New light will debut Thursday Contractor crews are putting the final touches on a new traffic signal and crosswalks at the intersection of state Route 410 and Watson Street in Enumclaw. The new signal is scheduled to begin operation by 5 a.m. Thursday, Jan. 8. The Washington State Patrol will direct traffic through the intersection from 8 p.m. Wednesday until 5 a.m. Thursday as final tests are completed. Activation is dependent on the new signal performing properly during the testing period. The new signal aims to preserve driver and pedestrian safety.

Enumclaw citizens have a new, high-tech opportunity to help the crime-fighting efforts of the city’s police force. The Enumclaw Police Department last week announced the availability of TipSoft, a service for citizens to anonymously submit crime-related tips through the Web, a text message, or from any Android or iPhone mobile device with the TipSubmit mobile app. “Many people see or hear of suspicious things happening in their neighborhood but, for whatever reason, feel it is not their business to become involved,” said Capt. Bob Huebler. “The Enumclaw Police Department is always looking for ways to effectively engage with the public directly.” TipSoft has proved successful because it uses technology that is familiar to citizens, which allows them to carry on an anonymous two-way conversation with the agency without requiring them to speak directly to an officer. Huebler said the system affords the public an opportunity “to stay up-to-date on local crime information and communicate crime information, unsafe conditions, and tips back to us anytime, anywhere.”

This new agreement reverses the commissioners’ Dec. 16 decision to lay off four firefighters, two temporary firefighters and one receptionist. “Everybody who was originally laid off is not laid off,” Fire Commissioner Dale Mitchell said. “This takes back all of that.” The decision to lay off staff was made in order to mitigate a $1 million deficit in East Pierce’s 2015 budget, which was balanced with the use of ending net cash and reserve funds. Fire Chief Jerry Thorson, the commissioners and Local 3520 President Mike Westland agreed the $1 million deficit was not sustainable, and the department needed to find other ways to save money instead of taking it out of reserves. Five of the seven commissioners attended the special meeting and they spent more than an hour behind closed doors before adopting the memorandum. Thorson said the new memo-

What is in the new memorandum?
Both Thorson and Westland said the biggest points of disagreement over previous memorandums were cost of living adjustments, special operations teams and where any extra funds should be spent. According to the memorandum of understanding document, dated Dec. 23, union employees will defer their 2 percent cost of living adjustment until Nov. 30, 2015. Thorson said all nonunion staff, including him, also will defer their cost of living adjustment until the end of November. Employees will receive a guaranteed 2 percent cost of living nership. A press release noted that TipSoft is used by more than 900 law-enforcement agencies that have, via the TipSoft system, received more than 2 million tips. Those tips, it was noted, have resulted in 145,000 arrests, 55,000 fugitives caught and more than $5.3 billion recovered in drugs and property - including 11,000 vehicles and 22,000 weapons. It was determined the trouble was over a sublease, which was not in compliance with the original lease. Further investigation revealed the reporting party was staying illegally and was advised to leave. STRANGE BEHAVIOR: Employees of a local bank called police at 11:36 a.m. Dec. 31, concerned about the behavior of a customer who was asking inappropriate questions and asking for money. Because the man had no identification, the bank could conduct no transaction. It was determined the man also had been at a city automobile dealership asking for money.

COURTESY RIDE: An officer responded at 1:43 a.m. Dec. 31 to the vicinity of Griffin Avenue and Marion Street after hearing of a woman sitting in the middle of the road. Contact was made and she was given a ride home. INJURIES: Police responded at 11:29 a.m. Dec. 30 to a two-car collision on Porter Street. One patient was transported from the scene. NO SALE: Police received multiple complains the afternoon of Dec. 30 from residents of a Cooper Lane neighborhood, all regarding solicitors working the area. Officers responded and told the sellers of city rules regarding soliciting; they agreed to gather their team and leave.

