$77 million co. budget approved Law & justice funding up By JANIS REID Staff reporter
Despite lingering concerns about overspending, Island County commissioners adopted a 2015 budget Monday. The $77 million budget makes major investments in law and justice, staffing throughout the county and information technology. Approximately $513,000 in one-time funds and nearly $600,000 in ongoing funding was added through supplemental budget requests from department heads. SEE BUDGET, A14

‘We will get justice. We will get answers’

Chris Baker’s home in Rolling Hills was filled with both tears and laughter Monday night. Family and friends sat round the dining table and shared memories of Baker’s grandson, Adam Garcia. The 21-year-old Oak Harbor man was killed in a shooting early Saturday morning in the city. Garcia was remembered as a loyal son and friend. A peacemaker and protector. A trickster.
His mother, Bettie Sifuentes, said her son’s true character was most evident when he was with his beloved daughter, 5-year-old Sophia. “You could just see the love on his face when he looks at her,” she said. “It was so genuine.” A team of law enforcement officials took the shooting suspect, Christopher Malaga, 23, into custody in Bellingham at 12:47 p.m. Tuesday. Malaga’s being held in Island County jail on a $1-million arrest warrant. The Island County prosecutor charged SEE GARCIA, PAGE A14

Smith seeking another term in state legislature ELECTION 2014
By JANIS REID Staff reporter
State Rep. Norma Smith does not like to be given bad information. When she was told that design flaws on working state ferries were not a issue, she was frustrated that the opposite was true. “It was a problem that shouldn’t have happened and certainly should not have been defended,” Smith said. For that reason, Smith has worked during the last year to fix what she considers a “fundamental disconnect” within the state’s ferry system. Smith, a Republican, is seeking a fifth two-year term as a District 10 representative. The district encompasses Island County plus parts of Skagit and Snohomish coun-
ties. Smith’s Democratic opponent, Michael Scott, did not respond to requests for an interview and didn’t attend any of the area’s candidate forums. Smith took 78 percent of the vote in the primary to Scott’s 20 percent. The first ferry issue arose in 2010. Smith said she heard complaints about the new Coupeville ferry having a list, and crews were having to mitigate the problem by sorting cars and trucks to place more weight on one side of the boat. More recently, the Tokitae out of Mukilteo was found to have ramps too steep for cars with low undercarriages. Both issues have since been addressed, but Smith said that the problem has been that leadership within ferries is not listening to the

State Rep. Norma Smith discusses her involvement in recent state ferry design problems. concerns of their employees. “We should have a culture where the folks on the ground are heard,” Smith said. “That culture in ferries needs to change. You don’t dismiss the legitimate concerns of the staff you have charged with the maritime operations of your vessels.” Smith’s fight with state ferries resulted in her work-
ing to get ferries leadership, engineers and staff in the same room to discuss and solve problems. However, she said, “it shouldn’t have been that hard.” The legislature’s most pressing issue moving forward is going to be the handling the constitutional mandate to fund public education upheld by the McCleary decision this year. “Everyone is looking to put the maximum number of options on the table,” Smith said. Among those options are looking to minimize tax incentives to increase revenues, but Smith said she wants to retain the incentives that are the most beneficial to businesses. Smith said she’d also be
looking for ways to tighten up operations on a governmental level. “Anything we can do to help them to be more efficient and improve their performance,” Smith said. This type of regulatory reform can also be a boost for the state’s economy, Smith said. “If you look at the seven bills I’ve passed, none of them erode oversight, what they do is require the agencies to work more effectively,” Smith said. “By driving efficiency and reform, you as the job creator can make a business decision.” Smith says she was instrumental in passing key legislation that makes it easier for businesses to interact with government agencies. Now, the state’s focus is switching to energy policy, Smith said. Smith said Washington’s cheap hydro electricity is a competitive advantage and an “absolute essential economic driver.” If the state can continue to innovate and provide lowcost energy, it can attract production-sector businesses that create growth, Smith said. “Advance manufacturing jobs boost the economy,” Smith said. “I spend most of my time focused on this area.” On the environmental front, Smith said she has
been a key player in pulling together the $3.5 million needed to finish pulling more than 5,000 “legacy nets” out of shallow Puget Sound, and has worked to restore endangered forestland. Washington’s natural areas, such as state parks, “are our treasures,” Smith said, which is why she initially voted against the 2011 implementation of the Discover Pass. “It cuts off the access to the poorest among us,” Smith said. That said, Smith said some improvements have been made, which she supported. Smith said when the Discover Pass was implemented, legislators did not look at what an economic driver the parks are for the state. “I think the decisions around state parks have been poorly made in that when that discussion was happening they only looked at the cost of state parks, they weren’t looking at the revenue generated by state parks,” Smith said. On the issue of gun control, Smith said she believes in the Second Amendment and that the state should “focus our efforts on those who get them illegally, those who break the law with them, those who would harm others with them.”

