The state has received yet another recreational marijuana applicant for a Kent property. A proposed business called Hummockville has applied to the State Liquor Control Board for a producer and processing license at 8001 S. 194th St., in the North Kent industrial area. The liquor board released an updated list Tuesday of

applicants. The state has received nearly 1,700 applications, including 795 for producing, 580 for processing and 324 for retail outlets. So far, three applicants have applied to open recreational marijuana retail stores in Kent, Hong Mart Smoke Plus at 23635 104th Ave. S.E.; Odyssey Smoke Shop Inc., 23254 Military Road S.; and Weedsdom, 7641 S. 259th St., Suite 101. The Kent City Council voted 5-2 on Tuesday night to hire six police officers and spend $500,000 toward the replacement of the Wilson Playfields synthetic turf. The council also approved as part of its 2013-14 general fund budget adjustments the hiring of a jail corrections officer, an administrative assistant to the police chief and a consultant to help bring more retail stores to the city. The council adopted its

first two-year budget last December, rather than voting each year on a budget. The council decisions are adjustments to the 2013-14 budget because more revenue came in this year than the city spent, a total of $1.9 million. Police continue to investigate deadly car crash BY STEVE HUNTER

Kent Police are awaiting a toxicology report before forwarding a potential vehicular homicide charge against a 20-year-old Covington man to King County prosecutors. Andrew Lucas Shock was driving his girlfriend’s vehicle when it crashed Nov. 3 into a telephone pole in the 24800 block of 148th Avenue Southeast on the East Hill, according to the Kent Police. Charissa Judkins, 21, of Ed-

monds, died from injuries suffered in the crash at the scene of the accident. Shock suffered serious injuries. He remained in serious condition at Harborview Medical Center in Seattle for about four weeks. He was discharged on Dec. 3, according to a hospital spokeswoman. Police continue to investigate the accident. “We performed the vehicle inspection and continue to contact related parties,” said Kent Police Sgt. Robert Constant in an email.

“We are awaiting the toxicology report (from the state crime lab) before we put everything together to forward to the King County prosecutor’s office.” It takes anywhere from four to six weeks to get the test results back, Constant said. He said on Wednesday the results could be back soon. The initial collision review noted extensive damage to the vehicle as well as the telephone pole, indicative of higher speeds in order to generate the necessary energy for such structural damage, Constant said.

An initial investigation by police showed Shock, driving southbound on 148th Avenue Southeast with Judkins in the front passenger seat, lost control of the vehicle. The vehicle then careened across the roadway and on to the opposite shoulder where it smashed into a telephone pole at the front passenger door. Speed and possible driver impairment were contributing factors to the accident. There was an odor of alcohol noted during the investigation, said Kent Police detective Melanie Frazier.

Several colleagues, family members and students gathered at Scenic Hill Elementary School on Tuesday evening to say goodbye to Tim Clark, who concluded his time on the Kent School Board in November. For Clark, the ceremony marked another chapter after 21 years of work and service to educational institutions in the valley. After retiring from teaching social studies in 1999, Clark took up teaching at Green River Community College and subsequently Highline Community College. He became a board member in 2009. In addition to words from Superintendent Edward Lee Vargas, fellow board members expressed their gratitude for his work. Agda Burchard said that the best lesson she learned from Clark was how to be engaged civically. “I count you as one of the mentors in my life,” she said. Russ Hanscom also commended Clark’s service, saying that even though they rarely agreed on a sub-

Anyone could have received the award, she said, “I was just in the right place at the right time.” Despite her efforts to remain humble, Tran’s achievement has spread her name throughout the school. “Everyone pretty much knows me as ‘that one smart girl,’” she said. But she proudly carries the “nerd” title. While the 18-yearold enjoys hiking around Mount Rainier and cooking, her true

passion is reading. She sees her knowledge as the byproduct of her voracious appetite for books. “I never would have gotten as far as I had without books,” she said. Reading has been her most passionate hobby since she was a child. She spent so much time turning pages that her parents had to make sure her lights were out and that she wouldn’t sneak a book and a flashlight under the covers, which she still does occasionally. Between fourth grade and middle school, Tran estimates she read 200 to 300 books a

