The state of the city’s Youth and Family Services Department (YFS) will be a key item at the joint meeting between the City Council and School Board on April 30. YFS provides a broad range of human and community services to Mercer Island residents, including senior services, emergency assistance, a food bank, employment assistance and a job board. It also oversees the mental health counselors in each of the Island’s public schools, and runs drug and alcohol prevention programs. YFS is a public-private partnership that relies on funding from community donors, the Mercer Island Thrift Shop, the city’s general fund and services agreements and contracts with the State of
Washington, King County, the federal government and the Mercer Island School District (MISD). It’s a unique arrangement, and not without challenges. The YFS fund is facing a $192,000 deficit in 2016, having received less support from the general fund and MISD beginning in 2010. In addition, the Thrift Shop has experienced a plateau in sales and a loss of longtime volunteers. YFS is undertaking a needs assessment this year, working with consultants and community partners to determine which services are crucial, and which could be cut.

The city may be able to cover some of the deficit with its banked property tax capacity. The Council decided to wait for the YFS report and public process to be complete before allocating the money, said Finance Director Chip Corder. During budget discussions, the Council decided to contribute additional funds to hire another counselor for Elementary Number Four. The funding arrangement for counselors is something that continues to be discussed between the city and the school Berk Consulting district. “Moving forward, the Department will either need to find a dedicated, consistent and adequate funding source to maintain the current service configura-

Islanders hoping to obtain public records from the city may have to wait a while, as many of the requests received this year have been “voluminous,” said City Manager Noel Treat. City Clerk and Public Records Officer Ali Spietz has “tens of thousands” of emails to look through to comply with citizens’ requests for information. Just like any other public entity, the records of the City of Mercer Island are open to the public and subject to state public disclosure laws. These laws, defined within the Washington State Public Records Act RCW 42.56, support and enforce the public’s right to be informed about what their government is doing. Councilmember Mike Cero said on April 20 that he has received complaints about how long some public records requests are taking. There are 28 requests in the queue right now, and some could take up to four months to complete, Treat said. “We want citizens to have access to information, but the trouble is that there’s a lot of staff time involved,” Treat said. The city processes the requests in turn of order received. Cero suggested that the city may need more resources to be
more timely in its responses. “Citizens lose confidence in the transparency of our organization … when they get that information when it’s no longer relevant,” Cero said. Finance Director Chip Corder said he has been looking at software—including Socrata and opengov.com—to put financial records online for faster and more transparent public access. “These two tools are focused on making governmental financial information (budget and actual) readily available and digestible to the public,” he said. Corder said that he will talk to the Council at its June miniplanning session about the tools, and what they offer to citizens, elected officials, and staff, how much they cost and how much staff effort is required to implement them. The City of Redmond uses Socrata, he said. The benefits are making the budget more understandable to the average citizen, making finances more transparent and “providing folks with a ‘do-ityourself ’ capability,” he said. Mercer Island received 275 general records requests and 440 police records requests in 2014. The most common types of records requested are building and land use permit records for Mercer Island properties and police reports, Spietz said.

YFS receives $155,000 per year from the Mercer Island Youth
and Family Services (MIYFS) Foundation. Its main fundraiser is the ‘Giving From the Heart’ breakfast, which brought in $150,000 in 2015. Options for addressing the coming deficit include: reducing YFS services, increasing School District financial support, increasing general fund support (which would result in a corresponding service level reduction in other areas) or submitting a levy proposition to Mercer Island voters, according to the agenda bill.

News briefs Congressman Smith to speak at Chamber lunch Ninth District Congressman Adam Smith will speak at the Chamber of Commerce membership luncheon at noon on Thursday, May 7. Smith, in his ninth term, is the Ranking Minority member of the House Armed Services Committee, where he is a strong advocate for military personnel and their families. He has also served on the House Foreign Affairs Committee and the House Permanent Select Committee on Intelligence. The luncheon is open to the community, but reservations are requested. Luncheon cost is $15 for members and $20 for non-members and members without reservations. Library remodel project now ‘reset to zero’ Islanders gathered at their local library on April 23 to hear an update on the King County Library System (KCLS) proposed remodel of the building. KCLS staff and library patrons discussed the results of the Mercer Island Library survey, which was distributed online and received more than 2,000 responses. KCLS Director Gary Wasdin emphasized that the library remodel project was starting over, that the process had been reset to zero. The survey identified a number of common threads, including preserving the character of
the Mercer Island library, maintaining the drive-up book drop and expanding the number of hard copies of books and media, said Gary Robinson, member of the Concerned Citizens for Mercer Island Library group, which formed last year in opposition to the proposed remodel. The Concerned Citizens want to preserve the original unique design, warmth and feel of the library, keeping the current layout, architectural elements, art, shelving, furniture, book drop and paint colors. In terms of renovation, they suggest updating the library’s computer and communication technology, installing LED lighting with automatic sensors and an energy efficient HVAC system, creating a repository for Mercer Island history and implementing an automated materialshandling system to speed delivery and reduce theft. Meeting attendees also noted that the library should be more ADA-compliant, have a sprinkler system and more electrical outlets, and provide places for teens, children and tutors to read and work. The next Mercer Island Library Board meeting is on May 18 at City Hall. Library patrons are encouraged to send comments to Wasdin at gawasdin@kcls.org until the May meeting.

