The council voted 4-3 on Tuesday night to approve a six-month moratorium to keep marijuana businesses out of Kent. Kealy, of Tacoma, told the council he and his partners planned to invest $20 million in
the city to start up recreational marijuana production and processing plants that would employ as many as 102. “What I plan on doing would be behind closed doors, under gate, lock and key and it would
have no public awareness,” Kealy said to the council. “My business plan is a producer processor level to deliver to the dispensaries that do get authorized that may or may not be in your city.” Voters statewide approved Ini-

Bailey Stober conceded defeat to Ken Sharp in a tight race for the Kent City Council. “This morning (Tuesday) our journey has ended as I have called Councilman-elect Sharp and congratulated him on his victory,” Stober said in an email. Sharp has 48.26 percent of the
vote to 46.64 for Stober, according to King County Elections through Tuesday. Sharp has 8,277 votes, Stober 7,998, a difference of 279. Sharp led by 264 votes after the first results on Nov. 5. Write-in votes were at 5.01 percent and 875 votes. Most of the write-in votes were for Debbie Raplee, a former Kent City councilwoman who [ more RACE page 2 ]
Shacon Barbee received an exceptional prison sentence of 35 years for pimping girls in Kent and Seattle. King County Superior Court Judge Patrick Oishi on Nov. 15 in Kent followed the state’s recommendation to add nearly nine years to the standard sentence range against Barbee for two counts of promoting sexual abuse of a minor. Les Thomas, Bill Boyce, Dana Ralph and Deborah Ranniger voted in favor of the moratorium. Council President Dennis Higgins, Elizabeth Albertson and Jamie Perry were against it. None of the council members who voted in favor of the ban spoke to the issue at the meeting. They all previously have stated they oppose marijuana businesses in the city because the drug remains illegal at the federal level. Thomas told Kealy at a council committee meeting last week that, “This is not a friendly place to locate this business.” Albertson made her views clear before the vote. “What is before us is the issue of whether we are going to say no

Kealy said he still wants to enter the recreational marijuana business. “I’m still going to apply and follow the process at the state level,” Kealy said. “I’m already half pregnant on building the building so I’m going to continue to build the building. The state allows you three producer and three processor licenses so I will definitely be shopping other jurisdictions tomorrow (Wednesday) for other warehouse space and move on. “The city of Kent says it wants economic activity and then it betrays itself. In my five or seven years of doing business here it has netted me not a lot of good result, unfortunately.” The city will have a public hearing about the six-month moratorium, which starts five days after passage, at the Jan. 7 council meeting. State law requires the hearings within 60 days of passing a moratorium.

A gray, overcast sky and soft rainfall set the mood last Friday, Nov. 15 for the memorial service of an American teenager. Hundreds of friends, family and community members met in the New Life Church in Renton to say their final goodbyes to Teagan McGinnis, who died at Harborview Medical Center after being involved in a car crash near Kentridge High School on Nov. 12. Dressed in blue, McGinnis’s favorite color, the mourners shared thoughts and memories of the boy he was and the man he became. The eulogy, delivered by Pastor Derek Nelson, focused on the Kentridge student’s infectious personality. Friends and family remembered Teagan’s zest for life and his mischievous nature. He crawled out of his crib on a regular basis as a toddler. He braided his grandfather’s hair and blackmailed him with photos for $10. Once, at the airport – as a child – he managed to get behind a ticket counter, pull a microphone down and speak into it. As a young man, McGinnis proved his intelligence and keen intuition by swapping costumes during Halloween to return to each house for more candy. He then convinced his

Like all teenage boys, McGinnis was fiercely competitive and a talented soccer player. “If he didn’t win,� said Nelson, “it wasn’t pretty.� Most of all, the community remembered McGinnis’ “servant’s heart.� He put others first, they said, and made them feel important. The McGinnis family takes comfort in their belief that Teagan’s death isn’t an end but a transition, and that “your dad needed you too much.� They have faith that he has been reunited with Jesus and his father, and that their goodbyes, for now, are only temporary.

