Debbie Collins remembers her initial hesitation about becoming a mentor. “I didn’t feel like I would be any good at being a mentor,” she said. “I never had any children, so I didn’t know what it was like to have kids around.” Collins was also concerned about the long-term commitment. But eight years ago, she took the
plunge, became a mentor to then 5-year-old Alyssa Gallagher, and hasn’t looked back since. Collins and Gallagher, now 13, are just one of over a dozen current pairs matched by the Lopez Island Family Resource Center’s Mentor Program. with their mentees, ideally for at least an hour a week. Collins and Gallagher often spend three or more hours together each week. Collins is quick to point out that the mentor-mentee relationship is far from onesided. “I’ve learned a lot from her, as she has from me,” she said. The pair often work on arts and crafts projects
together, something Collins says she excelled at and drew strength from at a young age. She has seen that same aptitude and increased confidence in Gallagher: “I see this young woman who is ready to tackle lots of things.” United Way of San Juan County makes the program possible by providing funding for a mentor coordinator, a position Mikah Smith has held since last year. He recruits mentors, provides periodic training and ongoing support, and organizes special events for mentors and mentees. This year, he hopes to find at least five new mentors – one for each child currently on the waiting list. Collins says the greatest challenge of her mentoring experience, without a doubt, was taking that first step. She understands firsthand the fear of jumping in, the feeling that you don’t have anything to offer. But she encourages potential mentors to set aside their fears and give it a try. “If you don’t try it, how are you going to know if you like it or not?” she said. “I think a young person is worth taking a chance.” To support United Way of San Juan County, mail your gift to P.O. Telephone scam
San Juan County Treasurer Jan Sears reports that a number of senior citizens around the state have received apparently deceptive telephone solicitations from a company that is marketing reverse home mortgages. As a lead-in to selling their product, the solicitor asks for personal information such as employment status, income, and age, under the guise of attempting to help the senior determine whether they qualify for property tax relief programs or for aid and assistance programs for veterans. The solicitors imply that they are marketing these benefit programs on the state’s behalf. According to the State Department of Revenue, some information provided
to taxpayers was incorrect. For example, one taxpayer was told he could have a refund on property taxes paid for the five previous years and in another case tenants were told they qualified for a property tax exemption on their rental home. Over the past few days, the DOR has received complaints from Clark, Lewis and Thurston Counties. Anyone receiving a similar call in San Juan County should contact 378-2171.

Clarence Estenson, Lopez Island Clarence Estenson has seen the 20th century unfold. He has driven horse teams on his family’s farm, survived a truck rollover that killed two fellow loggers, and celebrated 74 anniversaries with his wife. At age 97, the (unofficially) oldest male Lopezian, he has earned his daughters’ nickname for him: “King of Lopez.” Born in 1914 in a North Dakota town just below the Canadian border, Clarence learned early to accept the hardships of nature and of work. The family’s nine children milked 30 cows and helped farm 800 acres of wheat and feed crops without a tractor. Clarence loved driving the horse teams. He also learned to let the horses take charge when the weather turned dangerous. “If you get caught in a blizzard, you let them go, and they’ll take you home… That’s about the first thing you learn when you’re a kid,” he says. But by age 18, Clarence “had all the farming I wanted,” and headed west with a cousin. They picked fruit in Wenatchee, then landed in Scotts Mills, Ore., where Clarence began a new career as a logger. Two years later, at the height of the Great Depression, his high school sweetheart, Alice Naismith, joined him. They had not planned to marry right away, but Clarence’s sister, also living in Oregon, hastened the process. “I came home from work
and she says, ‘You want to do something fun tonight?’ I said, ‘Sure, whatever you folks want to do.’ ‘Well, we’re going to take you up to Washington state and get you married.’” In those days marriage licenses were easier to procure across the state line. The Estensons were married just before midnight. Then, as a “honeymoon,” Clarence’s brother-in-law took them to the amusement park at Jantzen Beach, and “put them on the roller coaster and wouldn’t let them off,” laughs Clarence’s daughter, Colleen Biggs. Clarence and Alice were married for nearly 75 years before Alice passed away in 2010. The Estensons bought land in Mill City, Ore., and settled down to start a family as logger and farmwife. Clarence’s essential logging work kept him out of World War II, then an arm badly broken by a tree made him 4-F. For 15 years, life was tough but satisfying. A good community member, Clarence added volunteer firefighting to his workload. Then came the accident that nearly killed him. A truck carrying ten loggers went off the road’s edge, dumping men and heavy equipment down a 150-foot embankment. “I was laying on top of one dead guy…” Clarence remembers, trailing off as with a war story. Colleen adds that more men may have died later, and one “went nuts” from the trauma. Clarence suffered a broken back and ribs and a fractured skull, stayed in

