A Kent City Council committee voted 2-1 to approve in 2014 new police and jail hires, replacement of the Wilson Playfields synthetic turf and hiring a consultant to help bring more retail business to town.
Council President Dennis Higgins and Les Thomas voted for the budget adjustments at the Tuesday meeting of the Operations Committee. Jamie Perry voted against it. The budget adjustment ordinance goes to the full council for approval at its 7 p.m. Tuesday, Dec. 10 meeting
at City Hall. The council has a $1.9 million surplus heading into the second year of the 2013-14 budget. The committee voted to spend about $1.2 million with the rest going to pay down internal debt if the money is still there by the end of 2014.

Higgins said the council understands the $1.9 million is a one-time surplus. That extra is on top of the cash set aside in a reserve fund of $4.4 million and a contingency fund of $1.5 million for unanticipated costs.

The shooting death of an alleged burglar by a Kent property owner on Oct. 2 remains under investigation by the King County Prosecuting Attorney's Office. A deputy prosecuting attorney is reviewing the shooting, said Dan Donohoe, spokesman for the Prosecuting Attorney’s Office. Detectives for the King County Sheriff ’s Office turned over their investigation last week to prosecutors of the Frager Farm Stand shooting, said Sgt.

He hopes to bring the school day out to nine hours and expand the days that the school is open. Traditional public school days run for 180 days of the year, while he hopes to have Excel open for 193 days. Doing so will allow the school to incorporate more
creative electives, he said, such as computer programing and biotechnology classes. It will also allow students in seventh and eighth grade more time to study subjects so that they can move into accelerated classes when they reach high school grades. Should Excel be approved, Sefrioui hopes to focus more intensely on STEM subjects at the school. Despite having passed away six years ago, Thomas Shelton still teaches his son, Marcus, about his accomplishments in life. While going through his father’s possessions, the 55-year-old concert promoter and Army veteran discovered a number of artifacts and memorabilia from his father’s life and work, including signed letters by J. Edgar Hoover, Kennedy memorial plates and an original FBI fingerprint analysis kit from the 1960s. Thomas Shelton served 10 years in the Air Force as an MP before changing careers to become one of the first FBI fingerprint analysts. After JFK’s assassination in 1963, he was posted to the grave site at the special request of Jacqueline Kennedy Onassis. While on site, he took several photos and posted them in a personal photo album which has survived until today. It was dumb luck that his son found the materials when he did, while going through his father’s belongings. “They don’t realize later on down the road,” Marcus said, “that you got a lot of history on your hands.” These major events occurred when Marcus was only 4 years old, and afterward his father rarely spoke of them. Discovering the artifacts gave Marcus a better understanding not only of his parents, but his place in the world as a child. “You don’t realize ‘till you get older that you were involved in this history,” Marcus said.

Standard and Poor’s upgraded the city of Kent’s credit rating from A+ with a negative outlook to AA- with a stable outlook, because of the city’s improved financial standing. In its Dec. 2 report, Standard and Poor’s stated the increase was based on the city’s progress toward rebuilding its reserve levels, which is due, in part, to proactive financial management and new revenues. AAA and AA are the highest ratings by Standard & Poor’s and D is the lowest. Mayor Suzette Cooke thanked staff and council members for their
dedication to careful cost-cutting, adopting new revenues, establishing financial policies and re-building the city’s financial base. “It is because of these tough decisions Standard and Poor’s has elevated our credit rating back to where it was prior to the recession,” Cooke said in a city media release. Standard and Poor’s noted the improved rating included Kent’s strong economy, budgetary performance and liquidity of finances. Projections for 2013 show an improved general fund reserve position of nearly 10 percent of expenditures, partly because of a recovery in revenue and certain revenue enhancement resulting in better-than-budgeted revenue.
For 2013, the city is projecting a positive general fund result. Total government available cash is at 20.3 percent of total governmental fund expenditures. “The efforts we’ve taken as a city are paying off, and we’ve done it while working through the recession and maintaining vital services,” Cooke said. “Our goal continues to be efficient and effective delivery of city services as we move Kent forward.” City Finance Director Bob Nachlinger said the improved credit rating is a tremendous accomplishment and demonstrates the city’s commitment to strict financial policies. “Standard and Poor’s is an independent agency looking at our
internal finances and the numbers tell the real story,” Nachlinger said in a statement. “This is a very important upgrade for Kent and is a true recognition of the work we’ve done to improve the fiscal picture of this city.” Standard and Poor’s, along with Moody’s Investor Services, issues annual reviews of the city’s financial status focusing on bond rating and credit worthiness. Moody’s last issued a city credit review in September 2012 and downgraded the city to a Baa2 rating from A1. The Moody’s ratings range from a top mark of Aaa and then drop to Aa, A, Baa, Ba, B, Caa, Ca and C. Numerical modifiers 1, 2, and 3 also are added to letterratings with 1 the highest.

