A mother’s mission to obtain justice on behalf of her son paid off Monday when a man pleaded guilty in connection with a June assault. Troy Hilkey, 32, admitted to sec-
ond-degree assault in Island County Superior Court and was sentenced to 13 months in jail, payment of various fees and restitution to the victim to be determined at a later hearing. Hilkey chose not to make a statement in court, but told Judge Vickie Churchill that she could use deputy sheriffs’ reports to determine a “factful basis” for the plea, which she did. Daniel Raavel told investigators
he was asleep on his sister’s couch in her Rolling Hills home when Hilkey hit him in the head with a stick or cane and then yelled at him to leave, according to the deputy’s report. Raavel’s skull was fractured and bone shards were stuck in his sinus cavity, according to the medical records. Raavel was transported to Harborview Medical Center in Seattle, according to his mother,

An explosive ordinance disposal team from Whidbey Island Naval Air Station safely destroyed a box of old, unstable dynamite discovered Monday morning at a Clinton home for sale. The box was believed to hold more than 30 sticks of dynamite. The residence is located in the Cultus Bay area of South Whidbey. “It was relatively old, so old they used a robot to move it,” said Island County Sheriff’s Office Detective Ed Wallace. Dynamite sticks sweat nitroglycerin which, over time, crystallizes and becomes sensitive to shock, friction and temperature. Wallace said the Navy team soaked the box of dynamite and burned it without any explosions. The road near the residence was closed as a safety precaution based on the Navy team’s minimum safe distance perimeter. Wallace said this type of incident is not new to Island County. Previous finds of old dynamite were handled in a similar manner, though he said this was the largest amount he was aware of. SEE EXPLOSIVES, A13
Third mayor candidate triggers August primary WHIDBEY NEWS-TIMES STAFF
The race for the next mayor of Oak Harbor is headed to the Aug. 4 primary election. Martha Yount, a former council candidate, filed to run Friday afternoon, the last day of Filing Week in Washington state. Yount will go up against councilmen Jim Campbell and Bob Severns. Both men filed on May 11.
Oak Harbor Mayor Scott Dudley announced last month that he isn’t seeking reelection after serving a single term in office. Yount, a retired small-business owner, was one of four candidates who ran for a single council seat in 2011. Councilwoman Tara Hizon won the seat. Yount, who could not be reached for comment, is a long-
time city resident and a regular council attendee. When she ran for council, she described herself as a team player and a supporter of former mayor Jim Slowik. She said her top priorities were public safety and keeping the city’s environment clean. In addition, a third candidate has entered the race for a Whidbey General Hospital com-
missioner seat. Rita Drum, a rural Oak Harbor resident, became the third person to file for position 2 on the hospital’s board of commissioners. She will go up against incumbent Georgia Gardner and hospital blogger Rob Born in the primary, which will narrow the candidates to SEE PRIMARY, A13

