Rick Abraham, a member of Citizens of Ebey’s Reserve, or COER, an anti-jet noise group, claims the county hassled North Whidbey resident Garrett Newkirk after he commented at a Nov. 3 commissioner meeting. Sheriff Mark Brown said Monday he was called by a concerned county staff member during Newkirk’s comments, which were off his usual script and directed specifically at Commissioner Jill Johnson. “My concern is that the sheriff’s department was being used for the wrong purpose because the commissioners didn’t want to hear what he and people like him had to say,” Abraham said. Oak Harbor police aren’t certain if a road-rage suspect took a shot at an officer who was pursuing him Saturday afternoon. Officer Patrick Horn had his own gun drawn and was ducking behind the trunk of his car on East Whidbey Avenue when he believes he heard a shot fired, according to police Detective Sgt. Mike Bailey. Navy adds two additional EIS meetings

The Navy scheduled two additional open-house meetings for the ongoing Environmental Impact Statement on the EA-18G Growler in Port Townsend and on Lopez Island. Meetings were held last month in Coupeville, Oak Harbor and Anacortes. The Navy said the meetings were added at the request of elected leaders. Democratic Congressman Rick Larsen took credit for the additional meeting on Lopez Island, part of his district. “I recently heard from residents on Lopez Island about their concerns regarding jet noise and the number of Growlers stationed at NAS Whidbey,” Larsen said in a prepared statement. “I asked the Navy to include the San Juan Islands in the EIS process, and I appreciate the Navy expanding its outreach to include this community.” The additional EIS meetings will provide members of the public with an opportunity to review project-related information, ask questions of Navy staff and submit comments on the scope of the analysis and content to be addressed in the EIS.

The Whidbey Island sailor who attempted to break a Guinness world pullup record in July has a new challenge on the horizon. Michael McCastle, who completed 3,202 pullups before being hospitalized, plans to flip a 250-pound tractor tire for 13 miles on Dec. 20. He said his intent is to raise awareness of the Wounded Warrior Project. “Being in the military, it’s something I’m passionate about,” said McCastle, who works as an air traffic controller at Whidbey Island Naval Air Station. “I hope to simply bring awareness to Wounded Warrior Project and their mission while testing my physical endurance, mental resolve and limits to my soul.” His last fundraiser, in which he aimed to break the pullup record of Navy SEAL David Goggins, raised more than $10,000 for the Wounded Warrior Project. While McCastle will be taking donations for this event, he said the priority will be to raise “a certain level of awareness” instead of setting a fundraising goal. “Remember our brave servicemen and women who have given life and limb so that

we may live on freely each day,” McCastle said on his Facebook page. “And know that every penny donated goes directly to WWP and their programs designed to foster the most successful, well-adjusted generation of wounded service members in our nation’s history. “Not all wounds of war are physical.” The dynamics of the tire-flip feat vary widely from those of his pullup challenge, McCastle said. He had to put on 20 pounds and will rely heavily on lower body strength as opposed to the upper-body-focused pullups. Originally envisioning a route from Deception Pass to Oak Harbor, McCastle said he opted to keep the event inside Oak Harbor’s city limits to keep necessary assistance from law enforcement and State Patrol to a minimum. While the details are being finalized with the City of Oak Harbor, McCastle said he plans to do a final lap around the city starting on Bayshore Drive and coming back down Midway Boulevard. “There are people still out there, coming back with mental and physical wounds,” McCastle said. “The tire is a representation of that. “They flip these tires every day in their minds.”

New eatery to embody rustic, island feel By RON NEWBERRY Staff reporter

Every scrap of metal and piece of wood has a story. Jason Tritt wanted the atmosphere in his new Italian restaurant to embody Whidbey Island. He also wanted it to have an open, community, almosthomey feel, as if guests were sitting down to a meal with family and friends. Tritt is hoping his new restaurant will encompass all of that when its sturdy wooden doors open in December on Pioneer Way in historic downtown Oak Harbor. He and business partner Mercedes Fulwiler are calling the restaurant Rustica, and it only takes a peek inside to understand why. Oak Harbor craftsman Brandon Davis was hired to reconstruct the interior and put in his rustic touches to transform the building formerly occupied by Angelo’s Cafe. He went beyond Tritt’s

