The state Department of Ecology (DOE) will study the impact of coal trains on Kent and other cities as part of its draft Environmental Impact Statement (EIS) to be released in 2014 or later in

connection with the proposed Gateway Pacific terminal near Bellingham to ship coal to China. As many as 18 trains per day could run through Kent if the shipping facility is built. The state DOE decided in late July it would conduct a full-scope study.

“It’s an unprecedented scope that includes the environmental impacts to air, land and water from the mines in Montana and Wyoming, through the entire shipment process including short term and long term global effects of burning coal in China and

other points in Asia,” said city of Kent transportation engineering manager Steve Mullen in an email. That includes studying Kent and other cities along the Burlington Northern Santa Fe (BNSF) railroad tracks.

Kent City Council members focused on a controversial rezone in North Park near the ShoWare Center during a Tuesday workshop discussion about a new downtown development plan. City staff updated the council about the downtown plan, but the council will not vote on the issue until November.

The bridge, originally built in 1914, spans the Green River on 78th Avenue South at the southern city limits. The bridge had low traffic volumes. The Nutrition Reform and Work Opportunity Act Congress votes on this week would cut food aid by $40 billion over 10 years, affecting up to 6 million hungry families, say alarmed community advocates and people who depend on the Supplemental Nutrition Assistance Program or SNAP.

RFA to provide fire services to city of SeaTac

POLICE SEEK HELP TO IDENTIFY BANK ROBBER Kent Police hope the public can help identify a man wanted for the robbery of a Chase Bank branch in Kent. The robbery occurred at 4:26 p.m. Monday, Sept. 9, at 13207 S.E. 272nd St,, on the East Hill, according to a Kent Police media release. The suspect entered the bank, approached a teller at the counter and gave the teller a note. While no weapon was seen, the note implied that the man had a gun. The suspect was given an undisclosed amount of cash, whereupon he fled on foot. The suspect is described as a white male, 25 to 30 years old, 6 feet tall with a medium build. He was wearing a flannel shirt with a grey hooded sweatshirt underneath, black converse shoes and dark sunglasses. He was also described as possibly having light facial hair. The Kent Fire Department Regional Fire Authority (RFA) will provide fire services to the city of SeaTac starting in January. The SeaTac City Council and RFA board each recently approved a 20-year inter-local agreement contract with SeaTac paying the RFA for fire services. SeaTac will pay about $9 million per year, according to city documents. “What’s important for us is SeaTac contracted for services,” said Kent RFA Chief Jim Schneider during a phone interview. “It doesn’t cost the RFA a penny.” SeaTac has contracted with the RFA since 2011 for chief administrative, emergency management,

Kent Police are investigating at least 20 cases of fake Seattle Seahawks tickets that were sold for the game last Sunday against the San Francisco 49ers at CenturyLink Field. “There are no victims in Kent but the sales have been in Kent and Renton,” said detective Melanie Frazier during a phone interview last week about how the Kent Police became involved in the case. “They meet at Kent Station or the Renton Walmart.” The game, as with every game this year at CenturyLink Field, was sold out. That has opened up a market of people reselling tickets or in this case, selling fake tickets. People responded to an advertisement on craigslist and a few fans found out before the game that the two tickets they bought were fake. A number of the fake tickets were sold Aug. 23-24.

Gary also loved going on camping trips with his family to Montana and many other great fishing destinations. He was a craftsman with the ability to build anything. David Michael Dean David Dean, age 49, died peacefully of natural causes at his home in Auburn on September 4, 2013. David was born in Omaha, NE on April 29, 1964. His parents, Ruth and John Dean, were longtime residents of Kent, WA and preceded him in death. David graduated from Kentridge High School in 1982 and received an Associate of Arts degree from Green River Community College in 1986. In his career, David was drawn to work with engines of all kinds and he was employed at several area car dealerships’ service departments. He was a fan of University of Nebraska Cornhusker football but his favorite professional team was the Seattle Seahawks. He enjoyed outdoor activities, especially golf, hunting and fishing and spending time with his family. Staff is studying whether to give developers exemptions and waivers of certain fees in order to get them to build along Meeker Street between Second and Fourth Avenues. He added staff in the winter will present a citywide economic development strategy to recruit more retail stores to Kent. “We’re losing sales tax dollars to other communities,” he said. “We need to make downtown a place where people want to live, work and play.”

