Anti-jet group appeals to Navy brass

A Central Whidbey citizen group is amping up the scope of its fight against the Navy’s increasing presence in Puget Sound. Representatives of Citizens of Ebey’s Reserve, or COER, say they mailed a letter in February to Secretary of the Navy Ray Mabus addressing what they describe as the dangers of the Navy’s new EA-18G Growler. The group also threatens additional action, if necessary. “We will promote and commence litigation against the U.S. Navy, organize community protests and demonstrations, and in general do whatever is legal and possible to reveal and deter the destructive activities associated with the Navy’s expansion in the Pacific Northwest,” the COER letter states. Writing letters to the local and national media, politicians and Navy brass is only part of COER’s ongoing campaign that includes creating regional coalitions and holding educational meetings around Puget Sound. Ted Brown, the Navy’s Installations and Environmental public affairs officer, said the Secretary of the Navy’s office reported that, as of Tuesday, it had not received COER’s letter, dated Feb. 18. COER said copies of the letter were also mailed to President Barack Obama, members of the Armed Services Committee, the Washington congressional delegation, Gov. Jay Inslee MSNBC’s Rachel Maddow. An unsigned version of the letter was sent to the Whidbey News-Times on Saturday. COER has reached out to residents and organizations

Challenges facing Island Transit go beyond the financial mess that came to light this past summer. Interim Director Ken Graska, who has been on the job for three months, said an aging bus fleet, a surplus of unneeded buses and other vehicles, and an uncertainty of state funding add to the challenges facing the agency. In addition, Island Transit leaders have yet to resolve such issues as fares, advertising on GRASKA buses, possible misuse of federal funding and a definitive schedule for restoring service cuts. Nevertheless, Graska said IT is getting back on track and he’s optimistic about its future. Island Transit has what it needs to succeed: a skilled and committed staff, a vigilant board, a fantastic facility and a community with a long history of supporting transit, he said. “I call this kind of a new beginning for Island Transit,” he said. “We need to get back to basics.” The agency laid off 23 staff members and cut bus service last summer after serious financial problems arose. The director and financial manager were replaced, as were all but one member of the board of directors. The overall budget for this year is $12 million, with $7.8 million coming from a 0.09 percent sales tax. Graska was hired as an interim director for a six-month period, but the board decided to put off plans to advertise for a permanent director. Graska said the agency’s finances are stabilized and the management staff figured out a way to bring back 70 percent of the bus service that was cut last year, not including the loss of Saturday service. To begin addressing the many issues facing the agency, the board started holding monthly workshop meetings, in addition to the regular monthly board meetings. Oak Harbor City Councilman Rick Almberg, the chairman of the board, said he was surprised to learn that Island Transit didn’t have a vehicle-replacement fund or schedule. “They’re being reliant on grants,” he said, “which are, by nature, unreliable.” Almberg also questioned why the park-

federal government considers to be the usable life cycle. Older buses require costly maintenance. The agency will be getting nine new light-duty buses next year through a federal grant that requires a 20-percent match. But, he said, additional grants could be three years away while the oldest of the full-size buses is 17 years old. “We have an aging fleet that needs to turn around quickly,” he said, “but that’s just not going to happen.” Graska hypothesized that the fleet was allowed to age because the former management was focused on building the new facility on State Highway 20. The federal dollars went into the facility instead of buses, he said. “The operation grew too fast,” he said. “It outgrew itself.” As a result, Graska said, he and the board will focus on creating a replacement

schedule, though he predicts that grants will likely continue to be the main source of funds for purchasing new buses. It’s a priority for the agency to continue the connector bus service into Skagit County from Whidbey Island, Graska said, but he conceded that it’s likely to depend on the state. The agency may be able to eke out a “skeletal service” to Skagit after state funding dries up, but he questions whether it would be useful to riders. As it stands now, the route is scheduled to end this summer. Graska said he’s waiting to hear from the federal government on whether the agency must repay grant funds used to pay for three gazebos at the new facility and to purchase a landscaping tractor. The State Auditor’s Office questioned whether it was an allowed use of federal grant dollars. As for fares, Graska said

Island Transit is “very rare” among transit agencies in not charging fares. He said the few other agencies across the nation that offer fare-free services receive outside subsidies. Chapel Hill, for example, gets money from the University of North Carolina, he said. Still, before any fares are charged, Graska said the agency will need to hold public meetings, do community outreach and study the financial implications. “It’s definitely worthy of debate and discussion,” he said, adding that figuring out what the right level for the fares will also be a challenge. As for advertising on the buses, Graska said he’s all for it and said that can be instituted much sooner. Not only can advertisements be placed on buses, he said, but bus shelters have become popular places for ads. “It can be a good source of funding,” he said, “but it depends on the market.”

