Three suspects have been charged with first-degree assault after allegedly stabbing a 28-year-old man

last week on a trail along the Sammamish River in Redmond. At 3:07 p.m. on June 13, several employees of an office building in the 8400 block of 154th Avenue Northeast located the victim, who had multiple stab wounds. The man was stabbed and/or slashed in the neck, face and torso four to six

times and had walked to the office building from an adjacent trail. The employees administered first aid and called 911. The injuries appeared to be life threatening. The victim was treated by Redmond Fire Department (RFD) personnel and immediately transported to Harborview Medical Center in Seattle. Julie Beard, spokesperson

When Stacey Peterson enrolled her oldest son in a traditional preschool program two years ago, it was not easy. She said her shy but active son never wanted to go, would cry almost every day and often ended up playing by himself at school. “It was a challenge for us that first year,” the Redmond resident said. For the 2013-14 school year, Peterson enrolled her son in the preschool program at Farrel-McWhirter Farm Park after hearing about it from a friend. The class was very active; the kids were outside every day and the transformation Peterson saw in her son was “amazing.” “He found his niche,” she said. The farm served as an outdoor classroom for the program as the students learned about the environment and environmental

stewardship, Peterson said, adding that it was a great introduction to school for kids who were not ready to sit for long periods of time in a traditional classroom. “It’s just such a unique environment for these kids,” she said. With the success she saw in her older son — who will be entering kindergarten this fall — Peterson has enrolled her younger son in the preschool program for this fall so he could have the same experience. But the recent news of changes to the outdoor preschool has Peterson and other parents concerned about the program’s future.

At the end of this school year, the preschool’s teacher left and the program supervisor retired. The resulting hole in staffing has led the City of Redmond Parks and

for the Redmond Police Department (RPD), said he was released from the hospital on Saturday. Redmond police responded to the scene within minutes and located and detained three suspects, based on descriptions provided by the victim. Officers located the suspected crime scene and evidence, including a blade

and bloody clothing. The Redmond police K9 team conducted a track and confirmed that the suspects had been at that crime scene. Beard said in addition to the three suspects, all 20-year-old males, it is possible that others could face charges as the investigation continues into whether any additional people were

involved or present during the attack. She said all three suspects were homeless and were known to be staying around the Eastside. The victim indicated that he met the suspects at another location and walked with them to the area of the trail, which runs alongside the Sammamish River. The [ more STABBING page 6 ]

in downtown Redmond Monday afternoon as soccer fans packed the bar to watch Team USA take on Ghana in their first game for the 2014 FIFA World Cup in Brazil. Team USA won 2-1 and the Three Lions crowd — which included people sporting soccer jerseys as well as those in business suits, having come from work — cheered and commiserated together through the ups and downs of the game. As the match came to a close, one fan lamented that the last 60 seconds was the “longest minute ever” as they watched Team USA work to keep the lead. Kayla Twiggs, a server at Three Lions, said as busy as they were on Monday, they were even busier last Saturday afternoon when England played Italy. She said the pub was already full by 2 p.m. for the 3 p.m. game and they had to tell people to go to their two locations in Redmond Ridge and Bothell.

Monday, June 16 DUI: Redmond police arrested a driver at 10:11 p.m. for driving under the influence at Northeast 51st Street and 148th Avenue Northeast in Overlake. Burglary: At 1:53 p.m., Redmond police investigated a residential burglary from the 15800 block of Northeast 92nd Way on Education Hill, in which the suspect appeared to have entered through an open second-story window. Vandalism: At 11:04 a.m., graffiti was painted in one of the restrooms at a park in the 17200 block of Northeast 104th Street on Education Hill. No suspect information is available at this time. A report was taken for documentation purposes. Vehicle prowls: Redmond police investigated two vehicle prowl reports from Education Hill at 10:50 a.m. and 11:02 a.m. No suspect information is available at this time.

