Looking for a home or condo close to work, amenities, good schools and at an affordable price? If so, you have lots of company. Along with much of the rest of the Puget Sound region, the inventory of homes available for sale on the Island has reached a record low. As of April 13, there were 53 listings for single family homes on Mercer Island. Just three were priced under $1 million. As a result of fewer homes to choose from and perhaps due

Mercer Island Police reported that a man was killed on April 8 at his home, which was under construction, at the 8800 block of S.E. 39th Street. Police said that the property owner, 40-year-old Jack Chen, had stopped by the house to check on construction progress. Workers were attempting to raise a wall, but were unable to get the wall in place and felt it slip. According to police, the workers abandoned their efforts, backing away quickly while the wall fell to the ground. The homeowner had apparently jumped in to assist, and was crushed when the wall fell on him.

Court reinstates discrimination finding against MISD By Mary L. Grady

The Washington State Court of Appeals said in a decision published Monday, April 13, that it will reinstate the original decision by the Office of the Superintendent of Public Instruction (OSPI) that the Mercer Island School District was ‘deliberately indifferent’ in its actions to investigate and deter discrimination and harassment suffered by an Islander Middle School student in 2011. The parents of the student had complained the district did not adequately address claims of racial slurs and related harrassment behavior as required by state law. The first decision regarding the matter by Administrative Law Judge (ALJ) Michelle C. Mentzer, on behalf of OSPI, said that the school district mishandled an investigation and its aftermath regarding two incidents involving the student, who has special needs.
The school district appealed that first decision to King County Superior Court where the ALJ decision was overturned. The family of the student then appealed to the Washington State Court of Appeals. The Appeals Court found the school district did not respond properly to the incidents and that with its “failure to conduct an adequate investigation,” among other issues, was deliberately indifferent to the reports and effects of harassment. Those actions and inactions also violated the Equal Education Opportunity Law, the court said. The decision does refer to newer standards regarding the handling of such events that were not fully established by OSPI until 2012. Yet, Monday’s decision by the Court stated in part that the school district’s failure to abide by those standards resulted in the violations of which it stands accused. District Superintendent Dr. Gary Plano said, “While disappointed in the outcome, the board will review the decision and consider its options at the April 14, 2015 board meeting in executive session.”

Katie Knight, who has worked for the city of Mercer Island for the past 10 years, is leaving before summer to pursue her passions and deal with a medical condition. Knight was diagnosed with wet macular degeneration in 2011, losing central sight in her left eye. It makes it difficult to drive and read, though she’s been able to keep working with support from the city and Services for the Blind. She started losing vision in her other eye in January 2014. “I’m recognizing my limitations but still doing my job,” she said. “It’s stretched me in ways I didn’t expect, but I think there are two choices in how you handle

These plans explain how much growth is expected, and where it will be accommodated. Mercer Island’s Comp Plan update is set to be adopted by June 30. At the study session, Joseph Tovar, a land use consultant, former City Planning Director and former member of the Central Puget Sound Growth Management Hearings Board, and Susan Drummond, a prominent land use attorney, will discuss the city’s GMA responsibilities and options. Residential solar fits so well into the evolving story of renewable, clean energy for our community, and aligns with our carbon commitments under the King County-Cities Climate Collaboration (K4C),” said Mayor Bruce Bassett. For the past few months, the city has been planning a large investor-funded “Community Solar” array for the roof of City Hall. Group wants vote on bus integration proposal Reporter Staff
Almost 70 residents have signed a petition on Change.org to put proposed Sound Transit agreements to a public vote. Mercer Island and Sound Transit are in discussions that, according to the petition, will significantly alter the flow of buses on the north end of the Island and have a significant impact on all Islanders. “The public has not been informed of the ramifications of these changes, nor provided the necessary time to develop a full understanding of the changes that involve a complex mix of bus, train, parking, and development,” the petition states. Petition supporters believe that a clear, comprehensive plan should be provided, and should include the ‘final’ details about the train, bus routes and downtown development. “This plan should include details on commuter parking, bus traffic, site development and other elements that will be involved. This plan should then be put to a vote of the people of Mercer Island,” it states.

