Board makes it official, bond is off to public vote

To no one’s great surprise, members of the Enumclaw School Board voted last week to ask district voters to approve a bond issue in excess of $68 million. The unanimous board decision authorized a vote on the April 28 election. Passage will require 60 percent support, rather than a simple majority decision. If approved, the bond measure would finance the building of a new Black Diamond Elementary School and substantial upgrades to Enumclaw High. The board had been considering such a move since last year, taking input from a paid consultant and hosting public sessions along the way. When it comes to dollars and cents, the district has positioned itself to bill the bond measure as a “no new taxes” endeavor. Property owners throughout the district have been paying $1.60 for every $1,000 of property value, stemming from a bond measure that paid for Thunder Mountain Middle School. The current proposal would take over at the same $1.60 rate and, over time, generate more than $68 million. Due to the identified need for the two projects, Enumclaw would qualify for an additional $18.1 million in state money.

Buckley residents may soon qualify for a decrease in their insurance premiums, thanks to an improved rating in local fire protection services. That bit of good news, which also applies to residents of Wilkeson, has been issued by the Buckley Fire Department, which provides firefighting services to both Plateau com-
munities. In short, when local fire departments are evaluated, property owners are generally charged accordingly by their insurance carriers. When departments are rated high, costs for property owners can drop. Such is the case in Buckley, where the fire department was examined last August by the

That nonprofit organization rates departments throughout the state, using standards accepted by the Office of the Insurance Commissioner. The WSRB assigns each community a Fire Protection Class of 1 through 10, where 1 indicates exemplary fire protection capabilities and 10

Reach Enumclaw is a free legal clinic open to all local residents on a firstcome, first-served basis. The clinic is scheduled from 5:30 p.m. to 7:30 p.m. at the Enumclaw Library the second and fourth Thursday of each month. Washington attorneys will meet with clients via the Internet for a half hour to consult on legal issues including: fam-
ily law, landlord tenant, creditor debtor, contract disputes and others. Criminal case related matters may be reviewed if there is no current case pending. Reach Enumclaw is provided through the cooperation of The King County Library System, The Cardozo Society, Plateau Outreach Ministries and Seattle University Access to Justice Institute.
reflects capabilities deemed insufficient for insurance credit. Dating back as far as 1982, Buckley has received a Fire Protection Class rating of 5, with last evaluation taking place in April 2005. With the most recent evaluation, however, things have taken a turn for the better. According to Fire Chief Alan Predmore, the city has been upgraded to Class 3, a change that
becomes effective Feb. 1. In Wilkeson, the Fire Protection Class rating has improved from 7 to 5. “For many property owners this improved Fire Protection Class rating will result in an annual savings of the cost of their property insurance,” Predmore wrote in an email. Predmore cited an example provided by a local insurance agent, where a Buckley property insured at $211,500 would qualify
for a decrease of nearly $79 in annual insurance premiums. Predmore looks at the big picture and sees significant dollars remaining in local pockets. “If even only half of the 1,607 single-family residences (including duplex, triplex, and mobile homes) in (Buckley) receive this same reduction in premiums it returns $63,468 to the citizens in our community,” he wrote.
Students would be bused to Enumclaw for a year. Presently, more than 300 students attend the Black Diamond school and 40 percent are housed in portable buildings separate from the primary building. A new school would see increased enrollment, with all students under one roof. The high school renovation calls for spending of more than $63 million.
Construction calls for two phases, the first to be completed in 2017 and the second a year later. The end result would be a two-story structure on the south side of the EHS campus; replaced would be aging classrooms, the school library, science labs and the music facility, along with the school auditorium and gymnasium. Security is a major issue and the district is empha-

