Cathy Dahlquist, R-Enumclaw, the two candidates for the 31st District state Senate seat. The debate with be published in three editions, beginning this week. Education Committee I helped write a budget that boosted education funding by slightly over $1 billion — the first increase in years. Despite this investment, Washington still needs to make significant increases in the next biennium, around $3 billion. This lofty goal can be reached by finding a balanced approach to reforming the way we use levies for school districts, reforming teacher compensation to ensure we maintain high quality teachers and incentivizing business growth that creates jobs, as we strive to ensure our students have the best schools in our communities.

Next year, the legislature will consider a budget that will continue the progress we made last session to fully fund K-12 education. As a member of the Senate majority coalition caucus, we have a plan to dedicate any new increases in revenue to meet our obligation to fully fund education. It is worth noting that,
under our parties leadership, we have prioritized investment in education over other spending choices. In fact, the majority coalition caucus spent $1.7 billion more on K-12 in its first two years, and $2.4 billion more in its first four years. To put that in context, the growth rate of education investment in the budget in the budget was three times that of non-education spending. Although not strictly part of the Supreme Court’s mandate, we have frozen college tuition rates for the first time since 1987 reversing the trend of ever increasing college costs. In next year’s budget proposal, we will continue our focus on fully funding K-12 education.

To be effective you must work with both parties, in both chambers and with the governor. I demonstrated that I do that better than anyone else. The nonpartisan Sunlight Foundation evaluated legislatures, state by state, across the country. Based on the bipartisan nature of my legislation and the percentage signed into law, I was rated the “most effective legislator in Washington state.” The study, published in The Washington Post blog, is based on data and not biased opinion. My opponent fell far short in the ratings. I also work with citizens here at home. I chaired the defeat of a Valley Medical annexation that would have cost families thousands of dollars in new taxes. I helped stop an unwanted roundabout on Highway 169. I am working with farmers to reduce the elk population in our farmlands. Fourteen years ago I successfully lead the effort to save Lake Tapps and I’m still working there by just having lead the effort which stopped huge Department of Ecology
property takings along the lake. I fight for individuals such as Doug and AnnMarie Stuth who almost lost their beautiful granddaughter to Department of Social and Health Services. Conversely, as school director, my opponent lead the effort for a tri-party agreement between YarrowBay, Black Diamond and Enumclaw School District to build seven new schools in Black Diamond. Taxpayers in Enumclaw will pay thousands of dollars in increased property taxes
while Enumclaw students are housed in 1960 style buildings. This, Dahlquist calls her “legacy.” I say there is another solution.

River Ridge, which improved to 4-1 with the win, scored twice on passing plays, twice on rushing plays and even turned a White River fumble into a TD for good measure. With the loss, White River slid to 0-3 in league play and 1-4 overall. Next up for the Buckley
gang is a Friday contest against Clover Park High. Game time is 7 p.m. at Harry Lang Stadium in Lakewood. On paper, it shapes up to be something of a break in the schedule. The Hornets’ three league losses have come against teams sporting a combined record of 8-1 thus far; by contrast, Clover Park heads into Friday’s game with an 0-5 mark, most recently hammered 54-18 by Steilacoom. Enumclaw will also be on the road Friday, heading to Roy Anderson Stadium in Purdy and hoping to ruin the Peninsula Seahawks’ homecoming. The challenge doesn’t appear easy, as Peninsula has moved to the top of the SPSL 3A standings with a 3-0 mark in league play, 4-1 overall.

