Parkplace redevelopment means uncertain future Long-time business owners skeptical, plan to move to other locations BY TJ MARTINELL tmartinell@kirklandreporter.com

For 25 years, Mary Paris has looked out the same doors at Parkplace Books into the plaza. That may come to an end with plans for redevelopment after the Kirkland City Council approved the revised master plan for the redevelopment of Parkplace, as well as zoning amendments. Jim Neal,

one of the principals for Talon Private Capital, said they are now preparing to submit their initial plans to the design review board. The first conceptional design conference is scheduled for May 18. Although many businesses in Parkplace either hope or fully intend to remain once the redevelopment is over, for businesses like

Parkplace Books, which has been there since 1986, the increased rent and costs of moving out and then back are too much. As a result, when redevelopment comes, they plan to find a new location. “To move a bookstore is a huge task,” she said. “We wouldn’t want to do it twice.” For Parkplace businesses, redevelop-

ment has been a long-discussed topic. The numerous failed attempts, however, have left them uncertain of what might actually happen. The last attempt at redevelopment of the site was in 2010, when Touchstone’s master plan was approved by the city. The project was ultimately stopped due to financial reasons, and [ more PARKPLACE page 2 ]

Although developer Talon Private Capital says it is fully committed to making redevelopment happen this time, some Parkplace business owners say that similar announcements in the past have left them skeptical. Like Paris, the owner of the General Nutrition Center also plans on moving permanently if redevelopment occurs, as it would be too costly for him to move the store back and it would cause too much confusion over where the store is located. Much of the skepticism may be put to rest once Parkplace’s owners announce an official date for when redevelopment will begin, as all the business owners the Reporter spoke with said they have yet to hear from Talon concerning when or if any redevelopment might occur. Neal said after the initial design meeting they will reach out to the businesses to discuss what the schedule will look like. EvergreenHealth CEO Bob Malte recently earned recognition as an Outstanding Health Care Executive from Seattle Business magazine’s 2015 Leaders in Health Care Awards. The Leaders in Health Care Awards program honors those at the forefront of unprecedented industry change as innovative problem solvers and inspirational leaders. This year, Seattle Business awarded 19 leaders of area hospitals, physician groups, community programs and research institutions. Malte was one of two leaders recognized in the Puget Sound region, earning the Silver Award for Outstanding Health Care Executive. “I am honored to receive this recognition on behalf of the entire EvergreenHealth team who commit themselves to enriching the health of our commu-

I’m proud of that.’” Malte has led EvergreenHealth since 2010, and during his tenure the system has been nationally recognized for its performance and commitment to quality, safety, service, and value to the community. Kenmore City Manager Rob Karlinsey, speaking on behalf of Mayor David Baker, requested that WSTC allocate some of the tolling revenue to cities such as Kenmore to help mitigate the impact. One man said the traffic problem wouldn’t have existed if a light rail line had been built along the I-405 corridor, which he said was proposed during the 1970s. “If you had done that during the 70s you wouldn’t be having this discussion today,” he said. As for the carpool restriction, critics stated that SR 167’s HOV lane includes an exemption for two-person carpools and is still profitable. Commission member O’Neal seemed to agree with much of the speakers’ pessimism, including the terrible traffic congestion in Kenmore, saying the tolling proposal will “make life more difficult.”

the toll revenue can only be used to pay for the cost of the I-405 express toll lanes maintenance and operations, as well as future I-405 corridor improvements. Kenmore resident Carl Michelman, who spoke at the prior meeting in Kirkland Feb. 19, reiterated many of his previous statements from that meeting, claiming that WSTC’s comparisons of I-405 to East Coast highways with tolls are not appropriate because those cities don’t allow for spillover traffic. He added that Kenmore residents pay a $20 car tab fee as part of a transportation benefit district to improve their roads, but now those roads will be used by people who don’t live there and don’t pay the fee. Kirkland residents who spoke said traffic is also bad in the city during peak hours for the same reasons. “Kirkland can’t take more people on the side streets,”