T
omorrow marks the 40th anniversary of the Fall of Saigon. On April 30, 1975, Communist North Vietnamese and Viet Cong forces captured the South Vietnamese capital. The South Vietnamese government surrendered. It was finally over, we thought. Some sort of end had been expected. A few months earlier, President Richard Nixon had said the United States involvement in the war would stop. Yet, the war did not end the right way. The South Vietnamese people (and we by extension) lost — to the Communists! In the U.S., the events of those last days signaled the end of a long, excruciating period of outrage, anger and protest against the war and the Nixon administration. But while the withdrawal of U.S. troops was a relief to Americans, the Vietnamese people were abruptly left to fend for themselves. The iconic photographs of the chaos in the days that followed, tells the story. The Vietnamese people left everything behind, including some family members, as they ran for their lives. Back home in front of the TV that weekend, Americans had no idea what was happening to the Vietnamese people. We were just very glad that our friends, brothers and sons would no longer worry about being drafted. No one else would die. But that was no so. The story we remember now is not about Nixon, but the Vietnamese people trying to live, trying to save their families. We think about the struggle, the cruelty of the both the physical and political battle on all sides—once again, simply about power and control. Turns out, those of us who merely lived first are the lucky ones. This region has been enriched by the Vietnamese people who have made their homes here. They are our friends and neighbors, teachers and doctors, in-laws and co-workers. We hope they feel the same.

But at the Friendship Circle, he has over 140 teenagers ready to play with him! We love coming to the Sunday Circles at the Mercer Island Community Center. These circles provide 2 hours of respite for my husband and I, and the ‘Sib Circles’ are a wonderful support for Milo’s brother, Sam. We cannot get over how amazing these teens are for giving up their precious time to hang out with our son. And we cannot believe this is free for our family! On April 22, Senate Republicans introduced a school-finance reform proposal, co-sponsored by Sen. Steve Litzow (R-Mercer Island), that aims to create a more fair, stable and sustainable system to pay for the state’s K-12 schools. The key element of Senate Bill 6109, sponsored by Sen. Bruce Dammeier (R-Puyallup), is a shift in responsibility from local school district levies to the state common-schools levy. Dammeier said the intent of the bill is to correct inequalities by having the state reassume the financial responsibility for basic education, such
as teacher’s salaries. The effect is a tax increase in wealthier school districts with high property values. The state would lower local school district levy taxes by capping them at $1.25 per $1,000 of assessed value, while raising the statewide common schools levy to $3.30 per $1,000 in value by 2020. The plan is said to be “revenue neutral,” but would raise property taxes for 60 percent of Washingtonians in 2019, said Washington State Democratic Party Spokesman Jamal Raad. The bill would raise property taxes in MISD by $1.03 per $1,000 of assessed value, Raad wrote in a press release. The median home value on Mercer Island is $1,043,700. The Mercer Island School District received four applications for the soon-to-be vacated School Board position No. 5 at its 5 p.m. deadline Friday, April 24. Tracy Drinkwater, David D’Souza, Bill Hochberg and Ralph Jorgenson all submitted applications for position No. 5, which
will be vacated May 14 with the resignation of Board President Janet Frohnmayer. Frohnmayer is moving to Seattle. Island Forum For the last eight years, I have had the wonderful opportunity to teach high school math on Mercer Island, a community that truly appreciates the value of education and fully supports our District. Mark Shafer In addition to being a teacher and resident of the Island, I am a Republican and a retired Marine colonel. As we approach May and Teacher Appreciation Week, the Legislature is considering two separate budgets to fund education, but both fall well below the demands of the McCleary decision and the recently passed initiative to cap class sizes. In this, the so-called McCleary session, the legislature falls far short on educator pay, even while the Supreme Court says there is nothing more basic than pay. Educators have not had a COLA (cost of living allowance) in six years. Legislators will receive 11.2 percent pay raise this year, but not teachers. The best proposal out of Olympia, from the House, provides a 4.8 percent COLA, and the Senate only 3 percent. Further, the Senate budget doesn’t improve health care allocations, in spite of double digit increases in health care costs. The net effect is that many educators will see no change in their take-home pay, or in
some cases will see it go down. COLA is not a pay raise, but is meant to prevent us from falling further behind. The six years without a COLA has resulted in a loss of 13 percent in purchasing power. And teachers in our state are dead last in the West Coast for pay. So, while we educators love and greatly appreciate the lunches, notes, and flowers typically given during Teacher Appreciation Week, this year we ask that you send your notes to Senator Litzow, and Representatives Senn and Clibborn. Let them know how much you appreciate your Mercer Island educators: the bus driver who greets your kid with a smile every day, the playground aide who keeps your child safe, and the teacher who guides your student’s learning every day. We deserve better, our community deserves better and our state deserves better. We need your voices to require our Legislature to do better. Tell our representatives to show their teacher appreciation by fulfilling their constitutional duty and amply funding education. To meet all the needs of our state, Washington needs new revenue sources to ensure all families have access to the education, social and health services they need.

