Kayakers saved from icy waters beneath bridge

Thanks to Deception Pass Tours, Father’s Day weekend didn’t turn into a tragedy for one man and his son. Jose Garcia, an officer at Whidbey Island Naval Air Station, was taking the boat tour, enjoying the sunny weather Saturday afternoon when the crew noticed that a couple of kayakers were in trouble. One of the men was out of his kayak, clinging to the sheer rocky walls underneath Deception Pass Bridge. The other man, who turned out to be his father, was struggling in vain to help him as a swirling eddy threatened to pull his son under. “He was literally clinging on with his last breath,” Garcia said. “He couldn’t hold on anymore. He was about to drown.” Boat captain and owner Brett Ginther turned the boat to help. Seeing help on its way, the younger man let go of the cliff and swam to his partially submerged kayak. Garcia said he grabbed a boat hook and held it out to the man, who was able to grab it. He and the other crew members pulled him aboard. He said the man was bluish and his arms felt stiff and frozen. Father and son were soon reunited and posed for a photo with their rescuers at Cornet Bay. “It truly was a blessing to be at the right place at the right time,” he said, “and if it wasn’t for Capt. Ginther and his crew, this could resulted in a tragic ending.”

Father of late inmate leads protest of jail conditions

More than 250 people in black shirts, many holding signs, quietly marched through Coupeville on Sunday to the Island County Jail, where they held hands to form a human chain encircling the facility. There, the protest grew in volume as people called out for justice and passing motorists honked in solidarity. Coupeville resident Fred Farris led the

Keaton Farris was the second person to die in the Island County Jail in 18 months and the third in nine years. Critics have pointed to the other deaths as evidence of ongoing and widespread problems at the jail. “I think they are linked,” said Becky Spraitzar, a North Whidbey resident who expressed concerns about the jail since Gregory McBride died there on Jan. 26, 2014.

procession of mourners who gathered to protest the death of his son, 25-year-old Keaton Farris. The young man was suffering from mental health issues and died in jail from dehydration in April. The protest was spurred by Detective Ed Wallace’s report, which was released last week; it describes how the jailers’ failed to follow basic policies, resulting in the death. The fallout from and reaction to the report began prior to the protest. After
“I think if the sheriff did a thorough investigation when McBride died he would have known there were problems. It should have been fixed.” Law-and-justice officials, however, are quick to distinguish between the cases. Fundraiser started to help Shirley’s Kitchen after destructive fire
A fundraising page has been created to help raise money for local landmark Shirley’s Kitchen, which was claimed in a fire Thursday. “Shirley has served our community the BEST burgers and breakfast sandwiches for approximately 25 years and needs some help to rebuild her great little building down at the Clinton Ferry Terminal,” states the Youcaring.com site, which as of Tuesday had raised $830. “With no insurance, Shirley does not have any way to pick up these little pieces left of her kitchen and start over from scratch. Commissioners fund upgrades to county communication system
More than $180,000 was approved by Island County commissioners last week for equipment that will enable county staff to better communicate during an emergency. The Public Works Department’s countywide radio system upgrade project was approved for three different allocations: $26,404 to Aviat Networks for equipment; $55,921 to Hutton Communication for components; and $100,186 to Day Wireless Systems for base radios.

VFW to dedicate memorial Saturday Budget Director Elaine Marlow said that much of the project’s labor and other costs will be absorbed by I-COM funding, a tax on telephone service. However, I-COM is limited in what it can spend those tax dollars on, so county leadership stepped in to include the necessary equipment upgrades in its 2015 budget, Marlow said. The upgraded radio technology will be very similar to that used by Island Transit and emergency services. The new system will also serve as a backup network for the Island County Sheriff’s Department.
Local law enforcement receives funds from homeland security Whidbey Island law enforcement agencies will receive more than $73,000 from the U.S. Department of Homeland Security. Island County commissioners approved the pass-through funding, to be used for equipment and salaries for Operation Stonegarden, at Tuesday’s regular meeting. The Langley Police Department received $11,940; Washington State Parks received $5,917 for marine safety; the Island County Department of Emergency Management received recieved $5,450; the Coupeville Marshall’s Office received $12,120; and the Oak Harbor Police Department received $37,720. The purpose of Operation Stonegarden is to “increase border security in direct coordination with state and local law enforcement,” according to county documents.

