Earlier this week, three Redmond applicants were selected as part of 75 marijuana retail store lotteries by the Washington State Liquor Control Board (WSLCB). The independent, double-blind process took place April 21-25 and produced ordered lists of applicants that the agency will use to continue its retail licensing process. If an applicant is within the maximum number of stores allotted for that jurisdiction but fails to pass the licensing process, the WSLCB will withdraw the application and move to the next license application on the list. The three Redmond retail applicants are listed in the lottery results on the WSLCB website in the public records section. They are listed in the following order: The Grass is Always Greener (7867 Leary Way N.E.), W&L Holdings (8210 Avondale Way N.E.) and Diamond Medical (8771 148th Ave. N.E.). These are the top-three ranked businesses; Redmond is allotted two potential retail spots.

The proposed location for The Grass is Always Greener is in downtown between Palmers East and Mieko’s Clips. Currently, the storefront is empty with the words “Walk-ins Welcome” painted on the glass door. The Reporter was unable to connect with anyone affiliated with the proposed business. The proposed site for W&L Holdings is located at Championship Motors, a used car facility that was built in 2002 and is owned by brothers David Spencer and Steven Spencer. David said they were recently approached by a business venture interested in leasing their facility as a retail marijuana facility. “As owners of commercial property, (Steven and I) are interested in ascertaining the highest and best use for that property, and being selected in the lottery only enhances our commercial property value,” David said. He added that with the City of Redmond’s current moratorium on all marijuana-related regulations, he and his brother entered a non-binding letter of intent [ more POT page 7 ]

A 54-year-old Redmond woman has been charged with assault in the first degree — domestic violence for reportedly stabbing her 66-year-old husband on the morning of April 28, according to King County Superior Court documents. Defendant Christine Welker was charged on April 30 and is being held
in King County Jail in Seattle on $500,000 bail. She is scheduled to be arraigned on Tuesday, according to a press secretary for the King County Prosecuting Attorney Office. Redmond Police Department (RPD) spokesperson and officer Julie Beard said the victim has been released from Harborview Medical Center in Seattle, where he and his wife were transported after the
incident. Police responded to the home in the 9600 block of 173rd Place Northeast at about 3:54 a.m. on April 28. According to the police report, the victim “woke up after being smacked in the head by a knife.” The victim added that he and his wife struggled to gain control of the knife and “she was determined to kill me and herself.” While questioned in the
hospital, the defendant said there was a struggle, but she couldn’t remember what happened, the police report states. When told she was under arrest, the defendant said, “I’m sorry.” According to charging documents, another struggle ensued after the victim went downstairs and fell down. With a knife sticking out of his neck, the documents continue, he
managed to flee the scene and make it across the street to a neighbor’s house to ask for help. The neighbor told police that the victim had multiple stab wounds to his neck, documents state. Police arrived to find the victim lying in a pool of blood on his neighbor’s front porch with multiple stab wounds to his neck and back. Police found the knife underneath his back.
Across the street, the defendant barricaded herself in the house, according to documents. Police entered the house and found her in the bedroom with what appeared to be self-inflicted injuries to her wrist and throat, the documents continue. According to RPD, there was no one else in the residence and there is a history of domestic violence between the two.

When Jan Harris was diagnosed with stage-three breast cancer 21 years ago, she went to a lot of support group meetings. From that experience, she learned that not a lot of people enjoyed attending those meetings — for a number of reasons. Two

of them are that they’re not comfortable sharing their story with many people, and also hearing so many
people share their stories is not exactly uplifting. Harris said what she — and others — wanted was one-on-one support from someone who had been there and had experienced what she was going through at the time. “They want to talk to someone who’s had (breast cancer),” she said. Since she couldn’t find
anything out there to fulfill this need, she decided to do something about it and it has been 16 years since Harris founded Angel Care. The nonprofit organization is based in Redmond and pairs individuals newly diagnosed with breast cancer — referrals — with breast cancer survivors — volunteers — who provide the type of one-on-one support she had been seeking when she was diagnosed and going through treatments.

