King County prosecutors decided against filing any charges against a Kent property owner who in October shot and killed a burglar inside his Frager Road produce stand. There are no criminal charges in this matter, said Dan Donohoe, spokesman for the King County Prosecuting Attorney’s Office. He said the case was declined earlier this year as legally insufficient. An investigation by King County Sheriff ’s Office detectives and county prosecutors determined the 64-year-old property owner had, “implicit and explicit fear for his safety just before firing his gun,” according to decline documents obtained by the Kent Reporter through a public disclosure request. Detectives never arrested the property owner who shot and killed Pablo Young, 19, after Young and Dylan M. I-5 collisions in Kent cause 10-mile backup

Kent School District students joined 15,000 other young adults at We Day Seattle at KeyArena last Friday. The day focused on getting students excited about activism and making social change through volunteering on a local and global level. Various speakers presented ideas, ranging from starting up local community projects to

The Metropolitan King County Council on Monday recognized Tracy Tran of Kentridge High School for recording a perfect score on her advanced placement calculus test. Her perfect score is one of only eight in the world. “To be one of only eight people in the world to earn a perfect score on the AP calculus test is a remarkable accomplishment,” said Councilmember Reagan Dunn, who joined Tran, her father and others in a ceremony at the King County Courthouse in Seattle. “Tracy should not just be lauded for her academic achievements but also for her active role in the community. She has a very bright future ahead of her.” Tran answered every multiple choice question correctly and received the highest possible score for the essay section of the exam. “Everything relates back to math, whether we realize it or not,” Tran told the Kent Reporter in a December interview. “I just think it’s amazing, the kinds of things we can do with calculus. Anything in the physical world can be modeled by some mathematical equation, whether that be plants in a forest or the efficiency of a car.”

Ex-City Councilman Sharp due in court April 2 BY STEVE HUNTER

Ex-Kent City Councilman Ken Sharp had a court hearing on his first-degree theft charges continued to April 2. The King County Superior Court hearing was continued from March 19 to complete review of discovery, said Sharp’s defense attorney Mark Prothero. Discovery is the

exchange of information between the prosecutor and defense about the witnesses and evidence they’ll present at trial. Sharp resigned in January after just two weeks in office because Sharp of the pending theft charges. The council appointed Brenda Fincher last month

to replace Sharp. Sharp, who owns Minuteman Press in Kent, faces seven counts of first-degree theft for reportedly stealing $297,500 from his 93-yearold mother’s bank account and putting the money into his account. If convicted as charged, Sharp faces a prison sentence of 22 to 29 months.

Sharp pleaded not guilty to the charges in August. King County prosecutors filed charges in August against Sharp. Federal Way Police arrested him for investigation of theft in June. His mother lived in Federal Way at the time of the alleged theft. Sharp defeated Bailey Stober in the November council race by 272 votes.

Court date continued for ex-Kentridge teacher facing sex crime charge

DEVELOPER PLANS TO BUILD 30 HOMES; PUBLIC HEARING SET A public hearing about a proposal to build 30 singlefamily homes in the 24400 block of 98th Avenue South is set for 10 a.m. Wednesday, April 2 at Kent City Hall. 220 Fourth Ave. S. James Waltier, of Harbour Homes, LLC, plans to subdivide three parcels on the East Hill totaling 4.2 acres into 30 single-family residential lots, according to city documents. The development is known as the Bandon East subdivision. The property has a singlefamily home and an outbuilding, both of which will be removed. The property is zoned SR-8 (eight homes per acre) for single family residential. The site is at 24459 98th Ave. S. The public hearing is before the city hearing examiner in Council Chambers West at City Hall. A court hearing has been continued to April 15 for a former Kentridge High School teacher charged with attempted commercial sexual abuse of a minor. Brent Patrick Conley, 27, of Seattle, could receive a trial date at the King County Superior Court hearing or attorneys could ask for more time to prepare the case. He pleaded not guilty to the charge in October and is out on bail. Seattle Police arrested Conley in September outside of a Seattle McDonald’s as part of an undercover sting where a detective posed online as a 15-year-old girl seeking sex with older men in exchange for money. Conley is no longer employed by the Kent School District. He was a first year English and social studies teacher at the school last fall until his arrest. Conley did solicit, offer or request to engage in sexual conduct with a minor in return for a fee, according to charging papers. Conley admitted to detectives he went to the McDonald’s to meet a 15-year-old girl for sex. He planned to take the girl to his Seattle home for sex. [ more TRIAL page 4 ]

The owner learned more than one man was inside the office, so he called 911 from his cellphone. He kept guard at the door until Sheriff ’s Office deputies arrived. Deputies found Taylor inside the office, which had been ransacked. The office door had been kicked open. Deputies arrested Taylor for investigation of burglary. Deputies found Young dead inside the office from the shotgun wound. The property owner told detectives he had numerous break-ins

at the business. He said the fact the men returned later the same night and broke into his office with his dog inside led him to believe they could be armed and dangerous and a threat to his life. When one of the men did not heed his warning to stay in the office, he was fearful he was about to suffer harm. Taylor told detectives that he, Young and a third man had used methamphetamine by a nearby bridge prior to two of the men going to the produce stand. They thought they would find food at the stand. A meth pipe fell out of Young’s pocket after he was shot.