Sailor completes Mt. Everest rope challenge By JANIS REID Staff reporter

A Whidbey sailor with a passion for fitness and charitable fundraising climbed a 20-foot rope 1,450 times Saturday for the Michael J. Fox Foundation for Parkinson’s Research. Petty Officer Michael McCastle completed the feat, one of three in the last year, in 26 hours and 25 minutes. He achieved his goal of climbing the rope the height of Mount Everest — 29,029 feet. “I’m ver y proud of this achievement but it’s not about me,” McCastle said. “It’s about the cause. Raising awareness is always first.” While McCastle set his fundraising goal at $20,000, he had raised only around $2,000 by press time. He was able to amass more than $10,000 for the Wounded Warrior Project last year when he attempted to break the Guinness World Record for number of pullups in a 24-hour period. He raised more than $700 in December for Wounded Warrior when he flipped a 250-pound tire seven miles. McCastle said he plans to keep the Parkinson’s research fundraising page live for the next two weeks to allow people to continue
to donate. The fundraiser for Parkinson’s research carried a personal connection for McCastle, who lost his father to the disease in December. McCastle said he tried to liken the climb’s difficulty to his dad’s struggle with Parkinson’s. “I definitely felt him with me,” McCastle said. “I felt his energy was there. I would think about what he would do.” “Thinking about him gave me the extra push to do a few more feet.” For McCastle, the physical challenges always induce some pain, but the real battle is always within his mind. “I expected it to hurt; I just needed to make sure I was mentally sharp enough to distinguish between pain and injury,” McCastle said. “I always feel like my body can keep going” To that end, McCastle said it took him a full two hours to complete the last 40 feet of the challenge. He was able to finish, in part, because of members of the community who came out to show their support. “Each time I climbed up that rope it felt like I was pulling the space shuttle behind me,”
McCastle said. “I’m really grateful for the support from the community. That was a big factor in strengthening my resolve.” Moving forward, McCastle said he plans to focus on recovery and getting his body healthy. “I’m just going to take it one step at at time,” McCastle said. Still, he always has the next challenge in mind. McCastle said he has some ideas for what his next challenge will be and is aiming for December as a possible date. McCastle’s feats are performed under the umbrella of his Twelve Labors Project, an effort based on the mythology of Hercules with the intention of inspiring people to challenge themselves and give to others. “‘Twelve Labors Project’ is a call for action. Bowling fundraiser to aid Nepal victims By RON NEWBERRY Staff reporter
As president of the Phi Theta Kappa Honor Society chapter at Skagit Valley College’s Whidbey campus, Rebecca Maher is always on the lookout for sound community service projects. So when her daughter’s Girl Scout troop raised $2,200 toward Nepal relief efforts during a car wash and bake sale in one weekend in Freeland earlier this month, it gave Maher an idea. “We have been trying to come up with another event to do for the club,” Maher said. “I thought, ‘If they can do that on the south end, there’s no reason why we can’t do that in Oak Harbor in a Navy town.” Maher and her group have organized, “Bowling for

New shop offers taste of finer things By BEN WATANABE Whidbey News Group
Kate Johnson considers herself a novice, a neophyte when it comes to fine wines, craft beer and cider, cheese and cured meats. Perhaps in the context of standing next to a career charcuterie expert or a master sommelier, she is indeed a neophyte. For the majority of her customers at The Tipsy Gourmet, she’s a wealth of information and insight into flavor and taste. “I like to try to get stuff in that people can’t find,” she said. In her shop in Langley Village, between Second and Third streets, Johnson has gathered hard-to-find brews, wines and spirits. Her talents were recently utilized in an edition of Kitsch N’ Bitch, Whidbey Island Center for the Arts’ food and drink series. She created the Jammy Juice, based on a pajama-themed evening, that includes vermouth, rose’ wine and
an orange slice for garnish. Ask her about how to pair some of the cheeses with crackers and the right wine, and she’s got several answers. A question about what defines “abbey ale” had her stumped, but only for as long as it took for her to search online for a good definition. She may not know everything, but she’s quick to learn. “There’s no such thing as a stupid question,” she said. “I love to learn about food and wine also.” Johnson is an island girl who left Whidbey after high school, pursued culinary school in Portland, returned to the area and finally returned home to start her own business. She opened in September 2014 in the space formerly used by the Langley liquor store. With alcohol sales taken out of the state’s strict hands, Johnson said her aim is to provide booze for special occasions
and people willing to try something different. She knows that means customers have to trust her, and she’s hoping to earn that trust, one sip and one nibble at a time. When people come in, they can often get a sample of the cured meats and special cheeses she stocks. Prosciutto, manchego and an assortment of blue cheeses are all up for interested taste buds. Her reason is simple: she wants customers to know they like it before they buy it. Offering that same service for the imported wines or craft bourbons isn’t as simple. She can’t just crack open a bottle and offer sips at all hours of the day, so she hosts regular events. Some recent tastings included organic and sustainable wines, American cider, ladies night and Eastern European wines. Anyone with hesitation about attending one of her wine tastings should take heart from a story she

He had not attended any of her near weekly tastings until she asked why and heard that he didn’t know how to properly taste a wine or swirl it. She was happy to show him the method of keeping the glass on the table, how to smell and taste wine like an aficionado.
Those seeking local products will be hard pressed to find it in Johnson’s store. She said that’s because if they want a Whidbey wine, they should go to the winery itself and directly support them. “When you don’t want to drink Washington wine, come see me,” she said.