Angel Care volunteers are there for the referrals — who are typically women, though men are occasionally diagnosed with breast cancer — to help them through their journeys with breast cancer. Thursday, May 1 Vehicle prowl: At 8:46 p.m., Redmond police took the report for a vehicle prowl at a park in the 9000 block of 196th Avenue Northeast on Education Hill. Trespass: Redmond police had a homeowner sign a general trespass letter for an abandoned house in the 6000 block of East Lake Sammamish Parkway downtown at 1:34 p.m. Phone harassment: An employee at a commercial business in the 18200 block of Northeast 76th Street downtown reported telephone harassment at 12:11 p.m. The investigation is ongoing.
Gym-locker thefts In the last week, there have been about nine theft reports coming from the Gold’s Gym at 7956 178th Place N.E. in Redmond. Redmond Police Department spokesperson and officer Julie Beard said the thefts occurred in the gym’s men’s locker room and it has been mostly cash that has been taken. “We’ve got some possible suspect information and are investigating,” she added.

through email to answer any questions that have not been answered by their medical providers or just spending time together. “It’s up to the referral and the volunteer,” said Angel Care Executive Director Beverly Jacobson, who is also a breast cancer survivor. She said one of the things that makes the organization unique is the one-on-one support they provide. This uniqueness manifests through people from around the country contacting them about their services even though the Angel Care is a local organization serving the Puget Sound area — mainly in King, Pierce and Snohomish counties — Jacobson said. All of Angel Care’s services are free. When pairing a referral and volunteer together, she said some of the things they look at include the referral’s diagnosis, providers and treatment plans as well as where they live. This way, they can be matched with a volunteer who has had a similar experience as they have and lives close to them, as well. Jacobson added that if the pairing does not work out, they encourage referrals and volunteers to let them know so they can be matched with someone else who may be a better fit.
EXTRA TRAINING AND SERVICES
Angel Care volunteers are required to go through two all-day training sessions each year. Jacobson said these sessions feature various experts in the field so their volunteers are aware of the latest treatments, medications and more. “Our volunteers have to be up to date,” Harris said, who added that since she was diagnosed, there have been a number of new developments in breast cancer treatments. In addition, Jacobson said Angel Care occasionally extends its services to a referral’s loved ones, though this depends on the referral and volunteer’s relationship. There have also been cases in which one of Angel Care’s male volunteers will speak with a referral’s significant other to help them through the process, as well.
WALKING FOR A CAUSE
Tomorrow, Angel Care will hold its 3rd Annual Wings of Courage 5K Walk at Marymoor Park in King County near Redmond. The event is a fundraiser for the organization. The walk will be from 9-11 a.m., though check-in begins at 8 a.m. Participants can register ahead of time or on the spot and the cost is $40. There will be door prizes as well as awards for various categories including best “angel wings,” most number
of walkers on a team, most funds raised as a team and more. The presenting sponsor for Wings of Courage is NVIDIA, an international tech company that has an office in Redmond. Chuck Scott, the NVIDIA site leader for the company’s Redmond location, said their company’s CEO encourages local sites to participate in their respective communities and for his site, the Wings of Courage event fit the bill. NVIDIA became involved in the event through Pam Everett, an employee who had a mutual friend with Harris and Jacobson, who is also a breast cancer survivor. Everett said she suggested the Angel Care 5K to Scott and others at the office — which is mostly men — as something they could do together as a team and they readily agreed. The office will have a team of 33 participants tomorrow. “It didn’t matter that it was breast cancer,” Everett said, referring to the fact that it is mostly women who are diagnosed. Harris pointed out that even though breast cancer is a predominantly female disease, it affects more than just the woman. It affects their families and friends, which makes it an easier cause for people of both genders to support.

