As the investigation unfolded Sunday morning into the bludgeoning death of a transient in the Highlands, officers weren’t sure of his identification. His face and head had been severely beaten by a hammer, which was found nearby in a hedge next to a bank, its claw covered with blood. But passersby recognized his shoes and offered officers the name of a 52-year-old man. As of Wednesday morning, the King County Medical Examiner’s Office had yet to release the victim’s name, although according to police he was a long-time Renton resident. Trail to be detoured during library construction; bridge open for River Days With the announcement that the Cedar River Library would be closing this weekend for construction, questions have arisen regarding the construction schedule, the placement of fences and effects of the construction on events at Liberty Park, such as River Days. This week, the city gave a little more detail on the plans and said that a deal has been worked out with the contractor to make sure the pedestrian bridge at the library will be open for the weekend-long event. to begin on the new facility, scheduled to pen in September 2015. During the closure, a temporary facility will be open at 64 Rainier Avenue South. The approximately 2,000-square-foot is located in the plaza at the corner of Rainer Avenue South and Airport Way. When construction begins downtown, a fence will be set up around the library parking lot, which will be used for staging. The lot at the 200 Mill building will remain open, though during most of construction, the bridge will be closed. LUNCH PROGRAM BEGINS MONDAY

The Renton School District and the City of Renton will once again host the free summer lunch program for children up to 18 years old at locations around the city. The program runs through Aug. 17 at schools, apartments, churches, community centers and parks in Renton. The program is open to the public and no registration is required. The REACH Center of Hope celebrated its first anniversary on Monday with a special ceremony honoring the volunteers that made it possible and highlighting the work they’ve done. Accoridng to Director Dr. Linda Smith, the center, which until earlier this year was 100 percent volunteerstaffed, in its first year served more than 905 residents, provided more than 2,112 meals, 549 showers, 789 bus tickets and helped move 13 families from homelessness into housing. The center, located in the old jail at City Hall, is a day center and night shelter for homeless women and children including boys over 12. At night, the families are housed at various churches in the area that are part of the Renton Ecumenical Assoication of Churches. A handful of families that were helped by the center were on hand to show their support and several volunteers were honored for their contributions. “We believe we’re making a difference and we believe we will continue to make a difference,” Smith said.

The Renton Kiwanis Clothes Bank is experiencing a shortage of men’s clothes. Its inventory for men never really is high, but the last couple of months there has been a definite shortage, said Sandra Williams, clothing bank manager. “I think there’s a shortage because men don’t give away their stuff, women do,” Williams said, chuckling. “Men hold on to it for a long time.” She also said that the change in seasons could have something to do with their low donations. Men who frequent the shop, who are often homeless, are looking for warm weather clothes and interview attire, which the clothes bank

doesn’t have a lot of currently. The clothes bank is in particular need of pants, underwear and socks for men, especially large men’s clothes. Staff is looking for men’s sizes 32 to 40 in pants. “We like to dress them,” Williams said. “That’s one of our wish lists’ that we get more men’s underwear, socks and pants.” The clothing bank accepts clean, wearable clothing at the store from 2 p.m. until 5 p.m., Monday through Thursday. LaVonne M. Yount, 83, of Zebulon North Carolina, passed away June 9, 2014. She was born August 13, 1930 to Cecil and Mabel Huff in Spokane,Washington. She graduated in 1948 from Mead High School. Later that same year she married her husband of 52 years, Clifford H. Yount. After having 2 children in the Spokane area they relocated to Seattle/Renton, Washington where over time had an additional 2 children. After raising four children and retiring as a catalog clerk from Montgomery Wards they returned to the Spokane area (Chattaroy) in 1986. After the death of her husband Cliff, in 2002, LaVonne moved to Yuma, Arizona, then Deerfield Beach Florida and finally Zebulon, N.C. She was preceded in death by her husband Cliff (2002) and son Patrick (2013). She is survived by sons, Mike and Terry, daughter LaVonne Gill, sister Kay Campbell, 8 grandchildren and numerous great-grandchildren. Her legacy is that of a loving mother, great friend with a wonderful sense of humor and loving smile. She loved crafts and crocheting Afghans for family and friends. A special thanks her grandson Paul, wife Ari, Kindred Rehab, and Stephanie Smith for assisting in her care.