So far, the shooting has detectives puzzled. “Investigators are working on leads, however, there are no suspect(s) at this time and it is still unknown as to what provoked this incident,” Frazier said. Harris suffered the gunshot wound during an altercation at about 9:23 p.m. Sept. 10 in the McDonald’s parking lot, 10125 S.E. 256th St. Officers were dispatched to a report of four to five gunshots and found Harris outside of his vehicle, according to a Kent Police media release. The driver’s side window of the vehicle had been shot out. Emergency operators received multiple calls about the shooting. Police are asking for help to solve the case. City staff members have been in contact with state DOE officials in an effort to become one of the representative communities that will receive an in-depth study, Mullen said. The U.S. Army Corps of Engineers announced Sept. 6 it will limit its study to the immediate area where the new coal terminal and shipping facility will be developed at Cherry Point. Groups in favor of the proposed coal terminal were pleased to hear the Corps wouldn’t expand its study. “Business, labor and trade leaders have expressed concern over Ecology’s decision,” said Lauri Hennessey, Alliance for Northwest Jobs & Exports spokeswoman in a prepared statement. “Now the federal government has joined those ranks. Completing these projects without delay must remain a priority. Our communities and families who are desperately in need of the thousands of family wage jobs and millions in revenue this project would create should not be held hostage to bureaucracy.” Even without a wide scope of study, Mullen said the Corps review could halt the project. “The majority of their review will involve mitigation for the damages to the Lummi Indian Tribe burial grounds and fishing grounds,” he said. “The Corps has broad powers to deny permits that infringe on tribal rights. If the Lummi reject the mitigation proposals, the permit most likely will not go forward.” Whatcom County is the third agency that will conduct an environmental review.

“Whatcom County will decide on permits for the terminal and any development associated with that as well as issuing shoreline permits,” Mullen said. “They will also look at the transportation impacts to local communities, especially Bellingham and Ferndale.” In Kent, city officials have several issues they want the DOE and its consultant to study. “We are concerned about the extra train traffic and its effects on congestion, safety, air quality, water quality and the degree to which the increased rail traffic and pollution will hinder eco-

nomic development within the valley,” Mullen said. The state has hired the Colorado-based consulting firm CH2M Hill to conduct the environmental review which is expected to take more than two years. The DOE, Army Corps and Whatcom County each will review the findings and make determinations on the permits, Mullen said. Seattle-based SSA Marine Inc., has submitted applications to develop the largest coal export facility in North America at Cherry Point. If the facility is built, Kent would like numerous mitigation items to lessen

the impact on the city. “The city of Kent would like financial assistance to grade separate the BNSF tracks from east/west roads, and to complete improvements needed to obtain a (railroad) Quiet Zone in the downtown area,” Mullen said. “The city would like all coal trains to be covered in such a manner as to prevent coal dust from settling in rivers and wetlands. “We’d like them to study whether or not coal transport will preclude the transport of more favorable commodities or even prevent increased passenger trains in the future.” Mullen said the heavy train traffic impacts Kent more than neighboring cities. “Kent has more at-grade crossings than our neighbors and the bulk of those are in our downtown urban center,” he said. “The noise impacts negatively affect residential, retail and commercial areas downtown.” The impact of coal dust coming off the trains remains a top concern for city officials. “This is one of the biggest unknowns,” Mullen said. “BNSF estimates that each uncovered coal car loses between 500 and 2,000 pounds of coal dust in transit. It is unknown how much of this will affect any one community (human health, water quality and marine habitat). Summer is blockbuster movie season, a time when Hollywood releases its biggest productions. In our nation’s capital, the political version of a blockbuster, “The Affordable Care Act: Obamacare,” is now making its debut. But early previews suggest it’s not quite ready for the big screen. Case in point: In regulations quietly released on Friday during the July 4 holiday, the Department of Health and Human Services (HHS) informed 16 state exchanges and the District of Columbia that they need not confirm that people seeking taxpayer subsidies for health insurance premiums actually qualify. This only serves to undermine the financial integrity of the Affordable Care Act. The rules say state exchanges may do only random income checks. In fact, comprehensive income eligibility checks are prohibited – banned – until 2015. In addition, states are not allowed to determine whether applicants already have coverage through their employer until 2015. Critics say the rule is designed to bring large numbers of people into the program without confirming their eligibility and, once onboard, it becomes politically difficult to later remove them. Unfortunately, by not confirming eligibility, HHS is opening the door to rampant fraud and abuse that will greatly increase costs for U.S. taxpayers. It also means those most in need of health care may come up empty-handed if the system is overloaded with requests from unqualified applicants. The questionable HHS rule comes on the heels of a decision by the Obama administration to delay until 2015 implementation of the employer mandate, a central feature of Obamacare. The law requires that employers with 50 or more employees must provide governmentapproved health coverage by Jan. 1, 2014. Obama However, implementing the mandate promised to cause widespread confusion and disrupt the health plans of approximately 85 percent of Americans covered by their employer. The delay is widely seen as an attempt to avert a voter backlash in the 2014 mid-term elections. Some in Congress say the administration doesn’t have the legal right to change the law, but what Congress can – or will – do about that remains to be seen. As things stand, individuals will still be required to enroll by Jan. 1 or pay a penalty. But even that may be difficult. [ more BRUNELL page 7 ]