Tom makes right choice for the right reasons The announcement that Sen. Rodney Tom of Medina will not seek re-election to the Legislature certainly jump-started the political season. Tom, a Democrat, already was facing a challenge in his own party from former Kirkland mayor Joan McBride. That wasn’t surprising since many Democrats were livid that Tom — who currently represents the 48th Legislative District, which includes Redmond — became the Senate Majority Leader when he and another Democratic senator joined with the Republicans to give them control of the Senate. While Tom stepped down as a Democrat, he once was a Republican. That ability to see the good in both political outlooks probably is more in tune with most voters. Truebelievers may run the parties, but they don’t speak for the majority of people in this state. That’s one of the reasons voters approved a top-two primary system. Republicans won’t want to admit it, but Tom was right to switch to the Democratic Party some years ago. The GOP was stubborn on social issues that over time put them at odds with the majority of people in this state. Likewise, the Democrats have too often shown that they are far too willing to raise
taxes to promote social programs that, while admirable, aren’t affordable. Tom, to his credit, wouldn’t go along and thus the Senate coalition was born. What’s unfortunate is that the political polarization that has hobbled Congress for several years is showing some of those symptoms here, too. To say it’s unhealthy is an understatement. Tom is stepping down for personal, not political reasons. His 85-year-old father recently was hit by a car while walking in the grocery store parking lot (in a crosswalk with his
cane). Tom is the only son who lives in the area to help him with his recovery. “I have always said that health and family are my number one values, and instead of that being merely a campaign slogan, I really do try to live by them,” Tom told his Senate colleagues. As he has many times in the past, Tom is making the right decision for the right reason. We’ll miss that in Olympia.

I’m not a huge fan of blanket statements — I think they’re dangerous and too simplistic. For example, “If you’re not for the war, you’re against our troops.” That statement doesn’t begin to take into account the broad range of feelings on the subjects of war, violence, foreign policy, etc. The latest hot-button issue in our community is the Lake Washington School District bond measure that just went before voters and was defeated. It would be easy to say, “If you’re not for the bond, you’re against kids,” but again, that’s probably too broad and doesn’t begin to capture the range of reasons people might vote against this measure. I understand that some people may feel that the school district hasn’t spent its money wisely in the past (and as a result, shouldn’t get more). I also understand that some may feel the district hasn’t done all it can to figure out the overcrowding issues, or that they’re not creative in finding other ways before asking the voters to open their checkbooks. That’s fine… But, we’ve done this to ourselves — we’re the victims of our own success. Communities in the school district boundaries are such desirable places to live that more and
more people are moving in, many of them with school-age children, and builders are rushing to keep up with the demand. Whether you have school-age children in Lake Washington or not, you too live in this community and reap the rewards of a larger tax base (provided by more residents and businesses). All of us have made these communities grow and thrive and all of us share (or should share) the rewards and burdens. If you voted “no” on the bond measure, thinking you’re sending a message, I would encourage you to find other ways to say it that won’t directly impact our children. If the school district hasn’t spent wisely in the past, hold them accountable and ask for more oversight, but don’t withhold money thinking that the problems will go away. If the district isn’t being as creative as possible, join the PTSA and make your voice heard — lay out your version of an alternative solution. You/we (the voters) hold the power to make or break this school district and to influence the direction of our communities for years to come. How many people will move into our communities when the schools are ridiculously overcrowded? How far will our tax base drop when workers and businesses move out of our area? This may seem far-fetched, but if we dodge this issue too many times,
it won’t be.

Shocking comments on mosque story I can’t believe some of the prejudiced comments I read in the Seattle Times’ online comments section concerning the proposed construction of a mosque near Microsoft (Redmond Reporter, May 2). I am Jewish and I support building the mosque. The United States has freedom of religion. There is no indication that the people supporting this project are extremists. The Muslim community provided the Easter meal to the severe weather shelters in Bellevue last month. That is part of Eastside Interfaith. In the hope that the Muslim community will reach out to other religions, such as the Jewish community, in support of world peace and against extremism, we should support their efforts to build a house of worship. It will also make families feel less isolated and provide a means to help those in need. As for the traffic, Microsoft produces the traffic on the weekdays. If the mosque members have services on weekends, they will create very little traffic in comparison to that. The mosque members would also be able to reach that location on the 545 and B buses, so they don’t necessarily have to drive to get to
events. I am glad they have decided on a commercial area near Microsoft rather than tearing down trees in a residential neighborhood.

