Microsoft CEO says company will eliminate 18,000 jobs ANDY NYSTROM anystrom@redmond-reporter.com
Microsoft, Corp. chief executive officer Satya Nadella issued a memo to workers on Thursday morning, noting that the company will eliminate 18,000 jobs in the next year. “The first step to building the right organization for our ambitions is to realign our workforce,” he wrote. over the next four quarters, including $750 million to $800 million for severance and related benefit costs, and $350 million to $800 million of asset-related charges. The CEO will hold an employee question-and-answer meeting today on Microsoft’s Redmond campus. Microsoft Executive Vice President Stephen Elop wrote in an employee memo that Microsoft operates in a competitive industry that
moves rapidly, and change is necessary. “As difficult as some of our changes are today, this direction deliberately aligns our work with the cross-company efforts that Satya has described in his recent emails,” Elop added. “Collectively, the clarity, focus and alignment across the company, and the opportunity to deliver the results of that work into the hands of people, will allow us [ more LAYOFFS page 8 ]
Residents can offer online input on city’s budgeting process

The City of Redmond is seeking community input on its budgeting process through a new online campaign. “Your City, Your Choice” launched at the end of May and will run through at least the first week of August. Mike Bailey, the city’s director of finance, said they wanted to leverage some of the technology the city enjoys to get more people involved. The website can be found at yourchoice.redmond. gov and features six informational videos about the city’s core budget priorities: safety, clean and green, vibrant economy, diverse and connected community, responsible government and infrastructure. These priorities were determined by citizens in 2008 during the city’s initial Budgeting by Priorities (BP) process. Through this process, city services are reconsidered through the
prism of what citizens value most. In addition to providing background on the priorities as well as the city’s BP process, Malisa Files, deputy director of finance for the city, said the “Your City, Your Choice” website is also interactive and gives participants the opportunity to tell city staff which priorities they value most. “This is really more a poll of what the community values,” she said about the online activity. Participants are given 12 tokens to “spend” on the six priorities however they see fit, though Files said they are limited to four tokens per priority. Since its launch, Files said close to 1,900 people have participated in the “Your City, Your Choice” campaign. This number includes 669 people who participated at this past weekend’s Derby Days. The city had set up a booth at the annual festival and people were able to [ more CITY page 8 ]

Voters’ pamphlets are mailed separately and may have arrived on a different day than ballots. Voters may also check MyVoterGuide (https://your.kingcounty.gov/ elections2/voterlookup.aspx) for a customized voters’ pamphlet. “Voting can begin as soon as citizens receive their ballots,” said Sherril Huff, director of King County Elections. “King County Elections has forecast a turnout of 38 percent for this election.” Voters should read and follow directions on their ballots, sign the return envelope and return ballots before the Aug. 5 election day deadline. Mailed ballots need a first-class stamp. Redmond voters can drop off their ballots at the Redmond Senior Center, 8703 160th Ave. N.E., from now until election day; the box will be open 24 hours and until 8 p.m. on election day. Keep recycling and making an impact each day Recycling is easy. It helps the environment and it makes you feel good that you’re contributing to something crucial each day. I tip my cap to everyone who participates. However, not everyone recycles. Or even disposes of trash in bins. I see cans, plastic bottles and garbage on the streets and near freeway onramps and offramps at least a few times a week and wonder why people can’t toss the items in a trash can or recycling bin. It’s not that hard of a task to accomplish. Here in Redmond, King County’s Solid Waste Division recently honored 10 of our businesses and offices on its “Best Workplaces for Recycling and Waste Reduction” list. Overall, 97 King County companies made the list. Redmond honorees are: City of Redmond, Emerald Heights Retirement Community, FCS Group, Golder Associates, Inc., Hot Off The Press, Keeney’s Office Supply, Lake Washington School District, Microsoft, Noetix Corporation and Sammamish Montessori School. OPINION
[4] July 18, 2014
A job well done to those King County companies that incorporate innovative recycling practices and commitment to reducing the amount of waste their company produces. Some companies create liquid fertilizer out of food scraps and others use electric delivery vehicles. Since the program began in 2007, the numbers keep rising and 97 is the highest number of businesses listed thus far. And while I’m talking recycling, Redmond residents can meet up with the Wastemobile from 10 a.m. to 5 p.m. today through Sunday in the Home Depot park-
ing lot (17777 N.E. 76th St.) to safely dispose of old car batteries, oil, paint thinner and many other household hazardous items at no cost. Residents can drop off household hazardous-waste items including pesticides, oil-based paints, automotive products (oil, antifreeze, auto batteries, etc.), fluorescent bulbs/tubes and other items without a charge. The service is pre-paid through garbage and sewer utility fees. It will take some time out of your weekend to gather these items and drop them off, but it will be worth it. Be a recycler.

