Three candidates are running for King County Northeast District Court Judge Pos. 3 in Redmond. Judge Linda Jacke, who currently holds the position, will be retiring at the end of this term after serving for more than 20 years. The three candidates are Rick Leo of Snoqualmie, Marcus Naylor of Sammamish and Lisa O’Toole of Newcastle.

Leo was born and raised in Brooklyn, N.Y. and always knew he was interested in law.
After receiving a bachelor’s and master’s degree in criminal justice from the State University of New York Rick Leo (SUNY) at Albany, he attended the Columbus School of Law at the Catholic University of America in Washington, D.C. Having been on the East Coast his entire life up till then, Leo decided to come out to the Pacific Northwest after law school. He loved it here and has never left. “My whole legal career has been in the state of Washington,” Leo said.
He worked as an attorney for 16 years in various positions, spending time in the state prosecutor’s Marcus Naylor office as well as working as a public defender and private defense lawyer. In addition, Leo had his own criminal defense practice for six years. When he opened his own practice, Leo said judges would ask him from time to time to fill in for them as a judge pro tem when they went on vacation or were sick. While becoming a judge was never part of Leo’s original plan, he stepped in because he thought
it would help him do his job better. “This will just make me a better attorney for my clients,” Lisa O’Toole he said about his thoughts at the time. But as time went on, he found himself enjoying being a judge and helping people resolve their issues. Leo also enjoyed the variety of the position. “Every day is different,” he said. When he heard about Jacke’s position opening, Leo saw it as an opportunity to give more back to the community. “The district courts are the

17-year-old victim dies after knife assault STAFF REPORT
A 17-year-old female has died as a result of her injuries from a stab wound to the chest she received July 18. At 10:50 p.m. that night, Redmond police responded to reports of a fight near a business at 15700 Redmond Way. Officers and fire personnel arrived, provided first aid to the victim and arrested a 25-year-old Daniel J. Haggart. The suspect and victim were acquaintances and residents of Redmond. Haggart remains held at King County Jail on charges of attempted murder. The victim died Wednesday and an autopsy is pending. Redmond police detectives, working with the King County Prosecuting Attorney’s Office, anticipate amending charges. The family of the victim has requested privacy. Arrowsmith program focuses on strengthening students’ cognitive abilities Academy will be opening in Redmond this fall

When he was 3 years old, Heather Fay took her son Aidan to see occupational therapists. He had issues with his short- and longterm memory, leading him to struggle with memorization. Fay said the teachers at Louisa May Alcott Elementary School spent a lot of time trying to help Aidan — something she greatly appreciated — but Aidan needed more and so he struggled. By the time he completed second grade, Fay — who lives in the Salish Springs neighborhood off of State Route 202 in unincorporated King County between Redmond and Sammamish — said her son was exhausted from it all and she knew if they kept going, he would begin to hate school.
STRENGTHENING WEAKNESSES
So Fay and other parents in similar situations worked to raise money to bring an Arrowsmith program to Heritage Christian Academy in Bothell. The program focuses on strengthening students’ cognitive abilities, rather than teaching them how to work around their issues like other techniques would. “They’re working at their level to stimulate and strengthen the cognitive dysfunctions they have,” said Sandra Heusel, communications director for the Eaton Educational Group. Heusel likened the technique to someone with one weak arm and one strong arm, tying their strong arm behind their back and focusing on strengthening the weaker arm. The students do a variety of exercises that are either auditory, on the computer or at a desk with a pen and paper. Aidan was enrolled in the program this [ more SCHOOL page 3 ]

the Arrowsmith program — with the goal to return to the traditional classroom — Alison Murray’s daughter has graduated out of it. Growing up, the young girl struggled with reading and was below her grade level. Murray said they tried working with the Orton Gillingham program as well as the public school system to help with her daughter’s issues but they were not helpful. So when her then-business partner told her about EAA — which had just opened its first location in Vancouver, B.C. — Murray decided to give it a try because it sounded like “a cure” for her daughter’s issues. Murray’s daughter initially enrolled in the EAA after-school program in fourth grade, moving up to full time during her fifth through seventh grade years. It was during the latter that she began noticing big differences in her daughter. “I noticed improvements immediately,” Murray said. She said before this, her daughter struggled with reading out loud but after that first year, it was as if she’d never had this problem. “It was just bizarre,” Murray said.