ote Yes to approve King County Prop. 1- an urgently needed investment in public safety. Our first responders in King County are currently using a seriously outdated radio network to dispatch and respond to emergency situations. This decades-old system was designed in 1992 and built for a county with a smaller population spread over a much smaller geographic area. Capacity of the system can be strained today even in moderately large incidents and large areas of the County suffer from poor or no radio signal. A vote to approve King County Prop. 1 will fix these very serious issues. When callers dial 911, emergency responders use the radio system to locate them, dispatch support and coordinate response on-site. At every step in that process, it is absolutely essential that our responders have the resources they need to get the job done. Our communities are safer when our emergency personnel have reliable tools. The emergency radio network is a critical tool that is used by Fire, Police and EMS to do their jobs on every call, every day, across all 39 cities and the unincorporated parts of King County. A vote to approve Prop. 1 will provide essential equipment that our first responders need to communicate during life-threatening emergencies. The project will build, improve or replace towers and shelters at radio sites; install all the radio and peripheral infrastructure needed for system functionality; replace all dispatch console equipment; and, replace end user radios for public agencies. Without this network, the safety of our responders and the public will be at risk. Please vote to Approve King County Prop. 1 for the April 28 election. No more property taxes Vote No on Prop. 1 King County is asking for another increase in the levy on property taxes. In the past 20-plus years, I have supported increases in levies to help schools, the library system and the multiple other requests for various needs which were to improve the quality of life here in King County. However, most of what I’ve noted is the enormous increase in the property taxes I must pay each year which have currently reached astronomical rates. When will this stop? We do not need an additional increase in the levy, we need to cap valuations which—at the current rate—will drive those of us who are retired and living on fixed incomes out. No! A thousand times, no! No additional property tax increases. I encourage all my fellow property owners in King County to vote no on Proposition No. 1 and to join me in demanding a cap on property valuations here in King County. Linda Bonin Kirkland
Support bi-partisan state transportation bill After many, many months, the issue of paying for the SR-520 $1.4 billion shortfall is once again at a critical juncture. I appreciate the seriousness of education funding but it is time to focus on the funding state transportation
needs. Funding for education will follow. After all, a poor state transportation package will really negative implications for our education finance models. The concern is the State Legislature will toll I-90 to pay for the SR-520 shortfall. A 41-8 bipartisan Senate vote passed a good transportation package (SB 5988) that is acceptable in terms of revenue sources, projects and reforms. This package includes spending for highways, ferrys, transit, cities and counties, fish culverts, bike and pedestrian grants and the State Patrol. The primary mechanism to pay for these projects is with an 11.7 cents per gallon gas tax increase. I endorse the Senate’s transportation proposal before the House and hope you will also. I am very supportive of the gas tax increase as the most effi-
cient broad base user tax available to pay for major highway projects across the state. The gas tax is environmentally responsible because it directly and efficiently taxes that which produces carbon. The 41st District is fortunate to have Representative Judy Clibborn as the Chair of the House Transportation Committee. I remain guardedly optimistic this package will progress through Rep. Clibborn’s committee substantially intact. It’s a good package for the State, the Region and the 41st District. Email Rep. Education briefs School leaders talk money with legislators Mercer Island Superintendent Dr. Gary Plano, CFO Dean Mack, Jackie Brown of the Mercer Island PTA Council and community member Ralph Jorgenson traveled to Olympia March 31 and met with legislators to discuss funding issues facing the Mercer Island School District. Mack said the group was able to meet with Rep. Judy Clibborn and Sen. Steve Litzow, while Mack connected with Rep. Tana Senn separately from the Olympia trip, and discussed the consequences of reducing local levies within the district. One of the primary discussion topics regarded an offset of costs from Time, Responsibility, Incentive (TRI) pay, or costs the district assumes to give teachers extra pay for extra assignments. “We were trying ensure our representatives understood that if they reduce local levies, like it is being suggested by the legislature coming off the McCleary ruling, that they also have to assume responsibility for TRI,” Mack said, adding failure to offset those costs would make hiring teachers much more difficult. The second major issue the group discussed regarded legislators addressing pay raises for school employees. “This time period with no raises has gone on too long, and the middle class is shrinking,” Mack said. This trip marked the second made by community members associated with MISD this year. An Advocacy Committee went to Olympia on the Martin Luther King, Jr. holiday Jan. 19 to also discuss funding issues within MISD.