Former OH yarn shop opens Front St. location Former Oak Harbor business owner Dena Royal celebrated the grand reopening Friday of her Coupeville yarn shop, Whidbey Isle Yarn, Gifts and Teas. Royal opened her Coupeville shop on North Main Street in late 2014 after a dispute in Oak Harbor revolving around her living in the back of her Pioneer Way store. She moved from that location and is now located at 12 NW Front Street, next to Far From Normal. The grand reopening was celebrated with an official ribbon-cutting by the Coupeville Chamber of Commerce and scavenger hunt last Friday evening. Participants scoured the shop looking for specific items and in turn, learned about the shop and its products. Royal hand-dyes much of her fabric that she sells in the store. the origin. Royal also uses fiber from local farms and goes directly to them to purchase it. Part of her sustainability mission is that she ensures no dye goes down the drain. She uses just the right amount of powdered dye, fiber and water and leaves the fiber in the crockpot the precise amount of time required to absorb all the dye. She only uses proteinbased fibers, which come from animals, not plantbased fibers like from cotton or bamboo, because they don’t soak up all the dye like the protein-based fiber from silkworms and alpacas and other animals do. Royal’s new location includes a space right on Coupeville’s waterfront where knitters can congregate to knit, drink tea and relax. She’s also hosting classes, educational talks and an evening knitting group.

More than 70 new members have joined the Greater Oak Harbor Chamber of Commerce over the past year. This is due to the hard work of its members, according to Christine Cribb, who took over as executive director nine months ago. “We’re on the verge of something spectacular,” Cribb said in Thursday’s inaugural State of the Chamber address. Cribb was pinch-hitting
for Oak Harbor Mayor Scott Dudley who was originally scheduled to give the annual State of the City address but bowed out citing health issues. Cribb said that while she was given short notice to fill the slot, she hopes to continue the speech in future years. “I’m even going to write the mayor a thank you note,” Cribb joked. “I’d like to make it an annual event.” Cribb outlined some of the successes and new initiatives within her first nine months. “My goal was to get
through this one year and then make changes,” Cribb said. “That lasted about three weeks.” Because of the overwhelming support of the annual Fourth of July fireworks display, the chamber will add a New Year’s Eve fireworks display starting this year. Oak Harbor will also join Coupeville in having an event surrounding the Lighted Boat Parade in December. Cribb said all of the chamber’s events, including Holland Happening and

Monster Mash Street Bash, would not be possible without the assistance of the city. “None of the events would happen without tremendous support from city staff,” Cribb said. “I want to give them a shout out for that.” Cribb showed examples of the Chamber’s new ad campaign and reported that Oak Harbor’s tourism is up 16 percent in the year’s first quarter. A new program entitled “Membership Matters” provides a monthly newsletter as well as a monthly marketing class for members. The chamber’s hours, which were 9 a.m. to 5 p.m. Monday through Friday, have been expanded to 8 a.m. to 7 p.m. Monday through Saturday, and noon to 5 p.m. on Sundays. The chamber offices have also been updated to be more “aesthetically pleasing.” “When you drive to work and drive home, you see your chamber working for you,” Cribb said. “She showed that not only is the chamber of commerce providing tools, marketing, and opportunities for our members, but our members are providing opportunities for the community through partnerships and sponsorships,” said Jason McFadyen, chamber president.

Former inmate turns his life around through his artwork By Kate Daniel Staff reporter
Johnny Arellano speaks of his transformation, both as a person and as an artist. He began his artistic endeavors drawing flowers, hearts and unicorns for his and fellow inmates’ loved ones while incarcerated in Whatcom and Island County jails. Many of his first works were created with a rubberencased pen — he explained that this was a safety precaution to avoid inmates using usual ball-point pens as shanks. Instead of a studio, Arellano had his cell. Rather than an easel, he had envelopes and scrap paper. His drawings, several of which are now framed in his home, served as a means of expressing his affection for his new wife and her children on the outside. Another of his works hangs in the office of Mighty to Save Ministries, an organization Arellano credits with much of his success in addiction recovery and life improvement.
“I wanted to give them a piece of my mind,” Arellano joked, referring to the drawing which he completed shortly after meeting Christina Bowling, Mighty to Save Ministries founder. “That’s when my transformation started,” he said. “I had some traumatic things happen in my life, and was looking at some serious time. I ended up giving my life to God … because to me, I thought, if I’m going to prison for a long time I don’t want to be the same guy I was now.” Arellano and his wife, Jodi Bruce, are two of several former addicts and inmates whose work will be showcased at the Inmate Art Auction to benefit Mighty to Save Ministries, an organization that aims to help addicts in their recovery process while spreading the word of Christ. The auction is composed of 73 pieces of various media from pencil sketches to paintings and sculptures. The event will take place Saturday from 7-9 p.m. at the Oak

It is also a testament to the success of Mighty to Save Ministries, he added. “The main goal is to make an impact, a positive impact,” Arellano said. “If I can do it, anyone can.” Funds raised from the auction will go towards Mighty to Save Ministries programs and the future establishment of a sober living house and year-long treatment program. During his incarceration, each of them found solace in creative expression and continue to do so today. “It’s my meditation time,” said Bruce, who will be showing her piece “Night Peace,” a landscape drawing. “I think it’s a passion, and oftentimes when people are addicted they lose their identity because they are so focused on getting high,” said Bowling. “It’s rediscovering who they are through art.”

