On July 25, Redmond resident Daniel Haggart was charged with first-degree murder after a fight on July 18 ultimately ended in the death of a 17-year-old Redmond girl. Cara Neil died July 23 from stab wounds to the chest. At 10:50 p.m. on July 18, Redmond police responded to reports of a fight outside of SoulFood Books at 15748 Redmond Way. Officers and fire personnel arrived, provided first aid to Neil and arrested 25-year-old Haggart. According to a Redmond Police Department (RPD) press release, the suspect and victim were acquaintances. King County charging documents state that Haggart allegedly, “with premeditated intent to cause the death of another person, did cause the death of Cara Neil.” He was also accused of allegedly “being armed with a deadly weapon, to-wit: a knife.”

Charging papers state that when the responding RPD arrived on the scene, an officer saw Neil lying on the ground in the breezeway between SoulFood Books and Snapdoodle Toys, which is next door to the cafe. The papers go on to state that the officer informed dispatch that Neil “had possibly multiple stab
wounds, was unresponsive and had vomited.” When they discovered a stab wound to Neil’s chest, she was rushed to the hospital with life-threatening injuries. There were about four people around Neil trying to tend to her injuries when the officer arrived, documents state. One of those individuals was Haggart, who was not wearing a shirt. The responding officer spoke to witnesses on the scene, some of whom claimed to have seen a shirtless male involved in an argument. Others reported that the shirtless male “had been seen with a knife earlier in the evening. Another witness reported seeing Haggart and Neil pressed against each other, almost in an embrace.”
THREATENING TEXTS
Prior to the assault, Haggart had contacted his girlfriend, Jennifer Fox, who reported receiving threatening text messages, according to charging documents. Fox had saved the messages and shared them with police. The first text, which came in at 10:32 p.m., stated “if u don’t call me I’m stabbing the first person I see.” This was followed by a text at 10:35 p.m. stating, “cause I’m going to kill someone. Since I can’t live without u.” Another three minutes pass, followed by two more texts, one minute apart: “u [ more STABBING page 6 ]

Debbie Yu first started practicing yoga when she was about 16 years old. This began a path that has led her to study alternative medicine in college and become a licensed acupuncturist and East Asian medicine practitioner. But the journey down that path was gradual one. After graduating from Redmond High School in 2008, Yu attended the University of Washington (UW), not exactly knowing what she wanted to study. Instead, she focused on taking prerequisite classes. It was another two years — 2010 — when the Woodinville resident became a certified yoga instructor and she realized what she wanted to study in school. That September, she transferred to Bastyr University in Kenmore and a little more than three years later, in December 2013, earned a master’s degree in acupuncture and oriental medicine. After earning her degree, Yu began practicing at two offices — one in downtown Seattle and one on the Health Within campus at 8226 196th Ave. N.E. in Redmond. She offers acupuncture, Chinese herbal consultations and Thai yoga massages. Occasionally, she said, she will teach a yoga workshop. When asked why she decided to go into alternative

Yu said some of the things acupuncture can help with include stress relief, pain management (instant and long term), sleep issues, depression, digestive issues, hypertension and more. In Chinese medicine, Yu said she combines various Chinese herbs such as ginseng, mint, cinnamon, ginger, astragalus and others in formulas designed to target similar issues that acupuncture can address. Traditionally, people would consume these herbs into a tea, but Yu said there are now pre-made pills that people can swallow. She described Thai yoga massages as “lazy man yoga” as she is the one moving the patient’s body into various stretches and yoga poses.
“I use my hands and my feet,” she said about the latter. Yu opened her practices in February and said she is learning more every month. And come January 2015, Yu is looking to take all that knowledge to Nepal for seven weeks as part of the Acupuncture Relief Project (ARP), an organization whose participants serve as free primary care providers for the community in rural areas of Nepal. According to the ARP website, “practitioners are the primary source of medical advice, assessment and diagnostics for (the Nepalese) communities. We treat with acupuncture, naturopathic and allopathic modalities as we deem effective and we refer to hospitals and other specialists as necessary (when they are available). The access we provide to basic care has an immeasurable impact on influencing both overall

