M’ville loses records lawsuit BY STEVE POWELL spowell@marysvilleglobe.com
MARYSVILLE – Intentional or not, the city is going to have to pay.
The state Appeals Court agreed with a lower court ruling that the city conspired against a north Everett business and tried to
cover it up by violating the state Public Records Act. The city was ordered to pay Cedar Grove Composting $143,000, plus
$127,644 in costs and attorney fees, which was less than half of the $283,000 Cedar Grove had sought. Mayor Jon Nehring called
the ruling “unfair” but said the city doesn’t know if it will appeal to a higher court. SEE SUIT, PAGE 2

Traci Baugh of Marysville talks to a customer at the Arlington Street Fair. Baugh is helping her daughter raise money for college.
Crafty vendors make needed money at fair BY STEVE POWELL spowell@arlingtontimes.com
ARLINGTON – Jordan Baugh needed money for college, so she and her mom, Traci, turned to the United States for help. Not the government, the flag. They started making flags out of wood. They sold their first one at the Arlington Street Fair last weekend.
They were one of dozens of vendors selling crafts at the annual event. Traci said a friend had a big wooden fence and was going to burn all the wood, but now they’ve used it to make art. Traci, of Marysville, got the idea for the flags at another event when her brother-in-law saw something similar and said he
wanted one. She said she could make him one cheaper. They sold some to family before deciding to try the craft fair circuit. She said they thought they would sell well in Arlington because it’s so patriotic. They also can be ordered on Facebook at “Handmade Americana” or by emailing handmadeamericana@gmail.com.
Oz Ragland at the downtown Olympic Avenue New Beginnings Thrift Store actually had a booth outside of the store. He said some people just won’t go into a thrift store, but they will look and buy stuff if they are part of the street fair. Mimi Tansayni of Arlington was in her USTA SEE FAIR, PAGE 2

TULALIP – Work is scheduled to start July 20 on a Tulalip Tribes project to improve the interchange of I-5 and 116th Street NE. From 7 p.m. to 6 a.m. weekdays, up to two lanes in each direction of I-5 at 116th will close, and traffic will shift for a center work zone. This phase of the project will replace the 116th Street bridge over I-5 with a wider bridge to include more traffic lanes as well as bike lanes and sidewalks. Dates will be posted on the affected ramps 5 days prior to any closure. At least one lane will be open to traffic at all times on mainline I-5 and 116th Street. The project will be done in September 2016. Granite Construction began shoulder closures last week to install construction signs and for erosion/sediment control measures. The state says the bridge built in 1971 causes backups on I-5 and has stifled economic development in the area. The fix will cost $43.1 million and reduce accidents, delays and gas emissions. For every $1 spent, $29 will be generated, it says.

