Schools serving lunches ‘rain or shine’ District gets USDA grant to ensure kids eat over summer By DEBRA VAUGHN Staff reporter

There is apparently such a thing as a free lunch — at least if you’re a student in the Oak Harbor School District.

This summer, the district plans to provide free lunches for children ages 5-18. The lunches are available to all children regardless of family income. The program is intended to make sure tummies stay full when children don’t have access to the school cafeteria. “It’s priceless for a child to know they can get a healthy lunch every day, rain or shine,” said Ken Harrison, the

district’s nutrition services director. “The program provides security to kids and families. Children receive a nutritious meal and they can enjoy it in the company of their peers, so it’s fun too.” Sample menus include a mix of mostly cold food, such as sandwiches, veggies and dip, fresh fruit and string cheese. Man accused of driving truck into girlfriend’s house By JESSIE STENSLAND Staff reporter

An Oak Harbor man with a history of domestic violence is accused of driving his truck into the side of his girlfriend’s house, kicking down a door, threatening her with a knife and beating her, court documents state. Patrick W. Heussmann, 29, made a preliminary appearance in court over the weekend. Island County Superior Court Judge Vickie Churchill found probable cause to hold him on suspicion of firstdegree assault, reckless endangerment, fourth-degree assault, possession of controlled substance and first- and seconddegree malicious mischief. City raises $37,000 at one-day auction

Organizers of Oak Harbor’s Fourth of July celebration are planning a 2015 event they believe will be a crowd pleaser. Not only is a Navy jet flyover scheduled to signal the start of the late morning parade, the evening fireworks show is expected to be the most explosive in the event’s history.

Donations of $20,000 are earmarked for this year’s fireworks display, an increase from the $14,000 typically raised for the annual show. “It’s exciting to watch the community come together and put on this kind of show,” said Christine Cribb, executive director of Oak Harbor Chamber of Commerce. While North Whidbey Parks and Recreation District offers swim lessons year round, summer is primetime for children home from school to master the basics, said Erika Miller, interim district director. Miller also serves as aquatics director. “We are surrounded by water, and drowning is the second leading cause of death for children under the age of 12,” she said. “Our staff is very committed to having every child acclimated to water and able to swim the basic strokes by

Blueberry, strawberry harvests expected 2 weeks early A warm, dry spring is causing fruit crops to ripen early, according to Whidbey Island farmers. Blueberries, strawberries and other fruit are expected to be harvested around two weeks earlier, according to Linda White, owner of Crescent Harbor Blueberry Farm in Oak Harbor. While the farm’s famous Patriot variety are typically among the first to ripen each season, the warmth of the spring has caused them to ripen even earlier. The blues normally peak right after

Father’s Day, June 21 this year, but they expect to start picking early, according to White White said that the last three years, a wet, cold spring delayed the blueberries a little and that this year is very different. “This year the dry and warm weather has expedited the ripening process,” White said. Renee Mueller, owner of Bell’s Farm, said that their strawberries will be ripe early as well. “They’re coming on fast,” Mueller said.

Fundraisers help in wake of devastating fire By KATE DANIEL Staff reporter

From watching all of his possessions incinerate in a house fire to getting married, Paul Burt’s life has been nothing if not eventful in the past several weeks. Just two weeks before their wedding day, Paul and Sally Burt escaped what could have been a tragic demise. At 2:30 a.m. on a Saturday approximately one month ago, the Burts’ recently purchased mobile home at 1320 N. Oak Harbor Street burned to the ground along with all of their possessions. “I heard a crash and a boom and a whoosh, and woke up to an orange glow,” said Paul Burt. He and Sally Burt rushed outside and, within a few minutes, the home exploded. Burt described the experience as “devastating.” The fire was caused by an electrical extension cord, Paul Burt said. In addition to losing all of their belongings and home, Paul Burt, owner of Burt’s Saw and Mower on Goldie Road, said business has been slow of late, making the financial burden even more difficult. He estimates the couple’s total financial losses from the fire at about $20,000. To help the Burts, a band of friends, neighbors and community members established fundraisers: a yard sale and concert by Monkey Hill held Saturday, and a spaghetti dinner to take place