The family never considered going on relief; instead, they lived off their farm and sold some timber and chickens to get by. And after his recovery, Clarence was done with logging. In 1951, Clarence’s brother offered him a carpentry job in Seattle, and Clarence was ready “to get out of the woods.” Alice kept the business books and the household of three daughters, and Clarence built houses in the expansive Seattle economy. A few years later, Alice’s parents moved in next door, bringing her uncle who was mostly paralyzed by rheumatoid arthritis. So the Estensons now had an extended family to care of along with their own. “It was a lot of work,” Colleen remembers, noting her father’s tremendous strength in lifting and carrying her great-uncle. Alice was a social woman, and her bowling friends first

introduced the Estensons to the San Juans. It was not love at first sight. Clarence describes getting stuck in a ferry line on Orcas “for five or six hours, and I said, ‘I’m not going to come up here again!’ But,” he adds, “here I am.” With their daughters grown and gone by the early 1970s, the couple bought Lopez land, becoming full-timers once Alice had weaned herself from her Seattle life. They soon became active Lopezians, involved with the Lutheran church, bridge, golf, and hunting and fishing. For 15 years they “snowbirded” in Arizona, until age began to interfere with travel, but Colleen says her dad was still up on the roof cleaning gutters at age 90. Except for accidents, Clarence has led an extraor-
dinarily healthy life, which he attributes to his farm diet. A “Norski,” he still enjoys lutefisk and lefse when he can get any of his daughters, five grandkids, or 11 greatgrandkids to fix it. Colleen

Slice of lodging tax awards goes to six new groups By Steve Wehrly Journal reporter
“Pennies from Heaven” might be the theme song for the 2013 lodging tax facilities awards approved by the county council at its Aug. 28 meeting. Except that more than pennies were showered on the recipients. The money – $350,000 to be distributed in 2013 – comes from a 2 percent state tax imposed as a sales tax add-on for overnight stays in the county. Another 2 percent tax is used for “tourist promotion,” currently under contract with the San Juan Islands Visitor’s Bureau, to be awarded later this year. Friday Harbor receives similar, though lesser, amounts for lodging taxes collected in the town. The county’s Lodging Tax Advisory Committee recommended allocations to 13 projects out of 28 applicants seeking funding. County Councilman Jamie Stephens, the council liaison to the advisory committee, advocated on behalf of the committee recommendations. “The LTAC works very hard to stay within state law and county policies,” Stephens said. “This is my first year in this
role for the council, and I’m happy the committee came up with a good plan and the council approved it.” Of the eight projects funded last year and re-applying this year, seven received renewed funding – albeit with cuts, some of which were restored after Auditor Milene Henley informed the council that current tax collections would appear to increase the amount of funding available by as much as $80,000. The council asked that the Lodging Tax Advisory Committee reconvene in the fall to consider recommendations for spending any additional amounts. The largest allocations, as in past years, went to five organizations: Lopez Island Chamber of Commerce ($6,500); San Juan County Fair ($47,500); Lopez, Orcas and San Juan museums ($63,000, combined); Orcas, Lopez and San Juan Performing Arts Center ($82,200, combined); and San Juan County Parks ($133,000). Other projects receiving renewed funding were the Orcas Farmers Market ($3,000--a $3,500 reduction from last year ), and the Agriculture Resources Committee ($6,000 -- a $7,300 reduction).
The San Juan Islands Agricultural Guild request for $4,816 was rejected, as were 14 other new funding requests, including the Friday Harbor Athletic Association’s request for $17,000. New funding requests receiving advisory committee and council approval were $1,000 for the San Juan County Arts Council, $8,000 for new trash facilities requested by the Orcas Chamber of Commerce, $1,500 for the Orcas Island Education Foundation Cider Fest, $9,000 for a Youth Film Makers Series requested by the Orcas Chamber, $5,000 for the San Juan Island Museum of Art and Sculpture Park, and $1,000 for the Triple Ripple Trail Running Festival, hosted by the Funhouse of Orcas Island. The dollar shower for private organizations is in jeopardy for 2013 and beyond. A current state law provision that permits non-government-owned facilities to receive lodging tax funds is scheduled to expire next year. Councilman Stephens says he and many other local government officials from around the state have asked the legislature to reinstate the provision, but the outcome remains in doubt.