John MacDougall Davis
John M. Davis, born in Seattle on February 20, 1914, died at Covenant Shores on Mercer Island on April 17, 2015. Mr. Davis enjoyed living on his parents’ property on Mercer Island during his youth, and raised his six children on the same northend property. His career in law began in 1940, and grew into the firm of Davis Wright Tremaine. Mr. Davis sat on the Mercer Island School Board for ten years as both member and chair. After his family was grown, he and his, wife, Ruth, lived at Covenant Shores for over 20 years. A Memorial Service for Mr. Davis will be held at 10a.m. Friday, May 15, in the Fellowship Hall at Covenant Shores at 9107 Fortuna Drive, Mercer Island, Washington. All are welcome. We, the Congregational Church on Mercer Island, are proud to call the Rev. Roberta Rominger. A history maker and tradition breaker, Rev. Rominger was the first woman and first American to be called as the General Secretary of the United Reformed Church of the United Kingdom, the church’s highest office. Her return to the United States and call to serve here signifies a great coup for the Mercer Island community. A Silicon Valley native, Rev. Rominger’s life has unfolded in many ways she did not expect. After being ordained in the United Church of Christ and serving her first congregation in Tombstone, Ariz., just down the street from the OK Corral, Rev. Rominger became a mission associate with the United Church of Christ (UCC) serving in the United Kingdom. In 2005, she joined 600 women ministers from across the U.K. in a march to “Make Poverty History.” These women gathered in Trafalgar Square and marched to No 10 Downing St., the home of former

They exchanged wrist bands. A distinguished leader, Rev. Rominger was appointed General Secretary for a seven year term (20082015). One highlight was joining the Archbishop of Canterbury in a celebratory event at the Westminster Abbey with the Church of England to facilitate healing and reconciliation of the split 350 years ago. Rev. Rominger is eager to return to the UCC. “I have really missed the United Church of Christ with its bold stands for progressive theology, inclusiveness and social justice, and CCMI embodies all of

The city held a special meeting for the Town Center stakeholder group on Monday, April 27, after the Reporter deadline, to address issues regarding height and density that came up during their last workshop. The final public input meeting for the Town Center Visioning process, which was scheduled for April 27, has been postponed until May. Last week, the Town Center stakeholder and liaison groups met to go over the consultants’ proposals that will be taken to the City Council. Some were concerned about proposed building heights. Public input seemed to suggest that Islanders wanted to see taller, five-story buildings near the freeway and two or three story buildings moving toward Mercerdale Park. “The presentation pushed to up zone the special automotive district to four stories from three. They up zoned Key Bank next to Albertson’s from four to five. They up zoned the plaza Island Books and the dry cleaners are in next to the fire station from three to four” Tom Acker, Save our Suburbs (SOS) group leader and stakeholder group member, wrote in an email. “They also down zoned buildings that are already built and going nowhere— meaning they aren’t going to be torn down. Farmers Insurance was down zoned from five to three.” The stakeholders wanted more time to discuss these issues, so the city scheduled another meeting to make sure Islander input is considered in the consultants’ proposals. Throughout the Town Center code revision and
public input process, residents commented that they wanted to see wider sidewalks, greater setbacks and more prescriptive incentives for added building height. The city hired Seth Harry and Associates to take the lead on writing a form-based code, and Three Square Blocks to focus on community engagement. Some issues have yet to be solved: what type of street parking, such as parallel, angled or pocket parking, is desired, what the retail frontage should look like on the three main streets— 77th, 78th and 80th—in Town Center, where bike lanes should be located, and how the city can getan open public plaza space. One of Harry’s solutios involves a way to get more significant public amenities in exchange for height. Harry’s proposed requirements and incentives for buildings include: Base (all development): basic front building setback/ sidewalk easement, basic landscaping and streetscape improvements and “walkoff ” public parking. Tier 1 incentives (for a + 1 floor): additional front building setback/sidewalk easement, third floor step‐ back, proportional affordable housing contribution and green building features. Tier 2 incentives (for a +2 floor): All Tier 1 incentives, PLUS – additional front setback/sidewalk easement, additional building articulation, additional affordable housing contribution and proportional contribution to public parking. Tier 3 Incentives (for a +3 floor): All Tier 2 incentives, PLUS – additional front setback/sidewalk easement, mid‐block pedestrian connections, additional building articulation and proportional contribution to public parking.