expectations. Using salvaged wood, metal and pipes collected on and near the premise and throughout the island, Davis repurposed the materials, turning them into doors, wall panels, tabletops, table legs and other furniture. Not only did that method save money, it gave the restaurant the rustic look Tritt desired to provide fodder for guest conversations. “Ninety-five percent of everything in here is repurposed and salvaged,” Tritt said. “The majority of the project is green down to the LED lighting.” The most impressive feature is the tabletop for the bar. It is a 24-foot length of wood that came from salvaged, old-growth timber on the south end of the island. Davis also built the restaurant tables, using a mosaic of wood pieces fitted together like a puzzle on the tops covered by a gloss finish.

Reclaimed material such as metal roofing and doors came from all around Oak Harbor, including Whidbey Island Naval Air Station. Even old, wooden planters being discarded across the street were rescued by Davis and put to use. “It’s very, very hip right now to repurpose and reuse,” Tritt said, pointing to a trend popular in metropolitan areas up and down the West Coast. “Restaurants and pubs in Seattle are taking advantage of the history they have.” Tritt believes Rustica will encompass the atmosphere he desired — an open concept in an intimate setting with no separation between bar and restaurant. A small stage was built in the corner for live music. A waiting area in the front will include theater seats that once were used in the movie theater that closed down on Pioneer Way. I started my teaching career at Oregon Episcopal School in Portland from 1949 to 1979 and was principal the last 14 years. In I957-1959 my husband, Jim, and I cruised in the summers from Anacortes in our 16 ft. outboard boat to Princess Louisa Inlet in B.C. 438 miles, an unusual trip for a small boat. At age 55, we moved to Seattle, Jim worked at Doc Freeman’s Boating Store and I worked as a fundraiser for Lakeside School. At age 65 we retired, traveled, and enjoyed several more years in our 34” Hans Christian Sailboat. Jim’s health never permitted him to return to Princess Louisa but I made trips in 2002 and 2005. Jim died in 2007 and boating ended for me. I made trips to the Inlet in a tour boat. I’ve now made 14 trips to the Inlet. I wrote my first book “Adventuring to Princess Louisa Inlet” in 2011. It’s a re-enactment of the 3 trips we made in the 50’s. My second book, “The Gift”, written at age 90, is about the Inlet. The 40 descriptive pages and 73 photos are emotional and show my flaming love for the Inlet. This deep love was responsible for my gift of one half million dollars to the directors. The amount was a complete surprise to the directors on the night of my presentation, Oct. 24, 2014. I broke my hip and had been at San Juan Rehab from Sept 25th until November 12th. The excellent care by Therapist’s made improvements but it was doubtful that I could travel to Vancouver B.C. for the presentation of my one half million dollar gift on October 24th. On October 22nd my Therapists at San Juan had me attempt to get into my car to ensure I could safely travel. I could and I was allowed to travel on the 24th. Gone from 11 a.m. to 10 p.m., everyone at San Juan was anxious to learn about my presentation. Thanks everyone at San Juan for your excellent therapy, nursing, nutritious meals and all the caring staff that made my recovery possible. I love each of you.

Island counselors help at Marysville-Pilchuck By MICHELLE BEAHM Staff reporter

In the aftermath of the Marysville-Pilchuck shootings, the Whidbey Island community is reaching out to help where it can. The shooting left four people dead, including the shooter. Recently, mental health counselors with Island County Mental Health traveled to Marysville-Pilchuck to talk with students. “The need for counseling for students, obviously, as they move on from this tragedy, is overwhelming,” said Steve King, assistant superintendent of the Oak Harbor School District. One of the counselors who traveled to Marysville-

Pilchuck, Betsy Griffith, is the in-school counselor for Oak Harbor schools. “It’s a critical time for the students at that school,” Griffith said, “making sure that they have support and someone to talk to.” Charlene Ray, the mental health supervisor for Island County, organized the trips that many of the counselors made to MarysvillePilchuck. The Shoreline School District, which was helping in the Marysville School District, requested support of their own. “If you can give students counseling … soon after a trauma, it can help them work through their feelings so … the potential of longerterm problems decreases,”

