Fireworks displays will go on Resolution urges limiting personal use to prevent fires By DEBRA VAUGHN Staff reporter
It’s hot and dry on Whidbey Island, so unseasonably Hades-like that the Island
County fire marshal issued a countywide burn ban. But there’s one thing he can’t place an emergency ban on, no matter how extreme the weather: fireworks. That’s left some officials in Island County frustrated with their inability to stop revelers from lighting explosive devices during one of the driest seasons on record.
Island County Board of Commissioners passed a resolution last week to “encourage all within our jurisdiction to limit the discharge of personal fireworks to reduce fire danger on our islands.” The resolution has no more authority than a strongly-worded finger wag. SEE FIREWORKS, A5

Thirty-seven years removed from his days of flying jets in the Navy, the retired captain was among the honored guests of Whidbey Island Naval Air Station’s Prowler Sunset Celebration last week. The three-day event paid tribute to the EA-6B Prowler and its retirement after 45 years of service in the U.S. Navy from its home base in Oak Harbor. Wilmot enjoyed the best seat in the house during a base open house Saturday. From the backseat, he was among a crew of four aboard the final operational flight of a Navy EA-6B Prowler, which wowed a crowd of about 4,000 with a series of flyovers. The Deception Pass Bridge will be closed to motorists for five nights this month for paving.
Bridge closed nightly July 12-17 for paving By JESSIE STENSLAND Co-editor
Deception Pass bridge will close to traffic for five consecutive nights beginning Sunday, July 12, according to the Washington State Department of Transportation. The closures are scheduled from 7:30 p.m. to 5:30 a.m. During that time, the only way to the mainland will be by state ferries between Clinton and Mukilteo or Coupeville to Port Townsend. The last ferry departs Clinton at 12:30 a.m. weekdays and resumes service at 4:40 a.m. The last ferry departs Coupeville at 9:10 p.m. and resumes service from Port Townsend at 6:30 a.m. Work on the bridge spans is weather dependent and the date could be pushed back due to rain or cool temperatures. If all goes well, the bridge paving should
done by Friday morning, July 17, according to the DOT. The bridge work is the last portion of a project to repave State Highway 20, from Frostad Road on Whidbey Island, to Sharpes Point on Fidalgo Island, which is about five miles. Contractor crews finished the roadway paving on June 23. Tom Pearce, spokesman for the DOT, said the dates were chosen partly because the contractor wants to get the work done as soon as possible and has the necessary equipment reserved for that week. Also, the DOT claimed that officials have been working with businesses and others for months to coordinate the closure. “We know closing the bridges for five nights will inconvenience some people, but this plan strikes a balance between the needs of drivers and the most effi-
cient way to successfully complete this critical work,” Engineering Manager Jay Drye said. “Since last fall, we have worked with local businesses, communities, emergency services, the Navy and state agencies to prepare for this effort.” Pearce explained that the road workers will grind the pavement off, do whatever minor repairs may be necessary to the bridge deck and then repave. Full closures are necessary, the DOT reported, because the bridge roadways are only 22 feet wide, which doesn’t provide enough room to accommodate construction equipment and traffic simultaneously. Ideally, asphalt should be replaced every 15 years. The asphalt on the Deception Pass and Canoe Pass bridges is about 20 years old, according to the DOT release.

An Oak Harbor man was arrested for exposing himself to a family and threatening to kill his neighbor after accusing the man of burning his penis with a laser, according to court documents. Prosecutors charged the suspect, Steven M. Burrows, 33, in Island County Superior Court June 18 with indecent exposure and harassment — threats to kill. He pleaded not guilty Monday. On June 17, a judge ordered that Burrows be held in jail in lieu of $25,000 bail. A resident of Hastie Lake Road called 911 on June 16 to report the incident. The man reported that Burrows came over to the house and accused the family of burning his genitals with a laser of unknown origin. The man told Burrows to leave the property, but he refused. During the dispute, Burrows exposed his penis and told the man “to look at what he has done,” the report states. The resident’s wife and
daughter were also in the residence. The man told his wife to call the police. Burrows threatened to kill the man if he called police. Burrows then drove away, the report states. The resident said the incident was the second time Burrows accused him of “shining lasers at him and burning his penis and making it bleed,” the deputy wrote. Deputies found Burrows at his home. He told them that his neighbors were “using WiFi and lasers to infiltrate his home and make threats to him and his mother,” the report states. Burrows denied exposing himself. He told the deputies that he was “just having a conversation” with the neighbor, the report states. The deputies arrested Burrows, who briefly resisted and yelled for the deputies to tase him, according to the report. The deputy recommended that Burrows be held on bail because he threatened his own “martial law” when he is released, court documents state.