Thanks to lawmakers for addressing the needs of women cancer patients If a woman develops breast or cervical cancer, whether or not her life can be saved should not be determined by the size of her bank account. The new health care law addresses this inequity, but as the transition to it takes place, some women are in danger of slipping through the cracks. Our concern for these vulnerable women motivated us to join the volunteers of the American Cancer Society Cancer Action Network for their Lobby Day in Olympia. With cancer survivors and caregivers, we met with legislators from all parts of the state to ask for the restoration of the Breast and Cervical Cancer Treatment Program (BCCTP). It was time well-spent. Our lawmakers told us how cancer had touched their lives and that they were interested in discussing continued funding for the BCCTP. LWSD plans for growing enrollment Submitted by the Lake Washington School District Lake Washington School District (LWSD) on Tuesday outlined the specific actions it will take over the next year and beyond to accommodate its rapidly growing enrollment. The total number of students served by the district grew by more than 1,600 in the last two years, more than any other King County school district. An increase of approximately 4,000 students is expected over eight years. The district proposed two bond measures this year, in February and April, to provide funding to build new schools. Neither measure gained the supermajority (60 percent) needed to pass although both received a majority of votes. King County Elections certified the special election results on Tuesday: 52.59 percent approved and 47.41 percent rejected. “We have a number of actions planned for next year, many of which would have been needed no matter the outcome of the bond measures,” noted Dr. Traci Pierce, superintendent. “However, without the potential of new
school buildings in two years, we will also have to determine additional actions for the future.” The actions planned for 2014-15 include: • Continue the temporary boundary adjustment between Rosa Parks and Wilder elementary schools. • Implement the planned temporary boundary for new housing developments involving Rockwell, Einstein and Mann elementary schools. • Begin a district-wide process to review and adjust all school attendance bound-

BCCTP has enabled uninsured and underinsured women to be screened for breast and cervical cancer, and for those diagnosed with cancer to receive health care coverage to treat their cancer. When the legislature adjourned, we were delighted to learn that the BCCTP was included in the final budget. We especially applaud Sen. Andy Hill and Rep. Ross Hunter for putting a high priority on the needs of women cancer patients in the state of Washington. It is reassuring to know that even during contentious times in Olympia, there are level-headed and sensible elected officials who do what it takes to ensure that no woman with cervical or breast cancer is denied care based on the size of her bank account.

Couple trying to bring their adopted sons home Boyers among hundreds of families stuck in adoption process with the Democratic Republic of the Congo SAMANTHA PAK spak@redmond-reporter.com
For about a year and a half, Jason and Jennefer Boyer have been living in a paperwork-filled limbo. It all began when the Boyers — who lived in Redmond for five years but recently moved to unincorporated King County between Redmond and Sammamish — decided to adopt children from the Democratic Republic of the Congo (DRC). After filling out the different forms, sitting through a home study and going through everything else that was required of them to be approved, they were matched with two brothers — a 1-year-old named Luke and a 3-anda-half-year-old named Andre — in September 2012. That fall, Jason and Jennefer went through more red tape to be approved by the Congolese court system. Once that was completed and it was established that Luke and Andre were indeed orphans, the Boyers officially adopted the two boys.

Jennefer said they expected to be able to bring Luke and Andre home by January 2013, but the U.S. Embassy made some changes to how it processed the paperwork and decided it wanted to do a

During this time, Jennefer said she and her husband visited DRC twice, in late March and early April 2013 and July 2013. The first trip was to meet Luke and Andre and the second was to bring them home. But it didn’t work out that way. “We didn’t get to take them home,” Jennefer said. “It was a great trip. It was hard to leave, for sure… but we don’t regret going to see them.” She said their case has been thoroughly investigated by both countries’ governments and the two children have passports with visas in them. All that is needed to bring the boys home is an exit letter. But on Sept. 25, 2013, the Congolese government suspended all exit letters and Luke and Andre —
who are now 2 and a half and 5 years old, respectively — are still in DRC. “We fully support the rigorous background checks, applications, home studies and investigations of both the boys and ourselves to ensure that these children are going to homes that will provide what they need in the best way possible,” Jason said. “Having finally worked our way through this arduous and expensive process, it is heartbreaking to be denied with the finish line seemingly in sight.” In addition to Luke and Andre, the Boyers have two birth daughters who are 4 and 5 and a half. Jennefer said their girls are excited about having brothers and talk about them “as if they are already here.” “They always pray for their safety…and it breaks my heart,” Jennefer said about her daughters.