Harassment: Redmond police arrested a man at 7:30 a.m. following a dispute with his girlfriend in the 18300 block of Northeast 98th Way on Education Hill.

Saturday, June 14 Shoplifting: Two reports were taken for shoplifting. The first came at 2:15 p.m. from Overlake. The suspect was confronted by loss prevention as he exited the store. The suspect gave the stolen property back and walked away westbound toward Bellevue. The second came at 6:46 p.m. from downtown. Vehicle prowl: Redmond police investigated three car prowls. Two were from Education Hill and one was from downtown. Fraud: At 9:10 a.m., it was reported that an unknown suspect used the victim’s name to open a Sears’ department store credit card and made fraudulent charges with it.

Friday, June 13 Vehicle prowl: Redmond police responded to two car prowl reports. The first came from Overlake at 12:52 p.m. The second came at 10:46 p.m. from downtown. Fraud: Officers responded to two fraud reports from Grass Lawn. The first came at 7:53 a.m. and involved fraudulent credit card activity and the use of the victim’s credit card number to make purchases. The second came at 8:27 a.m. involving an online fraud attempt.

Thursday, June 12 Shoplifting: Redmond police responded to two reports of shoplifting. The first came from Overlake at 5:02 p.m. The second came at 7:28 p.m. from a grocery store downtown. Theft of vehicle parts: Officers took a report of a stolen license plate at 6:47 p.m. from the 15100 block of Northeast 90th Street in Grass Lawn. Found missing person: A report was taken for a located missing person at 12:10 p.m. from the 4800 block of 158th Court Northeast in Overlake. Stolen goods: A complainant in the 7700 block of 134th Avenue Northeast in Grass Lawn reported at 10:38 a.m. that they bought a stolen iPad from a seller using “OfferUp.”

Wednesday, June 11 Welfare check: At 7:16 p.m., officers responded to a welfare check from the 6000 block of 137th Avenue Northeast in Grass Lawn.

Tuesday, June 10 Drugs: Redmond police arrested three men at 12:05 a.m. for drug paraphernalia in the 16200 block of Northeast 83rd Street downtown.

Constantine’s veto of council plan not the answer The King County Council made the right decision last week to deal with Metro’s financial problems. By a 5-4 vote, the council approved reducing Metro service hours beginning in September. But the council did something even better. It held off on approving more cuts in 2015 and instead suggested ways Metro might find additional funds. Those wise decisions didn’t make it past County Executive Dow Constantine who, unfortunately, vetoed the plan. The result shifts the burden of paying to prevent future service cuts on to the backs of cities instead of where it belongs — on Metro itself. Make no mistake. Metro is facing a dire financial future. The Great Recession saw thousands of dollars of revenue it gets for a portion of the sales tax disappear. At the same time, its costs remained high. An attempt this spring to increase the sales tax and boost car-tab fees was soundly defeated just about everywhere but Seattle. Metro’s answer? Cut back transit service. That probably is the only reasonable an-

swer this year. But the future isn’t so clear. The recession is over and people are spending more. That means Metro is getting more money from its share of the sales tax. There’s also the possibility that a thorough audit of Metro will find ways to bring its expenses more in line with those of other major transit systems. That might not be enough to make Metro whole. But it could help lessen the amount of

transit cuts scheduled for 2015. Then next year, if Metro can show it has sharpened its budget-cutting knife, voters might be more willing to consider a tax increase. Instead, Constantine’s veto has the effect of telling bus riders their transit future is bleak. Sadly for our congested roads, many of them probably are looking at buying a car.