Gov. Jay Inslee says he is approaching the current session of the Legislature “very differently” than he did in his first two years as the state’s chief executive. In 2014, he talked about the need to hold steady and allow the recession to recede enough for residents and businesses to begin righting themselves. He offered an array of policy ideas and nudged lawmakers to pass them. When they didn’t act on a transportation package he sounded politely frustrated. And when they left Olympia on time, he couldn’t contain his pleasure. Inslee stopped holding steady in midDecember when he put forth arguably the largest — friends say boldest — tax-andspend proposal of any Jerry Cornfield governor in state hisColumnist tory. His desire to inject billions of additional dollars into public schools and the transportation system and pay for it with proceeds from new taxes on carbon emissions and capital gains is the kind of stuff Inslee’s stoutest allies have been waiting to see from him since he took office. Inslee’s natural political tendency is to launch big ideas to try to enlarge and extend the ideological playing field for social liberals and environmentalists. And he had done so with his “vision” for the state. Inslee is smart enough to know it won’t be easy to get his ambitious agenda through a Republican-controlled Senate in its entirety, let alone with any of its signature pieces intact. He says his ideas are intended to start a conversation with lawmakers so now he will be watched closely to see how he carries on the conversation. Inslee’s been criticized for not engaging deeply enough in the rigors of negotiating agreements and, when he does submerge himself it’s not as an arbiter or mediator, but as a partisan participant. With two years under his belt, he’s expecting a different tack this session. “I know legislators better,” he said. “Having longer relationships helps.” In the meantime, what transpires in this session will be part of the foundation on which the 2016 gubernatorial election will be conducted. That adds an intriguing and different element to the session as well. Inslee – and any Republican state lawmaker contemplating a challenge to the Democratic governor – will want to be viewed by the public as a uniting, not polarizing, figure. Yet, at the same time, they can’t be tabbed as sell-outs by the grassroots of their own parties. There are those eyeing Inslee through the prism of politics and think he has the most to lose by what occurs this session. Some might even think it will make or break his chances at re-election. Session crucial to governor’s future

Letters Time for a change to brutal elk hunting policy Humanity disappoints yet again. On Friday, Dec. 4, a brave white “hunter” fearlessly stalked (for 10 feet or so) a fierce (semi-tame) bull Roosevelt elk, in the deep, dark, dangerous wilderness (two minutes from downtown Enumclaw in a rural residential area), and clumsily killed him. This poor animal, now wounded by a very poorly placed shot (as verified by Fish and Wildlife officers), stumbled around, increasingly unable to stand. We were forced to watch him suffer and writhe in pain for approximately 60 minutes after he went down. He slowly bled to death. The largest bull in the herd that had been sleeping and eating 150 feet from our home for the prior five hours with his herd of 30 other elk, was slaughtered while he lazed and grazed without fear of humans. If you think bow hunting is humane we are here to testify that it
is not. It is not a quick death and the animal does suffer. We watched it. This is not hunting. This is slaughter, especially considering that these animals in our neighborhoods are not truly wild. We have witnessed this unskilled killing go on for years. Thoughtless locals chasing semi-tame elk up and down fence lines until they collapsed from stress. The same people showing up at the door trying to look for an elk on our property that they had wounded and not killed. We are sick of the slaughter and total absence of concern for both the animals and the animal loving people who live among them. Is this the kind of grotesque hunting display you want your children to see as you drive near the pasturelands that surround Enumclaw? Let’s forget the elk for a minute, and ask the question: is it even safe for our children, livestock and pets to have so-called “hunters” trying to kill animals in our community where we live? We believe it is time to move the hunting boundaries off of the Enumclaw Plateau. If you agree,
please let your representatives know about the slaughter that takes place in our rural neighborhoods and the need to move hunting out of our back yards and place it the wilderness that exists just a few minutes east of town. We do not like hunting, but we respect the privilege to hunt. Please respect our concerns by not forcing us to witness it where we live. To watch this travesty occur in our front yard was emotionally devastating to us. The alleged hunter needs to know that those horrific images he placed in our memories will haunt us forever. Thanks a lot. True thanks are due to the three Washington State Fish and Wildlife Officers who responded to our situation in a timely, thoughtful and respectful manner. This hunter’s story fell apart under scrutiny from the officers. It was evident that they truly care for the wildlife and simply are forced to deal with the thoughtless people who give a bad name to the majority of hunters who at least hunt wild animals with more integ-