According to Sando, the state spends millions of dollars on standardized curricula and testing, when it could be less expensive to allow state governments or even school districts to come up with their own curriculum and tests. Even though Sando said the fiscal cost of standardized testing is high, he feels the real cost comes out of the children’s education. “If you test for a week, and prepare for that test for three weeks, that is a month,” he said. “If you do this every year that the kid is in school from third grade to 10th grade, you just took away full year of instruction that kid is not going to have back. And that is a shame.” Sando said he supported going back to the Iowa Tests program. Stokesbary said he
would also support the Iowa program. Stokesbary said, “While we are trying to figure out how to give more money to the education system, I think this is a really important time to reform the ways we are doing education.” Stokesbary said because so many school districts made their own education system choices, there is an abundance of data that reveals what works well and what doesn’t work well in a classroom. One approach Stokesbary said doesn’t work is small class sizes. “From kindergarten through third grade, smaller classes do make a bit of a difference,” he said. “But once you hit fourth grade and on, the difference in education outcome starts to disappear even when you
shrink the class size. Even though it sounds like a good idea, it costs money to hire those extra teachers and build those extra classrooms, but it doesn’t actually produce smarter kids.” Another money saving reform that Stokesbary mentioned was to change the way teachers are paid, and he said he would not advocate for paying a higher salary to teachers with a master’s degree. “If you have a master’s degree, you automatically get paid more than someone without a master’s degree, but the difference is that teachers with master’s degrees, generally speaking, don’t do a better job than those without master’s degrees. So why do we spend a lot of money to pay for something that doesn’t make our kids smarter?” Stokesbary said.

Stokesbary, 29, is currently a King County Council aide and attorney. Sando, 47, is an Enumclaw High School teacher and a member of the Enumclaw City Council. Both discussed fully funding public education in the state without raising taxes. Sando said this is an excellent time to reform education, but wanted to save money by changing the way children are tested in public schools. “We are not fulfilling what I think is our paramount duty, which is to educate children,” Sando said. “What we are doing is testing our children, and over-testing them.”

Way back in the 1920s, Enumclaw had an informal, intimate kind of up-front, small-town personal charm. The line between right and wrong was sharply and easily drawn, social intimacy promoted more trust and crime of a felonious nature – except for bootlegging – was almost nonexistent. Needless to say, the population was racially quite homogeneous; that is, there were several different European ethnic groups, but everyone was white. In the late 1920s, the Klu Klux Klan marched down Cole Street and between one-third and onehalf of the town’s population followed Wally DuChateau in lock-step behind Columnist them. Du r i ng t he Depression – 1930 to roughly 1939 – the town had a sheriff named Tom Smith. Each day he stood at the local train depot, which was located near Griffin Avenue and Railroad Street, and he’d meet all the newly-arrived tramps who climbed off the train. After serving some of them a cup of coffee and perhaps a pastry, Tom would discretely and politely put them back on the train to Seattle. Rumors suggest some of these transients may have been black men. My parent very rarely drove into downtown Seattle and, when they did, it was a major project that took a couple of hours. Outside the actual city, just this side of the Spokane Street intersection, there used to be a Sears and Roebuck store. (Remember when that paranoid expression would sweep George Carlin’s face and he’d ask: “Whatever happened to Roebuck?”) That’s where I first saw a black man face to face. I was about 5 years old. Of course, I’d seen blacks in movies, but I’d never actually dealt with one. When I was in junior high school (pre-”Middle School”) a Mexican fellow enrolled in my class and that’s when I realized just how bigoted and narrowminded our little community was. There were many racial slurs whispered behind his back and, for all I know, some may have been hurled directly in his face. But he survived whatever hostility was aimed at him, he graduated with the class, got married and locally raised a family. However, at that time there still weren’t any AfricanAmericans around town. In fact, I don’t remember seeing any blacks in our streets or high school until, perhaps, 15 years ago and they didn’t seem to hang around very long; they came and went, here today and gone tomorrow. But now, during the past couple of months, a few black fellas have appeared in the local watering holes on a regular basis. There surely must be a column or two in this. More next week.
I would like to comment on Brian Beckley’s “Our Corner” in the Courier-Herald of Oct. 10, 2014 (“Team name not a slur if it’s a spud”). It seems that 10 percent of the PC fans or white folks think that the name Redskins is offensive to them. As a proud Ojibway veteran, I find you offensive. If not for all us veterans of all color or gender, you wouldn’t have a PC to talk about in English. Seems we have a huge meth and heroin problem here in Enumclaw. Now the drug capital of Washington state. People from area churches walked around Enumclaw and Buckley praying for our young people. Why don’t you write about that? Not PC enough? We now have ebola in Dallas, Texas. Why don’t you write about that? Not PC enough? We have a Marine Corps sergeant in a Mexican jail for 184 days for making a wrong turn on our border. Hoping Enumclaw will retain ban on pit bulls Thank you for the article city of Enumclaw may change rules on pit bulls on Sept. 30 alerting the community about an ordinance threatening to end to the city’s ban on pit bulls. In 2066, my 4-year-old son almost lost his leg in an unprovoked attacked by a pitbull at the Queen Anne public library in Seattle. The dog, which had been left unattended and tied to the bike rack while his owner went into the library, had lept
out suddenly and latched onto my son’s leg while he was riding his bike. According to the doctor, had the owner not come out and called the dog off and had the bite been a fraction of an inch higher, he would have lost the use of his leg. If the city of Seattle had had a pit bull ban at this time, this horrible attack on my son would have likely never happened. And that is why I am writing today. I feel that the article fails to mention some very important facts about what removing the ban would mean to the public safety of Enumclaw residents. As one of the first cities to ban pit pulls in 1990, I am sure many of the more recent Enumclaw residents are not aware of these important facts and statistics. From dogsbite.org: In the 9-year period from 2005 to 2013, pit bulls killed 176 Americans and accounted for 62% of the total recorded deaths (283): •81% of attacks induce bodily harm •76% of attacks to children •87% of attack to adults •72% of attacks that result in fatalities