Ray said. “It’s important for anyone, not just adolescents, but in anyone who has experienced trauma, to be offered an opportunity to have some form of crisis debriefing or trauma counseling after an event like that,” she said. “Ethically, it just feels really important to help each other out,” she said. “Their students, our students, they’re all connected. It’s just something that we all do for each other when there’s a time of crisis.” Griffith was only in Marysville on Nov. 6. While there, she was able to help many people. “The students were definitely having a range of

emotions,” she said. “They were very grateful to have people there to talk to.” Eddy Mulcahy, the inschool counselor for South Whidbey High School, went for three days, Nov. 6, 7 and 10. He said that when he heard the county was looking to send counselors to Marysville, he offered his services. “It’s meaningful work,” he said. “You’re in the thick of it, and it’s just right there, meaningful work to do. That’s one of the callings I feel as a counselor, is to do that kind of work.” Mulcahy described the situation as “horrible and tragic.” “You never want to have to do that kind of thing,” Mulcahy said. “But also, I was glad to be able to go over there and serve those kids that are dealing with

that tragedy.” Sending counselors was covered by one-tenth of 1 percent tax money, which funds several programs for Island County Mental Health, such as the schoolbased counseling programs. “I think that our community should be proud as well that we have the resources and the individuals trained and can be deployed,” Commissioner Jill Johnson said. “That’s that one-tenth money that we agreed to support. We usually get the benefit from it, but it’s been a gift we’ve been able to give that community, and I think everyone should be proud of that.” “The students at MP are fantastic students,” Mulcahy said. “It’s definitely a com-

munity that’s healing, but they’re very supportive of each other … and going through this experience together was really fantastic to see for sure. “There’s a lot of healing that needs to go on. That happens anytime a tragedy like this happens.” “I want to compliment my staff but also our school districts who didn’t bat an eye in saying yes,” said Island County Human Resources Director Jackie Henderson in a meeting with the board of commissioners last week. “They have been incredibly grateful. We made sure our staff keeps up to date on training … because it’s tough work. “They were seeing 10-12 kids a day. That’s a lot of stories to hold. That’s a lot of tough stuff they’re doing.”

Interim director pick brings own baggage to IT The board of Island Transit needed to find someone with an unblemished history to lead the beleaguered agency, even if only on an interim basis. IT needed someone who can bring the community together, someone who is accountable, someone who will effectively communicate what is happening inside taxpayer-funded agency. Instead, the IT board met behind closed doors and chose a candidate for interim director who resigned from Community Transit in Snohomish County under the cloud of a bribery scandal 20 years ago. Kenneth Graska wasn’t indicted, but a state audit report faulted his management style as autocratic and authoritarian. Negotiations are underway, and the board may accept a contract Friday. Graska may be a capable, qualified candidate. Coupeville Councilman Bob Clay, the chairman of the transit board, said Graska was open about his history and satisfied the board’s concerns. Graska, he said, is a great guy. Problem is, the public didn’t get a chance to hear Graska’s explanation, and the board’s subsequent discussion, because it was all done in secret. Executive sessions to discuss candidates for public employment are allowed under the Open Public Meetings Act, but the board members had the option of allowing in the public. Involving the public is a demonstration of trust and respect of public opinion. Former Oak Harbor Mayor Jim Slowik, for example, held interviews for police chief in view of the public. The IT board also didn’t release the name of the candidates, not even to IT board member Scott Dudley, until the day before the interviews. Dudley’s request — and the Whidbey News-Times’ request — for copies of the three candidates’ resumes were denied. Again, the board didn’t have to release them, but they could have. Other agencies simply alert candidates ahead of time that their applications will be made public. The Everett Herald’s coverage of Graska from 1993 paint a concerning picture of his leadership style. One article reported he was angry at the newspaper for its coverage and insisted that the news of his resignation be released to other media besides The Herald. Not exactly being open and accountable. IT’s board of directors blew it on this one. If there was to be any hope of rebuilding public trust in their leadership and abilities, the board members neither took it seriously, nor did they demonstrate any concern for public opinion. Pitiful and disgraceful.