Detective talks technology risks ISLAND SCANNER Students get crash course on potential pitfalls in cyberspace By JESSIE STENSLAND Staff reporter
Earlier this year, a 15-year-old boy at South Whidbey High School was caught allegedly taking photos up girls’ skirts with a cell phone. Around Christmastime last year, a 16-year-old Oak Harbor boy wrote a message on Facebook, apparently as a prank, threatening to shoot up a dance at North Whidbey Middle School, according to court documents. Last fall, a boy at Langley Middle School got into trouble and ended up facing a criminal charge after allegedly showing friends a photo of his genitals on a cell phone, according to court records. While technology has indubitably improved many aspects of modern life, it’s also making it easier for young people to get into trouble in ways unimaginable just decades ago. To educate students about the dangers and risks posed by inappropriate use of technology, Detective Ed Wallace with the Island County Sheriff’s Office has teamed with Citizens Against Domestic and Sexual Assault, or CADA, over the past six years to take the message to the classroom. On Monday, Wallace — the department’s forensic computer examiner — gave an eye-opening talk to a group of freshmen and sophomores at South Whidbey High School. “Everything you do on the Internet — and I mean everything — leaves behind a trail of bread crumbs,” he said. Wallace’s computerassisted discussion touched on a wide range of subjects, including cyberstalking, cyberbullying, social media, online sexual predator, sexting and child pornography. His talk fits into a larger presentation given by CADA educator Casey Scott-Mitchell, who covers dating safety and similar
issues. Wallace’s talk drives home two key messages. First, there’s the permanence of data, whether it’s a browser history or images downloaded to a social media service. Second, he argues that the Internet is not an anonymous space. “You guys are living on a billboard,” he said. “Everything you do is broadcast to the world. Wallace emphasized that he’s not trying to tell students to stay off the Internet, which is a limitless resource. But, he said, he wants to give everyone the candid facts about the real consequences of misusing technology. Under the law, he explained, a person who is under 18 and takes a photo of him or herself naked is guilty of producing chid pornography, which is a felony. If that person texts it to a friend, the recipient is in possession of child pornography — another felony. “I see a lot of worried looks out there,” he said to the class. Beyond the law, he said it’s a bad idea for teenagers to take sexually explicit photos of themselves for all sorts of other reasons. Once an image ends up on the internet — which he referred to as “the wild” — it can never really be taken down. He shared the story of a South Whidbey girl who sent a naked photo of herself to her boyfriend about 10 years ago. The relationship went sour, as teen relationships are wont to do, and he sent the images to friends. Someone posted one of
those photos to a pornography website. “To this day, I get notifications about once a year that it has shown up on a child porn site,” he said, referring to a federal program that maintains a database of all child pornography confiscated by law enforcement nationwide and tracks the images online. The sheriff’s office alone deals with about five cases a year involving kids distributing compromising photos of kids, he said. He recently worked on a case in which someone downloaded a Photoshopped image of a student onto a porn site. Wallace explained afterward that one of the things that most surprises students is that “clearing history” doesn’t really clear anything; he can reconstruct browser histories, deleted images and emails with a high degree of accuracy. “Everything on your computer is never truly deleted,” he said. He discussed the laws surrounding cyberstalking, explaining that Washington state provides the model for such laws across the nation. While the perpetrators may think they are anonymously harassing someone, it’s actually pretty easy to build a case against a perpetrator, he said. Kids in other communities have killed themselves after being targeted by cyberbullies, he said. He promised that anyone who caused such a tragedy on the island will be prosecuted. He warned kids simply can’t joke about threats to schools, teachers and other kids during a “post-
Columbine era.” “Imagine the surprised look on your face,” he said, “when my SWAT team shows up at your house and drags you out of bed at two in the morning.” Wallace also focused on how kids can protect themselves online. He showed how easy it is for a child sexual predator to locate someone just from rather innocuous information that’s posted on Facebook. He warned about people who might reach out to children online. “You need to think about why someone who doesn’t know you at all would be suddenly interested in talking with you,” ScottMitchell said, pointing to the show “Catfish,” which vividly shows how easy people can create fake identifies in cyberspace. She said CADA and the sheriff’s office hopes to reach out to more parents about children and technology in the future; with the constant evolution of technology, many parents — and teachers — may need schooling on the subject too. As for the boy accused of secretly videotaping up girls’ skirts, Wallace examined his cell phone and found hundreds of images that appeared to have been taken, without the girls’ knowledge, in school and a school bus, according to his police report. During the analysis, he also discovered suspected child pornography that was downloaded from website, the report states. Prosecutors charged the boy in Island County Superior Court with voyeurism and possessing child pornography.