Each week, Bowling and others stop by jails for clergy visits and hold addiction recovery support groups. At the moment, the ministry is working with approximately 30 inmates throughout Washington State, two of whom are incarcerated in Island County. By SHERIFF MARK BROWN My thanks to the media for its role in sharing information with the family and our local community; however painful it was — and is — to hear. Today, Chief De Dennis informed me of his decision to retire from service. To quote Chief Dennis, “Change is good. The jail has new supervisors, new staff, and will soon be getting updated equipment. There is a Correctional Specialist coming in to review and update the jail processes. I hope his recommendations will be implemented by new leadership. I have chosen to retire effective July 2, 2015.” Following an employee due process hearing, I made the decision to terminate the employment of Lt. Pam McCarty. It is my opinion based on the investigation as presented to me that neither employee had any intent harm an Island County inmate; that however is subject to further review. Both employees admitted the mistakes they made; both employees know the magnitude of what has happened. Moving forward, Undersheriff Mauck and Interim Jail Chief Chief Garden are — and will be — working to implement new policies and procedures while at the same time ensuring employee understanding of those policies and procedures. Both will be accountable for operational management of the jail until such time as a new chief is hired. For as long as I continue to serve as your sheriff I will work to re-build this agency starting with a complete and transparent oversight (top to bottom) of the Island County Sheriff’s Office. With the help of the Washington Association of Sheriffs and Police Chiefs I am seeking and getting professional oversight to guide my direction moving forward. As soon as the professional assessments are rendered, I will provide full disclosure to all citizens and county government leaders as to what those recommendations are and how I intend to correct the problems identified. n Mark Brown is Island County Sheriff.

Grateful to all who offered their help Editor, On March 18 my husband and I were in a one-car accident at the corner of Crescent Harbor Road and Taylor Road. A gas pipe in that area was ruptured. Several wonderful men from the Whidbey Island Naval Air Station were able to redirect traffic. The North Whidbey ambulance staff came quickly and assessed my husband who was then air lifted to Harborview Medical Center in Seattle. Others, from Oak Harbor and NAS Whidbey, worked to control the gas main break and to evacuate people nearby. Puget Sound Energy staff from Burlington restored service some time later that night. We appreciate the patience of those who lost their service. We want to thank all those who helped us through this horrific experience. The kindness of the police, state patrol, North Whidbey Ambulance, fire departments and the angelic woman
who came out with towels and gauze, was incredible. We moved to the island a year and a half ago. While our friends back East supported us with prayers; the people here acted in so many kind and generous ways that we have never felt more at home. We are also grateful for the skilled hands of those who work at Harborview and for the grace of God who brought us through this experience by providing such wonderful people to help. Noise issue doesn’t have to be lose-lose Editor, For two years we have witnessed the dispute between the Navy and Citizens of Ebey’s Reserve regarding aircraft operations at Outlying Field Coupeville. It just seems absurd that we cannot find justice and fairness regarding this situation.

The Navy claims that the noise is not unbearably great in Coupeville and that it can be tolerated by the fewer number of people who live there. It also protests that touch-and-go operations at NAS Whidbey’s Ault Field would affect a larger population surrounding the field and should be prevented. What can be done about this David and Goliath state of affairs? It’s not a case of an either/or or win/lose situation. Let both COER and NAS Whidbey accept the responsibility for the noise due to the need for national security. Why not have Growlers fly one month at OLF Coupeville and then fly at Ault Field the next month? Alternate the months for as long as the touch-and-go operations are necessary. People in COER will feel grateful that the big guys, the larger number of people surrounding Ault Field are sharing the noise inconvenience with them. The greater population in Oak Harbor will realize that the Navy can’t put off the noise problem on the little guys in Coupeville. The Navy must be fair. Bonnie Tchuileng Oak Harbor

James Franklin Campbell
James Franklin Campbell, age 59, passed away on June 3 at his residence in Oak Harbor. He was born on Aug. 15, 1955, in Philadelphia, Pa. He was a very loving, caring and giving person. With his kindness, he loved to help and support those in need, regardless of who they are, including animals. James enjoyed fishing, hunting, cars, art, history and music, especially the Grateful Dead. For 30 years, James served in the United States Navy and traveled to several countries. He championed his leadership role as a Master Chief Petty Officer and retired on May 1, 2011. With his love of art and history, James attended Great Mills High School in St. Mary’s County, Md. Later, he graduated with a bachelor’s degree from the University of Maryland while he was in the Navy. Left to deeply mourn his death is his wife, Sirilak Campbell, and sister-in-law, Chutirat Sarathanah. He is also survived by his two sons, Shawn and James Jr. Services for James Franklin Campbell will take place at a future date at Arlington National Cemetery in Virginia, where his father also rests.

Alice M. Pitcher, formerly of Oak Harbor, passed away in her sleep on June 2 in San Leandro, Calif., after a courageous fight against cancer. She was preceded in passing by her husband, Thomas J. Pitcher, a retired chief petty officer.