A group of Oak Harbor High School girls will get a chance to learn about the currently male-dominated fields of science, technology, engineering and math, or STEM. As many as 50 high school girls in grades ninth through 12th will attend the Expand Your Horizons Conference at the Bellevue College Campus, where they will get the chance to go to three workshops related to skills and jobs in the STEM fields. The conference is 7:45 a.m. to 1 p.m. Friday, March 27 “Anytime we can expose students to those opportunities is beneficial,” OHHS career counselor Carla Hurst said. The conference draws attendees from all over the Bellevue and Seattle area and includes 53 workshops this year, Hurst said, each taught by female professionals in the STEM fields.

Pageant sign-ups begin The Oak Harbor Scholarship Pageant is accepting up to 30 applications. The pageant, in its first year, will award three college scholarships. Application deadline is March 9. It is open to Oak Harbor High School juniors and seniors. Visit www.pageantwyse.org

During the half-day conference, students will also get to go to a career and college fair and talk with women about what it’s like to work in certain fields. “It’s basically trying to inspire young ladies interested in careers underrepresented by females,” Hurst said. During the six years she’s

helped organize the field trip, Hurst said they’ve usually filled up quickly, occasionally establishing a waiting list. “We know that the amount of females going into these types of fields are low compared to men,” Hurst said. “I think just getting that representation of opportunities for students to realize that they, too, need to look at these careers as a possible option (is important).” Hurst said there are also camps and organizations offering STEM insight during the summer and

throughout the year, and any students, boy or girl, interested in STEM opportunities are welcome to visit her office at the high school. “It’s really, I think, very inspiring to the girls to see ... not only strong female role models, but also working in fields dominated by men and have been successful,” Hurst said. “We try and expose young ladies to as many of the STEM-type opportunities as we can, and this happens to be a big one,” she added. “The girls really enjoy it.

Center’s focus on life-saving training By JANIS REID Staff reporter

Oak Harbor’s new Heartbeat Safety Center is about more than just CPR. It’s about building community resilience, according to its Chief Operating Officer Rick Stratton. “Our goal is to build a better community, a more resilient community,” he said. A retired Navy lieutenant commander and EA-6B Prowler pilot, Stratton discusses the business in terms of a mission and what he hopes will be its far-reaching effect. He envisions an Oak Harbor where everyone is as prepared as possible when crisis hits. “If something happens, guess who the first responder is?” Stratton asked. “It’s you. You may not consider yourself a first responder, but you are.” The courses offered at the center include babysitter training, CPR and first aid, but Stratton hopes to expand its course selection according to community need. And while basic CPR training is offered for free by local fire departments, Stratton hopes to create partnerships that can assist agencies with

both free training and paid certifications. Future programs could include senior fall prevention and disaster preparedness. “If someone is already doing it, we’d like to be a part of that,” Stratton said. Most importantly, Stratton wants to empower residents of all ages to know what to do until police, firefighters or ambulances arrive. “We want to enable the community to step in for that two-to-four minutes until first responders can get there,” Stratton said. “That’s a mindset that doesn’t exist out there.” Stratton will operate the emergency training center with the assistance of paramedic Rob May, a public education coordinator with Whidbey General Hospital who will be focusing on teacher training. May, with 25 years of EMS experience, has seen too many deaths. “We’ve seen people that died in this community unnecessarily,” May said. “Our goal is to at least meet, but hopefully exceed, the national standard.” May said a lot can be learned from King County because of its sudden cardi-

The Oak Harbor Chamber of Commerce will host its annual awards banquet and fundraiser, the OHscars, this weekend. The event is 6 p.m. Friday, March 6, at the Oak Harbor Elk’s Lodge. This is, she said, in part to help explain and involve people in the Navy’s Environmental Impact Statement scoping process, but also to help residents in other areas form their own groups “to address the many quality-of-life issues surrounding the military buildup here in Puget Sound.” Andrews said COER’s outreach began with its first community meeting about the Growlers at the Coupeville Recreation Hall in June 2013. As a result of that meeting, COER had an increasing number of people throughout Puget Sound contacting them about noise and environmental concerns, Andrews said. “That’s what spawned it all.” The group also expanded its list of concerns since 2013. Initially asking only for the closure of Outlying Field Coupeville, where the Navy conducts many of its Growler touch-and-go landing practices, COER is now asking the Navy to remove all Growlers from the Pacific Northwest. The group said it also opposes the Navy’s use of electromagnetic emitters for Growler training on the Olympic Peninsula. COER’s also said the Navy has, in recent history, failed to keep its word about operation frequency at OLF Coupeville. Authorized for 6,120 touch-and-go operations after a 2005 Environmental Assessment, the Navy reported 9,378