Marysville’s Livi Joy passes time between customers showing off how easy it is to use her hula hoops for fun and exercise. Those at the Arlington Street Fair also could see how they worked.
SUIT FROM Page 1 Karen Dawson, a spokeswoman for Cedar Grove, said justice has prevailed. “The records proved that city of Marysville staff and the city’s PR firm (Strategies 360) orchestrated a complex campaign against Cedar Grove, funded by tax dollars, that had the intent and outcome of shaping a negative public opinion of Cedar Grove,” Dawson said July 15 in an email. Nehring said years ago about 1,000 people signed a petition saying they were “tired of the smell” coming from the composting business across the river from Marysville. Lawsuits were filed, and Cedar Grove issued a public records request. The city released 10,000 records, but withheld some because of attorney-client privilege with Strategies 360. A judge ruled
“We did not participate in the mailer. How would we even know about those records? It’s disturbing, but we complied.” Jon Nehring, mayor, Regarding turning over records it didn’t even have against the city on those, saying the PR firm was acting more like an employee than a consultant. The city then released those records. But what bothers Nehring is the courts even wanted the city to release 173 records “we never saw.” Those records were possessed by Strategies 360 and some by the Tulalip Tribes, which as a sovereign nation is not privy to the Public Records Act. “The citizens of Marysville paid tens of thousands of dollars to a private PR firm to manufacture stories and draft letters to be submitted by citizens to generate negative media
stories focused on Cedar Grove and provoke citizen lawsuits against Cedar Grove,” Dawson’s email continues. “We did not participate in that mailer,” Nehring insisted July 13. “How would we even know about those records? It’s disturbing, but we complied.” In the appeals court ruling, it says it really didn’t matter if the city “used” the information or not. It says Strategies 360 should have been part of the records request as an employee of the city. The court went on to say the fine is not excessive because of the city’s
Martial Arts Arlington uniform, getting people to chop a board in half. Participants young and old gave it a try, usually with success because the board was notched to break apart easily like a puzzle. Music also was a part of the festival. At Legion Park, Robbie St. Jean won the Arlington Idol contest by singing a tune by Alicia Keys. Robbie, 16, sang “If I Ain’t Got You” and won the $100 grand prize from the Downtown Arlington Business Association. Three others took home $50 cash. The winner of the Mini delayed response, it withheld some records, and it did not explain why some were withheld. The court hopes to “deter future misconduct” with the fine. Trial court papers say Strategies 360 worked closely with Mike Davis, the leader of an anti-Cedar Grove citizens group, and the city in a campaign against Cedar Grove. Strategies 360 consultant Al Aldrich reportedly even advised the city to start using phones rather than email so as not to get caught up in the public records request. Aldrich also reportedly emailed to Steve Gobin of the Tulalip Tribes a sample anti-Cedar Grove mailer that was to be sent to homes in Marysville and Everett. The mailer looked like it came from the Puget Sound Clean Air Agency. In 2011, the agency fined Cedar Grove $169,000 for violations going back years.
Idol award was Cassidy Williams, 13. Junior Idol went to Lexi Vanney, 14. And the Teen Idol was Elie Pleticha, 16, said Sarah Lopez, a recreation manager with the city. Lots of other music also was played onstage, including pop rock by the band Slacker. All types of clothing were sold at the event, including a tutu shop by Jessica McKenna of Marysville. A tutu can be made in Seahawk, Cougar or Husky colors, along with rainbow and many others. She’s on Facebook at Tutu2CuteShop. Artwork also was displayed. A piece made by Cesar Candelas at the Mirkwood and Shire Cafe
showed Lincoln and one of the villains from Spiderman. Livi Joy of Marysville makes hula hoops, and she sold them at the fair. She showed potential customers how easy it is to do it by twirling hoops around her arms, waist and legs. She’s on Facebook at LiviJoyHoops. Karen Jensen of Arlington displayed a hot item at the fair. She makes stuffed animals that have hot bellies that are fun to snuggle up to. Michelle Bergemeier and daughters Cierra, 7, and Kiley, 6, of Arlington were impressed. “I created and have been making them for twelve years. The belly comes out so you can wash them,” Jensen said, adding many have copied her invention.
“We are trying not to share the draft with Gloria and Marysville folks, primarily to give them ‘plausible deniability’ about the mailer and its contents,” one of the records says. The fine was later reduced to $119,000 in recognition of the company’s efforts to control odor. “Cedar Grove always has been and remains committed to being a good neighbor and continually invests in state-of-the-art technology, including odor-mitigation technology,” Dawson said. In writing the opinion for the appeals court, presiding Judge J. Robert Leach said that Strategies 360, by acting in the interest of Marysville and being paid to do so, was effectively working as an employee, and it was not necessary if those communications were shared with the city in order for them to be disclosable. It was a deliberate attempt to
conceal the city’s role in the campaign, Leach wrote. Nehring said the Association of Washington Cities is concerned about the ruling, wondering if all consultants would be subject to public records requests. But in the appeals court’s conclusion July 6, it says specifically that this does not set a precedent that every government contract is subject to public records requests. Plus, it doesn’t apply to all third-party contractors. It only applies to private firms that act as public employees. The state’s public disclosure law was passed in 1972 with a 72 percent approval vote with the goal to keep government honest. Nehring said he is a fan normally of the Public Records Act. “It forces government to be transparent,” he said, adding he doesn’t like “frivolous requests.”

State funds Stilly projects many kids is a scheduling nightmare for Kinney. During basketball season, he has two games going on for eight hours. He runs a summer camp, but it’s at President’s Elementary. “We had it here before, and it was chaos,” he said, adding with the new facility it could return. Kinney said one small t-ball field would be lost in the expansion, but the fields used for soccer, flag football and baseball would not be touched. Both Arlington projects could be done by fall of 2016. Another $1 million has been set aside for the Whitehorse Trail, a 27-milelong corridor between Arlington and Darrington. The budget includes $592,000 for the skate park and other work at Old School Park in Darrington. Mayor Barbara Tolbert said the projects will “help the Stillaguamish Valley move closer to full recovery from the devastating SR530 landslide.”