At 10:37 p.m., a Happy Valley Road resident reported that a female came to her house and accused her of going out with her boyfriend.

At 5:30 p.m., a Mount Baker Avenue caller requested information on how to get rid of her dead husband’s guns. At 7:06 p.m., a caller reported that a vehicle turned in front of the caller’s car at Sharpes Corner and then “started yelling and flipping her off.”
SATURDAY, MAY 9 At 5:56 a.m., a caller requested a return call from a deputy to discuss when he’s allowed to call 911, will take up other complaints with administration but wanted to discuss “perimeters for calling in emergencies” with a duty officer. At 9:36 a.m., a caller

reported that she visited her sister on East Camano Drive, they argued, and her sister threw a hot cup of coffee on her. At 4:35 p.m., caller reported that a man from across the street came over and started “cussing” at him and then punched him in the eye. At 6:33 p.m., a caller on Adeline Lane called to report gun fire nearby along with “loud booms” over the past few days.
SUNDAY, MAY 10 At 9:20 a.m., a caller from a State Route 525 business reported a man in camouflage fatigues “disturbing customers” for the past 30 minutes. At 10:48 a.m., a caller reported that a van was backing into a driveway near Koontz Road and “it seemed very suspicious for a Sunday.” At 11:49 a.m., a caller reported receiving emails from a “secret admirer” and other communications from someone looking into her history. At 2:06 p.m., a caller reported two eagles fighting on Harrison Street and that one fell in the middle of the road and appeared to have a broken wing because it “hit the pavement pretty hard.” At 6:45 p.m., a caller reported hearing weapons being fired through the wooded area near Alexis Lane. IN OUR OPINION This weekend take time to remember those who served Monday is the day set aside to honor and remember those who died in active military service. This Memorial Day, there will be honor guards snapping to attention as flags ripple in the breeze. Amidst the green lawn and bright flowers of cemeteries throughout the state, lone buglers and mournful pipers will evoke a heartfelt tear. On Monday, we should all take a moment, shut off our smartphones and pause from our barbecues and picnics and busy lives. Then we can take a moment to remember those that served in the military and gave their precious lives for our nation, for our way of life and for our freedom. Whether they died a century ago or just last week, their sacrifice renews itself every single day as we, who probably never knew them, go about our daily lives as we work, play, raise our families and build our communities. For the men and women who fell during World War I or II, in Korea, Vietnam, the Middle East or anywhere else – be they strangers, relatives or old friends, we owe them a debt of gratitude. On Memorial Day, we should all pause to remember those that gave their all for our nation. On Saturday, May 23, the annual Coupeville Memorial Day Parade will pay tribute to those who served and died. The parade starts 11 a.m. at South Main Street and Terry Road and will go down Main Street to Front Street, up Alexander Street, turning on Coveland Street and ending at Coupeville Town Park. At Coupeville Town Park, a Remembrance Ceremony will feature representatives from Town of Coupeville, Whidbey Island Naval Air Station and veterans. The All-Island Community Band will perform a “Musical Salute to the Armed Services.” After the ceremony, free hotdogs and drinks will be served until gone. This year’s parade grand marshal is Harold Johnson, a Pearl Harbor survivor who served aboard the USS Oklahoma.