Among his numerous accomplishments during his time on the board, Clark was instrumental in funding and opening the district’s multimedia center at Northwood Middle School. The state of the art media studio provides KSD students with the opportunity to learn digital media skills. While it is housed in Northwood, it is open to all students from elementary to high school. For his efforts, and in honor of his tenure, the school board renamed the facility from the Northwood Media Studio to the Tim Clark Media Studio. year, although that has slowed to around 20 now that she’s about to graduate. Currently, her favorite book is John Green’s “The Fault in Our Stars.” Tran says that the school fosters an educational community and that it has been invaluable for keeping her focused on her school work, and is particularly thankful for her teachers, notably her math instructor Mark Champoux. She also credits the encouragement of fellow students at Kentridge as a major factor in her success, especially the students in the school’s calculus community. “It’s a community of learning

In his closing comments, Clark praised his colleagues and reiterated cautionary words to the board and assembled educators. He gave thanks for the opportunity to work with “a superintendent that is truly a visionary” and noted that the board has been able to make decisions that often boiled down to “do we want ‘bad’ or ‘worse.’” But he said that his most important message was to have a solid, realistic plan for the future. He said the district will need to make realistic steps and not have a “pie in the sky” goal. By making a plan and sticking to it, he emphasized that the district will be ready to handle crises as they come up, instead of having to make a piecemeal fix. and support,” she says. In addition to calculus, Tran leads the school’s Key Club chapter. She helped organize the construction of a playground at Turnkey Park at 104th and James Street in June. The venture, she said, was extremely difficult. She not only had to coordinate 50 students but also negotiated how to work out logistics without school transportation. But everything came together in the last minute, with students bringing their permission and insurance slips the day of the park renovation and student drivers providing transportation.

Green River Community College was recently chosen to join the Plus 50 Encore Completion Program, a national effort to train 10,000 baby boomers for new jobs in health care, education and social services. The program is sponsored by the American Association of Community Colleges. The college will receive $15,000 and technical support for curriculum development and student outreach over the next two years. The college will assist adults age 50 and over in completing degrees or certificates in high-demand occupations that give back to the community. With many adults age 50 and over out of work or seeking to transition to a new career, the program offers skill updates and career makeovers for baby boomers. Green River will enhance and modify its medical office curricula to meet the changes in healthcare as a result of the new ICD-10 classifications and the Affordable Care Act. “The most amazing thing about that for me, personally, was seeing my school community come together,” she said. “For that one day, we weren’t upperclassmen or lower classmen. So, like the athletes or the nerds or whatever, we were just working side by side to do something bigger than ourselves.” She doesn’t yet know what career she’ll go into, but she does feel certain that it will be for the public good. She hopes to find something that combines her enjoyment of art and design as well as her logical traits to create something that will benefit humanity as a whole.

She said the increased revenue this year was “a temporary boost to our bottom line.” Perry said the additional hires now when the city has extra revenue could lead to financial problems down the road. “We are also sort of exasperating the problem a bit when you have ongoing expenses like employees,” Perry said. “You would just feel terrible adding these employees and then in 2017 when it looks like we don’t have the net revenues less expenditures is in the negative and we’re taking it out of reserves, at that point

you feel pretty terrible saying ‘I’m sorry we hired you but we’ve got to let you go,’ or telling council you’ve got to find some revenue. “The city can’t sustain on the current revenue and there’s got to be something major that changes. I’m saying to future council members good luck in solving this problem. I hope you can come up with a great solution. I feel bad passing this problem on to future councils.” The general fund budget includes $520,000 to help cover the revenue losses anticipated in 2014 at the cityowned ShoWare Center.

