One person was killed and another injured in a house fire early Tuesday morning in the Dugualla Bay Heights neighborhood on North Whidbey. The one-story house on East Bay Front Lane was engulfed in flames when firefighters arrived around 2 a.m., said Marv Koorn, chief of North Whidbey Fire and Rescue.
Only a charred skeleton of the home remained. Firefighters picked their way through the smoldering rubble as they waited for the coroner to arrive. Officials are waiting to release the name of the victim until the coroner confirms an identity. Firefighters from North Whidbey were on the scene within minutes of the 1:50 a.m. emergency call, but the house was too far gone to save, Koorn said. Another person staying at the house sustained minor burns. He was taken to Whidbey General Hospital and released. Firefighters quickly turned their attention to the homes on either side. Jury finds chief nurse innocent of assaulting mental health patient By JESSIE STENSLAND Staff reporter
Linda Gipson is not guilty of assaulting a patient at Whidbey General Hospital. That was the ruling Friday by jurors in Island County District Court who deliberated for about 90 minutes. The jury found that Gipson, chief nursing officer for Whidbey General Hospital, is innocent of fourth-degree assault. The case was unusual for the District Court because of the high-profile nature of the defen-

Public hearing set for Countywide Planning Policies A public hearing is set to discuss adoption of revised Countywide Planning Policies, or CWPP, as required within the Comprehensive Plan Update. Island County commissioners will take public
input 6 p.m. Tuesday, April 21, in the Commissioners Hearing Room. Purpose of the CWPP is to guide planning efforts that involve multiple jurisdictions and coordinate actions. These guidelines will provide a framework for dis-
cussions about the size of Urban Growth Areas and establish methodology for population forecasting and service allocations. The CWPP was reviewed by the County Planning Commission and approved on March 9.

Imperial Woodpecker, based in Los Angeles and New York, is the company filming the commercial for Nissan. “We are delighted this national TV commercial will be filmed here and think it will be a great exposure and showcase the island,” said Sherrye Wyatt, tourism and film liaison for Whidbey and Camano islands. “There is a positive economic impact when productions are filmed in Island County.” Wyatt said she works closely with Washington Filmworks to lure projects to the islands. One potential film project in December was scouting in Coupeville and around Fort Casey State Park, she said. A spokesperson for Imperial Woodpecker said the scenery and roads drew their company to Whidbey Island.

Hospital staff rallies in support of chief nurse By JANIS REID Staff reporter
Whidbey General Hospital staffers have been wearing purple wrist bands inscribed with the letters “LG” in support of their chief nursing officer. Linda Gipson was found not guilty of assault last week in Island County District Court. About 200 of the wrist bands were distributed Thursday and Friday last week, Chief of Staff Brenden Hansen told the hospital’s board of directors Monday. “This is a way to show visible support,” said Hansen, wearing a band himself. “The trial has been divisive in some ways, but in other ways it brings us together.” “We need to remember why we’re here.” Moving forward, Hansen said he hopes to bring the hospital staff together as a “family.” The 7 a.m. gathering drew an unusually large crowd of
more than 40 people. Registered Nurse Tasha Malone spoke during public comment in support of Gipson, saying she believed the CNO was “not fairly represented” and has “very high standards.” “We support Linda Gipson,” Malone said. “We support our CNO.” Retired nurse Barbara Read read her letter to the editor that was published in the Whidbey News-Times last week. “She is a gift to our community — a true nurse who not only has compassion and love for the service, but who has gathered throughout her life the education, experience and courage to make the best leader for our hospital,” Read said. Longtime Whidbey General Hospital watchdog Rob Born said that, while he supported Gipson, it was “just the beginning of that story” which was a “case of prosecutorial overreach on a
vast scale.” “This was a travesty of injustice,” Born said. “It was an ordeal that should never have taken place.” “Ms. Gipson may never get her reputation back, but we can let everyone know what an honorable person she is.” A few attendees bemoaned the cost of the trial to the hospital. Island County Prosecutor Greg Banks responded in an email Monday that he pursued the case because “a judge found that there was probable cause to believe a crime had been committed when we charged it.” In addition, a judge later passed on a chance to dismiss the case, Banks said. “I believe that I had a duty to bring the charge,” Banks said. “Every prosecution costs money. We sometimes have to take difficult cases and let the jury decide. We believed in the case because three credible nurse eye wit-
nesses said it was an assault.” “Based on their testimony, I believe that the prosecution was warranted.” Brian Giles, who said his wife has worked at the hospital for 28 years, told hospital board members Monday morning that he wanted to speak for those nurses who lost their jobs as a result of Gipson’s vindication. “The cost was the reputation of a lot of good employees,” Giles said of the nurses who testified against Gipson. “There was a price. Three or four good nurses paid the price for what they thought.” Robert Wagner, a doctor unaffiliated with Whidbey General, said the hospital should use the Gipson trial and arrival next week of new CEO Geri Forbes as a chance to start fresh with the community. “I represent a group of citizens that are very concerned with what is happening in Island County,” Wagner said. “We need more transparency