What happened to the ‘good old days’ of courtesy, compassion and forgiveness? For those of us that are growing weary, isn’t it amazing to look around us and see how astonishing the world has changed? You go to a restaurant, and couples sit across from each other, each consumed by their own device, be it a cell phone, laptop computer or one of these new tablets. How sad that they are totally oblivious to the most important thing: each other! And when you’re driving, it’s a whole different world than it used to be. And the funny part is that the rules that used to be are still the rules in place, but something seems to have changed. And how astonishing is the number of cars where the driver is holding a cell phone in his or her hand, even with all of the media attention today about the dangers, the fines and the tragedies of its consequences. I recall seeing a news story where a beautiful young girl about 18 years old, was driving, and got four words into her text, and was hit head on and lost her life. What an absolute tragedy that didn’t have to happen. Every day, I see situations on the road that seem to be more

and more “accepted.” And it seems we don’t have the manpower to enforce the laws, so therefore it will continue to happen no matter how wrong it is, a rather vicious cycle. When did we get away from leaving one car length for every 10 mph between the car in front of us and ourself ? When did we get away from being able to see daylight under the car in front of us? When did it become the “norm” to drive in the left lane, even when there is no one in front of you? I watch cars pull to the right lane to pass and then return to the left lane. Doesn’t the law say to keep to the right, except to pass? Isn’t the left lane for passing? When did we stop yielding the right of way to cars already on the highway before we enter onto the highway? When did stop signs become slow-down signs? When did we stop using our directional lights to “ask” the car next to us if we can pull into the next lane? And then wait for that motorist to say “OK” and make room for us to do so? When did it become acceptable to set your cruise control for 10plus mph above the speed limit, rather than at the speed limit? And when did solid white lines change? Do half of the motorists that are driving even know that

a solid white line means “stay in lane” and that you MUST wait until the line breaks and becomes dashed before you can then cross? Especially when exiting and entering onto the highway? I wonder. So, if the budget says we can’t hire any more enforcers, and the enforcers already have more than they can handle, what should we expect to change? Or do we have to succumb to the fact that even though it’s not right, those who don’t know the rules of the road prefer it to be this way? Bad people are breaking into cars, getting people’s addresses and then driving to their homes and robbing them. Good people don’t want to carry their registrations in their cars to protect themselves from this. Who wins? They say change is good. I’m sure in some cases that’s true. But I can’t help wonder if some of the “old” ways wouldn’t be better for us today. The “old days” seemed so much simpler. And we had time for each other. What’s stopping us from returning to the “good old days” of courtesy, compassion and forgiveness? Where exactly is everyone going that it matters how quickly they get there? And no matter at what cost?

Sales-tax revenues are inadequate and unreliable When my daughter entered kindergarten, I began to invest in her college education. In 1969, a four-year college education cost about $4,000. By the time she was ready for college in 1982, I had saved $5,000 for her, but it still wasn’t enough. Fortunately, she had work-study and off-campus employment and summer jobs to make up the difference, and she was able to graduate after six years (with four months on a Study Abroad program and eight months off to work full time). Then she added a year as a foreign-exchange student in Australia and paid out of her own pocket. Her college experience was labor intensive, but ultimately doable. The tuition freeze may be welcome news for students today.... but how does the state legislature justify cuts made to higher education in our state of 27.8 percent since 2008, coinciding with the recent recession? Sure, tax revenue was down because folks lost jobs and spending power, and the state budget had to be balanced....a short-sighted, short-term fix. While the road will be closed, Smith said sidewalks will be open. There may be closures in some areas, but there will be alternative pedestrian access to businesses. “We definitely want to keep businesses open,” Smith said. “That’s definitely a priority.” And though businesses are open, they have taken a hit as a result of the construction. “Our lunch business has been tremendously affected,” said Danny Pentin, the general manager at The Matador. “(Customers) don’t come down. We lose that business.”