City officials have allocated another $300,000 to the parks capital projects fund to pay for maintenance and rehabilitation of ShoWare facilities. City officials also are trying to figure out what to do about the financially struggling Riverbend Golf Complex and are looking into selling the par 3 course portion of the property to a developer. A decision about the potential property sale is expected to be made next year. The $500,000 for Wilson Playfields will go toward the estimated $1.5 million to $2 million cost to replace the synthetic turf at the popular soccer, baseball and softball complex along 132nd Avenue Southeast. Another $800,000 for the field will come from the real estate excise tax and carryover money from previous years, said Tom Brubaker, city interim chief administrative officer. The rest of the money will be from delaying other park improvements. Installation of the new turf is expected to start in late May, said Jeff Watling, city parks director. The police officers will cost about $686,000, the administrative assistant $93,000 and the jail officer $86,000. Another $60,000 would be spent to hire a consultant for recruitment and retention of retail businesses.

Gulseth had assaulted Peterson in the past and was a known drug user who became violent when he was under the influence of narcotics. Peterson and Gulseth had an argument at the apartment the night of Dec. 20, according to a phone call to Peterson from a friend. Peterson did not answer her apartment door the next morning when friends stopped to pick her up for work. Detectives found bloody fingerprints as well as a large kitchen knife next to Peterson’s body. Detectives found eight prints inside the apartment that belonged to Gulseth.

Detectives also found two men’s shoes near her body, one white and black right shoe and one gray left shoe. Police obtained video surveillance from a business near the East Hill apartment that showed a man who appeared to be Gulseth running the night of Dec. 20 toward KentKangley Road wearing a black vest, jeans and one black left shoe and one gray right shoe similar to the mismatched shoes found next to Peterson’s body. Witnesses told police that a man similar to Gulseth’s description had tried to get into vehicles as they slowed down along Kent-Kangley

Patricia Jones, age 69, passed away peacefully on November 28, 2013, surrounded by her family in Graham, Washington. Patty was born in Pasco, Washington on April 7, 1944, the third of five children of Marion and Martha Colley. She grew up on a wheat ranch in Connell, Washington and graduated from Connell High School in 1962. A week after graduation, Patty married her high school sweetheart, David Jones. They soon moved to Kent, Washington where they raised their two children, Kristy and Robert. Patty was busy in the Kent community. She taught Sunday School at the United Methodist Church, was a Camp Fire leader for 12 years, and served as a Den Mother for Cub Scouts. After raising her children, Patty went back to school and earned her AA in Nursing from Highline Community College and then her BS in Nursing from Seattle Pacific University. She worked at Valley Medical Center for 17 years before retiring in 2001. Patty loved spending time with her family, traveling, and Bible study. She was an avid quilter and enjoyed hunting for antiques. Patty was preceded in death by her parents and brothers, Douglas and David. She is survived by her husband, David, daughter, Kristy (Jim) Grob, son, Robert (Pamela) Jones and five grandchildren. She is also survived by her sister Marilyn (Chuck) Actor, brother, Tim (Faye) Colley, and numerous nieces and nephews. A memorial service will be held Saturday, December 14, 2013 at the Graham Emmanuel Baptist Church at 1 pm. Memorials may be made to The Alzheimer’s Association or Franciscan Hospice.

Kent Police detectives found out from interviews with friends or acquaintances of the two that Peterson had decided earlier in December 2010 to break off the relationship.

California police agencies arrested Gulseth Jan. 11, 2011 when they found him living under a bridge in the town of Willits in Northern California. Gulseth waived an extradition hearing in Mendocino County, Calif., that allowed King County authorities to transport him to Washington. Kent Police had searched for Gulseth as a suspect in the death of Peterson since officers found her body at the Village at Lake Meridian apartments. Gulseth had pleaded not guilty to first-degree murder in February 2011.

Other earlier applicants include Organiccare for a producer and processing plant at 0521 121 St. Way S.E. and BWIT for a producer license at 26010 42nd Ave. S. The city of Kent bans recreational marijuana businesses. The majority of the City Council approved the ban because marijuana remains illegal under federal law. Voters statewide approved Initiative 502 in November 2012 to allow recreational marijuana producers, processors and retailers. The liquor board started taking applications Nov. 18 for those who want to operate the new businesses expected to open by next spring or summer. The applicant deadline is Dec. 20. The city of Kent would be allowed as many as three recreational marijuana retail stores under rules passed by the liquor board. But since the city bans recreational marijuana stores as well as production or processing facilities, if someone came to the city for a permit to operate a marijuana retail shop, the city would deny the permit. Applicants could choose to file a lawsuit against the city in an attempt to allow the business.