touch-and-go landings in 2011 and 9,668 in 2012. COER sued the Navy in 2013. COER said it pursued extensive research about the effects of noise and pollution created by the Growler. “It’s not appropriate, it’s too dangerous and it’s too hard on people’s health,” Andrews said. “We know so much more now.” COER’s letter also makes claims that the Navy has routinely challenged. In the letter, COER likens civilian exposure to that of naval personnel who require “double hearing protection.” Brown said noise exposure from intermittent aircraft flights in local communities is not comparable to exposure to sailors’ work on the flight line with additional protection. The Navy also claims that OLF is “essential” to the Navy base, which COER believes is simply not true because the operations stopped there for six months after the EIS began, according to the letter. Brown said field carrier landing practices, or touchand-gos, are best performed at a dedicated airfield like OLF because it has low ambient lighting, replicating nighttime conditions onboard an aircraft carrier. The decision to temporarily halt OLF operations “created adverse operational impacts and is not sustainable,” Brown said. And while COER said the Navy has been largely unresponsive, the Navy claims it has created “course rules, limit types and duration of certain operations, and maximize overwater flight for takeoffs and landings to minimize the impact on the surrounding communities.”

The schooner’s visit March 6-8 is just the beginning of what Saia hopes is an ongoing resurgence of Coupeville’s maritime history. “Now it’s a quest,” said Saia, who also owns Penn Cove Sailing and Leisure Yacht Charters. “I would be honored to bring her home.” Propelled by Saia’s passion, the newly formed Coupeville Maritime Heritage Society aims to buy the historical boat and make Coupeville its permanent home. To that end the CMHS, which will operate under the umbrella of the Island County Historical Society, is seeking donations, partners and volunteers for Suva’s purchase and maintenance. The goal, according to Saia, is to provide a step back in time and allow the community to experience educational, vocational and recreational activities supported by watercraft culture. “We’re losing a bit of maritime history here in Coupeville,” Saia said. “This is a wonderful venue to learn and teach people about the water.”

The CMHS is also working on getting an historic vessel designation and has been greenlighted by the U.S. Coast Guard as a small passenger vessel with a certification for up to 35 passengers, Saia said. After MusselFest, Suva will return to Port Townsend for inspection and survey by the U.S. Coast Guard and remain there for maintenance. The plan, Saia said, is to have Suva back in Coupeville for the summer tourist season. Whidbey’s Frank Pratt contracted with Ted Geary, a very well-known Seattle native, classic sailboat designer and naval marine architect, to build the yacht in 1925, a one-of-a-kind, 57-foot schooner.

She was built in Hong Kong entirely of old-growth teak and was specifically designed for the Pacific Northwest. Pratt sailed the schooner for 15 years before gifting it to friend Dietrich Schmidt and later his son Allen Schmidt, who combined had the boat for 40 years. Suva then went to Bill Brandt of Olympia for about 25 years before returning to the North Sound to Port Townsend owner Scott Flickinger. Lloyd Balwin bought the boat in 2009, making the Heritage Society only the fifth owner of the boat in 90 years. Balwin plans to remain involved with Suva and serve on the society’s board of directors and volunteer as a

IT finally headed in right direction While Island Transit clearly has much to do to rebuild the bus system — and the public trust — we are encouraged by interim IT Director Ken Graska’s grasp of the job ahead. Beyond the financial mess that led to the departure of the previous executive director, we are learning there’s an aging fleet of buses. Some of the vehicles are inoperable and unusable. Those will need to be dealt with. There’s also the issue of grant money that may have been used improperly to pay for gazebos at the new transit center. That’s funding that may need to be returned to the government, according to Graska. Graska is right in saying that these and other fixes cannot happen overnight, but it appears he is clear on what needs to be done. Since major cuts last summer, Island Transit has reinstated 70 percent of the axed bus services. Graska is also cleaning up shop, addressing items needed for surplus and figuring out how to recoup some costs. Under the interim executive director and (mostly) new board of directors, Island Transit seems to be eliminating unnecessary weight, finding ways to bring in additional funding and bringing about some semblance of order and accountability. Getting back to the basics is exactly what the transit agency must do, according to Graska, and we agree. It took years for IT to get into its current condition. Fixing the myriad of problems won’t happen overnight. The public needs to be open to changes to the transit system, including advertising on the buses and charging of fares. Such major changes won’t happen without IT first holding public meetings, said Graska. It’s refreshing to hear that, after years of littleto-no accountability or communication with the public, IT officials are now prepared to embrace the notion of public involvement. IT is still on a bumpy road to recovery, but at least it’s finally headed in the right direction.