But if our kids are buried by college debts when they graduate, and they are unable to find suitable employment that utilizes their degrees, their lives are placed in limbo for several years.... delayed careers and delayed families. And, if they are unemployed or underemployed, they cannot produce adequate sales-tax revenue to help fund the next generation

Charley Lee, the chef and owner of Eastern Pearl at 7844 Leary Way N.E., has had similar complaints from his customers, who have had a hard time finding parking with all the work being done in the area. He spoke with the owner of AAA All Pro Auto Care at 16311 Redmond Way, who offered a solution. “They allow our customers to park over there (in their parking lot),” Lee said. “They try to help us.” He said this has helped a little bit. Eastern Pearl has been open for almost 10 months and Lee said the Cleveland Streetscape construction began about two months after they opened. Tipsy Cow Burger Bar at 16345 Cleveland St. opened in December 2013 and like Lee’s restaurant, construction has been happening for the majority of its existence. Assistant manager Lauren Kreutz said because of this, it’s difficult to tell if business has been affected because they are so new. But she said the new restaurant has been doing well despite the construction. Though like Lee, Kreutz said parking has been an issue for their customers but a parking garage recently opened in their building, which includes retail parking, so that has helped. of students’ higher education. How much longer will it take Olympia to “get it?” Sales-tax revenues are inadequate and unreliable. Washington needs to swallow the bitter pill and begin to tax income, not purchases, to restore a healthy economy. If all working residents are taxed at the same percentage rate, inequality will decrease....and Washingtonians will have a brighter future. Invest in tomorrow!

Despite the affect the Cleveland Streetscape project has had on their businesses, Pentin, Lee and Kreutz are looking at things for the long term and are excited about what’s to come. “We’re excited about all the new restaurants coming into town and all the new residents coming into town,” Kreutz said about all the development downtown. “Hopefully it’ll be good for all businesses.” Lee is also hopeful that once the project is complete, it will bring in more business. Pentin agreed, saying the

changes are fantastic and great for the city. “When it’s all done, it’s going to be really good…I know it’ll be good,” he said, adding that if you want to be part of the end result, you have to be part of the duration. And while the construction is an imposition for their businesses, Pentin, Lee and Kreutz all said the city has done a good job in keeping them informed about what is happening. Smith said the city informs the businesses and residents every Friday of what will be going on the following week so they can plan accordingly.

“I think that’s been going well,” she said. Kreutz agreed. “(The city) keeps us constantly updated,” she said. “They’ve been very open with us.”

DEVELOPING DOWNTOWN

The objective of the Cleveland Streetscape project is to enhance the developing community gathering place in the heart of downtown Redmond and prepare it for eventual two-way street conversion. The project is located in the historic downtown, between the future Downtown Park and the Redmond Central Connector Trail. Project

features include signal improvements, widening sidewalks, on-street parking, street lighting, utilities and landscaping. The project will cost $5 million and is funded by a $3.37 million Surface Transportation Program (Urban) federal grant and the city’s Capital Improvements Programs budget. The second phase of the project, which is now underway, is the most impactful, Smith said. In the fall, the next phase will begin, which includes landscaping, adding benches along the street and putting in lighting. “We’re on schedule and doing well,” Smith said.

The City of Redmond began its second phase of construction on the Cleveland Streetscape project this week. During this phase, which will last through Sept. 1, crews will be pouring large quantities of concrete on the road. Jill Smith, business liaison for the city, said this will be the main work for this phase. To give the poured concrete time to dry and cure, only one traffic lane will be open on Cleveland Street between 161st and 164th avenues northeast weekdays from 3:30 p.m. to 7 a.m. and all weekend. On weekdays from 7 a.m. to 3:30 p.m., crews will continue with the full road closure for that portion of Cleveland Street, she said. Smith said they are pouring the concrete now because during the summer, they have better odds when it comes to good weather. In addition, she said, there also tends to be less traffic during the summer months.

The restaurant has been located on the corner of Cleveland Street and Leary Way Northeast for six years and Pentin said their customers have told them they don’t like the construction. Matador has patio seating, which he said is popular this time of year, but nobody wants to sit outside with all the noise from the equipment and machinery.