“Sonny” Walter Ray Frick Jr., passed away December 17, 2014 at age 46. Sonny was born in Enumclaw, August 26, 1968 and was a lifelong resident of the Buckley and Carbonado area. Sonny was an avid hunter, never missing a chance to hunt with his family and friends. He was a member of the Buckley Log Show Committee as well as a participant since the age of 18. He also enjoyed and participated in the Wilkeson Hand Car Races. He is preceded in death by his mother, JoEllen O’Neal; grandmother, Pauline O’Neal; grandfather, Walt Frick; infant brother, Robert Scott Frick and Uncle Paul O’Neal. He leaves behind his father, Walter Ray Frick Sr. “Sonny Sr.”and step-mother, Connie Frick of Buckley; three adult children; sons, Robert Scott and Beverly Frick of Puyallup, Jacob Leroy Frick of Enumclaw; daughter, Jesica Sara Frick of Buckley; sister, Stefani Frick and her children, Emilie, Michael and Mollie; one brother, Matthew Frick, his wife Jennifer and their two daughters Maddison and Lilly; sister, Sami Frick and her daughter Dalia Raylee; grandfather, Bob O’Neal of Carbonado and grandmother Opal Frick of Buckley. said these concessions are not enough for a stable long-term financial plan. “That was one of the sticking points between the district and the local, whether we were looking at a long-term deal or a one-year thing,” Thorson said after the Dec. 23 meeting. “Part of what the board agreed to do was agree to the union’s desire to make it a short-term agreement.” Both Thorson and Mitchell said East Pierce plans to run another levy in the future, though the decision of whether the levy will run during a special election or the next general election is up in the air. “We are going to have to have another levy,” said Mitchell. “No fire department can sustain itself without some sort of special levy.”

Tim Tubbs, a fixture in the world of Enumclaw High sports for most of four decades, is the latest addition to the school’s Athletic Hall of Fame. A ceremony honoring Tubbs is planned for the evening of Friday, Jan. 9, at Chuck Smith Gymnasium. In keeping with recent tradition, the festivities will come during halftime of a Hornet boys basketball game. Following the game, there will be cake and time for socializing. Tubbs, who founded the Hall of Fame during his time at EHS, started working at Enumclaw High in the fall of 1972 and landed a full-time, renewable contract the following year. Before he was finished, Tubbs had served as head golf coach and head track coach, also serving as an assistant coach for the basketball program. He figures he spent more than 50 seasons helping one Hornet sport or another.

IMPLANTS:
The record book shows Tubbs coached boys golf from 1973 to 2000, with a highlight coming in 1982 when EHS claimed the state title. His teams captured second-place honors in 1984 and 1985 and, on 19 occasions, placed in the state’s top 10. Along the way, there were 14 league championships and 13 district titles. Tubbs also had success with the EHS girls golf program, leading the squad to seven league championships and four district championships. Heading up the boys and girls track program from 1977 to 1998, Tubbs led his squads to nine league championships. In 1991, his Hornet girls finished No. 2 in the state. Starting in the fall of 2000, Tubbs stepped away from the classroom and into the athletic director’s office. During his nine years as A.D., Enumclaw High teams garnered three state championships, five state academic championships and 50 league titles.

Tubbs’ efforts and accomplishments didn’t go unnoticed by his peers. He was named a league “coach of the year” for golf and track more than once. The National Federation of High School Coaches named him the regional Coach of the Year in golf one time, which placed him at the “Table of 8” for National Coach of the Year honors during a convention in Biloxi, Miss. Giving back to his chosen profession, Tubbs served as president of the Washington State Golf Coaches Association and Washington State Coaches Association, was an honorary member of the Washington Interscholastic Activities Association executive board, and headed up the organization for South Puget Sound League athletic directors. For the 2006-07 academic year, he was honored as the SPSL’s Athletic Director of the Year. Tubbs’ contributions are EHS weren’t limited to the sports arena, as he also was a classroom teacher from 1972 until the spring of 2000. He considers himself a math teacher, handling ever y thing from general math to pre-calculus for freshmen through seniors. He also was handed assignments to teach everything from auto maintenance to earth and physical science.