Larry J. Stevens

Larry J. Stevens passed in peace May 21, 2014. He was born in Cheyenne, Wyoming May 11, 1942. A Renton resident for almost 40 years, he is survived by his son Brett and daughters Vicki and Deena. He also is survived by seven grandchildren, A.J., Anthony, Nikoli, Andrew, Izzabella, Olivia and Amelia. Dad was proud to serve as a military policeman during Vietnam. He then had a long career at Continental Airlines before opening the Fairwood 7-Eleven. Anyone who grew up in Fairwood had a Slurpee from his store. He was an MP, a cowboy, a farmer and a business owner. But most importantly, he was a loving father, grandfather and friend. Dad was interred at Tahoma National Cemetery May 27. In lieu of flowers, we ask that donations be made in his memory to Fisher House, www.fisherhouse.org. Dad, if the Broncos had to lose the Super Bowl, at least they lost to the Seahawks. We love you and will miss you.

Renton swimming beaches and the Henry Moses Aquatic Center will open for their summer season this Saturday, June 21. Approximately 20 lifeguards have been hired and the City of Renton will continue to hire more throughout the summer. This week, lifeguards were busy receiving general training on Red Cross certification, first aid and how to deal with blood borne pathogens, all of those issues on land and in the water. “A lot of it is just a refresher; we go through scenarios,” said Brandi Burke, recreation coordinator. Burke is responsible for aquatics, health, wellness and outdoor recreation for the City of Renton. “We kind of set the park up to simulate if an incident was to happen,” she said on Monday. “So all of those things

we kind of go over during the week and then the normal guest service, customer service…” Most of the lifeguards are college kids, originally from Renton, Kent and Tukwila and a few from California. All of the lifeguards for Kennydale Beach and Gene Coulon Memorial Beach are returning. Added this year is a new water feature toy for younger kids, complete with a slide. The toy is a nice addition for children, who are less than 48 inches tall, which is the requirement for the larger slides. Also new this year are lifejackets, which will be available at the center and both beaches for free. “Previously our beaches and this facility, Henry Moses, did not have lifejackets available,” said Burke. “The bottom line is not everybody can afford to purchase a lifejacket. Everybody does deserve to be safe.” Lifejackets aren’t required at the center or the beaches, but a quick swim test is given at the center to see if a lifejacket is necessary. The Henry Moses Aquatic Center opens at 10 a.m., Saturday. The swimming beaches will be open from noon to 8 p.m., daily. There are those reasons, she said, but also a host of others having nothing to do with religion or protection from public schools. Presently at her school, Knox named students who sought out the program because of busy extracurricular activities such as acting and ice skating, which needed a more flexible school schedule. “They (parents) have really specific things they want their students to learn and they want to kind of control what they’re (student’s) hearing,” said Knox. “But there are so many other reasons.” Spring Glen’s H.O.M.E. program has four parttime, certificated teachers for the upper grades and certificated teachers, who

More than half go on to four-year colleges after they do their two years of Running Start, she said. “It’s just a really welcoming place,” Knox said. “The parents have to stay onsite with their kids, if they’re under 12 years old. And so there’s tons of parents and kids all the time. That’s why calling it the H.O.M.E. program, some people call it their second home.”