Questionable candidates vie for council seat As a relatively new resident to Kent I have been intrigued by the seemingly one-sided negative coverage of the City Council race between Bailey Stober and Ken Sharp by the Kent Reporter. This curiosity was the reason I attended the Sept. 9 candidate debate. The contrast between the candidates was striking. Stober was very polished for such a young age. He came across as a slick politician. Sharp, older and less polished, was very personable and real. After the debate I was wondering about all of the qualifications that Stober claimed on his resume. His LinkedIn profile mentioned he was a loss prevention manager for Sears Holdings Corporation from May 2007 to January 2009. He “oversaw the loss preven-

as a secretary for the small commission on African American Affairs, he claims to “provide high-level executive support to a member of the governor’s cabinet. Work with the governor, Legislative and other state agencies to ensure internal and external diversity policy is culturally competent. Advise the director, governor and Legislature on pending bills and legislation …” He was hired for this position at the age of 21. A previous letter to the Kent Reporter indicated that his hiring as a secretary was in response to his working on several campaigns. Finally at the debate, I was told of the rumor that Stober, until recently, did not live in Kent. I contacted the King County Elections Office in Renton and was told that Stober changed his address from Renton to Kent in February 2013. [ more LETTERS page 7 ]

We need solutions to a basic need The city’s action with the sex offenders is both harmful and shortsighted. Forcing them out of the clean and sober housing, where they have been living successfully for years with zero problems, accomplishes what? If the city pushes them out of housing into the streets, they risk creating a dangerous situation. If the city doesn’t want the current arrangement to continue, what is their solution? Just pushing them out of the city is not a solution. These people have served their time and are just trying to live their lives as best they can.

Nov. 5 is a chance to "know your GMO" by voting to support GMO labeling. Vote yes on I-522. – Lara Michaels Analysts think that younger, healthier people will opt to pay a small penalty rather than sign up for what they view as expensive, unnecessary coverage. As the inherent weaknesses of the Affordable Care Act become increasingly clear, Congress needs to revisit the legislation. Either fix it or replace it. Officers saw a case inside the car with a glass pipe in it. An officer had his drugsniffing police dog search the car and the dog placed his nose at the driver’s door seam and gave a positive alert sign by sitting. Police decided to seize the vehicle and obtained a search warrant from a judge. The search turned up a glass pipe, about 2 grams of crystal meth and four Hydrocondone pills, a prescription narcotic.

It’s a good time to strengthen your lawn as fall arrives 3. Now make a template by laying newspaper over the bare spot and tracing the outline of how much new sod you will need to fill the space. 4. Next, go on the hunt for some fine looking sod in a back corner or near a garden bed you plan to widen or enlarge. Usually gardeners will patch a front yard bare spot by taking

