As Bret Larsen glanced at the screen displaying photos of the mangled underground cables, he noted, “It’s not a pretty sight.” Melinda White added, “It’s a major catastrophe that happened in our network.” On Wednesday night, the two Frontier Communications executives addressed a crowd of about
100 Redmond residents and business owners about what happened at 9:30 a.m. last Saturday and what the plan of action is to repair the unpleasant situation. An IMCO General Construction crew working on the Redmond Way Stormwater Treatment Facility project on Saturday cut through fiber and copper cables and disrupted Frontier’s FiOS and copper services for phone, television and hi-speed Internet, as
well as some 911 services. The crew caused the outage at 15802 Bear Creek Parkway at the corner of Bear Creek Parkway and Redmond Way, affecting about 6,000 residential and business customers. “The contractor was excavating a trench and installing a storm drainpipe — it was a mistake, the contractor hit cables,” said Linda De Boldt, City of Redmond Public Works director, as the crowd listened
at the meeting that took place in the Old Redmond Schoolhouse Community Center auditorium. She said the outage is under investigation. Seconds before De Boldt took the microphone, Redmond resident Norman L. Wherrett Jr. shook his head and asked aloud, “Where’s the mayor?” De Boldt noted that she was representing the city at the meeting and would supply information. De Boldt said the city is
working closely with Frontier to restore all services as soon as possible. Frontier repair crews restored 911 services by 7 a.m. on Sunday. As of Wednesday afternoon, Frontier’s Vicky Oxley said that 100 percent of FiOS services had been restored, but not all of their copper services. Frontier began working on restoring copper services on Tuesday night and Oxley said the process could last into the
weekend. “Frontier Communications continues to work diligently to restore services in the Redmond area,” Oxley said. “Frontier understands the importance of staying connected. We appreciate our customers’ patience as we work around the clock to restore services to the Redmond community.” Businesses are taking the brunt of the outage as evidenced by the owners [ more OUTAGES page 6 ]

On Sept. 11, the Washington State Supreme Court issued a court order, holding the state Legislature in contempt for failing to make enough progress in addressing the state’s constitutional requirement to fully fund public education. According to court documents, the state is not “meeting its ‘paramount duty…to make ample provision for the education of all children residing within its borders.’” “This ruling provides districts with renewed assurance that the Legislature will be held accountable to act to ensure that it is meeting its constitutional obligation to fully fund basic education by 2017-18,” said Lake Washington School District Superintendent Dr. Traci Pierce. “This includes funding all-day kindergarten for all students across the state.” She said the district is counting on, and planning for, the Legislature to follow through on its paramount duty. In response to the order, Sen. Andy Hill of the 45th Legislative District, which includes Redmond, released a statement saying, he is “glad the court has again confirmed its commitment to making educa-
tion funding a priority for this state.” “As our primary constitutional duty, funding education must come first when it comes to the budget,” he said in his statement. “One of the main reasons I first ran for office as a PTA dad was to end Olympia’s decades of neglect in prioritizing our schools.” Hill (R) is chair of the State Senate’s Ways & Means committee and a member of the Early Learning & K-12 Education committee. Hill’s statement continued, saying, the court states that the state “’has known for decades that its funding of public education is constitutionally inadequate.’ The ruling adds, ‘This proceeding is therefore the culmination of a long series of events, not merely the result of a single violation.’” Since he was elected, Hill said in his statement that he has “taken steps to end this period of neglect, writing and passing a budget that invested $1 billion more in education, added $4 to education for every $1 of non-education spending increases, and froze college tuition rates.” “While these are simply first steps, they represent the first steps [ more EDUCATION page 6 ]