Her son’s math and reading skills have greatly improved: He could now do mental math, memorize phone numbers and recite the alphabet. Fay said with the latter, she has been trying to teach Aidan since he was very little and he has finally mastered the skill at age 9.
COMING TO REDMOND
And while Heritage is not too far from Redmond, Fay admitted it was not an easy commute as she also has to do the school run to Alcott just outside Redmond. But starting this fall, Fay won’t have to drive as far to get Aidan the help he needs. This is because there will be an Eaton Arrowsmith Academy (EAA) and Eaton Cognitive Improvement Centre (ECIC) opening at 17946 N.E. 65th St. in Redmond. Heusel said in addition to Heritage, there are Arrowsmith programs at Gateway Christian Schools in the Kitsap Peninsula, but the EAA and ECIC opening in Redmond will be their first standalone location in the state. She added that the Redmond

ronto. The program made its way west with the first Eaton Arrowsmith School established in Vancouver in 2005 by Howard Eaton. EAA serves students in the K-12 age range and Heusel said the ECIC serves post-high school adults. She added for both EAA and ECIC, individuals do not need to be diagnosed with a disorder to enroll.

Murray added that her daughter was able to read the four books of the “Twilight” series in one week. Murray’s daughter graduated from high school this year from an International Baccalaureate school and even made it on the honor roll. In addition, she is headed to McGill University in Montreal — the equivalent of a Canadian Ivy League school — having made it in through early acceptance. For Murray, to see her daughter accomplish what she has after her early struggles has been “nothing short of a miracle.” “She was able to change her brain,” she said. Both Murray and Fay are grateful to have found EAA, which has helped their children both academically as well as socially, and encourage parents whose children may have learning disorders to look into it. Fay said the Arrowsmith environment teaches students not to feel inferior just because they struggle with some things. “They’re just beautiful individuals and they deserve a chance,” Fay said.

Always cook food to a safe minimum internal temperature. To ensure optimal accuracy, use an instant-read meat thermometer. Again, steaks, pork, lamb, and veal steaks must reach a minimum internal temperature of 145 degrees Fahrenheit, ground beef 160 degrees Fahrenheit, and poultry to a minimum of 165 degrees Fahrenheit.

Political ad goes too far • Anyone who has ever been involved in a divorce action understands how emotions run high, accusations run fast and loose, and truth often gets trampled under anger and the desire for revenge. Toss in kids, and the animosity and rage become even more wild and vicious. A recent TV ad, produced by a radical national political action committee (PAC), whose objective is to turn the Washington State Legislature red, is a derogatory rant about incumbent 45th Legislative District State Rep. Roger Goodman (D-Kirkland), based on claims made by his estranged wife during their divorce proceedings. His then wife stated that Roger, under the influence of marijuana, often drove with their two children in the car. The ad also states that Goodman has been delinquent in payment of both child support and income taxes. The forms they make public are not public record and contain private information. I have known Roger for several years, working on his campaigns in the past and this year. We have talked about how the media makes a circus of his divorce and the pain it is causing him, as well as his ex-wife and their two children. Roger loves his children, would never put them in danger, and has never been in trouble with the law. Does he smoke marijuana? The TV ad described it as “illegal drugs.” Perhaps, although I have never noticed any sign of it. Has Roger fallen behind in his tax and child support payments? Not that I know of, nor is he a “deadbeat dad.” Roger is one of the most effective, hardworking legislators in our state, recognized on a national level for the DUI laws he has sponsored and gotten passed, as well as his work to keep minors in our state away from the lure of drugs. In 2011 and 2013, Roger was recognized and awarded by Mothers Against Drunk Driving (MADD) for “commitment to advancing MADD’s mission in Washington by promoting effective DUI countermeasures.” The TV ad currently being aired is one of the nastiest works ever seen in Washington state politics. Even Roger’s opponent has backed away, claiming no part in it. His ex-wife has requested the information posted by the PAC on Facebook, and this disgusting ad, be removed. What this PAC is doing is appalling and underhanded. Common decency and fair play demand its immediately removal. We cannot allow politics here in Washington to become mired in the sludge of gutter politics.

