Classes will be canceled on May 6 for Lake Washington School District (LWSD) students as teachers will participate in a walkout due to a Lake Washington Education Association (LWEA) strike

against the Legislature to protest the lack of state education funding. The LWEA, the organization of professionals and union that represents district teachers, voted to join in a statewide action over funding for smaller K-12 class sizes and professional

pay and benefits for educators, according to LWEA President Kevin Teeley and LWSD Superintendent Dr. Traci Pierce. LWEA is the 11th teachers union to call a one-day strike to protest the state’s failure to fully fund K-12 public education, Tee-

ley said in a press release. Pierce added, in a letter sent to all LWSD families, that at least 15 other local teachers associations in the Puget Sound area have authorized votes by their full membership this week. “It is important for families to know that this LWEA

action is not directed at the Lake Washington School District or the Lake Washington communities. We share the LWEA’s concern that the Legislature should fully fund basic education,” Pierce wrote. “LWEA worked closely with the district to schedule this

action on a day that would minimize disruption for students and parents to the greatest extent possible.” Previously scheduled Advanced Placement tests and interscholastic competitions will still take place on May 6. [ more WALKOUT page 2 ]

Last Sunday, Redmond Presbyterian Church (RPC) welcomed back past church members as well as three of its former pastors in a special celebration event. The event was in honor of the church’s 50th anniversary and RPC has been and will be holding special

events throughout the months of April and May. RPC first opened its doors in April 1965, when the City of Redmond’s population was only about 5,000. The church’s current senior pastor, Rev. Larry Grounds, said things are a lot different nowadays. He said Redmond’s population is now about 55,000, with that number doubling during the day as workers make [ more CHURCH page 5 ]

At the Muslim Association of Puget Sound (MAPS) in Redmond, community leaders make it a point to bring in speakers of diverse perspectives, cultures and faiths. MAPS founder Hyder Ali said this is so people can learn from the speakers. The latest speaker event MAPS hosted was April 24 and featured Ebrahim Rasool, a South African ambassador who is also the founder of the World for All Foundation, an organization whose goal is to create a world that is inclusive, integrated and accepting of difference. Ali said another reason they brought him in is because Rasool is an antiapartheid activist and since

race is currently such a big conversation in the United States — from the shootings of unarmed black men such as Trayvon Martin, Michael Brown and Walter Scott, to the unrest and protests their deaths have sparked throughout the country — it was relevant to have Rasool come speak. Ali said South Africa had a long-running race conflict with apartheid — a system of racial segregation spanning 1948-94, enforced through legislation by the country’s National Party — but they have now moved past this. “(Rasool) was at the forefront of South Africa’s peaceful transition from apartheid to a modern, multicultural state,” Ali said. Spring is here and to welcome in the new season, the City of Redmond will be presenting “Recipe for Love II” in partnership with Lucia Neare’s Theatrical Wonders. The all-ages, interactive performance will be at 3 p.m. tomorrow at Redmond City Hall, on the Great Lawn. Lucia Neare’s Theatrical Wonders is the theater company of Lucia Neare, the

city’s 2015 artist in residence. Prior to her residency, Neare presented a number of live theatrical performances in Redmond, including “Professor Pomme’s Pomp and Pastry Paradoxicals” in 2012 and the first “Recipe for Love” performance last year. “She’s good at what she does,” said Joshua Heim, arts administrator for the city. He said this was one of the reasons they brought Neare back to Redmond. Heim said in addition to creating great performances and art, Neare is able to engage

the community in her productions — a rare combination. During previous Neare productions, Heim said the city has closed down roads as the performances would take place throughout the downtown. Tomorrow’s performance, however, will be contained on the City Hall campus. Heim added that while “Recipe for Love II” shares its name with last year’s performance, tomorrow’s production [ more RECIPE page 5 ]

fiscal staff, according to Sen. Andy Hill’s staff, states that the Senate budget reduces class size in grades K-3 — prioritizing low-income schools to be the first to get the money — and maintains existing levels in grades 4-12, not increases, according to Senate bill 6088. “Sen. Andy Hill, who wrote the Senate budget, pulled his kids out of Lake Washington schools and sent them to private schools so they would have small class sizes,” Teeley said. “Apparently, he believes his kids deserve small class sizes, but not the rest of the students in the Lake Washington School District.” The Senate budget also