Council votes to allow pot use in the city The Redmond City Council voted unanimously to allow marijuana use in the city during its business meeting Tuesday evening. As a result of the vote, the production, processing and retail sales of marijuana is now allowed within city limits, provided that regulations set by local zoning and land use as well as Initiative 502 — which passed in November 2012 and legalized marijuana in Washington — are followed. Jeri Rowe-Curtis, chief communications officer, said while council has approved marijuana, applications for businesses must be approved by and come through the Washington State Liquor Control Board (WSLCB).

The city issued a formal request for proposals on June 9 for the preschool program — which has been offered for more than 20 years — to serve children ages 3-5. The contracted partner organization will provide a comprehensive preschool program with a focus on preparing children for kindergarten, learning through play and developing social skills. “We are strongly committed to serving families and preschoolers at Farrel-McWhirter,” said Craig Larsen, parks and recreation director. “We know parents value the current program and are looking for a partner who

According to earlier reports, Redmond received three retail applicants from the WSLCB in May. But Rowe-Curtis said these applicants are all void as they do not meet zoning regulations. These regulations include a state-regulated 1,000-foot buffer zone between a marijuana-related business and schools, public parks, child care centers and other establishments where children gather in large groups. There are also city regulations that require 1,000-foot buffers from all residential areas (including the residential areas themselves) and unlicensed child care centers. “It ends up limiting the locations that are acceptable based on zoning and codes,” Rowe-Curtis said. As reported earlier, there are a few areas throughout the city

Rowe-Curtis added that policy regarding marijuana is new for everyone and there is a learning curve so they are not sure what things will look like in the coming months. “It may be a non-issue,” she said. “Nobody really knows.”

Peterson said her concern with this model of bringing in a partner — or outsourcing — is that the city will lose control of the programming. She said the contractor will essentially just be leasing the farm space from the city without keeping the programming aligned with Redmond’s values such as maintaining a clean and green environment. Peterson added that if this is the direction the city is going, she will pull her younger son out of the preschool program. Larsen said while their goal is to offer a preschool experience that takes advantage of the environmental and farm opportunities of the site, he can’t speculate on the exact nature of what the future program will look like. “The potential partners we have heard from so far are experienced in this aspect

and are excited about the opportunity,” he said.

A SHORT AMOUNT OF TIME

Parents were notified of the city’s request for proposals for the preschool program by letter on June 11. The deadline for accepting proposals is June 30. This short timeline also has parents concerned. Megan Anderson, whose son just completed the program and daughter is set to start in the fall, said parents are worried that the rush to submit proposals will compromise the quality of the program. “We just want to make sure that there’s a quality preschool there,” she said. Anderson said if the city wants to make changes to the program, then she suggests they slow down the process. Larsen said this is not something they are concerned about because the successful bidder will have “pretty deep experience in the programs” they are seeking. “It is unlikely to be a program designed from the

Former Microsoft senior program manager charged with rape will go on trial July 7

Vineet Kumar Srivastava, who was charged with second-degree rape of a Microsoft Corp. janitor last July, had his scheduled June 16 trial continued to July 7 at King County Superior Court. The 36-year-old former Microsoft senior program manager was arraigned on Aug. 14 and entered a not-guilty plea to the charges. Currently, the preschool at Farrel-McWhirter serves about 50 families, September through June in three programs: Creative Play, Preschool Adventures and Pre-K Discoveries. The program partner selected would provide management of daily preschool operations, including supervision of the preschool teachers, curriculum development and communicating with parents, with oversight from the city. “We want to continue providing quality preschool at Farrel-McWhirter and we believe that partnering is a good option at this time,” Larsen said. “We’ll evaluate the contract program as we go forward to be sure that it exceeds the expectations of the preschoolers and their families.”

