City’s SchoolPool program targets congestion, safety issues SAMANTHA PAK spak@redmond-reporter.com
At the beginning of every school year, City of Redmond officials are asked what they can do to help with the traffic on Education Hill. This year, to address the neighborhood’s congestion issues, the city is launching a pilot program called SchoolPool. Some of the
goals of the program are to address traffic congestion and access around schools and to educate young students on the benefits and safety of alternative transportation. “We’re just trying to plant that seed that there are different ways to get to school,” said Jill Smith, transportation demand management manager for the city.
Smith said SchoolPool is similar to the city’s Redmond Trip Resource and Incentive Program (RTRIP), in that it encourages people to choose alternatives to driving alone. Some of those alternatives include carpooling, walking or biking and taking a bus. And like R-TRIP, SchoolPool will offer incentives for schools, families and students. Participating
schools’ PTSAs will earn $20 for each family that signs up for the program; participating families will be entered into prize drawings for gas gift cards and students will earn a party or assembly of their choice for their school if they see a 10 percent reduction in cars on the road. Smith said part of SchoolPool will also be reminding drivers to be
more careful while driving in a school zone and near parking lots as well as the dangers of driving while talking or texting on a cell phone when there are a lot of pedestrians and bikers — mostly children — around. Although it is only the second week of school, Horace Mann Elementary School at 17001 N.E. 104th St. has already signed up to participate in SchoolPool.
Principal Megan Spaulding said her school is participating because they have worked in the past to reduce the cars on the roads. Currently, cars can be seen lined up along Northeast 104th Street almost all the way to 166th Avenue Northeast before and after school as parents wait to enter the school to drop off [ more SCHOOLS page 2 ]

The City of Redmond Bike Park is now open for all skill levels of bike enthusiasts to enjoy. Located at Hartman Park on the corner of Northeast 104th Street and 171st Avenue Northeast, the dirt-jump style trails progress from beginner to advanced and is designed to help riders develop their skills
in a safe environment. The park covers about two acres of forested property and riders can ride the various trails. The trails include three levels of jump lines. The Easy A line for beginners features eight tabletop and three roller jumps, with an average 4-foot height and several berm turns. The Shredmond intermediate jump line features nine tabletop and one roller jump with an
average 6-foot height. The A-Line South advanced line features five tabletop and one roller jump as well as a one and a quarter pipe jump with an average 6-foot height. In addition, the Bike Park features the Can’t Stop, Won’t Stop pump track, which is 350 feet long and has 13 rollers with an average 2.5-foot height and seven berm turns. There is also the 200-foot-long Walk [ more BIKES page 6 ]

In the summer of 2009, Caroline Mancini began experiencing some health issues. She began getting easily fatigued, having indigestion and bad bloating and feeling full quickly. Her menstrual cycle became erratic and her stomach became hard and distended. Mancini, who has lived in Redmond by Ames Lake for nine years, was not sure what was wrong and assumed at 48, that she was going through menopause. But the symptoms persisted and became worse. “None of it went away,” said Mancini, who is now 52. Despite the ongoing symptoms, she pushed forward with her life,
looking after her family and others and staying active in her children’s schools. Mancini said she didn’t think she was experiencing anything serious and did not want to go to the doctor. But in May 2010, while training for an upcoming Susan G. Komen 3-Day walk, she received a wake-up call. At that point, her stomach had become so hard and swollen that she couldn’t bend down to tie her shoe. In addition, as a regular walker and hiker, she was becoming breathless very easily from just walking. When Mancini finally made it in to see her doctor, she was referred to a couple of specialists. After looking at her symptoms, doctors thought it could be anything from a [ more TEAL page 6 ]