has $370 million less for educator pay and benefits than what the House budget funds, the LWEA release states, and the Senate also passed a controversial, punitive bill that mandates the use of state test scores in teacher evaluations. Teeley said teachers have had enough. “The Senate budget increases funding for public schools by more than $2.7 billion, the largest dollar increase in history and the largest percentage in 25 years. We also provide an additional $440 million for additional teacher pay and benefits,” Hill said. “Prioritizing education in the budget is essential following the 30 years prior to 2013 when lawmakers put growth of general government over education by a 2-to-1 margin. However, in 2013 and again this year, our Senate budget prioritized education

by a 3-to-1 margin.” After six years with no state cost-of-living adjustments (COLA), and five years with no increase in funding for educator health care, Teeley said the Senate budget’s compensation proposal is an insult. The LWEA release added that Hill and other legislators are up for an 11.2 percent raise, and the Senate budget gives teachers a 3 percent COLA spread over two years with still no increase in healthcare funding. “It’s amazing how the Legislature can meet in an emergency session and find the money to give Boeing an $8.7 billion tax break, but they can’t seem to find the money to fund schools as mandated by our state Constitution,” Teeley said. Hill’s staff added that the Legislature’s salary is set by the independent Washington Citizens’ Commission on

Salaries for Elected Officials. They have made a proposal to look at an 11 percent increase, which wouldn’t be voted on until May. Hill said the walkouts affect the students whom the lawmakers in Olympia are working to support. “Research shows that teacher absence hurts student achievement, disproportionately impacting children from low-income communities,” he said. “In one of the few states not making progress closing the opportunity gap we need to make sure teachers, the Legislature, parents and school staff are doing everything we can to give every child a quality education.” In making up the missed day of school, Pierce added that June 16 will become a full school day (as opposed to a half day, last day of school as previously scheduled), and the final day of school will now be a half day on June 17. There will be no change in graduation dates — June 4 and June 10-12 — or the last day of school for seniors — June 8, 10 and 12, spread out among the high schools. A revised school year calendar will be sent to families. LWSD is the sixth largest district in the state with more than 26,700 students. LWEA represents more than 1,700 members.

Schools receive achievement awards The Office of Superintendent of Public Instruction (OSPI) and the State Board of Education (SBE) announced the 401 schools statewide that received Washington Achievement Awards. Of those 401 schools, 24 are in Lake Washington School District (LWSD), the sixth largest district in the state. More schools in LWSD earned awards than any other district, including the five districts that serve more pupils than LWSD. The 24 LWSD schools received a total of 41 recognitions. All award-winning schools were honored during a ceremony on April 28 at Spanaway Lake High School. Washington Achievement Award winners are selected using the Washington Achievement Index and criteria in the Elementary and Secondary Education Act (ESEA) flexibility

waiver. Schools are recognized as top performers in six categories: Overall Excellence, High Progress, Reading Growth, Math Growth, 5-year graduation rate and English Language Acquisition. Some schools are honored in more than one of these categories. Twelve LWSD schools, including five from Redmond, were recognized for overall excellence: • Explorer Community School • Mann Elementary • Rockwell Elementary • Rosa Parks Elementary • Stella Schola Middle School Mann, Rockwell and Rosa Parks were recognized with overall excellence awards each year from 2011 through 2013. Redmond’s Evergreen Middle School, Redmond Elementary School and Rose Hill Middle School were recognized with high progress awards.

Students earn National Merit scholarships The National Merit Scholarship Corporation (NMSC) announced that Redmond High School senior Kelly Jiang from Sammamish and Nikola Tesla STEM High School senior Lynsey Liu, also of Sammamish have both received National Merit Corporate-Sponsored Scholarships. The scholarships are financed by about 200 corporations, company foundations and other business organizations. Jiang and Liu are two of only 1,000 high school seniors nationwide to win these scholarships.

Lake Washington schools performed well in reading growth, with eight schools getting special recognition awards in this category. From Redmond: Explorer, Rosa Parks and Stella Schola. Eight special recognition awards for math growth will be given to LWSD schools From Redmond: Rosa Parks and Rush Elementary School. Four schools received special recognition awards for English language acquisition, including Redmond’s Alcott Elementary School, Rockwell and Rush. Schools are selected for awards based on their statewide assessment data for the three previous years. This data is analyzed using the Achievement Index and methodology approved by both OSPI and the SBE.

Scholars are selected from students who advance to the finalist level in the National Merit Scholarship Competition and met the criteria of their scholarship sponsors. Jiang will receive a National Merit Liberty Mutual Scholarship. Liu will receive a National Merit James E. Casey Scholarship, which was created by the United Parcel Service (UPS) for children of UPS employees. This scholarship is supported by the UPS Foundation in honor of the founder of UPS, James E. Casey. Most of these awards are renewable for up to four years of college undergraduate study and provide annual stipends that range from $500 to $10,000 per year.

