Daughters reminisce about their parents after fatal crash ANDY NYSTROM anystrom@redmond-reporter.com
As Lynn Wood and Sandy Frazier look around their childhood Redmond home, memories of their parents come flooding back to them. On one wall, there’s a purple ribbon that Joan Kinger received at a fair for baking. Her daughters say their mother also earned copious first-place blue ribbons for baking and canning during her lifetime.
Frazier points at a photo of Stanley Kinger, who is smiling with his eyes twinkling. That’s a typical portrait of her dad, she says, matching his smile for a second. The two sisters — along with their husbands — were back in Redmond to go through their parents’ belongings following a head-on car crash that claimed their lives on June 16 on Highway 522 near Maltby. Joan, 76, a passenger in a 2007 Ford Fusion, died at the scene.
Stanley, 79, was the driver and was transported to Harborview Medical Center in Seattle where he also died. A 1-year-old girl, who was a passenger in the other car, was taken to Harborview and died at 4:03 p.m. on June 20, according to Washington State Patrol trooper Keith Leary, who was notified by a Harborview staff member. The other driver, 24, of a Mitsubishi Eclipse was listed in serious condition in intensive care at Harborview at the Reporter’s press time.
The collision occurred around 3:20 p.m. east of Fales Road. Troopers believe that the driver of the Mitsubishi was heading east and crossed over onto the westbound shoulder. The Mitsubishi hit a traffic barrel that was in some grass beyond the shoulder, and the driver overcorrected before crashing into the Kingers — longtime Redmond residents who moved their family to their Education Hill home on Northeast 107th Street in 1967. After five years of planning, an appeals process, public meetings and waiting, the Redmond Bike Park is finally on its way to becoming a reality. Work parties for the park began earlier this month and will continue throughout the summer as the park is scheduled to open in September. The next work parties are scheduled for Saturday
and Sunday with more scheduled for July 19-20 and 26-27 and Aug. 8-9 and 16-17. All work parties run from 9 a.m. to 4 p.m. and will be held at the park site. Parking is available in Hartman Park on 172nd Avenue Northeast off Northeast 104th Street. The work parties have been made up of volunteers from the community and city staff, with help from Hilride Progression
Development Group — a California-based consultant group specializing in developing destinations, riding areas and bike parks. David Shaw, the City of Redmond project manager in charge of the Bike Park, said the work parties have had anywhere between 25 and 60 volunteers and they have logged 550 volunteer hours so far. “We’ve actually done a lot of work,” he said.
The fruits of all that labor so far has resulted in the start of the park’s jump routes and the beginning of a skills trail loop. The Bike Park will feature two separate jump routes. One will be for beginning and intermediate riders. The second route will be for more advanced riders. “That’s a really cool feature of this park,” Shaw said. “It accommodates all levels.” [ more BIKES page 7 ]

Two to four times a week, Eva Moon walks along the Sammamish River Trail in Redmond. Sometimes the Redmond resident will walk by herself, but most of the time, she’s with a friend. “The visibility is good and there are usually other people in view,” she said. Because of this, she said she feels safe doing so. But recent events along the river — on the trail on the west side of the river — have her rethinking walking on her own.
THE INCIDENT
On June 13, three 20-year-old men allegedly assaulted and stabbed a 28-year-old man while walking along the trail. The man was stabbed and/ or slashed in the neck, face and torso four to six times and had walked to an office building adjacent to the trail, located in the 8400 block of 154th Avenue Northeast. The victim arrived at the office building at 3:07 p.m. Several employees found him, administered first aid and called 911. The
victim was then treated by Redmond Fire Department (RFD) personnel and immediately transported to Harborview Medical Center in Seattle. He was released from the hospital on June 14. Redmond police responded to the scene within minutes and located and detained three suspects — Ronald Fox, Edwin Foster and Trevor Utley. The three men were charged with second-degree assault on June 18. According to King County charging documents, “Foster lured (the victim) to an outside location where the other two defendants were lying in wait, ready to attack (the victim). After first tasing (the victim) with a stun gun, all three men attacked him.” Documents state that one stab “barely missed his spinal cord.”