Setting some big goals for the year A week into the new year and I still can’t get over how fast 2014 seemed to fly by. So many exciting things happened last year, making me excited for the year ahead. To top it off, some highlights from 2014 were the Seahawks winning the Super Bowl (duh!), I got engaged in June, my fiancee and I bought our first house and October marked my first year here at the Courier-Herald. As every new year starts, so many people make resolutions (that they usually don’t keep for longer than a month). This year, instead Sarah Wehmann of making “resoluReporter tions” I am going to focus on a few specific goals I hope to accomplish and stick to in 2015. An unofficial wedding date has been set, giving us some time to save money for our big day. That is goal one. Along with getting in shape – aka, losing weight and being healthier Aside from that, we move in just a few days. And then we’ll have a house that is ours – which is a huge accomplishment but it also comes with a lot of responsibilities that we aren’t quite used to… yet. As of right now, these are the big goals I have set for myself for 2015. Of course, there will smaller-scaled tasks to accomplish and stick with and throughout the next 12 months others will be added to my to do list. These main goals I’ve set for myself may seem difficult to some and in fact, to me – they do sound a bit difficult to stick with for the next 365 days. But having them will help keep me accountable and my fiancee and I will be better because of them. I think that should be the main goal of any new year resolutions – aspire to do things that make you and those around you better. I believe the new year is a way for everyone to take a step back, evaluate their lives and make the necessary adjustments. I have a good feeling about this coming year but it takes work and it’s not always easy. We have to keep working every day to achieve the goals we have set for ourselves. Happy New Year to all!

The American myth of equality Most Americans value equality because of the ringing words of Thomas Jefferson in the Declaration of Independence: “We hold these truths to be self-evident, that all men are created equal….” These words form part of the thesis of America – it’s the code we profess to live by. The problem with using the word “equality” is that most of us do not really understand its full implications. Equality, according to Robert D. Kaplan in his April 17, 2013,

There is relative stability in the world because the U.S. has been accepted as the hegemon, the one viewed as the leader in the world. And as that hegemony has eroded in recent years, order and stability have diminished. China’s rise means more instability in the Pacific because the order of power is changing. When great empires collapsed, so did stability. That is true of the ancient Roman Empire, the Ottoman Empire at the end of World War I

Pure equality equals anarchy (chaos) and, as Kaplan’s article notes, “the opposite of anarchy is not stability, but hierarchy.” In every relationship and social situation someone must be in charge or dominant; therefore, there will always be some form of inequality. Without hierarchy there is chaos and confusion. In the most stable marriages a form of hierarchy and division of labor is established and agreed upon by the couple, either through discussion or silent acquiescence. If there is no hierarchy, arguments will develop over every small issue that arises, whether it is deciding who cooks, who cleans or who takes out the garbage. Parents, are you equal

