Growing up, Barb Thompson was seen as a shy and quiet kid. She spent a lot of time in her room and while this made her parents think she was a “good” daughter who didn’t cause trouble, the truth was that
Thompson was actually hiding in her room because she feared someone was going to kill her. This is because she has bipolar disorder — a brain disorder also known as manic-depressive illness that causes unusual shifts in mood, energy, activity levels and the
ability to carry out dayto-day tasks. Thompson — who is the executive director of the National Alliance on Mental Illness (NAMI) Eastside at the Together Center in Redmond — said as a child, nobody realized this about her. As she got older, she
experienced the depressive side of bipolar and while Thompson never really thought about suicide during that time, she said if she were in a lifeor-death situation, she probably wouldn’t have tried to save herself. But then one night in 2000, she woke up and
she had a plan on how to take her life. Realizing the magnitude of her thoughts, Thompson immediately called her doctor and was admitted to Overlake Medical Center in Bellevue. Thompson was initially diagnosed with depression and was prescribed
medication accordingly, but it didn’t work. It took another few years for doctors to realize she had bipolar and was finally prescribed the correct medication. She still experiences depressive moments, but Thompson said being on [ more NAMI page 7 ]

Caleb Ji participated in his first math competition when he was in fourth grade. Since then, his interest in competing in such contests has grown. Last month, the incoming junior at The Bear Creek School in Redmond traveled to Cape Town, South Africa to participate in the International Mathematical Olympiad (IMO) for high school-aged students. Although the 16-year-old Kirkland resident — who is originally from Calgary, Alberta, Canada — has been competing for several years and has traveled to various U.S. cities such as Orlando and Las Vegas, this was the first time Ji has participated in an international competition. He was one of six

students representing the Canadian team. About 560 teens were in attendance, representing about 100 countries.
A DIFFERENT TYPE OF COMPETITION
Ji said during the competition, participants receive six math problems and are given nine hours over the course of two days — or four and a half hours each day — to solve them. “They come from various areas of math,” he said about the problems. Competitors can earn up to seven points per question, depending on whether they are able to solve the problem. Points are deducted for mistakes and participants are also awarded partial points for partial answers. [ more MATH page 6 ]

The Redmond Arts Festival will take place from 10 a.m. to 6 p.m. today through Sunday at Redmond Town Center (RTC), 7525 166th Ave. N.E. It is the city’s premier annual arts event, featuring 65 artists booths, live music on a main stage, food trucks, a retailer sidewalk sale and special installations of art. For 2014, there will be a wine and beer garden sponsored by Portteus Winery. The festival is run through a partnership between RTC and VALA Eastside, a 501c3 nonprofit arts organization. Artists from all over Washington state come to the festival to present a wide range of fine arts and crafts. At the festival, VALA Eastside’s featured artists Anna Macrae and Flora Ramirez Bustamante will be leading a community art project. The community art creations explore the idea of “home” and are a part of the “Voices in the Corridor” project.

Position open on city’s Design Review Board For design professionals who care about the quality of architecture and landscaping in the City of Redmond, there is a vacant position on the city’s Design Review Board. Volunteers of the sevenmember Design Review Board review and make recommendations to City Council on site plans, landscape and architectural design and colors and materials for commercial,

The board is made up of five professionals from the fields of architecture, landscape architecture or urban design and two residents who represent the community at large. Friends’ memories come flooding back after Williams’ death Talk about ominous timing. For a while now, we’ve been meaning to write a story about NAMI Eastside, the Redmond-based National Alliance on Mental Illness. This is the week, and while reporter Samantha Pak was meeting with NAMI representatives on Monday afternoon, the terrible news broke: actor and comedian Robin Williams, 63, had died of an apparent suicide in his Tiburon home in Marin County in northern California (on Tuesday, the Marin County Sheriff ’s Office said Williams hanged himself). “Robin Williams passed away this morning. He has been battling severe depression of late. This is a tragic and sudden loss,” his publicist said in a statement. I’m familiar with a lot of Williams’ work, but his poignant performances in “Good Will Hunting” and “Dead Poets Society” especially moved me. I thought of those movies and many of his heartfelt scenes on Monday afternoon while sitting at work. While the 90-plus-degree heat persisted outside, I felt a cold chill move throughout my body. It was an eerie experience, and although I couldn’t discern it right away, I soon knew what was happening as I began to think about my three friends who took their own lives Andy Nystrom