approached a bank teller at the counter and proceeded to present the bank teller with a note. While no weapon was seen, the note implied that the suspect had a gun. The suspect was given an undisclosed amount of cash, whereupon he fled on foot. Patrol officers saturated the immediate area but didn’t find the man. Efforts to create a unique loop trail experience in Kent continue as city parks planners have identified five potential loop routes using the Green River and Interurban Trails. “With the public’s help, we’ve identified five different loop scenarios, each with varying lengths, said Brian Levenhagen, city parks planner in a city media release. “We reviewed hundreds of ideas and consolidated them into these proposed options, which run through several parks and along both sides of the Green River.” Last summer, the city received 275 responses to an online survey which sought ideas on the types of features the loop trail should include, such as signage, improved visibility, restrooms, water fountains and trash cans. “I’m excited for people to see what we’ve come up with and hear what they like and don’t like about our ideas,” Levenhagen said. “The online survey worked so well, we again invite residents and trail users to participate in a virtual public meeting now posted on KentValleyLoopTrail.com. “Participants can find maps and
descriptions of the five proposed loops, many which are already accessible, as well as other information about the project. We hope to get a strong response before the survey closes Dec. 20.” The goal of the project is to examine the trail assets that exist today and look at ways to improve connections, and add amenities to make them safer, more comfortable to use and easier to access. Possible improvements include additional restrooms benches and water fountains, improved road crossings, completed “missing links,” improved connections to nearby attractions and way-finding and interpretive signage. Levenhagen said it’s difficult to make formal requests for funding without a proposal in hand. “Potential funders want to see the big picture, so having the dollars in place isn’t always a necessary first step,” he said. “Before the loop trail can become a reality, we have to anticipate and address the needs and wants of current and potential loop trail users. This survey will help us do that.” The proposed Kent Valley Loop Trail will be a paved, multi-use loop capitalizing on the Green River and Interurban trails.

The paddles, made from cedar and fir, will be used to “pull” or paddle a 32-foot ocean-going canoe, which the youth assisted Capoeman in constructing last year. The canoe, built from over 1,000-year-old windfall cedar from the Quinault Indian Nation, and the paddles are an effort to renew culture. The Kent and Covington students, who come from different races and backgrounds, studied their own respective cultures, as well as that of the Quinault, in participating in the project. This summer the students travelled to Taholah to participate in the weeklong cultural celebrations of Tribal Canoe Journeys with more than 10,000 people. They welcomed the arrival of the “R.S. Capoeman” canoe, “pulled” by Quinault youth through the Strait of Juan de Fuca and down the Pacific Coast. Project supporters
include the Quinault Indian Nation, the Muckleshoot Tribe, U.S. Bank, Moneytree, the Tulalip Tribes, Snoqualmie Tribe, Squaxin Island Tribe, Middle Green River Coalition, the Halo Network, and other area businesses. “Working on the paddles with UPS was a great bonding experience,” said Yajiara Guevarra, a Kent Phoenix Academic sophomore. “My partner, Douglas, had a great sense of compassion and creativity. We learned about each other’s cultures, together.” Community Relations Supervisor AJ Nelson, added, “It was very inspiring to spend the afternoon with the ICL students. [ BUDGET from page 1 ] “We’re trying to be very conservative in how we spend it,” Higgins said at the Tuesday meeting. “The bulk of the money as it is planned now will go to pay off internal debt. I want to make sure the community understands the council is being quite conservative with this one-time surplus and is acting very frugally with it to preserve a key city asset in Wilson Playfields that would otherwise be shut down.” About $500,000 would go toward replacing the synthetic turf at Wilson Playfields, a popular soccer, baseball and softball complex along 132nd Avenue Southeast. The cost to replace the turf is an estimated $1.5 million to $2 million. The rest of the The rest of the funds for the turf replacement next year would come out of the capital projects fund. The budget adjustment also includes the hiring of six police officers, an administrative assistant to the police chief and a city jail corrections officer. The police officers will cost about $686,000, the assistant $93,000 and the jail officer $86,000. Another $60,000 would be spent to hire a consultant for recruitment and retention of retail businesses. Perry said she opposes the budget adjustments because she believes the city needs to stop spending more money until its revenue forecasts improve. “We have projections that over the next foreseeable future it may be that we can’t even pay current

