Now that Buckley voters have overwhelmingly supported the notion of selling their natural gas utility, city officials can continue the time-consuming process of hammering out final arrangements

with Puget Sound Energy. During last week’s general election, more than 85 percent of the vote went in favor of handing gas operations over to PSE. As of Friday morning, the official count was 657 for the sale with just 111 opposed. Buckley has owned and operated a natural gas system since 1957 and is one of just three cities in the state to do so, along with neighboring Enumclaw and the Kittitas County community of Ellensburg. For a variety of reasons, the city has desired to get out of the gas business and an informal survey of citi-

zens showed broad-based support. Earlier this year, the city advertised the utility for sale and PSE was the only bidder, offering $5.4 million – slightly more than Buckley had anticipated. The sale was contingent upon public approval, which came last week in landslide fashion. Now, the real work begins. Or, to be more precise, kicks into high gear. Anticipating a favorable vote, the city and PSE had done some of the early legwork necessary to complete a purchase-and-sale agreement.

“It’s a complicated process,” City Administrator Dave Schmidt said. Every aspect of the gas system has to be detailed, there’s a franchise agreement to be ironed out and easements have to be granted, for example. Additionally, Puget Sound Energy now has to get a formal blessing from the Washington Utilities and Transportation Commission to take over the gas system. And finally, there’s the issue of current city employees who work solely with the gas system;

All those issues take time to be resolved, Schmidt said, estimating it could be late February or March before city gas customers become Puget Sound Energy gas customers. When city officials were putting the gas utility on the market, Buckley Mayor Pat Johnson explained that Buckley simply is too small to compete in the natural gas marketplace, unable to strike the deals that result in lower costs. Also, the city was required to follow the same regulations as large systems, she said, and the mandates are simply more than Buckley can bear. The bottom line, Johnson said, is that city residents and business operators would continue paying

Early estimates were than gas rates could drop 10 percent for residential customers and 6 percent for business clients when the utility becomes property of PSE. The official voters’ pamphlet declared that PSE’s commercial rates are 6 percent less than Buckley’s, a statement that was contradicted in a letter distributed by the city in October. PSE’s commercial rates are presently 1.6 percent greater than Buckley’s, but the city plans to use funds from the sale to ease the transition process – effectively dropping commercial rates by 6 percent for a year. If the sale had not been approved, the city planned to increase rates to meet expenses. In the end, the city letter said, “PSE commercial rates will continue to be lower than City commercial rates into the foreseeable future.”

Morgan Irwin took Position No. 1 with 63 percent. Pamela Harding withdrew. She received 36 percent. Mayor Liz Reynolds was elected for a second term with 1,970 votes. The race was uncontested.

Buckley

There was one contested City Council race in Buckley. Marvin Sundstrom was leading John Leggett. Sundstrom had 54 percent, 468 votes

to 383, 44 percent for Leggett. Mayor Pat Johnson was not challenged in her race to return to office. Council Position No. 1 will be Nora Rose, No. 2 Cristi Boyle Barrett. Both of these races were uncontested.

In City Council Position No. 1 Joseph E. King took 79 percent, 144 votes, over Amber M. Pries, 39 votes, 21 percent.

For Position No. 2 Kevin M. Vesey earned 141 votes to Buck E. McBride 38.

Wilkeson

Robert D. Walker looks to be headed to the mayor’s chair with 66 percent, 71 votes to 36 votes and 33 percent for Doug Paulson. None of the City Council races were contested. Ian Niles Galbraith will take Position No. 1, Brent Thawsh No. 2, Bambi Thawsh No. 3, Robert (Bob) Fautenberry,

EXTRA PATROL: Police took a request Nov. 5 from the Kibler Elementary principal, who asked for additional patrol in the three areas where there are student crossing guards. The report indicated there had been several occasions during the previous week where drivers ignored the students’ commands to stop, driving too fast. WELFARE CHECK: Officers were called the morning of Nov. 5 to check on the welfare of an individual at a Lafromboise Street address. The visit resulted on one person arrested and booked for domestic violence assault. Information was provided to the victim. NO CAMPING: An officer on patrol at 1:13 a.m. Nov. 5 spotted a suspicious vehicle on Battersby Avenue.