“This adjustment does allow us to restore some of the things that we had to do without during the recession,” Council President Dennis Higgins said. “It allows us to get more police on the streets and allows us to deal with backlog in the permit office and allows us to fix a very critical city facility in the Wilson Playfields. “I think this is a wise adjustment at this time.” Bill Boyce, Les Thomas, Deborah Ranniger and Dana Ralph also voted for the budget ordinance. Elizabeth Albertson and Jamie Perry, the two council members whose terms expire at the end of this year as they each decided not to seek re-election, voted against it. “We still have a systemic budget imbalance that hasn’t been addressed,” Albertson said. “Although I was proud of the work we did with the B&O (business and occupation tax passed last year), we all know that the B&O did not go far enough. Kent Police arrested a man for investigation of several charges, including drunk driving, during an incident that started with the man smashing his Jeep into a parked vehicle at the Great American Casino parking lot. Officers responded at about 6:53 p.m. Dec. 2 to a call about a drunk driver and a hit-and-run incident in the 20500 block of 108th Avenue Southeast on the East Hill, according to the police report. The man reportedly hit another car as he parked his Jeep and then staggered into the casino and sat down to play a card game. An officer was standing in front of the casino when the man walked out and toward the Jeep. The officer noted he could smell intoxicants coming from the man and stopped him to talk. The man eventually admitted he had drunk two cans of Steel Reserve 211, a malt liquor, before arriving at the casino. An officer

BLOTTER looked in the Jeep and saw an open can of malt liquor in the center console. Casino employees said the man didn’t drink any alcohol inside the casino. Police arrested the man for investigation of drunk driving and transported him to the city jail, where problems with the man continued. The man reportedly struggled with the officer during his booking and wouldn’t sit down. The officer forced the man to the floor and two jail officers helped restrain the man before taking him to a holding cell. The man also allegedly made threatening statements to the police officer. Police ran a portable breath test on the man that registered a blood alcohol level of .214. The drunk driving law in the state for an adult is a blood alcohol content level of .08 or higher. The man remained in

jail Tuesday facing charges of harassment, obstructing a public officer, drunk driving and an attempted false statement. Bail was set at $25,000.

Assault Officers arrested a man for investigation of fourth-degree assault after he reportedly threw his girlfriend to the ground during a dispute at about 8:50 a.m. Dec. 1 in the 25200 block of 104th Avenue Southeast. A witness called 911 to report a woman had been thrown to the ground when a man grabbed her sweatshirt, according to the police report. The man then stood above the woman and yelled at her. Police found the woman standing along the street with mud on her clothes and scratches on her neck. They found the boyfriend a short distance away. The boyfriend denied he had thrown the woman to the ground. He said they were only arguing. He said he never put his hands on her and that she must have

Kent fire commissioner Riordan to retire REPORTER STAFF

The Kent Fire Department Regional Fire Authority (RFA) board recognized Commissioner Pat Riordan Wednesday, Dec. 4, for his service to both the RFA and King County Fire District 37. Riordan will retire from the board and the district on Dec. 31, according to a Kent Fire Department media release. He has served as a King County Fire District 37 Commissioner from 1997; as the Chairman of the district from

2009–2012; and as a member of the RFA Governance Board from its inception in 2010 when the Fire District merged with the Kent Fire Department. Covington Mayor Margaret Harto and Kent Fire Chief Jim Schneider praised Riordan for his dedication to the job, his support of the fire department and his keen sense of always asking the right questions. Theft Police arrested a man for investigation of thirddegree theft and malicious mischief after he allegedly stole a power cord to obtain copper wiring at about 1:04 p.m. Nov. 30 from a business parking lot in the 8200 block of South 208th Street. An employee at a nearby business called 911 to report people cutting a power cord to a semitruck parked at a company closed for the weekend, according to the police report. The witness saw a person use bolt cutters to sever the cord and then get into a green Chevrolet Blazer. Officers responded and stopped a Blazer in the area. The vehicle had two men inside. Officers saw a power cord and bolt cutters inside the Blazer. One of the men admitted he had taken the power cord with the intent to strip it and get the copper inside that he would sell to make money. The driver allowed police to search the vehicle, and they found a power cord and bolt cutters.