Win-win usually the way to go You’ve probably heard of “winwin” in negotiations, but you probably don’t know the origin of the word into our culture. You also may not understand the major impact this “new” perspective has had in resolving conflict since Kurt Lewin and Morton Deutsch of MIT introduced it in 1948. Win-win was created as an alternative to the ancient Greek adversarial approach. The Greeks, growing tired of constant fighting and wars, developed a competitive model which endured from the 300s BC until the present. The adversarial system emphasizes that two parties battle verbally. A neutral third party then decides who wins or loses based not so much on truth, but on who was the better debater. Our court system is still based upon this model. The problem with this system is that someone wins, while someone loses. Losers often remain resentful, making future conflicts likely, if not inevitable. Deutsch’s model took a different approach by postulating that in most conflicts both sides could win by looking for common ground – seeking win-win – collaboration. The advantage of this model is that relationships tend to be built rather than torn down as with the adversarial model. This results in fewer expensive, time-consuming and emotionally draining legal battles, which clog the court schedule and delay justice. Deutsch observed in his Ph.D. dis-

sertation that there are really only five conflict styles: competition (win-lose); collaboration (win-win); compromise (no win-no lose—a tie, it’s really a form of competition); avoidance (lose-lose because the issue is not resolved); and accommodation (one party gives in to save the relationship while the other one gets his own way). In order to free up the court docket, most states now require mediation before going to trial. Looking for a win-win solution through mediation is more egalitarian because the costs are lower for those who can least afford to sue. In actuality, Deutsch’s model, although revolutionary in its terminology and approach, really is a religious principle found in all major religious belief systems in some form: Jews and Christians teach, “Do unto others as you would have others do unto you” and “Love your neighbor as yourself.” Other religious systems use the same idea in the negative: “Don’t do to others that which you would not want done to you.” It just took someone living in the
mid-20th century to take this millennia-old religious principle and to repackage it in an understandable, secular way: “win-win”, that fits our competitive capitalistic western culture. As a result of the rebranding, this new collaborative approach takes off and changes how we look at and deal with conflict. Courses in conflict resolution using this model are increasingly being offered in colleges and dispute resolution centers throughout the nation. As an example, the Washington state Legislature has set up dispute resolution centers in virtually every county to foster this nonadversarial approach. Mediation is now used as a mandatory step in divorces and parenting plan modifications. In small claims, it is offered as an option. Student-student peer mediation is frequently used to settle disputes in public schools. I know because I took mediation courses and got certified as a mediator. I now volunteer to mediate disputes. It’s a lot cheaper way to resolve disputes than the adversarial system. Morton Deutsch helped the nation and the world with his winwin approach to conflict resolution. His idea is now part of our culture and terminology. It’s sad that it took more than 2,300 years to adapt an ancient religious teaching to the modern secular world. At least reason and logic and research eventually allow us to see what was already there in plain sight.

The total project cost is $3,859,495 funded by WSDOT. • Council gives approval to secure funding to build a new well near the Golf Course. Completion of the project will secure our water needs well into the future. • City secured outside funding from the Washington State Drinking Water Revolving Fund Program and federal funds through the EPA to demolish one of our water reservoir systems failing. Work was completed in 2014. • City Council directs administration to negotiate a settlement with Buckley and PSE that results in a $100,000 payment from Buckley, and $200,000 extra in payments from PSE (over 20 years) more than what was originally anticipated. • Welcome Center project dies with a 4-3 vote by council. • Council makes a resolution to request the opening of Sunrise and Chinook Pass earlier in 2014. The resolution resulted in both opening earlier than expected in 2014. • Approved Ordinance 2548, a zoning code amendment regarding the sale of medical and recreational marijuana in the city. • Approved the funding of a full-time employee for issuing building permits, and

