On July 1, 1946, President Harry Truman signed a law that incorporated the Civil Air Patrol (CAP). The nonprofit was born after more than 150,000 volunteers argued in the late 1930s for a way to put their flying skills and aircrafts to use in defense of the country. The group had been formed a week before the Japanese attack on Pearl Harbor on Dec. 7, 1941, and when the United States entered World War II, thousands of volunteer CAP members answered the call to service by accepting and performing critical wartime

missions, according to the national CAP website. On May 26, 1948, CAP was established as the auxiliary of the U.S. Air Force and since then, chapters have been established throughout the country, including in Redmond. The Overlake Composite Squadron (OCS) is the CAP chapter that meets in Redmond and serves the greater Eastside. The organization focuses on three primary mission areas: emergency services, aerospace education and cadet programs. Maj. Investigators recover stolen property, drugs from Redmond home STAFF REPORT

Redmond Police SWAT served a search warrant at a local residence on June 27 and investigators recovered a significant amount of stolen property. The warrant — served at approximately 6 a.m. in the 7300 block of 132nd Avenue Northeast — was related to trafficking in stolen property as well as the Violation of the Uniform Controlled Substances Act (VUCSA). The stolen property is related to several burglaries at new construction sites on the Eastside and

includes commercial power tools and building supplies. Small amounts of heroin and methamphetamine were also located and confiscated from the residence. Investigators were able to detain and arrest three male suspects at the residence. One was arrested on a felony warrant and the other two on other misdemeanor charges. More arrests are anticipated related to the possession and trafficking of stolen property. Redmond Pro-Act officers are continuing to investigate to identify additional victims.

While the first official day of summer is June 21, it’s a common notion in the Pacific Northwest that it doesn’t really start until today — Independence Day. The season is typically marked with backyard barbecues, family vacations and fun in the sun. In Redmond, summer is also marked with the annual Redmond Derby Days festival, which is July 11-12. Now in its 74th year, the annual event will have something for everyone — young and old — with new activities for people to

One of the new highlights attendees should be on the lookout for will be during the Grand Parade. Lisa Rhodes, events and marketing administrator for the City of Redmond, said Redmond’s artist in residence, Lucia Neare, will have a large performing installation in the parade for everyone to enjoy.

“She’s doing a special presentation in the Grand Parade,” Rhodes said. With about 100 people, a few Model T cars and an interactive element that will get the crowd involved, she said Neare’s will be the largest entry they have ever had in the Grand Parade. Rhodes added that the Golden Eggs from Neare’s “Recipe for Love” performance earlier in this month at City Hall will make a reappearance, as well. Rhodes said Neare’s [ more derby page 3 ]

Both the Grand Parade and Kids Parade routes will begin at the Old Redmond Post Office parking lot and head west on Northeast 85th Street and then left on 158th Avenue Northeast. Registration for the Kids Parade begins at 8:30 a.m. and the parade begins at 10 a.m., followed immediately by the Grand Parade. This year’s Grand Parade grand marshal will be KOMO 4 weather anchor Shannon O’Donnell. O’Donnell joined the KOMO 4 Forecast Team about five years ago as a weekend weather anchor and is a graduate of Redmond High School and the University of Washington. Another activity Rhodes is looking forward to seeing is the return of canoe rides in the slough, which will begin at Luke McRedmond Landing, head north along the Sammamish River and end at Northeast 90th Street. She said people will be able to sign up for these free 10-person rides at City Hall. “I’m excited to have that and offer that,” Rhodes said

about the canoe rides’ return. As usual, Derby Days will feature a free Kids Zone with bounce houses, a trampoline, sandbox, sprinkler park and more. Rhodes said this year’s Kids Zone will be in the Redmond Library parking lot and bigger than previous years. Another Derby Days staple is the Criterium, the nation’s longest running bicycle race. The race begins at 1:15 p.m., with the last race at 7 p.m. Rhodes said there has been an increase in those who wish to watch the race for longer periods of time. So, to accommodate this, there will be grandstand seating at the race route’s Corner 1 at Northeast 85th Street and 158th Avenue Northeast by City Hall. Other Derby Days highlights attendees can look forward to next week include musical performances, which begin at 5 p.m. Friday evening and will run through the weekend. There will also be the annual Redmond Fire Department Pancake Breakfast at Station 11 (8450 161st Ave. N.E.) and Derby Dash 5K run/walk Saturday morning at 8 a.m. and 9 a.m., respectively. The weekend will come to a close with the