The Boyers are among hundreds of families throughout the United States who have been stuck somewhere in their adoption process with DRC. Adoption attorney Kelly Dempsey said there are anywhere between 500-600 families stuck at various stages in the process and about a third are like the Boyers, who have already legally adopted their children. Dempsey connected with this case as general counsel for Both Ends Burning, a nonprofit advocacy organization dedicated to ensuring every child’s right to a family. She said once Both Ends Burning became involved in the issue, they invited the waiting families to join them in an advocacy campaign to

resolve the pending adoptions. The first part of the campaign was an online petition on Petition2 Congress.com that would send letters and emails to members of Congress. The petition was posted at the beginning of April and as of Thursday, 113,686 letters and emails have been sent.

The letter asks Kabange and Ponyo for their help in resolving the issue and offers support to the DRC government “in its efforts to ensure that adopted Congolese children are safe and well-cared for and that future intercountry adoptions between our countries continue to be conducted in an ethical, transparent manner.” The letter also asks Kabange and Ponyo to consider allowing the American families “who have legally completed the adoption process to move forward” and specifically requests they expedite processing for pending adoptions of children whose health is at risk; begin issuing exit letters again and provide families who have finalized adoptions on or after Sept. 25, 2013 “with a means for obtaining” exit letters. In addition, Secretary of State John Kerry visited DRC recently and spoke on the topic. The pending adoptions was not originally on his agenda, but it was added once he became aware of the issue. “I urged President Kabila to move as rapidly as possible in the review of the situation that raised some concerns, and also to lift the new freeze on international adoption from the DRC,” Kerry said in a statement. “We want to enable Congolese children, who seek to, to be able to be matched with parents abroad who are eager to provide them with a secure and happy future… I have seen this firsthand. My sister has adopted a young child from China. I know how positive and important this can be for everybody concerned, and I think it’s an issue that’s important to all of us as a matter of basic human decency.”

Local students receive National Merit Boeing scholarships Redmond residents Bijoya Basu, a student at The Overlake School, and Mary E. Gwin, a student at Inglemoor High School, both received National Merit Boeing scholarships. Basu plans to study neuroscience and Gwin plans to study medicine. About 1,000 high school seniors have won corporate-sponsored National Merit Scholarship awards financed by about 200 corporations, company foundations and other business organizations. Scholars were selected from students who advanced to the finalist level in the National Merit Scholarship competition and met criteria of their scholarship sponsors. Corporate sponsors provide National Merit Scholarships for finalists who are children of their employees, residents of communities the company serves or who plan to pursue college majors or careers the sponsor wishes to encourage.
Although Redmond has been allotted two potential retail spots, a Reporter story in February states that with the way the city is laid out and zoned, the only marijuana-related businesses that would be allowed are production or processing businesses. In the story, Deborah Farris, a code enforcement officer for the City of Redmond, said, “there’s no retail (space) where they could go” that would meet the 1,000-foot buffer criteria. Anne Marie Peacock, communications specialist for the city, said this has not changed and it is still to early to know if any rezoning will be done to allow for marijuana retail businesses.

The city’s current moratorium on all marijuanarelated regulations runs through Sept. 2, but the topic has been on the agenda for City Council at previous study sessions and for future study sessions. The first study session was April 22 and the next one will be Tuesday, Peacock said. In a memo to City Council, the Redmond Planning Commission “recommends the adoption of permanent regulations to allow marijuana and marijuana-uses in all zones throughout the City that are compliant with (the state’s application process, qualifications and requirements to obtain and maintain a marijuana license) and local land use zoning regulations.” The Planning Commission also recommended that amendments should be made to the Redmond Zoning Code to adopt the permanent regulations listed above and to require all marijuana processing, producing and retail be “conducted in a permanent structure.” The latter would prevent “all marijuana and marijuana-

Sarkis Johnsen, who is the stepson of FTI owner Robert Diamond, said they applied for a retail application because it is always good to be on the leading edge of any industry. “My dad said, ‘If they’re going to make it legal, why not go for it?’” Johnsen said. Johnsen said it has been tricky with the city’s mora-
torium, but they are ready with a long-term plan if they are given a license. He added that they plan on having a secure store with everything locked up under glass prior to purchase. As for being ranked third, Johnsen said, “I’m happy with No. 3, if the other applications don’t come through, I’m ready.”

