Police allege a domestic violence situation erupted between Glen B. Jensen, 43, and his girlfriend late Friday night, Jan. 10. According to police Jensen has lived with the woman for about two years. Jensen, who served on the Enumclaw City Glen Jensen Council until Dec. 31, has been charged by the King County Prosecutor with second degree assault and unlawful imprisonment, both felonies. He has also been charged with reckless endangerment, which is a gross misdemeanor. He was initially held at the Enumclaw

The popular Foothills Trail has made steady inroads throughout the region, but the White River has remained a fast-flowing barrier, preventing a continuous ribbon a pavement from Pierce County into Enumclaw and points beyond. Trail boosters have long dreamed

of a way to solve the dilemma, but realize their options are limited due to the fact that millions of dollars would be needed to see a pedestrian walkway span the river. While no one is claiming a resolution is at hand, the discussion has, at least, picked up steam. During the most recent meeting of the Enumclaw City Council, a potential solution was presented

POLICE BLOTTER ENUMCLAW RUNNING AWAY: An officer responded at 5:14 a.m. Jan. 14 to an Initial Place address after hearing of vehicle that was high-centered on a curb in the area. While the officer attempted to make contact, subjects fled on foot. All were apprehended and booked. THREE CHARGES: At 10:39 p.m. Jan. 13, a suspect was arrested and booked for being a public nuisance,

harassment and criminal trespass. CARD FRAUD: A city resident told police Jan. 12 a case of credit card fraud resulted in a loss of $249. The credit card in question was cancelled and the victim was to follow up with the bank. COMMERCIAL BURGLARY: After being told Jan. 12 of a broken window at a Roosevelt Avenue business, police determined it was connected to a commercial burglary. DOMESTIC SITUATION: Police

received calls at 9:30 p.m. Jan. 11 regarding a disturbance in the street. Officers responded to the Roosevelt Avenue address, where they arrested a man for assaulting his girlfriend and son. He was later released upon receipt of $50,000 bond. ASSAULT VICTIM: An assault victim arrived in the police station lobby at 3:29 a.m. Jan. 11. A suspect was located and, at 10:46 a.m., he was arrested and booked. HANG UP: A Jan. 10 caller told police of a man driving a pickup recklessly while talking on a cell phone. Contact was made and the man was advised of the law prohib-

www.courierherald.com iting using his phone while driving. CUSTODIAL ISSUE: Police responded the morning of Jan. 10 after school staff requested their presence to deal with a custodial issue. The issue was resolved. POLE ON FIRE: City police responded at 2:10 a.m. Jan. 9 to a Harding Street location where a power pole was on fire. Police assisted with traffic control and the scene was turned over to Puget Sound Energy. VEHICLE PROWL: Items valued at approximately $300 were taken from a vehicle at a Griffin Avenue address. The incident was reported at 9:45 a.m. Jan. 9.

ONE ARRESTED: A report of a domestic dispute that had possibly turned physical had police responding the afternoon of Jan. 9 to a Cole Street location. It was determined that no assault occurred, but a male subject was arrested and booked on a Bonney Lake warrant. VEHICLE THEFT: Police learned the afternoon of Jan. 8 of a vehicle stolen from a Semanski Street address. A King County deputy reported about eight hours later the vehicle had been found and recovered. The vehicle’s interior had been stripped, the instrument panel was missing and a spoiler had been removed.

STAFFER ASSAULTED: Police took a call at 11 a.m. Jan. 13 after a client at Rainier School assaulted a staff member and then walked away from the facility. VEHICLE PROWL: A Buckley woman told police Jan. 13 someone had stolen a purse from her vehicle. The incident occurred at a Balm Avenue address. AGENCY ASSIST: At 9:30 p.m. Jan. 11, Buckley police were called to assist Enumclaw officers who were at the scene of a fight. Upon arrival at the Roosevelt Avenue address, it was determined multiple subjects had been involved; emergency medical staff responded to treat one person for a head injury. TWO-CAR CRASH: Officers were dispatched shortly after 5 p.m. Jan. 8 to state Route 410 and Mundy Loss Road, the scene of a two-car collision. After determining there were no injuries and the vehicles were safely off the roadway, police cleared the scene.