Man pleads guilty to Kent woman’s murder A 43-year-old man pleaded guilty last week to second-degree murder with a deadly weapon for the Dec. 21, 2010 stabbing death of his former girlfriend in her Kent apartment. Shawn D. Gulseth, faces a sentence range of 26 to 35 years in prison for the death of Bonnie Peterson, according to the King County Prosecuting Attorney’s Office. King County prosecutors charged a 14-year-old Kent boy Nov. 13 with first-degree rape and first-degree rape of a child for his alleged attack on an 8-year-old girl Nov. 7 in the woods near a Kent hotel. Prosecutors also want to charge the teen as an adult. “We plan on asking the court to schedule a decline hearing,” said Dan Donohoe, spokesman for the King County Prosecuting Attorney’s Office. “At a decline hearing, a judge will decide whether the juvenile should be prosecuted as an adult.”

I do find there are substantial and compelling reasons justifying the exceptional sentence as well as that the jury has found beyond a reasonable doubt the aggravating circumstance (of ongoing abuse against one of the girls).” After a five-week trial, a jury convicted Barbee, 34, on Sept. 18 of two counts of promoting commercial sexual abuse of a minor; two counts of second-degree promoting prostitution; one count of leading organized crime; two counts of firstdegree theft; and one count of second-degree theft. Barbee asked the court to postpone the sentencing for another week so some of his family could be present, but Oishi denied that request. The sentencing already had been rescheduled from Nov. 8 at the request of the defense. Valiant Richey, King County senior deputy prosecuting attorney, told the court Barbee deserves a lengthy sentence. “He preys on girls and young women,” Richey said. “He’s targeting them because they are the perfect people to exploit. He uses his charm, you can see that evident with how he gives
The boy won’t be arraigned until after court jurisdiction is decided, Donohoe said. A status conference is set for Dec. 13. A decline hearing hasn’t been scheduled and isn’t expected to be held until several months from now. Because the boy is 14, the King County Juvenile Court will first handle the charges. A Juvenile Court judge must order adult prosecution for the boy and decline the case, which would send it to King County Superior Court. If convicted in Juvenile Court, the boy could face incarceration up to his 21st birthday. If convicted in adult court, the sentence range could be 20 or more years in prison with a potential

They loved him or wanted to believe that they loved him. But he did it to get money.” Kent Police arrested Barbee in December 2010. He reportedly made as much as $192,000 during one eightmonth period as a pimp in Kent and Seattle, according to charging papers. He has remained in custody since his arrest at the county jail at the Maleng Regional Justice Center with bail set at $500,000. A then 19-year-old prostitute told detectives that she earned about $2,000 per week mainly from working along Pacific Highway South in Kent and Denny Way in Seattle. She gave all of that money to Barbee. Barbee started pimping in January 2007 and had more than 40 women who worked for him, according to charging papers. Richey said even in the county jail, Barbee tried to stay connected to the pimping world. “He calls his buddies and asks them to play pimp-

Richey said the mother of one of the girls in a letter to the court wrote, “Justice cannot instill a conscience in Mr. Barbee but it can protect society and other young women from him.” Defense Attorney Brian

We would ask not to impose an exceptional sentence.” An 18-year-old prostitute told detectives she had been associated with Barbee since she was 13 and began working for him at age 16. Barbee paid for online ads and hotel rooms for the woman and transported her to the “dates.” Barbee would use text messages to communicate with women he groomed to work for him, according to charging documents. He would give them tips on how to manipulate a man, including one message with
a shirt and socks and told hotel employees she had been raped. The girl had a swollen face and scratches on her arms and legs, according to charging papers. The girl told police she walked with the boy toward the Shell gas station before they went into a wooded area where he hurt her. When an officer asked her what part of the body the boy touched she replied, “Everything.” She said he struck her in the head multiple times. She said she had seen the boy a couple of times in recent weeks with her brother.