William Ellsworth Osborne
William Ellswor th Osborne, age 86, died June 17, 2015, at Skagit Valley Hospital in Mount Vernon. He was born May 8, 1929, in Jackson, Ohio, to David and Birdie Osborne. Bill was raised on a small country farm in Jackson. After the Japanese bombed Pearl Harbor, Bill was compelled to serve his country. Lying about his age, Bill enlisted in the Army Air Corps. When the Japanese surrendered, he was sent to Japan as part of the occupational forces and was assigned as a train conductor. After three years of service, Bill became a part of the transition from the Army Air Corps to the U.S. Air Force, where he remained for more

than 20 years. He was married to his first wife, Donna, in 1949, and that marriage lasted until 1975. The Air Force took him to Japan, Morocco, Labrador, California, West Virginia, Alaska and, finally, Mississippi, where he retired. He returned to Alaska, where he began a second career as an electrician for the Alaska Railroad in Anchorage. Bill left Anchorage and moved to Escondido, Calif., where he began a new career with Federal Civil Service. He was married to Helen Woodward in 1977 in Oceanside, Calif. The government moved him to Colorado Springs, Colo., and then on to Tucson, Ariz., where he retired in 1992 for a second time. In 2014, Bill and Helen moved to Oak Harbor to be with family. Bill loved trains, Louis L’Amour novels, traveling and the train ride through the Verde Canyon. He was a handsome man and a great storyteller, reminiscing about his youth and his military service. He loved to laugh, but most of all he loved his family and he loved his wife, Helen. Bill is survived by his wife; by two daughters, Nadada Mascorella and husband William of Oak Harbor, and Cynthia Cogdell and husband Chuck of Tooele, Utah; one brother, Lowell Osborne of Springfield, Ohio; and one sister, Helen Hill of Desert Springs, Calif. Seven grandchildren and 11 great-grandchildren also survive. Funeral services for William Osborne will be held 2 p.m. Friday, June 26, at Wallin Funeral Home in Oak Harbor. Gary Wallin will serve as life celebrant. Military honors will follow under the auspices of the U.S. Air Force Honor Guard. A viewing will be held at Wallin Funeral Home from
9 a.m. to 1 p.m. and immediately following the services. Cremation will follow with private family interment. Brian Kenneth Alice Rientjes Loders Alice Rientjes, age 89, a
Brian Kenneth Loders, age 26, passed away on June 18 at his home in Oak Harbor. He was born on July 22, 1988, in the Philippines to Elsa Corfman and Daniel Loders. Brian worked at ampm and enjoyed skateboarding and fishing. He is survived by his mother, Elsa Corfman; stepfather, Michael Corfman;
lifetime Oak Harbor resident, passed away on Sunday, June 21, following a brief illness. Alice was born in Oak Harbor on Jan. 16, 1926, to Dirk and Elsie (Broekhuizen) Vander Voet. She attended Oak Harbor schools and was a graduate of Oak Harbor High School. Alice married John Rientjes on Feb. 12, 1947. She held a variety of jobs
in the community. Eventually, she was employed as the executive director of the Island County Housing Authority for 17 years, retiring in December 1988. She was a lifetime and active member of First Reformed Church. Alice is survived by her daughter and son-in-law, Diane and Melvin Green of Ferndale; her son and daughter-in-law, Daniel and Dona Rientjes of Oak Harbor; two grandsons, Douglas Rientjes of Oak Harbor and John Rientjes and wife Leighla of Kirkland; four great-grandchildren, Olivya, Alexandra, Daniel Jacob and Nathan Adam; one step-granddaughter, Nicole Green; one stepgreat-grandson, Jay Jeremiah Saidy; and brother Richard Vander Voet and wife Beverly of Mount Vernon. She was preceded in death by her husband, John, on May 3, 2008; by her two brothers, Art Vander Voet and Cornie Vander Voet; and by her sister, Minn Nienhuis. A private memorial graveside service will take place at Maple Leaf Cemetery. A Memorial Service will follow at 2 p.m. Saturday, June 27, at the First Reformed Church. When my Doctor down at Swedish Hospital asked where I wanted to go for rehab after my surgery, I told him Fidalgo without hesitation. I had been here for rehab before, so returning was an easy decision. My care, treatment and Physical Therapy have been outstanding and Dr. Llewelyn’s care of me has been just wonderful. I don’t just believe it, but I know it because I have experienced it! I was expected to recover here for 2-3 weeks, but I have since developed Gout in my hand and it has slowed me down a bit. The Physical Therapy team, especially Mark and Jessie, have been creative and relentless in my recovery. They continue to find new ways to work me since I am unable to hold the walker. I really appreciate how inviting the staff are to guests and they are happy to feed them. The best part about being here is the workouts and getting back into shape. Farris told her through a slot in the cell door that he needed to see a medical professional and that he was “not good,” but she didn’t ask to examine him nor alert staff to any concerns about his health, the report states. The nurse worked under the guidance of the chief medical officer at the jail, who is a physician’s assistant working under a physician, according to Undersheriff Kelly Mauck. Mauck said two nurses from Public Health work in the jail. The sheriff’s office is also working with the county’s Human Services department to provide