“so the privileged can get where they’re going faster.” Several people voiced their support for the proposal, however, including Chief Financial Officer King County Department of Transportation Bill Greene, who said the tolling will encourage more drivers and commuters to take vanpools and public transit. Sonny Putter, the former mayor for Newcastle, expressed similar sentiments, saying it would create a reliable trip choice for people. Another supporter of the tolling proposal was Community Transit Service Development Manager Carol Thompson, who called it an “essential step in the direction of keeping the region moving.” The majority of commentators, however, were opposed for a variety of reasons. One major concern by Kenmore residents, as well as the city of Kenmore, is that tolling will cause spillover

in an overall plan to toll the entire highway from where it begins, north in Lynwood, to where it connects with State Route 167 in Renton. SR 167 already has a tolled HOV lane. I-405 is considered to have some of the worst traffic in the state. The toll, Stone claimed, would help relieve some of the congestion during its peak use. Stone also defended the restricted exemption for twoperson carpools, one of the most controversial aspects of the tolling proposal, saying it would not meet their financial objectives if they exempted during peak hours, and it would also prevent them from meeting federal standards. Critics responded that it will force more cars onto the road, as two-person carpoolers have no incentive to drive together if they cannot find a third passenger. WSTC member Dan O’Neal attempted to add an amendment to the proposal that would allow the exemption for two-person carpools during peak hours if the lane was meeting the 45 miles per hour requirement, but the motion failed. Haley said at the beginning of the meeting that it wasn’t a question of whether tolling would occur, but what the rates and policy would be, as the legislature had already decided the matter in 2011 when it authorized tolling on I-405 between Bellevue and Lynnwood. Corrections come with the job when you strive for accuracy

O

Matt Phelps

ne of the things I enjoy about being a journalist is knowing that we help to inform the public. However, we do make mistakes. Last week we erroneously reported on the front page that the Kirkland City Council removed the North Kirkland Community Center from site consideration for the Aquatics Recreation Center (ARC). They did not. They did remove the Juanita Beach Park location from site consideration and voted to place the issue on the ballot to fund the project. Our story was inaccurate and I want to correct the record. Our job to inform the public comes with a caveat: make a mistake and everyone will see it. We try to run a correction whenever we are alerted to a mistake and we can verify the right information. When we make mistakes we hear about it. When I first started in journalism and had to run my first correction I was mortified. My editor at the time just looked at me and said, “This is a good thing. It means people are reading what you write.” Participation in city government and local media is important to a democracy. There is no lack of participation with the Kirkland Reporter. We have a faithful and educated readership. Many papers struggle to get participation and fill their opinion page. We had 32 letters to the editor in February for four publication dates. That is a lot for a weekly newspaper. And for every person who takes the time to sit down and write a letter to the editor, there are hundreds more who don’t have the time, patience or care enough about a subject that week to do so. People also have to believe their

letter is going to be read by others in the community in order to take the time out of their day to sit down and write. I heard from a person once that our mistakes are irrelevant because no one reads our paper. I found that comment ironic. How did he know we made a mistake if he did not read the paper? The idea that community newspapers are irrelevant is just ignorant and short sighted. Most of what we report on is important to the community and is never reported by more regional news outlets. Property tax increases, who is running for City Council, and road closures in Kirkland are not normally reported on by the big news outlets out of Seattle. We do not get to all the stories in Kirkland. Covering a city of 80,000-plus residents with one reporter and one regional editor is not an easy task. I received a call from a reader asking why we

don’t cover more “happy” things. Trust me, we don’t like covering murders, rapes and burglaries. But those stories are important so people are aware of their surroundings and stay safe. I had another reader ask why we don’t cover events and have photos in the paper the next week. I believe it is more important for people to know about the event beforehand, so they might attend or avoid road closures, than a week and a half later tell them what they missed. We love our jobs and we enjoy bringing you the news. We would not do this if we didn’t. We are also human but you can be assured we will correct the record when we make an error because we know you are reading.

Matt Phelps is the regional editor for the Kirkland and Bothell/Krnmore Reporter newspapers.