Contact was made and a person was advised of the city’s rules regarding camping. PROWLING: Police heard of two vehicle prowls occurring during the early-morning hours of Nov. 5. An incident on Sun Mountain Drive resulted in no vehicle damage, with nothing taken. An incident on Wallace Avenue resulted in the theft of a pair of Oakley sunglasses and a drill, battery and charger; the missing items were valued at $460. UNWANTED SUBJECT: Police responded the morning of Nov. 4 to a report of someone at a Griffin Avenue location that had previously been trespassed from the location. Once at the scene, officers arrested a woman for obstructing. The trespassed subject initially fled; he was taken into custody the following day in Buckley and booked into the Enumclaw jail. ASSAULT VICTIM: An officer responded at 2:04 a.m. Nov. 3 to a Roosevelt Avenue address and a report of a male assault victim in a restroom. Aid was summoned. The victim refused to cooperate with authorities.

DOMESTIC VIOLENCE: Police responded the morning of Nov. 2 to a Porter Street residence after hearing of a domestic violence incident. Both parties were contacted and one was taken into custody for fourth-degree assault. STOLEN FROM VEHICLE: Police were told the morning of Nov. 1 items had been stolen from a vehicle at a Warner Avenue address. There was no damage as the vehicle had been left unlocked. There were no suspects or witnesses. Later in the day, a Griffin Avenue resident reported items had been taken from a vehicle.

THREE CITATIONS: A patrolling officer stopped a vehicle Nov. 3 because the license had expired. The driver was cited for the outdated tabs and received additional citations for driving with a suspended license and failing to provide proof of insurance. TRUCK TAKEN: A Rosewood Court resident notified police Nov. 2, telling that his truck had been stolen from

Crucial time for state’s Democrats

With the curtain all but closed on the fall election, Democrats will turn their attention to filling two jobs critically important for the political party’s future in Olympia and throughout the state. First up is a vote for a new leader of the Democratic caucus in the state Senate. Sen. Ed Murray of Seattle is in the seat now but will depart to begin his new gig as mayor of his hometown. Sens. Sharon Nelson of Maury Island and Karen Keiser of Kent are considered the top contenders to succeed him. Sen. Nick Jerry Cornfield Harper of Everett, the Columnist caucus’s deputy leader, had been viewed as a front-runner as well but is no longer pursuing the leadership post. Then, in February, comes the selection of a new chairman for the state Democratic Party. Dwight Pelz, the current boss, is retiring and will exit once a successor is chosen by those at the helm of the party operations in all 39 counties. Party veteran Nancy Biery has launched her campaign for the job and former state representative Brendan Williams is said to be considering a bid as well. Letters Enumclaw should follow Buckley’s lead and sell its natural gas system Note: the following letter was written prior to the Nov. 5 election, which saw Buckley voters agree to sell their natural gas system. I read with interest that the city of Buckley has agreed to sell its gas system to Puget Sound Energy if city voters approve. A primarily reason given is the burden on a small community to operate the system. Other advantages cited include lower rates and access to PSE’s energy efficiency incentives. A number of years ago, the

Enumclaw City Council had the opportunity to sell Enumclaw’s gas utility to PSE. Unwisely, the decision was made not to sell. Not long after, Enumclaw was threatened with significant fines by the WUTC for not addressing regulatory deficiencies, notably including safety violations. Although the deficiencies in the Enumclaw system ultimately were corrected and the threat of fines removed, the episode left a lingering question -- why is a small town like Enumclaw trying to operate a natural gas utility? This question still needs answering. Now that Buckley has had an epiphany on this topic, the time has come for the Enumclaw Council to reconsider the question. Enumclaw loves to go its own way and tends to cling to this approach even when it doesn’t make sense. Our town