Those who understand the tension between equality and hierarchy tend to learn more and go further than those who constantly challenge authority because they believe they are equal. OBITUARIES O. ARTHUR JOHNSON O. Arthur “Art” Johnson died peacefully Dec. 12, 2014, at his Federal Way home. He was 92. After serving in the Army from 1942 to 1946, he graduated from the Kansas City College of Osteopathy in 1949. He was in general practice from 1951 to 1989 in Flint Mich., then West Seattle and Tacoma. He and his family moved to the Seattle area in 1958, then in 1971 to their farmhouse outside of Enumclaw. He and his wife spent many happy years on the farm, moved into town in their later years and made their final move in 2010 into assisted living in Federal Way. O. Arthur Johnson He loved snow skiing, hunting, fishing and conducting field trials with his many Brittany spaniels. He was an experienced horseback rider. He served as church elder for John Knox Presbyterian Church in Burien and for Calvary Presbyterian Church in Enumclaw for many years. He is survived by Dorothy, his wife of 67 years; sons Jerry, Tim (Tamme) and Jeff (Denise Pirolo); daughter Bickley (John) Barich; seven grandchildren and three great-grandchildren. He was preceded in death by brother Thomas G. Johnson of Bloomington, Minn. Committal with military honors will take place at 11 a.m. Friday, Jan. 23, at Tahoma National Cemetery in Kent, with a memorial service and reception following at 12:30 p.m. at Calvary Presbyterian Church in Enumclaw. BETTY ANN LOVELL Longtime Enumclaw resident Betty Ann Lovell died Dec. 31, 2014, surrounded by family. David “Roy” Darby David “Roy” Darby was born May 30, 1944 and passed away on August 24, 2014. He was raised in Black Diamond. He worked for Pac Car and then served in the Marine Corp. An avid sportsman, Roy played baseball for years, Degross Construction being a favorite. He and his brothers Rick and Ken all played Degross at one time which made it very special. Later, Roy moved to Nampa, Idaho where he loved to fish hunt, golf and garden. He was famous for his salsa and smoked fish. He became a great “tv coach.” He was proud to have played baseball in the Idaho Senior Games in 2000. Roy leaves behind his beloved wife Purr of Nampa, Idaho; daughter, Jaime Darby of Enumclaw and his cat Squeek. Also, many aunts, uncles, cousins and a lifetime of friends. But one thing I do: forgetting what lies behind and straining forward to what lies ahead, I press on toward the goal for the prize of the upward call of God in Christ Jesus (Philippians 3:12-16 ESV). Did you catch the good news? In spite of imperfection, Christ has taken hold of you and now you can only go forward, so press on! Don’t let yourself be trapped in the past, whether by failure or success. Life goes forward and so must you. This is a new year and if the past was a mess, go forward, pursue the good that lies ahead, follow the “upward call of God!” If that means resolutions, make them, go for it and give it your best shot! Longtime Enumclaw resident Donald Arnold Fricke died Dec. 17, 2014, at his home, with his son at his side. He was born Sept. 26, 1933, in Rockford, Wash., to the late Arnold J. Fricke and Margaret Bafus-Fricke. He gained a stepfather after his mother Donald Fricke divorced, then married Walter H. Gihring in 1947. He graduated in 1951 as part of a small class from Rockford High School and then, in 1953, he joined the Air Force. He met Charlotte L. Shanley and the two were married March 13, 1954, in Gulfport, Miss. He served stateside during the Vietnam War as a radar maintenance technician in both Mississippi and California until being honorably discharged in April 1957 in Spokane, Wash. Having learned about electronics in the military, he was hired by IBM and soon went to school to learn computer repair. He was transferred to San Jose, Calif., then transferred back to Washington to work for Boeing, settling in Enumclaw. He divorced in 1983 and married Leeann Holloway in 1985; following their separation, he spent many of his last years with companion Karen Johnson. He is survived by son Dwayn Fricke and one grandson. A memorial service with military honors will take place at 10:30 a.m. Saturday, Jan. 10, at Weeks’ Enumclaw Funeral Home.
Peter Matthew Petersen, 66, died Dec. 25, 2014, in Enumclaw. He was born July 25, 1948, in Freemont, Neb., to the late Harry and Ruth (Bang) Petersen. He is survived by wife Emily Petersen Peter Petersen of Montesano, Wash.; sons Christopher G. Petersen and wife Leasa of Wilkeson and Allen M. Petersen and wife Tracy of Enumclaw; brothers Gene Petersen and wife Debbie of Tacoma, Terry Petersen and wife Shelley of Buckley, Dave Petersen and wife Terry of Buckley, Scott Peterson of Puyallup and Robert Petersen and wife Karen of Mount Pleasant, S.C.; sister Ann Welch and husband Randy of Puyallup; five grandchildren and one great-grandchild. She worked as a waitress and enjoyed crocheting, gardening, reading, cooking and playing bingo. She loved spending time with family, especially her grandchildren. LLOYD HIPP Lloyd Harold Hipp died Dec. 23, 2014, at his home, following a lengthy battle with cancer. He was born Dec. 3, 1926, in Saluda, N.C., one of 13 children born to the late Lewis and Minnie Arledge Hipp. He attended school in Saluda, then went Lloyd Hipp to Charleston, S.C., where he was an electrical apprentice. He was a member of the IBEW for 65 years and spent the latter part of his career, until retirement, with Puget Power. He was a member of the Masonic Lodge, Eagles and Loyal Order of the Moose. He enjoyed hunting, fishing and horseback riding in the mountains. His passion was golf and he was a member of the Enumclaw Men’s Club. He enjoyed spending winters in Arizona. He is survived by wife Mary Josie; daughter Mary Hipp Daugherty (Tom); stepsons Rick Josie (Cathy) and Ed Josie (Cathy Goode); seven stepgrandchildren and seven stepgreat-grandchildren. He was preceded in death by brothers Esley, Felix, Hilliard, Clarence, Ulysses, Fritz, Lewis, Leroy and Jack; sisters Lila Mae, Dorothy and Evelyn; and first wife Arlene. At his request, there was no service, but a gathering is planned for 1 p.m. Friday, Jan. 9, at the Buckley Eagles. Memorials are suggested to the Enumclaw Aid Unit.