McBride, 56, died en route to Whidbey General Hospital from the jail Jan. 26, 2014, according to Island County Coroner Robert Bishop. McBride was being held in jail for a driving without a license charge. While Bishop initially ruled that the manner of death was natural and the cause was cirrhosis of the liver, he changed it after the toxicology report came back. The tests showed “acute methamphetamine intoxication,” he said. As a result, the cause of death for McBride was amended to cirrhosis of the liver with meth intoxication as a significant contributing factor. He changed the manner of death from natural to accidental, he said.

mental-health care in the jail in the future. Sheriff Mark Brown has chosen an outside expert to do a comprehensive examination of the jail’s policies and procedures. Phil Stanley is a former Chelan County jail administrator with decades of experience in running jails. County commissioners would have to approve a contract with Stanley before he can start work. However, many of the protesters Sunday, including Fred Farris, said the problems are too great and that the jail should be shut down. “This was for everyone,” he said of the protest. “It’s not just about me and it’s not just about Keaton.” “This is just the first step,” he said. Some called on the sheriff, who’s ultimately responsible for the jail, to resign. Others urged the prosecutor to charge everyone who failed in
their responsibilities. Signs carried by protesters summed up their outrage and grief. “He died thirsty.” “Never again.” “Abolish solitary.” “No killer cops in our community.” “Serve and protect. Not arrest and neglect.” Hawk Arps provided a poignant rhythm for the marchers with a handheld drum. He said he was trying to keep Keaton Farris’ heartbeat alive. “He had a really strong vision of love and that’s what we are trying to share,” he said. Like many others at the protest, Keaton Farris’ mother, Tiffany, traveled from Lopez Island to take part. She said she is still struggling to understand how such an unnecessary tragedy could have happened. She said she doesn’t know how she could have survived without
such a supportive community. “He was the light in my life,” she said. “He taught me more about love than anybody. He is still teaching me.” Heather Arps is a nurse who’s known Keaton Farris his entire life. She said she knows firsthand how some patients can be difficult, but they still need medical help. “This is absolutely the grossest form of neglect I’ve ever witnessed in my life,” she said. Tanissa Lavigne and her two brothers were among those who traveled from Lopez Island. She said Keaton Farris was her first friend when she moved to the island 10 years ago; she remembers him as creative, hilarious, brave. She said he was a sensitive soul tortured by how screwed up the world can be. “I want to see people go to jail for this,” she said, fighting back tears.
“This was murder.” Brown released a statement following the protest. He said he shares the family’s anger and grief. “I believe the best way of honoring Keaton and his family is to do everything possible to see that no other family has to endure what the Farris family is experiencing. I am truly sorry for this tragic death,” he wrote. “Changes are already being made to ensure that every inmate is safe and inmate medical needs are properly addressed.” Sheriff Brown was working in the jail while the protesters were outside its doors. A couple of them asked to come in and he obliged them, accepting a bottle of water featuring Keaton Farris’ image and showing them the jail. He said they also shared a few tears.
Bishop, who ruled that Farris died from dehydration, also doesn’t see a comparison with the McBride case beyond the place of death and their need for medical help. “They have similarities but they have striking differences,” he said. McBride had a life-long battle with substance abuse and serious pre-existing medical conditions, according to his friends and court records. McBride self-reported that he used heroin prior to going to jail. Bishop explained that there were three basic ways in which McBride could have had meth in his system after four days in jail. He could have had it in his system before coming to the jail and his failing liver hadn’t removed the intoxicant; he could have sneaked it into the jail with him and used it there; or he could have gotten it at the jail and used it, according to the coroner. McBride was held in a solitary room during his incarceration, so it seemed unlikely he could have obtained meth from someone else
in the jail, he said. McBride appeared in Island County District Court Jan. 22, 2014 on the driving with license suspended case and another case in which a warrant had been issued. Island County Prosecutor Greg Banks said it is unusual for deputy prosecutors to request bail on licenses suspended charges, but in this case McBride had a history of failing to appear to court dates. The judge approved the $10,000 bail to ensure he would come to subsequent hearings. Mauck said jail staff followed policies and checked on McBride regularly because he had fallen sick in the jail; previous reports indicated he was suffering from diarrhea, among other issues. A nurse screened him within two hour of entering the jail; she found that he had health concerns, so he was placed in a cell by himself and checked on regularly, Mauck said. He was evaluated by the jail’s physician’s assistant on the Jan 24. “He was under the care of jail medical staff,” Mauck said. “There
were pro-active moves by the jail staff to ensure he received that care.” Nevertheless, jail staff found him unresponsive in his cell and he died before arriving at the hospital. In July 2006, Freeland resident Stephen Peters, 57, died in the padded cell of the jail. Mike Hawley was sheriff at the time; De Dennis was the jail supervisor. Peters died three days after he was arrested for running over then-deputy Rick Norrie’s toes and injuring Norrie’s knee, as well as driving drunk, according to court records. Peters refused to drink water or let a nurse take his blood pressure on the morning of the day he died; a staff member checked on him about 50 minutes before he was found dead, according to a Whidbey News-Times story about his death. Bishop ruled that the manner of death was natural and the cause was cardiac arrhythmia. He said Peters had a bad heart and as well as a bad liver from chronic alcoholism.
In addition to the deaths, two former inmates filed unsuccessful federal lawsuits against the jail during the past eight years. In 2007, Richard Pallaske filed a civil rights complaint against the jail, claiming a lack of medical treatment in the jail left him blind in one eye. He asked for $3 million in damages. A judge dismissed the case. In 2012, Laura Nastase filed a civil rights complaint, claiming that only men were allowed to be “inmate workers” in the jail or have “church” in the jail library. “It is only fair that we have the same privileges as men,” she wrote in her pro se complaint. She also complained about the lack of health care, saying she was prescribed medication without an exam and her request to see a psychiatrist was refused. The judge dismissed the case when she did not follow up with proper paperwork. The overall mortality rate in local jails was 128 deaths per 100,000 inmates in 2012, according to the Bureau of Justice Statistics.