Science teacher selected for UW research program Mercer Island High School science teacher Larry Bencivengo has been selected for the 2015 Research Experience for Teachers Program at the University of Washington Center for Sensorimotor Neural Engineering (CSNE). The summer program, from June 29 until August 14, includes collaborative res e arch, lectures and workshops for a selective group of Larry teachers. “ T h i s Bencivengo summer I will work in one of the CSNE labs at the UW, partnering with a researcher to develop a research project,” said Bencivengo. “I will also attend lectures and workshops with the five other teachers who received internships, with the goal of developing curriculum for our classrooms.” As a result of his participation in the program, Bencivengo will get classroom assistance during the 2015-16 school year as he implements the curricular materials in his classes. “Larry is an amazing teacher who is always looking for professional growth opportunities that will benefit the learning of his students through his ongoing learning of science,” said MIHS Principal Vicki Puckett.

Two Mercer Island teams, The Seven Sparks and Sushi, were chosen to advance and represent the state of Washington at the Destination Imagination Global Finals in Knoxville, Tenn., in May. “The recognition list seems to grow each year, as our students attend local, state and now global competitions, said Mercer
Island School District Superintendent Dr. Gary Plano. “These students, along with their teachers and parents, are clearly connecting with the overarching story we all know as the 2020 Vision.” This is the ninth year that Mercer Island students have competed in the non-profit DI program, which presents educational challenges to students in a variety of areas to enable students to develop 21st century skills like creativity, teamwork and problem solving. The Seven Sparks earned first place in the elementary Technical Challenge, in which they were required to build a creature that could complete three separate tasks. Sushi earned first place in the middle school Structural Engineering Challenge. Anantika Mannby, a member of The Seven Sparks, also earned the Renaissance Award for exceptional engineering in her creation of the creature. Team members of the Seven Sparks include: Mannby; Andrew Yeh; Vishy Kamalapuram; Aidan Klein; Sai Pipavath; Agnes Mar; and Thorin Finch. “Sushi” team members include: Nico Galvin; Ichi Nakata; Sophia Ristuben; Justin Skene; Ryan Shobe; Alex White; and Lila Shroff. School district still closed to off-Island students
Mercer Island School District Superintendent Dr. Gary Plano announced that the district is closed to new non-resident student applicants for the 2015-16 school year, including students who were granted non-resident enrollment for the remainder of the 201415 school year after becoming nonresidents during this year, due to inadequate space, facilities and staff. The district does allow certain non-resident students to apply for nonresident status. According to Board Policy 3141, the district accepts students and their school-age siblings were previously enrolled under district policy prior to June 30, 2013. As provided for in state law, children of district employees, children of its contracted services employees and children of military families are allowed to attend as non-resident students and must submit the appropriate application.

FRAUD: A 63-year-old Island man at the 3600 block of West Mercer Way said that he was notified by the H&R Block tax preparer that a tax return had been filed using his identification as the spouse of another and therefore his return had been rejected. WARRANT ARREST: A 25-yearold Bellevue woman was taken into custody at the 9600 block of S.E. 36th Street for a misdemeanor warrant from Tukwila PD. She was booked into SCORE Jail.