company specializes in three areas: commercial real estate, residential real estate and lodging. Kate Burda, the company’s vice president of sales and marketing, said the first two areas of the company are more focused in the Midwest, but their 39 current lodging groups — with more than 5,500 rooms — are located throughout the country. She said one of the reasons they are developing hotels in Redmond is because the area has a strong market from a corporate standpoint. With the addition of Bellevue next door, she described the area as an economic powerhouse. “We were really excited about the market,” Burda said. That excitement goes both ways. “I am excited about these two new hotels,” said Redmond Mayor John Marchione. “They fit in well
with the innovative and high tech nature of Overlake Village.” Burda said the land CSM bought is zoned for two hotels, so it makes sense for them to build two complementary hotels, which the company has done before. “We’re not novices at it,” she said about the two-hotel concept. While CSM is not new to the two-hotel concept, Burda said this will be the first time they are developing such a project in the Puget Sound area. Some of the cities where the company has built two-hotel projects include Denver and Minneapolis. Burda said by having two hotels on the same piece of land, they are able to offer travelers lodging options to fit their needs, whether they are in town for a quick work meeting, working on a project or staying long term. Marchione added,
“Modern collaboration still relies on personal interaction. These hotels provide temporary housing for engineers and product developers from around the world to travel to Redmond and work with our businesses.” One of the company’s hotel pairings in other areas has been a Residence Inn alongside a Courtyard Marriott, but Burda said they are not sure what will be going up in Overlake yet. The two hotels will have about 280 rooms total — with one hotel having about 150 and the other, roughly 130 rooms. Scott Peterson, director of development for CSM, said they will go before the city’s Design Review Board in November and they hope to secure a grading permit around the first of next year. He said their goal is to have the hotels open by the summer of 2016.

Margaret Harris — who was in a car crash last month that killed her 68-year-old husband Steven Harris and 16-year-old Taylor Griffith — has been released from the intensive care unit at Harborview Medical Center in Seattle. She has been transferred to a rehabilitation facility for further recovery. On Aug. 24, Steven was driving a Ford Explorer, which collided with a pickup truck driven by Griffith along Redmond-Fall City Road at 244th Avenue Northeast, according to a previous report. The pickup continued eastbound in the
45th District Candidate forum set for Oct. 13 Holy Spirit Lutheran Church to host candidate forum A candidate forum, open to the public, will be held at Holy Spirit Lutheran Church in Juanita at 7 p.m. Oct. 13. The church is located at 10021 N.E. 124th St. in Kirkland. All candidates for the Senate and House of Representatives in state legislative district 45 will be attending including State Sen. Andy Hill, Matt Isenhower,

second stage will be a lightning round where candidates will be asked to answer ten “yes” or “no” questions. The third stage will be questions written on note cards by audience members that will be read by the moderator. This is the seventh annual candidate forum. In past years the church’s advocacy team has organized forums on voter referendums and candidates for both the Kirkland City Council as well as candidates for the 45th state legislative district.

Sounding off on Frontier outage
To Redmond Mayor Marchione, Redmond City Council and Public Works director: I am sure you are aware of the fact that a Public Works construction project has caused a huge disruption to the community, particularly businesses, due to digging up critical fiber and copper data lines owned by Frontier Communications. On Wednesday, I attended a meeting for the public and business owners to understand the status of repairs. I should not have to inform you that many businesses still will not have vital services restored until at least Monday, and projections for restoration of services to businesses in the area of Redmond Town Center extend out until after the first of October. Frontier Communications stated, at this meeting, that the correct coordinates/locators for these critical lines were provided to the city in preparation for this construction. Public Works Director Linda De Boldt was also in attendance and did not dispute this information from Frontier. It follows then that either the city did not provide the correct information to the construction crew or did not supervise the construction crew even though the city knew that critical infrastructure was located near this construction-site digging. My business relies on 15 phone lines that my employees use throughout the work day to communicate with health-insurance payers on the status of health-care providers’ claims. These employees are working at less than half capacity due to this issue. I cannot even begin to calculate the economic hardship this will place on my business! And in speaking to fellow business owners, I am convinced I am not alone in that concern. Here is what I find astounding. You held a council meeting on Sept. 23 with almost an hour devoted to a discussion about Public Works. The Public Works director sat right at the meeting table with you for this entire discussion. However, rather than discuss how such a colossal blunder could have occurred and directing the Public Works director to undertake a post-mortem review of the error, the issue was barely mentioned other than as a vague comment about the “dig on Saturday” and what a great attitude the employees had. In fact the entire discussion, from my perspective, seemed dedicated to congratulating the department and each other about what a wonderful job the department does. Really? Are you really that out of touch with the economic impact of such a mistake? You don’t even have a single question about it? It’s of so little importance to the mayor and council, it did not even come up in an hourlong discussion about Public Works? You aren’t even curious as to how it happened, and what can be done to prevent such a huge error from being committed again? I’m befuddled to say the least. As a resident and business owner in the City of Redmond, this incident seems to me to be the culmination of a haphazard and sloppy (not to mention out of touch) plan for our city. There is far too much construction going on simultaneously and it has created gridlock and worse in Redmond. Not all change is good. In fact, some of the “public works” projects have worsened
things on a permanent basis. The changes to 166th Avenue Northeast, for instance, have caused permanent traffic jams going up Education Hill. How is this an improvement? It now takes me 15 minutes to drive one mile up the hill from my business to my home at the end of the work day. I don’t have a public works planning degree, but it seems obvious that if cars cannot even proceed through a green light because of backups when it was not a problem previously, something has gone wrong in the planning. I have lived here for 15 years, and I feel as though our council and mayor are ruining this city. And then I watch a video of the Sept. 23 meeting hoping to get some information on what is going to be done to improve things in the face of what appears to be clear incompetence that surely hasn’t gone unnoticed. What I found by watching a video of that meeting is that you all seem to be perfectly oblivious to the issues. If I didn’t know better, I would question whether any of you actually lived in this community.