bears all the burdens of ensuring physical safety and regulatory compliance and the town’s citizens are continuing to be denied the benefits of the many incentives and rebate programs that a dedicated utility provider like PSE can offer. Assuming Buckley’s decision is ratified by the voters, the only towns in Washington state still trying to be gas utility providers will be Enumclaw and Ellensburg. That just might communicate that it’s time to stop trying to do it all. If the city is freed of the need to maintain this system and comply with all the accompanying regulations, maybe it will have more time and money to concentrate on fixing the roads and improving our local business climate. Whether to serve, or be served There are two attitudes of elected officials to their jobs: to serve, or to be served. While there are some political office holders who do both, it has been my observation that politicians predominantly do one or the other. Why does it matter, and how can you know which is which? Let me give you my observation on this important issue. Why does it matter? All of us make decisions constantly. From those decisions a pattern can be seen. Having rubbed shoulders with several politicians during my years on the Enumclaw City Council, by reading current events and now writing this column, this pattern comes into

clear focus. Politicians who truly care about their constituents act in ways that promote the long-term good of the government body they represent. Caring about their constituents shows in good laws and ordinances, and well-run govern-

ment institutions. Elected officials whose main goal is to serve themselves act in ways that benefit them and their interests. Their decisions bring them into the spotlight and give them attention from the public. Long-term, however, those self-centered decisions result in a waste of taxpayer money and in a cumulative effect of layered bad decisions that destroy the proper functioning of government. In my experience on the council I saw politicians who were very much concerned with being seen on TV. They tailored their answers to make

In the mid-1920s, Pacific Coast Coal Company’s Mine #11 in Black Diamond was nearing the end of it economic life. With its impending closure, Pacific Coast Coal undertook development of a new underground coal mine beneath Cedar Mountain, about half-way between Maple Valley and Renton. To access the coal, Pacific Coast constructed a mile-long tunnel under Cedar Mountain from the Renton-Maple Valley highway near the Cedar River towards Lake Desire. The Enumclaw High girls ran to a 13th-place finish during Saturday’s state Class 3A cross country championships. Competing at a chilly Sun Willows Golf Course in the Tri-Cities, the team was paced by sophomore Aleea Gwerder. She toured the course in 19 minutes, 22 seconds, the 24th finisher across the line. Running No. 2 for EHS was sophomore Samantha Engebretsen, 43rd overall with a time of 19:47. Also factor-

ing in the team scoring for the Hornets were senior Abby Callison, 81st, 20:34; senior Danielle Flintoff, 108th, 21:31; and junior Amanda Stenslie, 114th, 21:47. Rounding out the EHS team were senior Riley Desmul, 120th, 22:16, and sophomore Kristen Pedersen, 125th, 22:52.

At 7 p.m. Friday, White River will make the short trek to Orting and square off against the Cardinals. The two met earlier this season in a South Puget Sound League 2A matchup, with White River walking away with a 26-21 victory. Both teams enter Friday’s state game with 7-3 records. Last week, while White River was defeating North Mason, Orting was putting a 37-14 pasting on North Kitsap. The team has won or shared the conference title eight consecutive years and, at the conclusion of the regular season, was ranked No. 5 nationally in the NCAA D-II poll. Meeks headed to the New York campus following an Enumclaw High career highlighted by being named the South Puget Sound League 3A offensive

player of the year following her senior campaign. The College of Saint Rose is a private, independent liberal arts college affiliated with Catholic Church. It was founded in 1920 by the Sisters of Saint Joseph of Carondelet and has an enrollment of about 5,000 students. The Northeast 10 Conference boasts 15 teams scattered throughout New York, Massachusetts, Connecticut and New Hampshire. Many are church-affiliated and most have an enrollment between 2,000 and 5,000 students.

recovery – looking around hoping to somehow spot a solution. I think there are a lot of people looking around hoping to see a solution, a helper, a friend. And I think one of the reasons Jesus came to earth was to be that friend who we could look for when things got bad and see him standing there. Jesus had a lot to say about being a friend, about doing what was good for other people, about being someone who could be trusted and counted on. But Jesus did more than talk about being a friend; Jesus demonstrated what it meant to be a friend over and over again. He walked around being a friend, doing whatever needed to be done to make someone’s life better. He healed sick people, fed hungry people, taught outcast people and loved them all. He rebuked selfish people, accused hypocritical people, and encouraged broken people. And when people complained that he was spending too much time with the bottom of the barrel kind of folks, Jesus merely replied that sick people need a doctor a lot more