As they will be practicing in a small rural village, Yu said she is prepared to experience some culture shock, adding that many of the people will be seeing a medical practitioner for the very first time. “They travel by foot, hours to come see us, which says a lot,” she said about some of the patients they will be seeing. She added that each participant will be seeing bout 100 patients of all ages per week. Yu said she is mostly looking forward to being able to practice her medicine and gain experience and confidence. The cost of the trip is about $3,300, plus airfare. Yu is currently fundraising for the trip and donations are being accepted online at acupuncturereliefproject. org/donate.

Save Redmond Saturday Market The Redmond Saturday Market (RSM) has become a treasured icon over the past 39 years in this community. The RSM with its 125 members has so much to offer from local farm fresh produce to original handmade products not to mention the weekly entertainment at the gazebo and activities for children. Two previous city administrations have been instrumental in writing ordinances, amendments, citations and lease agreements, which have been adopted and honored by previous owners of the Redmond Town Center (RTC). As of last October, the RTC came under new ownership and JSH Properties has told the RSM board that their lease at the present location is off the table for the 2015 season. JSH Properties would like the RSM to move to the Center Court at the RTC. Negotiations between the two parties are ongoing while a task force is exploring options for alternative locations for the RSM within the City of Redmond. (The Reporter wrote about this situation in its May 2 edition.) On July 15, RSM vendors, board members and citizens of Redmond were present at City Hall for the council meeting. The City Council and the audience had a chance to listen to seven individuals who spoke up in favor of continuing the RSM at the current location with the permanent structures. The speakers unanimously urged the City Council to provide a voice in support of recognizing the importance of the present location of the RSM. The last item on the agenda was the brief comment made by Mayor John Marchione that he had met with the RSM board of directors and JSH Properties separately trying to give both parties advice on how to move forward with further negotiations. Much to everyone’s disappointment, the meeting was adjourned without any discussions, deliberations or motion regarding this topic. I sincerely hope the City Council will address this issue and give it the attention it deserves at its next meeting. The Redmond City Council represents our community at large with each member having been elected directly by the voters. Having said that, I would hope we can find a solution together. I would encourage the people of Redmond to submit their concern and/or suggestion regarding the RSM to the mayor and the City Council at mayorcouncil@redmond.gov. An accident waiting to happen! Be aware, prepared and safe Recently in our housing community, I have noticed a lot more children riding around on their bikes. That’s good; at least they are not glued to the TV screen or computer. However, while these children are having fun, they are not aware of their surroundings and the dangers there. It is just an accident waiting to happen. Cars back out of garages and drive through the housing complex, and although they are going at a slower speed than on the road, these children on bikes come out of nowhere. They do not stop or even look where they are going and this is what concerns me. When I first learned to ride my bike it was with training wheels to help with balance, and it
was a proud day for my parents when they came off and I was able to ride my bike. However, I was not allowed out on the open roads until I took my Cycling Proficiency Test, which has now been updated for the 21st century and is called Bikeability established in the UK. This test prepared me to cycle on roads, be aware of traffic and obey traffic signs and ride to school safely. I know many children do not cycle to school in America as school buses are provided, but when kids are out and about on their bikes they should be aware of their surroundings and be prepared to stop and know the rules of the road. Recently, I was driving out of the Safeway parking lot at Bear Creek in Redmond and two boys on bikes just appeared out of nowhere, causing me to hit the brakes. I was not driving fast, but they rode out from behind parked cars with no intention of stopping and no awareness of how dangerous this could have been. As Redmond is the Bicycle Capital of the Northwest, there should be a way to implement a safety program and make children and teenagers more aware of their surroundings and how to deal with them safely. His inaction on education funding led the Washington State Supreme Court to threaten the legislature with contempt of court because they simply didn’t do their jobs. I am also disgusted with Hill’s party. Not only do they lie on a national level, they have sent out misleading mailers attempting to discredit Matt on a local level. I guess they know how destructive Hill has been for the district so they have cannot promote his record; rather they make false accusations about his opponent. Matt will be a voice for progress and a voice of reason down in Olympia. He is a true public servant, and has been his entire life; he grew up in Sammamish and served his community as an Eagle Scout, then served our nation in uniform in the Navy after he graduated from the Naval Academy. When he and his wife decided to move back home to raise their family, he became active with the Lake Washington Schools Foundation and King County Veterans Program Advisory Board. Matt will be a strong voice for everyone in the 45th. I’m proud to have voted for him, and I encourage everyone who cares about our future to do the same before Aug. 5.

