Notices of value for 2013 were mailed in midNovember to 11,078 San Juan County property owners representing a total of 14,020 parcels. Notices were not mailed for 4,000 parcels whose values did not change since 2012. This is the second year for annual valuations in San
Juan County, so changes in valuation are significantly less than what was seen in prior years when they were reappraised on a three- to four-year cycle. County- wide, values have dropped by 0.8 percent since 2012. The largest average change in value was in the Town of Friday Harbor, which decreased by 4.9 percent. The overall decrease in value for
San Juan Island was 2.1 percent. Shaw, Lopez and Orcas Islands showed minor increases in assessed values of 1.7 percent, 0.4 percent and 0.3 percent respectively. Under the new system of annual valuations, all properties are re-assessed every year at market value, creating improved fairness, uniformity and equity county wide and eliminating large

With the holiday season in full swing, many of us will be hosting and/or attending holiday parties. With that in mind, below are some reminders that will assist you in having a safe and enjoyable party: 1) Control access to the alcohol you provide. • Avoid serving from common sources such as kegs or punch bowls. • Consider hiring a trained professional to serve drinks at your party. • Be sure that whoever does pour the drinks is not consuming alcohol and monitors other guests’ consumption. 2) Offer soft drinks, fruit juices, bottled water and coffee so that your quests have an alternative to alcohol. 3) Allow guests to have only one drink at a time. Discourage competitive or rapid drinking. 4) Provide plenty of appetizers, snacks and other foods. 5) Plan entertainment and other activities so that drinking alcohol is not the primary focus of the party. 6) Model appropriate behavior for your guests and be sure to communicate SEE SAFETY, PAGE 2

In 1900 ornithologist Frank Chapman along with other conservationist were disturbed at the slaughter of birds in the annual holiday event called the “side hunt.” The team that shot the most birds and other small animals was the winner. As a protest, Chapman organized 27 friends in 25 locations on Christmas Day, 1900 to count live animals instead of shooting them. The CBC became an annual event and chapters across
North America started their own count. Each Audubon chapter chooses a 24-hour time period from the middle of December to early January for their count. The area covered is a 15-mile diameter wide circle of about 177 square miles. Every bird seen or heard is counted. There is also a three-day period on each end of the count day to record birds not always seen on the day of the count. More information

about the CBC can be found at National Aububon’s website: http://birds.audubon. org/christmas-bird-count. San Juan Islands Audubon began their count in 1984 and established the circle center at the Friday Harbor Labs. The count area includes most of Lopez, all of Shaw, about a third of Orcas and most of San Juan Island. Hundreds of people have participated over the years by either walking, driving, or going by boat. Some routes are established and some people just monitor their own backyard, neighborhood or bird feeder. Young and old, experienced and inexperienced birders are welcome.