Andersen, 14, qualified for the event by winning the sectional in Snohomish and posting one of the three best scores in her division from all of the sectionals held in Washington, Oregon, Idaho, Montana and British Columbia. Andersen called the opportunity to compete at Safeco Field a “good experience,” but added, “I’m competitive; I don’t like to lose.” To avoid losing again, she said, she will develop a different “mind set.” “I need to work a little harder,” Andersen said. “There are a lot of things I need to work on. I need to keep getting better and better; there is always something I can do
better.” The participants ran for time from second base to home plate, hit off a tee three times for distance and accuracy, and threw six softballs at a strike zone-sized target from 35 feet. The scores of the winners at each of the 30 Major League ballparks will be compared and the best will be invited to the finals in Cincinnati during the All-Star Game festivities July 13 and 14. Did Andersen get any solace out of knowing she was one of only 90 in the country to reach this level of the competition? “A little, I guess,” she said, quickly adding, “Winning would have been better.”
Return captures San Juan 24 Softball all-stars play for title North American sailing crown Return, skippered by Seattle’s Mark Bradner, won the San Juan 24 North American Class Association Championship Regatta on Penn Cove Saturday and Sunday, June 20 and 21. Return, which finished fifth in last year’s regatta, won its third title in five years. The North American Championship was hosted by the Oak Harbor Yacht Club and included 13 races over the weekend. Return was one of three boats to pick up three individual race wins but took the title by being consistently strong throughout the regatta, never placing higher than fifth. The worst result for each boat was tossed out and not included in the final totals. This year’s regatta was “very competitive,” according to co-chair Dave Steckman. “Top honors was anybody’s to take going into Saturday.” Return finished with 31 points. Bellingham’s Tumbleweed, skippered by Jon Seestrom, and Orcas Island’s Ekono Juan, the defending champion and skippered by Ryan Forbes, tied for second with 41 points. Tumbleweed, which finished in third in the 2014 regatta, took the early lead this weekend by winning the first two races but was hurt by a ninth-place finish in the next to last race.
Three boats based out of Oak Harbor were part of the 16-boat field. Renaissance, skippered by Steckman, placed ninth, one spot ahead of Ehu Kai and skipper Bill Walker. Mayhem, skippered by Jason Joiner, was 12th. Renaissance’s best individual race result was fifth place in the fourth race; Ehu Kai finished fourth in both the first and the final races; and Mayhem nabbed second in
the fifth race. The Oak Harbor Yacht Club has hosted the regatta since 2011. Steckman, who co-chaired the event with the husband and wife team of Shannon and Denise Buys, said, “The regatta went very well. Everyone enjoyed the weekend and the Oak Harbor Yacht Club and Oak Harbor Marina hope they get the chance to host the regatta next year.”