Thursday evening from 5-9 p.m., at Oak Harbor Tavern. During Saturday evening’s concert, Monkey Hill drummer Big Steve expressed his condolences to the Burts and encouraged audience members to fill the donation buckets, which were placed at the bar. “We’re doing this for him,” he said. “He lost everything in that horrible fire.” Steve Despopoulos, a manager at the tavern, said he’s known Paul Burt as a friend and customer for years. “He’s just a real gentle, kind person, just a real good guy to know,” Despopoulos said. “I hate to see anything like this happen to anyone. I just thought he deserved a little help and we had the opportunity to try and provide him a little.” Burt has lived and worked on the island for more than 30 years, and said he’s made

plenty of friends through the decades. He said he was “overwhelmed” by the outpouring of support. Despopoulos said he’d prefers not to discuss the amount raised from the concert and yard sale until after the spaghetti dinner. He noted, however, that they had raised a “pretty generous amount of money” thus far. “In this kind of situation any little bit helps,” he said. “I don’t know how to put it in words,” Paul Burt said. “I appreciate everything that everybody has done, friends and neighbors that have jumped up trying to help us out.” Aside from the fundraisers, several people have donated household goods and clothing, for which Paul Burt expressed his gratitude. For the moment, the cou-

ple is living in Mount Vernon, where Sally Burt works as a custodian. “She’s doing pretty good. She’s been a real trooper through the whole thing,” said Paul Burt. “She was devastated by the fire … but she was more concerned about the neighbors than anything else.” Thursday’s spaghetti dinner costs a $7 donation for admittance. All are welcome.

IN OUR OPINION Summer lunches show how Oak Harbor has come since 2001 levy We applaud the Oak Harbor School District’s adoption of the summer program that will ensure students who are out of school get a healthy lunch every day. The program is being funded by a grant from the United States Department of Agriculture, and this is the first year that Oak Harbor schools have participated. Scientific research has shown that there’s a strong correlation between childhood nutrition and academic performance. Children who eat healthy throughout the day are less likely to fail tests, a 2009 study found. A more recent study links healthy school lunches and academic performance. Hot lunches have come a long way. No longer are “mystery meat” and watery peas and carrots the standard of school lunches. The Healthy, Hunger-Free Kids Act of 2010 mandated healthier options at school in the nation. Districts throughout the Puget Sound region and beyond make efforts to include locally grown food on the menu while cooks have explored ways to make mass-produced lunches more palatable. Thankfully, pizza, corn dogs and other childhood favorites haven’t been banned from the menu altogether. Oak Harbor has also come a long way. Voters passed a levy to bring hot lunches to the schools in 2001. Before that, a levy that included a hot lunch program failed because of voters’ skepticism about the need. The proof was in the pudding, as they say. The number of students who got hot lunches rapidly increased as did the number of children who qualify for reduced-cost or free lunches, showing that the demand was indeed real. Even though school isn’t in session, these children’s need for healthy meals hasn’t diminished. There’s still little bellies to be filled and growing brains to be fueled. The summertime free lunches will also be a great opportunity for kids to stay in touch and make new friends over the summer months. Artist proposing orcas sculpture to commission Editor, In response to your Saturday editorial, I write this letter. After serving for almost three years on the Arts Commission of Oak Harbor, I resigned in May. For the record, I put up a huge fight and argument against the kraken. The same artist from Oregon also presented his concept of two large rocks, one for each side of the street, graced with beautiful harbor seals, kelp and water splashing. One of the other art commissioners and I gave long and passionate reasons why harbor seals would be the best choice, especially at that important location of the beginning of the entrance to historic downtown. Two other commissioners put up an equally huge fight for the kraken and with the vote tied, the then-president of the Arts Commission cast her vote for the kraken. I continued to try to get them to change their minds, but to no avail. So, if you like the kraken, fine. If you don’t,