Car accident takes out patriotic statues By RON NEWBERRY Staff reporter
The way Frank Pulu sees it, the statues that have stood in front of his restaurant in Oak Harbor for years represent more than a tribute to veterans of military service. Last Friday night, Pulu believes they might have saved a life. Several statues that stand in front of Frank’s Place restaurant on State Highway 20 were destroyed during a single-car accident that sent the car off the road and resting on its side. Pulu said the brass replica of the Statue of Liberty took the brunt of the force, and he knew the impact was severe because the massive concrete base in which the statue rested was lifted from the ground. He estimates the base weighed at least two tons. The accident also took out three other statues, including a sailor and a Seabee, a symbol for the U.S. Naval construction battalion. The driver, Keith Ferguson, 50, needed to be extricated from his car by the fire department and was transported to Whidbey General Hospital. Pulu had heard the driver wasn’t seriously injured. “If it wasn’t for the statues …” Pulu said, standing in front of his restaurant at a level lower than the street. “I think Lady (Liberty) saved his life and saved the business.” Ferguson was allegedly driving with a sus-
pended license, according to an Oak Harbor Police Department report. He was issued a notice of infraction by investigation for negligent driving in the second degree and cited for driving with a suspended license. Frank’s Place was closed at the time of the accident but it was brimming with activity over the weekend after daylight revealed the extent of the damage. Disheartening to Pulu was the condition of the statues that rested on the veteran’s wall he and community members began building when he opened the restaurant in 2000. The wall was built as a symbol of appreciation for veterans and their sacrifices and was later extended to represent police and fire and other emergency personnel who make significant sacrifices, Pulu said. Sailors from Whidbey Island Naval Air Station participated in the project. Pulu said his first concern was over the driver’s well-being before his focus turned to the monuments that helped make his restaurant unique. Frank’s Place is decked out in red, white and blue with military memorabilia and photos on the walls. The restaurant is a hangout for veterans. “This is the pride of Oak Harbor,” said Pulu, who served in the Marines while his wife retired from the Navy. Ladwig said he helped build the veteran’s wall in front of the restaurant and said seeing the damage was traumatic to him. “It’s like a horror story,” Ladwing said. “I was telling Why ‘It’s do caring myself, a littlepeople early to be Halloween.’” Pulu said they will repair things have youto theHow wallmany and he would like insured against in your replace the statues. By JANIS REID Staff reporter
A mob of zombies is expected to swarm Midway Boulevard this weekend. The Monster Mash Street Bash, planned for 5-8 p.m. Saturday, was a surprise hit last year when it debuted. “Businesses were alive with the undead,” said event organizer Abbie Martin, a marketing staffer at the Oak Harbor Chamber of Commerce. The zombie crawl and trick-or-treat event was created to help boost interest and activity in the Midway Boulevard business district. The crawl starts at 5 p.m. at Whidbey Playhouse and proceeds up Midway to Fourth Street. Central headquarters for the event is Trader’s Village, but activities are planned all along Midway Boulevard. The road will be closed to traffic during the event. “We wanted to give some love to our Midway merchants,” Martin said. “They are a fun, fun group of people.” Last year’s event drew 200 zombies, and that number is expected to double this year, Martin said. “The attendance blew everyone out of the water,” said Rob McGowan, owner

But the business aspect aside, McGowan said, “It’s all about the fun for me. “All business owners feel like they want to be part of the community,” he said. In addition to providing snacks and homemade cider, McGowan will also have two
tarot card readers and provide hayrides along Midway. Zombies can arrive with their own costumes or go to Whidbey Playhouse starting at 2:30 p.m. to get “zombiefied” and take zombie dance lessons. In addition, more than 15 businesses are participating this year compared to the eight participants last year. Oak Harbor Chamber Executive Director Christine Cribb said the businesses have taken ownership of the event and are infusing it with a lot of excitement. “There’s no lull in the conversation,” Cribb said.

On Nov. 25, the center will allow the public to look through items that were not already given to official Sea Mar clients. Timing of the drive is good because it ends just before Thanksgiving weekend, Montenegro said. To date, the center has six 24-inch by 24-inch boxes filled with blankets and clothes. And while this is the first drive they have done, Montenegro said they’re thinking about a food drive for next year. “It’s good community outreach,” he said.