Other Moves to showcase dancers’ talent By KATE DANIEL South Whidbey Record
Niki Greene, age 14, is brimming with excitement as she talks about her upcoming performance with the Island Dance Performing Team. Greene has been with the school since the age of five; this is her first year on the team, an opportunity she’s had her sights on for over two years. “Everything fell into place,” she said. Greene will be joining fellow Island Dance Performing Team members and guests at the upcoming annual Other Moves dance showcase, which features a variety of dance styles ranging from hip hop to lyrical, jazz and contemporary. Performances will take place at 2 p.m. and 7:30 p.m. Saturday, Feb. 21 at the South Whidbey High School Auditorium Theater. In addition to it being a venue for community members and Island Dance performers to take to the stage to demonstrate their artistry, the showcase is a major fundraiser for the performing team. Funds raised from the
event will be used to offset the costs of competitions throughout the year. They include travel expenses, entrance fees and costumes. Jamee Pitts, artistic director and choreographer, stressed that the team is less focused on winning competitions and more upon building the dancers’ skill sets and showcasing their teamwork, tenacity and passion. “We aren’t going there and saying, ‘I’m going to win first place; I’m going to win double-platinum,’ ” Pitts said. “We’re going and saying, ‘I’m going to share my gift and my love for dance; and I’m going to share my story with the audience; and I can’t wait to get the judges’ critique to better myself.’ ” The team was created by Susan Vanderwood as a means for intermediate dancers who were not quite ready to join the professional Whidbey Island Dance Theater company to get a little more out of the school, a sort of “next edge,” towards a dance career. Competition was never really the focus, which Pitts says is somewhat unique to Island Dance due to it being home to a school, profession-

Port Commissioner Marshall Bronson told the crowd the port has struggled since purchasing the farm, a voter-approved transaction. The port brings in about $300,000 annually and pays $105,000 annually on the bond for the farm. The bond will be paid off in 2018. “We’ve had an obligation to pay $100,000 a year and did not raise the tax base,” Bronson said. The port manages two historic structures — the Coupeville Wharf and the farm. Both are aging and need considerable maintenance and repairs. “We’re faced with considerable opposition,” Bronson said. “Most people want the farm and not a lot care about
the wharf.” “Both have to balance (the) books.” Under the new proposal, the management group identified several items it can assume responsibility for, including repair or replacement of the heat pump in Barn A and deferring rehabilitation of an irrigation system. In total, the management group estimates the new terms cut port expenses by about $30,000. “We cut some costs in terms we felt we could do,” Stansbury said. Port Executive Director David Day said he doesn’t necessarily agree with that $30,000 figure. “From the window he’s looking through, that’s how he sees it,” Day said. “From

my calculations, it’s closer to $15,000-$20,000.” “But it’s still a decrease.” Another budget factor the port has to take into consideration from its end is a potential increase in administrative costs as the port assumes more management responsibility at the farm. “I do think it’s important to understand, in 2018, the farm bond is paid off,” he told commissioners. “In order to work together as a bridge until 2018 is of value.” Commissioner Mike Diamanti said the proposal meets the port’s goals and asked that commissioners take a vote. “This is really important,” he said. “It’s critical.” The proposal was approved unanimously. In 2016, the port takes over tenant leases and assumes additional contract costs. “The management group has been fairly independent,” Day said. “This new arrangement remodels that.”
Oak Harbor police are investigating a burglary followed by an incident of malicious mischief last week at Mission Ministry Outreach church on Goldie Road. Pastor Fannie Dean, who leads the primarily black Southern Baptist-style congregation, said she suspects the damage may be racially motivated. “They skipped so many other churches on Goldie Road,” Dean said. Dean said she called police after arriving at the church Friday morning to find her office window broken. After taking inventory, Dean said the following items were found to be missing: $215 from a cash drawer, $200 from the offering basket, jewelry and various computer and electronic equipment. The next day, Dean found that someone had thrown rocks through the glass doors of her new church next door, currently under construction. It appeared that someone tried to pry back the plywood placed over the broken window from the night before, she said. Dean said a car stereo was also stolen from a nearby parked vehicle and the interior smelled as if it was doused
in gasoline. Dean said the congregation’s church service on Sunday was “so emotional” because they were “so sad the enemy came in. They chose to break into God’s house. Have mercy on them.” Police Detective Sgt. Mike Bailey said an investigator was assigned to the case. It is too early to identify suspects or determine motivation, he said. The Thursday night burglary may not be related to what they believe was “malicious mischief” the following night, but they will look at every possibility, he said. In February, Dean said she arrived at the church to discover that someone turned on an exterior water spout, causing the church’s water bill to skyrocket. Dean said she was the target of racist phone calls and notes in 2009, according to a regional TV news report. She said the messages included comments like, “you gotta go.” A window of a thrift store she previously owned was also broken. In the late 1990s, someone also reportedly set fire to the family’s van. Dean, the wife of a retired Navy officer, has been a pastor in Oak Harbor for about 40 years.