or pick up their children. “We are hoping that participating in the SchoolPool will increase healthy travel habits, reduce the number of cars on the road and create a closer-knit community,” Spaulding said. “Plus, students, their families and the school can earn great prizes for participating.” She said they have offered “Walk to School” days in the past — some of which have been in conjunction with the city. “We like to encourage students to ride bikes and walk to school because it increases punctual arrival to school and the light exercise increases students’ readiness to learn,” Spaulding said. “Furthermore, most of our students live within walking distance to the school and it’s always great to find safe and fun ways to help students get to school.” Gretchen Connors, who has two children at Horace Mann, said she probably won’t be able to participate in the SchoolPool because they live in the Albert Einstein Elementary School area and have taken an in-district variance to transfer to Horace Mann. But if there are any families who live nearby, she would like to participate. Smith said when people sign up for SchoolPool online, the program can match them with neighbors who live nearby and are on similar schedules, making it easier to organize carpools. Connors said School-
Pool has the potential to be very beneficial for Horace Mann — if people sign up for it. “It looked kind of cool, I would like to participate,” she said. “Hopefully it will help with the congestion.” To encourage participation in SchoolPool, Caroline Chapman, program coordinator with the City of Redmond, said they have put up posters around the school. In addition, students will be receiving a calendar for October — Walk/Bike to School Month — to mark the days they participate. At the end of the month, they can mail it to the city to receive a prize. “It’s a fun way to encourage kids and do a little cheerleading,” she said. In addition to trying to reduce traffic congestion, Spaulding said Horace Mann has also worked to improve the environment and their school’s Green Team was one of the first in the district to implement a “no idle zone” in their parking lot. Fewer cars on the road would help further the school’s goals in improving the environment. Smith said this year, they will focus SchoolPool on the schools on Education Hill and hope to extend it to all schools in Redmond as the program becomes more established. SchoolPool is funded by a combination of dollars from the City of Redmond, R-TRIP, King County Metro Transit and grant money.

Police Blotter The police blotter feature is both a description of a small selection of police incidents and a statistical roundup of all calls to the Redmond Police Department that are dispatched to on-duty police officers. The Redmond Reporter Police Blotter is not intended to be representative of all police calls originating in Redmond, which gets more than 500 calls (emergency and nonemergency) per week.
BRIEFS No injuries reported in house fire At 5:43 a.m. Wednesday, the Redmond Fire Department (RFD) responded to a house fire in the 9700 block of 164th Avenue Northeast in Redmond. The fire started in the house’s basement, though how the fire was started has yet to be determined. “They’re still investigating,” said Anne Marie Peacock, communications specialist for the city. Peacock said an 85-yearold man lives in the home by himself and he was able to get out of the house uninjured and call 911 after he heard his smoke alarm. Peacock said there was less than 50 percent damage to the house and it took crews from RFD, as well as the Kirkland and Woodinville fire departments, about half an hour to put out the fire.

Celis aligns himself with political heavyweights
Jerry Cornfield
Republican Pedro Celis needs a spark for his congressional campaign and hopes it will come from two men who helped a Tea Party-backed candidate unseat U.S. House Majority Leader Eric Cantor. Zachary Werrell and Gray Delany were the only paid staffers on the campaign team of Republican David Brat, who defeated Cantor in Virginia’s June primary. It was one of the biggest political upsets in congressional history. The Republican strategists aim to generate a similar level of electricity for Celis, who faces long odds in his race against incumbent Democratic Rep. Suzan DelBene in the 1st Congressional District. Werrell, who managed Brat’s campaign, will have the same role full-time for Celis. Delany is the new communications manager. How this political union came about — did Celis recruit them, did Republican officials insist Celis accept them, or something else? — is open to speculation. “I can’t comment on the circumstances,” Delany said Tuesday. They signed on after Celis’ underwhelming performance in the Aug. 5 primary.

OPINION
[4] September 12, 2014
The district has a constituency stretching from the Canadian border to suburbs in east King County. It takes in towns and farms east of I-5 in Snohomish County. One of their first challenges — and maybe one of the reasons Werrell and Delany are on board — is to shore up Celis’ credibility among conservative Republicans who view Celis as too moderate and a tool of the party establishment. Celis made it through the primary on the strength of support from voters in King and Whatcom counties. He finished fourth in Snohomish and Skagit counties, meaning that he was the third-favorite
Republican in those counties. Werrell and Delany intend to rework the playbook, recasting Celis as a candidate focused on trimming the federal deficit, rewriting the federal health care law and tying DelBene to the policies of President Barack Obama. “Suzan DelBene represents the status quo,” Delany said. “Pedro is an innovator, a breath of fresh air.”