Police say that in the early morning hours of Dec. 1 a Kent man fired two shotgun blasts into a house in Mount Vernon where he believed his exgirlfriend was staying. But Maximillian Diltz, 23, got it wrong and, according to Mount Vernon Police, shot somebody else’s place instead. Police arrested Diltz at his workplace in Pacific on Dec. 2 and booked him into King County Jail for investigation of drive-by shooting. The Skagit County Prosecutor has since charged him with driveby shooting. According to police, the owner of the house in the 5300 block of Wellspring Road returned home just after 5:20 a.m. Monday to find two shots in his garage door. No one was home when the shots were fired, and the man told police he

When police canvassed the neighborhood, a neighbor told them that, hearing shots at about 2:30 a.m., he looked out a window and saw a white Volvo station wagon pulling away. A woman in the neighborhood later told officers that her ex-boyfriend’s car matched that description. She said that they had broken up, and that she had recently filed a police report complaining about his harassing text messages and threats to change her social-media passwords. According to police, she was staying at a friend’s house in the area at the time of the shooting. Police said officers later got information that put the woman’s ex-boyfriend in the area 15 minutes before the shooting. They also found a shotgun and shells inside his home.

Bicyclists need to share the road, and the expense Bicycle riders need to accept responsibility for their actions and expense. Riders who use their bicycles for transportation need to step up. The cost to meet their demands for bike racks on Metro, bike lanes, special street drain grates, trails, etc., needs to be understood. Automobile owners pay taxes, registration fees, inspection fees, toll fees and gas taxes on a regular basis to maintain streets and roadways, yet the bike riders pay nothing. Let's consider the bike riders paying an annual fee for bicycle registrations, an endorsement (similar to a motorcycle), an extra fee for Metro to haul the bike and an every-otheryear safety inspection for bikes (brakes, tires, lights, etc.). Explaining our city’s financial picture At its final meeting of 2013, the City Council approved adjustments to the second year of our biennial budget. I’d like to respond to your Dec. 5 article mentioning the city’s $1.9 million “surplus” in the general fund. While this seems like really great news – news that we haven’t heard since the recession began – it’s important for us to keep this information in

the proper context. The city has 21 separate funds. Imagine them as 21 separate checking accounts. One of those accounts – the general fund – has a $1.9 million balance at the end of this year. However, another account - the capital improvement fund - is $8 million in the red. We borrowed against that fund in order

There have been and handful of articles in recent weeks regarding budget plans for the Kent City Council. Because of a new business and occupation (B&O) tax, an increase in permit fees for developers and a hike on our cable television, storm drainage, sewer and water taxes, Kent has some extra cash in its bank account. The question now becomes, where do they allocate this money? The council has discussed hiring more police officers, a city jail corrections officer, adding an administrative assistant to the police chief and that we replace the turf at Wilson Playfields. I don’t know if I am oversimplifying this, but wouldn’t it be better to pay our debts before we go spending a bunch of money on other stuff ? As a result of the slow economic rebound, the city of Kent has seen its bond rating downgraded, more than once in the past couple of years. Also, the city-owned Riverbend Golf Complex loses money each year and has a $2.25 million debt. In addition, the city is paying $500,000 each year to cover some of the operating losses at the city-owned ShoWare Center. A hundred or so city employees have been laid off and others haven’t received a wage increase in some four years. Shouldn’t we take care of these things first? Pay our debts, sell the golf complex, figure out how to make the ShoWare Center profitable, give our city employees a wage increase? Another interesting suggestion is that we spend some of this extra money on a $60,000 consultant who finds and keeps retail