CORRECTIONS
In its June 20 issue, the Redmond Reporter published an article about Redmond City Council approving the use of marijuana within the city limits. It was printed that the city received three retail applicants from the Washington State Liquor Control Board (WSLCB) and these applicants were void as they did not meet zoning regulations. To clarify, two applicants met the initial city zoning requirements, but they did not meet the state’s buffer requirements. The third notice was for an applicant who did not meet the city’s local zoning requirements. The article also stated that the city
did not receive any notifications for marijuana production or processing businesses. There was one processing notification of application, but it was withdrawn. The article also stated:“There are also city regulations that require a 1,000 foot buffer from all residential areas including the residential areas themselves and unlicensed child care centers.”The Reporter would like to retract this statement as it is not accurate. In addition, the Reporter would like to add that there will be no marijuanarelated home businesses and no production in residential zones. The Reporter apologizes for these errors.

hen domestic violence is in the news, it’s usually after the worst has happened: a violent assault, an injured child, a murder. So it’s no surprise that when we think about domestic violence interventions we think about police, courts, and hospitals. But what about the role each of us can play? Many of us have either experienced abuse in our own relationships or know someone who has. And often we don’t know what to do about it. Fortunately, in this community, and in every community across Washington State, there is a local domestic violence program: a place where anyone can call—privately and at no cost—to talk with someone about concerns, options, and safety. You don’t have to be the person experiencing abuse to call. Advocates are there to talk with friends and family, neighbors and c ow o r k e r s — a ny o n e — about how to be supportive if someone turns to you for help. But what if we didn’t have to wait until things were awful to intervene? What if we could stop this violence before it started? Domestic violence is preventable and talking with people of all ages about relationships is a key part of prevention. No one is too young or too old to think about what a healthy relationship looks and feels like. It’s never too early, and it’s never too late, to talk about how we deserve to be treated. Looking inward and making an impact What’s your legacy going to be? When I was younger, I often wondered what people thought about me. I still do sometimes, but not as much. I figure that I am who I am, I do my best each day and go to sleep at night knowing that I accomplished a few good things at work and in life. I appreciate what I have: a loving wife and family and a solid job with stellar workmates. When I visited with Lynn Wood and Sandy Frazier on Tuesday, I was beyond impressed at how their parents affected others and enjoyed their lives to the fullest. Stanley and Joan Kinger died in a car accident on June 16 — and I believe their zest for life and love for others should be ingrained in all of us. Pastor Dale Sorgen’s sermon at Sunday’s memorial service focused on looking inward, making the most of your life and helping others along the way. “It really affected a lot of people,” Frazier said. “I was walking Charlie (her dog) and neighbors come out of their house to talk and everyone said that it spoke to them. How many people did they touch? And what impact will they leave?” Added Wood: “I think it was even more enhanced by the fact that my dad’s personality was to go and help the neighbors. He would fix their pipes and mow their lawn, he built two decks. He was always out in the neighborhood helping the neighbors. So when the pastor gets up, and he didn’t know my dad, (he) was kind of blessed by God. It was just the right thing to say.” I left their Redmond home questioning how I could improve my life and make a
difference. Frazier said that Stanley said to always be honest, and if you make a mistake, fess up to it. Wood said he was rarely in a bad mood and always noted that he, “Never had it so good.” “There’s good and bad in every day,” she added. “I think he just chose to look at the good, no matter what the day was like.” That’s a perfect place to start — or continue down the road in compiling our legacies.

Flag ceremony was meaningful and memorable On June 13 — the day before Flag Day — four volunteers from the honor guard at VFW Post 2995 in Redmond led a ceremony at the Seattle King County Realtors’ building in Bellevue near the Interstate 90 and Interstate 405 interchange. It was one of the most moving ceremonies I’ve ever witnessed. The occasion commemorated the installation of a new 40-foot flagpole, a project funded by donations from more than 100 realtors and affiliate members. At the base, inscribed bricks will be laid to recognize contributors. Our new flagpole, which is visible to an estimated 200,000 motorists each day, is dedicated to our veterans. The Puget Sound region is enriched by a strong military presence and the services VFW Post 2995 provides to veterans, their families and our community. As a small token of our appreciation, the first inscribed brick that will be placed will recognize VFW Post 2995. On behalf of the 5,200 members of Seattle King County Realtors, I would like to publicly thank the volunteers from the honor guard who made our flag ceremony so
meaningful and memorable: captain Jim Weaver, Jennifer Masterjohn, chaplain Cecilia Maerz and Jeff Starkey. We also appreciate the assistance of honor guard member Jim Beatty, who was instrumental in organizing the dedication program.

