KING COUNTY TO DEMOLISH KENT BRIDGE King County was scheduled to start demolition on Wednesday of the Alvord T Bridge in Kent. Demolition of the bridge and paving of the turn-around is expected to be complete by mid-October. The bridge was permanently closed on June 5. Construction activities will occur from 7 a.m. to 5 p.m. Monday through Friday. Nearby residents and businesses can expect to see large equipment, such as excavators and a crane for lifting the bridge, as well as an increase in truck traffic. The noise level of this work isn't expected to exceed the noise level of the surrounding industrial area. On the north side of the bridge on South 259th Street at Third Avenue South, there will be a period of single-lane closure for approximately four days during working hours. Flaggers will direct traffic around the work zone. The bridge, originally built in 1914, spans the Green River on 78th Avenue South at the southern city limits. The bridge has low traffic volumes. It is rated as one of the most deficient bridges in the state of Washington and is classified as structurally deficient and functionally obsolete.

Ken Sharp’s appearance at the Kent Neighborhood Council Candidate Forum demonstrated he’s remaining in his Kent City Council race. “I’m staying in the race,” Sharp said during an interview after the Monday night forum at the Kent Senior Center. Sharp decided to stay in the race despite first-degree theft charges filed by King County prosecutors against him for allegedly stealing

I was born and raised here. I rode a city bus to school and got my first job here. My opponent has lived here only a couple of years. Kent man suffers gunshot wound A Kent man in his 20s suffered a serious gunshot wound to the face during an altercation at about 9:23 p.m. Tuesday in the McDonald’s parking lot, 10125 S.E. 256th St., on the East Hill. Officers were dispatched to a report of four to five gunshots and found the man outside of his vehicle, according to a Kent Police media release. The driver’s side window of the vehicle had been shot out. Emergency operators received multiple calls from witnesses. Paramedics arrived shortly after police and transported the man to Harborview Medical Center in Seattle for life-threatening injuries. No further information is available about his condition. While the gunman fled the scene, Kent Police are working to develop further information regarding a possible suspect and motive. As of Wednesday, police did not yet have suspect information or a description to release.

The mayor added that the most recent city budget projection shows 14 percent of the 2013 budget in reserve. The city’s goal is 10 percent of each year’s budget to go to a reserve fund. Clark, who has spent the last four years on the Kent School Board after 16 years on the Kent City Council, said, “fiscal mismanagement� led the city to have just 2 percent of its 2012 budget in reserve. “This is a dangerous situation for our city and we must do better,� Clark said. “In fact, Moody’s has dropped our bond rating two years in a row. Kent needs a long-term plan to stabilize and improve city services while holding on to valuable city assets, such as the golf course, instead of running from one debt crisis to the next.�

course has been targeted for potential sale because of the growing financial deficit at the complex but that she favors keeping the entire complex. “It’s a major part of the gateway to the city,� she said. “Anything we can do to preserve that would be my choice.� During his council years, Clark said his votes helped lead to the Kent Station shopping mall, ShoWare Center, the South 277th Street corridor and the commuter parking garage next to the railroad tracks. He said as mayor he would continue to get major projects done. “I hope that I can carry forward with the leadership, the passion for and the expertise in making things happen in the city,� Clark said. “Four years from now I want to look back on my time as mayor and how we met our challenges. “Clearly, we have large infrastructure challenges, not the least of which is the need for overpasses over the railroad tracks to keep our downtown traffic going and businesses able to connect and serve their clients. owned by the city. City officials have looked at the option of selling the Par 3 course of the complex, which includes an 18-hole course, Par 3 course, driving range and merchandise shop. Riverbend’s operating losses and a $2.25 million debt caused city officials to look at ways to get the complex self-sustainable financially. The facility has lost nearly $1.4 million over the last four years, including $220,903 in 2012, according to city documents. The debt is owed to an inter-fund loan, money that the city borrowed from its water and fleet funds to help pay off the bond for the golf complex. Both candidates want to keep the golf complex rather than sell any portion of it. Stober prefers to keep the course an enterprise fund set up to be self-sustaining rather than moving the golf course to the city’s general fund, where it could take money away from the police department and leave fewer officers on the street. Sharp said he would move the golf complex into the general fund to treat it like other parks funded by the city.