Whidbey General Hospital paid its chief nursing officer’s legal fees in defending against a gross-misdemeanor criminal charge of which she was found not guilty. The bill totaled about $250,000. The hospital will likely be repaid under a state fund that reimburses attorney’s fees for people charged with assault who are found to have acted in self defense. The fact that the public hospital was paying Chief Nursing Officer Linda Gipson’s legal fees came out in court last Thursday. A jury found Gipson not guilty in April following a trial that was unique to district court in its length and complexity. Gipson had been accused of assaulting a mentally ill patient who was in restraints at the hospital, but the jury found that she had acted lawfully. Her attorney, Andrew Schwarz of Seattle, asked Island County District Court Judge Bill Hawkins to reimburse her from the fund and the judge agreed, despite the prosecutor’s objection. Gipson didn’t attend the hearing. Until last Thursday, Schwarz didn’t disclose to the prosecution that the hospital paid almost all of his bills. His billing statements excluded the name of the “third party payer,” according to Island
He said the prosecutor’s decision to charge Gipson was “tremendously foolish.” Banks said he stands by his office’s “carefully considered decision.” He said medical experts they consulted, and three Whidbey General Hospital nurses who testified, felt it was an assault. Hawkins himself found there was probable cause to file the charge and twice rejected defense motions to dismiss the case. Thursday, Hawkins said the point of the reimbursement fund is to put prosecutors “on notice” that there are consequences for acting recklessly or unfairly in charging someone with assault if he or she was acting in self defense. Deputy Prosecutor Jacqueline Lawrence argued that Gipson doesn’t qualify to receive the reimbursement because it wasn’t really a selfdefense acquittal. She said the jury found, under the jury instruction, that Gipson had used lawful force but not that she was defending herself or others against. The statutes doesn’t address the restraint of a mental-health patient. She also argued that Gipson didn’t qualify for reimbursement since the hospital had already paid most of the bill. She pointed out

that Schwarz didn’t present a contract or any paperwork to show that the hospital paid the bills or that the reimbursement money would be paid back to the public entity. In addition, Lawrence said, the bill is excessive, especially for a district court case. Hawkins disagreed with the deputy prosecutor. He noted that she didn’t object to the jury instruction, which was used in courts for many years. He said the statutes regarding the reimbursement fund should be interpreted broadly. He said Gipson didn’t waive her right to be reimbursed because someone else paid the bill. He said it’s very common for family members, for example, to pay for someone’s legal defense. “Seldom is it the client who pays the bills,” he said. He also said he wasn’t surprised to learn that Gipson’s employer paid for her legal defense. He suggested that the hospital’s “malpractice carrier” may have covered the cost. He argued that the county would cover legal fees if a county official had been sued; he didn’t, however, seem to see the distinction between civil and criminal cases. Banks pointed out after the hearing that the county would not pay the
legal defense of a county official accused of a crime. As to the size of the bill, Hawkins said that the prosecution didn’t question any particular line items in the bill. Lawrence said she just received the large billing statements the previous Friday and didn’t have the time to go through them thoroughly. Hawkins, however, said he had. He said he questioned the soundness of Schwarz’s decision to ask him to dismiss the case based on alleged improprieties of the Coupeville marshal and prosecutor, as well as the media attention. Hawkins did not agree to dismiss the case. He said Gipson would not have been able to have her attorney’s fees reimbursed if the case had been dismissed. As a result, he said Schwarz would not be reimbursed for the time it took to prepare the motion or argue it in court. Hawkins awarded Gipson $256,000 from the state reimbursement fund. The attorney fees include the cost of expert witnesses who testified at trial. Banks said he hasn’t decided whether he will appeal the decision. He said he contacted the state Attorney General’s Office about the issue.

In response to a report on an inmate’s death, Island County Sheriff Mark Brown announced that he has instituted immediate reforms to ensure the safety and health of people in the Island County jail. The sheriff also named an expert in jail management to review the policies and procedures at the jail. Results of that review are likely to be a couple of months away. Additional changes may be instituted after the full review. Brown said he was dedicated to transparency as the process of instituting changes continues. Brown said he opened a dialogue with other agencies to help with the reforms. The sheriff’s office is now working with Island County Human Services to review all mental health services to inmates. Mental health professionals from the department will be available every weekday at the jail. They will have direct contact with inmates who express a need or exhibit mental health issues. The treatment will be comprehensive, according to Brown, and well documented. Health information with be shared with appropriate entities. Corrections staff members are authorized to transport inmates to the hospital emergency room or request 911 whenever they feel there is a need; approval from a supervisor is not required. Island County Health Department is reviewing all
medical practices and treatments in the jail. Brown said all medical records received from other agencies and those generated in the jail will be copied and forwarded to the next receiving facility, whether it’s a jail, prison or mental health facility. Inmate health takes priority over other issues, Brown said, and corrections deputies can call the jail administrator at any time. The sheriff said he’s also moving forward with fixing the surveillance system in the jail. A replacement server was ordered to allow 16 current cameras to record. He is requesting 16 additional cameras to cover areas in the jail that aren’t currently being covered. He said he’s also ensuring that supervisors are reviewing safety cell logs every two hours, as policy dictates. “Through these changes we have already made substantial progress in improving our policies and procedures in keeping our inmates safe and healthy,” Brown said. “We will continue to keep the public informed as more changes are recommended and implemented.” Keaton Farris, a 25-yearold Lopez Island man and former Coupeville student, was suffering from mental health issues and died in the jail from dehydration April 8. A detective’s report on the tragedy was released earlier this month. It describes how the jailers’ failure to follow basic policies led to Farris’s death.