Hornets earn big road win at Sumner By Dennis Box Editor
The ball rolled right for the Hornet girls Friday and the team came home from Sumner with a 50-45 win, handing the Spartans their first loss of the season. The game was a seesaw battle with the Spartans coming out strong in the first quarter, as expected. Sumner star forward Jamie Lang was dropping shots and creating havoc on defense from the opening bell. The Hornets battled with a stingy team defense and good shot selection to keep Sumner from running up the score. By the midpoint of the second quarter the score was 13-12 in favor of the Spartans. Coach Mindi Dribnak said one of the keys to the Hornets’ victory was Tallie Carlson. “(She) didn’t put up many numbers statwise but played a tough game guarding their No. 1 player/post Jaimie Lange until getting into foul trouble,” Dribnak wrote in a email. “We really felt like Tallie wore her down. It
was a total team effort.” Lange picked up her fourth foul late in the third period and was forced to sit until the 7-minute mark of the fourth. The Hornets were up 10 points in the final quarter and never relinquished the lead, despite a fierce charge by the Spartans once Lange re-entered the game. Enumclaw forward Kylie Rademacher shot inside and out, scoring 14 points and grabbing five boards and two steals. Sam Engebretsen scored nine with five boards, three assists and three steals. Engebretsen knocked down a one-for-one with 1:12 on the clock to put the Hornets up 48-43. On the next Hornet possession the Spartans put a backcourt press on, but Noelle Putnam burned Sumner on a break hitting Katie Carlson with a cross-court pass for a layup, and that sealed it. HARLEY HEALY Enumclaw resident Harley A. Healy died Jan. 4, 2015. He was 88. He was born Feb. 18, 1926, in Seattle. He joined the Army Air Corps when he turned 18, was a B-29 gunner in the Pacific Theatre during World War II and was awarded the Air Medal with two oak leaf clusters. He retired as a journeyman wireman and was a member of IBEW Local 46. He enjoyed fishing, hiking, target shooting and
snowmobiling. He is survived by wife Evelyn Healy of Enumclaw; son Stephen Healy and wife Valerie of Kent, Wash.; daughters Catherine Healy Ratliff of Seattle and Theresa Springer and husband Scott of Camas, Wash.; four grandchildren and three great-grandchildren. Charles E Himes
Charles (Chuck) E Himes of Enumclaw passed away on Dec. 19, 2014 at the age of 91. He was born in Salt Lake City, Utah. He attended school at Lin Park City, UT and following school worked in the coal mines. He moved out to Washington State and married Marguerite Schmidt were they raised 5 children, Stephanie Haase, Charlie Himes, Valerie Connole, Gail Himes, Mary King and had 4 grandchildren, Rochelle Akins, Cameron Himes, Danny Connole, Katy King and great grandchildren, Talia Akins, Makayla Himes, Cayden Himes, most of who reside in Enumclaw. After retiring from Boeing, he did a lot of traveling to many countries and enjoyed seeing many different cultures. He always made his annual yearly trip to Honolulu, Hawaii where he enjoyed seeing many of his friends. He also kept busy with managing the Emerald Court retirement apartments for several years. He always enjoyed spending time at the Enumclaw Senior Center. He was a daily customer at Enumclaw McDonalds where he met many of his friends for breakfast. He had a heart of gold and would be giving out candy to many of his friends or buying their meal for them. He was a member of the Elks Lodge #734 in Park City, Utah for 66 years. He was actively involved with the Enumclaw Church of Jesus Christ of Latterday Saints. He was blessed by his good friend, Ron Elwell along with his family prior to his death. No services will be planned. His wish was to be cremated and ashes to be spread over Waikiki Bay, HI.

OBITUARIES FROM 8 DONALD HANSON Donald Harold Hanson Jr. died Dec. 23, 2014, at the age of 66. He was born July 1, 1948, in Seattle to the late Donald Harold Hanson Sr. and Linda Laine Hanson. He was a 1966 graduate of White River High School, where he played football and basketball, was in Donald Hanson
Lettermen’s Club, joined student government and was on the annual and Hornet staff. He went by many names – Don, Hank, Harold, Henry and Swede – and lived in several areas of Washington through the years, from Buckley to Ellensburg and finally in Milton. He served in the Army during the Vietnam War and was an accountant by trade. He was an avid football fan, enjoyed visiting his cabin at Ocean Shores, going clam-digging and taking care of the family farm in Buckley. He is survived by sister Donna Reedy and longtime partner Jenny Heikkala.