In the other City Council race featured at the forum, Jim Berrios revealed endorsement from current City Council members as a reason voters should pick him over Wade Schwartz. The winner will replace Jamie Perry, who decided not to seek reelection. “I’ve been able to get the endorsements of four of the five council members who are going to be in their positions in January,� said Berrios to the crowd as he rattled off the names of Dennis Higgins, Dana Ralph, Bill Boyce and Les Thomas. “The reason why they are endorsing me is they have seen the work I have demonstrated. I’m collaborative when it comes to problem solving and I just do not give up until we find a solution.� Deborah Ranniger is the one council member who hasn’t endorsed Berrios. Berrios is the owner of the Golden Steer Steak ‘n Rib House on the East Hill and president of the Kent Chamber of Commerce. Schwartz, who owns Blanc-nSchwartz Salon in downtown Kent and is chair of the city Human Services Commission, said he wants to start a communications commission

Berrios, a former Kent School Board member who ran unsuccessfully against Cooke for mayor in 2009, said his experience on various volunteer boards as well as his business background will help him in his role as a council member to oversee budgets. Schwartz was the only candidate who brought up the topic of recreational marijuana businesses that are banned in Kent despite Initiative 522 that legalized pot use in the state. “If it’s legal at the state and the state says they are taking responsibility, I don’t think we should try to fight against something that is going on all around us anyway,� Schwartz said.

illegal drug activity in the Denny’s restaurant restroom Sept. 2 at 1246 Central Ave. N. Employees called 911 because of an odd smoke smell coming from the restroom and that the woman had been in the stall for at least 30 minutes, according to the police report. The woman denied she had used any drugs in the bathroom. She gave officers one name initially before finding her identification that had a different name. Officers also noticed a paper sticking out of the woman’s shirt. She told police it was a “tooter,” a slang term for a plastic tube or straw used for smoking heroin off of tin foil. A search of the woman revealed that she had about six “tooters.” The officer arrested the woman for obstructing and gave her a verbal warning about the drug paraphernalia.

Car leaving the neighborhood shortly after responding to a call about the vehicle that had been parked for 20 minutes or more with three or four people inside and a lighter flickering inside, according to the police report. When police stopped the vehicle, the driver told them he was on his way to get gas. He initially told officers he had only smoked a cigarette. An officer spotted a box of tin

foil inside the car and noted in the report that drug addicts smoke heroin and prescription pills with pipes off of tin foil. Police found a pipe on the ground outside of the driver’s door. The driver then admitted that he and a friend had smoked Percocet, a prescription drug used as a painkiller, while parked on the street. He said the pipe belonged to him and that he had smoked about one-half of a pill.

Inspecting transportation dollars in the state It was surprising to read Andrea Keikkala’s guest commentary (“Transportation package is needed for our economy”, Kent Reporter, Sept. 6) make the claim that transportation dollars were going all over the state with no thought to overall economic benefit. I would assume recent expenditures for things like emergency repairs to the collapsed bridge on I-5 over the Skagit River, widening I-90 in Snoqualmie Pass or the U.S. 395 construction in Spokane had plenty of economic benefit. And reams of studies to prove it. Conversely, when I read that the Washington State Department of Transportation (WSDOT) has a study that says constructing five miles of limited access roadway will create 80,000 jobs in the state,