THE NAVY HAS ISSUED A REVISED NOTICE OF INTENT TO PREPARE AN ENVIRONMENTAL IMPACT STATEMENT FOR EA-18G GROWLER AIRFIELD OPERATIONS AT NAVAL AIR STATION WHIDBEY ISLAND AND IS RE-SCOPING THE EIS EFFORT CURRENTLY UNDERWAY. YOU ARE INVITED TO AN OPEN HOUSE SCOPING MEETING TO SUBMIT COMMENTS ON THE REVISED EIS SCOPE. THE NAVY PUBLISHED A NOTICE OF INTENT (NOI) TO REVISE THE SCOPE OF THE ONGOING ENVIRONMENTAL IMPACT STATEMENT (EIS) for EA-18G Growler Airfield Operations at Naval Air Station (NAS) Whidbey Island, Washington, and to announce public scoping meetings in the Federal Register on October 10, 2014. The EIS will now address the environmental impacts associated with the potential addition of up to 36 EA-18G Growler aircraft. Last September, the Navy began an EIS to evaluate the potential environmental impacts associated with the addition of two new expeditionary squadrons and additional aircraft to the training squadron. Scoping was conducted between September 2013 and January 2014 on that proposed action, and open house scoping meetings were held in December 2013 to discuss the proposal. During spring 2014, the Chief of Naval Operations submitted an Unfunded Requirements List as part of the President’s Budget for Fiscal Year 2015 that included a request to purchase 22 additional Growler aircraft. While it is unclear whether more Growlers will ultimately be procured, the Navy is electing to analyze the potential for these aircraft in order to be proactive and transparent. Therefore, a new scoping process is needed and has been initiated based on the proposed action. THE NAVY IS HOLDING THREE OPEN HOUSE SCOPING MEETINGS to provide members of the public with the opportunity to submit comments on the scope of analysis and content to be addressed in the EIS. Each of the scoping meetings will be informal and consist of information stations staffed by Navy representatives. Members of the public may arrive at the open house scoping meetings anytime between 4 p.m. and 8 p.m. on one of the following dates and locations: Tuesday, October 28, 2014 Coupeville, Washington Coupeville High School Commons Area 501 South Main Street Coupeville, WA 98239

Thursday, October 30, 2014 Anacortes, Washington Anacortes High School Cafeteria 1600 20th Street Anacortes, WA 98221
The public scoping materials are available for review at http://www.whidbeyeis.com. THE NAVY IS REQUESTING AND WELCOMES PUBLIC COMMENTS.* The public comment period for the EIS was initiated with the publication of the NOI in the Federal Register. Written and oral comments may be submitted at the scoping meetings. IN OUR OPINION WNT suggestions for Nov. 4 election The following are Whidbey News-Times recommendations for Nov. 4 general election. The decisions were based on editorial board interviews and coverage of local candidate forums: JACKS FOR COMMISSIONER n Though the candidates for Island County commissioner offer a very distinct choice, this was not an easy decision. Karla Jacks, a Democrat, gets the slight edge because of her breadth of experience and grasp of county issues. Republican Rick Hannold faces a steeper learning curve. We are concerned by Hannold’s affiliation with the so-called “Mean Girls” website, a source of vicious railing against political and public figures who don’t agree with their viewpoints. We don’t want to see a return to the sort of battles that bogged down the commissioners during Kelly Emerson’s tenure on the board. To serve voters well, Jacks will need find her true voice. Party platforms and loyalties play a role in the shaping of public policy, but many issues in the county arena require free thinking and divorce from partisan influence. Being from Camano Island, Jacks also offers representation on the board of commissioners that part of Island County needs. GRONE FOR TREASURER n For Island County treasurer, Wanda Grone, a Republican, is our recommendation over Democrat Ana Maria Nuñez, the incumbent. Nuñez’s four years in office yielded far too many errors. It’s time for someone new to take the reins. Having served as deputy treasurer for years, Grone has the experience to do the job and deserves the opportunity to prove herself. CRIDER FOR AUDITOR n In the race for Island County auditor, Republican Sheilah Crider, the incumbent, is the best fit of the two candidates. While several mistakes occurred under her watch as well, Crider also ushered in positive changes. First and foremost, the auditor’s office abandoned a longstanding and archaic cash-only policy and now accepts debit cards. We were underwhelmed by Democrat Rebecca Wagner’s stated reasons for seeking the job. RETURN SMITH TO OFFICE n Norma Smith, R-Clinton, should be returned for another two years in Position 2 of the 10th Legislative District. Smith is responsive to the public and isn’t afraid to challenge state or local offices when needed. Also, it’s hard to take seriously her challenger, Libertarian Michael Scott, who declined to meet with Whidbey News Group’s editorial board and failed to show for candidate forums. HAYES FOR HOUSE n Incumbent State Rep. Dave Hayes, R-Camano, should be reelected to the 10th District’s position 2 seat. A soft-spoken family man and career police officer, Hayes appears the embodiment of a small-town lawmaker representing Island County in Olympia. Hayes is a reliable conservative who has done a fine job. Democrat Nick Petrish is also a working man — a Boeing electrician — but his plan to use a state bank as a recipe for fixing the state’s budget woes is unlikely to gain traction and may lead to some wheel-spinning.