to limit the cuts we had to make to city operations. The excitement about the general fund balance is dimmed when we look at the “overdraft” in the capital improvement fund. To further complicate this situation, our revenues grow by only 1.5 to 2 percent per year, while expenses average 3 to 3.5 percent per year. This is called a structural imbalance. In good years, like this one, we come out OK; but in bad years, like

those during the recession, there’s no financial cushion. This is why some of us consider the increased revenues we’re seeing now as a temporary boost to our bottom line. Given the structural imbalance, the budget is unsustainable in the long term without new revenues, reduction in expenses, or a combination of both. The proposal the council approved at its Dec. 11 meeting includes some new expenditures to meet priorities discussed during budget workshops, including an increase in fund reserves and continuing to pay down the debt. I find this interesting because this month the City Council turned away a marijuana producing and processing plant that would have been a $20 million investment in Kent as well as brought 102 new jobs (ironically, the same number of city positions eliminated in Kent since 2008 to help cut expenses). With those jobs would come 102 new people spending money on gas, groceries, eating at restaurants, paying property taxes ‌ you get the point? There also have been several applications to open recreational marijuana retail stores turned away. Since the voters approved I-502 (by a hefty margin at that), isn’t the council going against the will of the people by refusing to allow

My priority is to apply these funds to the “overdrawn checking account� we have in the capital improvement fund where our debt is. At the end of the day, the “surplus� mentioned in your article is really not a surplus at all. Post-recession, we all know this city has a lot of needs. We have a maintenance backlog, we have infrastructure needs and we have a debt bill that needs to be paid. Until these needs are met, a real surplus is not

We say we want to attract more businesses to Kent yet we add a city excise tax and increase permit fees for developers. How do those two things align with our vision to bring in new business? If Kent were my friend asking me for advice, here is what I would say: repeal your excise tax (Buckley and Black Diamond have), repeal the increase in permit fees for developers, sell the Riverbend Golf Complex, figure out how to make the ShoWare Center profitable and accept the new reality that the marijuana processors and retailers are coming to town. Choosing the right plant to embrace winter

Once known as “the Christmas rose” or the “Lenton Rose” today hellebores are new and improved with larger, more colorful blooms that can bedazzle the garden all winter long. In Western Washington the wholesale grower, Skagit Gardens, has been providing hellebores that

You can now find the white blooming hellebore “Jacob” potted up and wrapped in festive red foil to give as an easy-to- grow gift plant for indoor enjoyment. The middle of December means the celebration of the winter solstice, which is the shortest day of the year. For gardeners, this means that by the end of the month, the sun will set later each day and bulbs and bud will begin to stir in a slow wake up towards spring. The cut end of any evergreen or bare branch can be poked into the moist soil of an empty container garden and they will look fresh for up to 8 weeks if left outdoors. For indoor use you can count on your cut holly, pine or cedar lasting just 24 hours unless the stems are in water. Avoid using hemlock, especially indoors as the needles fall quickly from the cut branches. Coming off of what head coach Dave Jamison describes as a “mediocre” two past seasons, the Kentridge High boys basketball team is preparing to take off for the 2013-2014 season. Returning from last season with a 12-8 record, Jamison knows his boys can do better. While he says they were “thrown into the fire” in their first two seasons as sophomores and juniors, now it’s time to step up their game. Having an average season has diminished the boys confidence, says Jamison, and he’s worked on building them up to where they feel competitive. “Now that they’re seniors, they’re good, and they should be playing like that all the time,” he said. Finding that consistency has been Jamison’s focal point during practices, as he works to bring his first and second teams in line with each other. This year, two juniors and two sophomores will join eight seniors. While the team has several standout players such as Jawan Stepney and Christoph Adams, it’s also bringing on some talented new players who have impressed Jamison. Sophomore Joran Ticeson is one such player who, according to Jamison, has good judgement on the court as well as good shooting skills. Jamison also believes his guards Keasean Kelly and Deon Thomas

will put up resistance despite being smaller players. The Chargers are a wellbalanced mix of speed and strength, with larger players like Stepney working cohesively with smaller but fast players like Thomas. “All the new kids are good basketball players, but they’re all new to our terminology and the way we do things,” Jamison said. Kentridge went to the district tournament last year, but that isn’t enough for Jamison. He plans to make the state playoffs. With a No. 4 ranking from the Seattle Times, the Chargers may be set up to do just that. The Chargers already have solid victories over Thomas Jefferson, Mount Rainier and Kentwood. They host Auburn Riverside at 7:30 p.m. Friday.