Marsh said CENSE works to educate the public about the Energize Eastside project as there is a lot of information out there and not everyone may be getting it all. CENSE is also working to convince the five Eastside cities affected by the project to hire an independent expert to study the situation and determine the size of the need. Currently, one of the ways PSE is receiving input from the public is through a Community Advisory Group (CAG) — which is made up of 28 individuals representing the communities affected by the project. Redmond resident David Chicks is a member of the CAG and said so far, there has not been too much discussion yet as they are still gathering information about the project. The transmission line route is broken into various segments and R-TRIP-sponsored Fireworks Finale at 10 p.m. Saturday. Parking is available at the City Hall parking garage, Old Redmond Schoolhouse Community Center and Redmond Town Center. A free shuttle runs on Saturday only between parking sites from 9 a.m. to 10:30 p.m. For more information about Derby Days, visit red mondderbydays.com.

He said he has spoken with some members of CENSE and said, “it’s always good to have a robust conversation.” “It’s always good when

people get active in the community and active in the process,” he said. The Washington State Domestic Violence Fatality Review has been studying domestic violence–related homicides in our state since 1997. The research shows how early many abusive relationships start. Nine percent of domestic violence homicide victims were under 21 at the time they were killed, and 31% of homicide victims in studied cases were under 21 when they started dating the abuser. Several met in high school or middle school. Researchers found that education about dating violence in schools was not sufficient and often started too late. In their first experiences with dating, these young people did not get critical information about what a healthy relationship is or practical tips on what to do if someone was abusing them. Their parents also did not have the information they needed. Many tried to help, but did not know about resources—like their local domestic violence program—that could help them in their efforts.

With the Eastside slated for significant growth in the near future, preparations are being made to accommodate the influx of people to the area. Part of these preparations is Puget Sound Energy’s (PSE) Energize Eastside project. According to its website, the project will bring new, higher-capacity electric transmission lines to the Eastside, which will “provide more dependable power for all Eastside communities for many years to come.” Energize Eastside is still in the planning stages and PSE is seeking public input on the project. One group with some things to say about the project is the Coalition of Eastside Neighborhoods for Sensible Energy (CENSE). The organization was formed a few months ago and is made up of residents from various Eastside neighborhoods throughout Redmond, Newcastle, Bellevue, Kirkland and Renton. Co-founder Don Marsh said the idea for CENSE came when he and some of his neighbors began learn-

ing about Energize Eastside and thought the project would degrade their neighborhood with proposed power line poles that would be about three times taller than the existing poles. “It gives a different feeling to a neighborhood to have giant utility poles and trees cleared out,” he said. Marsh soon discovered that residents from other neighborhoods had similar concerns about the project and he thought they would be more successful in voicing their concerns if they all came together. In addition to neighborhood character, other concerns about the project include the fact that the transmission lines could potentially share the right of way with the Olympic Pipeline. Marsh said the idea of having high-voltage electricity lines in close proximity of oil has raised some safety concerns. Others are concerned about electromagnetic field radiation from being close to the transmission lines, he added. The proposed 18-mile transmission line route will run from Redmond to Renton with about nine miles running through Bellevue. Because such a

Rotary club and bikes, not exactly peanut butter and jelly, but when you are talking about a Rotary chapter in the “Bike Capital of the Northwest,” the pair makes a lot more sense. Redmond Rotary is known for RedSpoke, its five-day, 300-mile, fundraising bike ride across Washington (set for July 16; www.redspoke.org), but this isn’t its only contribution to the local bike community. The club is instrumental in the Eastside bike recycling program, and its efforts are making a big impact — both at home and abroad. Three times a year, you will find the Rotary’s bike recycling team, led by Rick Smith and Jeff Hayenga, at the City of Redmond’s recycling and collection event. From their station, they collect the bikes the people on the Eastside no longer want or need, and distribute them to three organizations that are able to use the bikes to change lives. Two of the organizations that benefit from the bikes are Bicycles for Humanity and the ARAS (Acceptance, Respect, Affection and Support) Foundation. Both send the bikes to Africa, where they are being used to help people get where they need to go. The third organization is a local nonprofit named Eastside Baby Corner (EBC). Located in Issaquah, EBC distributes the bikes to kids all over east King County through family assistance agencies, like Hopelink and Head Start. Redmond Rotary’s relationship with EBC began three years ago in a “stars aligned” kind of way. Rotary’s recycled bikes were beginning to pile up and they were looking for an organization, preferably local, that could use the bikes for good. EBC had just been given the space to house a bike program, and had just gained an (avid biker) volunteer, Greg Wineland, who was willing to head it up. A partnership was born, and local kids were the winners. Together Redmond Rotary and EBC have taken a program that was able to give bikes to 30 kids a year and turned it in to one that gave