Coupeville preps for garage sale By RON NEWBERRY Staff Reporter
Joe Hillers likes to tinker with motors and small engines. And that’s a good thing for the Coupeville Lions Club. Hillers grew up on a dairy farm in Iowa and spent 35 years as a professor in the Department of Animal Sciences at Washington State University. Fixing mechanical things comes naturally for Hillers, which benefits the Lions Club this time of year. Lots of motor-powered items will be for sale when the widely anticipated 36th Coupeville Lions Garage Sale takes place June 27-28 at Coupeville Elementary School. Not all of those items come to the Lions in working order. That’s where Hillers comes in. “I want it to run,” Hillers said. Four barns full of donated items will be transferred to the elementary school by a truck caravan in time for a public preview from noon until 6 p.m. Friday, June 26. The Coupeville Lions Garage Sale, in its 36th year, goes from 9 a.m. to 4 p.m. Saturday and 9 a.m. to 1 p.m. Sunday. More than 100 volunteers make the massive garage sale possible, including help from non-Lions members in the community and Whidbey Island Naval Air Station, said Julian Sayers, the event’s chairperson. “It’s really a bonafide community wide or regional event,” he said. So many items came in that the Lions had to stop accepting donations for the second year in a row because they ran out of space to store them, Sayers said. “We filled up,” Sayers said, referring to four barns where items are stored. Donations this year include two riding lawn mowers, an electric table saw, wood chipper, drill press, several lawn mowers, a boat with a trailer and a gas-powered generator. There’s also a 1992 silver Honda Accord station wagon.