that it has historical significance,” Searcy told the council. “Due to the federal funding involved, they’re required to look at opportunities to preserve it.” One immediate alternative is that it be brought to the Plateau to connect the trail systems in Pierce and King counties. The bridge, built in 1925 and refurbished in 1951, has a total length of 477 feet and is 21 feet wide. The agreement now in the works would include a bridge committee consisting of membership from both counties, Enumclaw and Buckley, along with the DOT. King County would serve as the lead agency. The city of Buckley was quick to jump on the plan, agreeing to the five-way interlocal agreement early last year. A key piece of the puzzle is that none of the five agencies currently has money budgeted for a White River span. But there’s a belief that grant money could be available and the committee will be looking at opportunities, Searcy said. He noted Enumclaw Mayor Liz Reynolds has had tentative discussions about the bridge with Congressman Dave Reichert. The Foothills Trail begins in Puyallup and continues to Sumner, south to Orting and on to South Prairie. Gaps still exist, but trail backers dream of the day when an entire 28-mile stretch of pavement is available to walkers, bike riders, equestrians – any nonmotorized form of transportation.

jail Jan. 11 before being booked into the Regional Justice Center in Kent and he bailed out on a $150,000 bond Jan. 14. His arraignment is set for Jan. 28. Prior conv ictions include negligent driving in 2000 and minor in possession in 1987.

Charging Documents According to the prosecutor’s charging documents, Jensen “violently assaulted the victim in her home, strangling and suffocating her.” Jensen allegedly held the woman against her will for a couple of hours. The document stated, “The victim was so scared that she ran out of her house… in the middle of the night. The defendant coaxed the victim back to her house. When the victim saw her bruised and bleeding face, she said that she wanted to go to the emergency room. The defendant offered to drive. However, once the victim was in the car, the defendant drove in a different direction, at extremely high rates of speed. The defendant refused to let the victim out of the car and she ultimately had to jump from the moving car to escape the defendant.” The Enumclaw Police Department probable cause report stated the couple got into a fight after coming home from

a party. The incident allegedly turned violent when Jensen grabbed the woman around the throat and, “strangled her which was consistent with the marks I saw on her neck, (he) then shoved her to the floor hitting the back of her head on the floor causing a lump and soreness. Jensen was on top of her, holding her down, and hit/punched her in the face. Jensen then grabbed a dog bed lying on the floor, put it over her face, and pushed down smothering (her).” The police report stated the woman fought to free and herself and fled to the bathroom. Jensen busted the door down. He then locked the front and back doors, took the woman’s house and car keys, personal and work cell phones and hid them. He would not allow her to call 911. The reported stated after holding her hostage for about two hours, the woman escaped out the back door, “… into the cold, rainy, and windy night. She was in fear for her life because she said he has never done anything like this before and was afraid of him. Jensen followed her as she ran down the alley and circled back around to her house…. She was cold and agreed to go back into the house.” He told her to go to bed and all would be better in the morning. The woman said she wanted to go to the hospital for her injuries. Jensen told her “the dog did it to her.” After she demanded to

go to the hospital Jensen agreed to take her. As they were driving toward the hospital Jensen suddenly turned in the opposite direction and accelerated up to 80 mph. The woman told the police officer she thought he was going to take her up into the woods and kill her. She fought to stop the truck and get out. The report stated Jensen hit her multiple times and yelled at her for trying to damage his truck. At one point, she tried to jump out when he slowed to make a turn and he pulled her back and her again. Jensen headed east on state Route 410. The woman told the officer she was sure Jensen planned to kill her. She was able to step on the brake with one foot and kick the truck out of gear with the other. She then jumped out of the moving truck onto the road, went over a guardrail and down a steep embankment. Jensen looked for her briefly than fled the scene. The woman climbed back up the embankment and flagged a car down that drove her to the Enumclaw Police Department. The reported stated Jensen fled a storage business and hid in an upstairs apartment refusing to answers knocks at the door or answer the phone. Police contacted him later in the morning and he was arrested without incident. Jensen was a council member until approximately two weeks ago. His most recent four-year term expired Dec. 31, 2013.