• I am writing in response to the disgusting ad being run on local cable TV against Roger Goodman, incumbent candidate for State Legislature 45th District, Pos. 1. KOMO TV did a piece about it on the evening news last night. It featured an interview with the “friend” of his opponent who is spearheading and funding this smear ad. The ad is about as ugly as it gets, dredging up 2-year-old divorce papers and dragging Roger’s family through the mud. Really folks, is dirty politics the best his opponent can do to get into the news? Joel Hussey must not have much to recommend him for this office if he has to stoop to such tactics or allow someone to act on his behalf. This effort should violate anyone’s standard of common decency. I know Roger to be a responsible parent and
a dedicated legislator who has the support of many local groups and large numbers of citizens. He’s earned my support by his accomplishments in office and his responsiveness to the needs of his constituents.

Joel Hussey is the real deal Joel Hussey is running for 45th District representative of the state legislature. I totally support Joel’s candidacy and I know he can help make a difference in Olympia. I have known Joel for many years and watched him several years ago lead the Lake Washington Youth Soccer Association out of deep debt and trouble into a period of health and prosperity without raising dues. He has also served on the Bellevue Christian School Board and done an excellent job there. He has the financial expertise and business savvy to help guide the state to better decisions for all of us. Our state needs to make better decisions about school funding and state spending in general and Joel can help make a huge difference there. Joel is a great people person and can effectively collaborate and work with other legislators to get things done! Joel is hardworking and trustworthy. Joel is heads and shoulders above his opponent in experience, skill and passion about the issues that affect us all. Joel would make a huge difference in this position in the state legislature. Sounding off about noise levels at Marymoor Park summer concerts • This letter is in response to Barbara Dickson, who wrote a very long letter last issue complaining about the noise levels at Marymoor Park, where concerts are held during the summer months. I live near Marymoor, as well, and I love hearing the music and people having a good time. I like that our beautiful park is being used for a variety of events. Please, quit complaining and move from our beautiful area around Marymoor since you can’t appreciate it.

• I just read the letter to the editor, “Turn down the noise at Marymoor Park concerts, movies,” from last issue.
To run a counterpoint: I’ve been a Redmond resident for two years. The city functions and events at Marymoor have made a huge impact on our family. I feel much more connected to this community than our old home. I’ve seen the popular turnout for “Frozen” and these other events — keep doing what you are doing. I believe the majority of residents enjoy these activities. The events and connection is what makes Redmond a wonderful place to live.

• In response to Barbara Dickson’s letter last issue, I can only say “Hear! Hear!” (pun painfully intended) as I likewise am forced to hear hour after hour of noise from Marymoor concerts... from one and a half miles away. Redmond’s code says noise regulations are to “promote... the use, value and enjoyment of property, sleep and repose and the quality of the environment through the level of noise.” Too bad it then takes back what it has “granted” by exempting entertainment...one wonders why entertainment is allowed to destroy enjoyment of one’s home. Surely there is a higher requirement of this exercise in government power than just providing entertainment? Although the City of Redmond says there are few complaints, they make no effort to publicize the complaint line. One police officer who monitors noise levels said he has no authority to adjust them. A Marymoor Park spokesperson said they comply with the noise limits. Pointing out that a two-hour “sound check” in the middle of the afternoon is excessive, gains no traction. Try the Marymoor Park concert website (www. marymoorconcerts.com) where they invite you to leave comments (but there is no response). You might wonder why Swedish Medical sponsors this concert series, given the potential to permanently damage attendees’ hearing...hey, they told me that ear plugs are handed out at the concerts, which is pretty funny. I need ear plugs a mile and a half away! There is not a room in my house with everything shut where I can escape or even talk over the noise. Now that the concerts of June and July are behind us, look at the August lineup: concerts on Aug. 1, 2, 3, 4, 5, 9, 10, 12, 13, 17, 19, 20, 23, 25 — oh, and there’s the kicker at the end “Additional shows WILL be added.” Oh, joy. By the way, there is no legal impediment to King County having amplified noise from 10 a.m. to 10 p.m., seven days a week. Just contemplate!