He added that the city held an onsite walk-through last week for interested parties to see the farm and park, ask questions and get more information. From this walk-through, Larsen said they met some really excited people. “We’re really hopeful,” he said about potential proposal submissions. A selection panel including staff and preschool parents will review the submitted proposals. Larsen added that they have sent the request for proposals to Lake Washington School District and sought advice from district officials, as well. The city plans to complete contract negotiations and have a new program in place this fall. The city held a parent information meeting on Thursday evening, after the Reporter’s deadline. Larsen said they want to keep everyone affected informed at all stages of this process. A recent study from Sweden found that a generally active lifestyle, even without regular exercise sessions, can promote heart health and longevity. So-called “background activity,” the usual wear and tear your body undergoes as you navigate your day, has all too often been disregarded or underestimated in clinical studies on the importance of physical exercise in older people, the researchers said. Whether someone exercises rigorously for half an hour or runs errands all day doesn’t make that much of a difference. What matters

more is that there are no long periods of time sitting near motionlessly while watching television, reading, or doing work on the computer. A lifestyle that is excessively sedentary for whatever reason is the real culprit when people age badly, not only in physical but also in mental terms. The difference in likelihood of dying from a heart attack or stroke between the most and the least active participants in the study was roughly 30 percent, which is substantial. “These are fascinating findings,” said Dr. David Dunstan, head of the Baker IDI Heart and Diabetes Insti-

The good news is that increasing one’s activity level can be done at any stage in life. Numerous studies have confirmed that staying both physically and mentally engaged not only can extend life expectancy but also improve the quality of people’s later years. At any rate, it’s an investment worth making.

Don’t let lawn weeds get the best of you. These opportunistic plants find a weak spot in the lawn, infiltrate and begin to take over your grass. Take back the lawn with proper care. Your lawn will not only be greener and healthier, but good for the environment. The grass and thatch layer act as a natural filter, helping to keep pollutants out of our groundwater and dust out of our atmosphere. They also reduce erosion, decrease noise and help keep our homes and landscapes cooler in summer. And a healthy lawn is the best defense against weeds. Start by identifying the unwanted lawn invaders. Use them as a guide to improve your lawn’s health and beauty. Weeds appear and spread when the growing conditions are better for them than the

grass. Correct the problem to reduce the weeds and improve the health of your lawn. Killing the weeds without fixing the underlying cause is only a temporary solution. Unless the cause is eliminated the weed problem will return. Here are a few of the more common weeds, the cause and possible solutions for managing them out of the lawn. High populations and a variety of weeds mean you need to adjust your overall lawn-care practices. Mow high and often, removing no more than one third the total height of the grass at one time. Leave the clippings on the lawn in order to return water, nutrients and organic matter to the soil. This along with proper fertilization using an organic nitrogen slow release fertilizer with non leaching phosphorous, like Milorganite, can greatly reduce weeds.

Knotweed and plantains often found growing next to walks and drives or other high traffic areas can also be found in lawns growing on heavy poorly prepared soils. These weeds thrive in compacted soil where lawn grasses fail. Reduce soil compaction and improve your lawn’s health with core aeration. Aerate lawns when actively growing in spring or fall. Or replace grass in high traffic areas with permeable pavers or stepping stones to eliminate the cause. Nut sedge is a common weed in wet or poorly drained soils. Improve the drainage to manage this weed. It may mean core aerating the lawn and topdressing with compost, regrading or the installation of a rain garden to capture, filter and drain excess water back into the ground. Clover was once included in lawn mixes because of its ability to capture nitrogen from the atmosphere and add it to the soil. If these weeds are present, boost the lawn’s diet starting this spring with a low nitrogen slow release fertilizer. It feeds slowly throughout the season, promoting slow steady growth that is more drought tolerant, disease resistant and better able to outcompete the weeds. Creeping Charlie, also known as ground ivy, violets and plantains usually get their foothold in the shade and then infiltrate the rest of the lawn. Take back those shady spots by growing a more shade tolerant grass like the cool season grass fescue or warm season St. Augustine grass. Mow high and fertilize less, only one to two pounds of nitrogen per growing season, than the sunny areas of your lawn. Or replace the lawn with shade tolerant groundcovers. Adjust your overall care