LETTERS TO THE EDITOR Election
McDowell should have checked Jacks’ website Editor, I was sorry to see the letter to the editor Saturday from former hardworking County Commissioner Mac McDowell. I have always respected his work for Island County. In his letter, he states what he believes are Karla Jacks’ positions on Outlying Field Coupeville and the Navy base. Interestingly, just Friday, I had several neighbors state the same concerns. Being a strong supporter of the base and OLF, I called her campaign and talked to her campaign manager. He stated Karla Jacks’ support for OLF and the base then directed me to her website. Her website states the following: “I will not pressure the Navy to change its operations or flight training practices. I support NAS Whidbey.” Mac McDowell should have done the responsible thing and checked Karla
Jacks’ position papers on her website and not just be a political hit man for his party, repeating lies and rumor mongering. Shameful. I will be voting for Karla Jacks. Jay Brand Oak Harbor
Reason for running to bring back leadership Editor, There are two statements attributed to me in your recent article that are incorrect. First, that I mentioned that the payroll system is a mess. Making changes to the system is not a priority. My No. 1 priority as auditor is actually getting the rest of the accounting system installed. Four years after its purchase, three major parts of the system are not in use. This contributed to the recent 2013 audit finding that internal controls over financial reporting have significant deficiencies. Although a number of errors were caught and corrected, there is still risk that errors could go undetected.
Second, that I mentioned that a pension is a great benefit for government workers. Receiving a pension as a county employee is not the reason I am running for auditor. My main reason for running is to bring professional leadership back to the position. As a CPA experienced in preparing county financial statements, I can provide the review that was found deficient by the auditors. More than 100 percent turnover in the accounting department in a year is a symptom of poor management. I will work with staff to build confidence and trust by working diligently and becoming engaged with Accounting and Elections, Recording and Vehicle Licensing. I encourage Island County voters to attend the voter forums being held this month and to read the two Voter’s Guides at Island County and www. vote411.org to obtain additional information about this November’s election. MORE LETTERS TO THE EDITOR
Retired deputy says ‘no’ to I-594
Editor, There have been several letters regarding Initiative 594 already published, but none addressed my principal concerns. Before I begin, let me say that I am a retired deputy sheriff with more than 30 years of service in Los Angeles County, Calif. I was a working street cop, manager and executive. Based on my experience, I believe Initiative 594 to be “bad law.” Here’s why: First, it targets the wrong people. It places arbitrary, costly and difficult requirements on honest, average citizens who are law abiding. Rest assured, if the initiative passes, they will be the only persons that will obey it. Second, the criminal element in society, who by their records cannot pass a background check, will not obey it. They obtain firearms either through theft or purchase on the street from someone who has stolen the weapon. They buy from fellow criminals whom they know and trust. That won’t change. Third, I-594 is essentially unenforceable. It will not stop the sale or transfer of firearms between friends or relatives, nor are such people likely to engage a Federal Firearms Licensed Dealer to conduct the transaction. Such sales and trades now occur in the participants’ homes or similar places without witnesses. Such transactions are historically not reported, and it is quite unlikely that they will be if I-594 becomes law. Why? Because the transaction is unwitnessed and untraceable. What it will do is make such persons subject to prosecution if the transaction is somehow discovered. Fourth, the universal background check requirement that I-594 is based on will consume a greatly increased amount of law enforcement man hours. That means initially diverting people from their primary functions in order to answer phones and conduct background checks and create and maintain the resultant database. In the long run, it will require hiring lots more people for the purpose, which will create another bureaucracy and raise your taxes. Oh yes, I-594 makes no provision for funding this requirement. In short, I-594 creates a bureaucracy, burdens the public unnecessarily,
will criminalize some folks unknowingly, will raise taxes and will not take firearms away from criminals. That’s my experience speaking, and I’m not alone. Both the Washington State Law Enforcement Firearms Instructor Association and the Washington State Council of Police and Sheriff’s are on record as opposing I-594. I urge you to vote “No” on I-594. Harry S. Hansen Coupeville
Should every gun sale be checked? Editor, The gun sale backgroundcheck initiative will inconvenience law-abiding gun owners. Getting shot by someone who clearly should not own a gun is inconvenient. Amazingly, the gun lobby’s response is Initiative 591, which illegally has two subjects. It declares that it shall be unlawful to confiscate guns without due process and it shall be unlawful to check the background of any gun purchaser until the federal government makes it a national law. If licensed dealers should check backgrounds, why shouldn’t all sales have background checks? Jim Short Coupeville
Hannold offers ‘fiscal sobriety’ Editor, I am voting for Rick Hannold for Island County Commissioner, District 3, in November. I hope many of you will join me, as well. Hannold, a retired Navy chief petty officer with many years of solid executive experience, will bring much-needed fiscal sobriety to our county commission. Hannold would take over for Aubrey Vaughan, who was appointed to temporarily fill the seat vacated by former Commissioner Kelly Emerson, who resigned. Hannold received the most votes among Republican candidates in our primary election, and he was one of three candidates recommended and thoroughly “vetted” for the temporary appointment. We simply must have Hannold’s focus on basic services — public safety is his first priority — and his commitment to fiscal restraint and open, accountable government. Our Island County com-
mission has important work to do at a time when our economy is vulnerable and many of our neighbors and friends are struggling. Hannold will work to keep Whidbey Island Naval Air Station here and begin the hard work of finally diversifying our local economy, encouraging local job creators and helping local entrepreneurs so our children and grandchildren can stay here. And Rick Hannold will not allow imposition of new taxes on our families. As a longtime, 28-year resident of Island County, Hannold understands that we need to work together for everyone’s benefit instead of allowing well-financed special interest groups to get special treatment at the expense of hard-working ordinary citizens. Vaughan’s support lacks integrity Editor, Endorsement of Karla Jacks for District 3 commissioner by Aubrey Vaughan was not really a surprise, though the way he went about it was integrity-free. During the first conversation I ever had with Vaughan, he told me he was a Democrat until his recent move to Washington state, where he found the Democrats to be much too left wing for his taste, as Texas Democrats were much more moderate. Apparently, he’s gotten over his distaste. Possibly because, though he declared “preference” for the Republican Party during the primary, there were many Democrats who were willing to back his primary campaign for District 3 against three other Republican candidates, including two Camanoites. I’m guessing encouragement he proudly received to campaign as a write-in was from his Democratic supporters in an attempt to split the vote, allowing victory for Jacks. It certainly wasn’t the recommendation of his new preferred party, as evidenced by the GOP endorsement of Rick Hannold after the primary. Next best thing, endorse the Democrat over a wellqualified Republican. District 3 is diverse, ideologically and geographically, so some portion of the district will always be represented by someone who “doesn’t live here.” There will always be the perception by some that the representation is not
Page A7
adequate. Vaughan’s statement, “… I have the responsibility of evaluating who will do the best job for Camano and Island County as a whole before endorsing,” tells us what representation onethird of our district would get. Terresa Hobbs North Whidbey
Hannold not ready for county seat Editor, After reviewing commissioner candidate Rick Hannold’s campaign website, I came to the conclusion that he is not ready to assume that position. I can see why fellow Republicans endorsed Karla Jacks rather than Hannold. His website lists three items that he supports, and the first two are Whidbey Island Naval Air Station and the Second Amendment. Apparently, Hannold does not realize that he is not running for a federal office. A county commissioner has no official responsibility vis-à-vis the U.S. Defense Department or enforcement of the United States Constitution. His lack of knowledge concerning municipal government is glaringly obvious. On his site, he states that his goal as county commissioner is to “listen to the voter.” But he has already shown his disdain for the voice of the electorate by declaring that he wouldn’t have supported the establishment of marijuana businesses in Island County, regardless of the fact that we voters voted in favor of doing exactly that. His position also contradicts his claim to be supportive of small businesses. The contrast is striking. Karla Jacks is far superior to Hannold in terms of relevant experience and knowledge. Look for yourself on their websites.
Read and compare.