out nearly 300 bikes last year. These are bikes that could have ended up in the landfill, instead happy Eastside children are riding them around, feeling that freedom that only comes from the seat of a bike — something the people who live in a “bike capital” can surely appreciate. ing to convince the U.S. Department of Education to drop its demand that such letters be sent as required under the federal No Child Left Behind Act (NCLB). That’s because the rules are such that letters will wind up going to parents of children at pretty much every school in Washington. Avoiding an “F” requires students to perform at grade level in math and reading. So when standardized test time rolls around, if a student doesn’t pass in grades 3-8 and 10, their school likely won’t show enough progress to quash the need to notify parents. It’s a dilemma faced in just

about every state. But Washington is the only state facing the letter requirement because the others snagged waivers from the U.S. Department of Education. This state had such a waiver, but lost it this year following a legislative deadlock on including student test scores in the evaluation of teacher performance. Dorn last month asked federal education officials to again waive the requirement to send letters. He also pledged to make sure parents are well aware of their school’s progress, and their options, which include transferring their child to another campus or receive tutoring. His chances of succeeding are

far south of slim. It relies on the feds giving up what is arguably their most punitive tool against states which fall off the NCLB waiver wagon, as Washington did. The letters publicly shame individual schools and entire districts. Many parents will be quick studies on what’s really going on behind the scenes. Dorn is worried about consequences in the community if these bureaucratic badges of dishonor are sent out. “The letters’ misrepresentation that our schools are failing will erode public support for local funding — and, we think, will needlessly and dangerously [ more CORNFIELD page 5 ]

complement each other beautifully.” Kirk met the Wingersons when the family moved across the street from them in Carnation but she quickly learned that Kristin was good friends with her brother and the two had graduated from RHS together. As a friend and neighbor, Kirk said Todd has always been the kind of guy who would drop everything to help someone. She said right now, they are not sure what the money from the fundraisers will go toward as there will be so many changes to the Wingersons’ lives.

Lombardi and his team were still trying to figure out what this year’s cause would be when he heard about Todd’s accident. He said his thought at the time was, “this is what we need to do.” “Our team is very motivated to try and help them,” he said about Todd and his family. Lombardi said Badwater is categorized as the toughest foot race in the world and is a metaphor for what Todd is going

The Internet and social networking websites such as Facebook have allowed people to keep in touch and reconnect with friends who may have moved away to other parts of the country or the world. And while these online reunions are often used to just say “hi” or check in with someone, a group of Redmond High School (RHS) and Lake Washington High School (LWHS) alums are using the power of the Internet to help their friends in need. During the Memorial Day weekend this year, a swimming pool accident left 1988 LWHS graduate Todd Wingerson with a broken neck and severed spinal cord. The accident has since prompted friends to set up online fundraisers on giveforward.com to help Wingerson and his family financially. One of the fundraisers was set up by Brad Lombardi, who graduated from RHS in 1987 and knew Wingerson and his wife Kristin Wingerson — who also graduated from RHS — while they were all in high school. Lombardi said when he learned about Todd’s accident, he did not know what to say or how to approach the situation. So Lombardi stuck with what he is good at and that is racing. On July 21, he will race

soccer and golfing. Now Todd is confined to a wheelchair, and while he will not walk again, Kristin said they have hope for him to regain arm strength so he can have some independence. Kristin and Todd met more than 20 years ago and the couple has a 14-year-old daughter and 13-year-old son. “Todd has always been an amazing father in every sense,” said Andi Kirk, a friend of the Wingerson family. “As a couple, Todd and Kristin are the perfect fit for each other. Both have a great sense of humor and

Christine Welker, a 54-year-old Redmond woman who was charged with assault in the first degree — domestic violence for reportedly stabbing her 66-year-old husband on the morning of April 28, had her June 30 case setting continued to Aug. 25, according to a press secretary for the King County Prosecuting Attorney Office. At her first OCS meeting, she was surprised by the experience. “I was kind of confused because I had a good time,” said Shoemaker, who is now a second lieutenant with OCS. Shoemaker, who graduated from Forest Ridge High School last month, earned her private pilot glider license this year. She said she enjoys flying gliders more than powered aircrafts.