Festival shakes up band lineup By RON NEWBERRY

arry Mason’s efforts to see the Oak Harbor Music Festival flourish start each year with a blank canvas. Through all his tinkering, he likes what he sees so far in assembling a fresh 2015 band lineup made up largely of acts new to the Whidbey Island event. The band lineup was announced at a launch party last week, though Mason still is working on a possible addition. “We don’t have the same bands playing every single year,” Mason said. “I really want to try new things.” Mason’s dedication to land a headliner for the Sept. 4-6 event resulted in securing Los Angeles-based rock band, Lukas Nelson & Promise of the Real, which collaborated with Neil Young on an album that was released earlier this month. Nelson’s band is touring across the country this summer, including stops with Young to promote the album they worked on together
called “The Monsanto Years.” Nelson, the son of country music legend Willie Nelson, will bring his band to Oak Harbor to perform at 9 p.m., Saturday, Sept. 5. “We are just stoked,” Mason said. About 15,000 people came to see the Oak Harbor Music Festival last year, doubling attendance from the previous year. The event, which takes place on two main stages at opposite ends of Pioneer Way in historic downtown, is in its fourth year. Penn Cove Shellfish Company and Island Trollers are stage sponsors. Mason has lined up 29 bands for the three-day event with music ranging from country to rhythm and blues to bluegrass yet is heavy with rock. Some of the most popular groups and performers from last year are returning, namely The Beatniks, The Fame Riot, The Robbie Walden Band and Dylan Jakobsen. “Everybody was bugging me to get the Beatniks back,” Mason said. Spokane-based rock band Too Slim and the Taildraggers are Oak Harbor- bound along with Rust on the Rails, a relatively new Seattle band that features Cody Beebe and Blake Noble, who performed in different groups in Oak Harbor last year. The Kalimba Band, an Earth, Wind & Fire tribute band, will get the crowd “up
and jumping,” Mason said. Another band he’s excited about is Jelly Bread, a rock band from Reno, Nev. “There are a lot of new ones that are really fun,” said Margaret Livermore, president of the Oak Harbor Music Festival. The rest of the Oak Harbor Music Festival lineup consists of: Tango Alpha Tango, Adrian Xavier, The Mama Rags, Tiller’s Folly, The Dodgy Mountain Men, Namoli Brennet, Nathaniel Talbot, The Joy Mills Band, Broken Banjo, PETE, Clint McCune, Cranberry Bog Bluegrass Band, Janie Cribbs and the T. Rust Band, Ranger and the Re-Arrangers, Dan Duval Trio, A’Town Big Band, Lifeboat 14, Mark Lewis Cool Jazz Trio, Greg Murat and Cool Wind, and Dave McGraw and Mandy Fer. The festival will run from 6 p.m. to 11 p.m., Friday, Sept. 4, opening with Tiller’s Folly. The event runs from 11 a.m. to 11 p.m., Sept. 5, and 11 a.m. to 8 p.m., Sept. 6. Mason played in the band, The Halyards, at last year’s festival. This year, he’ll be
performing with Broken Banjo. Two fundraisers will be held in July at the homes of festival supporters to benefit the music festival. The first, titled “Into the Woods,” is a two-day concert featuring six bands, July 10-11, that will take place in Coupeville. The suggested donation is $25 per day or $40 for both days. Tents are welcome with advanced notice. The second event, “Jazz on the Green,” features Terell Stafford. It will take place July 26. The suggested donation for that event is $35 per person. Those interested in attending either may RSVP by calling Cynthia Mason at 360544-2343. The Oak Harbor Music Festival also is still looking for volunteers interesting in helping with the event. Farewell, mighty Prowler! T By DEBRA VAUGHN Staff reporter
he EA-6B Prowler isn’t the fastest aircraft or the sexiest. A refueling probe on its nose and two bulging canopies over the cockpit give the jet the look of an overgrown metallic insect. But the Prowler’s ability to deliver a potent crotch kick to the enemy’s air defense systems made it an indispensable asset to the military for more than four decades. Since the aircraft was introduced at the end of the Vietnam War, it’s made significant contributions to every major conflict involving the United States. So important is the Prowler’s role in protecting other aircraft, ships and troops, no aircraft carrier deploys without them. Whidbey Island Naval Air Station has served as the home base for the aircraft and electronic attack community since its inception. “The Prowler protected the fleet, ground units and aircraft in flight by neutralizing communications and anti-aircraft defenses,” said Dan Hagedorn, a curator at the Museum of Flight in Seattle. “It’s without peer in its capabilities.” The Navy is saying goodbye to the Prowler at an open house this weekend at NAS Whidbey. After 45 years in service, the Navy is retiring all of its Grumman Prowlers and replacing them with the Boeing EA-18G Growlers. VAQ-134 aviators plan to take the Prowler on its last operational flight from Whidbey at the open house. Last month, the Museum of Flight accepted a Prowler into its collection. As part of the ceremonies, former pilots talked about their experiences flying the jet known as “Grumman Iron.” One squadron commander remembers being poised to take off as part of a major air strike during Vietnam, Hagedorn said. Two Prowlers were supposed to lead the way, but suddenly weren’t operational. The aircraft carrier commander banged on the pilot’s fuselage to get his attention, and told him, “If you ain’t going, we ain’t going.” “That’s how important the Prowler was,” Hagedorn said. “They wouldn’t go unless the EA-6B was suppressing defenses.” During its service life, not a single Prowler was lost to enemy action, and that speaks to its capabilities, he said. “It was a very dependable and very capable airplane,” he said. “It will go down in Naval aviation history as an aircraft the taxpayers absolutely got their money out of.” In addition to keeping missiles from hitting aircraft, ships and troops, the Prowler offers electronic surveillance measures. It can track enemy aircraft and gather data on their land and sea emitters. The jet also can provide electronic countermeasures training so Navy aircraft can practice flying in the presence of enemy jamming. The Prowler’s effectiveness was particularly evident during
Operation Desert Storm. On television, it appeared as if the Iraqi defenders were shooting wildly, Hagedorn said. “That was absolutely true,” he said. “The Prowlers were suppressing Iraqi area defensive system. We didn’t lose an airplane during that initial assault.” The jet continued to play a role in the more recent U.S.- led invasion of Afghanistan and Iraq. The aircraft was introduced in the midst of the Vietnam War. Soviet-made missile systems in the north were taking down more and more Navy strike aircraft. Officials realized the U.S. needed a jet to accompany fighter jets into enemy territory to jam radar controlling those systems, explained pilot “Smokey” Williams in a 1985 Crosswind story. “Since the Navy already had the EA-6A in use and it had proven itself to be an extremely effective aircraft, it was chosen to be the new jamming platform.” Unfortunately, all the state-of-the-art equipment wouldn’t fit, so by pulling here and stretching there, the EA-6B was born. The Prowler was a complex, state-of-the-art aircraft, the first to combine a fully-integrated electronic warfare system with long-range, all-weather capabilities. The EA-6B rolled off Grumman’s assembly line and flew straight into combat. Navy losses from surface-to-air missiles immediately declined. State Sen. Henry M. Jackson welcomed the first Prowlers to Whidbey in January 1971. During a ceremony, he called the aircraft “the beginning of a new era in Naval aviation,” according to a story in the Crosswind. The U.S. military was in transition with the Vietnam War winding down. Secretary of the Navy John Chafee told officials at Whidbey at a visit in the spring of 1971 that Congress had a dim view of the war and high-priced weapons systems and was scrutinizing the Department of Defense budget. He warned that meant a slimmer budget with substantial reductions in men, ships and other equipment. The Navy still planned to invest in modernization and technology. As years have passed, the enemy’s missile systems have grown more sophisticated and so did the Prowler — the aircraft has evolved through new versions. Today’s Navy has transitioned to the EA-18G Growler, a
next generation aircraft that’s faster and more maneuverable than the Prowler — and it uses only two crew instead of four. The Marine Corps will continue to operate the EA-6B. For five years, Lt. Cmdr. Craig Connor flew the Prowler, an aircraft he described as “very capable” but challenging to fly and land on an aircraft carrier. The Prowler is important because of its ability to dominate the electromagnetic spectrum, he said. The aircraft can degrade enemy defense systems allowing U.S. forces to safely complete missions. “I am sad to see the Prowler decommissioned, but am also excited to fly the EA-18G Growler. It is an extremely capable aircraft with many advancements in technology compared to the Prowler,” he said. The Prowler provided a remarkable electronic attack capability that supported the entire Department of Defense, said Capt. Mike Nortier, commanding officer at NAS Whidbey. “The full measure of their success will never be fully known,” he said. “In today’s technologically dependent lifestyle, electronic attack is even more important and the legacy of this proud community lives on as the Growler community picks up the baton and brings the next generation of electronic attack into our Navy.”