The recently built roundabout coming down Novelty Hill is now covered with political candidate signs. This is a real distraction to drivers on this very busy road. There are still citizens that do not understand fully how the roundabout works. Other drivers might be paying more attention to the signs and could cause a serious accident. I suggest they be removed from the roundabout. Democratic signs are OK and can stay. (Of course, I am just kidding.)

In the race for 45th District senator, the best decision for voters is to re-elect Andy Hill. Sen. Hill crafted a budget that put $1 billion into public education without raising taxes. This has been the most put into education in recent history. Furthermore, this budget also froze instate college tuition for the first time in 30 years. This is a major achievement. The importance in the passage of this budget was that it did not pass with 51 percent of the vote. No, it passed in both the House and Senate with 89 percent of the vote. This was the most bipartisan budget in more than 20 years. It was because of this budget the Sen. Hill received endorsements from both Stand for Children and the League of Education Voters. Furthermore, Sen. Hill was instrumental in crafting the Vulnerable Individuals Priority (VIP) Act. Marymoor noise not a problem Marymoor Park is an excellent venue for concerts and movies in the summer, not to mention Cirque du Soleil. In contrast to the rant about the noise in Marymoor Park in the Reporter’s July 18 issue, I say, “No way!” I think the verbiage in that screed was very hyperbolic. I have lived next to Marymoor Park for 36 years and have never had the experiences that are reported. Sure, at the end of a show, music will waft through the air; big deal, nothing that is unbearable. The shows always end promptly at 10 p.m., too. I have had people out on my deck on the event nights and it has never bothered us. As for the movies — come on, there just is no noise from them. This is ridiculous. Noise from Marymoor Park? For decades, we have been provided ear-rattling commentary from the Velodrome. Racing bicycles by intent and design are as silent as possible. During races, the unnecessarily amplified voice of the announcer has echoed around our valley. The uninitiated might have been convinced that something was actually happening there. It is pitiful that musicians, and by extension King County officials, don’t recognize quantity has never been substituted for quality. To surrounding residents, frequently, the melody is anemic, the lyrics are unintelligible and these features are accompanied by incessant drumbeat. Simplistic noise has never set a standard for musical artistic endeavor. I offer a concession. If people wish to listen and cheer, do so. Applause is happy noise. But, everyone in the audience would be able to enjoy at one third the current volume. My point. Never inflict the racket generated at the park on unappreciative surrounding residents.

Instead of a waiting list, these individuals will receive the services they need right away. In fact, this proposal passed the House and Senate with broad bipartisan support. It passed the Senate with 100 percent of the vote. Challenger Matt Isenhower seems like a nice man and he probably is, but what does he even have to offer? All he has done is rely on a few talking points and throw mud at Sen. Hill. In fact, Isenhower’s whole background is Republican. If you want honest leadership with real results in Olympia, then make the right decision and re-elect Sen. Hill.

The city’s contractor excavated beyond the allowed areas, and that work took place in sensitive, protected areas resulting in additional adverse effects to historic properties. Upon notification of their noncompliance, the City of Redmond immediately stopped work in the unauthorized area, and is working with the Corps, State of Washington and Tribes to modify the existing permit conditions to mitigate for the adverse effects to historic properties.