Attention: Redmond Planning Department
The traffic redesign on 166th Avenue Northeast is no doubt the least thought out plan I have yet to see. 1. What happens if police or emergency vehicles need to come up the hill? There is no place for cars to go to make room for large vehicles to pass. 2. Was any study done on how many cars use this four-lane road to get to work, etc? 3. Traffic is now backed up to the Hollywood School house in Woodinville trying to enter Redmond. 4. Will bike lanes be safe, going downhill at high speed and uphill? Will anyone really ride a bike up that hill? As for the turning lane going across traffic at the bottom, plus sharing the lane with cars: The lane is not wide enough for a car, let alone a truck. 5. Why plug the roadway with cement round barriers, isn’t just road makings enough like on other streets? We can read the markings and do not need to hit a barrier. 8. Lastly, I have seen this work crew working on Saturdays, which tells me the overtime costs are built into the project. Was the project also so poorly planned it needs overtime? More tax dollars at work. 9. Are the school buses factored into this traffic jam to get children to school and home timely? I am hoping the Redmond Planning Department can address the issues listed above.

Vote ‘no’ on I-594
Supporters of I-594 will tell you that it is about background checks for gun sales. But the proposed law also criminalizes temporary “transfers,” such as when one friend offers to teach another how to safely handle a firearm at home. An exception was carved out specifically for such transfers at shooting ranges, but instruction is far easier when both of you are not wearing hearing protection and interrupted by loud noises every couple seconds. This is just one of many examples of why I-594 is such an awful idea. It will criminalize perfectly reasonable behaviors of perfectly reasonable people. Reasonable legislation for background checks would simply require them for sales. I-594 was deliberately written to include non-commercial transfers between private citizens. A few exceptions were made, but nobody could possibly enumerate all of the reasonable things that two people could do with a firearm that one of them owns, and the people who wrote I-594 hardly tried. In the words of the Washington Council Of Police And Sheriffs (WACOPS), “the restrictive compliance measures for transfers and loans of guns will cause law-abiding citizens to unintentionally commit crimes and possibly be convicted of gross misdemeanors or class C felonies.” Please vote “no” on I-594. The police don’t want this to become law, and neither should you.