Frank Ray Wood
A true adventurer at heart, Frank Ray Wood embarked on his greatest journey when he entered Paradise on December 31st, after several years of battling an auto immune disease. Born in Dakota City, Nebraska to William Wood and Lessie Carlson, Frank dreamed of voyages, building little wooden boats to sail on the Missouri. His elder brother, Jim, helped the family move to Algona, Washington, and Frank began work on the family raspberry farm, already hiring and supervising fellow workers at a young age. After graduating from Auburn High School, Frank completed one tour in the Army. His father died soon after his return home, but the lessons he taught stayed with Frank through a 50 year career with Boeing Aircraft Company, where Frank’s hard work, integrity and kindness lead him to a position as second level supervisor in fabrication (a punch press specialist), and gained him many loyal friends and co-workers. Throughout his life, Frank enjoyed mountain climbing (a member of the Mountaineers, he ascended both Mt. Rainier and Baker), hunting and camping. He volunteered at the Hydroplane Museum, and was thrilled to be part of making the limited-release movie Madison with Bruce Dern and Jim Caviezel. By far, Frank’s greatest love was his darling wife, Ollie, with whom he shared over 52 years of companionship, dreams and devotion. Frank was preceded in death by his parents, his brother Jim and sisterin-law, Marie, his sister Ethel, and Frank and Ollie’s baby daughter, Kimberly. He is survived by his beloved Ollie, as well as a sister in Washington, and several nieces and nephews. Frank was especially close to his nephew Doug Parry, and niece Joyce Parry-Moore, and their families, and he loved many close friends, especially the Crutcher Family, Leonard, Judy and daughters Rose, Cheryl, Connie and Victoria and their families. Funeral services will be held on Thursday, January 15, at 11 a.m. at Saint James Episcopal Church, in Kent Washington, 24447 94th Ave. S Kent, WA 98030, (253) 852-4450. Betty Ann Lovell
February 8, 1931 - December 31, 2014 Betty Ann Bean Lovell, 83 of Enumclaw passed away on December 31, 2014, surrounded by family. She was born in Belle Fourche, South Dakota to George and Violet Bean. She graduated from Belle Fourche High School in 1949 and married Lyle (Bud) Lovell the same year; together they have four children. In 1968, the family moved to Enumclaw where she was a homemaker, a job she took great pride in. When her youngest child was in school full time, Betty Ann began working as an Educational Aid for the Enumclaw School District at Westwood Elementary. Betty Ann loved her job at the school; she was very fond of her students, co-workers and made many lifelong friendships. She retired from the school district after 22 years and began working in the office at the family business, Cascade Distributing. Betty Ann was very involved in her church and served as a Deacon and a member of the Circle C group. She was also involved in several local groups like the Doll Society and her sewing group. In recent years she joined the Women of the Moose, Fraternal Order of the Eagles and Beta Sigma Phi International. She loved to travel and had visited England, China, Germany, Paris and Italy learning about their culture. She was passionate about the theatre, visiting the Ashland Shakespeare Festival every year. She held season tickets to the Village Theatre in Issaquah and the Pops Symphony. One of her greatest joys was her grandchildren and great grandchildren. She passed on her love of theatre to them as well. It was Betty Ann's wish for her children and grandchildren to be well educated and diversified in their lives. Betty Ann is survived by her husband of 65 years, Lyle (Bud) of Enumclaw, sons Stewart of Tacoma, Greg (Jenny) Lovell of Lake Tapps and “adopted” son Glenn Thompson; daughters Lisa Lovell and Tina Lovell both of Enumclaw; grandchildren Bryson (Angie), David (Diane), Sophia, Serena, Annalee and Stewart; great grandchildren Charley, Gabriel, Aubrie and Oliver; sister Virginia (Mel) Paulson of Los Angeles, CA and brother David (Roberta) Bean of San Andreas, CA. She was preceded in death by her parents and brother George Bean of Belle Fourche, SD. A memorial service will be held on Saturday, January 17, 2015 at Calvary Presbyterian Church in Enumclaw at 1:30pm. A reception will follow at the church. Immediately following the reception, everyone is invited to a Celebration of Betty Ann's Life at the Buckley Eagles. A check for more than $1,300 was presented last week to St. Elizabeth Hospital, the third annual donation by The Courier-Herald to the hospital’s breast cancer screening program to benefit non-insured or under-insured women. The check, accepted by St. Elizabeth President Donna Russell-Cook (left), was presented by Courier-Herald advertising representative Martha Boston. The newspaper prints a Women In Business section each October in honor of both Breast Cancer Awareness Month and National Women in Business month/day. “We greatly appreciate this donation from the Courier-Herald to support our breast cancer screening program here at St. Elizabeth Hospital,” Russell-Cook said. “Mammograms are the No. 1 way to detect breast cancer early and with this additional funding will be able to help insured and uninsured women in our community.”