Confounded by roadwork on 166th Avenue Northeast Every day, I take 166th Avenue Northeast down Education Hill and take a right on Northeast 85th Street to get to work. I am confounded by the recent roadwork on 166th at this particular turn. I have no problem with the bike lane down the hill. What does make me incredibly frustrated is the right turn from 166th on to 85th. The right-turn lane is not wide enough to pull into without blocking the bike lane entirely. As you go down the hill, the bike lane continues through the light, but anyone turning right has to get into the bike lane and effectively block it all the way to the turn, or wait behind the bikes until they are all past the turn. This is a ridiculous situation. The turn lane should be a full-sized lane. There is no other turn in Redmond that I am aware of where the right-turn lane is less than half the size it should be. Who on the planning commission decided a half-size turn lane was acceptable? It makes no sense. Once on 85th, you will find a right-turn lane as you turn onto 164th Avenue Northeast. The bike lane breaks up so that the bike and driver can share the lane to make the right turn. This makes so much more sense. With all the money that the city throws into the neverending roadwork on 166th, it seems to me they ought to be able to do it right.

I-594 will save lives in our state
So many of us feel powerless to affect change in the midst of turmoil at home and across the globe. But there is something we can do to save lives right here in Washington – vote “yes” on Initiative 594 this fall. As a concerned mother and a member of a family that hunts, I believe this is a measure on which those on all sides can find common ground. The initiative respects the passionately held 2nd Amendment rights of responsible gun owners, while closing the loophole in our state that gives convicted felons and other dangerous people easy access to firearms. Case in point: domestic abusers. When a firearm is present in the home, a woman is five times more likely to be killed by an intimate partner with a history of violence. While federal law prohibits convicted abusers from owning firearms, the loophole in our law makes it easy for them to evade a background check by buying a gun from a stranger at a gun show or online with no questions asked. States that have closed this loophole experience 38 percent fewer handgun murders of women by intimate partners. We can do the same. I encourage my neighbors in Washington to support I-594, and connect with momsdemandaction.org and wagunresponsbility.org.
Diane Meehl, Sammamish
No initiative will stop criminals, not even I-594
I wanted to counter the falsely simplistic
arguments that supporters of the gun-control initiative I-594 are stating. They are disingenuously saying that voting “yes” on I-594 is something people can do to save lives because it will stop criminals from getting guns. I’m sorry, but no initiative will stop criminals — who by their very nature don’t obey laws. And this initiative would do nothing to fix the mental health system, which is the common denominator in all the recent mass murders. Proponents of I-594 also claim the initiative will close the “gun show loophole” in our laws. Um, excuse me, but there is no “gun show loophole.” Current law states that any person engaged in the business of selling firearms must register with the federal government, must obtain a federal firearms license and must submit all prospective gun buyers to an FBI or state agency background check. This requirement applies at gun shows and all other locations, all of the time. Gun shows here in the Puget Sound are run by Washington Arms Collectors, and they following the above laws, only allowing sales at their shows to those legally allowed to own firearms. Furthermore, statistics from the Bureau of Justice show that only 0.7 percent of convicts nationwide bought their firearms at gun shows. In fact, the Bureau of Alcohol, Tobacco, and Firearms reports that 93 percent of guns used in crimes are obtained illegally — either stolen or sold in the black market. So adding more laws to the laws, which gun shows and gun dealers already follow, will not keep the bad guys from getting guns. [ more LETTERS page 5 ]
September 12, 2014 [5]
[ Letters from page 4] Again …bad guys don’t follow laws. Finally, a big talking point to promote I-594 is the myth that “when a firearm is present in the home, a woman is five times more likely to be killed by an intimate partner with a history of violence.” Besides there being no legitimate study to prove this statistic, it would be a flawed argument because it fails to consider the number of lives saved by guns. The Journal of the Medical Association of Georgia reported that Americans use firearms as often as 2.5 million times every year in self-defense. In more than 90 percent of these defensive uses, citizens merely brandish their gun or fire a warning shot to scare off the attacker. About 8 percent of these self-defense cases were women defending themselves against sexual abuse. The Law Enforcement
Assistance Administration reports that when a woman was armed with a gun or knife, only 3 percent of rape attacks were completed, compared to 32 percent when the woman was unarmed. But don’t rely on me to persuade you on how to vote this November — for or against the two gunrelated initiatives, I-594 and I-591. Instead, rely on the Washington Council of Police and Sheriffs (WACOPS), the largest organization representing law enforcement professionals in Washington state. WACOPS opposes I-594, the convoluted 18-page initiative that severely harms law-abiding gun owners, while doing nothing to help public safety or law enforcement. Police and sheriffs see that not only would I-594 not stop criminals, but it would criminalize loans and transfers of firearms between family members and friends. Besides, there
is something suspicious about an initiative being funded by literally $1 million in donations from various multi-billionaire elitists, who don’t have to worry about self-defense, as they have their own privately hired security details protecting their loved ones. Instead, WACOPS endorses I-591, the simple one-page initiative that protects against gun confiscation and is being funded by $10 and $100 donations from blue-collar Washingtonians. You can find out more about I-591 at wagunrights.org and washingtonarmscollectors. org.
In Steve Jobs’ biography, his friends and co-workers claimed at times he suffered from reality distortion. Is our U.S. State Department suffering from this fractured image of
reality or is it just propaganda that is shaped in the media and the institutions that share information to the American people? If a person gives a different side of the story, like the four Blackwater (Academi) soldiers on Fox News, what happens to the State Department’s story? Now the Benghazi event isn’t an isolated incident and not exclusive to the current administration. Now individuals who are shouting from the street corner giving accurate information are blindly discredited as promoting conspiracy! Individuals who are so-called whistleblowers are now represented as traitors or information is given about them that discredits them as a person. Therefore, the information should clearly be disregarded, as well. Now, we say we have the left/right paradigm, which is basically two wings on the same dragon. So … we have Tea Party, neocons