Inslee water quality plan too little, too late More delay is about the only thing that any of us who live here in Washington can count on when it comes to a badly needed update of state water quality standards to protect our health. After decades of foot-dragging by previous governors, Gov. Jay Inslee recently unveiled his plan to revise our state’s ridiculously outdated water-quality standards. While the plan offers a small increase in protection from 70 percent of the toxic chemicals regulated by the federal Clean Water Act, it maintains the inadequate status quo for the other 30 percent. At best, Inslee’s plan offers minimal progress in reducing contamination; at worst, it provides a tenfold increase in our cancer risk rate. Water-quality standards are based in large part on how much fish and shellfish we eat. The more we eat, the cleaner the water needs to be. Two numbers drive our water quality standards: our fish consumption rate; and our cancer risk rate from pollution in our waters. Inslee’s plan rightly increases our fish consumption rate from the

He would have been proud of my friends. Patrice was a friend from southern California who encour-

Current studies show daily consumption rates of 236 to 800 grams. Even those numbers represent suppressed rates. If more fish and shellfish were available for harvest, more would be eaten. While giving a little with one hand, Inslee takes away a lot with the other, increasing our “acceptable” cancer risk rate tenfold, from one in a million to one in 100,000. Do you think anyone who gets cancer from the pollution in our fish and shellfish would find that risk rate acceptable? Would you? That one-in-a-million rate has protected all of us for the past 20 years. By increasing the cancer risk rate, Inslee effectively cancels out most of the health benefits and improved water quality provided by the increased fish consumption rate. The fish-consumption and cancer-risk rates are supposed to protect those who need it the most: children, women of childbearing age, American Indians, Asians and

I hope, wherever they are, my three friends and Williams are at peace, either strumming their guitars or watching the waves crash in the distance.

To make up for the loss of protection under the cancer-risk rate, Inslee proposes a statewide toxics reduction effort that would require legislative approval and funding. While the idea of a large toxics-reduction program is a good one, it is not a substitute for an updated state water quality standards rule that carries the force of law. No one knows what the Legislature might do, but two things are certain. There will be more delay and more opposition to Inslee’s proposal. Boeing and other opponents of improved water-quality rules will likely engage in full-strength lobbying during the session to block any meaningful change, claiming that it will increase their cost of doing business. The state has a clear duty to protect the environment, to ensure that our treaty foods such as fish and shellfish are safe to eat. If not, those rights are meaningless. We will not put our hard-won treaty rights or the health of our children in the hands of the governor or state Legislature. Our treaty rights already are at risk because most salmon populations continue to decline. The reason is that we are losing salmon habitat

faster than it can be restored. What good is restored habitat if it does not include clean water? Washington could have joined Oregon as a leader in protecting human health and natural resources. Oregon two years ago increased its fish consumption rate to 175 grams per day and kept the one-in-a-million cancer-risk rate. Now Oregon has the highest standards of protection in the United States. Meanwhile, the Oregon economy hasn’t suffered, and not one company has gone out of business as a result. Don’t we all deserve the same level of protection as Oregonians? Any kind of justice that is delayed is justice denied. That includes both social and environmental justice. Further delays and weak water quality standards only worsen the suffering of many. Inslee’s plan is too little, too late.

He said the medals are based on how many points a competitor receives, not how they score against each other, adding that he was one point away from a silver medal. Steven Prokopchuk, the math department chair at Bear Creek, enjoyed math competitions when he was in high school and had hoped he could help his students have similar experiences. He said he entertained the idea of having a student participate in a national math olympiad competition such as the United States of America Mathematical Olympiad. “But having a student represent his country at the IMO completely surpassed my expectations,” Prokopchuk said. “I never really expected that it could happen with one of my students. When Caleb told me he was going to the IMO, I was elated. I couldn’t wait to tell other teachers and staff, as well our division head and head of school. It has been a particularly amazing experience knowing how hard Caleb has worked and knowing some of the challenges he has faced along the way.” Ji said the IMO competition format is different from other competitions because the latter are shortanswer format. Participants know how to solve the problems and they are tested for speed. The IMO problems are long form and competitors usually do not know how to solve them at first and need to use intuition and logic to come to an answer. “These problems are all