Teachers are incensed about state lawmakers’ larger pay raise

State lawmakers are up for a raise in the next two years. It looks like it will be a lot larger than what they’re considering giving thousands of state workers and public school teachers. On May 13, the Washington Citizens’ Commission on Salaries for Elected Officials is set to vote to give lawmakers an 11 percent raise. That would be more than double the percentage increase that those same legislators are considering for state workers and teachers. Teachers know this and are incensed about it. (This includes many local and statewide instructors, who will participate in one-day walkouts due to their unions’ strike against the Legislature to protest the lack of state education funding and other issues.) Some have written the commission urging it to be less generous. And they made their feelings clear when Gov. Jay Inslee spoke at last Saturday’s rally of 5,000 educators and supporters on the steps of the state Capitol. Inslee acknowledged that it has been six years since the state provided a cost-of-living adjustment (COLA) for teachers. When he pledged to fight to secure a “real COLA” of 4.8 percent in the next budget, he was briefly drowned out by a chant of “12 percent, 12 percent” — a slightly off reference to the pending double-digit pay hike for lawmakers. (Inslee, by the way, stands to get a 4 percent raise.) To be fair, lawmakers aren’t involved in the process of setting their own pay. That’s the role of the commission, an independent panel expected to operate free of political encumbrances. Its members aren’t supposed to be swayed by the salary woes faced by teachers. affected by knowing the 147 men and women in the Legislature have been held in contempt by the state Supreme Court for violating constitutional dictates for school funding. Commissioners derived their recommendations from a consultant’s analysis using something called the Willis System that tries to put a value to various duties associated with a particular job. In this instance, the consultant calibrated lawmakers’ responsibilities and earnings against those of nonunion state administrators and their wages and concluded lawmakers are underpaid. Their last raise came in 2008. Commissioners in January proposed an 8 percent increase starting Sept. 1 and another 3 percent on Sept. 1, 2016. This would push pay for 143 lawmakers from $42,106 to $46,839. Leaders of the four caucuses have higher salaries. The Speaker of the House and Senate Majority Leader would make $55,738 while the House and Senate minority leaders would earn $51,288. Lawmakers aren’t the only ones in line for higher salaries. Commissioners are suggesting 4 percent increases for the governor, eight other statewide

elected office-holders and every judge from district court up to the Supreme Court. For some jobs, the panel wants to add in a little more such as an extra 8 percent for the state treasurer and 3.5 percent for the chief justice of the Supreme Court. Under the proposal, Inslee would make $173,617 in 2016, up from $166,891 today, and Chief Justice Barbara Madsen’s earnings would climb from $172,531 to $185,661. All these raises are not set in stone. On May 13, commissioners will hold a final public hearing before adopting a new wage chart for the legislative, executive and judicial branches. It must be filed with the Secretary of State by June 1 and the new salaries would go up Sept. 1. But they can be blocked by referendum. One would need to collect and turn in at least 123,186 valid signatures of registered voters before Sept. 1. If successful, the issue could be on the ballot this fall.

Teachers unions are getting in the way of education Once again, teachers unions are getting in the way of education. It’s pathetic that teachers from the Lake Washington School District (LWSD) are taking a school day to run to Olympia to rally on everything from pay raises to classroom sizes. Instead of robbing students of a school day, maybe the union should suggest their membership use a Saturday similar to the strong showing in Olympia on April 25. More importantly, however, is looking at how the Legislature is working on the next state budget with an increase of $1.3 billion in education spending. Instead of looking at how the Legislature is working through the complex budget process, and offering solutions, the union is behaving like children with old-school illegal strike tactics that don’t work anymore. Sadly, this is how unions typically operate, especially the powerful teachers union and lobby. If the teachers unions want stronger support, I would like to ask they provide the public with information to make their case stronger instead of relying high-speed arm-waving and emotion. In LWSD, we are already limited to 4.5 days of school per week because of how the union negotiates labor contracts, with many “in service” days. I