Particularly when one considers the entire Boeing employment number in Washington is approximately 85,000. The April 2007 WSDOT study in question, An Economic Assessment of the SR 167 Extension Project, has lots of graphs, tables, figures and assumptions. The last item is

the problem, as some of the source information is from 2003, 2004 and 2005. And, the jobs estimate is firmly tied to the increase in containers arriving at Puget Sound ports. The Ports of Tacoma (POT) and Seattle (POS) were busy back then, and the POT even told the SR 167 study authors they were going to increase their 2005 container volume 475 percent to 9.8 million TEU (container equivalent) by the year 2025. Then the recession arrived and container volumes dropped. The POT handled 2.07 million TEU in 2005, 1.7 million in 2012, and hopes to handle 3 million in 2022. The POS has similar numbers: 2.1 million TEU in 2005, 1.9 million in 2012, and predicts handling 3.5 million TEU in 2034 if they can keep up the current 3.5-percent growth rate. But can they? Railroads move America’s energy safely, efficiently For activists intent on stopping all use of fossil fuel, train safety has become their cause du jour. After all, if you can block transport of fossil fuels, you can choke off their use. If they succeed, it’s not clear how we will heat and light our homes and schools, get to work,

run businesses, keep the hospitals operating, stock grocery stores or harvest crops – but apparently, that’s an inconvenient question for another day. America’s rail system has undergone a transformation over the last 40 years. In 1970, the once grand railroads of the Northeast were dilapidated;

The impression I consistently get from people is that they want news and information, but are unwilling to pay money for the service. When we ask them to pay for it, they ask why we can’t make money off advertising, why they should pay for a service that they can get for free from the Internet. A man called in recently to ask me if I knew anything about state funding for public schools, specifically Highline Community College. He said that someone had written a story regarding the funding and wanted to know more about whether Highline was going to get federal funding from a recent state bill. When I told him that I was new to the position, and that not only was I unaware of the bill, but Highline was out of my coverage area, he seemed hurt. “How could someone who is a reporter not know about this?” the tone of his voice said. Unfortunately, I am one of only two reporters for the Kent School District, excluding Green River Community College and satellite programs. Kathy Smith, of the Covington Reporter, and I split coverage among Kent’s high schools. This idea that the news media are opportunistic vultures who don’t care about content isn’t new, but it comes from a misunderstanding that small newspapers have the manpower to produce multiple in-depth stories about serious issues in the community and don’t. I remember being contacted about a story and asking if we had an “intern” to throw it to. That gave us all a laugh. But there are things that people who don’t pay for their news don’t understand. The first is that if you aren’t paying for it, you are the product. And, like other newspapers, our newspaper operates on a small newsroom with a limited budget.

When the flow of red ink became a flood, managers started deferring maintenance; derailments became the norm. To reduce accidents, speeds on large sections of track were reduced to 10 mph. Freight

The pending reroute of shipping has created a virtual battle for Army Corps of Engineers dredging funds in U.S. ports on the Gulf of Mexico and East Coast to accommodate deeper draft ships. Public confidence in WSDOT is not high. I think it would help the agency if they would pull the 2007 SR 167 study, rework the numbers and eliminate the chart that claims extra container traffic and five miles of highway construction adds 80,000 jobs. If it were that easy to add “permanent long-term jobs,” we would be building five miles of freeway every year. – Don Villeneuve

City should enforce its fireworks laws I’ve read with great interest the recent letters objecting to the fireworks free-for-all that occurs every year in Kent. I share the concerns for pets, safety, fires, etc. expressed in them. To these concerns I’d add the impact of fireworks on wildlife. A few years ago, an American Robin nested under the deck of my house. On July 4, there were two eggs in it. The next morning, after the fireworks, I found both broken on the ground. The following year, another robin’s nest contained a week-old chick

the afternoon of July 4. The following morning it was dead on the ground. The blow-the-world up fireworks use common throughout Kent is clearly panicking parent birds off their nests and in the process their eggs and young are knocked out and killed. As another example, consider the plight of bats. I live near Lake Meridian and so can’t avoid the out of control fireworks war zone that occurs there annually. Each year I see bats flying over the lake through all the sound and litter filtering down from the explosions above. In addition to the possibility of damage to their hearing, my guess is they might be mistaking falling fireworks debris as food. The results can’t be good. My question is why the city of Kent won’t enforce its fireworks laws? I’d like to hear from both candidates for mayor whether, if elected, they will allow this senseless situation to continue, or actually commit to do something about it. – Mark Johnston