Washington state voters decriminalized recreational marijuana use by approving Initiative 502, but counties and city governments have made it difficult for the Liquor Control Board to instate marijuana businesses by prohibiting it within their own boundaries. Enumclaw is past Letters “yes” gives kids its bigoted history Voting opportunity to succeed

With M.L. King’s birthday yesterday, I found myself in an introspective mood. And after considerable self-criticism and analysis, I still feel I’m a relatively unprejudiced fellow. (I say “relatively” because I’m sure some can detect biases I’m not aware of.) Given the background in which I was raised, this seems unlikely. It’s not that my parents were especially bigoted. They weren’t. But rural, small-town Enumclaw was. In the late 1920s, the Ku Klux Klan marched down Cole Street and perhaps half the town’s population fell in lock-step behind them. During World War II, our tiny Japanese community in the Selleck area Wally DuChateau was rounded up and Columnist shipped off to God only knows where. While growing up, I frequently heard adults denounce the “damned” Jews. But perhaps the most vile hatred and violence was directed at homosexuals. Nevertheless, I somehow emerged from that intolerant, jaundiced nonsense unscathed. Consequently, during my undergraduate days I dated a black lady. She was the first African-American I ever knew. That there was anything wrong with our dating never entered my mind. Not for a second. Since than, I’ve known many blacks. For some uncanny and unfathomable reason, it seems like I’ve never fully realized they have dark skin and dark eyes; that is, I realize it on a superficial level, but not on a concrete, existential level. Does that make sense? Probably not. (It’s something I’ve never been able to adequately explain to myself or anyone else.) Today, Enumclaw isn’t nearly as bigoted as it used to be. Not by any stretch. There are few blacks in our region, but the Hispanic population has grown. There are gays and Jews. All are blending into the fabric of our general community and no one seems overly concerned. That’s a progressive and admirable characteristic of most suburban enclaves.

Our great school district is the core of our community and an important part of our reputation as a great place to live. The quality of our schools is one of the community’s strongest selling points. Enumclaw has increased its involvement on this issue. Our schools stress STEM (science, technology, engineering, math) activities in their search for the technological advantage of getting young people interested in these careers early. Enumclaw School Foundation, with the Enumclaw School District, is conducting a STEM Expo to excite these kids into careers that have a future. Come to the STEM Expo at the Enumclaw High School commons on Jan. 30, from 4 to 8 p.m. to see what all that excitement is about. A feature of the STEM Expo will be NAO, the humanoid robot. Enumclaw’s technology levy supports classroom technology upgrades. Technology is an innovative teaching tool and brings with it an opportunity for kids to experience how technology

is changing not only their classroom but also their future workplace and their world. The students represent the future in engineering, health care, agriculture, business and technology. Our students strive to reach individual goals with the knowledge and confidence that they will have the resources and teachers to do so. We also owe it our children to give them high-quality experiences as students so they can thrive as adults. Talented workers want to live in communities that will afford their children the opportunities to excel as well. Our schools are foundations in our neighborhoods. Our schools bring us together, allow us to share time and provide opportunity for us all. Our valued public school buildings need critical maintenance and upgrades to be viable learning centers. Continuing the building reserve levy is the only financial mechanism to address the Enumclaw School Districts infrastructural needs and maintenance issues. We have a legacy of excellence in our schools that has served generations of Enumclaw families. I vote “yes” for hope and optimism in our community. I vote “yes” for advances in technology merging with our classrooms. Anne Frank (1929-45, diarist) once wrote, “How wonderful that no one