SHARING HIS LOVE FOR MATH
Although Ji had been interested in math competitions since his father first introduced them to him in grade school, it wasn’t until he attended a math camp during the summer after eighth grade that he really discovered his love and passion for the subject and the order and structure of it. “Math can be really beautiful,” said Ji, who started at Bear Creek as a freshman. Ji’s love for the subject is no secret. Ji’s mother Debbie Ji also noticed the

He said during math team meetings, Caleb would often complete math problems long before the other members, but wouldn’t let on when he was done. This eventually led Prokopchuk to look for new resources and questions that “might actually chal-

He added that during Caleb’s early days at Bear Creek, Prokopchuk checked in with the teen to see how he was adjusting to his new school and saw that Caleb was reading “an extremely advanced book (third or fourth year university text) of in-depth analyses of a variety of sequences and series — arithmetic, geometric, harmonic and various power series.”

She said it looks like Caleb would like to compete in the IMO again next year, though she acknowledged that doing so is a large time commitment to prepare in addition to the trip and competition themselves. To prepare for the competition, Caleb said he has purchased books on the subject and is part of an online community of teens who come together to discuss problems. “It’s fun,” he said, adding that this type of math is different from what you learn in class. Caleb, who will be taking Advanced Placement statistics and multivariable calculus at Bear Creek this fall, said he has also made many friends through the competitions and camps he has attended. In addition to the competition, Caleb said his trip to Cape Town gave him the opportunity to do some sightseeing with his teammates, as well. “It was a very beautiful place,” he said. “We just had a lot of fun exploring the city.”

And now that she is in a more stable place, Thompson works at NAMI Eastside to help others with mental illness. The nonprofit’s mission is to improve the quality of life of those affected by mental illness through advocacy, education and support. Thompson added that almost everyone involved with NAMI Eastside has been affected by mental illness, which allows them to relate to and understand those who come in better. NAMI Eastside programs — all of which are free — work with individuals living with a mental illness as well as their loved ones. In addition, the organization partners with other local agencies. One of those agencies is HERO House in Bellevue. The organization — whose name stands for Hope, Empowerment, Relationships and Opportunities — provides support for adults recovering from mental illness working to reclaim their lives and rejoin the community. Erica Horn, executive director of HERO House, said the organization began as a part of NAMI Eastside before it became its own nonprofit in 2005.
Campfires prohibited in all state parks Washington State Parks announced Tuesday that campfires in all state parks will be prohibited until further notice to help prevent human-caused wildfires during the hot, dry season on both sides of the Cascade Mountains. The prohibition on campfires in state parks complies with the announcement Monday by Washington State Department of Natural Resources (DNR), which notified the public of a ban on all outdoor burning on lands protected by DNR, through Sept. 30. That agency has fire protection responsibility for all but a few state parks. Prohibiting open fires and campfires in all state parks is intended to