Anti-noise group one percent of population Editor, I believe that Citizens of Ebey’s Reserve spokesman Michael Monson has a Facebook page called “Eye on Congress District 6 WA.” When I asked about this on the “Eye on Congress District 6” Facebook page, his response was, “Your presumption is unfounded, Isabella Scotts.” The facts don’t lie. Yesterday I was reading on that Facebook page, “Protect Olympic Peninsula.” On the post “PDN’s reporting of the new noise study proposed by our Congressman,” there was a comment from the “Eye on Congress” Facebook page that read “Eye On Congress District 6 WA: If Derek Kilmer is having an independent sound study done for the Peninsula, he should invite a civilian who knows about sound testing to observe. Keep this transparent! If this is done without an observer, no credibility.” That post was signed by none other than Michael Monson.
Looks like the COER is responsible for many Facebook pages. COER is misleading people about how many supporters it has against jet noise. COERs’ lies and games never stop. I hope that Congressman Kilmer and Congressman Larsen can see through the continual lies from COER and realize that COER makes up less than 1 percent of the Whidbey Island population while the other 99 percent support Whidbey Island Naval Air Station and having the Growlers on Whidbey Island and training at Outlying Field Coupeville. Our Navy pilots deserve the best training available to them, and that is at OLF Coupeville where they have been practicing since the 1960s to be prepared to protect the United States. Recognizing foster parents this month Editor, Imagine it is an ordinary day. You are going about your usual routines.
You are at work, in a meeting with colleagues when you are approached by strangers who tell you that you must leave with them. They help you gather whatever belongings are within your reach and take you to their car. They assure you that you are safe with them and that they are acting in your best interests. You are driven to the home of people whom you do not know. Once again, you are assured that you will be safe while you are living with them and that, one day soon, you will see your family members. Life, as you knew it, has suddenly ended. Now imagine that you are an eightyear-old child and that these events unfolded during your school day. The average age of Island County children who are currently in foster care is eight years old. It is no surprise, then, that May is the month that is chosen to show appreciation for those who serve as foster parents. The month of May takes us well into springtime, the season that embodies the promise of life renewed. Join youth symphony for final performance Editor, At 3:30 p.m. on June 6, the Fidalgo Youth Symphony will perform its 2015 Finale Concert in the Oak Harbor High School Student Union Building. OHHS senior Katherine Fisher will be the solo violinist for Mozart’s Concerto No. 3 in G, and Carly Baker, a senior at Arlington High School, will be the oboe soloist for Vaughan Williams’ Concerto for Oboe and Strings. Other local youth symphony members include OHHS students Elizabeth Bouwens on saxophone, Garrett Dutcher on oboe and Kathryn Gordon on clarinet, and Skagit Valley College student Christopher Hower as concert master. Additional selections include Handel’s Concerto for Orchestra and Bernstein’s West Side Story Suite.
Tickets will be on sale at the door or at Click Music, Oak Harbor, and cost $10 for adults and $2 for students, open seating. Please arrive early as there can be no seating after 3:25 p.m. The lobby opens at 2 p.m. for ticket and refreshment sales. A fundraising raffle featuring a one-year membership to the symphony, a music performancethemed basket, a coffee and tea basket and other great prizes will be held in the lobby; raffle tickets will be $5 each. Frank Votry passed away on April 10, 2015. The cause of death was cancer. ’Cats 2nd in track; Wolves net 9 subdistrict wins Oak Harbor boys golf team finishes 4th at district meet By JIM WALLER Sports editor
Buoyed by a slew of personal bests, both the Oak Harbor High School boys and girls track teams finished second in the Western Conference 3A North divisional meet Wednesday and Friday, May 13 and 15, at Wildcat Memorial Stadium. Coupeville, paced by a strong effort from its girl sprinters, claimed nine firsts at its subdistrict track meet Saturday, May 16, in Bremerton. In other postseason action, the Oak Harbor boys golf team placed fourth at the district tournament Monday, May 18, at Marysville’s Battle Creek Golf Course.

Oak Harbor Track The Wildcats finished second to Arlington out of six teams in both the boys and girls meets. The Eagles piled up 315.5 points in the boys meet; Oak Harbor had 140. The Arlington girls finished with 308.5 points; Oak Harbor earned 154. The Wildcats collected two firsts in both meets. Dejon Devroe (400, 50.99) and John Rodeheffer (1,600, 4:15.40) picked up the wins for the boys. Both also added a second, Devroe in the 800 (1:56.68) and Rodeheffer in the 3,200 (9:21.97). Devroe also finished second in the 4x400 relay (3:31.37) with Mac Nuanez, Jared Grey and Sebastian Ceaser. For the girls, Alana Austin (200, 26.32) and Jonalynn Horn (3,200, 11:29.3) were victors. Horn also finished third in the 1,600 (5:20.61). Gray had a strong meet for the boys, finishing second in the 300 hurdles (40.23), third in the 110 hurdles (15.86) and fourth in the 100 (11.4). Here come the Barringtons, but to where? Arts commission to decide best spot to recommend sculpture placement By RON NEWBERRY Staff reporter
It’s only natural that Peggy Darst Townsdin is enamored by the fine detail of Wayne Lewis’ latest piece of artwork. It’s only natural that the art piece brings her great joy. As much as Townsdin has written about her family’s link to Oak Harbor history and the early pioneers that helped shape the city, it’s something all together different to see that history come to life in the form of a bronze sculpture. Lewis, an Oak Harbor sculptor, has recently completed the clay art piece he calls “The Barringtons,” and is preparing to take it to an Oregon foundry for bronzing. Lewis is planning to donate the sculpture to the city with the hopes it will become a fixture in historic downtown on Pioneer Way just a short walk from the “Island Spirit” Native American sculpture he donated to the city last fall. However, none of this is etched in stone. The city’s arts commission first must be formally presented with the proposal, then consider all of the project’s merits before making its formal recommendation to the city council for approval. A project already two years in the making and no secret to the commission or city, the proposal is expected to be considered at the June 8 arts commission meeting. Trying to curb any further delays, Townsdin is paying the nearly $12,000 for bronzing and installation so there will be no costs to the city and has started a fundraising effort in hopes to recover some of those costs. “I want my uncle Earle