He also spent money on hotels, cars and Las Vegas trips for his personal pleasure. “There was a mountain of evidence against you,” Oishi said. “There was an overwhelming case presented against you. There is no other way to describe it.” Oishi complimented Barbee about his behavior in court. “As far as Mr. Barbee, I want to commend you,” Oishi said. “This was a long process. You were never a
problem. You were always polite and a gentleman throughout the entire process. Considering how long you were in custody and how long this trial was, your ability to keep it together trial should be recognized.” Barbee has a long criminal history, including juvenile convictions for second-degree attempted rape of a child in 1996; taking a motor vehicle once in 1996 and four times in 1995. He has adult convictions for failing to register as a sex offender in 1998 and 2006; unlawful possession of a firearm in 1999; communicating with a minor for immoral purposes in 1999; possessing stolen property in 1998; and taking a motor vehicle in 1997.

Taxes explain American attitudes Why are Americans so anti-taxation even when taxes are necessary for a common good like health care or fixing infrastructure, etc? I think it goes back to the American Revolution, which was more about not paying taxes as opposed to wanting to create a country in which all mankind are treated equally and fairly. This I believe explains why this country was so slow to end slavery, expand voting rights to women and continue fighting over the years to expand rights to blacks after being released from slavery and the fights by other minoritiesm, such as gays, to gain basic human rights. It explains why countries such as Canada and many in Europe have provided health

Question of the week:
Seven years ago, I sped across the I-90 Bridge to Harborview Medical Center. As I did, I begged for God to take my life, “Take Me instead. Not Her!” Just 15 minutes before my drive across the bridge, my wife Mary Beth and I had received the phone call that every parent dreads. Our 17-year-old daughter, Mora, was in the ER at Harborview. All we knew was that she had been in a terrible car accident and that her condition was critical. Like any parent, I bargained and begged aloud for God to spare the life of my child. Since then, I’ve told our story about drowsy driving – over and over again. And I will continue to do so until people take drowsy driving more seriously. That frantic trip across I-90 was just one of the moments from that harrowing time that is seared into my psyche. There are other memories of terrible moments like that that stay with me and continue to push my family and I to carry on in our mission to talk about the dangers of drowsy driving: • The sadness in the doctor’s eyes three days later as she took my wife and I over to a private corner after the morning consult was over. She told us that the trauma team was very disheartened. After being in a coma for three days, Mora’s brain was not showing any signs of response, and they were losing hope of her recovery or survival. • The devastation in my wife’s eyes as we approached our family in the trauma ICU waiting room. When we said it looked like Mora would not make it, our family closed around us in an elemental circle of love and shared anguish. Defiantly, my mother said, “Well, we’ll just have to pray even harder.” • The disbelief and anger we felt when we were told by the Washington State Patrol trooper that the driver of the car Mora was a passenger in had been awake for more than 20 hours before she got behind the wheel.

Kentwood who finished 10th in the 200 freestyle, and Williams who finished seventh in the 200 individual medley. The 200 free relay from Kentlake of Peters, Losacco, Williams and Phillips placed eighth. Williams also placed eighth in the 100 breaststroke in 1:06.59. In diving, Kentlake’s Lizzy Reichlinger finished 10th with a score of 299.5 points. Other swimmers who swam in prelims last week included Hannah Lesnick of Kentwood who finished 22nd in the 200 free, Miller who finished 22nd in the 100 fly, Natalie Lesnick who finished 19th in the 500 free,and Katherine Beliveau of Kentlake who finished 18th in diving.
Kentwood High brought home the fifthplace trophy at the 4A state volleyball tournament Nov. 15-16 at St. Martin’s University in Lacey. During the course of the tournament Kentwood lost just one match, a 3-0 defeat in the quarterfinals to Curtis, which made it to the championship contest. Kentwood beat Bothell 3-1 (25-22, 25-13, 21-25, 25-18) in the opening round when the Conquerors played in one of three 8 a.m. matches that kicked off the tournament. After the loss to Curtis, Kentwood bounced back the second day with a 3-1 victory over Central Valley then held off Camas in a 3-2 victory, winning 16-14 in the fifth set to claim fifth place. The Conks did not play in the state tournament a year ago.