MESSAGE FROM JANEL Happy New Year! As you know, just about this time last year, our community approved the first ever technology levy. Your vote will allow us to build a reliable and sustainable technology system to enhance learning for our White River students. The District will start collecting these funds starting this month. Although these funds will come to us on a monthly basis for the next two years, the monthly installments will not be of equal amounts. The technology levy is funded by property taxes, and most of our community members pay their property taxes in April and October and not on a monthly basis. This means that as a District, we count on having four major collection periods for our two-year tech levy. The first major collection period will be April 2015, and we will receive those funds in May 2015. The next major collection will be October 2015, and those funds will be available to us by November 2015. With the collection cycle in mind, over the summer, I charged our team with developing an implementation plan for the District. For the first four months, the team was focused on conducting a gap analysis to assess the current technology environment and its challenges to determine how far the gap is between where we are today and where we want to be. The team then used that information to develop strategies and objectives for the short term and long term. This work has involved our various stakeholders including teachers, support staff, principals, and district leaders. During the month of November and December, we’ve held meetings with several stakeholder groups to share the assessment observations, drafted short-term recommendations, drafted long-term recommendations, and obtained feedback on the whole plan. Below is an overview of the information shared during those meetings:

White River High School students Garrett Bown, Tyler Ussery, and Maverick Kajita have received top honors by being selected to participate in one of our 2015 NAfME AllNorthwest performing groups. These students are among over one thousand outstanding music students from Alaska, Idaho, Montana, Oregon, Washington and Wyoming.
NAfME All-Northwest high school bands, orchestras and choirs will meet in Spokane, Washington February 12-15. They will rehearse and perform in concerts under the direction of world-renowned conductors. These All-Northwest musicians were selected from over 5200 students who auditioned to participate in this outstanding event, which is managed by the Washington Music Educators Association. Many professional musicians credit their All-Northwest experience as crucial in their decision to choose music as a career. Thousands of others whose career paths took them in different directions have great memories of participating in this inspiring and motivating musical experience and claim that it was a lifechanging experience for them.
Visit room 121 at Elk Ridge on the first and third Wednesday of the month and you’ll see the room transformed into an incredible assembly line. Fifth grade leadership students, along with volunteers from the Buckley Kiwanis and the Community Presbyterian Church, come together to pack 176 bags of food. These bags go home each Friday with kids in need to ensure they have something to eat over the weekend. They are filled with juice, oatmeal, cereal, soup, crackers, and more, all donated by local community groups. Three years ago, Bob Thompson, who is a member of both the Buckley Kiwanis and Community Presbyterian Church, approached the Elk Ridge staff about starting a program similar to those in a number of our neighboring community. Since then Bob and several others deliver cases of food and provide manpower to help fill bags. In the beginning the program served only Elk Ridge kids, however, the need was apparent in our other elementary schools as well. This year all bags are packed at Elk Ridge and then distributed to Foothills, Wilkeson, and Mountain Meadow. Each month 352 bags are given out. The financial cost is significant and all funds are donated, allowing the program to grow and thrive. We appreciate this amazing way our community is supporting our students.