well, I just want it known I was dead set against it and voted for and really wanted the harbor seals on rocks concept. I was not on the Arts Commission during any of the other votes on projects. I do like their other choices. I also voted for the acceptance and bronzing costs of Wayne Lewis’s gift to the city of the Native American with salmon. Also for his gift of the pioneers, the Barringtons, including paying for the costs of the $12,000 to bronze it. Lewis is not making a penny on these two gifts. He should not lose money on the bronzing when the Arts Commission at this time has almost $60,000 in its account, which is accruing at about $3,500 a month now. In the end, to cover the bronzing of Lewis’s latest gift, I raised half of the money, $6,000, of which a great deal is my own money. With great effort on my part and others, the Arts Commission decided it can pay the other $6,000. Now it is just up to the city to endorse this and put it up downtown. Ms. Honeycutt’s letter suggesting that Lewis is an “impatient” person is all wrong and could not be further from the truth. He is not only an excellent sculptor, but is one of the most patient people around. He waited and worked with the tribal leaders for more than

two years, just to get their blessing on the Native American with salmon sculpture. A great addition and gift to the city, as will be the Barrington sculpture on Pioneer. For consideration as a future project, Lewis has proposed to the Arts Commission a life-sized, two-tone bronze of mother and baby orca whales swimming in small waves. I hope that the Arts Commission sees fit to commission him and actually pay him for this piece, which would be a beautiful addition to downtown or waterfront. Perhaps the kraken could be moved to the beach or new sewage treatment plant and the orcas go into that spot at the entrance to downtown instead. Just my two bits, for what’s it’s worth. Here’s what was happening in the news this week:

100 years ago

n Oak Harbor residents concocted a preventative tincture for appendicitis which doubled as a cure for an upset stomach. It consisted of blackthorn bark and glycerine, as mixed in Adlerika. n Messrs. Lovejoy and Ezra, representatives from the Island Navigation Company, planned a meeting in Oak Harbor to hear citizens’ opinions on the proposed South Whidbey ferry and a jitney service to connect with the Utsalady ferry.

75 years ago

n A group that called themselves “a collection of the best Goofs in Western Washington” were to hold a Goof Parade in Oak Harbor as a part of the Holland Days festivities. All goofs, “would-be or otherwise” were invited to enter the parade. n A detachment of 25 soldiers joined the normal complement stationed at Fort Casey. The detachment was sent over from Fort Worden. The soldiers were assigned to do certain tasks which could not be revealed due to military regulations. They were expected to stay at Fort Casey for 10 days.

50 years ago

n Police urged parents to stop leaving children unattended in public spaces such as the beach or residential neighborhood streets. Aside from the burden on the police department, Police Chief Fred Murcray said parents should be more cautious due to the dangers of traffic. He also noted that there had been several instances of parents leaving groups of children unattended at Beach Park. n Oak Harbor Coin Club president Jim Neil defended coin collectors, saying that they are not responsible for the current U.S. coin shortage. Neil said that the real culprits are the promotional efforts of businesses and investor and speculator interests, rather than hobbyists. The U.S. had a shortage of quarters and half-dollars. n The Senate Armed Services committee was expected to give final approval to a $3,754,000 military construction appropriation for the Whidbey Naval Air Station. The fund was to prepare the base for a buildup of air activity scheduled to begin in 1966.

25 years ago

n An Oak Harbor man was arrested and charged with first-degree arson in a blaze that burned Island Thrift to the ground. He was accused of pouring gasoline and lighter fluid on merchandise and deliberately setting fire to the building at 1 a.m. He was scheduled to undergo a mental competency evaluation to determine if he was fit to stand trial. He was committed to Western State Hospital for up to 15 days following his preliminary appearance in Island County Superior Court. n Plans to construct 300 multiple-family housing units at Whidbey Island Naval Air Station were in the works. There were approximately 800 families awaiting base housing at the time.