Rolfs said that she could see the team’s strength from day one. “When I saw the quality of the players at tryouts, I knew that we were going to have a good team,” she said. “My greatest fear was that we had two very young goalies.” Despite their rookie status, both goalkeepers performed well. “Our goalies did a fantastic job, they exceeded all my expectations,” Rolfs said. The biggest factor in their successful season, Rolfs said, was the girls playing together on teams outside of high school. Of the 20 girls on the Chargers, 13 played together with the Pacific Northwest
Soccer Club, which Rolfs also coaches. Not only did it help keep down interpersonal conflicts, but it kept the players together in the game. “We’re all on the same page,” Rolfs said. Instead of playing a defensive-oriented game, Rolfs’ strategy focused on controlling the ball from the back of the field to the front. While most teams send the ball to midfield when they regain control of it, Rolfs preferred to hold it until they could move it up in a controlled manner. “When we win the ball, we pass it around and work it up the field,” she said. “We want to keep possession and have the other team chase it.”

Swimmers shine at state meet REPORTER STAFF
Swimmers from Kentlake, Tahoma and Kentwood high schools finished the 2013 season by placing in the top 16 at the state championship meet and breaking school records Nov. 15-16 at the King County Aquatic Center in Federal Way. Kentlake’s Kyndal Phillips finished second in the 100 butterfly with a time of 57.12 seconds, and third in the 100 backstroke in 55.63. The Kentridge High girls soccer team lost only its second game all season during the state playoffs against Inglemoor. “We shouldn’t have lost, but we did our best,” said coach Sherri Rolfs. “We could have scored four times. We hit the post three times.” While the 1-0 loss on Nov. 12 was a disappointment, it was hard to be sad after such
an incredibly positive season for the team. It gracefully tied up an extremely successful season for the Chargers, who went 13-2-4 overall and were undefeated in their regular season. It also marks the first time in the school’s history that the girls team took the SPSL 4A title. The team, captained by M’Kenna Hayes and Porsche Jennings, started the season with a five-game winning streak and won or tied every other game in the regular season. Gig Harbor beat the Chargers in the district playoffs. “It was a great feeling

knowing that we were able to set that goal and maintain it throughout the entire season,” said Hayes. “I had this feeling that we were going to go far and do great things this year.” The pressure to succeed increased with each victory, but Hayes said that it only helped them focus and perform as best they could. “We knew we had to come out every game and prove to them why we were on the streak,” she said. While Rolfs was proud of the team’s work, she couldn’t say she was surprised. They had their eyes on the district match from the beginning of the season, she said. The team worked well together from the start,

The city of Kentâ&#x20AC;&#x2122;s going to try to find new methods to stop illegal street racing. â&#x20AC;&#x153;It continues to be a big problem,â&#x20AC;? Kent Police Chief Ken
www.kentreporter.com Thomas said Nov. 12 to the City Councilâ&#x20AC;&#x2122;s Public Safety Committee. â&#x20AC;&#x153;We canâ&#x20AC;&#x2122;t arrest our way out of the problem.â&#x20AC;? As many as 200 to 300 cars show up to race in the middle of the night on spring, summer and fall weekends on the straight, empty streets in the North Kent industrial area. Racers have turned Kent into a drag racing destination for nearly 30 years. Police have tried major
busts only to see the racers return again and again. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s time for additional steps,â&#x20AC;? Thomas said. â&#x20AC;&#x153;Maybe speed bumps or something to make it not a desirable place to go. Weâ&#x20AC;&#x2122;ve tried enforcement and rumble strips and not any of it has worked.â&#x20AC;? Police conducted three street racing enforcement operations in August and September that resulted in 131 contacts and 101
traffic infractions. Officers also issued 39 equipment violations. The city also has a Stay Out of Areas of Racing (SOAR) ordinance in effect, which makes it unlawful to be in any SOAR identified area. But the racers keep coming back. Thomas met with City Public Works Director Tim LaPorte to discuss potential environmental steps to take. The installation of speed bumps could be one option.
â&#x20AC;&#x153;It may take a policy decision by the Council,â&#x20AC;? Thomas said. â&#x20AC;&#x153;Trucking companies are not going to be happy if they have to go slower because of speed bumps. But because of public safety, itâ&#x20AC;&#x2122;s time to take more significant steps.â&#x20AC;? The death of a 17-year-old Kent boy on Oct. 20 in a car crash with a King County Sheriff â&#x20AC;&#x2122;s Office patrol car spotlighted the problem with street racing in town as the boy had been racing earlier in the night.