Nourishing Networks’ food boxes project needs you Our third year of support for needy elementary school children during school breaks has one last challenge to meet this year. You can help keep Kirkland’s tradition strong by signing up to bring a box of food on April 2. You can join a proud Kirkland tradition of helping our neighbors in need by telling your friends and neighbors about this need, and sign up to bring one or more food boxes at http://nourishingnetworks.net. We have taken your strong support and continue to expand our help to more and more elementary schools in Kirkland this year. The spring break, however, has proven the most challenging and actually the most important. Without the focus on the spirit of the season, as in December, it seems to take more to get us involved at this time of year. It isn’t because the need is any less. For those families dependent on seasonal work, their resources have been depleted over the winter, and they haven’t begun to earn much at this point. It will come soon, but that won’t help for some time. Your support is truly important at this time of year. Man sentenced for threatening police BY TJ MARTINELL tmartinell@kirklandreporter.com

A Kirkland man charged with making repeated threats on Facebook to kill white police officers in Ferguson, Mo., including former FPD officer Darren Wilson, was found guilty of one count of making an interstate threat and has been sentenced to time served. Jaleel Tariq Abdul-Jabbaar will be under supervision for three years, which will include monitoring of his Internet activity. He was arrested by the Federal Bureau of Investigation in December after making the comments starting in August, when Wilson shot and killed 18-yearold Michael Brown on Aug. 9. the attention of the FBI’s International Terrorism squad when he allegedly called for killing cops on his Facebook account. A Philadelphia native, Abdul-Jabbaar also lived in Michigan and claimed on his Facebook page to have just moved into a Kirkland apartment. Investigators were able to confirm his residence through the United States Department of Housing and

Urban Development, from which he receives subsidized housing benefits. Facebook records show that he allegedly attempted to acquire a handgun in late October despite being a convicted felon for unlawful possession of a firearm in 2009. The conviction stemmed from a shooting arising from a domestic violence incident with his friend’s sister, according to the prosecutors. He was also convicted on drug charges.

in the petition are that the unusually long length of the pier would negatively affect access to open water around Juanita Beach Park for water sports recreations such as kitesurfing and paddle-boarding, as well as cause potential harm to the salmon and Blue Heron at Juanita Creek, which is directly adjacent to the property. The petition also states that allowing such a long pier, much longer than any other in the bay, would set a troubling precedent. Bel Lago Condominiums LLC owner Ken Nelson, however, said the criticism about the project is completely off point. Nelson first looked into building the pier in 2012, but originally it would have been shorter and contained fewer slips. It also would have only replaced Bel Lago’s pier at 9123 NE Juanita Drive. While he was working on the project with the various government agencies, the adjacent property on 9049 NE Juanita Drive was sold to Waterfront

The owner of Bel Lago Condominiums wants to replace this pier with a new larger pier. MATT PHELPS, Kirkland Reporter concerns by the various government agencies, particularly the Department of Fish and Wildlife. “We have no desire to pay for a longer pier just for the sake of paying for a longer pier,” he said. “We’ve gone way beyond the mitigation that’s minimally required.” Nelson said, the idea of placing the longer pier on both properties has been favored by the city, something planner Désirée Goble with the city of

Kirkland confirmed. “I think the city would prefer to see one pier versus two,” she said. While neighbors see the longer pier as an eyesore, Goble said having it on both properties will reduce the number of piers that could potentially be built along the water. Goble also said having one pier instead of two will reduce the environmental impact by moving it away from the park. Nelson added that

despite claims he’s heard that yachts will be moored on the pier, he intends to include covenants in the condos that will cap the size of boats, depending on their place on the pier. The furthest eight slips, for example, will be limited to boats 24-feet long or shorter, while the next ten slips will have a maximum length of 21 feet. The next four, closest to the shore, would be lifts for smaller boats like canoes.

Lego League team creates solution for fidgeting in class

BY TJ MARTINELL

tmartinell@kirklandreporter.com

A

local First Lego League (FLL) team is headed for an invitational competition in May where they plan to showcase an invention that solves fidgeting problems kids have in the classroom. The FLL team, Circle of Seven, consists of Kirkland residents and Cedar Park Christian students Eric Hoelscher and Joshua Elmore, Kenmore resident Justin Smth, Bothell residents Andrew and Ben Netterfield, and Snohomish resident Nicholas Cutulie, who have been selected to represent Western Washington at the FLL Open Invitational Championships in Carlsbad, Calif. May 15-17. There, they hope they will get the exposure they need for their invention to help kids with fidgeting. At the moment, they are actively fundraising to pay for their trip. During this year’s competitions, they earned a trophy for “Best Innovative Solution” at the qualifier, the overall “Champions” award at the