Low voter turnout was ‘disgusting’

Editor, This election was just plain disgusting. Not because of who won or lost, but because of what did not happen. Two-thirds of the people in this country who are eligible to vote did not vote. This is disgusting. What on earth is the matter with people in this country? In many ways we are looked upon by others on this planet as what should be a model of freedom and democratic rights. Well, theoretically anyway. Do you really need to be reminded how many have sacrificed so much so that you have the privilege to vote? Do you really need to be reminded how many people in so many parts of this world would die for that privilege? Would a lecture do you any good? Sadly I don’t think so. But, let me tell you this: If you didn’t vote, you are disgusting. You let your self-absorption, your complacency, your slovenly laziness excuse you from participating in a process that should be an integral part of helping determine what happens to your future. So, unless you are on your deathbed or you have some extreme problem that keeps you from voting, then I say,

“Shame on you.” You are pathetic and should be ashamed of yourself. Next time, vote. If you don’t, then don’t complain about how degraded your life, your rights and your future have become by a government that you didn’t help choose. Seriously.

The choice to adopt a child is a response to one of life’s highest callings. To Island County parents who are answering that calling, your fellow community members stand tall in your honor.

Editor, It is fitting that this season of Thanksgiving is also the season to give thanks to the adoptive parents and families who grace our communities. November is National Adoption Awareness Month. While all adoptions are significant, the particular focus for this month is the adoption of children from foster care. Communities across the nation are gathering to celebrate the hope and the happiness that lies ahead for children and their forever families. The same is true in Island County. On Nov. 21, Island County children and their adoptive parents and families will gather with child advocates, family court judges, social workers and adoption professionals to celebrate the promise of life renewed.

Editor, I’m so sorry to read about the problems Island Transit is experiencing. Island Transit provides a wonderful service to our community. It helped our family out greatly. For more than three years, my husband required medical treatments in Oak Harbor. Island Transit provided the transportation he needed. Three times a week, a bus picked him up on our doorstep in Freeland and dropped him off in the afternoon. And, the drivers were always so friendly and helpful. It would have been extremely difficult for him to provide his own transportation or rely on others to transport him. Willa Ruth Konopik

Willa Ruth (Weaver) Konopik, age 101, died Nov. 4, 2014, at Careage of Whidbey, Coupeville. Ruth, as she was known, had been a resident of Whidbey Island since October of 2001. Ruth was born Aug. 3, 1913, in Buhl, Idaho, to Ralph and Clara Weaver, the oldest of five children. She was married to George Edward Konopik in 1931 and became a farmer’s wife, a title she was very proud of. In 1940, Ruth and George left Buhl and settled on a larger farm outside of Beemer, Neb., where they farmed until 1978. Retiring, they moved into Beemer. George died in 1998, and, eventually, Ruth decided to move to Oak Harbor to be closer to her children. Ruth was a member of the Order of Eastern Star in Wayne, Neb., the United Methodist Church of Beemer, where she was a Sunday school teacher for many years, a charter member of the Cuming County Historical Society and a member of the Organization of Methodist Women, Beemer. Moving to Oak Harbor, she attended the First United Methodist Church for several years. Ruth is survived by two sons, George Konopik and Jim Konopik, and wife Sarah, and one daughter-in-law, Faye Konopik, all of Oak Harbor; and by one sister, Barbara Jones; one brother, John Weaver; seven grandchildren; four great-grandchildren; and one great-great-grandchild. One son, John R. Konopik, preceded her in death. The family of Ruth Konopik is grateful to the staff of Regency, HomePlace and Careage of Whidbey for their loving care and understanding during her last years in Oak Harbor. Memorial services for Ruth Konopik will be held at 2 p.m. Friday, Nov. 21, 2014, at Wallin Funeral Home & Cremation, LLC with Gary Wallin serving as life celebrant. Ruth was cremated. Family graveside services will follow in Beemer at a later date, where she will be laid to rest beside her beloved husband, George E. Konopik.

Perry Richard ‘Dick’ Cays

Perry Richard “Dick” Cays, born April 28, 1926, passed away at the age of 88 Nov. 8, 2014, in Bothell, Wash., at the home of his son. Dick had a good, long life. He worked hard and lived life to the fullest. His life centered around his family, friends and the University of Washington Huskies. Dick was one of six children, born in Carlsberg, Wash., to Orrin and Ollie Cays. He graduated from Sequim High School and served in the U.S. Navy during WWII. He married Jeanne Saum Dec. 17, 1948, in Sequim.