Campaign support was appreciated Editor, I want to say thank you to all of those who supported me through my campaign, volunteering and giving up your free time, putting up signs, making donations and walking in the parade with me. It all meant so much to me, and I am truly grateful to you and to all of those who voted for me. Thank you also to Whidbey Printers, you are amazing. Please be sure do your research and don’t forget to vote in November for who you believe is going to best represent us and work for us, the citizens of Island County. Christa Canell Coupeville

Friday Night Fights
Oak Harbor, Coupeville football teams both face critical battles this week it right out of the gate.”
By JIM WALLER Sports editor
There is more to be earned than a check in the win column for the Oak Harbor and Coupeville high school football teams this Friday. Oak Harbor hosts Marysville-Pilchuck at 7 p.m. in a game that will decide the divisional champion. For Coupeville, a postseason berth is in play when Klahowya comes to town to face the Wolves at 5:30 p.m. on homecoming night. The Whidbey teams set up this week’s big games with lopsided wins last Friday. Oak Harbor won 56-13 at Stanwood while the Wolves crushed host Chimacum 57-14.
Oak Harbor hopes to reverse trend For the third consecutive year, the Wildcats will face Marysville-Pilchuck in the final league game with the North 3A title on the line. In the previous showdowns, Marysville-Pilchuck won. The Tomahawks came from 18 points down to win 47-39 in 2012, then won 39-21 last fall. This will be, in fact, the fourth year Oak Harbor enters the last Wesco game with a title in sight. In 2011, the Wildcats and Meadowdale, both unbeaten in Wesco play, tangled in the final game; that, too, was an Oak Harbor loss, 34-17. If Oak Harbor wants to reverse the trend, it will have to do so with an upset. The four th-ranked Tomahawks (4-0, 6-1) will be heavy favorites over the unranked Wildcats (4-0, 5-1), thanks in large part to allstate running back Austin Joyner. Mark Johnston blocks a punt Friday as Tyler Adamson (55) closes in. Johnston also kicked eight PATs and recorded two sacks. Oak Harbor for 260 yards on 16 carries (five of more than 25 yards) in 2012. Last year he finished with 148 yards, including TD runs of 72 and 49 yards, on only six carries before leaving with an injury early in the second half. Joyner did not play in M-P’s only loss this season, 34-10 to third-ranked O’Dea, because of a hip injury. The Tomahawks played a tough non-league schedule, with a 40-28 win over sixthranked 4A Lake Stevens (6-1) to its credit. This season Joyner has piled up 879 yards on 60 carries (14.6 yards per rush), often sitting out the second half in a number of Tomahawk routs. He has scored 18 touchdowns. Marysville-Pilchuck is far from a one-man team. Killian Page has rushed for over 1,000 yards on 100 carries. Last year, when Joyner exited with an injury in the Oak Harbor game, Page took over, finishing with 176 yards on 28 carries. Two other Tomahawk backs have rushed for more

