The Nick of Time Foundation, in partnership with Enumclaw firefighters and King County paramedics, conducted a heart screening Oct. 2 for Enumclaw high-school athletes. The screenings consisted of a heart health survey, an ECG and in some cases a limited physical exam or echocardiogram. The results are reviewed on site by cardiologists and sports physicians. King County Fire Commission 28 debate: Part III Editor’s Note: Angela Stubblefield and Elbert Reed are running for Fire District 28 Commissioner Position No. 2. The two candidates agreed to an in-paper debate. This is the third week and includes responses to questions from the candidates to each other and an editorial question Candidate Question: Without reducing service levels, how would you fund the projected dollar shortfall in 2015? Explain rational. Reed: I put this question to Ms. Stubblefield first; she then later passed it back to me. For the sake of the argument, I believe this question assumes the levy lid lift (Proposition No. 1) does not pass. The function of the fire department is to save lives and property. This requires rapid response with the minimum complement of critical resources to achieve the mission. Reducing the number of fire fighters or increasing response time will save money, but possibly at the expense of greater property loss or loss of life. The tax payer

needs to decide if the gamble is worth the risk. Any scheme that increases response time will negatively affect the rating of the fire Elbert Reed department. This will then result in higher property fire insurance rates for tax payers’ homes. Hence, pay it now or pay it later. Two paid positions can be eliminated during 2015 and this will not immediately reduce the level of service. These staff reductions will need to commence in 2014 in order to be effective in 2015. However, firefighters’ overtime will increase to take up the slack (no free lunch here). Commencing in 2015 additional staff reduction will have to be made, and this amount of reduction cannot be made up with overtime. Thus, service levels will be reduced in 2016. Some might suggest a greater use of volunteers or an all-volunteer department to maintain the cur-

rent service levels. Such a plan would require volunteers available 24/7. The current volunteers are very dedicated and we appreciate their Angela Stubblefield cont r ibut ions. They have regular jobs and are not available during the peak fire/EMS call period of 6 a.m. to 10 p.m. If volunteers have to travel to the station this adds additional delay to the response. This assumes they can leave their place of work on a moment’s notice. Who reading this is willing to volunteer to be on duty and ready for immediate dispatch during the peak period, complete the rigorous initial training, and participate in weekly training sessions? The department has been looking for you, but so far without success. Stubblefield: I respect the hard earned money entrusted from taxpayers and will not waste your money. My opponent, Elbert Reed

supports Commissioner David Hannity’s past and present actions. Like Commissioner Hannity, Elbert also represents the firefighter’s union – not taxpayers. Prior to signing a blank check over to the district, you the taxpayer need to know what the long-term plan is and how your money will be spent. That has not occurred. Until that plan is presented, here are my tentative painful solutions. • Drastically reduce overtime. Require commissioner approval first. • Adjust required training that is conducive to regular hours not overtime. • Pursue joint teaming with other districts to enhance purchasing power, possible training and other ventures. • Recruit and revitalize volunteer program. Emphasis on career department has devastated volunteer participation. • Furlough and reduce administrative staff (if necessary). • Wild-land State Mobilization

Enumclaw School District land transfer denied

A land dispute between the Tahoma and Enumclaw school districts was settled in favor of Tahoma. The Puget Sound Educational Service District Regional Committee on School District Organization unanimously denied the Enumclaw School District’s proposed land transfer of the North Triangle, located in Black Diamond, from the Tahoma School District to Enumclaw Oct. 3. The North Triangle, which is about 54 acres and is slated for commercial development as part of the proposed Lawson Hills master planned community by YarrowBay in Black Diamond, is currently undeveloped. Enumclaw officials initiated the petition in late

Buckley resident William “Bill” Rack, 94, died Oct. 3, 2013. He was born June 25, 1919, in Butte, Mont., to William Rack and Mariska Sklenski. T h e y moved to Cle Elum, Wash., in 1931 to work in the coal mines. In William Rack 1935 they moved to Enumclaw where he attended his last two years of high school and starred in football. He graduated from Washington State University in 1941 with a Bachelor of Science degree in pharmacy. He served four years in the U.S. Navy as chief pharmacist mate. He met Grace Stewart in Seattle after he was discharged and they married Sept. 21, 1947. They purchased the drug store in 1952 and worked side by side for 37 years, until they retired in 1989. He enjoyed making jewelry, wood carvings and folk art, along with golf, fishing, sculpting and swimming. He is survived by daughter-in-law Paula Rack of Bonney Lake and one grandchild. He was preceded in death by wife Grace and a son, Peter Rack. A graveside service will take place at 1 p.m. Thursday, Oct. 10, at Buckley City Cemetery. A memorial is planned for 1 p.m. Friday, Oct 11, at Community Presbyterian Church in Buckley.