Turn down the noise at Marymoor Park concerts, movies I suppose if you are out on the Marymoor Park lawn with a cool drink, you might feel Steely Dan cools you down. My house, on the other hand, was blasted by surround NOISE, especially on Sunday (July 6), a supposed day of rest! I had on two air conditioners, a dishwasher, TV, etc. for more white noise, and even with all the windows closed, there was NO relief! And it was still hot! No one from Redmond or King County seemed to be able to get this concert to turn down to agreed-on levels, which are still way too loud in my opinion if I can hear the noise from three-fourths of a mile to one mile away. This is only one of 23 concerts, eight movies (during “Frozen,” it seemed like an announcer was in my back yard announcing for a game and went on past 11 p.m.), plus whatever bike races and other “special events” take place. What if you have to work at, say, 4 a.m. — hmmm — like my husband did or even 6 a.m. like a lot of folks. To me, a “special event” requiring noise-variance permits is once or twice a year like Derby Days,
not more than 30 in two months! I would like to cool down in my big yard, open the windows, relax and have people over, but when I try, I hear screaming, yelling, drums and bizarre noise (music?). I am sure it sounds better there, but can’t anyone get the music/ noise to stay there? When we had the heritage festivals, I once heard cannon shots from a Civil War re-enactment, and they had four stages. So it is possible to keep the music/noise there. There is no recourse to get this stopped, even though neighbors were told it was temporary at first (LOL) when there was a 10-year lease already in place. Now the park wants a permanent roof. Will that make the noise level worse? No one can say and I doubt if there will even be any real public input allowed/considered. Please, if you report about the concert, talk about the pain those on Education Hill or Marymoor Hill and beyond have to tolerate. And for what? Most of the money goes to private groups, not the park. Think about this the next time you buy expensive tickets to annoy the park’s neighbors and are still asked to support park levies. My only recourse seems to be to MOVE! Anyone want to pay the more than $40,000 that will cost? In retirement, that is more than a
year’s income. We have been told to call Redmond police, so if you have these noise issues, please do. Maybe more voices might be heard by the county.

Your City — Your Choice? The Redmond administration should be complimented on expanded budget outreach efforts evident in recent weeks through a range of channels, including the Focus on Redmond newsletter that recently arrived in the mail and “Your City, Your Choice,” the infomercials and online budget priority survey launched last month. More information is being provided earlier in the budget process than was the case in the last cycle. This should help city leaders be more responsive to public inputs before the budget gets to its final stages this fall. The online survey is an immediate opportunity to learn about city priorities and add priorities of your own. (There was also a “Your City, Your Choice” booth at Derby Days.) Curiously, Redmond residents do not feel overly connected to their city, according to Redmond’s biennial Citizen Surveys. In the 2013 survey, 79 percent of Redmond citizens felt confident in
city growth management (up from 67 percent in the 2011 survey), but only 11 percent followed city issues closely. In the 2011 survey, only 52 percent felt the city was listening to or acting on their inputs. As of July 2, only 2 percent of Redmond citizens had voted on the city’s current budget priorities. (Specific survey data is at www. redmond.gov/Government/ FinanceandBudget/Budget and www.redmond.gov/Government/ Communications/CitizenSurveys/) Now is the time to either accept items proposed by the administration or suggest measures that tailor them more closely to your vision and values. (The “Clean and Green” budget priority has topped citizen voting to date.) Sustainable Redmond and Imagine Overlake (a project of Sustainable Redmond) made the three specific proposals below in the June 17 public hearing. (More details on these three proposals can be found at www.sustainableredmond.org.) We want … Geographic equity in urban park investment — Investment in downtown parks and recreational facilities should not preclude timely public investment in Overlake parks. We want … An Overlake tree preservation land bank — Innovative public action might be able [ more LETTERS page 5 ]