considerate of all people at all times. Scouting on a local level gives young people the opportunity to develop skills and take responsibility while inspiring a lifetime of character and service. If you do not agree with some of BSA’s policies, please do not verbally bully children who have nothing to do with those policies. BSA recently changed policy and does not exclude boys from being Scouts based on their sexual preference – this decision was based on the response from current Scouts and registered parents of Scouts in a survey. Our Scouts deserve respect from the community they serve. A Cub Scout is learning about being a good person and the excitement of outdoor life. A teenage Boy Scout has made a conscious choice to serve his community rather than partake in activities that hurt the community. I thank you in advance for your ability to see the Scouts and not the council as they sell popcorn. As technology and oversight have improved, the railroads have amassed a good safety record, even as rail traffic has increased. The FRA reports that in 2012 there was one derailment for every 582,167 miles traveled, one fatality per 82 million miles, and 2.65 accidents at rail crossings for every million miles traveled. Our state Department of Transportation notes, “Rail is a safe and efficient way to move both people and goods. Freight trains reduce the number of large trucks on our congested highways, and for passengers, it is more than 23 times safer than traveling by car.” Why are these statistics important? Rail traffic plays a major role in trade, and trade plays a major role in Washington’s economy. Per capita, we are the nation’s top exporter. The potential is even

coal, which is cleaner than many other varieties produced around the world, is in demand. Exporting coal from Washington and Oregon would add more than 11,000 new jobs and $115 million in payroll. Just one oil terminal in Vancouver could generate up to 250 construction jobs and up to 120 permanent full-time positions, primarily from the local community. The bottom line is, if we don’t build the shipping terminals here, the trains will simply go through Washington to Canadian ports, taking the jobs with them. To enhance safety, railroads have invested heavily in technologies that provide advance notice of potential problems. Some of these technologies include wheel impact detectors, wheel journal detectors and detector cars that X-ray the rails for metal defects. These and other technologies have significantly reduced derailments over the past

20 years. The Association of American Railroads reports that, in 2012, 99.9977 percent of all rail-shipped hazardous materials, including oil, reached their destination without an accident-related spill — and that railroads spill less liquid hazmat product than trucks or pipelines. Multiple federal agencies regulate the movement of hazardous materials by rail, including the Federal Railroad Administration, the Pipeline and Hazardous Materials Safety Administration and the Transportation Security Administration. The federal government also requires railroads to route hazardous materials on lines posing the least safety and security risk. Will all this guarantee that there will never be an accident? Of course not. But it’s important to keep things in perspective so we can make informed judgments about issues that are important to us all. KENT DRIVER TAKES SCCA NATIONAL CHAMPIONSHIP Gretchen Everett, of Kent, earned her fourth Sports Car Club of America National Championship on Sept. 6 at the 41st Tire Rack SCCA Solo National Championships at the Lincoln, Neb., Airport. Driving a Mitsubishi Evo, Everett topped three other competitors in the Street Touring Unlimited Ladies class to win the two-day competition that pits drivers from throughout the country in a single-event, winnertake-all format. Diane Bollenbeck, of San Diego, finished second, 0.677-of-a-second behind Everett in aggregate time. Held for the fifth straight year on three million square feet of concrete at the Lincoln Airport, the Tire Rack SCCA Solo National Championships is the largest motorsports competition in the world, where more than 1,000 drivers compete for titles in 66 separate car classes.