CHARLIE STEINER Charlie Steiner died Sept. 27, 2013, at the Soldier’s Home in Orting. He was 82. He and a twin brother were born July 30, 1931, in Orting to Carl and Rosalie Steiner. He grew up in Buckley and graduated from Buckley High School in 1950. He served in the Army in 1952-54 in Korea. He is survived by one sister. Services were by Weeks’ Dryer Mortuary. This would also place his pay back in line with comparable-sized districts.

When dispatched, these resources would all respond and converge at larger incidents requiring larger staffing levels such as structure fires, while at the same time, adding additional equipment. The result would be two to three fire engines with a total crew of six. This would be particularly important in those areas of the district that lack fire hydrants. All taxpayers benefit. Emphasis on the career firefighter program has seriously undermined the volunteer program in KCFD 28. The consequence, whether by design or accident, has increased career firefighter personnel (higher cost) – while significantly reducing volunteer firefighter numbers. Volunteer fire departments in the nation have been forced to recruit and retain volunteers using new and innovative methods. The “way we have always done things” no longer works. Reed: The department needs to have a minimum staff of four (emergency medical technician) EMT qualified firefighters per shift. This enables the initial response team to enter a burning building upon arrival. (Note: Washington state law requires four firefighters on the scene before

YWCA Here are some things you may not know about the YWCA of Seattle and King and Snohomish Counties. • It’s one of the largest providers of emergency shelter in the Northwest. • It operates a food bank that serves over 1000 people a month. • It helps struggling families to stay in their homes and helps others find housing. • It helps prepare people for careers in banking and business and information technology. • It helps older people find work. • It supports mental health counseling. • It supports domestic abuse programs. These examples are just a small sample of a large variety of programs our local YWCA supports as part of its mission to “advance the quality of life for women of all ages, races and faiths, and their families.” The YWCA has five major program areas in which it tools, support and ongoing services for women and families so that they can live productive, independent lives.

Those five areas are housing, emergency, employment, health and youth. Within each of those areas there are multiple programs that address various needs and issues of the YWCA’s client population. For instance, in the employment category there are programs that help women • to prepare for and find careers in the banking industry, • with job search, training and placement services, • with on-the-job training at a government or non-profit agency, • maintain financial self-sufficiency through education, assistance and training • who are older or veterans find employment • dress appropriately for interviews or new jobs. The YWCA of Seattle and King and Snohomish Counties offers over 40 programs such as these to help women and their families. Men are also included in some of these programs such as Pathways to Work, a program that offers classes to women and

men in Snohomish County designed to help them get back to work. Helping families is a major focus of many of the YWCA’s efforts. That help includes getting mental health counseling for individuals, helping homeless families find temporary or permanent shelter, helping single moms get back to work, providing child care for young children, ages 1 – 5, encouraging leadership and confidence skills in young women, offering employment and education opportunities to teens and young adults, and more.

The YWCA operates 19 locations in our area – 7 in Seattle, 4 East King County, 5 in South King County and 3 in Snohomish County. The YWCA has been helping women and families here in the Northwest for over 100 years. Fine monument to “king coal” legacy

During the early 20th century, “king” coal furnished the energy that moved America and, without it, the whole nation would have ground to a halt. Lest we forget, coal was a major contributor to our victories in both world wars. In those bygone days, there were several small mining communities – more accurately, hamlets – scattered around the immediate Black Diamond area and several miles to the east; i.e., places like Hyde Lake, Palmer, Durham, Elkcoal and Kangley. They were totally dependent on coal. A few were backyard operations that a single family or two owned and Wally DuChateau worked, but the largest were quintessenColumnist tial company towns in which the homes and a general store were all owned by the individuals or companies that owned the mines. Today, most of these settlements have vanished, leaving behind nothing more than a few half-buried artifacts and a cemetery or two; for example, Bayne and Franklin. The last of these mines closed in the late 1960s and early ‘70s. Coal mining was unrelenting, dirty, unhealthy work but, owing to some bloody strikes prior to the turn of the

Letters Seeking voter support for Fire District 44 levy I am writing to request your support for the King County Fire District 44 Proposition 1 coming before the voters in November. District 44 has never requested approval of this type of levy. The last approved levy in 2008 funded equipment, apparatus and replaced a fire station but did not fund daily operations. Fire District 44 is now in a dire financial situation due to the loss of a 39.8 percent reduction in the assessed value in homes and therefor a loss in revenue of $1,850,000. If Proposition 1 fails, the lack of adequate funding will affect emergency response times to your home or business for fire and medical calls, as well as staffing (six position have already been cut), training and all aspects of providing services to the area. Fire stations will be closed, inadequate fire personnel staffing will prevent firefighters from entering burning structures, wildland and swift water rescue may be eliminated. The levy would cost about $5 per month for a $200,000 home and $7.50 per month for a $300,000