Geocaching Redmond’s history with Eagle Scout Join local Eagle Scout Sean Gallacher for a geocaching exploration of Redmond’s Historic Core and other historic sites from 10 a.m. to noon tomorrow. The event will start at the Old Redmond Schoolhouse Community Center (16600 N.E. 80th St.), a historic landmark. At this free, family friendly event, participants will visit many locations in Redmond’s Historic Core while using their personal geocaching devices, such as a GPS device or GPSenabled cellphone to locate hidden treasures and information. At 10 a.m., Tom Hitzroth, chair of Redmond’s
Landmark Commission and local historian, will kick off the event by sharing events from Redmond’s rich history before participants select their own routes to locate geocaches. At 11:50 a.m., participants will return to the community center to be entered in a drawing for an event prize. For people new to geocaching, participants will locate geocaches using coordinates. At each location, participants will search for a container or access virtual information that describes the historic significance of the site. Geocachers often log their find at the site and in their personal log. Some
geocaches also include small prizes that participants take and swap. GPSenabled cellphone users should select and preload a geocaching application in advance. Parking is available at the community center and on the street. An overflow parking lot is located on Northeast 80th Street, one block west of the community center. This event will help

Clearing out clutter, finding a sense of community with Redmond group For most people, when they need to get rid of things around the house — from clothes and children’s toys to furniture and appliances — it’s not uncommon for them to hold a garage sale or donate the items to a local thrift shop. They can clear out the clutter and can make a little bit of cash or earn a tax refund in some cases. But one group in Redmond is giving members something else in return for their things: a sense of community. Buy Nothing Redmond (BNR) is a group on Facebook that allows members to give away, lend or share things with their neighbors. “Ask for anything you’d like to receive for free or borrow,” the Facebook group page states. “Keep it legal. Keep it civil. No buying or selling, no trades or bartering, no soliciting for cash, we’re an adult-only, hyper-

The way it works, de Jonge said, is people post pictures of items they want to get rid of on the page. Anyone in the group can respond by posting in the comments section. The owner will select someone to be the item’s new owner among the commenters. Contact information will be
exchanged — through a direct personal message — and the item will be either picked up or delivered, depending on what the two parties arrange. Corey Burgess, another administrator for the site, said it works the other way around as well and people can post requests for items to the community to see who has what they need. For example, she said, she recently posted, saying she needed a paella pan. She received multiple replies
from people who said they had one for her. Rachel King, a member of the group, added that people will also sometimes help find items for others. The items people lend and ask for are all over the map. Some of the things the women have seen include corkscrews, air hockey tables, kids’ toys, a grand piano, clothes and even a toilet. And as strange and random as the items may seem, there always seem to be takers. “There’s always some hot item,” King said. De Jonge added that they also have “wacky Wednesdays” in which people can post their odd items for the group to see and possibly take. In addition to giving away items, BNR also has a “lending library” in which people can post items they would like to lend out to the community, she said. King said one of the things she really enjoys
LWSD budget proposed for upcoming school year Submitted by the Lake Washington School District
At its June 23 meeting, the Lake Washington School District Board of Directors received a draft budget for the 2014-15 school year that included an increase of 6.7 percent in revenues, rising from $256.3 million to $273.4 million in the general fund. That increase involved additional state revenue to fund basic education. It also included increased revenue related to added enrollment and other factors. These budget additions are possible primarily because of an increase in revenues from the state. Over the past two years, the state legislature has begun to take steps to fully fund basic education as a result of
the McCleary state Supreme Court decision. That decision ruled the state was not meeting its obligation to fully fund K-12 public education as required by the state constitution. The 6.7 percent increase in revenue comes to $17.1 million, including $5.3 million due to enrollment increases, $2.5 million in increased levy receipts, and $7.8 million in new state revenue. However, expenditures also increased by about 5.1 percent. A significant rise came in staffing to support increased enrollment. That need will require an expenditure of $3.8 million. Other costs are increases in staff compensation, health care and pension costs, another
$3.8 million, and $2 million for specific programs from grants and self-supporting programs. In the end, the district plans about $8.5 million in new expenditures. The district went through a multiphase process this spring to collect potential budget additions and review them. Surveys of staff and parents gathered feedback about specific district programs, both current and proposed. A representative leadership team reviewed all budget requests. That group reviewed such considerations as whether the request could be funded from other resources and whether the request addressed a need that is impeding the organization’s ability to function
well or if it added resources needed to accomplish a specific strategic initiative. “It is critically important that we make budget addition decisions that align to our strategic goals, objectives and priority work, so we can continue to strive to achieve our mission and vision for students,” noted Dr. Traci Pierce, superintendent. “The budget reflects that we are being very intentional about linking our strategic work with our resource needs to ensure that we are appropriately aligning resources to accomplish our strategic work.” Highlights of the additions include staffing to provide quality training and professional learning for employees. heavily cut in 2009 when the state significantly reduced funding for schools. The additions include 10 professional learning coaches who will work with teachers at all grade levels across the district. In addition, four literacy coaches will work specifically with elementary schools. These additions are aimed at the district’s goal to recruit, hire and retain highly effective personnel. Other additions that focus on the goal area of safe and innovative learning environments include funding for five additional school nurses, two mental health/ social workers, plus additional grounds and custodial staff and equipment. More information about the budget process, school funding and these budget additions can be found in the June 23 budget presentation. In addition, Dr. Pierce
provided more information and context about these additions in her monthly Superintendent’s Message. The proposed budget that included these additions is posted on the district’s website. The district invites comments from the community between now and the Aug. 4 meeting. The board will hold a public hearing at that meeting. Members of the public will have an opportunity to provide input to the board about the budget in that hearing. The board will hold a final vote on the budget at that Aug. 4 meeting. Naylor was born in South Korea and adopted by a family in Minnesota at the age of 9. He moved to the Pacific Northwest about 30 years ago to work and attend Trinity Lutheran College in Everett and then the Seattle University School of Law. Naylor said he ended up staying here because he enjoyed the luxury of being near the mountains as well as the sea. “I really enjoy the outdoor lifestyle,” he said, adding that he also likes that people in this area are very open minded. Naylor has worked as an attorney for 22 years and all of it for King County.
He said has worked in all of the courts — district, superior and juvenile. During his time with the county, Naylor has been a staff attorney for the Seattle Municipal, Seattle District, King County Juvenile and King County Superior courts. He has also been the supervising attorney for the felony, juvenile and district court units as well as the managing attorney for the Northwest Defenders Division (NDD) of King County’s Department of Public Defense. Naylor currently supervises seven attorneys in the Seattle Municipal Court. Naylor has also logged more than 100 hours of felony and misdemeanor jury trial experience. In addition, he has
worked as a judge pro tem for the past two years because he knew he wanted to become a judge, saying being a judge is another example of the commitment to public service he learned at a young age. Naylor said his experience working in the various parts of the legal system, as well as his own life experiences, allows him to be compassionate when listening to people’s cases. “I’ve been in their shoes,” he said. Naylor and his wife Simona have two children — a daughter who just graduated from high school and a son who is in the first grade.