think it’s time to push back. Here are 10 questions I challenge the unions and striking teachers to answer: 1. Is “fully funded” education possible in Washington, as the union defines it? 2. Is “fully funded” education a silver bullet that means our public schools will be perfect? 3. How much money is actually needed, not just desired? I’d like to see the business breakdown here and not an unrealistic number from a union. 4. If teachers get fully funded with the largest proposed cost-of-living adjustments (COLA) increases in years, how will they be held accountable? The union wants to avoid teacher performance accountability at all costs. 5. If teachers are fully funded, will unions continue to protect poor terrible teachers who should be terminated? The bottom line: Just as with any properly managed organization, poor performance should lead to termination, not protection. 6. If education is already the largest portion of the Washington budget, where does the rest of the money come from to be “fully funded”? New taxes? 7. What other programs will have their budgets cut to “fully fund” Washington schools and COLA raises? 8. Is an illegal one-day strike REALLY the only way a union can get the public on board to work

with Olympia? 9. What budget solutions has the union offered to make sure schools are “fully funded”? My guess is they are relying purely on the Supreme Court ruling without offering any solutions on how to get there. I’d like to see ideas based on facts here and not emotional propaganda that only talks about class sizes and pay raises. 10. Why should we blindly support teachers and not ask tough questions of their unions? Does that mean I don’t support public schools if I “don’t get on board” with the teachers? Nope. It’s really hard for me to see how more money solves public education problems without seeing the path to overall improvement. Regarding COLA raises... fine. I understand the challenges of working without raises for a while. You are hard pressed to find a lot of folks who have had raises since 2008. Usually you don’t see them walkout of a day of work en masse to complain about a pay raise. I’m willing to look at the budget facts and consider solutions in the interest of student education. A union that only wants to go with a strike option doesn’t score points with me and I won’t follow with blind emotion. I give LWSD teachers and their union leaders a D- on this effort. I expect better.

vices offer something for everyone, longtime RPC member Pat Prophet said the disadvantage of this is that you don’t get to see everyone from the church on a regular basis. Prophet, who attends the traditional service, has been with RPC since 1978. She and her husband — an army chaplain — discovered RPC when they were living in Kirkland and looking for a Presbyterian church. She said their neighbors were members of

RPC and so they decided to attend with them. “I’ve been going there ever since,” she said. Prophet, who now lives in Redmond, said she stuck with the church because she never had a reason to change and also likes that it is close to where she lives.

Grounds said members of his congregation come from diverse social backgrounds and age ranges. He said they have young families and couples, a strong senior contingent — many of whom are residents of

During the early 1970s, RPC struggled to survive but then, Microsoft Corp. opened. “That changed this place,” Grounds said about the tech giant’s impact on the local community as well as his church. He said RPC’s membership is currently between 200 and 250, counting both members of the church as well as individuals who are

not officially part of the church. Grounds has been with RPC for 10 and a half years and is RPC’s fifth senior pastor. On Sunday, three out of his four predecessors were able to attend the celebration. Rev. J. Graley Taylor, the church’s founding pastor, died in June 2014. At 64, Grounds has been in ministry for 37 years. He is originally from San Diego, but he and his wife moved up to the Pacific

Rasool’s message was one of inclusiveness and he advised attendees to approach conflict with the mindset of finding a win-win solution that would benefit all parties involved. Ali said this was what Nelson Mandela — South Africa’s first black president — did, making sure the country’s white population was not excluded in South Africa’s post-apartheid society. Rasool also gave examples, saying that in South Africa, there are 11 official languages and that their national anthem contains five languages and is a combination of a liberation

ago, we ushered in democracy, freedom and human rights for South Africa.” Rasool highlighted some of the benefits South Africans now enjoy, such as a guaranteed government pension for those older than 60, guaranteed child support for minors so they don’t have to work to support their families and guaranteed treatment for anyone who has had a medical emergency.

good memories — from the people she has met, to seeing the new classroom building being built about 10 years ago — but there is one particular memory that stands out for her. “My daughter was married there,” she said. Like Prophet, Elaine Price also joined RPC in 1978, though she began attending services in 1977. And having been with the church for so many years, she too has made many memories at RPC. She said she has stuck with the church because it is more than just a building — the people are friendly, inviting and accepting. In particular, Price said she always enjoyed being part of the church’s former women’s association and always had fun on church retreats, during yard sales, bazaars and other events they organized. For Carole and Ed Rich, RPC’s welcoming and friendly members are the reason they have been with the church since 1988. They said they enjoy the family environment and appreciate the support people provide for others when they need it — such as when their son was injured in an accident.

Grounds said it is their philosophy to be inclusive — even if that means a membership that doesn’t always see eye to eye with each other.