These are real stories of families and individuals who have come to us looking for help. Sharing these stories coincides with our busy holiday season and the beginning of winter. We hope they give a glimpse of our days and the work we do on your behalf. During this time we see great need and also a great outpouring from a community eager to help. We are blessed to live in this community where one neighbor truly cares for another.
JAMES RUSH James Donald Rush died Jan. 5, 2015, in Auburn, fol-
www.courierherald.com lowing a short illness. He was 91. H e was born May 16, 1923, in James Rush Poulsbo, Wash. He served in the U.S. Army during World War II and was sent to the European Theater. In 1945 he was stationed in France where he met
his future wife, Marguerite deBien. He was honorably discharged in 1946 and returned to the Seattle area. He held various jobs, from working for Boeing to teaching elementary school. He retired in 1976 from his teaching career to care for his wife who had multiple sclerosis. He is survived by son Frank (Theresa), of Rochester, Wash.; daughter-in-law Vera Rush of Enumclaw; seven
grandchildren and 14 greatgrandchildren. He was preceded in death by his wife in 2001, son James R. Rush in 2011 and a brother. A viewing is planned for 10:30 a.m. Thursday, Jan. 15, with a service following at 11:30, both at Weeks’ Enumclaw Funeral Home. Interment will follow at Tahoma National Cemetery. Donations in his name may be made to woundedwarriorproject.com.

If they have been pruned on a regular basis, fruit trees have developed numerous water sprouts. As a general rule, one-third or more can be thinned out. Most of the remaining sprouts should be shortened to 4 to 10 inches.
There are three major items to consider when planning your winter and spring tree work. First, fruit trees will benefit from pruning to enhance fruit production; second,

Careful pruning will help a tree put more energy into developing fruit while controlling its size and making the fruit more reachable. Trees that have been neglected for several years present special challenges and often require severe pruning.
Treat Ornamental Trees Gently
Severe topping or aggressive pruning of any ornamental tree should be avoided to maintain its natural shape. Not only is topping ugly, but the resulting water sprouts are a survival response as a tree attempts to replenish the lost food manufacturing branches and leaves. These fast-growing sprouts can grow up to 5 feet or more a year. This may require annual work by maintenance crews that could have been avoided by proper thinning and pruning.
Responsible tree services and certified arborists will discourage tree topping. The key to successful ornamental pruning is to have the final result look as if very little has been done to a tree.
Overgrown Trees
If a tree is too wide or tall for its space, there are at least two options: • Carefully select some of the longer, unsightly branches. Either remove them by cutting back to where they join a larger branch or the main trunk or lightly trim them to a shorter length. • Remove the tree and plant one that will grow to fill, not overcrowd, a chosen space. This is preferable to doing a severe pruning job. Be aware that the height estimates on

I often ask a homeowner what he or she wants a tree to look like. Sometimes I have to explain why their request may not be practical or healthy for a tree and we will discuss some options. This should be the approach of any knowledgeable and responsible tree pruner. Sometimes a homeowner will tell me to “do what I think needs to be done.” This can be a dangerous instruction to give because some tree pruners do not know the correct way to treat ornamental trees. The results may be painful to look at. And it might be even more painful to write a check. I always insist that a homeowner be present during a job. That way he or she can immediately approve or express concerns of the work in progress and be available to ask or answer questions. Doing the right thing will result in happy trees, a happy homeowner and enhance the reputations of responsible tree services and arborists. A poor job is very noticeable and neighbors and passersby will wonder what the heck a homeowner or business is trying to do to its trees.