OBITUARY JULIE SHARP Buckley resident Julie Sharp died Nov. 5, 2013. She was born Feb. 25, 1947, in Hibbing, Minn., to the late Ross and Arlene Dorman. She graduated from James Monroe High School in Sepulveda, Calif. She married David Sharp in 1986 and moved from Granite Falls to Buckley. Once I was on the ferry in Hong Kong. I had maybe 25 cents in my pocket and two days to go before I got on the ship to go home. I was thinking (I was 17) that maybe I had spent all my money too fast, without thinking about what I was going to eat for the next two days. So as I stood there in the middle of that crowded ferry, I look around and there, sticking up over the crowd, I see the face of a friend of mine. A friendly face in the middle of a crowd of strangers speaking Cantonese is a great sight to see. Jim gave me $10 and I had food for the rest of my trip. I did manage that $10 carefully. It was easier to eat for two days on $10 back then. But what I remember most about that time is how much better I felt as soon as I saw his face. Loisann Sonneson nee Hoirup, of Clearwater BC, Canada passed away at 74 years of age on October 30, 2013, surrounded by her family after a very long and valiant battle with illness. Loisann was married to Leonard Sonneson, who is the son of Arthur Emil Sonneson (Mazie Sonneson nee Ford), who was the son of Nils & Anna Sonneson, longtime members of the Enumclaw community. Loisann & Len were married in Trinity Lutheran Church, Enumclaw Washington, on October 20, 1956. Loisann was the only daughter of Jacob & Lois (nee McGilvrey) Hoirup. She leaves behind her husband of 57 years, Leonard, her son and daughter, four grandchildren, and a great grandson to carry on the family name. Also mourning her passing are brothers Jack (Georgia) of Las Vegas NV, Peter (Sammy) of Bonnie Lake WA, and Keith Hoirup of Tacoma WA. Jean (Bock) Jensen

Jean was born Mary Jean Potvin in Wenatchee, Washington, on 10/27/30, to parents George and Mary Potvin. During her early childhood, Jean’s family lived in Eastern Washington while her father worked on Grand Coulee Dam and held various other jobs. The family moved to Enumclaw in 1939 when her father took a job working on Mud Mountain Dam. Jean spent her remaining school years in Enumclaw and graduated in 1949. On 11/26/49 Jean married Ray Bock, also of Enumclaw and they raised 5 children. In 1960 Jean & Ray bought a “mom & pop” business on Roosevelt where Runland’s Grocery sits today. They ran Bock’s Grocery & Service for 10 years. Jean also drove a school bus for Enumclaw from 1965 – 1979 and enjoyed the kids on her route. She was always known as a good cook and in 1979 decided to give up bus driving to chase her dream of owning and operating a restaurant. She renovated The Sweet Shoppe in Buckley and opened in 1979. It quickly became the lunch hot spot in the area, known for its home style, quality food. Jean & Ray were divorced in 1981. In 1982 Jean sold The Sweet Shoppe to take over a larger restaurant in Kent, WA with Ron Jensen, also from Enumclaw. Despite their best efforts, they could not overcome its past reputation. She returned to school bus driving for Puyallup until 1987 when she had to take back The Sweet Shoppe. Jean and Ron were married in 1990. She quickly restored the restaurant to its former glory before selling the business and building to retire in 2001. Jean had a love of dolls and collected them all her life. Being a good seamstress, she would make her own doll clothes and began to make leather shoes. She turned one bedroom of their Buckley home into a doll shoe factory. Her doll shoes became well known for their quality of workmanship and she sold them via the internet all over the world. Jean made many special friends in her doll clubs and with online customers. Her last year was spent at Cedar Ridge senior community in Bonney Lake. She continued her shoe making there and enjoyed her many friends and pinochle group. Jean, our loving mother and dear friend to many, died on 10/24/13 from liver failure. She was preceded in death by her parents, younger sister Diane Leach and second husband Ron Jensen. She is survived by her sister Marjorie (Midge) Kurfurst, her five children; Dave Bock, Tim Bock, Fred Bock, Nancy Bock, and Suzanne Sidhu, their spouses, 8 grandchildren, 8 great grandchildren plus 7 stepchildren and their families. Got slugs? You’ll cut back on your slug population if you remove all faded, yellowing and dying foliage from your hosta plants now. Any other perennials with soft, yellow or dying foliage can be cut to ground level. Floppy, rotting foliage becomes a winter haven for slugs. • Cut the stems and leaves of peonies to ground level now to avoid black mold and leaf spot disease. Peonies are homebodies and do not like to be moved to a new location. Fall is the time to force a move if you must transplant a peony that needs more sun or just must go. You should cut the stems and leaves all the way to the ground then dig deep and remove the root system of the peony with as much soil as possible around the roots. Be sure you do not plant your