expenses,” Perry said. “Although our budget is balanced, it’s structurally imbalanced over the next five to 10 years. My concern is we are adding things in without adding the revenue necessary to be able to sustain that in the future.” Tom Brubaker, interim city chief administrative officer, told the council at a budget workshop two weeks ago that even with conservative forecasting the city would spend more than it brings in over the next four years. “I’m afraid over the coming years getting additional revenue coming into the city is going to be a tough sell,” said Perry, whose four-year term expires this month. “If I felt we had the revenue to sustain this budget in the future I would have no problem voting for it and adding additional staff the city absolutely needs. The current staffing levels are not sustainable. We need more police officers and people throughout the city but we need to address how to pay for those people. Unfortunately, we haven’t been able to come up with that silver bullet that solves the revenue problem. “I am hoping the council in the future will address that but I can’t guarantee it will. For that reason, I’m not comfortable passing a budget that we believe based on future projections is not going to be sustainable in the future.” The city budget is available at kentwa.gov/ Budget.aspx.

The city of Kent’s sixmonth ban against recreational marijuana businesses hasn’t stopped people from applying for retail store licenses from the State Liquor Control Board. So far, three applicants have applied to open recreational marijuana retail stores in Kent, according to a list posted Tuesday on the liquor board website. The list includes the following proposed business names
and addresses for Kent retail outlets: • Hong Mart Smoke Plus: 23635 104th Ave. S.E. • Odyssey Smoke Shop Inc.: 23254 Military Road S. • Weedsdom: 7641 S. 259th St. Suite 101 The list also includes an applicant who wants to open a producer and processing plant named Organiccare, at 20521 121 St. Way S.E. Another applicant named BWIT wants a producer license for 26010 42nd Ave. S. The City Council voted

got “spooked.” The business owner heard the initial commotion from his house next door and went to investigate. The men had fled, but he found the damaged door. He was unable to secure the door, so he locked one of his dogs inside for extra security. Nothing appeared to be missing from the stand. The man returned to his home and left his bedroom window open so he could hear if anyone returned to the fruit stand. Later that night, at about 1:36 a.m. Oct. 2, the property owner heard his dog barking. He picked up a loaded shotgun, went
4-3 on Nov. 19 to approve a six-month moratorium to keep marijuana businesses out of Kent. The council majority opposes marijuana businesses because the drug is illegal under federal law. Voters statewide approved Initiative 502 in November 2012 to allow recreational marijuana producers, processors and retailers. The liquor board started taking applications Nov. 18 for a 30-day period for those who want to operate the new businesses. The liquor board plans to outside and approached the business office, according to charging papers against Taylor. The property owner could hear someone inside, saw the door to the office partially open and he could see someone inside. He yelled something like, “Don’t come out” or “Get down!” When the door started to open, he fired his shotgun. The owner learned more than one man was inside the office, so he called 911 from his cellphone. He kept guard at the door until deputies arrived. Deputies found Taylor inside the office, which had been ransacked. The office door had

Otha “Al” Arnell Alston
Otha “Al” Arnell Alston, passed away on November 13, 2013 at the age of 79. Al was born in Kannapolis, North Carolina in May of 1934 and was the son of the late Stuart and Hattie Mozella Alston. Al graduated from George Washington Carver High School in Kannapolis, North Carolina in June 1951. Al always sought adventure and challenges in his life so he volunteered and was inducted into the US. Army on June 1954 and served as a Staff Sergeant. His sharp and focused eye on details continued to serve him in the military. He received several awards for being a top quality rifleman and excelled as a soldier and served multiple combat tours in the Korean and Vietnam wars. After 20 years of service, he retired from the Army at Fort Lewis McChord, Washington on July 1974. He attended Green River Community College and received an Associates of Arts degree in Business Administration. He retired in Kent, Washington and started another career as a Maintenance Supervisor for Kent Public School Districts. During the winter nights of heavy ice and snow, his primary concerns were about keeping the children warm and school environments operating efficiently. Al was known for his dedication to his work, his strong work ethic, and his ability to relate to everyone he encountered. He is survived by his sons, Otha Arnell Alston, Jr. and his son Michael Alston and his wife Lisa of Council Bluff, IA and their sons LaRoy and Jerrell Alston; Eugene Alston and his wife Nicole, their children Quincy, Lola, and Fiona of Burlingame, CA; His daughter Deborah Alston of Tacoma, WA and her children Delores and Nakeshia; his Great grandchildren, Shardannay Adams, Dominic Thomas; proceed in death was his brother Thomas Sandy Alston, his sister-inlaw,Willie Mae Shoffner Alston of Gibsonville, NC; his sister, Thressa Alston of Kent, WA; and a host of family, friends, and extended relatives. Unions far from perfect, but they protect workers Gary McGavran’s letter in the Nov. 29 Reporter (“Unions destroying jobs, area’s future”) is an example of the inability of many people to exercise anything approaching critical thinking. He says he was a Boeing engineer, and if he is telling the truth then he was almost certainly a member of SPEEA, the company’s second biggest union. Had SPEEA not struck a decade or so ago, Mr. McGavran and his colleagues would have lost tens of thousands in income, and many of their jobs would by now have been outsourced to India or some other low-wage country. He seems to bite the hand that fed him. With the 777-X deal, the company correctly assumed it could get whatever it wanted,