sod from an area that is less often seen in the back yard. 5. Lay the newspaper template on top of the healthy sod and cut out the shape you need using a shovel or serrated rootpruning tool. Set this newly cut sod onto a waiting tarp. 6. Drag the tarp to the bare spot, slide in the newly cut sod and you will have a perfect fit and almost instant gratification. 7. Now go back to the spot where you robbed the sod and reseed that area. It will take longer to fill in but by choosing a less visible or high traffic area to borrow some sod you’ll be more patient with the grow in. To renovate your entire lawn this fall you can follow these steps: 1. Aerate using a core aerator and leave the plugs of soil on the lawn. Rake or thatch if you have an older lawn that is spongy or repels water. 2. Next spread at least one inch of fresh topsoil on top of the old lawn. Adding two to three inches of topsoil is even better. Use the back of the rake or rent a large contractors rake to level the surface and fill in the lawn spots. A level lawn will not only look better but be easier to mow. 3. Let the topsoil settle for a couple of days, then add a starter fertilizer and level again filling in any low spots that settled. 4. Spread new lawn seed using a mix or blend of fine fescues and perennial rye. Pay more for “named” grass

seed varieties because these hold a patent for improvements in drought and disease resistance. Mix the grass seed into the topsoil a bit then level again with the back of the rake. 5. Pray for six weeks of gentle rain – or keep the seed moist by hand-watering with a fine mist. 6. Wait until spring then celebrate that your grass is greener on your side of the fence. Do not use weed and feed on a new lawn and mow only when the grass blades are 4 inches tall, cutting off just the top onethird of the blades. 7. If all this sounds like a lot of work it is. You can also just call a lawn care company and have the professionals spread the topsoil and reseed your new lawn or if you are really impatient, rip out the old sod, add 6 to 12 inches of topsoil and have new sod installed for a weed-free carpet of green. There is one more option. Just live with your good-enough lawn and blur your eyes at the weeds – but fill in the low spots and sprinkle some grass seed. James said he was appalled at the decisions “of our so-called leaders and politicians, who decide they want to take food out of the mouths of poor children in our communities. “Your indifference is dangerous to our young people. Your friendship with the rich is an enemy to righteousness,” James said. “Don’t you know that the Brookings Institution has already defined South King County as a model for growing trends of poverty and hunger? Don’t you know that the least, the last and the less live right here in this community? And you want to take SNAP and shut the door on hungry families and youth and children. Cindy Whidby

When Cindy Whidby was only 21 years old, she received a heartbreaking diagnosis. In March 1998 she was diagnosed with acute myeloid leukemia. Seven months later, Whidby lost her young life. Fifteen 15 years later, the Whidby family of Kent has connected with a local event and worthy cause – the South Sound

Auburn Riverside High School graduate. “This is important for our family and for others still fighting the disease. “Cindy is always in our hearts and in our minds. She’s still very much a part of us,� Whidby said. “She’s not here physically, but she is in our hearts.� Kristl Whidby joins family, friends and other supporters on Team SOLE (She Only Left Earth) for the 7 p.m. walk. By luck of finding a flyer on the benefit walk, Kristl Whidby was inspired to get her husband’s family onboard in 2009. They utilized the walk as an opportunity to honor Cindy publicly, as well as to maintain a strong connection to her with every step they take. Their team started off as four,

Kristl and her husband Steven, along with his parents, Roy and Cathy. Since then, the team has tripled in size of family members and friends. Team SOLE is about 20 strong today. For fundraising, the team has come together in Kent for various events, including local car washes. Most recently the team has been selling cancer bracelets outside the South Hill Walmart, and has raised more than $1,000. This will be the family’s second time participating in the walk, a

tradition they hope to continue for years to come. In its 13th year, Tacoma Light the Night Walks are filled with inspiration. During the leisurely walk, participants carry illuminated balloons – white for survivors, red for supporters and gold in memory of loved ones lost to cancer. Over the last 13 years, local Light The Night participants have raised nearly $700,000 for blood cancer research and patient services.

New FEMA flood maps at least 5 years away New Federal Emergency Management Agency (FEMA) flood maps for the Green River Valley are at least five years away. FEMA officials made clear at a meeting Sept. 11 in Kent in front of a crowd of about 120 that the likely scenario for flood-map adoption would be spring or summer of 2018 at the earliest, according to a King County media release.