We always need more people to cover many areas. So why is this data important? Bird populations are indicators of the overall health of our environment. As the database continues to grow and becomes long-term, it is possible to monitor the abundance and distribution patterns of wintering bird populations. Spotlight on Seniors by Gretchen Wing
Ken Weeks, Lopez Island Walking into Ken Weeks’ home is like walking into a photo album, except these “photos” are oil paintings, ink sketches, and piles of antiques. Scenes of farmsteads and fishing boats compete for wall space with close-ups of herons and chickens. A Radio Flyer accompanies a ship’s wheel. The effect is immediate intimacy. And when Ken begins sharing his past, these illustrations bring his stories alive. Ken does not claim the “oldest Lopez family” distinction, but the Weeks were here from the start. Greatgrandmother Irene was the sister of Hiram Hutchinson who ran the village store, and in the 1870s, she and husband Liman Weeks moved from California to Lopez to farm. One of their four kids became Ken’s grandfather, Bertie Weeks. Bertie married Viola Coffelt – from another old family--and Ken (Senior) was born, grew up, and married Varian Martin (yet another old Lopez name). So if Ken Weeks, Junior, feels a swell of pride driving down Weeks Road, he’s entitled. According to Ken, the Weeks owned all the village land between Fisherman Bay Road and the water, of which Great-grandma Irene donated two acres for the Community Church. Great-grandpa Martin and Grandpa Bertie built several notable houses, including the Hoedemakers’, and the Metcalf house where the Lopez Quakers meet. That ship’s wheel? It came from the Seagull, which Grandpa
Weeks used to take folks around, before the ferries. Work was hard to come by, so Ken’s parents homesteaded in northeastern Washington near Kettle River, close to the border. An oil painting shows a green clearing hunkered within tall, dark trees. Here Ken was born in 1941, sandwiched between two sisters. Ken Senior farmed, logged, and drove a school bus to support the family. Ken Junior was pressed into service, receiving his first chainsaw at age 14. “I cut the limbs and topped ‘em, Dad did the heavy bucking,” Ken says. He also got to drive the Cat – there it is, another bright oil painting. Ken used his log earnings to buy school clothes. An ink drawing shows an old logging truck in amazing detail; Ken drew it in 8th grade. Happier in shop class than math, Ken discovered his artistic talent in school, doodling. Performing was another perk, especially playing the part of Baby Bear in “Goldilocks.” After graduation in 1959, with neither the desire nor the budget for college, Ken worked at various jobs for two years, then followed a friend’s lead and joined the Army. Ken’s first airplane ride took him to Fort Rutger, Alabama, which he loathed. After two years he was relieved to transfer to Germany, working as an aircraft mechanic’s helper at the height of the Berlin Wall crisis. Back in the States in 1962, Ken dived into a series of jobs: fire lookout; sawyer; brush crew worker and service station attendant. A year’s training as a riveter at Boeing did not pan out, but: sawmill; railroad yard; mental hospital. ..work venues of startling diversity unfolded. Finally Ken used

Ken Weeks then and now. his Army service to procure himself a spot at Eastern Washington University. He could only afford one year, but in Cheney he met, courted, and married Shirley Wise. The Weeks family moved to Elgin, Oregon in 1967; Ken hired on as school custodian, and they started their family. A son followed two daughters, one of whom died just after birth. Over eight years, Ken proved his value to the community. “That last year, I saved the school from burning down when the boiler went haywire…it was starting to melt, but I got it shut down.” Shirley wanted to move back to eastern Washington, so a new series of jobs began: aluminum boat builder, hospital custodian. Then Ken hit his stride: 25 years as lead custodian for Spokane Falls Community College. When Shirley left him and the kids, aged four and nine, he had to pull double duty as a single dad. “The church helped me,” Ken says of this time, citing
a love for church that began in his early childhood. In 2004, Ken came back to Lopez to look after his mother, and began clearing himself a homestead in the South End woods. At nearly 70, Ken single-handedly felled 12 tall firs and put in a factory-made home. His art studio, a cozy trailer, sits on the property near his Yamaha Virago. (Another drawing shows Ken and his dad on motorbikes.) Ken’s main social outlet remains the Community Church, where he enjoys ringing the bells “for Irene.” While the past is very much with Ken Weeks, his past, as William Faulkner wrote, “isn’t even past.” He not only stays in touch with his nine grandchildren, he regularly Skypes with some of his six great-grandchildren. No doubt such a scene – a small girl peering into computer – will soon appear on his wall, in ink, or maybe oils.

Help needed to keep sculpture in Lopez Village Lopez artist Tamara Shane’s copper-sheathed sculpture “Recycles of Life” (shown right) will only remain on public display until the holidays, unless sufficient funds are raised to buy it for the community. The nonprofit conservation laboratory Kwiaht, which has its headquarters office in the Village, paid for the design and materials, and for the temporary installation of the sculpture on the lawn at Isabel’s Café in October. Kwiáht appealed for a publicspirited buyer to acquire the piece so that it could be kept on permanent public display.
“No buyer has come forward,” say fundraising cochairs Scott Rozenbaum and Russel Barsh, “so it is now up to local residents and businesses to decide the fate of the sculpture by chipping in whatever they can.” Their goal is two to three thousand dollars. “If every local business gave just $50 for public art and every Village resident and shopper just $5, we could raise more than enough,” they say. Regardless of how much money is collected, all of it will go to buying local art for permanent public display.
“This not just about Tamara’s artwork,” Barsh explains, “but also recognizing the rich artistic resources of our island, the potential contribution of local art to making the Village a more attractive place to do business, and the principle that Lopez artists should be paid fairly for their skilled, hard work.” Distinctive sculptures could be landmarks on other street corners in the Village, he suggests. “Nicer than bright yellow street signs.” Recycles of Life would be the first artwork to be purchased specifically for public display in the Village.
Donation stations can be found at a number of downtown businesses that support the acquisition: The Bay