Too many examples of poor DOT performance Editor, In response to state Sen. Barbara Bailey’s recent email survey, I sent the following response, which did not appear to go through to her directly: Dear Barbara, I would support a small gastax increase if I could be assured it would be spent wisely, but looking at previous Washington Department of Transportation performance, that seems hard to expect. 1. Big Bertha. Do I need to say more? With all the lawyers in Seattle and Olympia, can’t we find someone who knows how to write a contract that holds contractors accountable? Even with all the liberals in this state, they can’t get the contractors to abide by the minority hiring rules as seen on regional TV news. 2. Washington Highway Patrol says State Highway 20, between Sharpe’s Corner and Oak Harbor, is the most dangerous highway in the state, which is their reason for the amount of patrol cars here. Yet, state DOT does not seem to agree, looking at the current state of its maintenance and considering the open, unsealed cracks that run from one end to the other.

3. Deception Pass Bridge is marginal at best, considering the current volume of heavy truck traffic. There is no way it was ever designed for the current cyclic loads. It should have stress/ strain gauges installed to continuously monitor load effects and perhaps even restrict heavy truck traffic. As I remember, former senator Mary Margaret Haugen said, “There would be no replacement in her lifetime,” and WDOT still has no replacement plans. Cartoon makes fun of serious journalist Editor, I found the cartoon you selected and published on the opinion page of the Whidbey New-Times Saturday, Feb. 28, in extremely poor taste. Bill O’Reilly has the most popular cable news program on television, and he is a dedicated, experienced journalist, just as Brian Williams is. To portray Mr. O’Reilly as a clown is demeaning and uncalled for. I have watched and listened to Mr. O’Reilly and Mr. Williams, both dignified reporters, for many years, and any

reference to Mr. O’Reilly as a clown certainly has a liberal slant by someone who has most likely never watched “The Factor,” Mr. O’Reilly’s news show. He strives for the truth and fairness and invites guests with counter-opinions to offer theirs, unlike other news programs, so a viewer can get both sides of an argument or issue. Doris Dutcher Randall Doris Dutcher Randall died Jan. 29, 2015, in Nanaimo, British Columbia, at the age of 94. She was born Aug. 22, 1920, in Center Moriches, N.Y., to Howard and Mildred Dutcher. Doris was raised in New York. She met a young Canadian, Arthur Lightfoot Austin, in 1942, and they were married in 1943. Over a 10-year span, Doris and Art moved, first to British Columbia, then Arizona, back to British Columbia and ended up in New York. The couple divorced and Doris remained in New York, where she taught and worked as an education supervisor until her retirement in 1977. Doris was married to Dr. Kenneth Jones, who was also an educator. Doris moved to Maine and became very active in politics. She was a past member of the Maine Democratic Committee and the National Democratic Committee. She also was the state coordinator for the state of Maine for the U.S. Census in the ‘70s.

The family moved again, and Doris and Ken moved back to British Columbia and finally settled in Coupeville in 1988. She became an active member of the Coupeville Methodist Church, serving as church secretary and chair of the United Methodist Church Council. She was also a member and past president of the Whidbey General Hospital Auxiliary and a board member of the Coupeville Library. Ken passed away in 2002. Doris and Ken had mutual friends from the Methodist Church choir, Rod and Dorothy Randall. Rod’s wife Dorothy had also passed, and Doris and Rod began dating. On Feb. 19, 2005, Rod and Doris were married in Des Moines, Wash., by the Rev. Jack Tuell, Bishop (Ret.). Doris and Rod were very active members of the Coupeville Lions Club. They both enjoyed travel and took a train trip across the U.S. in 2006 to New York and toured New England by car, enjoying the beautiful fall colors. Their last trip together was to Southern California for Thanksgiving and for Rod’s 90th birthday. Rod died Feb. 18, 2007, one day prior to their second anniversary. Doris had moved to Regency on Whidbey for a time and then joined her son, Stuart Austin, at his home in Nanaimo, British Columbia. Doris is survived by one son, Stuart (Frances), of Nanaimo; three step-children, Judy (Joe) Fitzgerald, Jim (Ann) Randall and Steve (Mary) Randall; three grandchildren; and numerous stepgrandchildren, nieces and nephews. She was preceded

in death by her parents and a daughter, Judith Lee Austin. Memorial services for Doris will be held at 10 a.m. Saturday, March 7, 2015, at the Coupeville United Methodist Church with the Rev. Jin Ming Ma officiating. A reception will follow in the church fellowship hall. Private family interment will be held at Sunnyside Cemeter y, Coupeville. Mussels in the Kettles: a chance for bikers to flex By JIM WALLER Sports editor