Ideas explored for felled oak By DEBRA VAUGHN Staff reporter
More than a year after Oak Harbor city crews felled a 330-year-old Garry oak, pieces of the ancient tree still sit behind the city’s municipal shop. That’s where the tree will stay until city officials agree on a plan for what to do with the wood. The public was asked for ideas and three are being mulled. One idea is to turn the wood into a giant acorn or series of acorns. A ring count display would take a cross-section of the trunk and create an attractive display that shows what happened to the tree during its lifespan. The final idea is to create a large table. Details, including who would pay for these projects and where they would be displayed, are still being worked out, said city parks manager Hank Nydam. A committee charged with making recommendations for the project suggested pieces could be displayed at Oak Harbor City Hall, the library, schools or other public buildings. The city plans to buy a carport-like cover to go over the wood until it’s used,

Pieces of the 330-year-old Garry oak tree that used to grow outside the post office are currently stored behind the city’s municipal shop. Nydam said. That should occur before the weather turns, he said. Councilwoman Tara Hizon said she was initially concerned about the tree sitting in the weather — until she had a chance to chat with the city’s public works director. “She reassured me that the wood was fine,” Hizon said. “It’s being closely watched and is in no danger of being damaged. She expressed that she understands the importance of caring for it and that it’s not
being neglected.” Jeff Daugherty, owner of Whidbey Woodworks and Custom Milling, serves on the committee. He owns a sawmill on Sleeper Road and works with reclaimed wood that’s transformed into art pieces and furniture. It’s a good idea to get the wood out of the rain but even if it were left in its current state, it should be fine for a few years. “As long as it’s off the ground it could stay like that for the next five years,” he said. “It’s not hurting it.”
In fact, it wouldn’t hurt if a little spalting developed — that’s coloration caused by fungi and it is a desirable trait in wood. “Spalting makes certain woods more unique, especially our naive alder and maple,” he said. In March 2014, city crews cut down the landmark oak outside the post office. City officials said the tree was a safety concern but many residents were angry that no public notice was given and that the tree was felled on a Sunday morning.

FIREWORKS CONTINUED FROM A1
“It seems crazy (the fire marshal) can restrict every other kind of burning and not fireworks,” said Commissioner Helen Price Johnson. She’s pushing for the county to add a clause to the books that would give the fire marshal the ability to call for an emergency ban on fireworks use. “We aren’t going to be able to take action this year,” she said. “That doesn’t mean we shouldn’t be able to get tools in place for the future.” State law allows local city and county governments to completely ban fireworks within their jurisdictions or add a clause allowing emergency bans — but only with a year advanced notice. The only person with the authority to issue a statewide temporary emergency ban on the firework sales and use is Gov. Jay Inslee, according the state Fire Marshal’s Office. After consulting with the state Attorney General’s office, the governor determined he doesn’t have the legal authority to initiate a statewide fireworks ban this year, said his spokeswoman, Jaime Smith. The governor is asking residents to use extra caution because of extremely dry conditions and to forgo the use of personal fireworks, she said. The burn ban in Island County, which took effect Monday, prohibits all open fires. It’s OK to use char-

coal and gas grills. Rules for when fireworks can be used varies by whether you live in the city or the county. In Oak Harbor and in the county, it’s now OK to use legal fireworks from 9 a.m. to 11 p.m. until the holiday, and on July 5. On the Fourth, fireworks may be used 9 a.m. until midnight. In Coupeville, revelers may use fireworks from 9 a.m. to 11 p.m. Island County Sheriff Mark Brown serves as fire marshal for the county. He’s not sure this year if he would place an emergency ban on fireworks. He wouldn’t make that determination until consulting with all the fire chiefs in the county — the same protocol he uses before authorizing a burn ban. “I think I would if I felt there were a real danger,” he said. It makes sense to give the fire marshal that authority, he said. He’d like to have the ability to tailor a ban by area since conditions could vary between the northern tip of Camano Island and the southern tip of Whidbey. Fireworks are a contentious issue locally. Sale of fireworks is a crucial way for charities to raise thousands of dollars for scholarships and other good works in the community. Brian Jones, president of the Rotary Club of Oak Harbor, said fireworks sales bring in around $6,000 for the organization. The money goes directly back into the community through scholarships and other programs.