Parenting workshop series works to break ‘super parent’ myth Moms, dads can share struggles and issues they face with other parents SAMANTHA PAK spak@redmond-reporter.com
Being a parent is not always easy and sometimes parents will turn to books or the Internet for help. But sometimes, meeting with people face-to-face is what a parent needs. Licensed mental health therapist Lynn Tienken and life coach Debbie Lacy recognized this need, so they have teamed up to offer a series workshops for parents. Although the two women work in the same Redmond office, they had never worked together in partnership before coming together for their Conscious Mom, Conscious Dad workshops, which will be held in and around Redmond. One of the things their workshops focus on is the “super parent.” “The super parent is a myth,” Lacy said. “It is a mythological parent who can be all and do all.” She said the super parent is someone who does not get stressed, can stay calm in any situ-
ation and juggle all the balls that life throws at them. Tienken — who specializes in family, individual and couples counseling — added that parents often deal with the cultural expectation of being able to balance work and family life and still be there for their children 24 hours a day. Tienken said as children get older, parents sometimes lose their ability to just be in the moment with their children as they are trying to do everything and be everywhere. The workshops she and Lacy are leading will help parents learn how to listen to their children and be there as parents. Their first workshop, Conscious Moms, was held on Saturday at Health Within in Redmond. Lacy said they hope to hold monthly workshops on various topics — some will be geared specifically toward mothers, some toward fathers and some will be for both parents. Their next two scheduled workshops will be Conscious Moms: Happier Holidays from 6:30-9 p.m. on Nov. 13 and Conscious Moms: Year End
Reflections from 1-4 p.m. on Dec. 6. Both workshops will be in Redmond, but specific locations are still to be determined. Redmond resident Regina Ball attended the workshop after she learned about it through the newsletter for Mark Twain Elementary School in Kirkland, where her daughter is a firstgrader. Ball said she decided to attend the workshop because she was looking for new ideas on how to make parenting easier. And just as the workshop’s title implies, Ball and her fellow mothers learned how to be more conscious parents. “I think it’s super worthwhile,” she said. Ball said one of the things she learned from the workshop was how setting an intention for the day can help things go more smoothly. And even though it has been less than a week since the workshop, she said she can attest to this technique’s success. Earlier this week, Ball said her daughter was playing with their new puppy and the puppy kept trying to bite her daughter. Instead of getting frustrated with the situation, Ball said she reminded herself that her intention for the day was to be a calm and

Once she remembered those words, she felt the situation shift into a more positive light and she was able to teach her daughter how to play with their puppy safely. “If you live with that intention, it helps the rest of your day go better,” Ball said. Ball said another thing about
the workshops that she found helpful was just being around other parents. She said it was comforting knowing there are others who are dealing with similar parenting issues — such as not getting enough sleep — and laughing together. “Everybody’s in the same soup,” Ball said.

One attendee said his hair salon business in the Bear Creek Shopping Center has been affected, prompting White to inform the man that Frontier would switch his services from copper to FiOS free of charge. About 30 other businesses were given the same treatment to get them up and running when those owners attended the question-and-answer session at the community center on Wednesday afternoon. Oxley said that Frontier will also be proactively issuing bill credits for the days customers go without service. Paul Spears, owner of the Union 76 station in the 16900 block of Redmond Way, said his income took a hit with the outage. He estimated that 90 percent of his customers pay with credit cards, including 80 percent who pay for their gas at the pump. “It shut us down,” said Spears, who switched from copper to FiOS on Wednesday evening to get his business going again. “I hope the city steps up and does something

A CLOSER LOOK AT THE DECISION ON EDUCATION FUNDING
On Sept. 10, the Washington State Board of Edu-
cation (SBE) voted to adopt a resolution suggesting guiding principles for the Legislature in its duties to ensure that ample provision is made for all students residing within its borders, in a general and uniform system of public schools. The resolution came as the SBE’s view of its statutory responsibility to provide strategic oversight of the public education system. In the past two years, the state Legislature has begun to take steps to fully fund basic education as a result of the McCleary state Supreme Court decision, which ruled the state was not meeting its obligation to fully fund K-12 public education as required by the state constitution. There are six guidelines as part of the SBE resolution:

What is needed is not different dollars; what is needed is more dollars. • A comprehensive statewide accountability program continues to be an essential element to any significant McCleary investment in public schools. • The SBE affirms that Washington’s public school system has the potential to be the best in the world and could serve as a case study of best practice public education for other states and nations. The board urges the Legislature to embrace this challenge and to process all school funding decisions with the success of each student in mind.