proposed Route 4 to Deception Pass would operate anyhow. So, what would be the cost to extend the proposed six runs per day of the Route 4 from Deception Pass to March Point? It’s certainly not $200,000. That would be $8.55 cents per mile — 15 mile round trip extra distance. If Route 4 included Saturday service, that calculates to $7.12 per mile. That is not the cost per passenger mile. That cost would probably be less than $1 per mile. Statistics can lie. Let’s use common sense. The route to March Point is heavily used. It fulfills a need. The additional cost per passenger mile is less than most other Island Transit routes. Six runs per day for the No. 1 route using the small bus for Saturday service would also serve a need and would likely be a low cost per passenger mile. many of our pets. For me, however, it just makes me very angry that one family, or handful of partiers, can legally and, sometimes, illegally disrupt my evenings for hours and days at a time. I worry about my home catching fire. Every year there are discharged bottle rockets and even larger fireworks debris on my cedar roof and in my yard. If the City of Oak Harbor wants to continue to legalize the use of fireworks, they should designate an area for their discharge, say the track at North Whidbey Middle School or playground at Crescent Harbor or Clover Valley elementary schools. The fire department and an EMT unit could be on scene for emergencies. Cortland State University in New York when he was drafted into military service. He served in the Navy for 23 years as a bombardier navigator before retiring and starting Cavern Motors in Oak Harbor, which grew into B&B Automotive with son Bill as a partner. Bob married his high school sweetheart Maryjane in 1951 and she remained the love of his life until the end. After stops in Virginia, Kansas and Tennessee, Bob was stationed in Oak Harbor in 1958 and came to realize he never wanted to leave. He appreciated the beauty and lifestyle of Whidbey Island and Puget Sound as it became his permanent home. Himself an only child, Bob had five children with Maryjane: Rhonda Riley (Faustin), Guy (Vicki), Robert, Bill and David. Bob was a supportive grandpa to thirteen grandchildren and four great-grandchildren. A high school and college football and baseball player, Bob coached Little League baseball and remained a follower of the Seahawks and Mariners. Like many fans, he was with them win, lose or tie. He loved fishing and

Yacht Club hosts N. American sailing champion regatta By JIM WALLER Sports editor

The Oak Harbor Yacht Club hosts the San Juan 24 North American Class Association Championship Regatta Saturday and Sunday, June 20 and 21. About 20 boats from Washington and British Columbia are expected to attend, according to club member Byron Skubi. The boat is 24 feet long with a narrow entry and transom and a wide beam. With a four-foot draft, it can sail in shallow waters. The Oak Harbor Yacht Club has hosted the North American championship on Penn Cove since 2011. The San Juan 24, built in by the Clark Boat Company in Kent beginning in 1972, was popular in the 1970s and ‘80s, according to Skubi. While many still exist around the United States, Puget Sound has a large concentration of the boats. Most of the NACA officers are from the Seattle area, as well. Prior to settling in Oak Harbor, the national championship was held in the Great Lakes and all along the West Coast, according to Dave Steckman, who will co-chair the race with the husband and wife team of Shannon and Denise Buys. “Due to the age of the boat, a little over 40 years, and the limited number of fleets left across the country, the SJ24 NACA has elected

to skip the preliminary race regattas such as districts and nationals and focus on the North American Championships which include sailors and vessels from our Canadian friends,” Steckman said. “The winners of this regatta are crowned the San Juan 24 North American champions.” Oak Harbor and Penn Cove are logical places for the North American Championships, Steckman said, because of the Yacht Club’s goals and its location. “I believe the club wants to help promote the love for their sport, especially the sailing community,” Steckman said. “These sailors find racing sailboats and the camaraderie that comes as a by-product very addictive. “Hosting a regatta such as this helps bring awareness to the sport of sailboat racing much like the popular Whidbey Island Race Week does each July. Oak Harbor is also central to the active San Juan 24 fleets and becomes an ideal location.” Fleets from Vancouver, Bellingham and Seattle will meet in Oak Harbor, which has “the best venue around for these vintage boats and their salty sailors,” Steckman said. The San Juan 24, designed by Bruce Kirby, is a “sailor’s delight,” Steckman said.

Steckman noted that Rimas Meleshyus is attempting to sail around the world in a San Juan 24, having begun his journey out of Oak Harbor in 2013. Racing in the North American championship regatta will begin at 11 a.m. both Saturday and Sunday, and officials will try to fit in as many races as possible during the weekend, Skubi said. Saturday’s event will go late into the evening; Sunday’s races will end around 5 p.m., according to Skubi.