The pilot and passenger were ejected, said Galbraith. She said both men were on the ground when

In Oak Harbor in particular, fireworks are a longtime tradition for celebrating the Fourth of July. Many don’t like the noise and disruption that comes with it. One writer suggested in a letter to the editor of the Whidbey News-Times that people set off fireworks in the open fields of schools, including at Crescent Harbor Elementary. The letter prompted people to angrily call local schools to let officials know that they would not like fireworks lit near their neighborhood schools, said Kellie Tormey, Oak Harbor School District spokeswoman. District officials reiterated that no fireworks are allowed on school property, she said. The message from local fire chiefs is to use fireworks with common sense. “The critical thing is people are careful and watch what they do,” said North Whidbey Fire and Rescue Chief Marv Koorn. In the 37 years he’s served with the district, he can remember only a few instances where fireworks started fires. Only one of those resulted in a major fire that burned a 10-acre field. “People are pretty good usually,” he said. Devotion or Obsession?
H
ave you ever heard this before? “I love you so much… I don’t know what I’d do if you left me.” This may sound like a sweet and passionate partner but it can also be an obsessive behavior. Where is the line between devotion & obsession? Know your line. Being able to identify these red flags in not only your own relationship but in others’ too can help prevent domestic violence. Domestic violence is often only associated with physical abuse, and while that can be a significant part in some relationships, there are also many other more subtle ways that people are being manipulated and controlled in abusive relationships. These obsessive and manipulative behaviors are far more common and widespread than anyone realizes, and, are far less talked about. Often, it is the indirect and insidious behaviors that are many times brushed under the rug or written off and yet, those are the very tools that many abusers use to form a tight cocoon around their victims. Those subtle behaviors, known as red flags, can be difficult to pinpoint to the average person. Understanding the line between devotion and obsession is essential because many people can’t see unhealthy behaviors in their own relationship and need a friend to help them realize the warning signs. CADA is here to help people learn those warning signs. Citizens Against Domestic & Sexual Abuse, CADA, is Island County’s domestic violence and sexual assault agency. We provide free, confidential assistance for anyone affected by these issues. Services include a 24/7 crisis line, crisis intervention, advocacy-based counseling, legal advocacy, community education & prevention, medical advocacy, emergency shelter, support groups and parenting classes. If you or someone you know is a victim of domestic or sexual violence, CADA is here to help. CADA’s 24/7 Crisis Line: 360-675-2232 or toll-free 1-800-215-5669. IN OUR OPINION
Marriage equality is indeed a right under our great Constitution The United States Supreme Court has ruled on the matter of same-sex marriage, just in time for the annual celebration of America’s independence. It is a fitting time as we celebrate our Constitutional freedoms. By abolishing Don’t Ask, Don’t Tell in September 2011 and recognizing that gays and lesbians are valued members of our armed services, the federal government undoubtedly paved the way for acceptance of gay unions in a way previously unfathomable in this country. The decision to abolish Don’t Ask, Don’t Tell likely helped to shift the tide away from fear and lack of understanding to one of acceptance and empathy. It’s a world that’s much different than the one in which many of us were raised, in which gays were openly treated as inferior to the rest of the population. At one time in the not-so-distant past, it was argued that gays serving in the military would somehow lead to a breakdown in morale and order. Now it’s understood that couldn’t be further from the truth. Gays and lesbians have served in the military with distinction and honor for decades, but only recently openly and without fear of being kicked out. Among those who blazed the path for gays to serve is Whidbey Island resident Trish Rose, who spoke in June at a the Joint Base Lewis McChord Color Our World With Pride event in recognition of Gay Pride month. Rose is currently the highest ranking openly gay servicemember serving in the U.S. Military. A major general who serves as deputy chief of staff for Logistics, Installations and Mission Support in the Air Force, Rose spoke at JBLM about the importance of diversity and leadership, according to a press release issued by the 446th Airlift Wing. The Supreme Court’s ruling is a clear reflection of society’s changing attitudes, but there is still work ahead. While the 5-4 vote by the court was not unexpected, the dissent by Chief Justice John Roberts and justices Antonin Scalia, Clarence Thomas and Samuel Alito, is disheartening because it seeks to deny the legitimacy of the ruling and right of same- sex couples to be treated equal under the law. In his written dissent, Roberts doesn’t claim that samesex marriages are illegal, just that the question of opening marriage to same-sex couples should be left to the states, not decided by courts. “If you are among the many Americans — of whatever sexual orientation — who favor expanding same-sex marriage, by all means celebrate today’s decision,” Roberts said. “Celebrate the achievement of a desired goal. Celebrate the opportunity for a new expression of commitment to a partner. Celebrate the availability of new benefits. But do not celebrate the Constitution. It had nothing to do with it.” The Constitution has everything to do with the decision, and this weekend we can all celebrate that marriage equality is the law of the land under that precious 227-year-old document.