GMA sets parameters for city, Town Center growth Reporter Staff
The City Council held a study session on Mercer Island’s opportunities and obligations under the state Growth Management Act (GMA) on April 20. Joseph Tovar and Susan Drummond discussed the planning and legal aspects of the act. One of the bedrocks of the statute is the encouragement of citizen involvement, Tovar said.
“The public will have disagreements among themselves, but they have to be heard,” he said. The debate on Mercer Island centers around how much growth the city can accept without it creating an adverse impact on schools, traffic and services. Drummond said that the GMA emerged after people started asking the question, “How do we protect what
matters to us about our community?” She said that there are ways to push back against growth targets, and that involving the public can make a difference in terms of litigation, which could ensue if the city is found to be in noncompliance with the GMA. Anyone can file an appeal with the Growth Management Act Hearing Board within 60 days of the city adopting
its Comprehensive Plan. The burden of proof is on the filer to show that the city doesn’t comply with the requirements. “At the end of the day, it’s your plan, so long as those plans are consistent with the goals and plans of the GMA,” Tovar said. Tovar also said that representatives from the city could argue that the growth target number it has been given is incorrect.
Mercer Island currently has enough zoned capacity to be in compliance with the GMA. The first reading of the Comprehensive Plan update is scheduled for May 4. According to Mercer Island’s curent Comprehensive Plan and to the 1994 Town Center vision, additional growth is expected to be accomodated in taller, mixed-use buildings downtown.
Islanders give input The citizen input that has been collected online and in person on the Town Center is available to view on the city website. Here are some of the comments: “Higher density around the edge but much less in center. Walkability a must. But City must be willing to enforce codes. Please be transparent.” “1. Limit the height of new buildings so that downtown MI doesn’t feel like a jungle of tall buildings. 2. Provide central parking so that shoppers can walk from store to store rather than drive. 3. Provide green space and benches so that older adults can walk and sit.” “I realize that we should update our Town Center. However I would like to keep a small town feel to the center ... Parking is a problem and hopefully garages underground facilities or areas behind buildings can address these issues.” “I would love to have at least three city blocks in the town center limited to pedestrian only. I think the best area for this is 78th between 27th and 30th. I love the promenade in Santa Monica. I envision fountains, benches but most of all a way for folks to gather outside allow kids to play while parents are drinking coffee ... I think something like this would encourage more people to park once and get more errands done on foot. This in turn will help people connect better.” “I imagine a vibrant Mercer Island downtown in which the Walgreens and McDonalds properties are turned into a town square surrounded by midrise mixed-use buildings with street-level shops and restaurants and parking tucked away inside.” “Please don’t allow trees to be cut down on any part of the island! Please stop allowing the city to cut deals with developers and increase height. The trade-offs have not been worth it. Look at original plans that called for a circular way around the town center. Tighten up zoning and don’t bend over to get developers here... they should pay more for the right to even build and should not get concessions.”

The city has issued 12 demolition permits so far this year, 10 of which were for single family residences. Permits to demolish 45 housing units were issued in 2014. An average of 45 homes were torn down every year from 2004 to 2007, but that dropped to about 20 in 2008 to 2012 due to the recession. Activity rebounded in 2013, when 58 demolition permits were issued. The forecast for 2015 is that 50 single family homes will be torn down.