In addition to other nonprofits, NAMI Eastside also works with local law enforcement to help with crisis intervention team (CIT) training. Shari Francois, commander of investigations for the Redmond Police Department (RPD), said the training is 40 hours long and teaches law enforcement first responders how to approach a situation involving an individual with a possible mental illness. “It’s amazing training,” she said, adding that the training is important because the majority of people they deal with who are in crisis are also dealing with mental illness. Through the training, officers hear from people in various professions ranging from clinicians to attorneys — all of whom are familiar on the topic. Francois said the training is not mandated, but many in the RPD have taken it — mostly first minimize public confusion and cooperate in DNR’s effort to prevent wildfires. DNR has said that significant demands are being placed upon fire suppression resources from regional and statewide firefighting efforts. Campers in state parks will be allowed to use devices that allow for control of combustion, including: • Propane and liquid gas stoves appropriate for camping and backcountry use • Propane barbecue devices that do not use solid briquettes • Propane or pressurized white gas warming devices that have a shield or base • Lava rocks or lava logs may be used in propane grills and barbecues • Solid fuel citronella or other candles in a metal bucket or glass container.
MENTAL ILLNESS IN THE MEDIA
Mental illness has been more prominent in
the media as a result of recent school shootings throughout the country. While people have always contacted NAMI Eastside for help and services, program coordinator Nina Weaver said now, “people are (more) willing to talk about it.” Thompson said after the 2012 shooting at Sandy Hook Elementary School in Newtown, Conn., they received calls from parents who saw their own children in 20-year-old Adam Lanza. “That’s my son,” she said about what they would tell her. “My son is like that.” Thompson said individuals with mental illness are actually more likely to be victims of violence, rather than the perpetra-
tors. Only a small percentage commit crimes, but they are the ones that make the news. More people are talking about mental illness, as well, after the death of comedian and actor Robin Williams, who committed suicide, according to the Marin County Sheriff ’s Office. Thompson, Weaver and Horn all said anyone can be affected by mental illness and that it does not discriminate. “He appeared to have everything anyone could ask for, but mental illness doesn’t discriminate by age, race, sexual orientation or socioeconomic background,” Thompson said about Williams. She added that more than 6 million men in
the United States have at least one episode of major depression each year. Men in particular, she said, do not usually display observable symptoms and that depression may actually cause men to suppress their feelings and “tough it out” or selfmedicate their depressive feelings using alcohol or drugs. While Williams spoke openly about his battles with addiction, his battles with depression were not well known. Horn and Thompson said they hope Williams’ death will open up a dialogue, raise awareness and get more people talking about mental illness. “This is a disease, just like diabetes and heart disease,” Thompson said.

Francois, who is on the board of directors for NAMI Eastside, said working with local agencies such as NAMI Eastside is important and officers will often refer individuals to the nonprofits to get help. “It can help save a life,” she said.

The City of Redmond Parks and Recreation Department has offered preschool at Farrel-McWhirter Park for more than 20 years and will continue to honor this tradition with its new partner, Nature Vision, for the 2014-15 school year. Nature Vision will provide comprehensive preschool programs with a focus on preparing children for kindergarten, learning through play and developing social skills at the historic park in a unique farm, nature and forest environment. “We’re thrilled to announce Nature Vision as our partner for the preschool program at Farrel-McWhirter,” said Parks and Recreation Department Director Craig Larsen. “The teachers and classes will be ready to start in September. We’re pleased that our partnership strategy will continue to serve our current preschool families.” The city decided on the partnership approach after careful evaluation of various options to continue the preschool program, following the announcement of the departures of two key preschool staff in June. A selection panel of city staff and five preschool parents reviewed submitted proposals and conducted interviews of qualified agencies that submitted proposals. “The Farrel-McWhirter preschool parents were very supportive during the search for a partner organization to operate the preschool,” said the city’s recreation division manager Mark Hickok. “Their feedback and suggestions helped shape our
evaluation criteria which were used to critique the prospective bidders. The perspective the parents on the selection committee brought was invaluable and we appreciated their point of view and support.” Nature Vision will provide management of daily preschool operations, including supervision of the preschool teachers, curriculum development and communicating with parents, with oversight from the city. “We anticipate this to be a very smooth transition,” Larsen said. “We are looking forward to an exciting beginning of a new preschool year at the farm and know this will be a wonderful experience for the children.” Nature Vision preschool Director Shelia Dearden added, “The teachers from Nature Vision are excited and privileged to guide your child through their preschool years in such a wonderful place. We have loads of fun, creativity, learning and discovery planned for your child to join in.” Nature Vision has been providing in-class outdoor learning experiences for young children for more than 12 years. Redmond Police Department officers to participate in DUI patrols Summer is a time for parties and picnics in the sun, but don’t let driving under the influence (DUI) ruin your fun. Even though Washington legalized marijuana for adults 21 and older, it is still illegal and dangerous to drive under the influence of marijuana or alcohol. “Specifically, we want people to know that marijuana doubles the risk of a fatal crash,” said Darrin Grondel, Washington Traffic Safety Commission director. “With new retail marijuana stores in the mix, we want to remind the public that prescription and over-the-counter drugs, as well as illegal and recreational drugs, can impair driving ability.” That is why between Aug. 15 and Sept. 1, extra officers — including those in Redmond, — will be on the roads looking for drivers under the influence of alcohol, marijuana or other drugs during the annual Drive Sober or Get Pulled Over campaign. Many of these officers have special training to identify when a driver is under the influence of drugs as well as alcohol. Drivers are encouraged to find alternative transportation or ride with a sober designated driver. “More people may be using marijuana recreationally, but that should never be mixed with driving,” said Lt. Rob Sharpe, commander of the Washington State Patrol impaired driving section.
Sharpe noted that law enforcement has been arresting drugged drivers for a long time and will continue to identify and arrest drivers who make the poor choice to drive under the influence of marijuana, alcohol or other drugs. In addition, law enforcement reminds young drivers that impairment laws are
much stricter for anyone younger than 21. A young driver who has any marijuana in their system or a blood alcohol concentration of .02 or higher is considered to be driving under the influence and is at risk for arrest. During 2013 in King County 7,948 people were charged with DUI. In addition to the