LETTERS TO THE EDITOR Old Glory
Teach children to respect the flag Editor, I have driven or ridden in the past four or five Fourth of July parades and am appalled by the total disrespect for the American flag. I have seen children sitting on flags and sweeping the gutters with them. I’ve seen countless dozens lying on the grass, sidewalks and even in the streets. I can only guess that the parents don’t know, care, or are completely oblivious. This is a rather pathetic situation, especially in a Navy town. Even the people who do know some flag etiquette don’t have the guts to politely inform the parents. Can anyone tell me, is flag etiquette even taught in our schools? I doubt it. It’s probably considered politically incorrect. So, to each of the parents who have small children along the parade route, I say that if you know flag etiquette, teach your children. If you don’t know
how to respect the flag, or don’t care, then don’t accept them from donors or give them to your children to play with. As for the donors, when you pass out the flags, tell the parents and children they are not seat cushions, toys, brooms or litter. Signed, “a sad, old soldier.” Bill Schoonover US Army (Ret.) Will start hitting the brakes for tailgaters Editor, To those who drive into Oak Harbor every weekday between 7 a.m. and 7:30 a.m., be advised that I drive at 50 mph from Libbey Road all the way into Oak Harbor, which is the posted speed limit. Riding my bumper is not going to make me go any faster, but will only cause me to go slower. If you don’t have enough brains to get off my bumper, your trip into Oak Harbor will be done at a much slower pace as I will, from now on, be taking my foot off the gas until you back off. Open house
Will pay any price to support VAQ wing Editor, I deeply appreciate Whidbey Island Naval Air Station’s open house on June 27. The flying, the quality human-tohuman time and sense of purpose — especially with the Team Whidbey banner and flying — was much renewed. Come August, this Skagitonian may endure much more difficulty making it to Whidbey Island, thanks to Island Transit once again doing things to ridership without a state Legislative rescue. Red tides not all that uncommon GUEST COLUMN
By MARIBETH CRANDELL As temperatures rise, so do reports of algae blooms in marine waters. The Island County Public Health Department was notified of a “red tide” in Holmes Harbor on South Whidbey. People called to ask if it’s safe to swim, harvest crab or allow their dogs into the water. A red tide does not indicate toxins in the water. Reddish water is often caused by Noctiluca, an algae bloom that is harmless to humans. Some people say it looks like streaks of tomato soup in the water. Red tides are not uncommon in Holmes Harbor and Penn Cove in summer. A basket of mussels hangs from a private dock near the south end of Holmes Harbor and a trained volunteer collects a sample every two weeks for testing. Other volunteers collect shellfish for
testing along several shores of Island County. Mussels filter food from the water column so they usually indicate the presence of biotoxins before clams and oysters that feed in the sand. The Island County Public Health Department works with the State Department of Health and trained volunteers to monitor both shellfish and water quality on Whidbey and Camano Islands. Biotoxins naturally occur in marine waters and can cause Paralytic Shellfish Poisoning, Amnesic Shellfish Poisoning and Diarrhetic Shellfish Poisoning, which can cause serious illness and sometimes even death. These toxins cannot be cooked or frozen out. Marine biotoxins are not visible to the naked eye. The only way to determine if water and shellfish are safe is to test them in a lab. Once shellfish are tested, the results are sent to the State Department of Health and the County Public Health Departments. Appropriate signs are posted at those sites to alert the public. The latest test results indicate safe shellfish in Holmes Harbor but these toxins can change overnight. It’s important to call the state hotline number, 1-800-562-5632, or
visit their clickable map at www.doh. wa.gov/shellfishsafety.htm before harvesting or eating shellfish. If the tests show a presence of biotoxins, the Health Department closes the beach until further testing shows the toxins have cleared. Water samples are taken weekly throughout the summer at some of our popular beach parks. The State Department of Ecology’s BEACH program funds water sampling at Freeland County Park, Dave Mackie Park at Maxwelton Beach, and Windjammer Park and swimming lagoon in Oak Harbor. If water quality test results indicate high levels of harmful fecal coliform bacteria, signs are posted on those beaches until water quality improves. Beaches contaminated with harmful bacteria are a public health risk. Beaches that are near a sewer or stormwater outfall pipe, or a marina, have permanent swimming and shellfish advisories. To find the latest test results from your favorite beach visit www.ecy. wa.gov/programs/eap/beach/ n Maribeth Crandell is an employee for Island County Public Health.