Through these programs, teens have the opportunity to learn how to fly both gliders (no engine) and powered (with an engine) aircrafts. Philip Trubee, an 18-yearold Redmond resident and senior master sergeant with OCS, comes from a family with a military background. Both his father and brother are pararescue specialists for the U.S. Air Force Special Operations Command (AFSOC) and Air Combat Command (ACC). Trubee, who graduated from The Overlake School last month, said he initially joined OCS three years ago because he wanted to fly, but as time went on, he decided to follow in his father and brother’s footsteps and attended a pararescue orientation course in Tuscon, Ariz. “It took a lot of physical training,” Trubee said about the eight-day program. “It was very physically intense.” The pararescue orientation course is just one of the programs CAP offers cadets. Another one cadets can participate in is the International Air Cadet Exchange (IACE) program, which gives the teens the opportunity

The exception is International Community School and Tesla STEM High School, where the ASB cost will be $30 since those schools do not have athletic programs.

Skelton, 18, will be traveling to the United Kingdom and said he is excited for the opportunity. “I’ve never been further (from the Pacific Northwest) than Nevada,” he said. Skelton said during the two-week trip, he and his fellow cadets will get to tour England and visit sites such as the London Eye and a lord and lady’s castle, but as this is an aviation program, there will be planes involved. “Of course we get to go flying in some of their aircrafts,” he said.

He rejoined the OCS after college because he was interested in flying search-andrescue missions and saw it as a great service to provide for the community as a whole. While Lindsey and the three cadets joined the OCS for their own reasons, they each said they have gained skills that will help them in other areas of life. For some like Trubee, the skills are technical. He said the most important thing he learned through the OCS was first-aid and CPR training, which came in handy when he was involved in a car accident in Bellevue. He said he was able to perform CPR on someone who had overdosed on heroin. “He ended up living,” Trubee said. Lindsey said through his experiences as a senior OCS member, he has observed

how different leadership styles affect different groups, and through it all, he said there is one common theme. “Communication is the key to basically everything,” he said. And while Shoemaker developed leadership skills through her OCS experiences, she said being one of only a few female cadets in the program has had an impact on her, as well. She said one of the things that helped was having a female flight sergeant when she first started and seeing another young woman in a leadership position. “She was great. She taught me a lot,” she said. “It’s really cool to be a part of that.” Holliday added that while being part of the OCS and CAP is great for girls to step out and away from the more stereotypical female roles, it is also great for the boys, who get to see girls being in charge. “I love that part of the program,” he said. “Some of our best cadet leaders have been girls.” The OCS meets at 6:45 p.m. Tuesdays at the Washington Army National Guard’s Redmond Armory at 17230 N.E. 95th St. on Education Hill. In fact, it is during school vacations that many kids put on extra pounds, according to scientists from Harvard University who took a closer look at the phenomenon. For their research, they

analyzed several studies on weight gain among children ages 5 to 17, and found on average a faster rate of weight increase during vacation times compared to the rest of the school year. Most vulnerable were youngsters who already struggled with weight issues. Their weight accelerated the fastest while they were out of school. Obviously, there are no simple answers to why this is happening, said Rebecca Franckle, a doctoral student and research assistant at Harvard School of Public Health and lead author of the study report, to HealthDay Reporter. It’s possible that children have more opportunities to be sedentary while they stay at home. Especially kids who live in unsafe neighborhoods may be spending more time

Sandquist applies his football work ethic to the financial game While Cameron Sandquist took a lunch break on Tuesday afternoon from his financial job in Stamford, Conn., he couldn’t help but relate his football career to his profession. Sandquist starred on the gridiron at Redmond High School, where he bonded with his teammates on and off the field. On long summer days, the Mustangs

worked out in the weight room and ran their tails off to prepare for their time under the Friday night lights. They gained a work ethic “by choice, not by force,” he said. They wanted to be there and they wanted to succeed. Sandquist ran that same route at Yale University for the last four years and now he’s giving it his all on the financial scene. “It’s a lot of work,” Sandquist said. “They’re letting me dive in and I’m

enjoying it.” Sandquist graduated from Yale in May and now lives in New York City. The 22-yearold is in the big city — a far cry from smaller Redmond — and his success at Yale helped lead him to this point in his life. He connected with people from different backgrounds and enjoyed hearing their stories. It was a transformational experience, he said. “We had a common bond in that we all had goals be-