Marymoor Grand Prix set for July 25-26 at velodrome Samantha Pak spak@redmond-reporter.com
Next weekend, cyclists and enthusiasts alike will gather just outside of Redmond for the 2014 Marymoor Grand Prix. As the premier event for the Marymoor Velodrome Association (MVA), the grand prix has grown to attract elite cyclists from throughout the region and country as well as those from around the world. Annette Williams, an MVA board member, said some of the international cyclists at this year’s event will include the Columbian national team and cyclists from Nicaragua and Canada. The event will take place at 7 p.m. July 25-26 at the velodrome at Marymoor
Park, 6046 W. Lake Sammamish Pkwy N.E. in King County outside of Redmond. Admission is $5 and free for kids younger than 16. The grand prix features a number of races all at one skill level — elite — split into two categories: male and female cyclists. This year’s total cash purse is $10,000, with firstplace prizes ranging anywhere between $200-$250. Williams said the cash prizes are how they are able to attract more competitors from outside of the region. “If they think they can win a couple races, then they can get their airfare back,” she said. Williams said one of her favorite things about the grand prix is exposing cyclists to their peers from
around the world. She added that the cash prizes for both men and women competing in the races are equal, which is unusual as men typically earn more in races. “We have always provided equal prize money for men and women,” she said, adding that last year’s grand prix actually had more female competitors than male. One of the female competitors last year was Sarah Hammer, who — alongside Eastside native Jennie Reed and their teammates Dotsie Bausch and Lauren Tomayo — won the silver medal in the inaugural Women’s Team Pursuit event at the London Olympic Games in 2012. At last year’s grand prix, Hammer set a track record in the 3K Pursuit event, which had been standing since 1985. The previous record holder was Rebecca Twigg. In addition to the races, Williams said there will

also be a Kiddie Kilo each evening so youngsters can join in on the fun. The grand prix will also have a beer and wine garden with beer from Redmondbased Mac & Jack’s Brewery and wine from O&S Winery in Seattle. Food trucks from
the Seattle Biscuit Company, Mad Dawg Hotdogs, Wicked Pies and Motofish Coffee will also be parked onsite. And for the first year, the grand prix will have a number of booths set up onsite featuring local businesses. With the athletic event
being outdoors with views of Mt. Rainier and so much going on, Williams said it is a great summer activity for all ages. “It’s such a great environment for families,” Williams said.
Redmond native assembles plan for small businesses

CHAMBERS OF COMMERCE, 2.0
Catlin came up with Assemble, an online platform to help small businesses connect, so they can compete with big businesses. She described it as a “2.0 version” of chambers of commerce in which small businesses can come together to help each other. For example, Catlin said small businesses can connect to cross promote, go in together to order items
in bulk to save money or save on health care for their employees. “It’s not a new thing,” she said about small businesses working together in this way. “(Assemble is) just a web version of it.” But unlike most chambers of commerce, Catlin said those who join Assemble won’t need to pay expensive membership fees or be required to attend any sort of networking events — something most small businesses have neither the money nor time to do. Catlin said small businesses such as bookstores, cafes and more are what give an area that feeling of community. “It’s depressing (without small businesses),” she said. “There’s nothing left to our character.” Catlin discovered her
passion for small businesses in her Advanced Placement environmental science classes with Mike Town at Redmond High School. In these classes, she learned the sustainability benefits of local shops and a walkable city.
RAISING FUNDS
While Catlin has come up with the idea, she still needs the funding to get it started. She has started a crowd-funding campaign on RocketHub.com at tinyurl.com/ngvzte7 as part of a contest through Venture for America (VFA), a fellowship program she is participating in that has led her to Detroit. The top fundraisers in the VFA Innovation Fund contest will receive additional prizes, with $7,500 for first place, $5,000 for second place and [ more ASSEMBLE page 7 ]

learned that big businesses have an easier time than smaller businesses because they can save money by ordering things in bulk. This realization, combined with the sight of many empty buildings in Detroit — where Catlin currently lives — prompted her to do something about it.