Dick and his family moved to Oak Harbor, Wash., in March of 1958, when he began working at NAS Whidbey as a firefighter. He was also a volunteer firefighter for the Oak Harbor Fire Department. For many years, he worked part time for Quinn Glass. He retired early from NAS Whidbey to care for his wife. He was an active life member of the Oak Harbor Elks Lodge #2362 and enjoyed serving in many different capacities. He was also a life member of Henry Echternkamp VFW Post #4760 in Sequim. Dick was preceded in death by his wife, Jeanne, in 1981; his son, Doug, in 2009; and his grandson, Michael, in 1962. He is survived by his two children, Linda (Don) Iverson of Montesano, Wash., and Terry (Monica) Cays of Bothell; six grandchildren, 10 great-grandchildren; and countless nieces, nephews, family and friends. At Dick’s request, there will be no formal funeral or memorial, but he requested a Celebration of Life to be held 2-4 p.m. Saturday, Dec. 6, at the Oak Harbor Elks Lodge, 155 NE Harvest St. Dick is buying. Wear your purple and gold. Memorial contributions may be made to a charity of your choice.

Helen E. Hulswit died Nov. 10, 2014, at the age of 93. She was a survivor of the Berlin bombings during WWI and immigrated to the U.S. nearly 60 years ago. She was the owner of Dairy Valley and also a food service manager for the Oak Harbor School District for many years. She is survived by her daughter, Gloria Carothers, and grandson, Kyle Carothers. Legion of Gloom Season comes to an unhappy end By JIM WALLER Sports editor

These Seahawks wore a different shade of green, but their performance was reminiscent of the world champions from Seattle. Peninsula High School put together an impressive effort in a 42-14 win over Oak Harbor in the first round of the state football playoffs Friday at Roy Anderson Field in Gig Harbor. The Seahawks (10-1) hog-tied the potent Wildcat rushing attack, limiting Oak Harbor to 183 yards, nearly 200 yards below its average. The Wildcats entered the game averaging more than eight yards per carry; half of its 42 runs against Peninsula resulted in two or fewer yards. The Seahawk offense had

little trouble, out-gaining Oak Harbor 433-306. The tone for this one was set early. The Seahawks returned the opening kickoff 40 yards then scored five plays later. Major Ali ran in from the 3 for his first of three touchdowns. Oak Harbor punted its first two possessions and Peninsula after its second. On the Seahawks’ third possession, they gambled and ran a fake punt from their own 23-yard line, and Kyle Olson-Urbon raced by the ‘Cats for a 77-yard TD. On the first play of the second quarter, Oak Harbor faced a fourth-and-a-half-yard at its own 39. The rush was stuffed, and the Seahawks took advantage of the short field and scored moments later to make it 21-0.

Later, Oak Harbor earned its own fourth-down stop and drove to the Seahawk 5 before stalling out. In the third quarter, Peninsula overcame a thirdand-20 and eventually scored to make it 28-0. The Wildcats finally reached the end zone when Princeton Lollar rammed in from the 1 with 16 seconds left in the third quarter. What little momentum Oak Harbor picked up was squashed two plays later when Seahawk quarterback Robert Kvinsland hit Matt Shirley for a 76-yard TD on the fourth quarter’s first play. Author pens story of biggest case Retired attorney from Coupeville says sea tragedy never left him By RON NEWBERRY Staff reporter

Some images in life are difficult to shake. For Jay W. Jacobs, it was the conviction of a widow determined to protect her husband’s name. In 1986, Jacobs was a trial lawyer tasked with defending the woman in court after her husband was involved in the worst recreational fishing boat accident in San Francisco’s long maritime history. Five lives were lost that morning, including Janet Dowd’s husband, son and brother-in-law. If that weren’t unbearable enough, Dowd then was hit with a lawsuit from the widow of a passenger that placed into question the judgment and navigable abilities of her deceased husband, Francis Dowd, the boat’s captain. The first day Jacobs met with Dowd, he knew he was in the presence of an extraordinary woman bent on preserving her husband’s honor. “She looked at me and said, ‘My husband was not a perfect man, but he was never careless and never negligent ever,’ ” Jacobs said. “She’s looking at me the same way your mother and father looked at you and mine did with me like, ‘Don’t make me have to tell you this again.’ ” Dowd’s determination and the trial to defend her husband’s name stood out so much to Jacobs during his 35 years in law that he was compelled to write a book about the case. After years of additional research, drafts and finetuning, “The Widow Wave” was released in September, the first book written by the author who now makes Coupeville his home. After a recent book tour in San Francisco, Jacobs will appear 1:30-3 p.m. Thursday, Nov. 20, at the Coupeville Library to talk about the