For parents with children with developmental disabilities, a common concern is their son or daughter’s quality of life once they become an adult. This was a concern Eric and Jacqueline Reichanadter had when their 19-year-old son Austin Reichanadter, who has autism spectrum disorder, graduated from Redmond High School in June 2013. To help with this transition into adulthood, Austin is enrolled in Lake Washington School District’s (LWSD) Transition Academy, a community-based program for young adults 18-21 with developmental disabilities, preparing them for life. “Transition Academy has been great for us,” Eric said. He said the program
gives Austin and his peers — other young adults with developmental disabilities — the opportunity to learn various life and job skills to help them navigate throughout their communities. Eric and Jacqueline said they became aware of the Transition Academy at an important point in their son’s life as they were trying to figure out what Austin would do now that he was no longer in school. Eric said their efforts dovetailed nicely with the Transition Academy’s mission to help students become productive members of society. While the Reichanadters were not sure what their son’s next step would be, they knew it would have to be art oriented as Austin is an avid drawer and has been since he was about 3 years old. people began expressing how impressed they were by his artistic ability. About a decade and a half later, Austin is still drawing and it’s as if he has never put down his pencil. Jacqueline — who, along with her husband, is an engineer — said Austin draws pretty much from the moment he wakes up to the moment he goes to bed unless he has activities planned. “We go through so much paper, it’s unbelievable,” she said, adding that the paper doesn’t even have to be blank. “Whatever he has (in front of him), he’ll just start drawing.” Austin, who draws mostly animals, said he enjoys drawing and art because it helps him express himself. On Saturday at 6 p.m., the Redmond-based Muslim Association of Puget Sound (MAPS) will host a screening of the groundbreaking docudrama, “Enemy of the Reich: The Noor Inayat Khan Story,” at Lincoln Square Cinemas in Bellevue. [ TRANSITION from page 11] Transition Academy (FTA) hosted a fundraiser at the VALA (Venue for Artists in the Local Area) Art Center at Redmond Town Center that benefitted the program and featured Austin’s artwork — some of which was auctioned off that evening. “It feels great,” Austin said about seeing his artwork on display on the art center’s walls. Jacqueline said the event came about after she learned that a friend who was on the FTA board of directors had wanted to do a gallery show. The Reichanadters saw this as an opportunity to get some exposure for Austin and his work as well as help a population that needs help. “Funding for special needs is always an issue,” Eric said.
The producer of the film, Michael Wolfe, will be present to discuss what inspired him to produce the film and to answer questions. The film recounts the story of Noor Inayat Khan, a Muslim covert intelligence officer who died fighting the Nazis during World War II. Sharyn Nagasawa, who is on the FTA board and has a daughter enrolled in the Transition Academy, said the money will go toward scholarships. These scholarships help pay for students who may not be able to afford things such as bus passes and gym memberships as these are a few skills — riding the bus and attending an exercise class — the students must learn in order to navigate the world and be involved members of their communities. “Our classroom is essentially the community,” said Richard Haines, a co-coordinator and teacher with the program. He said having an event like the one at VALA showcases a talented young man that people may not
otherwise know. Haines said the event also shows that each of the students at the Transition Academy has a unique talent to offer the community. “(Austin) is way more than a person experiencing a disability,” Haines said. Jacqui Calladine, outreach director for VALA, agreed, saying it is important to value Austin’s — and other artists’ — artwork for what it is and that it stands strongly on its own. “I think (Austin’s) work is beautiful,” she said. “We see the value of the artwork itself.” Calladine said Austin’s story just makes his work stronger and having Thursday’s event support a good cause and a young man’s career is a bonus.