home. This levy will expire in four years and no longer be collected. As a lifelong, career supporter of fire suppression and emergency medical response provided to citizens by the fire department and fire district, I sincerely request your vote and your support to your friends, neighbors and the community in favor of Proposition 1. A super majority (60 percent of the vote) is required to pass this levy, so every vote is critically important. All will be miserable with healthcare choices James Hoffa and other union leaders were recently quoted that ObamaCare was killing the 40-hour work week and the middle class. Welcome to the party. Conservatives, Tea Party types and most Republicans figured this out long before this bill became law. But, it is too late for your union members, Mr. Hoffa, you helped put the screws to them for your own personal gain. Democrat Sen. Max Baucus, a big proponent of ObamaCare,

recently stated that he now realizes ObamaCare is a train wreck. Welcome to the party Sen. Baucus. But don’t worry, you and your fellow politicians made yourselves exempt from the horrors of ObamaCare while putting the screws to the American public. Again, for your personal gain. James Hoffa is correct, ObamaCare is going to kill the 40-hour work week. Hundreds of companies around the country are reducing the hours that full-time employees work. Thirty-five to 40-hour work weeks are being reduced to 29 hours a week to avoid the onerous requirement of ObamaCare. Some companies are eliminating employer-provided healthcare and forcing employees to sign up for government health insurance plans. Heck, you see this with the local grocery strike looming. And the grocers union has the nerve to blame corporate greed. The grocery union needs to put the blame where it belongs - on Obama and the Democrats who passed ObamaCare. All the promises Obama and the Democrats made about this horrific law will not come true. I predict the exact opposite will occur and things will become worse. Premiums will skyrocket, many people will lose

This is my third and final Enumclaw City Council candidates profile. It pits Thomas Mann vs. Juanita Carstens for Position 5. Juanita Carstens declined to submit any information for my column. As with the other two candidate profiles, these are the words of the candidate. I have cut and pasted his submission to me to avoid bias on my part. My goal has been to better inform the voters. Democracy only works when voters have enough information to make good decisions. This is one of the chief functions of a free press – to provide accurate information. Thomas Mann 1. Background: Briefly describe your background and education as it relates to the Enumclaw City Council. Prior to my retirement, I served as senior staff for Teamsters Local 174, with a membership roughly the size of the population of Enumclaw. I was part of a team which established and implemented policy items including amendments to our constitution and bylaws, operating budgets, pay levels, job classifications and healthcare and pension benefits. I attended and graduated from Madison Heights High School, attended the University of Virginia at Wise and graduated from the Anderson Area Vocational Technical School.

2. Vision: Describe how you see Enumclaw now and how you would like to see it five years from now. Enumclaw is a picturesque, allAmerican City; a great place to live and raise your family. Businesses are struggling, feeling the effects of the real estate debacle which impacted every level of our economy. Supporting the Economic Development Task Force recommendations are necessary to make Enumclaw a destination city creating additional overnight accommodations with thriving downtown shops, boutiques and eateries. The senior community zoning code amendment hopefully will attract development for a major downtown project. 3. Specific areas of interest in the city if elected, and strengths you would bring to the council position. I am interested in marketing the Expo Center as a competitive venue to compete with the nearby Muckleshoot Amphitheater and Kent’s ShoWare Center. I am also

interested in sensible development and expansion, provided we have ample revenue to maintain facilities, roads and the infrastructure we are already responsible for. In my role as senior staff for the Teamster organization, my strengths included managing budgets and costs with direct contact and accountability to my constituents. 4. Contrast versus your opponent: Describe why you would be better suited for the council position than your opponent. I really don’t know my opponent well enough to comment on her qualifications. What I do know is I enjoyed a rewarding career serving people and their families. •• Note: Morgan Irwin is running unopposed for Position 1. His opponent, Pamela Harding, withdrew from the race in September. Irwin did not submit any information. Again, I encourage you to save these columns until you receive your absentee ballot, which should be in your mail on or around Oct. 15. I hope you have found these columns useful. Having served on the council for four years, I can tell you that getting the best candidates is extremely important to the future of this city. The idea therefore being that the taxes on revenue from the proposed commercial developments would go to the