APRIL 2 THEFT: A 41-year-old Snoqualmie woman reported that her front license plate was stolen at the 8200 block of S.E. 72nd Street. THEFT: A 66-year-old man reported that his bicycle had been stolen from the Park and Ride on North Mercer Way. ASSAULT: A 52-year-old Island man driving a car and a 38-year-old Kirkland man on a bicycle got into a verbal argument over use of the roadway. The driver pushed the other man off his bicycle and down a small staircase from West Mercer Way onto private property. There was slight damage to the bicycle and motor vehicle, but no injuries were reported at the scene. COLLISION: Police were dispatched to the 8800 block of S.E. 78th Street after getting a report a duct-taped tree, a sign of a possible hit-and-run. After an area check, they found a car in a cul-de-sac near the scene that had tree bark in and hanging on its damaged front end. The owner of the vehicle said she had overaccelerated and collided with the tree. She called her insurance company but didn't know it was her responsibility to contact the property owner or the police. Her infraction was sent to the Mercer Island Municipal Court for mailing.

Mary “Mimi” Merrow Paden
Mimi passed away on March 24, 2015. She was born on June 1, 1932 in Pennsylvania to parents Oliver Wolcott Merrow and Julia Mildred Baxter Merrow. Her favorite childhood memories centered around riding her horse on a farm in Merrow, CT and sailing in Mystic, CT. She graduated from Winchester (MA) High School and Colby Junior College. After college, she was an EEG technician at Children’s Hospital in Boston. On a trip to visit her brother in Seattle, she was set up on a blind date with David W.J. Paden. She and Dave married in 1955 and spent the early years of their marriage racing sailboats and exploring the Northwest.When they first moved to Mercer Island in the late 1950s, they had difficulty getting a mortgage because the land was zoned rural. After several years in Oregon and Texas, they returned permanently to Mercer Island in 1967, where they were known as local experts at catching sockeye salmon in Lake Washington. For thirty years, Mimi volunteered at and managed the charitable antique store Emmy’s Attic and was a member and president of the Mercer Island Children’s Hospital Orthopedic Guild. This was an era of community building on the Island. Mimi was preceded in death by her husband Dave in 2001. She is survived by her children Margaret Paden (Joe Ford), Brian Paden, Julia Paden (Brian Hulse); grandchildren Guy Paden (Heather Stoken), Brice Hulse, Eleanor Hulse; and great grandson Nathan Paden. She is also survived by her siblings George Merrow and Judy McGovern. Mimi requested to be privately remembered. 1298050

Workers on site began CPR and continued while police and fire arrived and took over the process. The patient was transported to Overlake hospital, where he was pronounced dead. According Jack Chen to the web- DDS site for his dentistry practice in Renton, Dr. Chen graduated from the University of Southern California School of Dentistry (Herman Ostrow School of Dentistry of USC) in 1999. He then completed a Master in Business Administration (MBA) at the University of Washington in 2002.
Chen had been serving patients in Renton and surrounding areas at Impressions Dentistry since 2005, at 1717 N.E. 44th St. in Renton. The Renton Reporter named the dental practice as a winner in the ‘Best of Renton’ contest in 2009. Dr. Chen enjoyed spending time with his wife Angie and their two sons. His hobbies included computers, photography, sports, and studying history, the website said. Chen’s wife and two children were transported to the hospital by firefighters after the accident. Mercer Island detectives are investigating the accident and the Washington state Department of Labor and Industry was notified.