Puget Sound Energy needs to start over Puget Sound Energy’s (PSE) Energize Eastside Community Advisory Group (CAG) process is deeply flawed and does not represent the preferences of the neighborhoods. It is now well acknowledged that the data collected is statistically invalid, as even PSE’s own advisory group said it is “meaningless to the process of scoring neighborhood values for the purposes of determining a preferred route.” PSE unilaterally eliminated several viable alternative solutions to support growth on the Eastside before it began the process. The undersigned neighborhood members of the CAG respectfully ask all five cities to formally notify PSE that the CAG process does not represent the will of the neighborhoods, that this project
would significantly violate neighborhood character, and to either stop wasting time on it or restart it with other options for the CAG to consider. There are too many non-neighborhood stakeholders on the CAG and not enough of the affected neighborhoods are represented, thus PSE stacked the deck against the neighborhoods. PSE and its consultant, Enviroissues, have purposely manipulated a process that is not fair, accurate, thorough nor transparent. The neighborhoods need the city of Bellevue (the lead agency) to have several other options independently studied prior to the EIS and SEPA review process commencing.

Free enterprise can help VA issue I recently read an excellent article on “Socialized system caused VA issues” by Roger Stark, a healthcare policy analyst at the Washington Policy Center, who is also a retired physician. He has very valid points leading to: “There is no reason to duplicate our excellent private healthcare system with a cumbersome, costly, inefficient government-run system.” From the various military magazines/papers I personally subscribe to, I see comments from many veterans have to travel 100-plus miles to get to a VA hospital to get their care, when good private care is just around the corner from them. Free care to veterans can be provided through various means that Stark suggested, and get them out of the crowded waiting rooms I have seen in the local VA hospital — for those who have gotten appointments. Free enterprise works, if we get inefficient big government out trying to do the job of private enterprise.

Recently throughout the Eastside, concerns have been raised about possible illegal practices within local massage businesses. Earlier this month, a Redmond businesswoman contacted officials at the City of Redmond as well as the cities of Kirkland and Bellevue, imploring authorities to look into whether local businesses are practicing with the correct licenses. These include licenses for the businesses as well as licenses for individual massage therapists and reflexologists.
In response to her inquiry, Det. Tor Kraft with the Bellevue Police Department wrote that this raises health and safety concerns including the use of unclean and soiled linens, lack of first aid or CPR certification and the increased injury to clients due to lack of anatomy, physiology and kinesiology training. In her message to the city officials, Cherny also suggested the possibility of businesses not paying taxes and undocumented immigrants working in these businesses. “Many chop shops are not following city and state
if no sexual contact is made.” Myers, who is also the council’s chair of the Public Safety Committee, contacted the Redmond Police Department on the issue. He said, according to Assistant Chief Kristi Wilson, the city does monitor massage- and reflexology-related businesses and they have not heard complaints or seen any evidence of improper operation. “In view of the report, I am satisfied that our police
are not only aware of the potential problems, but are vigilant in their enforcement,” Myers said. “Additionally, we heard from our code enforcement team who also reported no known problems in Redmond.” Kraft, along with Capt. Bill Hamilton with the Kirkland Police Department both told the woman that their departments will be checking into the issue, as well.

A memorial service for the Kingers was held on June 22 at Bear Creek Community Church in Woodinville. In his sermon, pastor Dale Sorgen from First Baptist Church in Monroe — Wood’s church — spoke about people’s legacies and how they want to be remembered after they pass on. (See page 4.) “The ceremony was very simple and beautiful — just like Joan and Stan,” said Joyce MunsonRamos, who lived next door to the Kingers for 40 years and now resides in North Bend. “I can’t even begin to count the number of times (Stan) came to help this single mom and her children with repairs, disasters or whatever we needed and always with a smile. Our main water pipe erupted one Mother’s Day and there was Stan, sloshing through the water running down the small hill from our yard into his, at three in the morning,” MunsonRamos wrote in the Cedar
Lawns Funeral Home and Memorial Park guestbook. She added about Joan: “(She) had a sugar cookie recipe that she gave me after I tasted one she had just baked. I still have that recipe and have never found a better one. She taught my oldest daughter how to make pie crusts. Joan was such a loving, kind and patient woman who we were blessed to have as a neighbor for all those years.” Wood, 50, who lives in Monroe, and Frazier, 52, who lives in Anchorage, Alaska, said their parents were retired and spent a lot of time traveling in their motor home. They were always a family on the move, whether it was on vacations in their station wagon en route to the next camp site along America’s roads or relocating from Kenora in Ontario, Canada, to Minnesota to Woodinville and finally to Redmond. During summer vacations on the way back to their native Kenora, “we would stop everywhere on the way up; there’s a road-