Sound Transit, it’s time to pay the piper For years, the Board of Sound Transit has relied on overloaded city streets and parking lots to carry the ever increasing burden of transit riders. From one end of the Sound to the other, evidence is gathering that change is coming, and Sound Transit is woefully behind.
As the region comes out of the Great Recession, cities are working to build transit communities along the Sound Transit routes. Cities have had plans on the shelves for a decade and now the developers are on the way. Cities require that development include parking for its tenants, but that takes city lots and city-owned properties off the books

Washington Attorney General Bob Ferguson says his office is prioritizing as best it can to deal with current and pending legal challenges in the state in the face of a slimmer budget, and he’s confident critical issues are being addressed. In an editorial discussion with Reporter staff Tuesday, Ferguson touted his selection of Nancy Krier as the open government ombudsman for his office and being able to bring that position back to full-time status. The attorney general said he is also proposing a bill to provide locally elected officials with an online training resource for navigating open records requests within the law. While some cities are backing budgets that make government accessibility a firsttier service, others are being challenged by what they consider to Bob Ferguson be burdensome requests for public information. Ferguson said it’s good for local governments to work to clarify with the public what they want in order to narrow the scope of requests, but sometimes it doesn’t matter. “There will be some cost to that and some inconvenience,” he said of following open government laws, “and that’s a fact.” The attorney general’s lawsuit against the Grocery Manufacturer’s Association over campaign finance concealment claims will move forward this month. So far, Ferguson said, the association is accused of hiding the

It simply was not a deal that benefited them, now, or in the long run. They use the service, yet the agency’s model of working with cities is to tell each community that alternative modes of transportation must be worked out by the city. Now, development of transit-oriented communities is under way. The “free parking� that Sound has been granted by the recession is coming to an end. With each upcoming successful transit-oriented development will come a smaller and smaller inventory of off-site parking for the non-development area ridership. Cities are already being told individually and in regional meetings by Sound Transit staffers that the time is coming for another authority-wide vote for funding. identities of contributors of up to $10.6 million to its campaign against I-522 in Washington, which would have required labeling on some genetically modified food products. He added it is the largest amount of concealed money ever donated to a campaign in the state. The GMA has since provided the names of its backers and their share of contributions but continues to deny any wrongdoing, said Ferguson, adding he has read an association letter to its contributors that promised to conceal their identities. “They were very thoughtful and deliberate in concealing the names of those donors,� he said, adding his office is seeking more options than just monetary penalties against the GMA. “Even a significant (monetary) penalty on their end may be interpreted as the cost of doing business.� The Washington State Liquor Control Board is taking applications through Dec. 18 for licensure to grow, process and sell recreational marijuana, with the potential for legislation to be passed next year that would require medical marijuana patients to go through these suppliers without being subjected to taxation. Many cities have accepted that they will soon need to make room for retail marijuana stores and grow sites, but others, like
the city of Kent, are not embracing the change. The Kent City Council voted last month to put a moratorium in place for marijuana businesses. Ferguson said the liquor control board is now seeking an opinion from his office about whether these municipalities have legal grounds to oppose marijuana as a commercial enterprise in their cities and oppose the will of voters who approved I-502. He’s trying to come up with a legal opinion as fast as possible, while continuing a good-faith effort with the federal government to keep it from intervening with state law, he said. With the holiday season in full swing, the attorney general’s office also has been warning the public about potential scams, such as in retail, online and fake charities. Ferguson said his office also is focusing on improving protections for veterans and matching state protections for those deployed by order of the governor with federal protections afforded to those deployed by the president. The legislation is called the Washington Service Members’ Civil Relief Act and is being requested for consideration during the 2014 legislative session.