The City of Redmond has paid an administrative penalty for failure to comply with the terms and conditions of a Department of the Army permit issued pursuant to Section 404 of the Clean Water Act. The Corps recently issued a penalty in the amount of $32,500 after the permit holder failed to comply with the terms and conditions of Nationwide Permit (NWP) No. 27 for a Bear Creek restoration project. In June 2013, the U.S. Army Corps of Engi-
neers, Seattle District, Regulatory Office verified the use of NWP No. 27 for creek restoration work including reshaping an old creek channel and filling wetlands. The terms and conditions of the NWP authorization included requirements for adhering to the approved construction plans as well as working within construction boundaries. Upon notification from the City of Redmond, a Corps’ compliance review confirmed the permit holder, the City of Redmond, failed to adhere to the ap-

They also hope doctors can come up with treatment plans that help athletes get healthy and back in the game faster. So far, Phillips said she has seen a variety of injuries, but especially a lot of soccer injuries. In addition, many athletes have said they were injured due to an uneven playing surface, while others said injuries are just part of the game and sport. BounceBack, which is based in California, is mainly focused on current student athletes in their teens, but Phillips said they have received responses from adults who were injured during their teen years. So far, Phillips said they have received most of their responses from athletes in Washington and California — where she and the other interns live — but they have also received a couple from places such as

Phillips, who will be a junior at Lake Washington High School (LWHS) this fall, first learned about the BounceBack internship through her mother, who works for PatientCrossroads, BounceBack’s parent company. Phillips said she is interested in sports medicine and saw BounceBack as an opportunity to
learn more about the field. And so far, she has been enjoying herself. “It’s definitely made me more excited about sports,” she said about the project. In addition to her interest in sports medicine, BounceBack caught Phillips’ interest because she is student athlete: She competes in gymnastics and track and field for LWHS.
Last year, Phillips sprained her ankle during the gymnastics season and was almost kept from competing in the post season. She said she received physical therapy and got healthy just in time for the post season. Phillips knows she was lucky and said through BounceBack, she hopes other student athletes will receive the treatment they need for an injury, as well.

A HISTORY OF CRIME
Additional officers arrived on the scene and according to the documents, one officer saw the group around Neil as well as Haggart standing by himself at the curb, near the parking stalls, in between the two businesses. When Haggart made his way toward Neil and the group, the second officer removed him from the group to talk to him about what had happened. During the conversation, officers noted “several scratches across (Haggart’s) abdomen as well as on his neck. There appeared to be some dried blood on the scratches,” according to the documents. Haggart claimed these wounds were self inflicted from a knife. When officers approached Haggart to document the scratches, documents state that the suspect “intentionally spit
a significant amount of saliva” in one of the officers’ face. The officer, who had been in uniform, went to the hospital for decontamination. Officers also found a silver knife, along with Haggart’s wallet, keys and hat in the area where he had been standing at the curb, documents state. “We opened the knife blade and discovered blood covering the blade,” the documents state. “The top portion of the blade appeared to be bent. The knife measured approximately 7 (inches) from handle to tip of blade and the blade alone was approximately 3 (inches).” After Haggart was arrested, documents state that he said he was “(expletive)…for something (he) may or may not have done.” Haggart also referred to a recent assault and stabbing in Redmond, which occurred June 13 and involved three 20-year-old male suspects, who allegedly stabbed a 28-year-old man while on the trail along the west side of the Sammamish River. Charging documents state that Fox was a witness in this case, as well. The Reporter covered this case in its June 20 and June 27 issues. According to charging documents, Haggart has a prior adult felony conviction for trafficking from 2011 and juvenile felony convictions for seconddegree assault in 2005, custodial assault in 2005 and 2006 and second-degree escape in 2004. Haggart “also has a lengthy misdemeanor history, including numerous adult and felony convictions…and several recent convictions for theft,” the documents state. Haggart is being held in King County Jail on $1 million bail. His arraignment is set for Aug. 6.