Strong schools define a great community A Seattle Times story of Jan. 11 included an interview with Olivia Bannerot, Enumclaw High School’s scholar-athlete and gymnastic state champion. One of the Times’ questions was, “What do you think makes Enumclaw such a prolific breeding ground for talented gymnasts?” Olivia’s answer: “Enumclaw is full of not only talented gymnasts but talented athletes in general. I think it’s due to the fact that we are a small, tight-knit community that is very supportive and encouraging.” The school district’s Feb. 11 levy election will replace existing levies and is not a new tax. The mark of a great community is, in part, a strong school system supported by its citizens: just ask Olivia. Tom Redman Enumclaw

Appointments bring D.C. battle Another major confrontation between conservatives and the president is currently being argued before the Supreme Court. Since 2009, when Barack Obama took office, there has been a battle over confirmations between Senate Republicans and the president. The most recent conflict results from the president’s unilateral appointment of three National Labor Relations Board members during the December 2011/ January 2012 congressional recess. Based upon a January 13, 2014, article in the Christian Science Monitor entitled, “Supreme Court Justices Question Recent Appointments” by Warren Richey, it’s important to understand the issues behind this lawsuit to discern the power struggle in a fuller way. The Republican Senate perspective: According to the Constitution, the Senate has the power to confirm presidential appointments, in this particular instance, the appointment of three National Labor Relations Board members. Senate Republicans have never liked this agency that was created during the Great Depression because it tends to rule against business. Noel Canning, a Washington state bottling company, is bringing this issue before the Supreme Court. Canning sued, stating the NLRB decision against them was unconstitutional because the three board members were illegally appointed during the winter recess. The Supreme Court is made up of five justices who are conservative and pro-

business. Since George W. Bush appointed Justice Samuel Alito and Chief Justice John Roberts in 2005, the direction of the court has moved solidly to the conservative perspective. The January 2010 Citizens United campaign financing case is one of many examples. It seems to me that the Republicans in the Senate are banking that the five conservatives on the court will favor their view over that of the Democratic president. The president’s perspective: Since Ronald Reagan, Republicans have had the goal of bringing a major shift away from the social reforms created by Franklin D. Roosevelt during the Great Depression. They have focused on filling the courts with conservative thinkers whose court decisions will bring about the economic and political changes they prefer. Thwarting confirmations of the president’s board appointments through delay is part of that larger strategy. President Obama realized the Republicans do not want the NLRB to function because the agency’s purpose is to regulate business. Not confirming the presidential appointments renders the

NLRB useless and puts the power of the NLRB under a cloud. In frustration and in an act of defiance, the president decided to use the part of the Constitution that allows him to make appointments during Congressional recesses, an option created by the founders to allow for the immense amount of time it took to travel in the late 1700s. Republicans in the Senate realized the president was probably going to make recess appointments to the NLRB, so they got the Senate to remain in operation over the 2011-12 winter break, thus thwarting his plans and weakening the president. The Senate did this by voting to have “pro forma” sessions every three days during the winter break to prevent the president from making those appointments. The Supreme Court decision that comes from the Noel Canning case will decide between the president and the Senate. Will the five conservative justices vote to weaken the Democratic president’s powers or will they decide to strengthen his hand at the expense of Congress? The decision will be announced in June of this year. This case is one to watch to see which direction the Roberts court is going to take. The decision will either weaken the presidency or the power of the Senate. No matter what the decision is, the power of the Supreme Court will increase.

Students honored by Plateau service groups Members of the Enumclaw Rotary Club honored two Students of The Month during their Dec. 19 meeting and another during their Jan. 16 gathering. Sarah Morrow Sarah Morrow, daughter of Daniel and Brenda Morrow of Enumclaw, was the December recipient from Enumclaw High School. She is a strong academic student, taking multiple Sean Hayes Advanced Placement classes throughout her experience at Enumclaw High. She is a member of the National Honor Society and participates in varsity fastpitch, where she was a first-team, all-league Kaitlin Miller selection. She plans to attend Western Washington University in the fall to study computer science and play fastpitch. Sean Hayes, son of Don Hayes of Buckley, was the December recipient from White River High School. A strong academic student, he was named a Washington Scholar by being in the top 1 percent of his class. Athletically, he participates in football, powerlifting and track. He is a member of the ASB Executive Council and National Honor Society. He plans to attend Macalester College in Minnesota, majoring in biochemistry while also playing football. Kaitlin Miller, daughter of Luke and Melissa Miller of Buckley, was the