Jet noise
COER’s claims are soundly debunked Editor, During a recorded radio show on KSER radio, “Sound Living” at 4 p.m. on June 19, Citizens of Ebey’s Reserve leadership made two amazing statements: “People are dying [because of the jet noise]” and “Oak Harbor is filled with crime because of the Navy.” These unbelievable, overthe-top lies signify COER’s desperation — their “last gasp.” Let’s analyze their statements: COER: “People are dying [because of the jet noise].” The moderator of this show was taken aback and asked, “Can you produce a list of people who have died because of the noise?” The COER leader could not produce a list, but theorized that jet noise causes stress,
stress causes your body to be flooded with cortisol, cortisol causes heart disease, and heart disease results in death. In its lawsuit, COER parrots this argument and lists a fringe toxicologist as their expert. Washington State quickly debunks this argument. From the State Department of Health website, Major Cardiovascular Disease by County of Residence, Island County has the fifth lowest mortality rate for age adjusted, major cardiovascular disease (out of 39 counties). Moreover, this heartinduced mortality rate decreased 26 percent from 2008, the start of Growler flights here, to 2013. It should also be noted that the rates for San Juan and Jefferson counties are even better, ranked no. 2 and no. 3 in the state. After three years of unsuccessfully shopping for a property devaluation lawyer, COER is now grasping for this “COERtisol” fabrication. Too bad that many of their members were snookered in paying a high-priced Seattle lawyer for this. COER: “Oak Harbor is filled with crime because of the Navy.” This comment reflects what COER really thinks about the Navy — very sad. Mac MacDowell, a panel-
ist, set them straight during the radio show. If COER actually looked up real data, members would have found that Oak Harbor’s crime rate is actually lower than Coupeville’s by 11 percent — using the last three years of data from the City-Data. com website. Bottom line is, COER will fabricate anything to further its agenda of “removing all Growlers from North Puget Sound,” their mission, which would result in base closure, the dream of their not-sowise ancestors. But, their scheme is outed. They have no public support and Judge Zilly will make them look silly when he throws out their injunction lawsuit. Coupeville citizens should continue distancing themselves from this disingenuous group and not get trapped on the COER sinking ship. Scott Smith Oak Harbor
It’s a small price to pay for freedom Editor, People have complained about jet noise for a long time, but think about it — the Navy is good for all of us. They are fighting for our country. They’re fighting for our freedom, and I think they should stay. After all, they need to practice how to fly those big jets. They need a place to live and a place to learn. If people are against jet noise they should think about what they are really here for. They may be loud, they may be low, they may be annoying, but it is for our freedom. I’d rather hear these jets than be in an area where I may not survive.

Dried beet pulp said to produce best milk Here’s what was happening in the news this week:
n A dairy farmer in Oregon advised that cows must be fed beet pulp in order to produce the best milk. Dried beet pulp, he said, furnished certain constituents that are lacking in grass and alfalfa and would help to increase the cow’s milk production from one to five pounds per day. In California, farmers were also using beet pulp to feed hogs and sheep. n Preparations continued for the July 5 celebration in Oak Harbor. Features were to include a performance by the Heller Cornet Band and the singing of the National Anthem, as well as a parade, music by Herbert St. Ives and Ruth Sheldon St. Ives, an oration by G.M. Le Cocq and an address by the mayor.
n A beach fire threatened structures near the Chris Weidenbach farm. No damage was done, and a group of 10 fire fighters was able to confine the blaze. It was thought that the fire was started by a carelessly tossed cigarette. n Plans were underway for a physical recreation program for boys and girls from Deception Pass State Park to San de Fuca. The first of the summer programs was to be held at Morans West Beach. Other events scheduled throughout the summer included the formation of a girls charm school, recreational gatherings at the municipal playfield, a children’s hour at the library and a social club meeting at the Ladies Improvement Club.
n Preparations were underway for the Coupeville Festival. Island craftspeople were encouraged to enter their works while children were also welcome to exhibit their art at the Coupeville Library. The Front Street Development Committee planned to serve clam chowder. Lindsay’s Marina prepared space for Virginia Moore’s display of “beach bounty.” n Whidbey held its first flea market across the road from Tom’s Greenbank Store. Residents were encouraged to bring items for sale and set their own price or trade with other sellers.
n Bargain hunters raced for the best buys at the Coupeville Lions 10th annual garage sale, held at Coupeville Elementary. The event raised $11,000 for the organization, $2,000 more than was raised the year prior. n The Roller Barn in Oak Harbor closed after more than 40 years. Owners Bill and JoAnn Sample cited the need for extensive repairs and a lack of revenue as their primary reasons for shutting the doors. The barn was designed and built by Jim Neil in 1912 by Otto Van Dyke. It later became known as the biggest barn on the Pacific coast, according to historian Dorothy Neil.