than 200 yards this season. Oak Harbor and Marysville-Pilchuck play similar styles, running out of the wing-T formation. The Wildcats, however, pass more often. Senior QB Clay Doughty is having a solid season, hitting 39 of 56 passes (70 percent) for 602 yards and eight touchdowns with no interceptions. M-P quarterback Eric Lind entered last Friday’s game with only 32 passes, completing 13 for 153 yards and two scores. Oak Harbor will counter the Joyner-Page assault with its three-man rushing attack. Senior Dejon Devroe has 907 yards on 65 carries (13.9 yards per carry) for 13 touchdowns. Sophomore Princeton Lollar, bulling between the tackles, has 533 yards on 79 carries (6.75) for seven scores. Senior Zack Jones adds 351 yards on 32 carries (10.97); he has four touchdowns. The two teams’ scoring averages are similar. M-P wins by an average score of 42.3-19.9. The Wildcats win

Coupeville seeks revenge, playoffs The Wolves (4-3) and Klahowya (3-4) have identical 3-2 Olympic League records. The winner will take the second seed out of the league into the postseason; the loser is eliminated. Port Townsend has the title wrapped up. The path to victory for Coupeville is far from smooth ---- the Eagles rolled the Wolves 49-6 three weeks ago. Coupeville coach Tony Maggio said things will be different this time around. First, the game is at “our house,” Maggio said. “That two-hour ferry wait was brutal.” Second, it’s homecoming. The traditional celebration should give the Wolves an emotional edge, according to Maggio. Next, the score of the last game is deceiving, Maggio said. Three times the Wolves drove inside the Eagle 20 in the first quarter, and three

times Coupeville failed to score. Get those points, Maggio said, and it’s a different game. Coming away empty was crushing to the Wolves’ psyche. And, finally, Coupeville was dinged up. It will be near full strength Friday. In particular, quarterback Joel Walstad is healthy, and that means a more consistent passing attack. Carson Risner, who missed much of the season with a bum knee, is back to anchor the offensive line. Top lineman Aaron Wright played sparingly at Klahowya but is ready to go. Fullback/linebacker Lathom Kelley, however, is out this week with a hand injury. To win, Maggio said, the Wolves will need to “tackle better,” be more “feisty” and “cut down on penalties.” The Wolves usually “take it easy” on Monday and watch game film, Maggio said. Not this week. In preparation for Friday’s showdown, Maggio said the Wolves “are going to get after

In smothering Stanwood, Oak Harbor scored 42 points in the first quarter, led 56-6 at the break and turned the game over to the reserves in the second half. All but one touchdown was from long range. The Wildcats picked up points from Dejon Devroe (43-yard run, 35-yard reception), Princeton Lollar (40-yard run, 30-yard reception), Dyllan Harris (70-yard kickoff return), Zach Jones (30yard run), Chris Humphries (20-yard fumble return) and Quinn Karney (one-yard run). Mark Johnston kicked eight extra points, blocked a punt and recorded two sacks. QB Clay Doughty completed all three of his passes for 90 yards and two scores.
Bayne leads Wolves to win Against Chimacum, Josh Bayne rushed for 306 yards and three touchdowns (one, a 95-yard run on a broken play), caught three passes (all for touchdowns) for 64 yards, returned a kick for 30 yards and recorded 10 tackles. Wiley Hesselgrave ran for 111 yards, caught a pass for 23 yards, returned a kick 36 yards and collected 13 tackles. Jacob Martin added 80 rushing yards on seven runs. It’s raining trout at Cranberry Lake Anglers get treat in fall as state to stock 28,500 fish over two months By RON NEWBERRY
A Staff reporter
s David Whitmer carefully maneuvered a heavy tanker truck along a lakeside road, a fisherman lifted a single digit to greet him. His thumb. A truck loaded with hatchery trout is often a welcome site to anglers. It was no different Monday when Whitmer arrived at Deception Pass State Park, backed up to the boat launch and dumped about 3,200 rainbow trout into Cranberry Lake. It was the second installment of trout at the lake, following a deposit of 6,531 fish Oct. 13, with more trips scheduled for later in the week. When the Washington Department of Fish and Wildlife is done with its fall release in November, Cranberry Lake will have received 28,500 fish — more than four times what it got last year. As the lake’s surface boiled with fish rolling on the surface after their release Monday, the sight even got two park rangers to step out of their truck and watch the spectacle. “It’s fun to watch,” Bryce Watkinson said. “I haven’t seen this before.” “It’s exciting,” John Whittet said. “At the end of the season, things kind of slow down. It’s nice to see people coming out and enjoying it.” Only a handful of anglers were out early Monday to chase the trout, but the weekend activity, especially from the dock, was as busy as Watkinson has seen it. Part of the lure is the trout are larger than usual and anglers can catch more. Cranberry is one of 10 lakes in Western Washington where fishers can keep 10 trout per day