The former Kentridge teacher reportedly responded to an ad in a Casual Encounters section of a popular website featuring a title of, “Student looking for older men,� according to charging papers. Conley reportedly responded through email and started up a correspondence where he was told the girl was a high school cheerleader looking to make some money by having sex. The conversations via email and later text continued for two days and Conley reportedly agreed to pay $100 for sex. He agreed to meet her at the McDonald’s in downtown Seattle on Fourth Avenue. Officers observed Conley at about 7:06 p.m. on Sept. 18, arriving and parking at the agreed upon meeting location before making their arrest.

A Kent Police officer pulled over a Toyota pickup for a defective rear brake light and soon found out the driver was missing much more than a light as he had no valid operator’s license, no registration and no proof of insurance. The officer arrested the driver March 17 in the 9700 block of South 208th Street for investigation of criminal attempted identification theft, making false statements and possession of another’s ID, according to the police report. He also cited the driver for no valid operator’s license, no registration and no proof of insurance. The driver gave police a driver’s license that expired in 2012 and that belonged to someone else. The man told officers the license belonged to his brother who lived in El Salvador. Police later checked with the state Department of Licensing’s license integrity

The man then entered someone else’s room and the manager told him he

The incident occurred at about 1 p.m. March 16 when a loss prevention officer at the store watched the man take a pair of shoes and leave without paying for them, according to the police report. The man also had a warrant out of Federal Way.

Assault Officers arrested a man for investigation of fourth-

degree assault after he allegedly pushed an officer in the chest during a dispute about a theft at about 7:47 p.m. at the Home Depot parking lot, 26120 104th Ave. S.E. Officers responded to the store to investigate thefts where one person would steal items and another person would return the items for cash, according to the police report. While an officer sat in his patrol car, a man approached the vehicle. The officer exited the car to talk to the man. When the officer reached for the man’s elbow, the man reportedly shoved the officer in the chest. The officer then grabbed the man, pushed him against the patrol car and placed him in handcuffs. Store personnel said the man had been involved in the thefts. The man had his identification as well as IDs of two other people in his possession. He told police he had found the other IDs.

This year, Kent’s very own Marcus Shelton found himself nominated. Former U.S. Navy officer George Lawson nominated Shelton for his efforts to rename South 231st Street as Veterans Drive. The road has had

a history as a major military supply route since it was constructed in 1890. Shelton campaigned for some time to rename the road in honor of all veterans, including his father, Thomas Shelton. Council trying to stick us with taxes for road improvements We will be voting on a proposition where the (King County) Council has attached a road-maintenance tax to a Metro transportation tax that provides an estimated $3 million for street repairs to the city of Kent. The Kent City Council has been trying, over and over, to attach a tax on the citizens/ homeowners in Kent for road work that’s needed. The business and occupation (B&O) tax is the appropriate venue to raise money for road/street repair because it is the businesses in Kent whose 16-, 18-wheelers are responsible for the hideous condition of our streets. Kent is the fourth largest small-industrial complex in the United States, and the businesses in Kent use heavy trailer trucks to import and/ or distribute their goods. The

Teen suicide is a horrible thing and a growing health concern. According to the U.S. Center for Disease Control and Prevention, it is the thirdleading cause of death for young people ages 15 to 24, surpassed only by homicide and accidents. Such a rare, unfortunate act struck close to home March 3 when a Green River Community College international student from China was found dead on the walking trail near campus. Auburn police say that the student took his life. The Reporter’s policy is not to disclose his name. According to college officials, the Chinese consulate was informed, the student’s family notified. “Some people had no idea, other students were shocked by it,” said May Huang, a sophomore at GRCC. Huang and other students are upset that college officials didn’t directly and widely inform them of the incident. “I am very disappointed at my school for never officially releasing this information to all students as well as to the community,” Huang said. “… While international students did receive an official email, and there was a post on Facebook from a worker from International Programs (on her personal page), the entire school hasn’t been notified.” But Ross Jennings, GRCC vice president of International Programs & Extended Learning, said students and staff were notified of the death on the day it happened. “We have had three counseling and remembrance sessions specifically for students, two the week of the death and one last week, in which the name of the student was identified,” Jennings responded in an email. “The school newspaper also ran a detailed article about the suicide, also giving the name of the student.”