Oak Harbor drops both games in Babe Ruth district tournament By JIM WALLER Sports editor
The Oak Harbor 13/14 Babe Ruth baseball team, which includes seven players from Coupeville, fell twice in the district tournament last week at Burlington’s Rotary Park and was eliminated. Oak Harbor lost 14-3 in six innings to the Whatcom Reign on Thursday, June 25, and then 11-0 in five innings to the Mount Vernon Diamond Dogs Friday. Mount Vernon defeated
Whatcom 12-0 Saturday for the district title. In both district losses, Oak Harbor suffered through error-filled first innings, fell behind 5-0 and couldn’t recover. Against Whatcom, Oak Harbor scored once in the first inning and twice in the fifth. Matt Hilborn reached on a two-out single in the first and scored on Thomas Anderson’s double. In the fifth, Will Moyes doubled, driving in Caleb Fitzgerald and Jared Brown,
who walked. Oak Harbor collected only three other hits in the game. Hilborn stroked a double, and Austin Boesch and Connor Buenaventura added singles. Brown took the pitching loss; Ty Eck and Elliott Johnson threw in relief. Oak Harbor had even less offensive success against Mount Vernon, recording only three hits. Things started well as Fitzgerald led off the first inning with a single and Brown walked, but both
were stranded and Oak Harbor had few scoring chances the remainder of the game. In fact, only two Oak Harbor batters reached base after Brown’s walk. Eck singled in the third inning and Jake Pease doubled in the fifth. The district losses ended Oak Harbor’s season. Coach Pete Richter said he saw “a lot of individual growth” in the players throughout the season. “A lot of the 13s really woke up,” Richter said, “and

While Oak Harbor won only a handful of games, Richter said, the team was
competitive in most. It had a habit of suffering through what he called “that inning,” one bad inning that appeared each game and sabotaged many great efforts. “It’s just a matter of mental preparedness,” Richter said.
Oak Harbor splits in summer league baseball – again Legion team goes 1-1 in 4 of 5 twogame series against conference foes By JIM WALLER Sports editor
You might say the Oak Harbor Legion baseball team has a split personality. In four of the five two-game series against league opponents this sum-
mer, Oak Harbor has earned a split, the latest at Lynden on Thursday, June 25. Lynden (4-3) won the first game 5-1; Oak Harbor took the second 12-6. Lynden’s Jared House pitched a seven-hitter in the opener, striking out seven. Oak Harbor scored its lone run in the fifth inning with the help of singles by Brandon Philp, Robert Herring and Tyler Snavely. Dylan Bailey had two singles and Avery Aguirre and Steven Richards
one each for the other Wildcat hits. Richards took the pitching loss. After surrendering five runs (only two earned) in the first two innings, he limited Lynden to only one hit and two base runners the rest of the way. Oak Harbor had little trouble scoring runs in the second game, ignited by the the big bat of Herring. The Wildcats scored three times in the first inning when Herring homered with Trent Benson (walk) and Snavely (single) aboard. In the second inning, Richards
walked, and then consecutive hits by Taylor Consford, Bailey and Benson produced two more runs. That made it 5-3, Oak Harbor. Singles by Bailey and Benson led to a pair of runs in the fourth inning. Oak Harbor tacked on three runs in the fifth, and Bailey and Benson were involved again. Damian Simpkins walked and Consford doubled in front of Bailey’s double and Benson’s single. In the sixth, Oak Harbor tallied its final two runs on singles by Richards, Aguirre, Simpkins and
Consford. Bailey, Benson and Consford all finished with three hits; and Snavely, Richards, Aguirre and Simpkins added singles to go along with Herring’s home run. Aguirre was the winning pitcher. Oak Harbor (4-6, 7-9) plays South Whidbey at 6 p.m. Wednesday, July 1, at home followed by a trip to West Linn, Ore., for the Big Bang Wood Bat Tournament July 4 and 5. Then it is back home for a league doubleheader with Bellingham at 6 p.m. Tuesday, July 7.