ENCOURAGING SOCIAL EMOTIONAL GROWTH
These kindergarten students from Ms. Spencer’s class are demonstrating the four learning signals in the Second Step program: eyes watching, ears listening, voice off, body still. These are signals used to help learners get ready.
White River is launching our first K-5th grade Social Emotion Learning (SEL) curriculum called Second STEP. This program has been proven to increase academic success, decrease disruptive behaviors, and promote social-emotional competence and self-regulation. While we have long worked at educating the whole child and guided them in developing good social and emotional skills, this new curriculum is a far more deliberate effort.
The Second STEP curriculum promotes success in school by honing in on important skills such as listening, focusing attention, and being assertive, as well as empathy, emotional management, friendships, and problem solving. Each of these skills are taught by the classroom teacher and are reinforced by the entire school staff from specialists and office staff, to instructional support staff and counselors. Moreover, Second STEP has additional tools for families to use at home. With all the attention given to state tests and Common Core Standards, it is important for us to remember that all students learn best when they have a safe and healthy learning environment. By encouraging social emotional growth, our students will learn better and be more successful in dealing with others.

While all adults should have a will, it’s especially important that parents have a will that clearly defines who will inherit their assets after they die. Expecting parents may not want to think about a will when their child has yet to be born, but a will is an important document that can be used to designate who will act as a child’s
I was obsessed with trying to recreate this recipe. I had it at a restaurant called Purple. It’s a butternut squash, arugula, quinoa salad. I think I did it pretty well for the first time around.
Butternut Squash, Quinoa Salad
1 butternut squash 2 cups whole grain quinoa 10 pickled shallots 1 package of arugula lemon vinaigrette First you’ll have to pickle the shallots, because they are not in your neighborhood store. But it’s easy, it actually only takes an hour, but I did it several days before: Ingredients 1/2 cup apple cider vinegar 1 tablespoon sugar 1 1/2 teaspoons kosher salt 1 red onion, thinly sliced Preparation: Whisk first three ingredients and one cup water in a small bowl until sugar and salt dissolve. Place onion in a jar; pour vinegar mixture over. Let sit at room temperature

Whisk all this together: Ingredients 1/2 cup olive oil 3 tablespoons fresh lemon juice 1 tablespoon minced shallot 1 1/2 teaspoons Dijon mustard 1/2 teaspoon grated lemon peel 1/2 teaspoon sugar I didn’t have a fresh lemon or Dijon mustard, so I winged it with lemon juice and regular mustard. It was OK, but I’d highly recommend getting the real things. Salad: Peel squash and cut into 1 inch cubes. Put on cookie sheet, sprinkle with olive oil, roast for about 20 minutes or until soft, but firm enough to hold up tossed in a salad (I did this the day before so it would be chilled in the fridge). Cook quinoa - one cup of quinoa per 1 1/2 cups of water or broth, bring to a boil, simmer for about 10-12 minutes (you could also do this the day before). Cool the quinoa. Toss the above ingredients with the arugula, shallots and lemon vinaigrette. Eat. It even gets better the next day.

Here I am, at the end of my vacation or as I really should call it – everyone else’s vacation. Is it really vacation for the mom? I remember several years ago when I used to get my yearly scrapbook finished before the end of the year. I remember those days when I used to sit and scrap at my desk for a few days during this vacation time. What I don’t understand is why teens take so much time, especially when they sleep so much.