Good shoes. Jackets and warm blankets. Kid’s toys for the holidays. Cookware and food. These are just a few of the many items that financially struggling families on Lopez need but are often unable to buy. To help address this need, the Lopez Island Family Resource Center will once again launch its Spirit of Giving Program. The idea behind this program is to help relieve financial and emotional stress from parents and to bring joy to kids during the holidays. The holidays can be especially

hard for financially struggling families. Winter brings higher household expenses for things like heat, just at a time when the income stream for many families is less favorable than the warmer summer months when crops are growing and tourism is higher. Currently 52 percent of the children enrolled in the Lopez School District qualify for the federally funded Free and Reduced Lunch Program. During the two week school holiday break, families must provide breakfast and lunches for their children without this assistance. The LIFRC

would like to make sure that all families are able to enjoy their holiday season, rather than be burdened by it. Last year, 40 families including 92 children received help from the Spirit of Giving Program, and 48 households, including 182 individuals received Thanksgiving baskets. Many volunteers have traditionally stepped up to help the LIFRC fund and coordinate these projects. According to Celia Marquis, LIFRC Executive Director, “We would not be able to do this without the support of the local churches, grocers, and our giving community.” This year, through the generosity of local church groups, participants in the Spirit of Giving Program will be entered in a drawing for one of twelve special baskets. These baskets include items that are both fun and useful for the family, such as candles, soaps, flashlights, tea and coffee, jams, gloves, family movies, drawing supplies, and more. Additionally, quilts will be donated by The Enchanted Quilters to families that are in need as a part of the Comfort Quilts Programs. Baked goods are also provided to families as a part of the program. Women who attend the annual Women’s Christmas Tea are asked to donate a baked good that will go toward The Spirit of Giving Program. The Women’s Christmas Tea is sponsored by the Community Church and will be held at

the Community Church Fellowship Hall on Saturday, Dec. 14 from 11 a.m. -12:30 p.m. All women are invited to attend, and there will be a Giving Tree set up to allow women to donate to the community in that way as well. So how can you help? There are several ways! We’d love for you to “Grab a Tag!” You can find these tags on Giving Trees that will be set up around the island. Look for them at the Lopez Library, Islander’s Bank, The Bay Café, The Galley Restaurant, Sunset Builders, Lopez Village Market, the Women’s’ Christmas Tea, and the LIFRC office. We’ll also have a booth at the annual Preschool Bazaar. Bring or mail items listed on the tag to the LIFRC office by Dec. 16. If you prefer, LIFRC can do the shopping for you. Cash donations can mailed to LIFRC at PO BOX 732, or made online at www.lifrc. org. Or stop by our office in the village. We are on the top floor of the yellow Children’s Center Building. New this year…All donations from new donors that are received by January 31, 2014 will be matched by the Medina Foundation up to $10,000. “It’s a great way for people to help others in need right here on our own island,” said Patsy Haber, LIFRC program coordinator. “We need the help of the community and hope you will Grab a Tag!” If you are interested in sponsoring an entire family, please feel free to call the LIFRC for more details at 468-4117.

Christmas is not just about unwrapping gifts and eating yummy food, it’s about building memories with the people you love. On Lopez those memories come in different
shapes and sizes, but one important event that makes the holiday season special is the Village Lighting. Started in 2003 with an informal group of islanders
gathering together to drink hot chocolate, eat cookies, sing carols and watch as the holiday lights were turned on – is still going strong today, no matter what the weather.
The Tree Lighting Ceremony, which was Friday, Nov. 29, 4:30 - 6 p.m. at the Lopez Village Park, is the official kickoff of the holiday season.