CenturyLink participates in a government benefit program (Lifeline) to make residential telephone service more affordable to eligible low-income individuals and families. Eligible customers are those that meet eligibility standards as defined by the FCC and state commissions. Residents who live on federally recognized Tribal Lands may qualify for additional Tribal benefits if they participate in certain additional federal eligibility programs. The Lifeline discount is available for only one telephone per household, which can be either a wireline or wireless telephone. A household is defined for the purposes of the Lifeline program as any individual or group of individuals who live together at the same address and share income and expenses. Lifeline service is not transferable, and only eligible consumers may enroll in the program. Consumers who willfully make false statements in order to obtain Lifeline telephone service can be punished by fine or imprisonment and can be barred from the program.

Mayor John Marchione declared Sept. 6 Redmond Bike Park Day, which Shaw said, “was pretty cool.” The Bike Park was built with the help of 176 volunteers, who put in a total of 1,670 hours. The volunteers cleared the trails of vegetation and shaped the soil into large jumps using hand tools, rakes, shovels and tampers to pack the soil. One of those volunteers was Josh Randall, who has been involved in the park’s development since talks began in 2009. The Bike Park went through an appeals process as neighbors were concerned about the park’s size and the potential noise and parking issues it could bring to the area. Now that the park is complete and open for use, Randall said, “it’s absolutely incredible.” He added that it hasn’t all sunk in for him yet because they have come
so far. Randall, who was 14 when the city began talking about building an official bike park, said in the past, he would often ride around in the wooded area by himself. But now, the 19-year-old will drive past and see anywhere between five and 10 people riding around the park. For Randall, that is his favorite part about the now-open Bike Park. He said it feels good to be part of something that not only the next generation could enjoy, but future generations to come, as well. Those interested in volunteering as a trail steward to help with ongoing trail maintenance can sign up at www.red mond.gov/bikepark to register as a volunteer. or abdominal pain, urinary symptoms (urgency or frequency), abnormal vaginal bleeding and bowel changes. “Because I didn’t know,” Mancini said about the symptoms, “it is absolutely my mission to spread awareness… My body was telling me for months but I wasn’t listening because I didn’t know what I was listening for.” To fulfill her mission, Mancini and her daughter Bella Mancini organized a 5K walk on the Sammamish Plateau in 2012. Because the event has outgrown the plateau, this year’s Teal and Toe Walk (teal is the color for ovarian cancer awareness) will be held on Sept. 28 at Marymoor Park at 6046 W. Lake Sammamish Pkwy N.E. in unincorporated King County near Redmond. Registration opens at 12:30 p.m. and the walk begins at 2 p.m. While the walk is a fundraiser for the Ovarian and Breast Cancer Alliance (OBCA) in Seattle, Caroline said spreading knowledge is more important to her. Bella said she became involved because she
would do anything to support her mother. For the previous two events, the 18-year-old, who begins at Western Washington University later this month, dealt with registering walkers and helped run the event website and social media sites. But this year, with her first year of college just weeks away, Bella said she is not as involved and they are receiving help from the OBCA. She added that since the walk event began, her mother has been contacted by women who have come across event T-shirts, which list the symptoms for ovarian cancers. As a result, Bella said these women realized that they were experiencing those symptoms and went to see their doctors. “She’s saving people’s lives,” Bella said about her mother. Caroline said she is just doing her part to spread awareness about ovarian cancer. “I’m doing what I can to make sure it is out there,” she said. The Bike Park officially opened Sept. 6 with a special grand-opening event, which featured a dirt jump skills workshop, led by Evergreen Mountain Bike Alliance, a walk around