Stanley first embraced diving as a hobby and then did under-sea construction and welding on bridges as a career. In Kenora, he also worked for the police department recovering bodies in the lake following fatal accidents. In Seattle, he got into non-sea construction and helped build overpasses. Joan also enjoyed
knitting and sewing and made most of the girls’ dresses when they were kids. When the girls were in their 20s, Joan went to vocational school and earned her medical-assistant degree. It was Joan’s meals that stick out in Frazier’s mind. “You could tell by the weather what we were having for dinner. The winter storms, a super, dark cloudy day, pouring down rain, wind blowing: we would have homemade bread and a wonderful soup,” she said. Also on the food front, Wood said that Stanley was a perpetual giver. “He’d always be packing up the tomatoes and plums and knocking on doors and distributing his garden produce,” she said. “We’re finding out more and more how many neighbors he loved. They’re coming from way down the road and the postal carrier sent a card. People we didn’t even know he knew and he cared about.” “They’ve been tremendous support since we’ve been here,” Frazier said.
Added Sandy Frazier about completing the road construction: “Dad says there’s good in every situation. This could be the good in this; let their deaths be a catalyst to help push this forward. We don’t want anybody else to go through the hell that we’re going through right now. It’s just unfathomable.” No construction was going on in the immediate area on June 16, Leary said, adding that the only construction happening was at the Snohomish River Bridge project well east of where the crash happened. A Washington State Department of Transportation spokesperson said workers keep an eye on the roads and close parts of them when repairs are needed.

Fox was convicted for second-degree assault in 2012, according to court documents. Bail for all three suspects has been set at $250,000 each “to ensure the safety of the victim, the safety of the community and the (defendants’) appearance in court,” documents state. Documents also state that Fox, Foster and Utley are homeless and Julie Beard, spokesperson for the Redmond Police Department (RPD), added that they are known to be staying around the Eastside.
STAYING SAFE
While this was an isolated incident, Beard does have some advice on how people can stay safe while on the local trails. As reported earlier, she said people should know their access points along the trail and know their locations at all times, meaning the nearest block numbers or streets. She said people should also report any suspicious activity they witness. Beard also advised that people should let others know where they are going and when they are planning to return — especially if they are planning on going somewhere new. And although the incident has raised concerns within the community, Moon said she will not be deterred from walking along the trail. “I might be more reluctant to walk alone or at times when the trail is deserted. But overall, I see the stabbing as a random event,” she said. “Redmond is a safe community with low crime.” She said if people avoiding living their lives out of fear of some random act, they would never get out of bed. “Life is full of chance happenings you can’t predict. That’s what they mean by ‘chance,’” she said. “The odds of something bad happening to someone, somewhere are certain. The odds of something bad happening to one particular person are very, very low. So yes, I’ll keep walking.”
TARGETED FOR A REASON
Although Fox, Foster and Utley were the only ones who have been charged in this incident, a police report included in the charging documents indicates that others were involved. The report states that the three suspects targeted the victim because they believed he had destroyed a tent that belonged to Utley’s girlfriend, who is also Fox’s sister. The victim “had been approached by three people he only knew as Eddie (Foster), JoJo, and Megan,” who invited him to drink with them down by the slough. As the group of four walked down the trail, at one point, the victim felt a “’painful electric jolt’ on the back of his neck, which he stated he knew to be ‘tased or hit by a stun gun.’” When the victim turned around, he saw Utley and Fox, who told him “that’s what you get for trashing our tent” before assaulting him, the report states. In addition to perfecting their jumps, riders will also be able to perfect more technical skills such as trail riding, hairpin turns and balancing along the park’s skills trail loop. And while much has been accomplished over the course of three work parties, the progress has been a long time coming. “It is really nice to see our local community pulling together to build this park,” said Carolyn Hope, who was the original project manager. “Our volunteers have included lots of local teens, including a local scout troop, entire families and fathers who like to ride and are looking forward to taking their little ones here. I hope that the park is a success for the community.” Education Hill resident Josh Randall has been involved in the park planning process since it began in 2009 and said even though they had to wait a few extra years to begin building, it feels just as good to do so now as it would have been if things went as originally scheduled. “It made it all worth it,” he said about seeing the park’s starting hill complete. Randall and his friends have been riding around the area for nine years and said they had been building and maintaining jumps for many years before the City of Redmond became
involved. He said initially, they were opposed to the city’s involvement. “We only saw them as the people tearing our jumps down,” the 18-yearold said. But after he realized what the city was planning on doing — creating a permanent facility that will also be safer — he was on board. Randall, who graduated from Redmond High School in 2013, added that