After nearly six months of negotiations, a contract for management of the Greenbank Farm was approved last week, dispelling rumors the publicly owned farm was at risk. Prior to the meeting, rumors circulated about the farm’s future. More than 20 members of the public spoke of their connection to the farm and desire to help and support the Greenbank Farm community. The pleaded with Port of Coupeville commissioners to approve an agreement. During the meeting Greenbank Farm Managment Group President Mike Stansbury pushed to present his proposal to the commissioners and asked that a decision be made that day. “The arrangement and management needs stability,” Stansbury said Thursday. “Once it drags out it leaves it open for rumors and speculation.” “Our objective was to put an end to that. There has never been a proposal to boot tenants or close the farm.” The new five-year agreement between the Port of Coupeville and The Greenbank Farm Management Group initially extends the current contract terms through the end of 2015. The port and farm’s management group reached a stalemate last month after the two parties discussed cutting the management group’s $50,000 fee. Port officials said they are

and Seim in a romantic embrace while she was still his superior. Horn has been on paid administrative leave since February. Skinner said he discovered that Gardner received a warning letter from Police Chief Ed Green last October in regard to her answers to questions about her relationship with Seim. Skinner said he took exception to the different discipline actions doled to Horn and Gardner and sent the city’s human resources director a letter threatening a wrongful termination lawsuit if Horn was fired. Skinner said the chief ruled that the allegations against Horn were “unfounded.” “It’s a complete reversal, which is interesting,” Skinner said. Gardner is also trying to undo actions taken against her. Mell asked Island County Prosecutor Greg Banks for a name-clearing hearing in regard to a “potential impeachment disclosure” memorandum he wrote about Gardner. A potential impeachment disclosure is not a disciplinary letter but a notice that a prosecutor has to present to the defense if an officer involved in a criminal case has a record or a finding of dishonesty in the performance of his or her official duties. That requirement came about because of the United States Supreme Court decision Brady v. Maryland. Consequently,

Last October, Police Chief Ed Green issued a disciplinary letter to Gardner for her less-than-candid answers about her relationship with Seim; it became an issue because Gardner is Seim’s supervisor, which could cause a conflict of interest. Mell explained that a former police chief told Gardner and Seim they had to choose between their relationship or their careers; they chose their careers. But after Green issued the disciplinary letter, Mell said, the police chief ordered Seim to start reporting directly to him instead of Gardner. That meant they were free to date again. Yet it’s been a bumpy few weeks for the newlyweds. The union representing the department’s police officers passed a “no-confidence” vote against Gardner earlier this month, according to several officers. The vote was not without controversy, however, and the union meets again this week to discuss the matter further. Meanwhile, on Monday, officer Patrick Horn was cleared to return to work, said his attorney, Chris Skinner of Oak Harbor. Horn was facing termination for sending text messages to a fellow officer alleging that he saw photographs of Gardner
officers accused of lying are labeled “Brady cops.” Banks wrote that Gardner was accused of “responding deceptively to questions put to her during an internal investigation” into whether she was involved in a romantic relationship with Seim. The potential impeachment disclosure was based on the discipline letter Green wrote last October. Green and Human Resources Director Sara Piccone questioned Gardner about her relationship with Seim. During an interview Monday, Mell denied that Gardner was dishonest. When Green and Piccone asked Gardner if she was involved in a relationship with Seim, she denied it because they weren’t at the time. Mell conceded that Gardner wasn’t completely forthcoming — but not dishonest. In her letter to Banks, Mell claims that part of Green’s letter was false and that Banks shouldn’t have relied on it to label Gardner a “Brady cop” without giving her an opportunity to respond. In addition, human resources violated protocols and policies in an inquiry “into a private subject area it had no business invading,” Mell claimed. As human resources director, Piccone felt slighted that Gardner was “more open with the chief about personal issues than with her,” Mell wrote.