semifinals, and a trophy for “Gracious Professionalism” at the state competition. As part of the league, teams develop a project based on a theme. Last year, the theme was natural disasters, and the team - then under the name Masters of Disaster - created a subscription service for food emergency kits. The project made the top 10 for Global Innovation and received a free submission to Edison Nation’s online platform, which helps inventors get their ideas off the ground. For this year’s theme of education, Circle of Seven created a tool to help kids deal with fidgeting. It is an issue one of the members struggles in class. Hoelscher said they researched the problem and found much of fidgeting can be caused by problems with proprioception, the sense of how one’s body is positioned. “Kids were not focusing on class,” he said. “If they were focusing they were stomping their feet, tapping their feet….they have to shake their foot or leg to wake it up.” Elmore, whose parents

A local Lego League team has created an invention to help kids who fidget in class. CONTRIBUTED Richard and Jeanette coach the team, said they tinkered around with the conceptual design before creating the final device, while Hoelscher said they brought in different textures and tested them out on different sections of the board to see if it worked. “The very beginning idea was more of a big exercise machine that could be used for proprioception,” Elmore said. “We pretty much work

together as a team,” Hoelscher said. “Basically we did rotations, everybody worked equally on it… we all brought ideas to the table for different textures.” He added they tried to come up with something that would not only solve the fidgeting, but be practical for the classroom. “A lot of teachers didn’t want to give kids squeeze balls,” he said. “A lot of kids would be disruptive… we’ve made

the board so it goes just under the desk and it’s hidden. They’re not able to mess around with it or move it around.” The Pro-Board has a variety of “fidget busters” on it with different textures, such as squeezy balls and buttons to push. Intended to be used in the classroom, the board can be slid under a desk so that the student can use it without drawing attention to themselves. “It’s kind of discreet,”

Jeanette Hoelsche said. “For the kids that are always tapping their pencils or making noise or moving, it helps them to focus because they don’t know where their body is in space. You’re limited in a classroom because you don’t want kids walking around.” As they were taking the prototype to various competitions, the Pro-Board caught people’s attention, including a teacher who later told them at another competition she would like to use in her own classroom. “She came back and we wanted to find out when it’s going to be available,” Elmore said. The team’s hope is that by competing in the three days of FLL events, they will be able to find a way to make Pro-Board available to students across the country.

restaurants in America by OpenTable.com. It also was a semifinalist for the James Beard Award for Outstanding Restaurant three years ago and voted Outstand-

ing Chef in 2011 and 2012 and Outstanding Service in 2013. Originally built as a home, Smith said the building was converted

into a restaurant 35 years ago, but little has been updated since then. Now that she owns it outright, she is eager to update not just the aesthetics but the electrical

wiring and plumbing, too. “It did well for 34 years, but it definitely needed some love,” she said. “You operate a restaurant for that long, some things need some love and repair and it feels good to be able to do that. “It’s a place I do obviously love.” Among the changes are a new parking lot, roofline, an updated entryway with a coat closet and the addition of a new dining room. The seats will also be replaced. “I knew everything that needed to be done the moment I pursued buying it,” she said. Fortunately for those who enjoy the cafe, they can still dine there, albeit they will have to drive a bit farther to Seattle, where Smith managed to find a space on 12th Avenue when the previous tenant

Toronto, Canada based film company, Azov Films. The company distributed child pornography under the guise of “nature films,” said Acting United States Attorney Annette L. Hayes. Halverson was an “affiliate partner” with the company. The Kirkland resident received commissions and discounts as a result of advertisements he knowingly posted on two websites he operated. At sentencing U.S. District Judge John C. Coughenour ordered $7,500 in restitution to victims who had filed with the court. “This defendant profited financially from the sale and trade of images of children being sexually abused,”

Hayes said. “His blog posts, ‘movie reviews,’ and other website postings promoted sexual interest in children putting more kids at risk in our communities.” Law enforcement, led by the U.S. Postal Inspection Service, served a search warrant on Halverson’s Kirkland home in March 2013, according to court documents. Agents seized a large number of digital devices containing more than 50,000 images and 200 movies of children being sexually exploited. Agents also recovered paperwork indicating Halverson received a commission from Azov Films for