funded effort to raise public awareness about existing transportation options, provide better access to transportation services to qualified residents, and define the county transportation system of the future. Residents may check eligibility requirements and apply using the San Juan County Community Transportation webpages (www.sanjuanco. com/publictransport). To be eligible for transportation assistance, you must be a county resident and over age 60, a U.S. military veteran, disabled, or low-income (income under $25,000 last year). Transportation providers of all types – taxi companies, bike shops, personal drivers and auto repair shops – will be considered for the program. “We’re trying to establish a broad palette of transportation options to best fit the diverse needs of our commu-
nity members who are vulnerable to gaps in our transportation system,” program coordinator Christopher Aiken said. Aiken said that providers must apply, meet with program directors and sign a simple contract. Providers must wait up to two weeks for financial reimbursement. San Juan County explains employee wage increase The following was submitted by San Juan County
San Juan County is now implementing the results of a new employee compensation study and some members of the community have raised questions about how and why this is being done. The county’s policy is to
set employee wages based on the rate of pay for similar positions in surrounding counties and comparable San Juan County employers. The last compensation study had been done in 1996-1997. In 2008, at the See wages, page 5
New school offered through Lopez Island School District This fall, the Lopez Island School District will offer an alternative to brick-and-mortar classes for area students through a statewide, public school program called Columbia Virtual Academy. “We were researching ways to increase offerings for our students, both for our high achieving students who desire more Advanced Placement courses, and our alternative learning students who are looking for options to get core credits for graduation requirements,” said Lopez Island K-12 Principal, Lisa Shelby. Lopez School Superintendent Bill Evans said that by joining CVA as a partner, “Lopez School will be able to host students from around the state who desire the independence and alternative learning opportunity provided by a virtual school. We are excited to be able to offer this alternative to our own Lopez Island students and to virtually open the doors of Lopez School to students around the state.” Each CVA student has a customized Written Student Learning Plan, enabling the student to learn at his or her own pace outside of a traditional classroom. With the guidance of a Washington State Certified teacher, a parent or
guardian can be highly involved in designing an educational program for his or her student’s unique learning style. “CVA has a streamlined, high quality model that will allow us to deliver that same quality to students enrolled with us,” said Shelby. CVA offers thousands of quality curriculum choices, guidance from highly qualified teachers, and the flexibility to accommodate diverse family circumstances to meet state educational standards. In addition, CVA is growing its Highly Capable and Special Services programs, including enhanced options for students who need to recover credits. “CVA is glad to welcome Lopez Island to its consortium of partners who are committed to keeping virtual learning fully public,” said CVA Superintendent Dr. Mark Selle. “Superintendent Bill Evans and his staff have a deep commitment to offering quality educational alternatives to their community and will be an excellent partner.” Lopez School is a K-12 school, with an enrollment of approximately 220 students who attend the elementary, middle school, high school, and Decatur School, a K-8 one-

Can islanders influence coal transport? By Rebecca Hellman, San Olson and Donna Gerardi Riordan of Lopez NO COALition and Orcas NO COALition
Many wonder if we citizens can influence coal transport around the San Juan Islands. We can, but first, we need to get informed and involved. How? Attend “coal” events this summer and fall to inform yourself about the costs and risks to our environment, economy, and way of life by the proposed Gateway Pacific Terminal. Next, get involved. Attend a workshop this fall to learn how to write a “scoping” letter to identify key issues and concerns about the impacts of coal transport around our islands that must be addressed in the required Environmental Impact Statement. The scoping process, only open for 120 days, is our only opportunity to comment. It is critical to realize that GPT’s proponents are counting on you to do nothing, and not take the time to learn about the full economic costs of this project. Scoping letters are written to ensure that the

The study included all positions other than law enforcement employees (who are in a separate union) and elected officials (whose salaries are set by the Citizens Salar y Commission). Implementation of the study affects 214 regular full and
EIS process for the GPT includes consideration of all potential impacts of coal transport across the state by rail and ships through U.S waters. Each impact is counted, the higher the number, the more political weight it is given. However, well-framed issues, even if suggested by only a few people, could trigger a more comprehensive study of the cumulative impacts. If the EIS does not fully scope that impact, it could be used in appeals at a later date. The key is that impacts are identified now. The Lopez and Orcas NO COALitions will bring in presenters to provide tips for effective letters that ensure that your concerns are clearly stated and are tied to specific actions. The best way to be sure your concern is included is to participate in this public process. Here are some broad examples of issues that could be included in scoping letters: 1. Possible shipping accidents (grounding, collision, loss of power or steering) caused by crowding of narrow shipping channels, as
well as dangers and delays to ferries and commuters who depend on safe and reliable transportation to and from Anacortes, as well as recreational boating transits. 2. Unknowns about the types of dispersant used in event of a spill that could pollute the air and water exposing people to health risks. 3. Increased wave action from Capesize vessels affecting boats and structures on shorelines. 4. Introduction into our marine habitats of exotic species by unregulated ballast water discharge. 5. Ship noise, fuel or cargo spills, diesel exhaust, or coal dust that may affect
marine species like herring, salmon, or orcas. 6. Threats to San Juan County’s economic health and tourism, by degradation of our local environment. 7. Impacts on future job growth for established industries or future clean industries. 8. Our ability to catch safeto-eat fish, crabs, shrimp, or shellfish due to contamination. The nonpartisan Lopez and Orcas NO COALitions provide up-to-date information for informed participation during Scoping Workshops. finally, Lopez Middle School. While he taught all subjects, he was especially appreciated for his ability to help all students succeed in math. In 2002, Greg and family went on a Fulbright teaching exchange to Exeter, England, where he taught at Stoke Canon school for a year, one full of delightful memories and lifelong friendships. As a teacher, Greg believed the most important learning takes place outside of the four walls of the classroom and encouraged his students to discover and explore their interests. He saw the uniqueness in each student and led them to believe in themselves and to know that they could do whatever they wanted. A mentor and friend to many students without healthy adult role models, he was a passionate supporter of experiential education and exemplified its success. A family man, Greg was fortunate to have been able to teach each of his daughters in the classroom. As a family, they had numerous adventures and Greg, with his “can do” attitude, was always ready for another. He led his daughters to delight in the outdoors through mountain hikes, boating and camping trips remaining undaunted in his love for yet another fun family adventure. Greg was a dreamer and a visionary. He fulfilled many