For various reasons, the Mercer Island boys had their April 8 matchup with Liberty circled on their calendar. Both teams came into the 3A KingCo contest undefeated in league play, and despite both squads missing players due to spring break,
both were looking to gain ground in the competitive upper tier of their conference. For 78 minutes, Liberty appeared poised to take control of the division. But in the blink of an eye, everything changed. Getting a game-saving goal from Freddy Kleemann and another in overtime from Ryan Hill, Mercer Island pulled out a come-from-behind 2-1 overtime win over Liberty Wednesday, April 8 at Liberty High School. The Islanders (5-1-2, 5-00) were nearly dead in the
water, trailing the Patriots 1-0 going into the final two minutes of regulation and facing their first league loss of the season. But with a corner opportunity in the 78th minute, Daniel Espeleta found Kleemann, who put the ball into the net to tie the game and send the contest into overtime. In OT, it was Kleemann again, this time finding Hill for the game-winning goal. “Freddy did a great job waiting in the middle and saw that I was making one across the back line. [He] pops it over in between [the defense] and gives me
a chance to make a play on the ball,” Hill said. “From there it was just muscle memory, I’ve hit that shot a thousand times on the training grounds. Inside left foot curler, found the side netting, perfect way to end the game.” Mercer Island coach Colin Rigby called the win a “game that changes team dynamics.” “During the regular season, we haven’t had as much adversity as I wanted and tonight, Liberty came out with a great performance

In their season’s first matchup with cross-lake rival Bellevue, the sun was shining and Mercer Island needed seven innings to get its offense going, as Bellevue’s starting pitcher nearly earned a completegame win. But things couldn’t have gone anymore differently the second time around. Under gray skies and rain, Mercer Island ham-
mered Bellevue 17-5 in five innings Friday at Bellevue High School, splitting their two-game stand with the Wolverines and climbing back into a first-place tie in the 3A/2A KingCo standings. Coming off a 3-2 loss to the Wolverines two days prior in which the Islanders didn’t score until the final inning, Mercer Island coach Dominic Woody said he was looking for his team to be more aggressive early on. “I just didn’t feel like when we came out here the other day, it was representative of our best effort,” Woody said. “We just wanted to make sure that we refocused and were ready to rock ‘n roll from the get-go today.”
The Islanders (10-2, 8-2) opened with two runs in the top of the first inning and led 3-1 in the second. Bellevue (9-2, 8-2) nearly made it 3-2, but after Isaac Lee shot a double into the left-center gap, Mercer Island’s Brandon Lawler gunned down Bellevue’s Connor Todd at the plate with a throw from the outfield to minimize the damage. Mercer Island loaded the bases in the third, and with two outs, George Pallis swung for a bases-clearing double to kick off a five-run inning for the Islanders. “[There were] two strikes

With his overtime goal, Hill kept his five-game KingCo scoring strike alive after being held scoreless up to that point. But that statistic wasn’t what was on his mind after Wednesday’s win. “The stat that matters is we’re now 5-0 in the regular season,” Hill said. “The goals are good and all, but looking back to last year, almost half my goals came in the postseason, so that’s not something I’m super worried about right now. It’s really just getting to the postseason and getting that [top] one or two spot in KingCo.” Mercer Island hosted Bellevue Tuesday, April 14 after the Reporter deadline. Sound Publishing, Inc. is currently accepting applications for a Circulation Manager. Customer Service or Management background preferred. Position will be based out of the Federal Way office. The primary duty of a Circulation Manager (CM) is to manage a geographic district. The CM will be accountable for the assigned newspaper as follows: Recruiting, contracting and training independent contractors to meet delivery deadlines, rack and dealer collections, insuring delivery standards are being met and quality customer service. Position requires the ability to operate a motor vehicle in a safe manner; to occasionally lift and/or transport bundles weighing up to 25 pounds from ground level to a height of 3 feet; to deliver newspaper routes, including ability to negotiate stairs and to deliver an average of 75 newspapers per hour for up to 8 consecutive hours; to communicate with carriers and the public by telephone and in person; to operate a personal computer. Must possess reliable, insured, motor vehicle and a valid Washington State driver’s license. We offer a competitive compensation and benefits package including health insurance, paid time off (vacation, sick, and holidays), and 401K (currently with an employer match.)