The award-winning Cafe Juanita has been moved to Seattle temporarily as the building undergoes a significant makeover, with plans to reopen again in July. The renovations come after the cafe’s owner, Holly Smith, purchased the property, which she said will allow her to make better use of space that she couldn’t alter as a renter. During the nearly 15 years since she opened Cafe Juanita, both Smith and the restaurant have been recognized nationally. Smith was given the James Beard Award for Best Chef Northwest in 2008, competed on the Food Network show The Next Iron Chef in 2009, and in 2013 the cafe was voted one of the top 100

moved out but still maintained the lease, which she now pays. The cafe opened there in December and so far Smith said it has been well received. “The stars aligned on this one,” she said. “I needed to keep my staff employed for sure. People have mortgages and kids and bills to pay.” When they return to their Juanita location in July, she hopes customers worried about the changes will be put at ease once they get inside. “It’s my same staff, my same food, our same hospitality,” she said. “My hope is that people will walk in and go wow, it looks pretty, then sit down and forget about it again and enjoy their food and their wine.” Cafe Juanita will still be located at 9702 NE 120th Place in Kirkland when it reopens.

Kirkland CERT training class seeks actors for final exam Volunteers are needed for the Community Emergency Response Team (CERT) final simulation drill from 12-8 p.m. on April 25 at the Peter Kirk Community Center in downtown Kirkland. This is the “final exam” for CERT students to demonstrate their search/rescue and first aid skills. The 24 volunteer “victims,” will be assigned dramatic roles and specific injuries. A professional make-up artist will be on scene to apply moulage make-up and prosthetics to realistically simulate injuries. This is an all-day role. “Victims” are scheduled to arrive between 12:30-2 p.m. and are expected to stay for the duration of the drill, which ends at 8 p.m. CERT organizers also need five volunteers to set up the facility to make it look like a disaster has

occurred. This job will take about an hour and begins at noon. For more information, contact Christina Brugman, CERT Coordinator at cbrugman@kirklandwa. gov. To register, go to www. kirklandCERT.com

based on their scholarship, leadership, service, activities and athletics.” The Eastside Catholic High School 2015 Graduation ceremony will be held at Benaroya Hall in Seattle at 7:30 p.m. on June 8.

Kirkland residents Jessica Burch and Alexis Fexy have been named as two of the eight valedictorians for Eastside Catholic High School’s 2015 graduating class. “Eastside Catholic [High] School’s 2015 Valedictorians and Salutatorians are outstanding students and individuals representative of the graduating class of 2015,” said Eastside Catholic Principal Polly Skinner. “I am so pleased that each student has the honor and opportunity for recognition through academic success and their integrity as a friend and classmate to all. Congratulations to all ten who come from a very successful senior class

to two different tournaments and both reached the finals Feb. 20-22. The first group traveled to the Western States Communication Conference tournament hosted

NU debate team has Two Kirkland students named finalists at two valedictorians at tournaments Northwest University’s Eastside Catholic debate team sent members

by Gonzaga University, and competed against 12 teams from six universities including Carroll College, Gonzaga University, Great Falls University, Idaho State University and Northern Arizona University. After debating five preliminary rounds, NU senior Isaac Sloat and freshman Tyler Whitney qualified for the final round. During the final round, they faced Carroll, Gonzaga and Idaho State on the resolution: “This house believes that television actors of a minority group have a moral obligation to reject roles that are negative or stereotypical.” At the end of the final round, Sloat and Whitney

finished second place. In addition to the team competition, Sloat also finished as the fourth-place speaker. The second group traveled to the Portland State University tournament to compete against 44 teams from 12 universities including Humboldt State, George Fox, Willamette, Seattle University, University of British Columbia, University of Victoria, McGill, Pacific Lutheran University, Corban and Reed College. After debating six preliminary rounds, NU juniors Marlene Pierce and Johnathan Swayne qualified for the quarterfinal round. They advanced through quarterfinals and

semifinals to reach the final round. During the final round, NU competed against Willamette University, University of British Columbia, and McGill/Uvic on the topic: “This house would prohibit parents/ guardians from assigning gender identity to minority children.” The McGill/Uvic team took the top honors and the other teams, including NU, finished as finalists. In addition, Pierce ranked as the 11th best speaker out of 88 debaters. NU alumni Calvin Horne coached his PLU teams to a semifinalist’s finish at PSU and Abbie Kruse coached her Gonzaga team to a first-place finish at WSC.