I certainly never had another client who was more emotionally invested in the outcome of the trial than this lady I was defending.” Francis Dowd, his son and three other men left San Francisco Bay in darkness in Dowd’s 34-foot boat, the Aloha, bound for a day of salmon fishing not far offshore in the Pacific Ocean March 9, 1984, and never returned. With no witnesses to the tragedy and no signs of the boat, theories over their demise ranged from being sunk by a rogue wave or a large piece of debris or being struck by a ship. Jacobs’ case centered on the probability that a large, less-common wave known as a coincident wave took down Dowd’s boat, sending it to the sea bottom somewhere in the Bonita Channel. These types of waves happen around more shallow environments, where rogue

waves are a more deep-water phenomenon. A coincident wave, though rare, occurs when nearly identical waves wrap around an islet or shallow bar and meet in phase, creating a destructive wave sometimes twice the height and with possibly quadruple the force. Jacobs argued in court, using expert testimony, that this was the most probable of all the outcomes while Dowd’s boat traveled through the Bonita Channel several hundred feet offshore, not far from the massive shoal known as the Four Fathom Bank. “Basically, it just vanished,” Jacobs said. Jacobs dedicated the book to “the three strong women in my life,” referring to his wife, Marsha, mother, Elizabeth, and Janet Dowd, who passed away in 2011. Jacobs and his wife, formerly a private investigator, retired to Whidbey Island about 10 years ago after spending more than three decades in San Francisco.

He called writing “The Widow Wave” a labor of love. He said people who’ve read the book tell him they like it for different reasons — some for the courtroom drama that unfolded, some for the science behind waves and the sea story, and others for the human story and courage of Janet Dowd and her fight to protect her husband’s name. Jacobs called it the defining case of his career as he went up against a much more experienced lawyer reputed for winning big cases. “He’d tried many milliondollar cases, and his reputation was that he didn’t defeat you, he just practically exterminated you in court,” Jacobs said. “I had practiced for 10 years and I had never tried a big, big case. I thought, ‘God, my career’s going to get terminated, and far, far worse, I was going to devastate this woman’s life, and she put her faith in me.’ “Truly, her husband’s honor was sacred to her.”

“The Widow Wave,” published by Quid Pro Books, is a true story about the mysterious disappearance of a 34-foot recreational fishing boat in the Pacific Ocean outside San Francisco in 1984 and the trial that followed. Five lives were lost, making it the worst recreational fishing boat accident in San Francisco’s long maritime history.

Another story states that federal investigators subpoenaed Graska’s “personal business records, including credit card slips and company cellular telephone bills.” Federal court records show Graska was not indicted. Graska could not be reached for comment. Oak Harbor Mayor Scott Dudley, a member and critic of the transit board, was out of town and didn’t attend the meeting; Councilman Joel Servatius sat in his place. Dudley said Tuesday he hadn’t received any information about who the board chose; he said getting information from the board is an ongoing problem for him. Dudley said he is disappointed in the choice of a candidate, but he said the only solution is for the other board members to resign. “They could have chosen Mother Teresa,” he said, “and the community would question the selection because of their history.”

Trouble for the transit board erupted this past summer after the severity of financial problems came to light, necessitating layoffs of 24 employees and the elimination or alteration of five routes. Then-director Martha Rose resigned in September. She received a severance payout of more than $100,000, including unused vacation and sick leave; Washington state auditors found that she may have taken vacation without deducting it from her vacation balance. As a result of the state audit, Island County Prosecutor Greg Banks asked the Washington State Patrol to investigate the agency; the investigation is ongoing. A transit employee, speaking on condition of anonymity, said IT staff members are “aghast” after learning about Graska’s background. Coupeville Councilman Bob Clay, chairman of the board and current interim IT director, said there’s no reason for people to be worried. He said the board members were aware of Graska’s history and that Graska didn’t try to hide it. “I think we felt that the situation was explained to us and we felt comfortable with it,” he said. Clay said seven people applied for the job and three were interviewed during an extensive process over more than six hours Friday.

DUDLEY VISIT CONTINUED FROM A1 Council. Dudley asked city leaders to demand better representation. His call for sweeping changes to the transit board included a request to ask “tough questions” of the city’s transit representative, Councilman Jim Sundberg. “Even in the short time your representative has been on the board, Island Transit is not in good shape financially,” Dudley said. A report from the Washington State Auditor’s Office concluded that one of the causes of the financial woes was poor monitoring of finances by the board. Dudley cited the audit as

he addressed Langley Mayor Fred McCarthy and the Langley City Council during the public comment section of the council meeting. He also raised the issue of Island Transit not discussing other means of revenue, such as advertising on buses or collecting fares from the historically fare-free commute. “There’s no vision. There’s no mission. There’s no business plan,” Dudley said. Sundberg never broke his gaze from Dudley. Councilwoman Rene Neff defended Sundberg’s position on the transit board, saying she understood the difficulty of serving on

The Community Transit board, however, had authorized an audit of the agency’s management by Moss Adams Consulting in response to the federal grand-jury investigation of kickbacks and bribes involving bus-transmission repairs, the Everett Herald reported. The audit reported that Graska’s management style “paralyzes people into inaction for fear of making mistakes,” according to The Herald. The Community Transit maintenance

“We do have a six-year funding plan,” Sundberg said. “We adopted that a couple months ago.” Refuting Dudley’s claim that Island Transit’s outlook is bleak, Sundberg pointed out that IT already has about $700,000 cash-in-hand for operations, and expects to have another $500,000 in reserves by the end of the year. “The hope is, if we can obtain additional grant funding, we can restore some suspended routes,” Sundberg said. The Langley City Council approved McCarthy as Sundberg’s alternate in the event he is unable to attend a transit meeting. McCarthy emphasized that he was not subverting Sundberg as the city’s rep-

The Seattle Times reported that Graska accepted a transit job in Vermont. A biography provided by Island Transit describes Graska is “an accomplished transit executive who has been in the industry for over 35 years,” with expertise in policy development, capital development programs, paratransit services, and creating and managing annual operating budgets. Graska, who lives in Valencia, Calif., was assistant general manager with MV Transportation, assisting in the development and management of the Microsoft employee commuter bus and transportation services. Island County Commissioner Helen Price Johnson said Monday that she’s excited to move forward with an interim director. Each of the candidates had strengths in different areas, she said. “I think it’s important in each step on the way forward that we build trust in this vital agency again,” she said. “And I believe we are doing that.” The board may consider approving a contract with Graska during a meeting this Friday, Clay said.

Horn followed the cars to East Whidbey Avenue and saw Wiggins exit the Honda and go over a fence into the backyard of a home, Bailey’s report states. Horn called out for Wiggins to show himself. He drew his firearm and

used the trunk of his car as cover. Wiggins came into view and moved toward the officer, who ducked back down. Horn said he heard “a single, small-caliber gun shot,” Bailey wrote in his report. Wiggins walked towards the house. A woman in the home later told an officer that she heard something in the utility room and caught Wiggins inside; she told him to leave, the report states. Wiggins left the house and was arrested. Horn found an intact 9mm bullet in Wiggins’ pocket, the report states. Another officer obtained permission to search the property and found the Uzi underneath vegetation, the report states.

Creating a Salary Relationship between Island County Elected Officials and Superior Court Judge and Revising Island County Code Ch. 2.02. Island County has not increased the salaries of its elected officials since 2009. According to the Municipal Research Services Corporation, the Consumer Price Index for the Seattle-TacomaBremerton area increased annually by 1.3% in 2010, by 2.9% in 2011, by 2.3% in 2012 and by 2.5% in 2013 amounting to a greater than 9% cumulative increase from 2009 to 2013.