Despite these strides, Rasool also admitted during his speech that things are not perfect. He said in the last few days, there have been some “worrying signs of xenophobia” as South African blacks have been turned against refugees from other African countries because there is a “competition for scarce resources.” He said they have to examine the issue to see if this is a sign of regression or whether this is something that can be managed. During his talk, Rasool also discussed how it is important to separate principles of a system from people. Just because a person disagrees with a set of ideas, does not mean they have to dislike the person presenting them.

A SUCCESSFUL EVENT WITH MORE TO COME

Last week’s event with Rasool also included a question-and-answer portion and Ali said things went really well as people would not leave. The event was scheduled to end around 8:30-8:45 p.m., but

At RPC, he said, they have an open policy not to pre-judge people. Grounds said when it comes to marrying couples, he bases his decision on whether the two people are ready for marriage as well as their faithfulness to Jesus. He said their sexuality has nothing to do with it. With this open policy, Grounds said this means they do not turn away anyone from the church, so this means there are people on both sides of the argument within the RPC membership. He said their policy on same-sex marriage has also led to people — on either side of the issue — leaving the church. Grounds said he has heard strong arguments on both sides of the debate and those views — and others — are among his church’s membership. “It’s OK to disagree,” he said. “It’s OK to struggle.”

He said this applies to MAPS because the local Muslim community is multiracial with a strong immigrant population, adding that their members represent about 35 different countries. In addition to learning how MAPS members could better get along among themselves, Ali said hearing Rasool speak could help them learn how to better get along with and contribute to society as a whole.

Ali said their goal at MAPS is to bring in speakers — whether they are from the world of religion, politics, academics or elsewhere — two to three times a year. He said they also work to get speakers who are not from the Muslim community to bring broader perspectives to their members. Currently, Ali said, they are planning to have one more speaker in 2015, most likely at the end of the year, but this will depend on people’s schedules and other logistical details.

LWSF celebrates 10th anniversary at ‘Legacy for Learning’ luncheon

The Lake Washington Schools Foundation (LWSF) celebrated its 10th anniversary by setting even loftier goals for funding educational programs within the school district in the next decade. At the “Legacy for Learning” luncheon on Wednesday at the Juanita High Fieldhouse, LWSF representatives cited the foundation’s achievements — nearly $2 million invested in the school district since it was originally formed by 105 trustees and $120,000 in seed money. LWSF raised more than $260,000 at the luncheon. Principals, teachers and a handful of students from the Lake Washington School District (LWSD) who spoke during the luncheon touted the benefits of grant funding in their schools and educational experience. For this current academic year, the foundation awarded $229,000 to LWSD which, among other things, funded 3-D printers and assisted low-income middle and high school students with scholarships to pay for supplies, fees and extra curricular activities, as well as science, technology, engineering and mathematics (STEM) Signature Programs. “It took a tremendous amount of work and financial support to get where we are today,” LWSF Executive Director Kristina Williams said. “It is truly a testament to the importance and relevancy of the foundation that so many of our trustees and

circle members are still involved.” LWSF President Minerva Butler expressed the foundation’s desire to continue focusing on district programs by raising even more, $2.5 million annually within five years, $5 million annually in 10 years, in addition to their wish of creating an endowment. If this happened, she said, it would enable them to handle the 27 percent of grant requests that are currently not funded. It would also allow them to further invest in a wide variety of activities such as robotics clubs, supplemental art and math programs, as well as make 3-D printers available to all students. “To fund programs like these…it will cost significant money,” she said. “How can you help achieve these big goals? It is clear you believe in what you do. Share why you’re involved. Share why you invest in us.” The foundation’s desire to increase funding reflects the school district’s growth

LWSD Superintendent Traci Pierce stated they add about 600 students every year and anticipate 4,000 more over the next eight years. “As our student population grows, so does our need for community support and continued investment in our students,” she said. “Because of the key investments they (the foundation) have made… we are able to continue our focus on our vision of every student future ready.” Citing famous Warren Buffett statements on investing, Pierce described the foundation as a longterm investment that has not only borne fruit for students when it began funding programs 10 years ago, but also those in the future. “Not only have they (the foundation) been investing in our students for the past 10 years, they have plans to nearly double their investment to benefit your students,” she said. As part of the $229,000 invested this year, the foundation put $18,000 in a new teacher support program for second-year instructors. “As principal, I know that my new teachers need the support and presence as they grow into outstanding teachers,” Gometz said. “I’ve seen firsthand the difference in the teachers it (the support program) supports, and moreover for the students that we serve. “ Jason Ewert, a STEM and seventh-grade science teacher at Rose Hill Middle School, credited the foundation for helping fund STEM elective courses such as the one he started in 2007, in addition to a LEGO/Robotics club.