Green sent a memorandum to Banks last week clarifying that he had not made a finding of dishonesty against Gardner. “She was not dishonest,” Mell wrote in an email to Banks. “She has given more than demanded from any of her male counterparts.” Mell wrote a “cease and desist” letter to Banks on Monday demanding that he stop disseminating his memorandum as part of the potential impeachment material. Banks replied to Mell last week, saying he was not changing his position on the potential impeachment disclosure material. Sharing Brady cop information with defense attorneys is a constitutional requirement and not subject to personnel rules or name-clearing hearings, Banks said. Banks wrote that he must rely on “the face of an official disciplinary memo,” and the standard he must consider is whether a reasonable person who reads the memo would conclude that Gardner was dishonest. If he doesn’t keep track of and disclose potential impeachment material, Banks wrote that he risks having a case overturned. “I cannot, and will not, put myself in the untenable position of defending a failure to provide constitutionally required discovery by claiming Capt. Gardner’s disciplinary action was unfair,” Banks wrote. In fact, a defense attorney in military court was successful Monday

in overturning the conviction of a Navy man accused of raping a child because Gardner’s potential impeachment disclosure materials weren’t disseminated. Gardner was an investigator on the case. Attorney Mark Kaiman of Bellingham explained that his client was convicted in a court martial in March. He said Gardner “sat on” the information that she was disciplined for dishonesty last October. The military judge ruled that the information was “absolutely Brady material” and should have been disclosed, Kaiman said. The overturning of the conviction is an “extraordinary remedy” that Kaiman said he’s rarely seen. “Then again, I’ve never had a police captain who refuses to turn over Brady material before,” he said. Mell, who accompanied Gardner to the military court, contends that it was Banks’ memo about Gardner that led to the dismissal, noting the judge said he was relying on Banks’ letter in making his determination. The letters Banks generated to go with the potential impeachment disclosure are inappropriate, Mells contended. “He should not be making findings or offering his opinion as to the credibility of any witness.” Kaiman said he will seek a jury trial if the case is retried. “This time we’re going to have full disclosure from Capt. Gardner,” he said.

I am a recent June Bride at 84 years old, “Love comes at any age”. I met my husband while working together as Docents for the PBY (Naval Patrol Bomber) Museum at Whidbey Naval Airbase. We started dating last September and became really serious after I lost a son in January. Bruce was there to console and support me during that difficult time. Bruce and I stay active with our combined families, work, volunteering at church, and the senior center in Oak Harbor. We are busy planning trips to Austria, Spain, and taking a river boat cruise down the Danube. At this time I am rehabbing from my third knee surgery. This knee was originally done 15 years ago and has finally worn out. Dr. Stacia Smith, from Skagit Northwest Orthopedics did all of my surgeries. I have to say she is very good! We talked about rehab after this last surgery because of my age and the extent of hardware involved. I started my search and heard that the quality of care at Fidalgo is the best. I scheduled a visit before my surgery and after my tour with Kim, RN, I knew that I wanted to rehab at Fidalgo. The physical and occupational therapists were excellent. After a few days of therapy I felt like I was having a set back because the pain was increasing. Loni, Occupational Therapist, suggested that I switch from the cane to the walker for every other session. That suggestion gave me great relief and I did not need to increase my pain medication. IN OUR OPINION It’s about time for Hollywood to return Whidbey Island has been an ideal setting for several movies, some big budget, high-profile films, others not so much. During the late 1980s, actors Michael Douglas, Kathleen Turner and Danny DeVito came to Coupeville to film scenes for “War of the Roses,” a dark film that reunited the stars of the 1984 blockbuster “Romancing the Stone.” The three stars sat for a news conference at the Coupeville Recreation Hall, answering some not-so-hardhitting questions from Whidbey News-Times and regional TV news reporters. In 1998, historic downtown Coupeville received a coat of whitewash and was transformed into an idyllic Massachussetts town, complete with a very active farmers market in a parking lot at the corner of Coveland and Front streets. The town was swept up in the excitement with many locals serving as extras in the film. And then there were the film’s stars, Sandra Bullock, Nicole Kidman, Diane Wiest, Stockard Channing and Aidan Quinn, whose presence in town left even the most jaded residents star struck for a time. In 1999, in the movie “Snow Falling on Cedars,” the historic Ferry House on Ebey’s Prairie served as the tale’s Miyamoto farm. In 2001, parts of the horror film “The Ring” were filmed on or at least near Whidbey locations. The production company rented one of the old steel-electric ferries from the Coupeville-to-Port Townsend runs for an eerie scene involving a horse. In addition, another scene was shot at Deception Pass Bridge. In the late 1980s, Langley hosted a film crew that painted storefronts white and then bailed, leaving in their wake lessthan-pleased business owners. That film, ultimately titled “Dixie Lanes,” starred Hoyt Axton, Karen Black, Ruth Buzzi and Tina Louise (Ginger, of “Gilligan’s Island” fame). Other than a number of car commercials, including the one scheduled to be shot here in a week, it’s been a while since Hollywood has come knocking on Whidbey Island’s door. Sherrye Wyatt, tourism and film liaison for Whidbey and Camano islands, would like to see the stars return to the island. She is working closely with Washington Filmworks to draw filmmakers to the island. To be fair, there can be some minor downsides to hosting Hollywood types, but those cons are far outweighed by the potential revenue and recognition that Whidbey receives. After all, Whidbey has fabulous scenery, mild weather, nice folks and all the amenities that any movie production crew could want. So, Hollywood, we invite you to come back and show the world once again all of the great things that Whidbey Island has to offer.

