income has barely risen 10 percent, but the stock market has risen by 1,200 percent. Nowhere can I find the value of today’s dollar. Is it 35, 55 or 67 cents? Nobody can tell me. I do not want to know its value compared to other currencies. The storm is closing in on us.

Herb Bartlett’s first job at Physio-Control in the summer of 1983 was working on a sub-assembly line. From there, he went on to help train other incoming assembly line workers before moving into the mail room about 15 years ago, where he has been working as a mail clerk ever since. In addition to distributing mail throughout the company’s Redmond campus, Bartlett also serves as PhysioControl’s unofficial “Chief Cheer Spreader” and works to bring a smile to everyone he comes across throughout the day. “He lives in the moment and is excited at teaching us that moment,” said Martin Abbenhouse, who works as an engineering services supervisor at Physio-Control. He said whenever he is
having a difficult day, seeing Bartlett will put him in a better mood. “Herb is a pretty balancing force at PhysioControl,” said Abbenhouse, who has been at the company for 22 years. “He really centers this place.” He added that Bartlett is a great dresser and “does an excellent Elvis impersonation.” Physio-Control — a company that focuses on the development, manufacture, sale and service of external defibrillators/ monitors and emergency medical response products and services — recognized Bartlett Tuesday at a quarterly barbecue lunch for the 30 years he has worked at the company. “Yes, it is a really long time,” he said, acknowledging his long career.

AN OPPORTUNITY TO CHANGE
Stogsdill said going to prison — where he was a good 20 years younger than the average inmate — was a “full-on devastation.” “I felt like I lost my life,” he said. Eventually, he realized he hadn’t lost his life and actually had the opportunity to change it. Stogsdill focused on his education while in prison, taking as many classes as he could. He earned 187 credits and was only one quarter shy of earning his associate’s degree when he was released. He set to work on completing his degree immediately after getting out — quite
literally, as he was sitting in a classroom at Pierce College on a scholarship within an hour of leaving prison. Stogsdill also listened regularly to “Love Line,” a radio show hosted by Dr. Drew Pinsky — or Dr. Drew — while in prison. “His show helped me to understand myself more,” he said. Stogsdill had the opportunity to meet Pinsky about a year after he got out of prison. He said at that meeting, he thanked Pinsky for the role he played in his life and just blurted his story to Pinsky. Pinsky wrote the forward to Stogsdill’s book and Stogsdill said the other man’s support has been “amazing.” “He’s played a huge role in my life…for him to support me, I don’t know, it’s just unreal,” Stogsdill said.

in Tacoma, was released from prison in 2003 and since then has become a licensed mental health counselor who works with kids and teens. His counseling practice, Premier Therapeutic Experience, has two locations, including one at 8105 166th Ave. N.E., Suite 202 in Redmond. The second location is in Spanaway. Stogsdill also volunteers at the YMCA Kirkland Teen Union Building (KTUB). “I should not be where I’m at,” Stogsdill said, acknowledging his troubled past and history with the law. He added that there were also legal issues he had to overcome as a convicted felon that made becoming a counselor who works with kids and teens even more difficult. Despite the added obstacle of going to court to fight for the right to do what he does, he said there should be such obstacles to protect kids and teens.

Project helps reduce floods, improve river habitat King County’s annual summertime project to remove weeds from the Sammamish River’s banks and the riverbed itself helps move wintertime high water out of the lake and down the river in the area known as the “transition zone.” The work will be completed by Sept. 20 and includes mowing and weed removal. Sammamish River Trail cyclists and pedestrians should use caution around work crews and trucks moving along the trail.
Crews will mow the Sammamish River transition zone — a 1,400-foot-long section of the river just downstream from the outlet of Lake Sammamish and adjacent Marymoor Park’s off-leash dog area. Crews will remove invasive reed canary grass and associated sediment from the upstream half of the transition zone. This work will be completed on a Monday-throughThursday schedule between the hours of 7 a.m. and 3:30 p.m.
The Redmond bike trail will be closed to bike and foot traffic for approximately 1,700 feet along West Lake Sammamish Parkway — from Northeast 51st Street to Northeast Marymoor Way. Cyclists will be detoured to existing bike lanes along West Lake Sammamish Parkway. Pedestrians will be detoured to the west side of West Lake Sammamish Parkway using crosswalks at Northeast 51st Street and Northeast Marymoor Way.

school, Stogsdill volunteered and worked with at-risk youth. Before he was a volunteer at KTUB, Stogsdill was a paid employee at the teen center. He had also previously been a volunteer at Redmond’s Old Fire House Teen Center. KTUB Director Emily Smith has known Stogsdill for two or three years and said he has been part of the center for a really long time. He is a familiar face and consistent role model for the teens, she said. Much of what Stogsdill does at KTUB is intentional relationship building, Smith said. He spends time with the youth, will go to the park with them, talk with them and just make himself available to them, Smith said. “He’s a people person,” she said, adding that he is also not afraid to ask the teens difficult questions. “He’s somewhat of a KTUB legend.” Stogsdill’s time with the teens is more impactful, Smith added, because he has learned many of his lessons the hard way. “(He is) somebody’s who’s ‘walked the walk,’” she said. In the time he spends with the kids and teens — both at KTUB and through his counseling practice — Stogsdill said he talks with them, but he also takes them out to do
various activities. He uses action sports such as snowboarding, BMX biking, skateboarding and indoor skydiving to build relationships with the youth, who range from about 11-17. He said through these activities, the conversations are more organic. The teens are also exposed to what life has to offer and they are participating in something exciting and challenging, which helps build confidence, Stogsdill said. While he doesn’t know for sure, Stogsdill said if there was someone like him who took the time get to know his younger self and show him what else is out there, he may not have gotten into so much trouble. “If they could be real with me and transparent with me about what they went through as a kid and they accepted me,” he said, “that may have helped me.”