David Whitmer, a hatchery worker for the Washington Department of Fish and Wildlife, releases 3,200 rainbow trout into Cranberry Lake Monday.
The influx of fish draws anglers to Cranberry Lake Monday, including Ed Nance, center, and interest from park rangers Bryce Watkinson and John Whittet. through Feb. 13. The normal trout limit is four. “The first question I heard yesterday was, ‘Is it true that the limit’s 10?’ ” Whittet said. The abundant fall fishery is the result of a legal settlement last spring that stopped the release of early winter hatchery steelhead into most Puget Sound rivers in 2014. More than 300,000 of those steelhead, an oceanbound form of rainbow trout, instead were designated for release into 47 lakes in Western Washington. Cranberry Lake is the only
one in Island County. “They had to do something with them,” said Ed Nance, who was fishing from the roadside on Monday. Nance caught six trout Monday, one as large as 14 inches. The fish that were released range from 11 to 14 inches, larger than the typical hatchery trout planted in lakes before opening day in April. Nance, who is retired from the Navy, said he’s fished Cranberry Lake for at least 30 years and said that it’s typically slow this time of year at the lake,
which is open year-round to fishing. He was having success using two fishing poles and gobs of orange Power Bait. He purchased an endorsement to use two rods instead of one. “I just had another one on the bank a second ago,” he said, “but he flipped back into the water.” “I’ll get him again.” Whitmer made the trip from the Whitehorse Pond Hatchery near Darrington and was expected back Tuesday with a batch of thousands of more fish. After this week, the lake isn’t expected to receive
Nance measures his fish, with each ranging 10-14 inches. He caught six trout in a few hours of shore fishing. anymore new trout until the first week of November. Anglers who fish at Cranberry need a current Washington freshwater
license. To access Deception Pass State Park, visitors must have a Discovery Pass on display in their vehicles.

Oak Harbor police use gas rounds to force out suspect Whidbey Island’s version of a SWAT team arrested a carjacking suspect at an apartment building outside Oak Harbor last week, according to the Island County Sheriff’s Office. Detective Ed Wallace said the suspect, Irvin Torian, is wanted on a no-bail arrest warrant out of Florida for carjacking while armed with a deadly weapon and a local warrant for misdemeanor harassment. An operation consisting of deputies from the Island County Sheriff’s Hard Entry Arrest Team,
or HEAT, and officers from the Oak Harbor Police Department’s High Risk Entry Team, or HRET, served a search warrant on an apartment complex in the 2800 block of Oak Harbor Road. Oak Harbor police drove the department’s new armored vehicle to the scene. Torian refused to leave the apartment. He tried to jump from a second-story window at the rear of the building, but changed his mind after seeing police officers looking up at him, Wallace said.
Police officers evacuated the occupants of the apartment complex after getting no response from Torian for about 15 minutes. A single chemical munition, or “gas round,” was shot into a bedroom window, Wallace said. The gas round compelled Torian to immediately comply with law enforcement. He got out of the apartment and was arrested without incident; he didn’t need medical attention, according to the detective. Torian will likely be extradited to Florida.
Car runs into trees while being driven too fast, says deputy report An Oak Harbor man is accused of speeding down Van Dam Road and refusing to let his passenger out before crashing into a woods, causing a fiery wreck in the early morning of Oct. 4, according to court documents. Prosecutors charged Steven W. Story, 24, in Island County Superior Court on Oct. 8 with reckless driving and reckless endangerment. The 19-year-old passenger said she asked Story to see his car, but he got into the driver’s seat and started it. She told him she wanted out
GARCIA CONTINUED FROM A1 Malaga with second-degree murder Monday. Malaga has no criminal history, other than misdemeanors as a juvenile. He was originally from New Jersey, but has been on Whidbey since December 2013. Chief Ed Green with the Oak Harbor Police Department said officers responded to a 911 call of a shooting at the intersection of Southwest Fairhaven Drive and Southwest Castilian Drive at 3:15 a.m. Saturday. Garcia was shot in the face and died at the scene after officers arrived. Witnesses helped police identify the shooter as Malaga. The police report describes the confrontation as a drug deal gone wrong. The chief said the Western Washington University Police, the Bellingham Police Department, the Snohomish County Violent Offender Task Force, the State Patrol, the Whatcom County Sheriff and the U.S. Marshals Office helped with the apprehension of the suspect. While a criminal case likely moves forward, Garcia’s many family and friends are focusing on their memories of the young man. On Friday, a moment of silence will be observed in memory of Garcia just before the 5 p.m. start of the Coupeville homecoming game, according to the school. In high school, Garcia was No. 33 on the team. The family moved from Yakima to Whidbey Island in 2000, Sifuentes said. Garcia, who was known in his family as “Bato,” attended Coupeville schools and played a lot of sports; he particularly loved football. He was a running back and middle linebacker. Jay Silver, former football coach for Coupeville, remembered Garcia as a hard worker and positive presence on the team. “He was always very respectful and, many times, spoke to me about his baby girl,” he said. “Even as a senior in high school he was ready and willing to step up and do everything he could to support his daughter. “Of all the mistakes he may have made in school or other areas of his life, his little
because she thought he was drinking. She told officers the car doors were locked and Story refused to stop, according to the report prepared by Deputy Scott Fortin with the Island County Sheriff’s Office. The woman said she yelled at him to stop and let her out, but he continued speeding. She claimed they were heading west on Van Dam Road at about 110 mph just before the crash. Story tried to turn onto West Beach Road, but the car was going too fast and it went straight
girl was not one of them,” Silver said. “It was very evident to anyone that knew him that he loved her deeply.” Former teammate, Mike Churchill, was also Garcia’s close friend. He told of his and Garcia’s teenage shenanigans. They were hanging out in Langley one night, for example, with another friend and decided it would be a good idea to do some roof jumping. Garcia thought he saw the police and took off running into the dark and ran into a chain, ripping it out of the posts. “He ran full speed into it,” Churchill said with a laugh. “He had a bruise across his thighs for weeks.” Garcia’s uncle, Michael Pelzer, compared his nephew to Seahawks great Marshawn Lynch. Lynch, he said, might seem like a tough guy to the casual observer, but he’s really a community-minded person with a heart of gold. Likewise, Garcia dressed in hoodies and loose pants and may have had a hard exterior sometimes, but he had a kind, generous heart. “He was definitely not a ‘gangsta,’” he said. “He was a big Teddy bear, but he wouldn’t show it,” agreed his aunt, Michelle Armstrong. “He was a person who went to the beat of his own drummer,” Churchill said. “He was a very determined person. “Nothing would hold him back if he wanted to do it.” In fact, Garcia hated bullying and stood up for a friend who was targeted at school. He also borrowed money from his grandma to give to homeless people. He loved holidays, said his family. He had pumpkin carving contests with Pelzer. Baker said he managed to sneak into her house one December night and put up a large Christmas tree and decorated it without waking her up. Everyone agreed that Garcia was a good son and very protective, though he had a wicked sense of humor at times. “My son came home every night,” she said. “When he left, he always said, ‘I love you and I’ll be back.” Sifuentes said she was on her way to Seattle Saturday when she learned that Garcia hadn’t returned as expected. After four hours of confusion, she got the news that no mother wants to hear. “We will get justice,” she said. “We will get answers.”
through the intersection and into the trees, Fortin said in his report. The woman suffered minor injuries. Story had a friend pick him up at the scene, the report said. The car was engulfed in flames when deputies arrived. Story allegedly admitted to driving fast, but denied the woman asked to be let out. “Story said he knew he was being stupid,” the deputy said in his report, “and that he and (the woman) are very lucky to be alive.”
MISSING
CONTINUED FROM A1 According to Wallace, rangers at Deception Pass believe Venkatesh’s gray Toyota Corolla had been parked in the lot since last Wednesday or Thursday. Deputies became involved in the case on Monday night. The car was “clean,” Wallace said. It was locked and nothing unusual was found inside. Wallace said the Seattle Police Department is handling the missing person case, so he didn’t have much information about the disappearance. Searchers haven’t ruled out the possibility that Venkatesh may have jumped from the bridge, which is the site of several suicides each year. Wallace said the bodies of people who jumped from the bridge without witnesses aren’t usually found because of the swift tidal action in the area.