Power rests with nominations Thousands have been protesting in Hong Kong over Beijing’s assertion of its power over its election process. In 1997 Hong Kong returned to Chinese control after having been ruled as a colony by Britain since 1842. At that time China signed an agreement with Britain to allow Hong Kong a “high degree of autonomy as a special administrative region in all areas except defense and foreign affairs, which will last until 2047.” According to “Christian Science Monitor” staff writer Arthur Bright in a Sept. 28, 201, article entitled, “Hong Kong Protests 101: What’s Behind the City’s Turmoil?” the Chinese government has decided to interpret its agreement regarding Hong Kong according to its own lights. China will allow universal suffrage - the right to vote for all - but the government will decide who the three candidates will be, not the people of Hong Kong. That is what is stirring the street demonstrations. Hong Kong holds a lesson for us Americans about democracy: the power to nominate is far more important than the power to elect. In most U.S. elections, candidates are chosen through the primary process. In Washington state the top two candidates who file are selected to move on to the general election in November. The idea of the primary came out of the Progressive Era of reform of the early 20th century. Before primaries, party bosses in

smoked-filled back rooms determined who the candidates would be for public office. Allowing individuals to nominate themselves wrested the power from the bosses and put the power back into the hands of the public. Now, 100 years later, that power has shifted again. Most American voters do not participate in primaries; the figure is between 12 and 15 percent. That fact has allowed the more extreme factions of both parties to decide whom the candidates will be. These are the people who turn out to vote and, just like in what is threatened in Hong Kong, the power to nominate is far more important than who is voted in. Hong Kong voters protest because they understand what Beijing is attempting to do to them - give them the image of democracy while drawing power to themselves. The threat is real and present to them. And like the proverbial frog being cooked alive in slowly heated water, most American voters do not understand that we Americans are in the same situation as the people of Hong
Kong. By largely ignoring the power to nominate through the primary system, power again has been taken by the few to control governance for the many. Hong Kong residents are lucky in some ways, because the threat of losing their democracy is obvious and real for them; for us in America, not so much. It took a great deal of corruption to raise the awareness of Americans at the turn of the 20th century to rise up to protect their rights during the Progressive Era. Americans finally understood what Big Business was doing to them through the use of money to influence elections. They rose up and brought changes that extended and expanded democracy to preserve our rights. It seems like it will have to get a lot worse before American voters realize that, like the citizens of Hong Kong, our democracy is threatened. We are different from the people of Hong Kong in that the power to nominate still lies with us. The difference is that we American voters are often too complacent and unaware to realize that our apathy has already stripped the power from the people and given it to the extremists and the wealthy in both parties. It’s time for Americans to wake up to see the danger at our doors and act to get involved, not just in the power to vote, but more importantly in the power to nominate through the primary process.