Enumclaw School District instead of Tahoma. The piece of property is not currently, and isn’t projected to ever, be home to any students. The regional committee oversees all land transfer requests and acts as mediator when districts have a dispute about boundary lines. At the public hearing Oct. 3 both districts presented their arguments for and against the transfer and citizens also had the opportunity to voice their opinion on the proposed transfer. There were some good-sized veins that were 8 to 10 feet thick; on the other hand, some were so small miners had to crawl around on their hands and knees. It wasn’t recommended for anyone who suffered from bouts of claustrophobia. It was dangerous work. Apparently accidents were commonplace and one or two workers were killed on a regular basis. In two of the worst catastrophes, 16 men were killed during an explosion at the Lawson Mine in 1910 and 31 perished in a Ravensdale mine in 1915. The legacy of these accidents has

inspired the new monument outside the Black Diamond Historical Museum. It’s a memorial not only to the miners killed in the Black Diamond region, but to those killed throughout the entire state. Their names are permanently embedded in a granite wall surrounding an 8-foot bronze sculpture of a miner. Generally speaking, it’s a noble and heartfelt site even though the statue itself seems a bit stiff. (I wish the figure would have conveyed more movement as if the pick was being swung.) At any rate, check out the memorial for yourself and, if you’ve never been in the museum, I’d recommend that as well. Both are wonderful tributes to a vanishing way of life.

After trouncing one highly-regarded foe last week, the White River Hornets are rewarded with facing a second esteemed opponent Friday night. The Hornets improved their season record to an impressive 4-1 with a 28-16 victory at Fife. Last week’s win improved the team’s record to 3-0 in South Puget Sound League 2A play, good for a top-ofthe-heap tie with the Sumner Spartans, a crew ranked No. 3 in the statewide 2A polls. Winners of four straight – following a season-opening, nonleague loss to crossriver rival Enumclaw – the White River Hornets now host a Franklin Pierce squad that has won two of three SPSL 2A clashes. The Cardinals have beaten Orting and Steilacoom, losing only to Sumner. The Hornets followed a familiar pattern to win Friday’s battle on the natural grass at Fife High – namely, handing off to running back Keenan Fagan. He toted the ball 24 times for 210 yards, averaging 8.7 yards per attempt, and scored two touchdowns

in the process. The ground-happy Hornets ran the ball 49 times Friday night, meaning quarterback Sean Hayes had to put up just 11 pass attempts. He completed only five, but made the most of his opportunities, throwing for a pair of touchdowns. Fagan’s big night pushed his season totals to 664 yards and eight TDs in five games White River wasted little time, scoring on its first possession when Hayes connected with Garrett Quiles. A two-point conversion gave the Hornets an 8-0 lead with 3:52 remaining in the opening quarter. Fife quickly bounced back for an equalizing TD, getting a bit of a break when the ball was fumbled into the end zone. An alert Trojan pounced on the loose ball to give the home team the only score it would enjoy until the game’s final moments. White River added two touchdowns in the second quarter, one on a perfectly executed draw play where Fagan bolted to the end zone and another when Hayes found Dustin France for an 11-yard TD. The Hornets’ final score of the night came in the third frame, again on a draw play to Fagan. Fife added a touchdown with 29 seconds left on the clock to polish off the night’s scoring.

If all you have for an outdoor space is a doorway, you still can celebrate the change of seasons. Even city dwellers can take a walk in a park and collect a few fallen leaves for an indoor display and reminder of this glorious season. Here are some simple ideas for fall decorating: • Arrange a few pine cones, fallen leaves and beautiful stones in a bowl or display on a mantel. Let this be a reminder to enjoy the colors, scents and other changes of the season when you next step outside the door. A football on display is optional. • Staple some large fall leaves onto a length of twine or thick yarn. Use this as a garland to outline a doorway or frame an outdoor window. • Pile fallen leaves into a bushel basket, metal wash tub, or wheelbarrow. Set pumpkins, gourds and all those overgrown zucchini from your garden on top of the leaves. You’ll have your own cornucopia of plenty. • Make a dirt cheap scarecrow from old clothing that you stuff with fallen leaves. Use a bucket or pumpkin for the head of your leaf man. Set him on a bench or against a tree. Creating autumn scarecrows has become quite the art in some parts of the country. You can find scarewomen, scarechildren and pets and scarecrows riding bikes, climbing ladders and even stuck out in fields scaring away the crows. I have a lot of large maple leaves that fall onto my lawn. I know I need to rake these up or they will kill the grass but I do not want a compost pile. I do remember at one time hearing you talk about bagging up fallen leaves to use in the spring. Could you please repeat those instructions? Grant money to help fight substance abuse The Office of National Drug Control Policy recently announced $19.8 million in new Drug-Free Communities Support Program grants, including a $125,000 award to the Foothills Healthy Community Coalition, a part of Enumclaw Regional Healthcare Foundation. The money will be used to help prevent substance use among youth. Coalition volunteers of ERHF will match grant dollars with in-kind resources. “We are not powerless against the challenge of drug use among young

people here in Enumclaw,” said Rene’ Popke, executive director of the Enumclaw Regional Healthcare Foundation. “Research shows that prevention is the most effective tool we have to reduce the terrible consequences associated with drug use among young people. This new funding will allow Enumclaw Regional Healthcare Foundations to help place more young people on the path toward success and enable them to live healthier and safer lives.” Foothills Healthy Community Coalition members will take steps in