never-ending love affair with the Pacific Northwest. Greg majored in architecture at the UW and was able to work with photographers he admired. Eventually, he ended up with a teaching degree that navigated him to a passion that became his life’s work, always incorporating his skills in photography. Greg’s long teaching career began in 1977 in Seattle at The Little School, continued in Ambler, Alaska, and back to Seattle at Lakeside School. He was a founder of Coyote Central, a successful communitybased learning program connecting middle school students with creative professionals, and he continued to be a passionate supporter of its work and values. While in college, Greg took a kayak trip to the San Juan Islands and, ten years later, fulfilled his dream to purchase land on Lopez Island. He met Nancy in 1987 and, a year later, they married and moved full time to Lopez. Greg designed the home he and Nancy built together and raised their three children while Greg worked full time teaching, first on neighboring Shaw Island in a one-room schoolhouse. After two years there, he started teaching at the Lopez School. Over his years there, Greg taught fifth grade, developed and taught in the Alternative K-5 program in the Lopez Elementary School, and

of his dreams but always had more. He had a passion for life that many would say was unequaled. His passion took him all over the U.S. and Canada in his youth and, in adulthood, from Alaska to Russia, Japan, England, and Europe as well as on multiple school outdoor trips and school service/ learning trips to Nicaragua. He photographed and copublished an award winning book, “Kindred Spirits,” in 2001. He was most happy sleeping under the stars and only used a tent if he absolutely had to. He fulfilled his life-long dream of becoming a pilot in 2006 and loved every minute in the air. Diagnosed in August 2010 with Glioblastoma brain tumor, Greg lived with his illness the same way he lived his life: with zest. He maintained his sense of humor, courage and optimism until the day he died. He deeply understood what real learning meant and continued to share this passion throughout his illness. He was noble and graceful as his body failed him. The world is a better place with Greg’s mark on it. Greg is survived by his wife, Nancy; daughters Emma, Lilly and Clara; brother, David Ewert; sisters, Jane Ewert, Mary VanWylen and Cathy Benson; and nieces and nephews, Jessica, Sarah, Erika, Nick, Lauren, Jack and Christopher. It was Greg’s wish that memorial contributions be made to the Lopez School Nicaragua Service Trip, 86 School Road, Lopez, WA, 98261. Aiden seeks to find redemption or what Foley calls “a pursuit that forces him backwards before letting him rest.” Foley, who graduated from Lopez Island High School in 2005, said the book is inspired by Lopez’s culture and geography, but decided to base the story around the fictional island ‘Cielo’ to reflect the general feel of the San Juan and Gulf Islands. The novel not only reflects what Foley gleaned from his time on Lopez, but also from his own personality. “Life is messy and at times seems hopeless, regardless if we hold to a particular belief system. My faith points me toward the hope that everything will one day be reconciled back to how it was supposed to be, where broken relationships are restored,” Foley

When Lopez native Todd Foley started writing his novel two years ago, he decided his main character should be admirable, but when he put pen to paper
the character evolved into someone far more human with good and bad traits. “He became a very frustrating friend who I desperately wanted to see happy and at peace,” Foley said. “I kept rooting for him, though, because I wanted him to get past his flaws and become the hero of the story, which may or may not happen; I’ll let the reader decide that.” Foley’s debut novel “Eastbound Sailing” tells the story of Aiden Lawrence and his journey to his late father’s cabin on an island in the Pacific Northwest. During the trip he meets an old-soul store cashier, a free-spirited hippie and a nihilistic carpenter who drastically shape his path.