A strong academic student who has taken six Advanced Placement classes, she has a 4.0 grade-point average and is a member of the National Honor Society. She is an FFA officer, serves as senior class treasurer, Young Life member and was selected as the 2013 Buckley Log Show queen. Ilah Hardersen is a student at Glacier Middle School. She helps students who have special needs, is on the Green Team and is high academic achiever. David Lee Bannister, 62, died Jan. 6, 2014, at the Chandler Regional Medical Center in Chandler, Ariz., following a struggle with cancer and pneumonia. He was born May 4, 1951, to Nell and Fred C. Bannister Jr. and was raised in Enumclaw, graduating from Enumclaw High School in 1968. He received a bachelor of arts degree in journalism from Seattle University and a master of science degree in aeronautical engineering from DeVry University, Phoenix, Ariz. In his career as a journalist, he was employed at The Enumclaw Courier-Herald and Seattle Times/Post Intelligencer. He also worked as a technical writer for The Boeing Company and McDonald-Douglas Aircraft. He is survived by his mother Nell Bannister of Lynden, Wash., and brother Fred Bannister of Bellingham, Wash. He was preceded in death by his father Fred C Bannister Jr. He will be placed next to his father at Washelli Cemetery in Seattle. A family service honoring his life will be conducted at a later time. PETERU PEDRO Peteru “Sefa” Pedro Sr., 49, died Jan. 13, 2014, in Auburn, Wash. He was born Feb. 26, 1964, in Pago Pago, American Samoa, to Siose and Faalai Pedro. He moved stateside at the age of 23 and worked with his father building buses and working in construction. He also worked for the Muckleshoot Tribe in Auburn and owned and operated Five Starr Construction. He was the first skipper to represent the Muckleshoot Tribe on the annual Paddle to

Revised 3A, 2A league alignments take shape By Kevin Hanson

Locally, Bonney Lake High School fits that description; despite 2A numbers, the Panthers prefer playing in the SPSL 3A. Beginning in the fall, both South Puget Sound League divisions will have a new look. Sumner has grown and will depart the 2A ranks for the 3A. Taking the Spartans place will be River Ridge, which was granted membership. River Ridge currently is in the 2A Evergreen Conference. The biggest change will be coming to the SPSL 3A, which will grow from six to eight teams. Decatur has grown and will move to a 4A league, but both Auburn High and Auburn Mountainview will be dropping from 4A to 3A. While everything appears set, the changes will not be official until the WIAA executive board votes on Jan. 27.

Changes are coming to both the South Puget Sound League 3A and 2A ranks as some teams move up a classification, some move down and at least one simply changes one address for another. The Washington Interscholastic Activities Association looks at enrollment figures every two years, attempting to keep keep its six classifications evenly balanced. Enrollment ranges are shuffled every time the exercise is completed, so the 4A, 3A, 2A and 1A classifications each account for 17 percent of the state’s schools; the smaller 1B and 2B classifications get 16 percent each. Some schools choose to opt up for a variety of reasons, playing outside their classification.

The primary duty of a Circulation Manager (CM) is to manage a geographic district. Position requires the ability to operate a motor vehicle in a safe manner; to occasionally lift and/or transport bundles weighing up to 25 pounds from ground level to a height of 3 feet; to deliver newspaper routes, including ability to negotiate stairs and to deliver an average of 75 newspapers per hour for up to 8 consecutive hours; to communicate with carriers and the public by telephone and in person; to operate a personal computer. OBITUARIES FROM 9 Enumclaw High School in 1936. She married army sergeant and classical musician, John Spencer, in 1942. They had twin daughters before her husband was killed several months before the war ended. She worked at the Enumclaw Library, the Enumclaw Courier-Herald and the Kent School District. She was an avid reader and gardener, who loved crossword puzzles. She also loved running and participated in Bay to Breakers, Bloomsday and many other races with family members. For 25 years she spent part of each winter in Arizona with her husband Frank Miller, often hosting visits by members of her family. She also enjoyed dancing and celebrating her Danish heritage. She was an avid traveler. Betty is survived by daughter Sheri Vail and husband David Vail; 16 grandchildren, 26 great-grandchildren and three great-great-grandchildren. She was preceded in death by two infant sisters; sister Margaret Jensen; brothers Herluf, Rudy, Carl and Helge; daughter Sue; grandson James L. Oliver and great-grandson Michael Oliver; and former husbands Milton Wiebe and Frank Miller. A celebration of life is planned for June 7, in Ruston, Wash. Memorials may be made to the Enumclaw Library in her name.