the park’s perimeter, a ribbon cutting, volunteer awards and a barbecue. “It was a really great event,” said City of Redmond project manager David Shaw. He said among the attendees were the volunteers who helped build the park — along with their families — as well as neighbors living near the park and people from all around the Redmond area. It wasn’t until one of her doctors spoke with an oncologist and Mancini went in for a biopsy and additional tests that they realized it was ovarian cancer. She was diagnosed in July 2010 and after she went through treatments and surgery, it was determined that she had stage 3C ovarian cancer. Since her diagnosis, Mancini has been going through chemotherapy almost non-stop, with very few breaks. “The problem with ovarian cancer if it’s caught so late, it can recur,” she said, adding that she has had two recurrences of the cancer since her diagnosis. After her diagnosis, Mancini and her daughter began talking about how they could educate women about ovarian cancer so they are aware of the symptoms. Those symptoms include the ones Mancini experienced as well as pelvic

On Sept. 8, we observed National Grandparents Day. If you have grandchildren, they hopefully marked this occasion by sending a card, making a call or, best of all, paying a visit. But however your grandchildren express their feelings for you, you undoubtedly have a very big place in your heart for them. In fact, you may well be planning on including your grandchildren in your estate plan. If that’s the case, you’ll want to do the best you can to preserve the size of your estate — without sacrificing the ability to enjoy life during your retirement years. Here are a few suggestions to help you achieve this “balancing act”:

Expect market volatility — and don’t overreact.
If you’ve been investing for a while, you know that volatility in the financial markets is normal. In fact, it’s not unusual for the market to drop 10 percent, or even more, in a year. Try not to overreact to this type of volatility. For example, don’t immediately sell investments just because they’ve had a down year — they may well bounce back the next year, especially if their fundamentals are still strong. Diversify. It’s always a good idea to diversify across a range of investment vehicles — stocks, bonds, government securities, certificates of deposit (CDs) and so on. While diversification can’t guarantee a profit or protect against loss, it can help reduce the effects of volatility on your portfolio. Maintain a cash cushion. During your retirement years, you may face unexpected expenses, just as you did when you were working. To help pay for these expenses
without being forced to dip into your long-term investments, try to maintain a “cash cushion” that’s sufficient to cover six to 12 months’ worth of living expenses. Limit withdrawals from your investments. To keep your investment portfolio intact for as long as possible, set limits on your annual withdrawals. Your withdrawal rate should be based on a variety of factors — age at retirement, other sources of income, lifestyle choices, etc. A

financial adviser can help you calculate a withdrawal rate that makes sense for your situation. Delay your generosity. It can be tempting to provide for your grandchildren — and perhaps even your grown children — as soon as you can. But you need to balance this impulse with the financial challenges that two or three decades of retirement can bring. It’s not being “selfish” to take care of yourself first — in fact, by doing everything possible to remain financially independent, you will be helping your family in the long run. Don’t delay creating your estate plan. If you are committed to leaving a generous legacy for your grandchildren, you need a comprehensive estate plan. And it’s best to create this plan as soon as possible, while you are mentally and physically healthy. You may never become incapacitated, of course, but the future is not ours to see. In addition to starting early with your estate plan, you’ll need to assemble the right team, including your financial advisor, legal professional and tax expert. You might enjoy receiving attention on National Grandparents Day. But you’ll get even greater pleasure out of knowing that you’re maximizing your efforts to leave the type of legacy you want for your grandchildren — while still enjoying the retirement lifestyle you desire.