Navy’s defenders to be commended Editor, Week after week, I’ve read the stupid comments from many of our uninformed residents of Whidbey Island and surrounding areas. When I came to Whidbey Island in 1973, there was a fantastic sign on State Highway 20 and Ault Field Road. It stated, “Please pardon our noise! It’s the sound of freedom.” It still is. Many residents of Whidbey Island do not realize how lucky they are to live in a place like this. If you have a complaint, take it up with your Realtor. When you declared residency here, you had to sign a document warning of aircraft noise. It was a requirement. If you did not get that document, take it up with them. Capt. Nortier, base commanding officer, is to be commended for his recent comments in the Whidbey News-Times, and also the many island residents who stuck up for the Navy’s presence and operations.
This is a military town and always will be. Even when our Navy personnel are home from the many tours overseas, they must continue their constant training to be the Navy that they are. Maybe you would rather have ISIS knocking at your door. Enjoy the freedom. Gary D. Hansen Retired Navy Oak Harbor

Notify public when flights are canceled Editor, The following email was sent to the Whidbey Island Naval Air Station Cmdr. Michael Nortier: Dear Capt. Nortier, As you may know, people living in neighborhoods with Growler jets flying as low as 250 feet above their homes must adjust their day-to-day lives according to the published Coupeville OLF flight schedules, which are often canceled. Naval personnel are notified and are then free to plan the rest of their day.
The civilian population is not. It would seem to be a very simple procedure to post cancellations online as they occur. Once a system is in place, routine notification would require no more than a few minutes. This would free up the schedules of hundreds of people who live under the flight paths from the restrictions of the cyclical roar, improving the quality of their lives considerably. Several requests have been made, but still no published notice. The Navy should be a good neighbor, taking every opportunity to ease the burden of civilians who have become collateral damage in a mission that does not include their protection. Would you respond to let me know if this small change can be made? In general, we should know what you know, when you know it. We all need to get on with our day. This request does not require a lengthy EIS process to make an accommodation. Please provide this community with a temporary measure of relief while the EIS process and court cases proceed. Urge legislators to fund critical services
Use event as a means for significant change
Editor, Budgets in Olympia reflect the values of our elected leaders, which, in turn, reflect our local values. The League of Women Voters of Whidbey Island applauds the House budget for going further than the governor and Senate in proposing new revenue for education and other critical state services. We are very concerned about the Senate’s proposal to raid funds designated for local infrastructure such as sewer and water projects, parks, and health services. However, we believe none of the proposed budgets go far enough in improving the fairness of our tax system and addressing revenue shortfalls in education and other essential state services. Our current state tax system is considered the most unfair in the nation, with taxes falling disproportionately on lower-income residents. Further, without additional shared revenue, the Supreme Court’s review of the Legislature’s compliance with the McCleary decision — ample state funding for education — may result in the imposition of sanctions. We urge readers to contact their legislators with this message: Let’s play fair and fund critical services for our state. Editor, We have learned that grabbing a four-point restrained, medicated mental health patient by the chin and telling her that she has “lost her rights and privileges” is considered an acceptable treatment modality and is legal in Island county. Verdict aside, the evidence and testimonies presented during this trial beg the question of why this fiasco happened in the first place. It is important to understand that any violent or nonviolent abuse of a mental health patient by a health care professional is a symptom of a deeper problem. When health professionals are not familiar with the plethora of mental health presentations, symptoms are not recognized and a patient may suffer even more because of the undereducated caregiver’s inappropriate action, inaction or reaction. Our island witnessed first-hand what happens when a clinically inexperienced hospital nursing administrator attempts to intervene for a mental health symptom with which she is under-skilled. Additionally, “cookbook” interventions do not work well with the mentally ill since this population is intrinsically unique in that they live within the boundaries of their psychiatric disorder. The mental health care crisis is not a situation that hospitals can “pawn off” to another entity or ignore, hoping it will go away. Continuing mental health care budget cuts are forcing nonpsychi-