The second week of November is still a good time for gardening. This is the best time of the year to dig and divide peonies or to add new peonies to the garden. Tree peonies are often sold as bare roots at garden centers and nurseries in the fall and if you take the time to loosen the soil to a depth of at least 12 inches and work in several buckets of compost you’ll enjoy huge blooms this summer. Keep your eye on the weather and as soon as you can grab a day when the temperature is above freezing and it is dry enough to work outdoors gear up and get these prewinter chores crossed off your list: • Prune shrubs and trees. First remove anything dead, diseased and damaged, then stand back and really look at the patient. Now go back and prune to shape. Cut branches all the way to where they meet a main branch – do not leave little stumps poking out unless you really need a place to hang your hat. • Apply lime to lawns and vegetable beds and around your roses now. If you didn’t yet fertilize with a fall and winter lawn food, this is the week to feed the lawn so it can crowd out new weeds in the spring. Concerns surround the practice of ‘wind sailing’ Does wind sailing really help reduce the risk of tree or branch failures in our tall evergreens? Maybe so, but many arborists question the practice. Some tree service companies promote the idea that removal of branches throughout a tree’s canopy will reduce wind resistance and make a tree safer. This may seem logical to a homeowner since fewer branches would appear to allow strong winds to pass through a tree canopy, reduce the number of branches susceptible to breakage and prevent the tree from swaying so much during severe storms. While such a treatment may appear to make sense, the truth paints a different

Such new tops are poorly attached to the trunk and are more susceptible to future breakage. Plus,

Limited thinning

There are circumstances where limited branch removal may be justified. This includes dead limbs, large branches that overhang valuable targets and branches damaged by a severe wind storm or an ice and snow event. Season over for WR volleyball, EHS soccer

Great Northwest Athletic Conference cross country championships. And she also played a key role in the tightly-bunched Falcon team that earned a qualifying berth at regionals. This week has the SPU team returning to the same venue – the Plantes Ferry Athletic Complex in Spokane – for nationals. It’s the second year in a row SPU has earned a national berth. A highlight during the season came in late September when Calvert was named the Great Northwest Athletic Conference female Athlete of the Week for women’s cross country. The honor came after she finished fourth overall and led her squad to the team title in the Saint Martin’s Invitational.

The White River High girls survived the opening round of last weekend’s West Central District volleyball tournament, but dropped a pair of Saturday matches and were eliminated. With the exit from district play, the season came to an end. The Hornets opened tourney play at Franklin Pierce High with a 3-0, Friday night victory over Lindbergh. Having jumped to the winner’s side of the bracket, White River suffered a 3-1 loss Saturday afternoon to the Washington Patriots. Pushed into a loser-out round, the Hornets lost to the Sequim Wolves 3-1, bringing the season to a close.

The pair squared off at Highline Stadium in a winner-to-state, loser-out contest as part of the bi-district tournament. Enumclaw had defeated Peninsula twice during the regular season but couldn’t put the Seahawks away a third time. The bi-district tourney had opened Thursday and included a lopsided victory by the Hornets. Enumclaw found the goal six times in a shutout win over Foss High at Sunset Chev Stadium in Sumner.

Brew Fest to keep Expo Center hopping Saturday Staff Writer

The former Enumclaw Oktoberfest underwent a name change this year to go along with the many other evolutionary steps it has taken. Now, the inaugural Enumclaw Brew Fest aims to be an essential experience for first-time tasters and beer connoisseurs alike, said event coordinator Joanne Young. Brew Fest is a 21-and-over event planned for noon to midnight Saturday at the Enumclaw Expo Center exhibition hall. The transition from Oktoberfest to Brew Fest occurred for a variety of reasons but the biggest issue was scheduling conflicts, Young said. It was difficult to plan the event in October because coordinators didn’t want to interfere with Halloween and Enumclaw High’s homecoming. “We’re setting this (event) up to be a safe place for adults in the community to come and have fun,” Young said. “This is a one-day event, from noon to midnight, so people can show up whenever is most convenient for them. Everyone is gearing up for the holidays. This is a way to get out for a few hours with your friends and really enjoy it.” Schafer’s Bar and Grill in Sumner coordinated the brews to be offered. More than two dozen selections