Wade Schwartz has found a home and a successful business in Kent. He opened the Blanc ‘N Schwartz Salon on East Meeker Street in October 2009, following a severalyear hiatus. It has been going strong ever since. Schwartz owned the Men/Women Salon and Damn Dog Espresso in Ballard, a pair of shops located across the street from each other near where the Seattle Monorail was scheduled to terminate. His properties were on the city’s eminent domain list and after years of fighting and attending meeting after meeting, Schwartz reluctantly sold. Schwartz took a sales position in the interim, but was laid off when the economy started to go south in 2008. After working for a beauty-supply company, he decided it was time to get back in the business. Schwartz bought a house in the Panther Lake area and discovered the charm of downtown Kent. “I love downtown Kent,” he said, “I just like the atmosphere of the small businesses.” Schwartz continues to attract good business. One satisfied customer said, “The store is cute and welcoming. The staff was friendly and attentive. And my haircut was good at a great price. Top draft pick Barzal to make T-Birds debut

SEATTLE MIST TO PLAY B.C. ANGELS AT SHOWARE CENTER The Pacific Cup of the women’s Legends Football League (LFL) returns to the ShoWare Center in Kent at 8 p.m. Friday, Dec. 6, when the Seattle Mist plays the B.C. Angels. The Kent-based Mist beat the Angels in the first Pacific Cup last year at the ShoWare Center. Tickets are $85, $55, $35, $25 and $1. Tickets go on sale at 10 a.m. Friday, Sept. 20. T-Birds glance

The Seattle Thunderbirds knew exactly where to spend their No. 1 draft pick for the coming Western Hockey League season: a 16-year-old from Canada named Mathew Barzal. Barzal will open the Thunderbirds’ season Saturday night against the Portland Winterhawks at the ShoWare Center in Kent as their rookie center and hot No. 1 pick from the league’s 2012 Bantam Draft. Officials expect him to be a highly desired player when he breaks into the NHL in a few years. “It was really exciting for me and my family,” Barzal said after a recent practice about coming to the T-Birds. “Seattle’s a good location and it’s pretty close to home, so my family can come see me every once in a while.” The soft spoken, 16-yearold Canadian moved south from his hometown of Coquitlam, British Columbia, to join the Thunderbirds, leaving his school, friends and family behind. “It’s tough saying bye to them,” he said. While Barzal’s sad to leave his hometown, he said that it’s only natural to be moved around and he’s excited to be

While he’s staying with Stephanie and Guillauime Provost in Kent, the separation from family has been a little tough. The first several weeks were all right as he got used to not having them around, he said, but eventually it started to wear on him. “After that point you start feeling like you know you’re away from home, and you start missing them

a lot more,” Barzal said. He added he’s adjusting well and loves life in Kent with the Thunderbirds. It hasn’t been without a few changes, particularly cultural differences between the United States and Canada. Specifically: less hockey. While hockey is a major sport in Canada, far fewer students are aware of it in the states, and similarly, he’s not as familiar with football as some of his classmates at Kentwood High School in Covington. “Up in Canada everyone knows who Sidney Crosby

(captain of the Pittsburgh Penguins) is, and I asked a couple kids at school if they knew Sidney Crosby, and they had no idea,” Barzal said. While the Thunderbirds offer college scholarships to players who don’t go pro after the WHL, Barzal plans to enter the NHL. “Ever since I was a little kid it’s what I’ve wanted to do,” he said. Barzal has been playing hockey ever since his father signed him up for children’s leagues. He said that he’s most inspired by Chicago

Blackhawks captain Jonathan Toews. Barzal said he specifically looks up to Toews’ clean attitude and behavior both on and off the ice and his leadership of the team. “Obviously, if I could be a hockey player that’d be one guy I’d really want to play like,” Barzal said. His favorite moment of a game? Scoring. “It’s the best feeling when the crowd gets up and especially when it’s a big goal, you know OT, late in the third, you’re hot, you’re tired, you win,” he said. “There’s honestly no feeling like it.” With a league record for assists in Vancouver youth leagues and more than 200 points between the last two years, he’s set to bring that feeling to the Thunderbirds – and their fans – on a regular basis.

Another shutout loss, another disappointing night for Kentridge High football. Auburn-Riverside scored all 26 points in the first half and went on to subdue Kentridge, 26-0, in the Chargers’ South Puget Sound League North 4A football opener Sept. 12 at French Field. Auburn Riverside improved to 2-0 in league under first-year coach Bryant Thomas. Kentridge, blanked by South Kitsap 40-0 on Sept. 5, dropped to 0-2 on the young season. While the Chargers’ defense managed to stop the Ravens in the second half, Kentridge’s offense continued to flounder.