Kentwood soccer player plans switch to rugby BY KRIS HILL khill@covingtonreporter.com
Until Ashley Rolsma found rugby she was seriously considering playing soccer in college. Rolsma, a senior at Kentwood High, was persuaded to attend a touch game with the Kent Crusaders Rugby club by Cassidy Meyers, who graduated in June and is now playing rugby at American International College. “She kept bugging me about it,� Rolsma said. “She said if I went to one practice, she’d stop bugging me about it. So, I went and I fell in love with it.� That was in December 2012. At the time she was playing club basketball and club soccer in addition to playing hoops for the Conquerors. “Somehow I managed to do all that and school,� Rolsma said. “There were some days I did not get that much sleep.� She was fortunate, however, that rugby, soccer and basketball games did not overlap too much on weekends. It all worked out. Rolsma started playing basketball in elementary school. Last season Kentwood made a deep run in the playoffs, getting to the 4A state tournament and played at the Tacoma Dome, with the season bleeding into the start of practices for rugby. “Basketball has been in my life for a while,� she said. “I’ve played with these girls I’m finishing up my senior year with since middle school.� She went to touch games, but, Rolsma said she wasn’t able to get to practice until after basketball season ended and missed playing in the first two games. She explained to Rex Norris, who coaches the U19 girls team for Kent Crusaders and teaches AP Psychology at Kentwood, that she was committed to basketball and she said he understood. “I came on late to the scene,� Rolsma said. “The first couple weeks is actually getting to know the sport. There were actually quite a few new girls last year. But, I picked it up pretty quick.� And there was something about the atmosphere of the Crusaders girls rugby team that appealed to her. “The team aspect of it, it’s really a family, no cliques,� Rolsma said. “I know every one of those girls works their butts off at practice.
And the coaching staff is phenomenal.â€? Even though she missed the beginning of practices and the season, Rolsma said, the team made her feel welcome. It was a vastly different experience than club soccer, she said, which was one of the reasons she was willing to consider walking away from that sport after going on several unofficial visits to schools to look at soccer teams. “Once I joined rugby, I was like, ‘I will quit soccer,’â€? Rolsma said. “And I hadn’t even played a game. My parents were pretty freaked out, but, I think they know I made the right decision, especially after the journey it’s taken me on.â€? That experience included making it to the championship game of the National Invitational Tournament in May. Rolsma said winning the semifinal game was a huge moment not just for her, but for the Crusaders, not to mention it was so close the official had to double check the score when it was over to make sure she knew which team won. “We get a team ‌ to get to the national championship game, a team we’d never beaten before,â€? Rolsma said. “When they posted it on Facebook, all of the alumni were really happy about it. That was cool to see they still cared. And I think that was the best feeling I ever had after a game. It was like nothing else.â€? Rugby has helped her be a better athlete in her other sports. “It’s actually given me a bit more confidence in myself,â€? Rolsma said. “It’s helped me gain more confidence in my abilities, especially in a leadership role.â€? She played soccer for Kentwood this fall. Conquerors coach Aaron Radford had nothing but praise for Rolsma in an email interview. “She works very hard,â€? Radford wrote. “She puts in her best effort each day. She isn’t a vocal person, but her work ethic says enough. She is very strong and physical, plus her speed is just enough to get the job done.â€? Radford said that while he can’t draw a direct connection between rugby and soccer for Rolsma, he did see good things from her this season. “She has progressively gotten stronger and more confident with the her soc-

That is exactly what I would want from a defender on my soccer team.� While Rolsma is excited about the next phase of her life as a student-athlete, she
is still focused on the next rugby season and basketball this year. She hopes the Conquerors basketball team will get back to the state tournament this year with the amount of experience and talent returning. “I’m hoping to go really far this year,� she said. “It’s our last year playing together and my last year playing this sport. We’re fortunate to have that (experience) and there’s a lot of new players, too, that are nice to have. The fact that we (the seniors) have played together so long, we’re used to each other. It’s nice because we have a really good connection out there on the court.� As for the Crusaders girls rugby team, she hopes they get back to the national tour-
nament again in the spring. “I just hope for a good successful season,� Rolsma said. “That I can walk away knowing I did my all.� And Rolsma is finalizing her plans for where rugby will take her after high school. This past year since that first touch game with the Crusaders has been something of a whirlwind. “It was so fast,� she said. “I was just excited to win state. And then to go to nationals. And to get a call from a coach that I made the All-American team.� Recently she visited three different schools, official visits as a student-athlete, to explore her options for college rugby. She hopes to play for four years.