Hat trick: Redmond High’s soccer sisters are set for 4A Kingco Conference action ANDY NYSTROM anystrom@redmond-reporter.com
If you drive by the Kieneker sisters on the road, you’ll probably hear the two girls blaring music, singing loudly and laughing in between songs. Now that Redmond High freshman Cameron has joined her senior sibling Kennedy on the Mustang girls soccer squad, they’re spending tons more time together. On the field — and driving to and from matches and practices. When it comes to the tunes, Kennedy is clearly in charge. “We usually just listen to her playlist — all her music. She loves her music,” center defender/forward Cameron, 15, said. “We have a wide variety. We go from country to hard rock. Oh yeah, I’m in control and don’t let her choose anything,” added center midfielder Kennedy, 17, with a smile. As they glance at each other, you can tell they’re glad to be members of the same team, wearing silky white varsity uniforms and looking forward to helping the squad succeed this season. They’re family and that goes a long way on the soccer field. But the Kienekers aren’t the only sisters ready to give the Mustangs a boost. Completing the sister hat trick are senior/sophomore duos Marisa and Makenna Messina and Veronica and Vanessa Chung. “It helps with team bonding and team unity, but you have to treat everyone the same,” said senior goalkeeper Marisa, 17, of the sister situation. “Everyone’s a player and you want everyone to do their best, and everyone needs to contribute to the team. “(It’s like) an old family reunion, because I’ve played together with Kennedy and Veronica for years, so it’s weird now that all our younger sisters are here,” Marisa added. All six girls have also

Courtesy photo played for the Redmondbased Crossfire Premier soccer club for many years, which makes their bonds even tighter. Last season, the Mustangs finished 5-5-1 in 4A Kingco and 6-8-2 overall and lost in the first round of the conference playoffs. This year, they’ve got a new head coach on board in Ashton Griffen, who replaces longtime coach Patrick Scheibe who relocated with his job. Griffen graduated from Cedarcrest High and played for Western Washington University. As a senior last season, she helped Western compile an overall record of 20-2-1 and notch a third-place finish at the NCAA Division II final four tournament. Her assistant is Kristin Maris, who graduated from Issaquah High and also played at Western. She finished her soccer career tied for eighth among school leaders in goals with 28, eighth in assists with 17 and tied for eighth in points with 73. Both Kennedy and Veronica, 17, will surely soak
up some of the coaches’ soccer knowledge as they are primed for the college ranks, as well, with scholarships to the University of Arizona and San Jose State University, respectively. “When I went and visited, I fell in love with the coaches, and the whole atmosphere is just awesome. I got to meet the players and I just felt like I was at home,” Kennedy said of Arizona, which also features copious sunny days that she approves of. As for San Jose, Veronica not only looks forward to contributing to a growing program, but is excited to unleash her science and math skills in Silicon Valley. However, it’s Redmond High soccer first and here’s some insight into those two Mustangs and the rest of the sister crew.

For Marisa and her sophomore sister Makenna, it’s their second season playing on the Mustang varsity squad together. They enjoy their soccer time and sharing a sisterly bond. “On the field, (she’s a) powerhouse: she’s loud and she really guides the team,” Makenna, a 15-year-old center back, said of her sister. “Off the field, she’s like one of my best friends. She’s equally as trustworthy off the field — I can tell her anything.” But there is some competition among the sisters when it comes to shooting on goal in practice. Both girls look at each other and laugh when they discuss what goes on when Makenna is face to face with Marisa and the ball is set to soar toward the goal. “I try extra hard to stop her shots,” Marisa said.