country bike ride from the Pacific Northwest to Washington, D.C. with a group of friends. As they rode from town to town, the 23-year-old Redmond native saw that outside of the coast, many small businesses had been boarded up — a depressing sight, mostly made possible by the big-box stores located just outside of these towns that put the small businesses out of business. “That was hard to watch,” Catlin said. How to make the most of your vacation
According to the Bureau of Labor Statistics, Americans do not only work longer and take less time off than Europeans, and as of late, even the Japanese, they also seem unable to reap the benefits of their holidays as much in terms of recreation and rejuvenation. Studies show that the effects of taking breaks from work can vary dramatically based on how workers choose to unwind. Perhaps because most people get no or only short periods of paid vacations here, they tend to fill their getaways with as many activities and experiences as possible. Others indulge in what they deem to be the exact opposite of work by doing literally
nothing. Neither approach is likely to serve well the primary purpose of vacationing, which is to return refreshed and recovered from one’s daily wear and tear. “Relaxation and vacation aren’t merely the opposite of work. They are engaging, vital parts of your life that deserve happy thought and careful attention,” says Jan Bruce, CEO and founder of meQuilibrium, who writes about issues of stress in the workplace. “If you think of vacation as a big blank, that’s what you’ll get.” It is of great importance to incorporate relaxation into daily life, not only during holidays but as an integral part of one’s lifestyle, she says. After all, how your vacation unfolds is heavily influenced by your mindset. If adventure or playing sports recharges your batteries best, go for it — if lounging by the pool does the trick, by all means lounge on. The point is to get in the right spirit or mental shape that makes a vacation

satisfying and successful, she advises. Done wrong, going on vacation can cause more stress than it alleviates, according to the findings of a study from the Netherlands. Most vacations seem to have strong but rather shortlived effects on people’s health and wellbeing, says Jessica de Bloom, a researcher in behavioral psychology at Radboud University in Nijmegen, Netherlands, and lead author of the study. Still, positive experiences associated with vacationing like pleasure, relaxation, savoring and control over one’s time appear to be especially important for the strength and persistence of vacation after-effects, she says. Not surprisingly, the length of a vacation also makes a difference. Taking time off for two to four weeks — more common in European countries than here — showed
greater benefits in terms of recovery from work-related stress than shorter breaks, according to the study. Among the study participants, those benefits peaked around the eighth vacation day and then decreased gradually toward the end of their holiday. The researchers also looked into the sleep patterns of vacationers. Getting a minimum of eight hours sleep during vacation is strongly recommended, they say, because sleep is an essential part of the recovery process, especially for workers who are chronically sleep-deprived. The effects of getting more rest have also been shown to last beyond the vacation period, which further underlines its importance.

Redmond Town Center sponsors artist throughout the summer Submitted by Redmond Town Center
Redmond Town Center commissioned Duvall artist Daniel Cautrell to create an outdoor display in Center Plaza that was both creative and colorful. Cautrell was the perfect choice to develop his flag project since his mission as an artist is to “create work that is approachable and accessible to a diverse viewing public.” Cautrell’s art project, named “The Breeze Gave Freely,” is a display of flags that are colorful and alternate with diverse block prints — representing the activities surrounding Redmond Town Center and the Redmond community as a whole: bicycles, flowers, water fountains, cups of steaming coffee, sun and trees. In order to complete this artwork, Cautrell carved several designs into wood blocks, and then used the blocks for printing his wood-cut images onto the flags. Cautrell created the design with 1,200 flags and 12 different illustrations of printing onto fabrics that would retain their brightness throughout the summer season. These flags, similar to Tibetan prayer flags, make for a dynamic and visually striking image, especially

Daniel Cautrell’s “The Breeze Gave Freely” flags will fly at Redmond Town Center throughout the summer. Courtesy photo when the breeze circulates and makes the flags dance. Cautrell is one of the artists affiliated with VALA (Venue for Artists in the Local Area). “This is the first time we’ve had a private sponsorship of a VALA AIR (artist in residence) program artist. Redmond Town Center supports artists beyond measure and it is a natural step for them to be our first for-
mal sponsorship. We are lucky to have such commitment to the arts from the private sector in our local community,” says VALA Co-founder and President Jessica Lambert. “And we are lucky to have such commitment to the arts from the private sector in our local community.” The “Breeze Gave Freely” flags will be on display throughout the summer.