The Island County Sheriff’s Office will benefit from an increase in funding for law enforcement staff and services in the 2015 budget.
BUDGET CONTINUED FROM A1 Sales tax revenues are strong this year, mainly because of an increase in the house construction and remodel industry, according to Budget Director Elaine Marlow. Still, Marlow said she worries about the budget, her concerns stemming from uncertainty about how the state’s budget will pan out considering the court mandate to increase funding for public education. “I remain concerned,” Marlow said. “It’s going to be much more difficult for the state to balance their budget.” Commissioner Jill Johnson said she shared the same concerns as Marlow and would have liked to see fewer
ongoing spending additions to the budget. “We’re pushing this budget pretty hard,” Johnson said. Regardless, Johnson said she doesn’t believe there is any “fluff” in the county budget, and that the county made necessary investments in its staff and technology. Commissioner Helen Price Johnson said that she shares Johnson’s concerns, but believes it is important for the county to provide necessary services where it can. Last year marked a turning point for the county, which was able to start refunding positions that were cut in 2008-09. In last year’s budget, an emphasis was placed on funding four additional sheriff’s
deputies. Commissioner Aubrey Vaughan echoed his earlier comments about the county’s need for a tax levy that would provide dedicated funding for law and justice. “That is our 800-pound gorilla,” Vaughan said. Vaughan said he agrees with Price Johnson that the budget is adequately aggressive, saying the county “can’t stop progressing waiting for Olympia.” Commissioners made a last minute edit by removing a $300,000 expenditure from the county roads fund for an upgrade to communication systems. While saying they agreed that the improvements will likely still be needed, they said they first want to wait and see what types of funding may or may not be provided by the state.

NOTICE Washington State law requires wood sellers to provide an invoice (receipt) that shows the s e l l e r ’s a n d b u y e r ’s name and address and the date delivered. The invoice should also state the price, the quantity delivered and the quantity upon which the price is based. There should be a statement on the type and quality of the wood. When you buy firewood write the seller’s phone number and the license plate number of the delivery vehicle. The legal measure for firewood in Washington is the cord or a fraction of a cord. Estimate a c o r d by v i s u a l i z i n g a four-foot by eight-foot space filled with wood to a height of four feet.