Craft festival is next on schedule The upcoming Brew Fest is the first of two consecutive weekend events at the Enumclaw Expo Center. The fifth annual Festival of Crafts and Gifts begins its three-day run Friday. Things get rolling at 10 a.m. all three days, with closing time at 6 p.m Friday and Saturday and 4 p.m. Sunday. Aside from vendors and entertainment, Santa will be on hand for photos from 2 to 4 p.m. Friday, from 10 a.m. to noon and again from 3 to 5 p.m. Saturday and from noon to 2 p.m. Sunday. Admission is $3 at the door, with kids 12 and younger getting in free. For information: www.enumclawfestivalofcrafts.com. will be available, many of which come from Northwest breweries. Games like beer pong will be played all day, with prizes to be awarded as the games progress to tournaments. Attendees can also enjoy a selection of food and live entertainment. DeAira Handugan, a graduate from White River High School, was recently honored as the “outstanding new professional” by the Washington Association for Career and Technical Education. The award is given annually to a teacher who has shown exceptional dedication to students and the profession. Handugan received her award during the association’s conference in Yakima. Handugan teaches family and consumer sciences at Chief Sealth International High School in Seattle. Within her first three years on campus, she founded a Family, Career and Community Leaders of America Club at Chief Sealth, coached girls varsity softball, advised the Filipino Club, wrote and implemented a program for the student store, partnered with nutrition services to redesign the lunch menu and helped the com-

munity urban garden that was featured on NBC. Additionally, she has been a liaison for Ignite – a program to introduce young women to the information technology field and provide students with job shadows and internships at Microsoft. Within her professional organization, Handugan is a public relations co-chair, organized several conferences and presented at the National Academy Foundation conference. However, when they’re diagnosed with some predictable disease, like lung cancer, they’ll undergo any expense and treatment to stay alive. Such cases will have, and are having, tremendous repercussions for ObamaCare. And many of us also know addicts, especially those hooked on nicotine,

The importance of ordinances and laws depends on careful, precise wording. It is easy to change the meaning of a law to benefit one group or another by changing even one word. There are ways to discern between service and selfishness, all of which

require time and thought: research their history and look for patterns; watch the candidate on TV or speak to them in person; leave messages to officials and then observe whether they reply. Follow up tells a great deal about an official’s level of integrity – doing what they promised they would do. In other words, public officials who want to serve can only be understood through diligence and effort. That is the cost and the benefit of good gov-

ernment. The buck – the responsibility for good government – really rests with an intelligent, observant and discerning public. If the public thinks in terms of who is there to serve and who is in office to be served, that will speed up the process.

looks pretty tough to beat. She’s been a precinct committee officer, chairwoman of the Jefferson County Democratic Party and field director for the state party. She’s also worked for former Gov. Gary Locke and U.S. Sen. Maria Cantwell and raised money and organized get-out-the-vote efforts in dozens of campaigns through the years. Whoever is chosen to lead the Senate caucus and chair the state party must confront the challenge of slowly eroding support for Democratic candidates in suburban communities of Snohomish, King and Pierce counties. It’s a trend which is giving rise to hopes of a Republican resurrection in the Legislature next year and statewide in 2016. Nowhere is this evolution clearer than in the state Senate where there are 26 Democrats and 23 Republicans but it is the members of the Grand Old Party who are running the show. That’s because two moderate Democrats — Sen. Rodney Tom of Medina and Tim Sheldon of Potlatch — ambled across the partisan aisle a year ago and united with those Republicans to form the Majority Coalition Caucus. Biery said if elected she wants to pick up four seats in the state Senate in the 2014 elections. She said she’ll look to win in every corner of the state using a strategy of raising money to reinvest in the county party operations. “We’ve got to get more people elected in rural places,” she said. “I know how hard it is for the little guys in the hinterland to do what they want and need to do.”