Shi (Roxanne) Li, a junior at The Bear Creek School, and her art teacher Trinity Osborn were both recently honored at Carnegie Hall. Li’s sculpture “Carp” earned national recognition from the 2014 Scholastic Art & Writing Awards, receiving a silver medal and the invitation to New York City for the awards ceremony. Osborn was honored at the awards ceremony for her outstanding achievement as an art educator whose dedication, commitment and guidance are represented by student work selected for national honors. More than 255,000 original works of art and writing were submitted to the 2014 awards and just 1,800 were honored as national medalists. Last spring, Li, then a sophomore at Bear Creek, enrolled in Osborn’s sculpture and mixed-media class and created a sculpture, “Carp.” Although “Carp” appears to be made of bronze, it is actually constructed from plaster, wire, newspaper and acrylic paint. In the fall, Li entered her sculpture in two major art contests and has been well decorated for her effort. Li entered “Carp” in the 2014 West Art Region-at-Large Scholastic Art & Writing Awards contest. In the regional contest representing students from Montana, Utah, Idaho and parts of Washington and Oregon,

approximately 5 percent of all submissions, including Li’s piece, are recognized with Gold Key awards. Gold Key recipients are eligible for national medalist consideration. The Scholastic Art & Writing Awards have a legacy dating back to 1923 and a noteworthy roster of past winners including Andy Warhol, Sylvia Plath, Truman Capote, Richard Avedon, Robert Redford and Joyce Carol Oates. Li also entered “Carp” in the Puget Sound Edu-
cational Service District (PSESD) Regional High School Art Show where she won three awards. She was a regional winner, which advanced her piece to the state superintendent’s High School Art Show in Olympia. Li is an international student from Guangzhou, China. She has been a student at Bear Creek since grade nine and lives with a local host family. Her older sister Josie Xian (Josie) Li graduated from Bear Creek in 2013.

Sunrise Elementary students create an artistic legacy Submitted by Sunrise Elementary
Here are some of the Sunrise Elementary students with their art piece. First row, left to right: Erin Christian, Marissa Takata, James Jessen and Kennedy Tuinstra. Second row, left to right: Sam Roberts, Ben Gamble, Kris Bien, Bilal Ghouse and Olivia Wisont. Courtesy photo rainbow-colored snowflake as its central motif (4-by-4 feet) and smaller individual snowflakes flank the main design. The snowflakes represent individuality as a person and together as a group. The piece was set into the ground, in concrete, permanently by volunteer parents
on June 13. This project’s significance goes beyond creating art. First, there was no budget to pay for the extravagant art project, so fundraising was key to financing the art piece. Redmond Home Depot (led by assistant manager Andrew Krona) [ more artists page 14 ]

For the first time, the Redmond Sunrise Elementary sixth-grade class partnered with big, local businesses to create a unique artistic legacy for their English Hill community. Since the beginning of April, the class (which consisted of 59 students) dedicated their talent and energy to leaving a piece of themselves behind before moving on to junior high in the fall. Their Legacy Project consists of 48 concrete, 12-by-12-inch stepping stones, 100 pounds of glass and a lot of glue to hold together a 12-by-4-foot mosaic. “Be yourself. Everyone else is taken,” a quote by Oscar Wilde, is the inspiration for the mosaic. The design evolved into a detailed,

Juenger and Scott Miller, to plan, choose a theme and a design, sort glass by color, glue glass to stepping stones, mix and apply mortar to envelop glass and made something over the top. Principal Doug Hale fully supported the project from its inception. Students were able to get their hands dirty, make prototypes and discover things as they went. Making the art required many 21stcentury Skills like problem solving, communication, creativity, collaboration, initiative, leadership and responsibility. Many gave up coveted weekend time and endured sore muscles from digging out the grass from the site where the mosaic
sits. Art is hard work. Third, most students had never had the chance to work with the materials, such as mortar, adhesive and glass before this opportunity came along. They were all required to wear safety equipment like safety goggles, heavy rubber gloves and masks. They applied tile adhesive with Popsicle sticks. Last, the significance of the project as a whole is that for some students this was their last school art project. Once they reach seventh grade, art becomes an elective. The hope is they will leave a permanent mosaic behind, but not art as part of their lives.

NOTICE Washington State law requires wood sellers to provide an invoice (receipt) that shows the s e l l e r ’s a n d b u y e r ’s name and address and the date delivered.