Sonia Reid, international communications manager for PhysioControl, said Bartlett was hired in 1983 as part of a program called Enclave, which was implemented as the first “supported employment program” in the country. She said the aim of the program was to transfer handicapped persons from federally subsidized programs to work at Physio-Control. Bartlett, 58, has Down syndrome. “There were eight Enclave workers here at the beginning of the program,” Reid said. “Herb is the only one still working here.” Mail center coordinator Gail Cash has worked with Bartlett for 12 years and said he is an inspiration to others. She said she has learned more from him than from anyone else in her life. “I see my own challenges differently,” Cash said. “When focusing on someone’s (disabilities), you will overlook their uniqueness, beauty and abilities.” She said her favorite part of working with Bartlett is his uniqueness and his ability to make her happy, even when she’s having a bad day. “His purity and innocence and lack of worry, anxiety, stress and doubt is something we should all strive for,” Cash said. “All of us at Physio have

show set Stogsdill on a path toward working with kids. He said he was watching the news in prison when he received an “aha” moment in which it all became clear. A young man of about 17 had been arrested for the same crime Stogsdill was serving time for and Stogsdill — who was about 19 at the time — remembered thinking the teen was very stupid for doing what he had done. But then Stogsdill realized he was in no position to judge, given his situation. While watching the news broadcast, Stogsdill saw the teen’s eyes and said he knew how he felt. And like that, Stogsdill said God showed him what to do. After receiving his associate’s degree, Stogsdill transferred to the University of Washington as a junior with a full-ride scholarship from the Martin Family Foundation Honors Scholarship Program. Stogsdill earned his bachelor’s degree in psychology and went on to earn his master’s degree in clinical psychology from Argosy University in Seattle. In a couple of weeks, he will go back to school to earn a doctorate in psychology at Northwest University in Kirkland.

She has children who play sports, and noticed during basketball season that sitting on the bleachers didn’t bother her in the least this year, like it has in years past. sure — but of course, I don’t believe there is any such thing as “minor” surgery — especially when you’re the patient going under general anesthesia and having a surgeon take a scalpel to your body. Less than one week post surgery, I was running a mile. Exactly one week post surgery, I beat my best pre-surgery mile run. Thirteen days post surgery, I beat it again. I’ll admit, I’m not as active as I could be, but I’ve been trying harder to take care of myself this year, which included eating better foods and exercising more. And receiving massage on a regular basis. OK, I admit,
that it seemingly does nothing, but it is very powerful and instrumental to help the body’s healing process along. So, 10 days after surgery, I was back doing what I love — helping others feel their best. And I’m feeling my best — running faster than ever! But don’t just take my example. The suspect was arrested and was in custody at an area hospital as of press time, and Beard said they are looking into possible mental issues. Officers apprehended the female inside the store, safely taking her into custody by shooting her with a bean bag projectile in the upper arm, Beard said. The female received minor injuries during the arrest. No employees, customers or officers were injured on the call. Beard said some businesses on the other side of Bear Creek Village were evacuated, as well, while some chose to close. Hill and his family are big on the outdoors and so he understands the importance of having access to parks and trails. When Microsoft Corp. was recruiting him about 23 years ago to work for them, he received a brochure with a list of 100 things to do outside in the Seattle area. Hill — whose personal list of favorite outdoor activities includes hiking, backpacking, skiing, kayaking and paddle boarding — said businesses are able to draw people to Washington because of the state’s natural beauty.
Safeway employees inform a customer of the store’s three-hour closure on Monday because of a bomb threat. After the building was cleared, one RPD officer exited the building with a rifle in his hands, pointed downwards. Stroup informed employees it was safe to go back into the building, but said they were not allowing customers in yet. Two Safeway employees were stationed at the store entrances to let people know what was happening. “Store’s closed. There was a bomb threat,” one of the employees told a customer trying to enter the store. “We’re still cleaning up, sorry.” When the store reopened, Stroup said he talked to employees individually and made sure
they were fine. Employees were allowed to go home, but Stroup noted that everyone stayed to finish their shifts. “A few people were shaken up, so we had them sit down a while and get their breath, so to speak,” Stroup said. During Stroup’s shift on Wednesday, he said a few employees were still on edge, and they seemed to feel more alert about their surroundings. “This hasn’t hindered anyone’s work performance,” he added. According to Beard, the initial investigation shows that the female may have recently behaved similarly in other area stores. Detectives are determining which of multiple potential charges will be filed.

In addition to his role on the WWRP board, Hill is also the chair of the Senate Ways and Means committee, which is responsible for developing operating and capital budgets. This includes the $65 million that has been allocated to the WWRP. “This is a significant improvement from the previous biennium,” Dinger said about how much the program is receiving. She said the amount WWRP varies from biennium to biennium. In the last biennium — in the middle of the economic recession — the program received $42 million. WWRP received $100 million in the biennium before that, she said. In order to receive