Western Washington municipal stormwater permits updated Local governments in Western Washington — including Redmond — will see changes to what’s required for managing polluted stormwater runoff, the top threat to the water quality of urban-area lakes, rivers and Puget Sound. Stormwater is typically rain that runs off rooftops,

Before parading to their starting holes, the 140 players took part in stretching and warm-up exercises led by Shawn Farmer (aka “The Fitness Caddie), director of golf fitness and conditioning at GolfLetica. Also supporting the event as volunteers were three women golf pros who played a par-3 hole for each team that purchased the “Team Advantage” card entitling players to various competitions and games.
The trio included Lyndsey Devenish, a PGA Class A member at GolfTEC Lynnwood; LPGA Class A member Erin Menath of GolfTEC in Bellevue; and Kathy Wake, a member of both the LPGA and PGA, of Dick’s Sporting Goods in Issaquah. Along with on-course competitions, the event featured prize drawings and a silent auction. All golfers and volunteers received a reusable Hope Heart
Institute shopping bag that was filled with assorted merchandise, gift cards, and snacks from various donors. During the awards luncheon, one of the tournament golfers, Laurel Kiichli, told of her personal experience with a serious heart condition that was detected after she fell ill while driving to a golf course. Upon arriving, medics were summoned and she underwent open heart
paved streets, highways and parking lots. Along the way, it can pick up pollution from oil, fertilizers, pesticides, soil, trash and animal waste. Then the water might flow untreated directly into a local stream, bay, lake or waterway. The Department of Ecology proposes modifications to the August 2012 municipal stormwater permits for Western Washington only, and has made the changes available for public review. Redmond is one of the cities covered by the permits. The changes are required due to rulings by the state Pollution Control Hearings
Board to resolve appeals of the permits. Changes include: • Technical issues around low-impact development • Watershed planning • Definitions • Western Washington Stormwater Manual The proposed modifications, supporting documents, and additional details on how to submit comments are posted on Ecology’s Municipal Stormwater website (www. ecy.wa.gov/programs/wq/ stormwater/municipal/index.html). Ecology expects to finalize the permits in December 2014.
DRAFT PLAN TO REDUCE EXPOSURES OPEN FOR PUBLIC COMMENT
PCBs as a key chemical of concern. Ecology has drafted a chemical action plan identifying PCB sources in the state and recommending ways to reduce exposures. The plan is open for public comment now through Oct. 6. Items tested in the study include paper products, paints and colorants, caulking, printer ink and some product packaging. Full details — including a com-
plete product listing — are available in a report on the Ecology website (www.ecy. wa.gov/). The study focused on four PCB types that previous studies have linked to pigments and dyes. A future report will include results for all 209 PCB types. Ecology ran the tests to gauge PCB levels in consumer products and potential releases of this toxic class of long-lasting chemicals to Washington’s environment.

Dozens of women went home with prizes, merchandise and inspirational messages from the seventh annual Golf Fore Red tournament, but the grand prize winner was The Hope Heart Institute, this year’s beneficiary. Tournament director and Golf Fore Red president Jane Simmons said sponsors, donors and players helped raise more than $25,000 during the July 26 event at The Golf Club at Redmond Ridge. Net proceeds increased more than 20 percent from last year. Simmons said the funds raised at the sold-out event will support The Hope Heart Institute’s “Women Take Heart” programs and its other initiatives to combat heart disease — America’s No. 1 killer of

Members help raise awareness of cardiovascular disease in part by making a gift of $500 annually to support free community education programs for women of high need. The EmpowerHER network convenes quarterly for education, networking and social events.