Follow these Top 10 tips and keep trees healthy Buried somewhere in the list of challenges and hopes for the New Year are a few issues that we face in our landscapes. To highlight some of these, the following Top 10 list has been developed from situations I often encounter. Many are repeated year after year to the dismay of arborists. But first, what will be the impact of the recent prolonged cold temperatures on certain plants, trees and shrubs in our landscapes?

Cold Weather Damage

Most of our native trees and shrubs can withstand freezing conditions. However, the more exotic plants, like those with palm-like leaves, will either be damaged or killed by extended cold temperatures. Plants or small trees that are planted in pots or containers may have been damaged or killed. While they might normally withstand

such conditions, they lacked the insulating soil that normally protects the roots when planted in the ground. As spring approaches, the damaged tissue on the tips of branches and twigs will begin to darken and shrivel

up. New growth will not emerge as usual. Then decisions must be made to either bury the victim or attempt to apply gardener first aid. If new growth begins to develop below the damaged portion of a plant, the dead part can be removed for aesthetic appearances. Eventually, the tree or shrub may recover its former shape with some patient TLC. One tip is to make a cut above a bud or emerging growth that is pointed in the direction you wish the new growth to develop. Eventually, additional trimming may be required of new sprouts that have been stimulated as the plant attempts to recover from the damage.

Top 10 issues in the landscape

No. 10: Beware of the husband or lawn service that threatens your small trees and shrubs with hedge trimmers. They may be appropriate if a “sculpted” appearance is desirable. But certain popular shrubs as rhododendrons, azaleas and small trees like Japanese maples should be hand pruned to maintain a more natural shape. No. 9: The winter storm season is upon us. If a tree has fallen during a severe wind, it is wise to determine whether a root rot was

involved. If so, nearby trees may also be infected since these diseases can travel by root to root contact. Fallen trees should be checked by a qualified, experienced professional. No. 8: Be respectful of neighbors that wish to preserve their trees when view issues arise. No. 7: If tree problems arise with a neighbor, try for a peaceful settlement without involving attorneys and lawsuits. Cool heads can lead to win-win solutions. No. 6: If worried about your own or a neighbor’s trees, have a hazard evaluation done by a professional. If a dangerous situation is discovered, the investment will have been worthwhile to remove the risk and contribute to everyone’s safety and peace of mind. No. 5: If a doorbell “arborist” encourages tree removals or windsailing a tree, consider a second opinion from a certified professional. Do not be afraid to question credentials and whether a commission is to be paid on the amount quoted for the job. If so, does he truly have your best interests at heart? No. 4: Do not top trees. Unfortunately, many trees are unnecessarily butchered. The results are ugly, create maintenance nightmares and can shorten a tree’s life. Overpruning

usually stimulates sprouting as trees attempt to replace the removed leaves that served as the food manufacturing plant. No. 3: When considering using pesticides later in the spring, have a problem properly identified, select a legal and effective treatment and apply it at the right time. Overuse can lead to polluting the local environment. Follow the labeled instructions. No. 2: The best tree pruning jobs are those that appear as if very little has been done. Butcher jobs are all too obvious – especially when the tortured skeletons of trees are revealed during the fall and winter. Finally, No. 1: A big thank you to all the readers who hopefully have learned a bit from the columns. I look forward to another year of informing you about tree issues.