ARLINGTON – Nobody is probably happier about the upcoming expansion of the Arlington Boys and Girls Club than longtime director Bill Kinney. He has been director for 22 of the building’s 23 years. More kids use the facility now (up to 2,300 members) than there were people living in Arlington (2,000) when it first opened downtown in 1974. Thanks to funding from the state, the club will get a new look, which will include a gym, teen center, technology center, community hall and upgrades everywhere else. The improvements are part of the $3.83 million approved for the Stilly Valley Youth Project. The nearby baseball fields will be upgraded, including two new tournament-quality Little League fields and artificial turf on two existing fields. Kinney said the idea
is to put four fields where there are now three by having stands in the center, with the fields looking like a cloverleaf around it. Cost would be $742,000. “It will use the space better,” he said. Kinney said the club raised quite a bit of the $1.5 million needed for the upgrade the last four years. “But when Oso hit, we took a couple of steps backward, and rightfully so,” he said as donations went to more-urgent needs. Kinney said he still has the same two pool tables and two foosball tables since when he started, although re-felting has been done, along with other repairs. “We’ve patched things together,” he said, adding the phone system was bought used back when the building opened. Lighting is poor in the gym. And the floor keeps getting darker as it is refinished each year. To make it look new again will cost $50,000. The small club with so

Working with state on transportation pays off for M’ville
It’s been a long wait to see if the Legislature would pass a state transportation package – but we’re finally here. The package passed earlier this month is a big win for city residents and businesses alike. Marysville – and Snohomish County – have long been neglected when it comes to state investment in local infrastructure. That’s no longer the case. The recently passed 16-year transportation package includes funding for multiple projects in and around Marysville that will help reduce congestion and ease travel for our residents and for freight haulers serving the business community.
We’ve worked closely with our local state House and Senate representatives during the past several years to ensure that these crucial projects in the Marysville and Tulalip areas were given high priority for consideration in a state transportation package. We’re incredibly grateful for the unwavering support of our local and state elected officials. We could not have had such success without them. As I noted, this is a 16-year transportation package, meaning that funding has been allocated for projects, but construction on those projects could occur in year one, year 10 or year 16 or anywhere in

between. We’re hopeful that funding for our city projects falls closer to the beginning of the package — in the first five to eight years. A key priority for us in this transportation package was securing funding for a new I-5/Highway 529 freeway interchange on the south end of town. The state has committed $50 million to this project that will provide us with a new onramp from SR 529 to southbound I-5, and a new offramp from northbound I-5 to SR 529. Completing this project will give us a way in and out of the city around the railroad tracks on Fourth Street, and will help alleviate the congestion drivers and freight haulers face at exit 199 and along Fourth Street by diverting traffic to the new interchange. Another piece of good news is that it’s slated for completion within the first five to seven years of the transportation package — by the 2021-2023 biennium. In conjunction with this project, the city also plans to look at ways to extend First Street east toward Highway 9 to help avoid congestion as traffic comes into town over the SR 529 bridge. A second and equally important priority in this package is funding for a new interchange at 116th Street. If you’ve ever had to exit I-5 here, or tried
to travel this area during the morning and afternoon rush hour, you know how congested traffic can get. The improvements will include widening the bridge deck to handle greater volumes of traffic, and a new single-point urban interchange to move traffic off of and onto I-5 more efficiently. This is scheduled for completion by the 20192021 biennium. Nehring Another significant local investment in this transportation package is the construction of shoulder lane access between north Everett and exit 199 in Marysville. This shoulder lane access would function in a similar way to the shoulder lane on the Highway 2 trestle: It would be open for use during peak congestion times to help alleviate some of the congestion we regularly face during rush hours. This project is likely to be completed in the 2021-2023 biennium. This package also allocates funding for design and eventual construction of a full I-5 interchange at the 156th Street over-crossing in north Marysville. This over-crossing was purposely designed and built to accommodate
a future interchange, and the project accomplishing that will likely be slated for the latter years of the package — possibly in the 20252031 timeframe. If that sounds like a significant investment in Marysville’s infrastructure — it is. In the past, we have often been on the outside looking in when it came to investment in large-scale infrastructure projects. That has changed with this state transportation package. A lot of work and significant strategic planning went into this whole process during the past several years with, among other things, our City Council allocating money to complete necessary state and federal approvals along with design and engineering, city staff working diligently to complete this process efficiently while covering all necessary aspects, partnering with Economic Alliance of Snohomish County, which did tremendous work in advocating for a robust investment all across Snohomish County, allocations from the County Council to assist us with design investments, and local state legislators namely Sen. Steve Hobbs, Rep. June Robinson and Rep. