Governor pitches biennial spending package By Dennis Box Editor

Let the Olympia money chase begin. Gov. Jay Inslee met with Sound Publishing reporters and editors Thursday at the Bellevue Reporter office to discuss the executive branch’s 2015-17 budget proposal. Inslee’s office released the budget documents last week, which will be taken up by the Legislature when the regular session convenes Jan. 12. The coming session is scheduled to end April 27. The governor’s budget document states, “Our private sector is growing and unemployment is at its lowest levels since 2008. State revenue collections are rebounding, too — after several years of steady declines, revenue projections have increased in each of the past four quarters.” Inslee tempered that good news by noting the economy is rebounding at a “much slower pace than after previous recessions. The latest

projections for the 2015–17 biennium indicate revenue growth will remain modest for the foreseeable future.” Looming over the budget and both the executive and legislative governing branches is the September contempt ruling by the state Supreme Court. The nine judges unanimously ruled the state has failed to fulfill its Constitutional duty to fund education. The constitutional clause cited by the court in the 2012 McCleary v. Washington is: “It is the paramount duty of the state to make ample provision for the education of all children residing within its borders, without distinction or preference on account of race, color, caste, or sex.” The Supreme Court Chief Justice Barbara A. Madsen wrote,”Sanctions and other remedial measures are held in abeyance,” to allow the Legislature to comply by the end of the 2015 session. The governor’s document states: “The state is under court order to live up to its Constitutional obligation to

When asked about the court’s ruling and Dorn’s statement Thursday, Inslee said his budget was not written to satisfy “nine people in black robes” but for the children of the state. Inslee also said Dorn has come up with no revenue plans to “fund education for children.” The governor said he did not expect the court’s ruling to be appealed to the federal Ninth Circuit Court of Appeals because there is not a federal issue. Inslee said he practiced law for 20 years and thought if it was appealed it would be “highly unlikely” the Ninth Circuit would rule on the issue.

Raising revenues is one of the critical underpinnings to the governor’s plan and he spent much of the time Thursday advocating for his budget revenue goals. Inslee said the state cannot, “cut our way out to fund education…. Eventually we will follow the arithmetic. We can’t go backwards.” The budget calls for a new capital gains tax on the sale of stocks, bonds and other assets “to increase the share of state taxes paid by our state’s wealthiest taxpayers. The state would apply a 7 percent tax to capital gains earnings above $25,000 for individuals and $50,000 for joint filers, starting in the second year of the biennium.” Other revenue items are a tax of 50 cents per pack of cigarettes and tax-

ing e-cigarettes and vapor products, raising an estimated $56 million. A market-based carbon pollution reduction plan is estimated to raise $380 million in new revenue. Inslee said the carbon plan is needed to “clean the air… We have to do something to have cleaner air.” Spending on transportation is critical, according to Inslee, to create jobs and sustain economic growth. “We are getting more legislators who understand the need for transportation,” Inslee said. “We can’t run and hide from congestion and the ravages of carbon pollution.” The transportation budget directs $3.6 billion to construction projects, including $856.5 million to complete the state Route 167 corridor in Pierce County.

OBITUARIES JEAN FITZPATRICK Enumclaw resident Jean Fitzpatrick, 88, died Dec. 18, 2014. She was born Feb. 18, 1926, in Waukegan, Ill. She is remembered as a wonderful mother, grandmother and mother-in-law. She is survived by sons Edward and Jean Fitzpatrick wife Yoshiko of Omaha, Neb., Mike and wife Cindy of Carter Lake, Iowa, Wayne and wife Nancy of Carter Lake and David and wife Dede of Enumclaw; daughter Julie Ward and husband Bobby of Carter Lake; and many grandchildren and great-grandchildren. She was preceded in death by husband Edward Fitzpatrick Sr. Services took place Dec. 23 in Omaha, Neb.

A 2 percent hike was authorized for both natural gas and garbage collection; a 5 percent increase is on the way for sewer charges; and the water rate, which is tied to the Consumer Price Index, is showing a 2.1 percent increase. On top of the rate hikes, natural gas customers will see a 1 percent increase in the tax charged on gas purchases.

If she wants a gift shiny, then don’t be a fool, it’s not a dumb diamond, but a sparkling new tool. If fragrance is listed you can forget French perfume, it’s a pile of manure that’ll make gardeners swoon. Give night crawlers, not nightgowns, the type of hose that gives water. (Anything for the kitchen is not worth the bother.) Give a great gift that digs in the dirt, it’s better than any designer-brand shirt. Now look quick at Santa, this guy’s not so dumb, Under his glove, he hides a green thumb.

The shovel with blade all rusty and cracked, the pitchfork still shiny, but handle it lacked. When out on my lawn, (it’s brown and abused) I could see poor old Santa, looking confused.

His knees are so dirty, his back how it aches, his boots stomp on slugs, (he gives them no breaks). Santa only works winter, you can surely see why, The rest of the year it’s a gardening high.

POLICE BLOTTER ENUMCLAW

CAR VS. POLE: A car crashing into a pole had police responding at 4:12 a.m. Dec. 17 to a Porter Street address. The driver was found to be impaired so he was arrested and taken to the police station for booking; his car was towed. CAR AND POLE, NO. 2: An officer responded the morning of Dec. 17 to a report of an erratic driver whose car struck a light pole in front of the reporting party’s residence on Maple Drive. The motorist could not be located and the owner of the mobile home park elected not to file charges. THREATS MADE: A caller told police Dec. 17 her boyfriend was being threatened by a known subject. All parties were contacted and advised not to disturb each other. BUCKLEY ASSIST: Enumclaw police were dispatched the evening of Dec. 17 to assist Buckley officers with a disturbance at a Buckley tavern. SCAM ALERT: Police were told Dec. 16 a local resident was the intended victim of a scam. Police

advised the person to report it to the FBI, since the scam was conducted via the Internet. The local resident also was advised to close existing accounts, since information had been provided. DRIVER FLEES: Police were told the afternoon of Dec. 16 of a hit-and-run occurring at Kibler Avenue and Division Street. The driver of a suspect vehicle stopped long enough to address the other driver and acknowledge the incident, but then took off. BIKE RECOVERED: A citizen reported seeing a bicycle that had been reported stolen. An officer located the bike Dec. 16 in a parking lot off Cole Street and contacted the rider, who said he had the bike for a couple of weeks and had thought it was abandoned. He surrendered the bicycle without incident and it was returned to its owner. EARLIER PROWL: An officer was dispatched Dec. 16 to a Berninger Street address, after hearing of a vehicle prowl that had occurred the week before. Several items were reported stolen. There were no suspects. DISTURBANCE: Staff at St. Elizabeth Hospital called police at 11:18 a.m. Dec. 15, seeking assistance with a combative patient. The issue was settled upon police contact. PURSE MISSING: The afternoon of Dec. 15, a

purse was reported stolen from a Chinook Avenue location. There were no immediate suspects. FORGERY: Police heard Dec. 15 of a possible instance of fraud via the Internet. Further investigation revealed the crime of check forgery. GRINDER GONE: A Lowell Avenue resident notified police Dec. 15 after discovering a grinder, valued at $20, had been taken. There were no signs of forced entry. THEFT FROM AUTO: A resident of Grand Fir Drive told police Dec. 15 an ashtray valued at $50 and $10 worth of change had been stolen from an unlocked vehicle. RESIDENTIAL BURGLARY: Police responded Dec. 15 to a residential burglary at a Florence Street address. An XBox valued at $250 and accessories, also valued at $250, were taken. There were no immediate suspects or leads. VEHICLE RECOVERED: Police went to a Lowell Place address the morning of Dec. 14 after hearing of a suspicious vehicle. It was determined the vehicle had been stolen; it could not be driven and was towed from the scene. The registered owner could not immediately be contacted. SHOPLIFTING: Police responded Dec. 13 to a Roosevelt Avenue address after hearing of a shoplifting incident in progress. A suspect was taken into custody and booked for theft; both the suspect and an accomplice were trespassed from the store. COUNTERFEIT: Staff at a city bank notified police Dec. 12 after discovering a counterfeit $100 bill. Officers took possession of the money. TREE BRANCHES: Law enforcement responded twice Dec. 11 to a Merritt Avenue residence after hearing complaints of a neighbor throwing tree branches onto the caller’s lawn. Both parties were advised to stay off each other’s property. HIT AND RUN: Police were told Dec. 10 of a hitand-run incident that had just occurred in the parking lot of a Watson Street business. The caller’s wife and child were in the vehicle when it was struck by a blue Dodge Durango that was driven from the scene. A suspect vehicle was identified, establishing probable cause for an arrest. ANOTHER HIT AND RUN: A citizen called police Dec. 10 after witnessing a hit-and-run incident in King County jurisdiction. The suspect vehicle continued southbound on 244th Avenue Southeast but was not located.

PASSED OUT: At 2:19 a.m. Dec. 10, police contacted a man who was passed out in a vehicle, while it was running, parked in the St. Elizabeth Hospital parking lot. The driver was arrested for being in physical control of the automobile while intoxicated. ASSAULT: A man was arrested the afternoon of Dec. 10 at a Division Street address and charged with domestic violence/ assault. PACKAGES OPENED: Police were asked Dec. 10 to provide extra patrol in a Hamilton Place neighborhood after a resident discovered packages left on a porch had been partially opened. It was the second time in two weeks for such activity. PACKAGE TAKEN: A Wells Street resident contacted police Dec. 10, stating a package had been stolen from a front porch several days earlier. There were no immediate suspects or leads. FIRE ASSIST: Officers responded the afternoon of Dec. 10 to provide traffic control at the scene of a fire on 244th Avenue Southeast.

DOMESTIC DISPUTE: Police took a report shortly after midnight Dec. 15 of a domestic dispute between a mother and daughter that had turned physical. It was determined the daughter was the aggressor and the mother the victim. The daughter was cited. CLIENT ASSAULT: Police were sent Dec. 13 to Rainier School following a reported client-on-client assault. FLUME “TAGGED”: A malicious mischief report had police responding Dec. 12 to a River Avenue address. It was noted someone had “tagged” the interior of the flume the weekend prior. The incident was forwarded for investigation. TWO-CAR COLLISIONS: Officers were dispatched Dec. 10 to a two-car collision at a C Street address. It was determined one vehicle had been backed into another. No one was hurt and both automobiles could be driven from the scene. The following day, police went to the intersection of state Route 410 and Hinkleman Extension Road, the scene of another two-car crash. It was determined a Buckley driver was at fault, failing to stop for traffic in the roadway at an intersection. The atfault driver was cited for following too close and failing to provide proof of insurance. Both vehicle were driven from the scene.

Much like many of their human counterparts, pets do not always relish winter. Animals can experience arthritis pain or fatigue when the cold sets in. Shorter periods of daylight also may make them less active and likely to sleep for longer periods of time. In an effort to stay warm, some pets get creative. Cats can unintentionally put themselves in danger just to chase a chill away.

The American Animal Hospital Association says cats will curl up against almost anything, including car engines, to stay warm. Cats caught in moving engine parts can be seriously hurt or killed. Before you turn your engine on, check beneath the car or make a lot of noise by honking the horn or rapping on the hood. Also, if you have exposed radiators in a home or apartment, construct a

cover to prevent cats and dogs from climbing on the exposed coils. The hot water pumping through radiators can cause burns. Cats and dogs also may get too close to fireplaces, so use a protective screen to keep them away from hot embers. Pets also can knock over portable heaters in an attempt to get warm. Look for models that automatically shut off if they fall over to reduce your risk of fire.

Hooded litter boxes are a place where dominant cats can guard or ambush a timid resident, thus causing anxiety and refusal to use the box. Having multiple bathrooms will ease that stress. The goal is to have them panting by the end of the play session, (unless your cat has a medical condition). If your cat engages in “bad” behavior while you’re away, try spending 10 to 15 minutes of active play before you leave to drain energy. You may also want to provide a treat dispensing or interactive toys to combat boredom while you’re gone. If your pet is too active or destructive while you’re trying to sleep, move playtime to just before bedtime. Litter box issues are one of the most common reasons cats are relinquished to shelters, but are a popular way for cats to communicate stress. If a box-trained kitty suddenly stops using the litter box, there is a reason. Medical reasons need to be excluded by a veterinarian. Bladder problems can occur in any cat, but especially kibble-fed cats, and bladder infections

While many people might think the lackadaisical lifestyle of the housecat is the epitome of stress-free living, stress can be conveyed in ways often considered to be behavior problems. Spraying, scratching, aggression, hiding – all can be symptoms of stress. Insecurity, boredom, fear and separation anxiety are all common sources of stress. A few changes in your kitty’s environment and routine may be all you need to get the purring started. Domestic cats have descended from tree- and bush-dwelling ancestors. This is likely why most cats prefer being up high and in small cubbies. Cats feel safer and more confident when they have a place of their own above the chaos on the floor. This can be accomplished by grand cat trees with perches and cubbies that overlook their surroundings or by simply rearranging the furniture and maybe adding a few shelves devoted to cat traffic. The essential components of a successful cat space are: • It needs to be high enough to escape ground-level activities, whether is it strangers, kids, dogs or other cats; • There cannot be dead ends where your cat can get trapped, and • There is at least one perch where your cat can observe from a distance. Insecure cats can build confidence from this vantage point. They’re more likely to engage because they have access to a safe retreat above them. A cat that sprays may be doing so to claim territory and by providing his own territory the behavior may cease. Aggressive behavior often lessens when cats have a place to avoid ground-level stressors. Exercise is another essential component of decreasing feline stress. Ripple effect will Letters who rattle the Russians Nohuntloveelkforwiththose arrows Throw a rock into a quiet pond and you will see that ripples are created far past the rock’s impact. That’s what’s happening today as a result of decreasing oil prices across the world. I just filled up my gas tank today at Costco for $2.36/ gallon! By the time you read this, prices could have fallen even further. The Russian Central Bank also raised interest rates to stop the slide of the Russian ruble. If that doesn’t stop the Ruble’s slide, Russia could find itself in recession since 50 percent of its economy comes from petroleum production. Added to this is President Obama’s decision to add more sanctions against Russia due to its Rich Elfers annexation of Crimea Columnist and destabilizing of eastern Ukraine. Russians are going to be feeling even more pain. Will this cause Vladimir Putin to back off on his aggressive stance? The answer is probably no, according to a Dec. 16 article by Stratfor’s George Friedman called, “Viewing Russia From the Inside.” Russia’s history plays a bigger part in Russian decision making than do falling oil prices. According to Friedman’s article, “There is always the expectation (in Russia) that prosperity will end and the normal restrictions of Russian poverty return.” The Russians have had 10 years of prosperity, but that will not change the country’s stance on Ukraine. Putin remains popular with poll ratings in the 70s and 80s. Russians are a people where enduring pain is part of the culture. The geopolitical importance of Ukraine as a buffer against European invasion is very real to Russians after two world wars in the 20th century, not to mention other invasions by the Swedes, the Poles, the Austrians and by Napoleon. According to Friedman, Russia’s strength is endurance in the face of great hardship. They won’t break or back down as a result of their current pain. The sanctions that the U.S. and Europe are imposing more greatly reflect how the West would respond under the same circumstances, not how Putin and Russia will respond. The American campaign slogan, “It’s the economy, stupid” is not how Russians think. That’s the difficulty of trying to punish anyone. We all respond differently to pain, be it on a personal or national level. Understanding this perspective helps to understand Russia’s probable response to western pressure. Russians view Crimea as their land with the Russian navy stationed there since Premier Khrushchev gave it to Ukraine in 1956. Putin’s annexation of Crimea was merely a statement of reality. Russians living in eastern Ukraine have the right to autonomy and to be protected from discrimination, just like the West accepts the fact that French Quebec wants autonomy. From Putin’s perspective, “What’s good for the goose is also good for the gander.” What really rankles the Russians is the highhanded way Bill Clinton, in their view, gave Kosovo independence even though Russians strongly objected, but were too weak to do

It’s bow hunting season for elk again. Every year, bow hunters are running through private properties around the perimeter of Enumclaw city limits chasing wounded elk. Last time, they’d been chasing one for three days. This year, our biggest bull elk, leader of a big herd, came into my boss’ field to die and we had to watch. He’d try to stand and then fall, over and over. His herd stayed with him for a long time, but finally fled, scared and confused. Every year it’s the same lame excuses. Overpopulation: then Fish and Wildlife should handle

it humanely with a gun. Elk tear down fences: Fish and Wildlife have recommended fencing to minimize that. Need the meat: then use a gun so your prey won’t suffer while you navigate all these small properties around the town trying to track it. There’s just no good excuse for hunting our extremely tame herd except to satisfy your “bloodsport.” Last year, I was listening to our big boy snore as he slept near me. This is no sport. In this area, hunters must trespass to track a wounded animal. This time we had to watch our big boy suffer; no animal should ever have to suffer. We were all traumatized and extremely angry. We love watching the elk and feel honored to have them on our land. Many people do. What selfishness to take the biggest and strongest and leader of his herd, just for a trophy

rack. And any good farmer knows you don’t do this to a gene pool. How selfish to impact the herd and us like this. Go out into the woods and hunt like a real hunter. Voting “no” or not voting in the last election? Now that seems uneducated. East Pierce has had to lean out for the last few years. Now with the failure of the M&O levy to ensure a balanced budget, more cuts have to be made. Most people I talk to ask why this is happening. They believe the levy passed. They do not understand that it required a 60 percent margin. Then when you look at how few voted, less than 30 percent of registered voters. And

Russia’s expansion into Ukraine brings back memories of Hitler and Stalin and the Japanese conquering their neighbors. This global concept is incomprehensible to the Russians who see themselves acting defensively, not offensively, according to the Friedman. Russia doesn’t have the economy or the interest to expand their protection of Russian nationals in the Baltic States, or in the Caucasus, or Moldova. As ripples in a quiet pond are the result of actions elsewhere, both Russia and the United States need to understand each other’s histories and experiences to know how to respond – probably the most difficult thing there is to do, for them and for us. it was a mail-in election! All you had to do was fill out the ballot and drop it off. So for those that voted “no,” you saved about $100 a year and put our community at risk. We will see in about a year what that “no” vote cost us. So as you see more of the services we rely on being cut and we all sit around remembering the things the fire department used to do for us, remember this: a fire department is only as good as those that support it. I have yet to see anyone who voted “no” stand up at a commission meeting and offer solutions to the problem. But I have seen them at every meeting tearing it apart. These people saved my life and I would gladly pay $5,000 a year to ensure my family has the best fire and EMS services in the nation. My family is worth that and 10 times that amount. So as we all get ready for Christmas, look at your kids, you wife and your grandkids and ask yourself, “What is my family’s safety worth”? Then do the right thing! Merry Christmas, Duane Bratvold

NORMAN BELLACK Lifetime Enumclaw resident Norman “Norm” Bellack died Dec. 14, 2014. He was 78. He was born Aug. 5, 1936, and graduated in 1956 from Enumclaw High School. He was a career truck driver, retiring from the Rainier brewery when he was 55, then working for DeGross Construction. He was a member of the Teamsters Local 178, served many years as a volunteer firefighter with the Enumclaw Fire Department and enjoyed fishing and bowling. He is survived by wife Barbara Bellack of Enumclaw; stepson Steve Romberg and wife Marilyn of Auburn, Wash.; stepdaughter Terri Parkinson and partner Clay Woodward of Vancouver, Wash.; one grandchild and one great-grandchild. DELMAR WESTON Delmer Norman Weston of Enumclaw died at his home on Dec. 18, 2014, at age 91. He was born July 15, 1923, in Osceola, the 13th child of Fred and Margaret (Svinth)

Weston. He resided on the Enumclaw Plateau his entire life, attending the Osceola school through eighth grade, then Enumclaw High School where he was named all-conference Delmar Weston center of the 1942 Puget Sound Football League. He married Anne Dieringer of Buckley on Feb. 23, 1946. They raised their family on a small farm outside of town. He enjoyed 32 years driving truck for King County Public works. He was an avid outdoorsman and loved hunting, fishing, and berry-picking, as well as hiking and camping with friends and family. Following the death of his wife in 1983, he found support through many friends and relatives like Carol Manges and, in his final years, Tessie Twardoski. He enjoyed playing Texas hold ‘em at High Point Village and was always ready for a game of cribbage. He is survived by sister Doris Fourhman; daughters Elaine (Jim) Clark, Christine (Frank) Ruppert, Leslie Weston and Nancy (Noel) Shima; sons Delmer P. (Cheryl) Weston and David (Diana) Weston; 12 grandchildren and six great-grandchildren. He was preceded in death by wife Anne, companion Carol Manges, grandson Zachary Weston and son-in-law Alver Rongstad. Arrangements are being made by Weeks Funeral Home. Charles Heen Berg

Lifelong Enumclaw resident, Charles Heen Berg, died on December 11, 2014 at age 94. Son, brother, husband, father, grandfather and great grandfather, he leaves a legacy of generations to carry on his love of family and friends, service to the church, integrity in his life work and his Norwegian heritage. Charles was born in Enumclaw to Carl and Edith Berg on February 17, 1920. Being introduced to photography in high school, he started “Berg Photo Service” in Enumclaw. He served as a photographer and Army Air Force cadet in WWII. After marrying Edel Jensen in 1945, Charles came back to Enumclaw and worked in the furniture business before becoming a realtor and building contractor. Berg Construction was responsible for several new homes in Enumclaw and Auburn. In addition, he was instrumental in the formation and construction of the Enumclaw Ski Club cabin at Crystal Mountain resort. Charles also built and spent many happy hours with the family at their cabin at Hood Canal. He contributed to the community through his photography and preservation of his father-in-law Karl Jensen’s historical photographs. A long time member of Hope Lutheran Church and Lions Club, Charles enjoyed many friendships and giving service with others. He married Nancy Secoy in 2003 with whom he had many wonderful travels. Charles is preceded in death by his wife of 56 years, Edel and his brother, Warren. He is survived by his wife Nancy and her family, his sister Joanne (Jack) Henry, son Paul (Linda) Berg, daughter Kathy (Kyle) Olson, grandchildren Tracy, Wendy, Alyssa, Nick and Casey and 10 great grandchildren. He loved calling Enumclaw his home. In 2010 Charles was honored as the 5th recipient of Enumclaw’s Walk of Fame. We are all so blessed to have had him in our lives. A memorial service will be at Hope Lutheran Church in Enumclaw on December 27 at 1:00 PM where memorials may be sent.

EHS girls earn league win at home Hornet boys fall to Seahawks on road By Kevin Hanson Senior Writer

The Enumclaw High hoop programs experienced mixed success Thursday night when squaring off against the Peninsula Seahawks. In a pair of South Puget Sound League 3A tussles, the Hornet girls won 63-42 on their home court while the EHS boys fell short on the road, losing 56-51. Enumclaw’s girls used a third-quarter spurt to gain a healthy advantage over the visitors from the Key Peninsula. The Hornets

had led 12-10 after eight minutes of play and 28-23 at halftime, but stretched the margin by outscoring the Seahawks 20-7 in the third frame. The remaining eight minutes were anticlimactic as the EHS squad coasted to the 21-point vic-

tory. Enumclaw was paced by Hayley Sonneson’s 23 points. She was particularly productive during the decisive third quarter, scoring 11 of her game-high points. Teammate Kylie Rademacher contributed

EHS gymnasts top four-team field By Kevin Hanson Senior Writer

Sparked by winning performances from Victoria Hernandez and Maddison Ward, the Enumclaw High girls topped a four-team field in Dec. 17 gymnastics action. Serving as host and competing at Peak Gymnastics in Enumclaw, the Hornets scored 148.15 team points to take the meet title. Bonney Lake tallied 139 for second place, Kentridge finished with 137.4 and Sumner took the final spot with 100.05 points. Hernandez won three of the four events to take the allaround championship. Ward was second in the all-around, followed by teammates BriAnna Reisinger, third, and Tianna Johnson, ninth. In the vault, Hernandez was awarded a 9.4 to top the field. Reisinger’s 8.2 was good for third place and Ward placed fifth with a score of 8.15. In the bars, Ward took individual honors with an 8.15. Hernandez was second with a 7.9, Johnston placed fifth with a 6.8 and Reisinger wound up seventh with a 6.3. On the beam, Hernandez was No. 1, receiving a score of 9.10. Ward was second with 8.6, Johnston was fourth at 8.1 and Reisinger was eighth at 7.0. In the floor exercise, Hernandez topped the field with a 9.75. Tubbs headed to Hall of Fame Longtime Enumclaw High School coach and athletic director Tim Tubbs will be the latest inductee into the school’s Athletic Hall of Fame. A ceremony honoring Tubbs is planned for the evening of Friday, Jan. 9. The festivities will come during halftime of a Hornet

boys basketball game. Following the game, there will be cake and time for socializing. Tubbs spent 37 years at Enumclaw High, completing his Hornet assignment in June 2009. Most of his EHS years were spent as a teacher and coach, with the final nine as athletic director.

Acting Superintendent Tracy Swartout advises that Mount Rainier has transitioned to winter hours of operation and service. Warmer than average temperatures, several flood events and high winds marked an interesting end to November and start to December. Winter recreation demand will be increasing as temperatures cool and the holidays approach. The entire Mount Rainier Team, including its concessioners, partners and scores of volunteers, is preparing for winter operations and visitors. The entire park is open for visitor use throughout the winter, including overnight winter camping with a valid permit. However, access may be dependent on road conditions. Campers should plan their travels with an understanding of nightly gate closures. Overnight camping in vehicles is not permitted in the park. For winter camping reservations call 360-569-6575 between 9:30 a.m. to 4 p.m. As in past years, the main gate at the southwest entrance to the park (Nisqually) will remain open 24 hours a day, seven days a week unless hazardous conditions require a temporary closure. This is definitely the time of year for giving. We see it all around us. The commercials are endless, prompting us to find the perfect gift for the special people in our lives. For many, that is not a possibility. Today was our Christmas food bank. While we help all year long, this is a day we can help provide not only food and needed toiletries, but also something special as a gift. I watched a young man look at the children’s gift table and say, “I would really like to give my daughter a Christmas present, but I don’t have any money.” He was thrilled to choose a very pink toy set for his little girl. He beamed when he told us how excited she would be. A mother stopped at the station of brand new coats and said she had two little ones, a girl and a boy. The four-year-old would definitely like purple. The ten-year-old boy would love the blue and green “like the Seahawks.” For me one of the most impactful memories of the day was shared by one of our volunteers—a volunteer who has very little himself. As he handed out the extra food sack he was surprised that a woman said “Thank you. Thank you so much.” For him it was just food and he couldn’t see why it was 1206960

Grateful that they were served hot coffee and cocoa while they waited. Grateful that they were treated with dignity and that people genuinely cared about them. “My husband and I want to thank all of you for electricity and food. A heartfelt thank you for all the help you have given us. I, as my husband, have worked all our lives and gave to our community. I have struggled for 8 years. Not enough money for necessities etc. I would rather be on the giving end, but thanks again.” This was a thank you we received from a neighbor in need. At Plateau Outreach Ministries, we are grateful for all that is made possible by our community and for the generosity of our neighbors who are on the “giving end.”