After a brief pep talk with their coach, the Kentridge High School girls volleyball players take up their positions on the court. The goal is to maintain a rally for 10 minutes. The ball can drop six times before the clock restarts. 0:00 – The clock starts, and immediately the girls are shouting and calling shots. They move quickly, frantically passing, setting and spiking to keep the ball in the air. It’s part of coach Liz Quitiquit’s training regimen to help the girls think on their feet. “I like to frustrate them, make them figure things out by themselves, since I’m not going to be there on the court to solve problems,” Quitiquit said. This will be Quitiquit’s seventh year with the team. Before coaching, she played in high school as well as at Western Washington University in Bellingham. Her practices have focused largely on getting the new players, which make up half of the 12-member team, up to speed. While she feels her team is technically proficient with a strong defense,

A bitter disappointment was in store for Kentridge High fans Sept. 5 as they saw their team shut out by the South Kitsap Wolves 40-0 in their opening home game at French Field. Several fumbles by the Charger’s offense – recovered by South Kitsap – did little to help a struggling defense against the Wolves’ fast rushing offense. “It wasn’t the start we’d planned, but you gotta deal with adversity,” said coach Marty Osborn. Kentwood rallies to defeat Auburn in SPSL play Sytsma scores 2 touchdowns in fourth quarter REPORTER STAFF

Kentwood’s Terrance Grady said his teammate Brandon Sytsma would make big plays this season and that’s exactly what the senior running back did Sept. 6 when Auburn visited French Field. Sytsma scored two touchdowns in the space of one minute, 37 seconds in the fourth quarter to help the Conquerors beat Auburn 29-19. Sytsma ran for a 21yard score with 3:27 left in the game to give Kentwood its first lead. On Kentwood’s next offensive possession following a defensive stand which forced Auburn to punt, Sytsma took the ball 64 yards on the first play from scrimmage to give Kentwood a comfortable 29-19 lead with 1:50 left. There were moments in the first half, however, when Kentwood’s offense sputtered while the defense contained Auburn.

Auburn scored a touchdown on the first drive of the game and Kentwood’s offense followed by going

three and out, with a punt putting Auburn on its 44-yard line. Kentwood’s defense was able to hold

Auburn on the next drive, but on the next Kentwood possession the snap flew over the quarterback’s head and out of the end zone for an Auburn safety, putting the Trojans up 9-0. At the beginning of the second quarter penalties cost Auburn, nullifying touchdowns on back-toback plays and Kentwood was able to hold the Trojans and get the ball back. Kyle Capperauld picked up an Auburn turnover and returned the ball some 90 yards for a touchdown with 17 seconds left in the half. The extra point made it 9-7 Auburn at the half. Later in the third quarter, Auburn picked off the ball and returned it for a touchdown, making the score 16-7. An Auburn field goal with 2:25 left in the third quarter gave the Trojans a 19-7 lead. At the start of the fourth quarter, Derrick Bell came up with a big play and carried the ball from the Kentwood 39 to the Auburn 10. Brain Campbell then followed up with a carry up the middle for a touchdown. The extra point cut the Trojans’ lead to five

with 9:18 to go. The defense once again held Auburn and Kentwood took the punt at its 17. Grady hauled in a pass for a 30-yard gain on third and 10. Sytsma picked up the first down on the next drive, which he then followed with the 21-yard touchdown to put Kentwood ahead.

TJ beats Kentlake Kentlake opened the season with a stunning 32-7 loss on the road to Thomas Jefferson as the Raiders ran over the Falcons in the first half. Jefferson scored 26 points by halftime while containing Kentlake to seven and the Raiders never let up. Jordan Axelson had the Falcons’ lone touchdown when he scored from 1 yard in the first quarter. Kentlake had a 7-6 lead going into the second quarter, but a fumble on the Falcons 40 was scooped up by a Raider and run back for a touchdown to give Jefferson a 12-7 lead after a failed two-point conversion. This Friday Kentlake plays Kent-Meridian

at 7 p.m. at French Field. The Falcons look to avenge an upset loss in 2012 to the Royals.