atric health care facilities to absorb this added responsibility. Hospitals “housing” detained mental health patients has proven to be a frustrating adjustment for many illprepared hospital staff. Because of this delay in psychiatric treatment, a patient’s symptoms often escalate, creating a perfect storm for abuse as the caregiver attempts to maintain control over their charge. Because the root of a professional’s toxic interventions begins with a knowledge deficit, every in-patient facility should be required to provide appropriate mental health education and training to all professional and paraprofessional employees. Nonpsychiatric hospital administrators have a responsibility to recognize and acknowledge that challenges of mental health care in “their” facility are here to stay. They have a duty to effectively accommodate the mental health patient until transfer to a psychiatric hospital is obtained. Whidbey General Hospital employs many conscientious, ethical and highly skilled bedside professionals who are eager to affect this change. All they need is a responsible and accountable administration to support this essential patient care–centered educational need. As a public district and critical access hospital, it’s my expectation that WGH’s administrators will honor their responsibility to our community and their employees by viewing this event as a transformative opportunity to effectively shelter mental health patients who are admitted under the Involuntary Treatment Act. 100 years ago:
n An election to decide whether or not to incorporate was announced to be held May 1. The Oak Harbor News said it had the utmost confidence in the enterprising people of Oak Harbor in deciding this most important question. An official notice of the election posted by the county auditor was printed in the same issue of the paper. The call for election stated that it would be held 9 a.m. to 7 p.m. May 1, 1915, at the M.W.A. hall in Oak Harbor. n A committee selected from the Board of Directors of the Oak Harbor Fruit Growers Association made arrangements to go forward with the cannery building and push it through to completion as rapidly as possibly. A number of carpenters signified their willingness to contribute a day or two’s work and take some stock.
75 years ago:
n The Island County Fair board of directors held a meeting and decided that the fair would be open to the public for a third day starting that year. n Work done to beautify Oak harbor gardens and residences should be recognized and rewarded, it was decided at the meeting of the Chamber of Commerce. It was suggested that prizes should be put up by the chamber for outstanding work on garden improvement.
50 years ago:
n The three hospital commissioners representing Whidbey in Olympia were turned down in their plea for funds to build a hospital in Coupeville. The advisory council in Olympia said Whidbey citizens had other hospitals in the area they could go to. A spokesman for Whidbey said the advisory council did not seem to care how far people on the island had to drive to reach a hospital off island. n The North Whidbey Chamber of Commerce members voted unanimously to drop the Whidbey Island brochure that had been published in the past and concentrate on a North Whidbey pamphlet. n As their contribution to the City Park Beach improvement program, Oak Harbor Oddfellows took over installation of a fenced-in wading pool. This phase of the recreation project was expected to be among the first completed.

n The Oak Harbor School District board of directors approved the final design for the construction and remodeling of Oak harbor High School. n The new dock at Flintstone Park opened, and several other improvements were in the works for Oak Harbor parks. Plans were set for a park at 900 Ave. W. to include a basketball court, soccer practice field, a small playground for children, restrooms and a parking lot.

Shirlie Colby Stone April 29, 1922 – April 9, 2015
Shirlie spent her early years growing up in Coconut Grove, Fla., alongside her sister, Charlotte. After graduating high school, she worked for Eastern Airlines and then the USO — where, in 1942, she met her sweetheart, Stephen Grant Stone Jr., who was in OCS for the Army Corps. In 1945, they

The inn had been built as a resort in 1907. Steve and Shirlie fell in love with the inn and Whidbey Island and successfully refurbished and built the business back to a unique and beloved Coupeville establishment. Shirlie and Steve turned many visitors into friends. They were also members of the Oak Harbor Yacht Club and the Oak Harbor Elks Club. Upon retiring, Shirlie spent her time visiting her beloved cabins in the Methow Valley and at Ocean Shores. She painted, traveled and selflessly and intuitively knew who could use a helping hand, taking them to appointments, cooking them meals, and bringing them caring and compas-

married in Pleasantville, N.Y., and spent 20 years as military nomads while Stephen pursued his Army career — seeing Germany and Japan along the way. Shirlie was inspired by the cuisine and cultures of the countries they visited. Their three boys, Stephen Grant Stone III, John Colby Stone and Geoffrey Walsh Stone, enjoyed sharing in a wonderful military lifestyle and seeing the world. It was in the military, as an officer’s wife, that Shirlie really blossomed. Bob left active duty service and became a civilian technician working for the Navy Calibration Lab in Agana, Guam; Sigonella, Italy; Subic Air Force Base, Philippines; and finally to NAS Whidbey Island and Oak Harbor. Bob retired from civil service in 2005. Bob was a member of St. Augustine Catholic Church of Oak Harbor and the Knights of Columbus. He was a very honest man, and the Bible was his guidebook. He loved to play golf, was very organized and always planning for the future. He was fascinated by unusual gadgets and always willing to learn new computer programs. Coupeville and Oak Harbor high schools enjoyed success on the baseball diamond Friday, April 10, as the Wolves blanked visiting La Conner 7-0 and the Wildcats won 5-3 at Everett.
Curtin dominates Braves in CHS win The wind blew steady and strong across the Coupeville field, but it was pitcher Aaron Curtin and not Mother Nature who blew away La Conner in the Wolves’ nonleague win. The nasty wind made life difficult for fielders trying to track fly balls, but Curtin made sure his defenders didn’t have to worry about the weather conditions. Curtin, who pitched a twohitter, registered 15 strikeouts. The other six outs were all from ground balls. La Conner’s defense wasn’t so lucky, misplaying several fly balls batted around by the wind into base hits. Curtin and Coupeville were in control from the beginning. After Curtin struck out the side in the top of the first, Coupeville struck for two runs in the bottom half of the inning. Josh Bayne started the