“At some point in our journey our focus changed from being a great gathering space with some food to be a restaurant…we are attempting to turn this bus around and truly become the community hub we’ve always envisioned,” said Gretchen Mertes, in an email to the organization’s volunteers. Renton mom Laurie Battermann said that her family has benefited from participating in the Renton School District’s home schooling program. “We love it,” she said. “It’s been a super good fit for our family. The kids really love it and they’re doing really, really well.” Her three oldest children, of four, attend the H.O.M.E. program, or Home school Opportunities for Merging Education, at Spring Glen School in Renton. The program hosted its annual open house on June 3. Battermann, along with other parents and families in the program, led tours and answered questions about the home school curriculum for interested parents. Although home schooling is more work for parents, Battermann said it’s well worth it. “It is work, but it’s also a lot of fun because I kind of get to relearn things with my kids,” she said. “And we just enjoy being together as a family, so it’s worth it.” Students in the program attend enrichment classes one or two days a week, covering a wide range of subjects such as fun with math and science, language arts, current events, gardening, drama and others. The rest of the time students are instructed by their parents or families at home, receiving five to six hours of homework per class, for the upperclassmen. The H.O.M.E. pro-

gram is for kindergarten through 10th grade. “(Enrollment) has actually gone up the last couple of years a little bit,” said Ginny Knox, director. “We really can’t take more than about 120 kids cap because we only have limited space here.” The program has undergone state changes to documentation in Ginny Knox recent years and today has right around 100 students at the school. Parents cite all kinds of reasons for enrolling their children in this home school program, said the school director. “That’s a very interesting question because there’s probably as many reasons as there are families,” said Knox. Find wisdom about political ethics in a bag of Doritos Amid the dialectic contours in Olympia they are trying to figure out if influence can be peddled with a few bags of Doritos or a $12 meal. A panel empowered to guide elected leaders along a righteous path is struggling to draw clear ethical boundaries for lawmakers when dining and drinking with lobbyists. State lawmakers are allowed to “accept gifts in the form of free food and beverage on infrequent occasions” if it’s related to their official duties. But existing law doesn’t define “infrequent.” Pressure to come up with a definition arose following revelations a handful of legislators regularly dined on lobbyists’ dime during the 2013 session. Several of them may have done so while collecting taxpayer-funded per diem payments, according to research compiled by reporters for a public radio station and Associated Press. The Legislative Ethics Board, a panel of lawmakers and legal minds, is trying to provide clarity on the rules but members are thus far unable to agree on whether “infrequent” should be defined in terms of a specific number of meals. Also, they are wrestling with what exactly constitutes a meal and at one point must lawmakers report them. Right now, legislators must report whenever they are treated to meal worth more than $50. That brings us back to Tuesday’s meeting of the ethics board and a confession from Rep. Drew Hansen, D-Bainbridge Island, that a bag of Doritos can be a meal for him. He wanted to know how many bags of Doritos a lawmaker can accept from a lobbyist before it becomes a meal that must be reported as a gift. The answer he got from the board counsel was that it’s not crystal clear but if he gets $50 worth all at once it likely needs to be declared. That didn’t sound like a problem to Hansen who endorsed limiting lawmakers to an average of one free meal per week and to report those exceeding $5 in value. Such a course of action didn’t set well with other panel members who contended it restricted lawmakers’ ability to interact with lobbyists too much and created potentially burdensome reporting requirements. During the public hearing portion of the meeting one lawmaker argued those kinds of changes would undermine the ability of citizen legislators to serve. State Rep. Matt Manweller, R-Ellensburg, told the panel that dining with a lobbyist may be the only time someone of his limited financial means can learn nuances of bills. He said he was offended at the notion he could be “influenced by a $12 hamburger” and worried the ethics panel would “create a system where rich people sit down with other rich people” to dictate legislation. A citizen Legislature means “even poor and middle class people get to sit down with lobbyists. I sometimes get asked to go to four dinners a night. My big fear is not that I’m going to get influenced, it’s that I’m going to get fat.” Jerry Cornfield