Houston Astros. A win at Safeco would propel Andersen to the national competition, which will be part of the All Star Game activities in Cincinnati July 13 and 14. Andersen won the local competition May 5 and then took the all-around title at the sectional June 7 in Snohomish. Winning at Snohomish, however, didn’t guarantee Andersen a spot in the Safeco competition. The best scores from all of the sectionals from across the Northwest states were combined and the leaders were invited to Safeco. Andersen said it is “amazing” to get to the semifinals. “I’m a little bit nervous,” she said. “Competing in front of so many people

can be nerve wracking.” Andersen said she has been playing softball “since I was born,” but this is the first time she entered the Pitch, Hit and Run tournament. In the competition, the athletes are asked to strike a target from 35 feet throwing over- or under-handed, hit for distance and accuracy off a tee and run for time from second base to home plate. Andersen, the daughter of Erik and Michele Andersen, said last year’s winner at Safeco recorded 1,040 points. Whidbey Audubon honors orca protectors Orca Network founders get Audubon group’s top award for their efforts to raise whale awareness By RON NEWBERRY Staff reporter

On more than one occasion, Anna Swartz poked fun at the couple standing next to her. These were good-natured jabs, the sort of thing that happens among friends at recognition dinners such as the one hosted by the Whidbey Audubon Society last week in Coupeville. “Look at how innocent these two people look,” Swartz said. Swartz, president of Whidbey Audubon, could say this tongue-in-cheek, knowing how tirelessly Howard Garrett and his wife Susan Berta work to raise awareness about whales and how they’ve fought to protect the endangered southern resident orca population. Swartz presented the Freeland couple with a token of appreciation from the Whidbey Audubon Society. They received Whidbey Audubon’s Excellence Award at the group’s biennial recog-

is looking for people in our community and neighborhood that have these same supporting (characteristics) of our mission. I can’t think of two people who’ve done more.” Garrett and Berta founded the Orca Network as it is known today in 2001. The nonprofit organization, an incarnation of a nonprofit formed in 1995, is dedicated to raising awareness and promoting conservation of Pacific Northwest whales. Orca Network programs include the increasingly popular Whale Sighting Network and Central Puget Sound Marine Mammal Stranding Network. Since 1995, Garrett and Berta have been involved in a campaign to return the captive orca Lolita to her home waters in Puget Sound. Lolita is the only survivor of the southern resident orca capture in 1970 and has been at the Miami, Fla., Seaquarium since she was taken from Penn Cove. Last year, the couple

“Who knew?” Garrett joked. Garrett and his wife are longtime members of Whidbey Audubon. “I’m totally humbled here,” Garrett said of the award. “This is unbelievable and amazing because to me, I’m in a room full of heroes. I’m in a room full of people that I look up to and that give me

guidance and inspiration.” Also recognized at the dinner was Robin Llewellyn, Whidbey Audubon’s program chairperson, for her 10 years of program presentations. Llewellyn will be on sabbatical until next spring in time to prepare for the next Bird in Hand event at Greenbank Farm.

What’s kraken? Not much during unveiling By RON NEWBERRY Staff reporter

Attendance was sparse for the dedication of the controversial kraken art sculpture in Oak Harbor last week. Even the artist didn’t make it. About 10 people came to watch or participate in a ceremony and ribbon-cutting organized by the Oak Harbor Arts Commission. “Unfortunately, the artist, Bill Hunt, won’t be able to make it up,” said arts commission chair Skip Pohtilla. “He called and left a message ... that he’d love to be here but he’s got other things that are a little higher priority.” Hunt, a notable wildlife bronze sculptor who lives in Depoe Bay, Ore., was preparing for an upcoming art show, Pohtilla said.