Longtime Redmond resident Mary Hanke turned 80 years old on June 16, and more than 90 people celebrated with her last Sunday at Angelo’s Restaurant in Bellevue. The party room was decorated in lavender from the Woodinville Lavender Farm. “Her love, her generosity, her personality have drawn her quite a following of family and friends who couldn’t wait to be a part of the celebration,” said her daughter, Kristin Hanke, who flew in for the party from Oakland, Calif. “As a role model, my mother taught me the value and importance of compassion, to be empathetic and care for others. Like Randall, Fulbright is excited to see the park complete after all this time. “It’s awesome because we’ve worked so hard to make this happen,” he said. In addition to Randall, Fulbright and other teens, a number of adult riders are also excited to see the park come to fruition.
Nate Waddoups, who lives in Overlake, grew up just east of Redmond and rode his bike everywhere and like Randall and Fulbright, used to build jumps wherever he could. This being said, Waddoups said the jumps he and his friends built were nowhere near what is being done at the Bike Park. “I would’ve been really excited to have this close by,” he said about his younger self. “I’m still excited.”

It’s a hometown show for Heart, and the band and its fans are probably chomping at the bit like a barracuda in the midst of a feeding frenzy. Sisters Ann and Nancy Wilson helped pen the song “Barracuda,” which hit the airwaves in 1977 and became one of the band’s top
“Crazy on You” and “Magic Man.” At a 2012 book signing at Barnes and Noble in Northgate, the Wilson sisters — who lived in Bellevue during their early years — discussed their early beginnings, and later success, in the male-dominated rock business. “It was an un-killable drive that Nancy and I had...it was (meant) to be,” said vocalist Ann. Guitarist Nancy shook her head and smiled
with pride. Heart — which originally featured Inglemoor High School graduates guitarist Roger Fisher and bassist Steve Fossen — has churned out top-selling albums throughout its career, including “Fanatic” in 2012, and was inducted into the Rock and Roll Hall of Fame in 2013. [ BIRTHDAY from page 9 ] ground running as an active citizen, appointing herself a “welcome wagon” lady of sorts and baking pies for any new resident in their newly developed and growing neighborhood near Grass Lawn Park. She worked for the parks and recreation department in the now-historic log cabins at Anderson Park, teaching preschoolers and seniors. She also joined Redmond Presbyterian Church and over the years signed up for all kinds of community work, including placement of Cambodian refugees in new housing and jobs. She worked for the Redmond Election Board and remained an active volunteer in the Redmond school system. Later, she received her master of divinity and became a chaplain for Edmonds Hospital. She remains a women’srights advocate. Nowadays, she and other local residents enjoy their retired time by knitting scarves and shawls, which they deliver by the hundreds to homeless shelters. A neighbor of 44 years said: “When Mary was going back to school, it was exciting to hear the story of her progress and roadblocks and aspirations and successes. She inspired me to believe that I can start new things, that I can persist, that I can hold on to my own core beliefs and that I can shape something worthwhile out of any situation. These little lessons encouraged me on my path. I can barely comprehend the effect she may have had on hundreds of other people. Mary is a great lady with a far-reaching, positive influence.” Mary and her husband, Roger, recently moved into their new home on Avondale Road.

Catherine (Cathie) Moody, of Redmond, peacefully passed away on June 8, 2014 at the age of 96 in Kirkland. Cathie was born on Nov. 15, 1917 in San Antonio,Texas to Tom and Catherine Hurley. She married her husband Alf Moody in 1942, and the two of them eventually settled in Seattle with their three kids in 1952. Cathie was a dedicated wife, mother and grandmother who also focused on giving back to her community. She was an active member of the League of Women Voters of Lake Washington East for more than 50 years. Cathie also served as president of the Residents’ Council at the Emerald Heights Retirement Community. She enjoyed traveling to different parts of the world and watching sports, especially her alma mater U.C. Berkeley’s football team. Cathie is survived by her three children, Anne Dumond (Bill) of Redmond, Tom Moody of Burlington, and Maryl Foster (Tom) of Issaquah. She is also survived by four grandchildren and four greatgrandchildren. Cathie was preceded in death by her husband Alf.