...obituaries Clement Quanrud Clement Quanrud, 92, died peacefully in his home in Kent on March 1, 2014 after a long and full life. He was preceded in death by his wife of 58 years, Beverly, in 2007. He is survived by his children, daughter, Karen Lynn (Rick), son, John Quanrud of Kent, granddaughter, Melanie Lynn of Christchurch, New Zealand, and his sister, Winnifred Severtson of Kirkland. He was preceded in death by two brothers. Clem was born in Bismarck, North Dakota to Ludvig and Lena Quanrud on May 12, 1921. He was the oldest of four children. He served in World War ll in the Pacific stationed in Okinawa and Japan. He settled in Seattle after the war, married Beverly, and graduated from Seattle University with a BA in Education. Clem spent 27 years as a teacher, vice principal, and principal at Kent Junior High School. He retired in 1980 and went on to become a water and sewer commissioner for the Soos Creek Water and Sewer District for the next 30 years. Ronald D. Richards Ronald D. Richards, 74, of Las Vegas, NV passed away peacefully at home February 24, 2014 after a long and courageous battle with cancer. Ron was born June 29,1939 in Salt Lake City, UT to Mable and Ronald Richards. After graduating from West High School in Salt Lake City, Ron served 4 years in the United States Air Force. For over 30 years Ron was an HVAC Contractor in the Seattle area and later was the co-owner of two businesses. He retired in 2000, and he and his wife Judy moved to Las Vegas in 2004 where he enjoyed the warm weather, spending time with family and friends, golf and “a little gambling”. Even after leaving Seattle, he was a dedicated Seahawks fan and witnessing his beloved Hawks win the Super Bowl was a “best moment”. Ron loved life, family, and friends, which often came in the form of pool/card party host. His greatest joy was spending time with his children, grandchildren, and three grand nieces; he was so proud of each of them and their accomplishments. Ron will live forever in our memories and hearts. Because of that, state and federal officials constructed an extensive reservoir and canal system designed to withstand five years of drought. The system has been so successful it has encouraged farmers to put more arid land into production and allowed waterhungry cities to create lavish gardens and exclusive golf courses. The result: a slimmer safety margin when rain is scarce. Then in 2007, everything changed. In May of that year, a Federal District Court Judge ordered the state to allocate more water to protecting the Delta smelt – a three-inch

Since then, tens of billions of gallons of water have been flushed down the rivers into the ocean – enough to flood three million acres of farmland a foot deep. The result? Less water held in reservoirs to use in times of drought. According to the House Natural Resource Committee, chaired by Spokane’s Doc Hastings (R-WA), “This man-made drought cost thousands of farm workers their jobs, inflicted up to 40 percent unemployment in certain communities, and fallowed hundreds of thousands of acres of fertile farmland.� The House recently voted 229-191 to reallocate California’s water supplies. President Obama has vowed to veto the measure. Why should we care? Be-

cause the same thing could happen here. Activists are waging an aggressive campaign to tear out dams on the Columbia River system to benefit salmon, even though the rivers have recently seen record-breaking fish runs. Now, to aid the salmon, the Obama administration wants to change the Columbia River Treaty with Canada to release more water over the dams. That will reduce the amount of water held in reservoirs, which will limit water for irrigation, reduce electricity production, resulting in higher prices, and reducing our ability to prevent deadly flooding – one of the main reasons the dams were built. The vision of free-flowing rivers is appealing – but at what cost? If we release more water from reservoirs, how will

we sustain ourselves during dry spells? What happens to the 670,000 acres of Eastern Washington farmland that depend on irrigation? What happens to the 82,000 agriculture-related jobs and $1.5 billion in wages? How will we replace the 75 percent of our electricity that is generated by hydropower? If environmental activists and the Obama administration get their way, we will be setting ourselves up for a situation much like what California faces today – higher food prices, shortages, layoffs and economic disaster. Don Brunell is a business analyst, writer and columnist. Kent’s Henley captures title Kent’s Tess Henley has been named the winner of the third annual Guitar Center’s Singer-Songwriter competition. As the winner, Henley will have the opportunity to record a four-song EP with Grammy Award-winning producer Don Was. She also will receive digital distribution through TuneCore, recording time at Converse Rubber Tracks Studios, pocket $25,000 cash and take home new gear, musical equipment. “As an independent musician, this is a prayer answered,” Henley told American Songwriter magazine. Spring opens with the crack of a ball against a bat. South Puget Sound League baseball coaches are doing their best to make the most out of limited practice time and a lightning-fast 16-game regular season. Kentridge High School coach John Flanigan is no exception. Flanigan, who has coached the Chargers for 14 years, hopes to bring his team a state title after three years of high district and state placements. Last year the Chargers knocked off rival Kentwood to take third in the Class 4A state tournament. “If we can stay mentally tough and battle through some adversity, we got a good chance to be pretty good,” Flanigan said. The Chargers are focusing on consistency. It’s easy, Flanigan says, to have brain lapses due to the pace of a baseball game. “It’s such a mental game, that’s the biggest thing,” he said. “For the young guys, half the time you’re trying to get them out of their head.”