In Oak Harbor, Hunt was commissioned to create a piece of public art that would catch people’s attention as they enter historic downtown along Pioneer Way. The piece, which cost the city $33,000, created instant controversy with a copper and steel sea monster swallowing a Nautilus submarine in a Navy town. It also was criticized for its brightly colored base, which has since been toned down. “We were looking for something that was a little more on the edge,” Pohtilla said. Bob Severns, Oak Harbor city councilman, likes it. “It’s been an interesting, somewhat controversial piece of art,” Severns said, “but I think that’s part of what art’s all about. It’s been fun.”

SUMMER LUNCHES CONTINUED FROM A1 Some days there are hot lunch kid-friendly favorites such as pizza, corn dogs and French toast sticks. The district is working with Whidbey Island Naval Air Station and the Boys & Girls Club of Oak Harbor to make the program happen. The meals will be served using the Navy housing community centers at Maylor Point, Crescent Harbor and Saratoga Heights and the Boys & Girls Club at the Roller Barn. Each site can accommodate about 140 children. The program will run Monday through Friday, from Monday, June 22,

through Aug. 28. No lunches will be served July 6-10, which is a holiday break. Food will be delivered to each of the locations between 11 a.m. and noon, and lunchtime will depend on the location. Service is available for 30 to 45 minutes, and children need to eat lunch on the premises. Families can check the district website for specific times at www. ohsd.net The program is paid for by the U.S. Department of Agriculture. This is the first year the district offered the program.

FOURTH OF JULY CONTINUED FROM A1 The Oak Harbor Chamber and Oak Harbor Noon Rotary are working in partnership to organize the parade, which is scheduled to start at 11 a.m. July 4 and travel along the waterfront with a lineup of about 125 entries. A treat this year is the return of a Navy flyover that has been absent from Oak Harbor’s Fourth of July celebration in recent years. Flyover requests from the cities of Oak Harbor, Anacortes and Stanwood were collectively approved by the Navy and are among only 20 flyovers authorized for the entire West

Coast during the holiday, said Anthony Popp, assistant public affairs officer at Whidbey Island Naval Air Station. John Geisenhoff, a Rotarian in charge of the Oak Harbor parade, said he’s been told an EA-18G Growler, P-3 Orion and a helicopter will be participating in the flyover above Oak Harbor. “It should be quite an air show,” he said. “It sends a huge message of how valuable the partnership is from NAS Whidbey to the community and the community to NAS Whidbey,” Cribb said. The Torpedo Road gate will be open to access the Seaplane Base at that time. The parade’s grand marshal will be Jay Turner, football coach at Oak Harbor High School. Turner’s team got national attention for sportsmanship last season when it forfeited a divisional championship game to give Mar ysville-Pilchuck the division title and No. 1 seed to the state playoffs.

court order by calling the victim a number of times from the jail over the weekend. Ohme suggested that Churchill could either increase bail to $250,000 or revoke it entirely. Heussmann’s attorney, Steve McKay, argued that the conduct didn’t support such a large bail amount. Churchill, however, said Heussmann knew he wasn’t to contact the woman, but did

anyway. She raised his bail to $250,000. “I’ve had cases before in which people don’t follow a court order, but nothing as blatant as this or as quickly as this,” she said. Deputies with the Island County Sheriff’s Office responded to the alleged victim’s 9-1-1 call from her home on West Fakkema Road Saturday. The woman said she was hiding from Heussmann under her pickup when he rammed it with a Chevrolet Blazer, according to a deputy’s report. She said the pickup was pushed into a travel trailer, but she didn’t think he knew she was hid-

ing under it. Heussmann then drove the Blazer into the side of the side of the house, pushing the outside wall into the bedroom, according to the report. The woman ran into the house and locked herself in the bathroom. Heussman kicked the bathroom door down and entered brandishing a large kitchen knife. She pushed him and he dropped the knife, but the he punched her in the face multiple times, the report indicates. The woman broke free and ran out the front door. A deputy searched Heussmann and found a rolled-up paper containing suspected cocaine, the report states. At the jail, Heussmann punched the walls and door of an interview room; he broke a ceiling tile and sprinkler head, the deputy wrote. Ohme said he plans on charging Heussmann this week, though he doesn’t feel he has the evidence to support a first-degree assault charge — the most serious of the suspected crimes — at this point.