Shoppers sprint through the entry of the Coupeville Lions Garage Sale Saturday morning. The annual sale included thousands of items which had been donated over the past year. Funds raised from the sale will go toward Coupeville Lions Club programs such as eyeglasses and hearing aides for those in need, the Boys and Girls Club and other projects to benefit the Coupeville community.
Ready, set ... SHOP Items go quickly at annual Coupeville Lions Garage Sale
By KATE DANIEL Staff reporter
The energy was electric Saturday morning as hundreds crowded at the starting line of the Coupeville Lions Garage Sale, peering over the rope to eye the smorgasbord of bargains awaiting purchase. By 8:30 a.m., half an hour before a Lion would blow the bullhorn signaling “go,” the main parking lot was packed, with overflow parking quickly filling up. Shoppers, many dressed in running shoes as if prepared for a marathon, flexed their legs and chatted about the treasures they expected to obtain. One volunteer likened the event’s usual stampede of shoppers to that at the doors of a
Macy’s Black Friday sale. Just moments before 9 a.m., volunteers cut the rope. At the sound of the bullhorn, shoppers sprinted toward their choice items, many making a beeline for bigger pieces like indoor and outdoor furniture, a crab boat and riding lawn mowers. Within seconds, dozens of hands shot up into the air as shoppers staked their claim and signaled for a Lion to complete the sale. A handful of children helped their family members by sitting on furniture pieces like dressers and desks to mark it theirs. “I would say between 90 and 95 percent of it was gone in the first hour,” Lion Joseph Walck said with a chuckle.
Above, a Lions volunteer assists shoppers in purchasing a wheelbarrow. Home and garden tools and decor were some of the first to go during the first few minutes of the sale. Below, a man tests out an armchair. Furniture pieces also went quickly Saturday. Walck has been volunteering at the garage sale for 11 years. “Some people have come for 10 to 20 years and love to tell stories,” Walck said. “I enjoy listening to them.” He and fellow Lions won’t know how much money was raised until next week’s picnic, though he expects sales were satisfactorily high. Money raised at the garage sale goes toward the Lions Club foundation, which funds various programs, including blood drives, sight and hearing screenings at the elementary school, historic preservation projects, medical equipment loans and purchasing eyeglasses and hearing aides for those in need. “It all seems to disappear at the end of the year, and it all goes back into the community,” said Walck. As they have in years past, the Lions took approximately a week and a half to move
items to the school and set up. But, Walck said, it took a year of collecting donations to accumulate their sizable stock, which included everything from a Honda Accord to toys, holiday decorations, power tools, household goods and antique nautical equipment. Betty Zucker, visiting from New York, said it was “fabulous.” She and friends Gayle Simms of Nevada and Jan Schnurr of California were in Coupeville for an art class and had stopped by the garage sale both Saturday and Sunday, picking up an assortment of items such as stencils, books and antique dolls. “It was like the running of the bulls yesterday,” Schnurr said of Saturday’s sale commencement. Walck estimated that only about two percent of the items were left at the end of the day Sunday. Most items were half-price Sunday. “It’s really a wonderful sale,” said Walck. Remaining items were donated.

drew nearly 1,000 former crewmembers and their families from across the country. They came to witness the end of era and the start of a new one. The EA-18G Growler is replacing the Prowler as the Navy’s newest, sleekest version of electronic attack aircraft. The Marine Corps will continue to fly Prowlers but not out of Whidbey.

Calverton, N.Y.) where it was built in January of ‘71.” Wilmot called the experience “exhilarating. “I had never flown in the backseat before,” he said. “I thought, ‘Well, we’ll see what I did to my crewmen back here when the airplane bends around.’ I was not disappointed.” “He’s just over the moon,” his wife, Vicki Wilmot, said. The Prowler sunset event
july 2-12
“It’s bittersweet,” said NAS Whidbey Commanding Officer Michael Nortier, a former helicopter pilot. “We’re bidding farewell to the Prowler and the men and women that have flown and maintained those aircraft. But by the same token, it’s a flight into the sunset that really kind of represents the next chapter and that’s the Growler community and the folks that are going to continue that fight and provide the capability for our nation.” The base was opened to the public Saturday for the open house inside two hangars and the flight line and for the ceremonial sendoff. The first flyover consisted of a Prowler with two Growlers outside of its wings. The Prowler later made a solo pass and landed to let Wilmot off, then took off again to leave Whidbey for the final time and head to NAS Point Mugu in Oxnard, Calif. “You move on but you don’t forget,” said Capt. Darryl Walker, the base’s VAQ Wing commodore and former Prowler navigator. “You always have those fond memories.” A ceremony Friday included a memorial tribute to the Prowler and its crewmembers and maintainers who died in defense of their country. A missing-man formation flyby was part of that ceremony. As part of Saturday’s open house, all of NAS Whidbey’s aircraft were on display with aviators answering the public’s questions.
Two hangars were open filled with information booths with representatives from the base and community. It was the second year in a row that NAS Whidbey held an open house. It is something the base is trying to make an annual event during the summer, said Mike Welding, the base’s public information officer. Tabb Stringer, commanding officer of VAQ-129, said it dawned on him that although the Prowler is retiring, many of the special people that have been part of the venerable aircraft remain as evidenced by last week’s show of support. “It’s sad to see it go but it’s also nice that everybody came out and showed that they’re still a family,” Stringer said. “Whether you flew the Prowler or whether you’re flying the Growler, it’s all part of the same big family.” That sort of bond brought Tony Bostain to Oak Harbor from Tacoma. He said he worked on the Prowler for 24 years while in the Navy and with the Navy Reserve. “I worked on it so long,” Bostain said. “I guess you consider it kind of like family to some extent.” “It was my start in aviation,” said Puyallup’s Tom Wertman, who served in the Navy from 1985-89 and now works for Alaska Airlines. “It’s what brought me to Washington. “It’s the first airplane I worked on. It was my only military service. It was great to come up here.” “To hear that airplane again, it sounded great.”