One reader wrote on the Reporter website comments section that she couldn’t operate her business without the service she pays for. Another reader noted that her business uses the copper for phones and it’s been difficult managing 15 employees operating at half capacity. At the meeting, White said Frontier is sorry for the inconvenience for customers and they are getting copper services back up in chunks of 200-400 users at a time. As of Wednesday, White said about 1,500 customers were still affected. The damage was so extensive to the thousands of feet of cable that Frontier crews will have to rebuild the system. “Frontier is footing the bill to get this fixed up. It’s our top priority,” said White, adding that they’re continuously checking in with workers

First round of Metro bus cuts set for tomorrow; three Redmond routes will be affected King County Metro’s first round of unprecedented service cuts go into effect tomorrow, and riders are strongly encouraged to use the next week to prepare for changes to dozens of routes and make alternate travel plans as needed. Service will be canceled on 28 routes
and reduced or revised on another 13 routes. As a result, riders will see about 250 closed bus stops, nearly 1,200 changed bus stop signs and 800 posted rider alerts. There will be one Redmond-area route deleted — 250 — and two local revised routes — 249 and 931. (No. 249 will be potentially revised in two phases.) Doing this will greatly benefit you by reducing the amount of mud your horse spends the winter standing in and making daily chores easier for you. Reroute surface water runoff. Runoff from driveways, parking areas and hillsides adjacent to confinement areas can add significantly to the problem of managing mud. Ditches, grassy swales, dry wells, water diversion bars and culverts are all useful means for diverting water away from confinement areas and barns. It is considerably easier to build these now than during the next downpour. Review equipment needs for daily chores. You can count on our Pacific Northwest winters being cold, wet, dark and windy. During most winters you can add snowy and icy to that description. There often are at least a couple storms that wreak havoc on our normal horse chore routines for days on end, stretching into weeks for the unfortunate. As it is with most everything, an ounce of prevention is worth a pound of cure. Here is a list of preparations that if done in the fall will help ease you through a difficult winter season. Follow up by attending any of the King Conservation District’s free educational events listed below to get more ideas and assistance with implementing these techniques. Bring in footing material for paddocks, confinement areas and other high traffic areas. Now is the time to think about the hogfuel or gravel you will need for footing in sacrifice areas, paddocks, walkways, and in front of gates. These materials are more available in the fall before demand is high. Plus, it is easier for delivery trucks to back into paddocks and drive through pastures in the dry season rather than once these areas have become a slick and muddy mess during the rainy season. Begin a manure management program. If you don’t already pick up manure on a regular basis now is the time to start. A horse creates 50 pounds of manure per day. When mixed with winter rainwater this quickly turns into 50 pounds of muck per day. All manure should be picked up at least every three days in stalls, paddocks,
confinement areas and high traffic areas. Tarp your manure piles. This will help keep the nutrients you are trying to save IN the compost and not allow them to get washed OUT into the surface waters where they can cause a potential problem. Be sure to store manure as far away as possible from streams, ditches or wetlands to avoid potential environmental problems. Spread compost. Early fall is a great time to spread compost. Compost is a rich soil enhancement. It adds micro and macronutrients and replenishes natural microbes all of which improve the health of soil and plants. Spread compost in pastures during the growing season no more than a half-inch thick and no more than three to four inches per season in the same place. Check with the King Conservation District (www.kingcd.org) about borrowing their free manure spreader. Consider liming your pastures. Have a soil test done for your pastures. If it indicates your pastures need liming then fall is an excellent time to do this. Fall applications allow the lime to neutralize soil acidity as it reacts with the soil over the winter. Changing the pH allows the grass plants to out compete weeds during the next growing season. Contact the King Conservation District to see how they can help with soil testing. Check gutters and downspouts. Now is the time to clean as well as make needed repairs or additions to your roof runoff system. Think “keep clean rainwater clean” by diverting rainwater away from your paddocks to areas where it won’t get contaminated with manure. Good