With two outs, Curtin walked, then Bayne scored on a double steal. Carson Risner followed with a single to score Curtin. The Wolves added two runs in the second inning. A single by Clay Reilly and a walk to Hunter Smith got things going, and each moved up with a stolen base. With Bayne at the plate, the Wolves attempted a suicide squeeze, but the pitch was wild and bounced off the backstop. Reilly was able to
sneak under the catcher’s tag for the first run. Cole Payne later singled in Smith. In the third inning, Curtin led off with a triple, hitting the fence on the fly in straightaway right field. He scored on a sacrifice fly by Aaron Trumbull to make it 5-0. The Wolves finished the scoring in the fourth. Reilly singled and stole second and took third on Smith’s single. Like the first inning, the Wolves were able to score on a double steal. Smith scored the final run on a ground out.

Wildcats take series from ’Gulls A couple of clutch base hits, several Everett errors and a strong start by Avery Aguirre helped Oak Harbor to its 5-3 win at Everett. The victory gave the Wildcats a 2-1 edge in the series with the Seagulls and set up a showdown with Marysville-Pilchuck. M-P leads the Wesco 3A North with a 4-0 record (7-2 overall), one game up on Oak Harbor (3-1, 5-3).
The Tomahawks and Wildcats play three times this week at 4 p.m. The first game was yesterday in Oak Harbor; results were not available at press time. The teams meet in Marysville Wednesday and return to Oak Harbor Friday. Aguirre opened the Everett game with a strikeout, then gave up a run with a walk and two singles. From that point, he retired 15 straight batters. The Seagulls started the sixth inning with three consecutive hits, and two of the batters scored with the help of two errors and a wild pitch. With the score now 5-3, Aguirre gave way to Tyler Snavely, who earned the save while stranding two in scoring position in the sixth and two more runners in the seventh. Everett’s first-inning run held up until the fourth. Oak Harbor tied it when Snavely reached on an error, stole second and scored on another Everett miscue. Oak Harbor took the lead in the fifth. With two outs, Kevyn Johnson singled, stole second and scored on Trent Benson’s single. Oak Harbor tacked on three more runs in the sixth. Snavely and C.J. Meders began the inning with singles, then with one out, pinch-hitter Robert Herring ripped a two-run double to give Oak Harbor a 4-1 lead. Herring made it 5-1 when he scored on an error. Chris Trisler, who singled in the third inning, was the only other Wildcat to get a base hit.
Marathon set for Sunday The 14th annual Whidbey Island Marathon and its associated events will weave through local roads Sunday, April 19. The event includes a marathon, half marathon, 10K, 5K and children’s 1K fun run. The marathon begins at Pass Lake, just north of the Deception Pass bridge, at 7:15 a.m. The half marathon, 10K and 5K take off at Windjammer Park. The half starts at 8:30 a.m.; the other races begin at 8:45. The children’s fun run will take place after the presentation of the marathon and half marathon awards at about 11:30 a.m. near the finish line in Windjammer Park. The Whidbey Island Marathon Expo is scheduled for 11 a.m. to 7 p.m. Saturday, April 18, at the Best Western Plus in Oak Harbor. The Expo is free and open to the public. Racers are urged to pick up their running packets at the Expo. Registrations for the races will be accepted at the Expo. Oak Harbor choir rides sentimental journey Despite heavy stretch of rehearsals, shows, students keep having a blast By RON NEWBERRY

Elijah Webb’s senior year isn’t turning out quite as he expected. It’s turning out better. Figuring he’d be able to coast a little with the bulk of his credits out of the way, Webb has found that the performing arts he’s involved with at Oak Harbor High School have kept him on the go. As a member of the school’s choir club, Webb’s senior year has been a stream of performances and rehearsals, which will culminate with the spring musical “You’re A Good Man Charlie Brown.” The show opens Thursday night with the first of six shows. “It’s crazy,” said Webb, who also performed in the school’s drama club production of “All My Sons” in February and is an advanced choir student. “I don’t have time to breathe, but it’s the best. “I thought my senior year would be nice and relaxing, but it’s turned out to be the best year of my life. I’m loving every second.” For Darren McCoy, the school’s choral director and producer of this month’s musical, these past two months have been a stretch like none other in his seven years at the high school. In March alone, choir students performed in two festivals as well as Carmina Burana, a yearlong collaboration with the Saratoga Orchestra. During that same month, there were auditions and callbacks for next school year’s choir and rehearsals

The show is produced by Darren McCoy and directed by Stephen Anderson. All six shows start at 7 p.m., with doors opening at 6. Tickets are $12 at the door or $8 for kids under 12.