Those willing to endure the weather associated with MusselFest are just the type of people who might like mountain biking in the same elements. That was the reasoning of the organizers of the first Mussels in the Kettles non-competitive bike ride five years ago. “It takes a hardy person to eat mussels and listen to music in one of the wettest and windiest times of the year,” according to Matt Plush, one of the ride’s original organizers. “We thought the same personality would be willing to ride their mountain bike in the same weather.” The Mussels in the Kettles, a mountain-bike and poker ride sponsored by the

Whidbey Island Bicycle Club, takes off from Coupeville Elementary School Saturday, March 7, as part of the annual MusselFest celebration. The start line is open from 9:30 a.m. to 1 p.m., and the event features three courses through the Kettles and Fort Ebey trails: easy, moderate and expert. Good poker hands will win prizes. Riders can register at www. active.com About 250 riders have signed up for this year’s event. If the trend of past races continues, that number should grow on ride day. For the first ride five years ago, 16 registered but 60 showed up. Last year, 75 signed up and the total swelled to 160 the morning of the race.

The latest issue of Outside online named the Mussels in the Kettles as the No. 2 event of the 20 best beginner races in the country. Brian Wood, Ross VanVactor and Plush organized the first race in only six weeks. The trio rode in Woodinville’s Stinky Spoke ride for several years and decided to put together a similar event in the Kettles. “So in 45 days we started Whidbey Island Bicycle Club and put on the event,” Plush said. “We used the event as a way to get membership in our club, so if you rode the ride you became a member unless you opted out.” They decided to link up with the already established MusselFest, according to Plush, because “you can’t have an event where you expect people to drive to a destination and not have something to do afterwards.” Mussels in the Kettles is one of four public events

sponsored by the Whidbey Island Bicycle Club each year. The others are Cookin’ in the Kettles (a BuDu mountain bike racing series event), the Trick or Treat Ride at the Kettles and the Thanks Give’er (a Cascade Cyclocross Series race). “WIBC spends hundred of hours a year riding and working on the trails at the Kettles and Fort Ebey,” Plush said. The events allow the club to show off the island and “this awesome place to ride,” he said. Club members participate in weekly rides on Saturday mornings based out of Oak Harbor’s Honeymoon Bay Coffee. During non-winter months, the club sponsors bike rides and mountain bike rides on multiple nights of the week from different locations.

Musselfest this weekend in Coupeville By MEGAN HANSEN Staff reporter

Chowder aficionados don’t have to wait much longer. This weekend, the Penn Cove MusselFest will draw fans of the mighty mollusk to Coupeville for chowder tasting, live music, a beer and wine garden, and family activities. The Mussel Mingle is 5:30-8:30 p.m. Friday at Coupeville Recreation Hall. Participants will dine on Prairie Dogs, mussels and frites and enjoy beer and wine while listening to the band Broken Banjo. Tickets are $20 and are pre-sold at Aqua Gifts, bayleaf and the Coupeville Chamber office. Tickets are $25 at the door. Nearly every restaurant in town is participating in the mussel chowder contest, said Vickie Chambers, executive director of the Coupeville Historic Waterfront Association, or CHWA. CHWA sells three different tickets, each with five tastings per ticket. In all, 1,500 tickets are typically sold Saturday and Sunday.

Tickets always sell out early on Saturday, Chambers warns. Chowder-making restaurant participants receive 50 pounds of mussels, onions and potatoes by CHWA and Penn Cove Shellfish. The rest of the ingredients and innovation is up to the participant. Each business plans to give out 500 samples of chowder each day. “It’s a huge time and financial commitment (for our businesses),” Chambers said. Free shuttles will take chowder tasters around town. In addition to the chowder tasting, two beer gardens will offer beverages, music and more mussels. Penn Cove Shellfish hosts a big tent across from the Coupeville Rec Hall on Saturday. Live music goes until 9 p.m. Proceeds from the tent go to the Coupeville Boys and Girls Club and Coupeville High School Science Scholarships. Curious where all these mussels come from? A boat will leave Coupeville Wharf every hour from 10 a.m. to 4 p.m. each day for