Lisa O’Toole was born and raised in the Tri-Cities
in Eastern Washington — specifically Richland. She attended Whitman College in Walla Walla, majoring in economics and then went to the University of Puget Sound School of Law, which is now the Seattle University School of Law. O’Toole became interested in the law as a result of an older brother and family friends who were lawyers. “It seemed like fascinating work,” she said, adding that the variety of being able to work as a civil litigator, public defender, in-house counsel, judge and more was what drew her to the profession. O’Toole said she left her private practice to focus on her work as a judge. Being a judge pro tem, has taken O’Toole all over the county. “I’ve been literally in every court house,” she said. O’Toole first became interested in joining the bench when she saw colleagues doing so. “They loved it,” she said. “They loved the work.” In addition, as she worked with more judges over time and getting to know them and their work, she began thinking that the bench was the right place for her.
O’Toole said her breadth of legal experience, which includes criminal and civil law is what will make her a good judge. “It really does matter,” she said about having experience in both fields. O’Toole and her husband Scott have been married for 25 years. Together, they have an 18-year-old daughter and a 16-year old son.

Passionate slide guitar and sultry vocals filled Marymoor Park on July 17 with the Grammy Awardwinning Tedeschi Trucks Band. Although Susan Tedeschi and Derek Trucks have proved themselves to be quite the pair musically, their bond goes beyond composing and performing music together. They are also husband and wife. Having just finished their European tour, AEG Live had the pleasure of welcoming them back to begin the U.S. leg of their tour. The Tedeschi Trucks Band is comprised of 11 members, including a fivepiece horn section and two drummers. The band is led by guitarist Trucks, former slide guitarist for the Allman Brothers Band. Vocals are by Tedeschi, which might remind some listeners of Bonnie Raitt with her slightly raspy but soulful voice. After a few songs into the set, you realize she has a
style all her own that travels between delicate and brazen with a masterful touch. The night began with a track off their most recent release “Made Up Mind,” called “Do I Look Worried.” The band continued on to “Idle Wind” and “Rollin’ and Tumblin,’” which feature Trucks’ signature slide guitar riffs. With a more subdued stage presence, Trucks appeared focused on wowing the crowd with his transcendent guitar sounds. This was most evident in his solo before beginning “Midnight in Harlem” where he took a traditional blues influence in combination with his more southern slide guitar to really inspire awe. Marymoor was filled with fans rocking along and dancing throughout the evening. Tedeschi Trucks Band was captivating to watch and created a truly unforgettable concert experience.