Edward Barrington and his bride Christina McCrohan Barrington, two prominent early Oak Harbor pioneers and the great-great grandparents of Townsdin. Lewis enlarged a photograph of the Barringtons on their wedding day from Sept. 13, 1865 and spent parts of the past two years in his Oak Harbor studio re-creating the scene in clay. There were adjustments along the way, including the softening of McCrohan’s face after Lewis was reminded that she was only 19 on her wedding day. Barrington was 47. The finished piece, except for the bronzing, is a delight to Townsdin. She said the project originated about five years ago when Lewis called her on the phone after viewing one of her Oak Harbor history books and expressed an interest in doing an art piece depicting early Oak Harbor pioneers. She said it was Lewis’ idea to focus on the Barringtons. “He kind of fell in love with the history and also the wedding photograph of Captain Barrington and Christina McCrohan,” Townsdin said. “He thought it it was something that could really be challenging.” Edward Barrington was a sea captain from Nova Scotia who came to Oak Harbor in the mid 19th century and found great success as a merchandiser and lumberer. He wound up owning most of the Oak Harbor waterfront land after purchasing two of the town’s original three Donation Land Claims from Martin Taftezon and Charles Sumner. Barrington also opened the town’s Auditions for GODSPELL, the Tony Award winning musical, will be held at 1:30 p.m. June 27 and 7 p.m. June 28 at the Whidbey Playhouse’s Star Studio in Oak Harbor. Darst Townsend is the great great granddaughter of the Barringtons. first business on what was then known as Barrington Avenue, a street that would retain that title for a century until it was renamed Pioneer Way in the 1960s. Barrington Avenue was then moved a block away to its present site. McCrohan’s place in Oak Harbor history also was important, Townsdin said. She was a nurse and midwife. After Barrington’s death in 1883, she inherited the immense land and plotted it into lots, setting aside property for town parks such as what is now Smith Park. Oak Harbor’s pioneer history was shaped by many prominent figures, including Ulrich Freund, one of the town’s original founders who wouldn’t sell his land to Barrington; and entrereneurs L.P. Byrne and broth-
ers John and Joe Maylor. However, the selection of the Barringtons as an art piece to represent pioneer history isn’t a poor choice, arts commission chairman Skip Pohtilla said. “There is some historical justification for it,” he said. Pohtilla said that a careful review will take place before the commission’s recommendation to the city council, including where to suggest the art piece should be placed. Townsdin recommends it be placed on the sidewalk along Pioneer Way between the “Island Spirit” piece and the downtown mural. Townsdin’s position as an arts commission member means she’ll likely need to recuse herself of any vote for the recommendation to the
city council, Pohtilla said. This is more due to her fundraising involvement than her family connection to the art piece’s subjects, Pohtilla said. “I’m doing it as an individual not as an arts commission member,” Townsdin said. “It’s not a conflict of interest.” The project took years to reach fruition after Lewis and Townsdin originally discussed the more pressing need of a Native American piece of artwork to recognize Oak Harbor’s earliest inhabitants, Townsdin said. That led to Lewis’ donation of the “Island Spirit” sculpture, which also was delayed after Native American remains were uncovered downtown during construction in 2011.
Under a special exception, the city paid for the bronzing and installation of the Native American sculpture. Townsdin didn’t want to press the issue this time, so she paid for those costs herself and will try to recover it through fundraising. If all goes as Townsdin hopes with the commission and city council, she’d like to see the piece in downtown by the end of the summer.