According to King County Public Health Department, one in five youth is overweight or obese in King County. To solve this epidemic, Sound Cities Association (SCA) is partnering with the National League of Cities (NLC) and the Department of Health and Human Services (HHS) to recruit the various SCA member cities to become nationally recognized in Michelle Obama’s Let’s Move! initiative. Community helps Eastside Baby Corner send 13,000 items to kids impacted by wildfires Last week, facing the challenge of a one-day turnaround, Eastside Baby Corner (EBC) supporters and the local community
pulled together, donating nearly 3,000 diapers and Pull-Ups and 11,000 wipes to help children impacted by the fires in eastern Washington. Late last week, EBC received a call from relief organizers in Wenatchee asking for assistance with diapers, wipes and PullUps. EBC had sufficient diapers to be able reallocate 10,000 to the relief effort. However, they did not have enough Pull-Ups or wipes
to contribute, and decided to ask for help collecting these items. Relief organizers, needing the supplies immediately, came to pick up the donations Saturday morning — leaving donors just one day to get their contributions to EBC. The 13,000 diapers and Pull-Ups (the combination of donated and EBCsupplied diapers) and wipes should be enough to keep 100 children in diapers for a month.

VALA OPENS ‘VOICES IN THE CORRIDOR’
VALA Eastside has opened “Voices in the Corridor,” a multimedia public arts project a public art project in Redmond, and its working studio space located next door to Z Gallerie in Redmond Town Center. The project is produced by VALA and partially funded by the City of Redmond Arts and Culture Commission with the donation of space by Redmond Town Center.
‘CLICK IT OR TICKET’ RESULTS ANNOUNCED
Extra law-enforcement members — including Redmond Police Department officers — recently patrolled King County roads looking for unbuckled drivers and passengers and cell-phone-using texters and talkers during the “Click it or Ticket” program. During these patrols, 388 seatbelt infractions were written, in addition to 426 cell-phone/texting tickets. Last year, in King County, during this same time period, officers on extra patrols wrote 387 seat belt infractions and 322 cell-phone violations. One unbelted driver attempted to flee police and crashed his car. A stolen firearm was recovered from the vehicle and the driver and three occupants inside were arrested for outstanding warrants. In addition, 13 DUI, one felony and 10 additional misdemeanor warrant arrests were made during the campaign. Four minors were arrested for consuming alcohol as a result of a seat belt stop. Five of the six teens in the car were not belted, including the driver who was violating her intermediate driver’s license. Last year, during the same time period, officers on extra patrols statewide issued 2,963 seat-belt violations amongst the 11,666 motorists who were stopped and 1,897 cell-phone and texting violations were written.

“VALA is very excited to partner with the City of Redmond in producing ‘Voices in the Corridor’ as part of the city’s 2014 arts season,” said VALA cofounder and Executive Director Jessica Lambert. “As part of the project we are asking, ‘what artwork would you like to see in your community?’ It’s a way to empower Redmond’s residents and have them decide for themselves what the city’s future will look like on an aesthetic level.” “Voices in the Corridor” is directed by artists Jacqui Calladine and Lambert, who are creating artwork, along with invited visual artists Anna Macrae and Flora Ramirez Bustamante, with poetry written by Kelly Davio and Jeannine Hall Gailey. VALA invites the public to interact with the project and all the artists’ work either at the working studio space or through the artwork that is being placed in the community, created by Macrae and Bustamante. Macrae and Bustamante are producing art in response to video interviews and data collected from Redmond residents. The 40 tiny houses they created will be placed throughout the streets of Redmond this week, asking residents to engage by looking inside the houses, noting ideas and thoughts about Redmond, its culture and to tell what they’d like to see in their community. “Voices in the Corridor” will be in full swing through the end of September.