To counter this, he designs his drills to keep his players minds sharp. “We try to make everything a competition,” he said. “Every drill that we have is a competition. We try to make sure guys are focused.” One such drill, for batting, rewards players who hit line drives and grounders but penalizes them for popping fly balls. In their last game, the Chargers flew out 15 times. While maintaining focus is important, it’s just as vital to maximize training time so players can stay consistent. With few games in a regular season, Flanigan says that it’s difficult to build up that consistency without rigorous practices. “We go from our first league game which we play (Tuesday) to the last league game in five weeks,” Flanigan said. “You got a five-week season, so you don’t have time to be in a slump, you don’t have time to not be ready to go.” Flanigan expects his veteran players to bring drive and tenacity and instill it in the newcomers. He’s fielding a solid mixture of veteran talent

The Seattle Thunderbirds defeated the Everett Silvertips 4-3 in overtime Tuesday night at the ShoWare Center to take a 3-0 lead in the best-of-seven Western Conference playoff series. The T-Birds can clinch it with a victory in Game 4 Friday at Everett’s Comcast Arena. Face-off is 7:35 p.m. Mathew Barzal scored the overtime winner four minutes into the extra period. Barzal, who had Seattle’s best chance early in the extra time, skated behind the net and out in front, where he threw a spinning shot toward the net. Everett

says that he’s aware of the challenging season but believes that with the right mindset his team can get through it. “We have, by far, the best league in the state of Washington,” he says. “Every year you go back there’s two SPSL teams in the final four, every year. Just to get out of your league in this league is an achievement. Every day you walk in it’s a battle.”

1. Weed, weed and weed some more. The tiny white blooming shot weed is the most important weed to smother with a mulch or hand pull this time of year. If you allow this imported weed to continue blooming it will shoot tiny seeds all over the landscape, hitting you in the face as you bend over and try to pull it up. Sheets of wet newspaper three to four pages thick can be layered over large patches of this persistent weed and then covered with a mulch of bark chips. Getting control of the weeds early means less work all summer long. 2. Mow, feed and lime the lawn. In our damp climate moss will always be with us. But lots of moss in the lawn is also a symptom of soil that is acid and adding lime or calcium carbonate in the spring will help to neutralize the soil and help with drainage if you soil contains clay. Fertilizing the lawn in spring helps the turf fill in bare spots where

new growth of vegetables, annuals and perennials and cleaning up decaying foliage of last year’s plants is one way to destroy the slug’s favorite habitat. Stock up on slug bait (they make several brands that are pet safe) and be sure to bait for slugs around newly planted primroses, pansies and lettuce starts. 5 chores that can wait until the weather warms (like after mid-May when all danger of frost has passed)

1. Don’t buy tomato plants unless you have a heated greenhouse. 2. Don’t plant the seeds of warm season crops like beans, corn or squash. 3. Don’t put heat loving annuals such as petunias, marigolds or geraniums into pots or windowboxes. 4. Don’t try to aerate the lawn if the soil is still wet. Water logged soil is easily compacted. 5. Don’t use a weed and feed product on your lawn. Cold night temperatures make the weed killers ineffective. moss wants to grow. Be sure to sharpen the blades on your mower for a crisp clean cut and fill in any dips and valleys with sandy loam so the lawn area is perfectly level. 3. Prune – when needed. Most roses, fruit trees and overgrown shrubs benefit from a spring pruning but not all plants need to be pruned. If you haven’t removed the old growth from clumps of ornamental grasses or if you have an overgrown spiraea, ninebark, buddleah or winter weary nandina you can cut these shrubs back to almost ground level for spring renewal. Don’t be pruning rhododendrons or azaleas in early spring or you’ll be cutting off all the flower buds. Pruning after blooming is the general rule of green thumb. 4. Feed your soil. This means add compost or manure to the vegetable garden and around hungry roses or apply an organic fertilizer such as alfalfa pellets to the soil and work this in slightly with a light raking motion. Your soil is teaming with microbes and other living critters that need organic matter to feed upon. The more living creatures in your soil the healthier your plants. 5.