Kent-Meridian Kent-Meridian has struggled out of the gate, but coach Brian Lockhart believes that his players will ultimately have a successful season as they get their legs under them. “I really tried to select guys based on character,” he said, having had bad experiences previously with good players who were poor students. The team, he says, has “always been hounded by the academic beast.” Knowing that there’s more to life than basketball, he had to cut players who were floundering. This year, however, he aims to correct

To help him accomplish this, he’s relying on players such as point guard Quincy Brown, post Alante Peterson, and wing Brian Hatfield. Brown, he says, will set the pace while Peterson will be free to rebound and move around the court as needed. Hatfield, he says, is the best scorer on the team. As for his new varsity

Kent-Meridian building girls program BY ROSS COYLE rcoyle@kentreporter.com

The Kent-Meridian High girls basketball team has been busy both over the summer and in preseason practices to prepare themselves for an uphill battle against much more established teams. The team may be young, says head coach Deforrest Phelps, but they are eager to prove themselves. After taking over the program two years ago from previous coach Bret Drewery, he sees it as a chance to “put my stamp” on the team. His biggest struggles have been getting the girls to “buy into” the program as more than just a pastime, and build them into a competitive team. “We are building something here,” he said. Because the girls basketball coaches have been so intermittent, coaches haven’t been able to set a stable base for the team to build on. Phelps is hoping to change that. “I’m in it for the long haul to really build this program,” he said. Phelps has prioritized quashing the defeatist attitude that tends to purvey teams at Kent-Meridian. He realizes that the change won’t happen overnight, but

Three girls return to the team from last season; junior guard Sukhjit Dhaliwal, senior forward Le’Chante Raiwalui and sophomore point guard Anisha Narayan. Phelps is particularly excited to see how newcomer Chanell Cooper performs against her opposition. Phelps believes that the defensive specialist has the talent to maintain control of the team’s defensive game. “She worked extremely hard,” says Phelps, “committed herself to the gym, to the weight room, to

get to a place where she can just come in and dominate on a defensive end.” That defensive specialization is how Phelps plans to run his games. “We have a lot of athletes, people coming in from different sports, so utilizing our skill athletically, I really think we can get the ball up and down the court,” he said. Phelps is optimistic about his girls’ performances, but at the same time realistic in his expectations that the chances of a district title are slim. But that doesn’t mean that anyone going up against the Royals should expect a pushover.

“They want to be respected,” he said, “and they’re putting in the work.” The girls took a hard, 48-point loss in their league opener against Tahoma, but recovered to beat Hazen by 33 points and defeated Auburn by 24. CIRULATION MANAGER - KIRKLAND Sound Publishing, Inc. is currently accepting applications for a Circulation Manager at the Kirkland and Bothell/Kenmore Reporters. The primary duty of a Circulation Manager (CM) is to manage a geographic district. The CM will be accountable for the assigned newspaper as follows: Recruiting, contracting and training independent contractors to meet delivery deadlines, insuring delivery standards are being met and quality customer service. Position requires the ability to operate a motor vehicle in a safe manner; to occasionally lift and/or transport bundles weighing up to 25 pounds from ground level to a height of 3 feet; to deliver newspaper routes, including ability to negotiate stairs and to deliver an average of 75 newspapers per hour for up to 8 consecutive hours; to communicate with carriers and the public by telephone and in person; to operate a personal computer. Must possess reliable, insured, motor vehicle and a valid Washington State driver’s license.