for “You’re A Good Man Charlie Brown,” the high school’s first musical in two years. “He never goes home practically,” sophomore Jack Landau said of McCoy. “On most days, I see him here until 6 or 7 o’clock,” junior Mily Larsen said. With the choir club’s latest endeavor, McCoy’s enlisted plenty of help. He recruited Stephen James Anderson from the Whidbey Playhouse to direct the show after the production’s original director became ill and bowed out. Anderson has 10 years of acting and directing experience in professional theater. He directed “A Midsummer Night’s Dream” at the Whidbey Playhouse two years ago. “He made a lot of changes, which is fine with me,” McCoy said. “He went and crafted the show we now have in roughly four weeks, which is amazing.” McCoy called the entire production a true community project with the painting

The instrumentalists are a blend of community members and band students. The actors are all from the choir, led by seniors Devin Moncada (Charlie Brown) and Katherine Fisher (Snoopy) and sophomore Ethan Webb (Linus). That trio performs their roles in all six shows while other actors alternate. Fisher recently performed as Juliet in the musical “Romeo and Juliet” at the Lincoln Theatre in Mount Vernon and got a late start on her school’s role as Snoopy.
She got hooked on acting after taking Shakespeare classes taught by Anderson at the Whidbey Playhouse. “That’s when I decided I wanted to do theater as a career,” said Fisher, who is headed to Lawrence University in Appleton, Wis. Until then, she gets to spend a little more time acting like high school kids with her choir mates who’ve developed close bonds over the years. During a break from rehearsals Monday night, the group’s energy never diminished as they danced, sang and laughed in a room behind the stage.
“Usually, we’re even more rowdy,” Fisher said. “This is just an absolute blast,” said Moncada, who’s been a part of the choir for three years. Katie Lof, a junior who also wants to continue in the performing arts in college, said she’s enjoyed her three years in choir and the closeness of the group through all the practice and performances. “It’s very fun,” she said. “It’s very tiring.” Even the lighting designer needed a friendly tap on the shoulder to wake up after she fell asleep during rehearsals Monday night.
“I know they’re exhausted,” McCoy said. Anderson is impressed with what he sees all around him. In Oak Harbor’s awardwinning choir group, he’s seen some good actors, too. “The kids are super talented,” Anderson said. “And I think teachers like McCoy are rare. Not only does he genuinely care about his students, he’s unbelievably talented. He could work in Los Angeles or New York or with a symphony or whatever, but he’s chosen to be a high school teacher.”

CONTINUED FROM A1 toward a troublesome patient. A nurse whom Gipson fired after she complained about her actions has since moved and wasn’t able to testify. Gipson took the stand last Wednesday and testified that she was following her years of training in responding to an attentionseeking, troublesome mental health patient by redirecting her attention. She described how she was responding to a “code gray,” issued because the patient was unruly and trying to escape from her restraints. Gipson said she entered the patient’s room and found that the nurses
weren’t following protocol. “I was profoundly disappointed that the staff had handled themselves so poorly,” she said. Gipson testified that the patient pulled an arm out of her restraints. Gipson said she held the woman’s chin while another nurse reapplied the restraints. Gipson and several defense witnesses testified that it’s a common technique in dealing with unruly patients. Brenden Hansen, a doctor at Whidbey General Hospital, testified for the defense; he worked with Gipson in running the
emergency department. He said he’s very familiar with the patient, who was diagnosed with borderline personality disorder and often arrives at the ER after becoming intoxicated. People with that disorder tend to be very unpredictable, he said, adding the woman previously assaulted staff at the hospital. Hansen testified that it’s a common technique to control patients’ heads in order to focus their attention and prevent them from hurting themselves or others. It can be necessary even when the patient is restrained, he said. Hansen said he read the
reports by the other nurses and other documents and concluded that Gipson acted appropriately. “I think there was a misinterpretation by the people on the bedside,” he said. On cross examination, Hansen conceded that it is never appropriate for medical providers to put their hands on a patient as a punishment or retaliation. He also agreed that the medical-surgical wing, where the patient was being held, is a different environment than the emergency room. The 30-year-old patient testified earlier in the week. She claimed that she doesn’t suffer from border-

line personality disorder and disputed evidence presented in the court about her history of assaulting staff members at Whidbey General and other hospitals. She claimed that Gipson choked her. She also admitted on the stand that she is suing the hospital over the incident. After the verdict was handed down, Island County Prosecutor Greg Banks said he respects the jury’s decision. Banks said his office didn’t bring charges based on the word of the patient but that three eyewitness nurses put their jobs on the line to testify about what they saw. “I felt it was a case that needed to be decided by a jury,” he said.

CONTINUED FROM Mark Brown said two corrections deputies are on paid administrative leave pending an investigation into possible department policy violations following the inmate’s death. Farris was being held on an identity theft charge out of San Juan County and was incarcerated at the Island County Jail since March 26, 2015, according to the sheriff. Brown said Farris was alone in a “safety room” inside the jail when he died. Online court records show that Farris was being held in lieu of $10,000 bail and ordered to be evaluated by Western State Hospital for competency to stand trial.