Winning streaks were on the line as the undefeated Mercer Island boys lacrosse team took on the Metrodivision leading Eastside Catholic Crusaders Saturday night at Islander Stadium. Both heavyweights got their shots in, with the Crusaders striking early, but the Islanders delivering the final knockout blow. Overcoming a fivegoal deficit in the first half, Mercer Island used a second-quarter scoring outburst to rally past the Crusaders 13-9 Saturday evening and keep its perfect season intact. It was a physical, smashmouth contest littered with 11 penalty flags throughout, with the Islanders and

The bar was set high as the Mercer Island girls water polo team took on undefeated Newport Wednesday, April 22 at Newport Swim and Tennis Club. For the Islanders, it was a chance to see how they measured against a seasoned squad such as the Knights. But after holding Newport’s offense to single scoring digits, Mercer Island couldn’t make up an early four-goal stretch by the Knights, falling to Newport 6-3. Despite the losing effort, Islander coach Blake vanHartesvelt said he saw strides from his team as it went up against one of its toughest opponents. “All in all, it was a good game. We executed as we wanted to, but we just gave

Aside from the poor defensive stretch in the second quarter, vanHartesvelt said he felt Wednesday’s effort was much improved since the Islanders’ first matchup against the Knights in March, a 7-3 Newport win. “We’re communicating better which is huge,” he said. “We’re playing more like a team. We’re getting more comfortable with each other and we know what to expect from each player. Being able to be in the water and to know that and do that, it just helps tremendously.”
While the Islanders maintain a goal of matching last season’s progress and finishing as a top four team in the state, vanHartesvelt said the Islanders will try to see just how far they can climb. “Newport is a top two, top three team in the state and we just put ourselves in a position to beat them,” he said. “We’re already in a position to get fourth, now we’re just trying to finish out the season and put ourselves in a position to get first.” Mercer Island took on Inglemoor and Curtis after the Reporter deadline. Kayla Lee was third in the 400 (58.71), Alexa Bauman was fifth in the 800 (2:24.44) and Cece Rosenman was sixth in the 3200 (11:17.38). “As a kid I was fascinated with the avant-garde cartoons in MAD magazine drawn by Mort Drucker,” Palmberg admits. “While developing my skill as a serious artist in college, I was always doodling in class. I realized I had a gift.” The response of students (and their parents) to the youth pastor’s caricatures was enthusiastic. He began to draw sketches of church staff members for birthdays and anniversaries. His signature style would exaggerate facial features while capturing idiosyncratic interests of his subjects. When the national economic downturn in 2008 impacted contributions to the Mercer Island church, salary cuts among staff were implemented. Palmberg looked for a creative way to supplement his income to support his family of four. He turned to his hobby of sketching.

Palmberg created a website by which he advertised his services among former churches, fellow youth pastors throughout his denomination and the public atlarge. It included humorous illustrations of famous people that called attention to Palmberg’s ability. The celebrities he pictured included the likes of NFL quarterback Tim Tebow, Regis Philbin, Mr. Bean and Mercer Island talk show host Michael Medved. When Palmberg and his wife were called to the Twisp, his new congregation welcomed their pastor’s artistic passion and valued the opportunities afforded him to draw from
his past experiences. With his congregation’s blessing he continues to accept commissions as his free time allows. Those who know Jeff Palmberg attest to his talents. But they also know that he is not the only artist in his family. His retired pastor-father who lives at Covenant Shores is a woodcarver and his son Joey is graduating in May with a degree in fine arts from North Park University in Chicago. Ester Rada to perform at SJCC Reporter Staff
Soul singer Ester Rada is coming to Seattle Sunday, May 3 for a live performance at Mercer Island’s Stroum Jewish Community Center (SJCC). Rada is an up-andcoming singer/songwriter blending funk, Ethiopian jazz and R&B, and lists Alicia Keys as one of her biggest champions, said Sarah Tobis, SJCC Marketing and Communications Manager. Rada’s concert—one of four marquee performances of the SJCC’s year-round cultural arts program— will showcase the singer’s unique, cross-cultural retro-soul sound. “Rada blends smoky jazz, groovy funk, retro soul and urban-hip R&B with crosscultural sounds reflecting her Israeli birthplace and Ethiopian heritage,” according to an SJCC press release. The concert takes place at 7 p.m. at the SJCC’s newly renovated cultural and performing arts venue, which seats 358, and will feature songs in English and Amharic from Rada’s most recent self-titled album, released last year. “We couldn’t be more excited to welcome Ester Rada to the SJCC stage,” said Pamela Lavitt, SJCC Cultural Arts Director. “Up-and-coming and unbelievably talented, Rada represents the cali-