Tahoma slams K-M Tahoma opened its season by crushing visiting Kent-Meridian 51-6, which featured a banner evening for senior quarterback Shane Nelson and receiver DeShon Williams. Nelson finished the evening 22-for-34 passing, piling up 348 yards and four touchdowns while Williams hauled in nine catches for 195 yards and a touchdown to go with a 95-yard score on the opening kickoff return. Denham Patricelli, a senior who missed last season after having elbow surgery, caught nine passes for 76 yards and three touchdowns. Do the numbers to get the most out of your garden The second week of September is good time to do some garden math. Divide and then multiply your perennials now for maximum return on your energy investment. Iris, daylilies, phlox, hosta, brunnera and other summer bloomers can be dug from the ground and split apart with a shovel or ax. Some perennials like the shade-loving astilbe can be broken apart with your hands, replanting the young side shoots and discarding any inner or middle sections of the roots that look dark and damaged. The secret to a successful transplant operation is to do the dirty deed on a cloudy or wet day or at least wait until the cool evening hours. Many plant roots have a vampire quality and it is painful for them to be exposed to bright sunlight.

If I plant lettuce seeds in September, can I harvest the leaves for fresh salads all winter? I put in a first garden this past spring and had good luck with beans, tomatoes, cabbage and cucumbers. I followed your advice and built a raised bed and filled it with a mix of topsoil and compost. Now I want to keep growing. T.R., Puyallup

Yes, just grow for it. You can plant the seeds of lettuce, Swiss Chard, cabbage and onions now and if you protect the seedlings from the coming cold with a cold frame or hoop house you can be eating from your garden and enjoying your salad days almost year round. A hoop house is a removable structure made from “hoops” usually bent plastic PVC pipes attached to the side of a raised bed using brackets. Then a sheet of plastic is draped over the hoops so that it does not touch the plants and still allows for air circulation. You can also purchase hoop houses or cold frames at garden and home stores now. Fall is for planting, so dig in.

We have a large apple tree and there is no way we can eat all the apples. Many end up falling to the ground

and attracting wasps. I think we need to clean them up or they will spread disease. My husband says the fallen fruit adds nutrients and organic matter to the soil. Who is correct? P., Email

You both have a point, but you’re missing an opportunity. Extra fruit and garden produce can be donated to your local food bank and apples are especially good for families that struggle to find food to fill a lunch box. Make an extra effort to deliver your garden produce to a food bank clean and in good condition so you don’t create extra work for the food bank volunteers. You may also want to ask about “gleaning” opportunities. This is when community groups volunteer to harvest crops that have already been picked over or to collect fruit from homeowners like you that can no longer eat or collect the fruit themselves.

I have heard you speak about using sedum “Autumn Joy” for long lasting color in gardens like mine with poor soil – but at the nursery I also see sedum “Brilliant” with deep rose blooms and one with bright pink flowers called “Neon.” Are these just as tough as the sedum you recommend? They are much more colorful, but I am a very laid back gardener and don’t want to kill any more plants. N.M., Olympia

I think you should load up a cart with any sedum that catches your eye and find out what survives for you. Consider any plant that doesn’t survive a composting opportunity and a learning experience. In the grand scheme of things investing in plants is an inexpensive gamble as you could hit the jackpot and stumble upon the perfect perennial that loves your site conditions and thrives on the care you give it. When that happens, consider it your signature or theme plant and use it again in several more locations. By repeating a specific plant in your landscape

What is the brilliant red shrub that I see along the interstate and even in some parking lot planting strips? It has small leaves and can be really wide but it is not a tree shape. Also, what growing conditions does it need? S.B., Kent

A.

Sounds like the Burning Bush or Euonymus alatus. This tough, flat-topped shrub has corky ridges on the branches but otherwise fades into the background until the fiery fall display of brilliant red foliage. Easy to grow in well-drained soil, the biggest planting mistake is not giving this shrub enough room. Even the “compacta” or dwarf form will grow up to 10 feet wide and 6 feet tall. For the best fall performances do not give this euonymus too much to drink and make sure it grows in a sunny location. Add some low growing cotoneaster with bright red berries or plant a golden-leaved ginko or maple near the burning bush for a fire storm of intense autumn color.