PSE process for powerline doesn’t reflect neighborhoods PSE’s Energize Eastside Community Advisory Group (CAG) process is deeply flawed and does not represent the preferences of the neighborhoods. It is now well acknowledged that the data collected is statistically invalid, as even PSE’s own CAG representative said it is “meaningless to the process of scoring neighborhood values for the purposes of determining a preferred route.” PSE unilaterally eliminated several viable alternative solutions to support growth on the Eastside before it began the CAG process. The undersigned neighborhood members of the CAG respectfully ask all five cities to formally notify PSE that the CAG process does not represent the will of the neighborhoods, that

this project would significantly violate neighborhood character and to either stop wasting time on it or restart it with other options for the CAG to consider. There are too many non-neighborhood stakeholders on the CAG and not enough of the affected neighborhoods are represented, thus PSE stacked the deck against the neighborhoods. PSE and their consultant Enviroissues have purposely manipulated a process that is not fair, accurate, thorough nor transparent. The neighborhoods need the City of Bellevue (the lead agency) to have several other options independently studied prior to the EIS and SEPA review process commencing. Sincerely,

During the event, the fence near the parking lot will be moved in to allow for River Days revelers to park in the 200 Mill lot and walk across the bridge to the park. The construction fences in the park will also be moved for the weekend. A trail access detour is also planned for the Cedar River trail to get walkers, biker and hikers past the park. According to Trails and Golf Course Manager Kelly Beemer, the American with Disabilities Access ramps to the trails will remain open during construction, except for days when that construction makes it unsafe. A marked, temporary detour will also be created to take hikers over to Bronson Way and then back into Liberty Park around the Renton Community Foundation building. Liberty grad drafted by Baltimore Orioles McLeod returned to the Demon Deacon pitching staff in 2014 after missing last season due to an injury. Homeless man held in death of transient found Sunday in the Highlands [ DEATH from page 1] about 8 a.m. in an alcove behind a shop in the Greater Hi-Lands Shopping Center on Sunset Boulevard Northeast. Officers later learned that the suspect in the slaying also had used that same alcove as a place to sleep. They also knew each other; the slaying wasn’t random, said one of the lead investigators in the case. Renton Police Department Detective Robert Onishi can’t recall a recent homicide in Renton involving transients, although such homicides have occurred in Seattle “with some frequency.” “Part of the context is that this is a vulnerable population; out of necessity, homeless people in the situation these guys are in often hide from public view,” he said. “That leaves them vulnerable to being victimized by any number of types of people, including other transients” Another transient offered officers a lead

Sunday morning, telling them that a transient who had threatened other homeless men in the Highlands with a hammer was in a nearby convenience store. Officers found him sitting in front of the store with a beer. The 48-year-old Renton man had blood on his shoes, pants, jacket, nose and chin, according to the certificate of probable cause filed with the King County Prosecutor’s Office after his arrest. The tread mark on his shoes matched the shoe tread found near the victim’s body. The Renton man hadn’t been charged as of Wednesday morning; he was being held in the King County Jail in downtown Seattle on $1 million bail. Because he hadn’t been charged by the Renton Reporter’s print deadline, he isn’t being identified. He initially provided an incorrect name and birth date to officers. Onishi said officers know most of the

street people in Renton but did not know the suspect well, although he apparently had been homeless in that area of the Highlands for several months. According to the court documents, a transient well-known to police showed an officer a hedge next to a bank drivethrough where the suspect stayed. An opening in the thick hedge was big enough to allow someone to crawl in. In the opening to the hedge was a claw hammer, which had blood on it. A transient told officers the victim and the suspect didn’t like each other and described the suspect as “mean.” He related how the day before he and the suspect were at a bus stop when the suspect pulled the hammer from his pants and said in any angry tone, “I will kill somebody,” according to court documents. The area where the 52-year-old man was killed is known to Renton police officers as a place where transients gather and drink beer.