had three children kick through the Crossfire system, added: “Staying active and being outside and refocusing a lot of that energy I think improves their school skills, as well, because they have an outlet that helps them on their off time.” “The whole competitive atmosphere I think was the best part of it. It helped me prepare for college soccer more than anything,” said Justin Manao, who played with Crossfire for seven years. He noted that his top experience was playing for the U17 “B” squad that knocked Crossfire’s “A” team out of the state cup. Two years ago, Justin played in three World Cup-qualifying matches for the American Samoa national team, which won one match and is featured in the documentary “Next Goal Wins.” Justin

Other notable Crossfire male alumni include Inglemoor High graduate Anthony Arena, George John, Ellis McLoughlin, Kelyn Rowe and Preston Zimmerman, all of whom either currently or formerly played professional soccer. On the female side, Eastlake High graduate Lindsay Elston currently plays for the Houston Dash of the National Women’s Soccer League. Other top female Crossfire graduates include Sarah Martinez (Redmond High and Cedar Park Christian) and Meredith Teague, both former Seattle Pacific University players. Sierra Bilginer, a 2014 Redmond High graduate, will begin her University of Arizona career this fall. On the Crossfire coaching front, Bernie James, a former professional player, is the current coaching director. Northwest soccer legends
route to finishing third in the nation. Farrell also played in her share of matches at the Nike Crossfire Challenge, which runs two weekends each summer in Redmond. This year, Crossfire’s biggest tourney drew about 540 boys and girls U9 to U19 teams from Washington, California, Utah, Idaho, Alaska, Oregon, Canada and Hawaii. Teams dribbled away on 29 fields — a combination of full and modified soccer pitches. “Part of me is jealous because we didn’t have this when we were kids, but it’s great that we can provide it and it keeps growing year after year,” said Crum, who coaches three Crossfire girls teams and formerly coached at the University of Idaho and Texas Tech University. “Our goal is to make this not one of the top tournaments in the country, but the top tournament in the country.” Aside from the tournaments, Cheryl Manao said Crossfire shines with its camps, fundraising auction and friendship among coaches, players and families. Crossfire recently reached out to soccer players in Guyana and donated more than 200 pounds of soccer gear. “I feel like we’re one big family,” she said. “It’s a small soccer community in the scheme of things and people help each other. You’re around it a lot and your kids feel part of something and I think it’s important. It’s more than just a game.”

International high school exchange students seeking host families in Redmond Visiting students, ages 15-18, from around the world including Germany, Spain, Switzerland, and Thailand are seeking host families in and around Redmond for the upcoming 2014-2015 academic school year. Host families are needed for the fall semester and full school year. Host families (traditional families, singles, empty nesters, etc.) serve as mentors and a home
base for their student. Visiting students participate as active members of the family and integrate into their host’s daily routines and traditions just like any other family member. Hosting an international student is a great way to explore a new culture and promote a sense of lifelong learning and adventure. “Every year, the state of Washington plays host to talented, top-
of-their-class students with the lifelong dream of studying in America,” said Darlene Benjamin, iE-USA’s area director. “Washington’s spirit of hospitality and focus on academic enrichment makes it an ideal environment to develop cultural exchange and promote international diplomacy on a local level.”
The sponsoring program, iE-USA, is a nonprofit organization dedicated to promoting education and understanding through intercultural and academic exchange. The organization is certified by the Council on Standards for International Educational Travel and strictly adheres to all U.S. Department of
State Student Exchange Program regulations and guidelines. Exchange student participants undergo an extensive application and orientation process in their home country prior to being accepted into iE-USA’s program. Each student is responsible for his/her own spending money and full health-