Lois Thomas Zumek Estby died Sept. 10, 2014, at the age of 97. She was born June 23, 1917, to Evan and Florence Thomas. She was raised in Black Diamond and that is where she met her first
husband, Fra n k Zumek. S h e worked at the Zumek family Lois Estby grocery store and later with son Butch at Frank’s Meat and Sausages. She continued to work until retiring at 84. She married Ralph Estby and they enjoyed five years together. She is survived by daughter-in-law Anetta Zumek; three grandchildren; four great-grandchildren; stepson Tim Estby and wife Trudi; three stepgrandchildren; five great-stepgrandchildren. She was preceded in death by husbands Frank Zumek and Ralph Estby and sons David and Frank Jr. (Butch). A celebration of her life is planned for 2 p.m. Oct. 12 at the Black Diamond Eagles, 32618 Railroad Ave. in Black Diamond. Donations in her name are suggested to the Black Diamond Historical Historical Society.

She ran the Country Corner gas station and convenience store next to the auction barn in the 1980s and ‘90s, before selling. She loved her loyal, friendly customers and talked about them often. Jeanne Elaine Griffin, 90, died peacefully Sept. 24, 2014, in Enumclaw, her home for the past 17 years. She was born June 4, 1924, in Merced, Calif., the older of the two daughters of Ira V. Abbott and Rose Linea Lindbloom Abbott. She grew up in Merced and graduated from San Jose
for many years. She won many awards for her acrylic and collage works at many art competitions across the state. She is remembered as an amazing bridge player, a gifted seamstress, a lover of wildlife and animals, and a creative soul. She is survived by sister Linea Abbott Ferebee of Desert Hot Springs, Calif., and sons Grant P. Griffin (Peg) and Donald R. Griffin. She was preceded in death by her husband in 1991 and granddaughter Briana Rae Griffin in 2004. At her request, there will be no services. Her charities of choice would be the Salvation Army and any animal welfare organization.

You can hire professionals to remove moss and debris from the shaded areas of your roof or try spraying a moss control product with a pressure sprayer. Removing moss from your roof will extend its life. Harvest tomatoes, squash and other frost-sensitive veggies before the first freeze. Green tomatoes do not need sunlight to ripen – you can store them in a cabinet or basement and wait as time

and warm temperatures continue to hasten ripening. Cut back the yellow or brown tops of perennials like daylilies, hosta, lilies and phlox. Leaving the foliage to ripen in the autumn rain encourages breeding grounds for slugs and snails. Add the rotting foliage to the compost pile where slugs and snails help break it down into new soil. Cover weedy areas with a layer of damp newspaper and a wood mulch. Blocking out sunlight with a mulch will smother small weeds and you’ll be able to plant in a weed-free bed come spring. Use an outdoor broom to make a clean sweep of the cobwebs and spiders setting up home near your doorways and eaves. Autumn is spider season but these helpful critters deserve to be moved into the garden where they control insects and attract birds. A broom can easily transport spiders and their webbing to a tree trunk or the dry shade under shrubs. Removing spiders and their egg sacs from the perimeter of the house now will keep them from finding their way to your bathtub or shower stall this winter. (Spiders are not trying to freak you out with their midnight bathtub visits – they are just on the prowl for a late night drink.) Buy and plant new trees, shrubs and perennials this month. Move any evergreens growing in the wrong spot. October rains, combined with soil still warm from the summer sun, make this an excellent month for moving or adding plants.

Job Announcement #05-14 CITY OF BUCKLEY UTILITY METER READER, JOB # 05-14; $17.63/HR. The Utility Meter Reader is a parttime (45-60hrs/month) position within the City’s Public Wor ks Depar tment. Under the supervision of the Public Works Super visor and Public Works Director, the position performs all the duties related to reading and recording commercial and residential water meters to determine consumption; performs minor meter inspection, repair and maintenance; and may perform water meter connects and disconnects. The employee in this position is required to deal courteously, patiently and efficiently with the public, City staff and personnel from related agencies at all times. This Job requires thorough knowledge of data entry, basic arithmetic, public relations, health and safety regulations. Work is regularly perfo r m e d o u t d o o r s a n d may at times be in severe weather conditions. Performing the duties requires continuous bending, stooping, and walking over uneven terrain. The employee must be able to lift in excess of 40 pounds on a regular b a s i s. T h e e m p l oye e may come into contact with and be able to tolerate aggressive dogs.