“Most, if not all, were often intoxicated; we had multiple contacts with them due to complaints of drinking in public and other ‘public nuisance’-type offenses,” he said. For some transients, the ability to make good decisions “may well be impaired by a level of intoxication or by drug use,” Onishi said. “People who are socially marginalized may have a tougher time complying with the law, for any of a number of reasons.” The suspect has an arrest record and was issued a failure to appear order on a charge of driving while intoxicated. Onishi said he doesn’t think the transient community can be characterized as “threatening” to the public at large. “I will say that the best policy in general is to be aware of the people and activities around you, and the public should always feel free to call 911 if they think any criminal acts have occurred or are about to occur,” he said.

Shoplift arrest nets needles, drug gear The following information was compiled from Renton Police Department case reports. BY DEAN A. RADFORD dradford@rentonreporter.com

A shoplift suspect at Fry’s Electronics in north Renton warned Renton officers June 3 before they searched it that there were needles and drug paraphernalia in his backpack. Inside the backpack were syringes, a crack pipe, small baggies and a tourniquet. The 25-year-old Colorado man told officers the white crystalline substance was lime he used to manufacture crack cocaine. The substance was field-tested; it wasn’t a controlled substance. The man was stopped outside Fry’s after he walked out without paying for speakers, keyboards and headphones, valued at about $620, concealed in the backpack, on him and in a tote bag.

The tote bag has a pouch made of tinfoil and duct tape he hopes will defeat the store’s security sensors attached to highvalue items. An officer asked whether that works and he answered, “All the time.” He used the small pouch instead of a backpack, which attracts too much attention. The man was booked into the SCORE regional jail for investigation of thirddegree theft.

Handgun stolen from car A .40 caliber Sig Sauer handgun was stolen May 31 from the trunk of a car parked in a driveway on Northeast 35th Place. The owner had left the BMW locked but with the windows slightly down. When he returned, the car was unlocked and contents from the glove box strewn about. He discovered the handgun was missing when he opened the trunk. He had recently moved into the residence.

With a handful of noisy weeks behind them, officials from the Boeing North Bridge project at the Renton Airport say things should be settling into a normal pattern of work beginning next week. The “fish window” at the site is now open again, allowing construction of the bridge project to move forward. The bridge is used to bring 737s from the Boeing plant to the airport. “It’s a really important part of our product system,” said Daweslee Griffin of Boeing 737 communications. During this week, workers were busy demolishing the old bridge at the site, resulting in additional noise as workers break concrete. A temporary bridge has been constructed at the site and the new, permanent bridge will be built this summer. According to Griffin, Boeing expects there to be night work through the summer at the site, but she said the noise would drop after 10 p.m. Work continues at the site around the clock in order to minimize the impact on air traffic and airport tenants. She also said unlike the past few weeks during

demolition, the remaining construction would consist of “normal construction noise” from cranes and other machinery. Griffin said Boeing has an agreement with the city to keep noise at 85 decibels, which, according to a chart on their website, is about

the same level of noise as a garbage disposal or vacuum cleaner. Residents to the west of the project have complained about noise in the past, including the past few weeks. One resident reported being woken up at 3:40 a.m. from the noise.

A high-end snowboard valued at $800 was stolen from an apartment but was later found in a pawn shop May 24 near downtown Renton. The theft was reported by a 25-year-old Renton woman, who told police that boots, bindings and a bag valued at $700 were gone. She had moved out of the apartment a few weeks ago but her ex-boyfriend still lived there. A check on LeadsOnline revealed the snowboard gear had been pawned. The officer asked that the shop place a hold on the gear. Video surveillance is available.

A 17-year-old student at an Issaquah School District alternative school reported to Renton Police she was assaulted June 3 by two students while walking to a bus stop. The student told Renton officers the two students attend Liberty High School, which is in Renton but is an Issaquah school. She said the assault stopped when the bus arrived to take her to the alternative school.

5 p.m. He was tracked by a Renton K9 unit but wasn’t located. At about 7 p.m. officers were dispatched to a shooting on Wells Avenue South in Renton. A man was found dead with a self-inflicted gunshot wound. A.38-caliber handgun was on the ground. The serial number matched the number of the stolen handgun.
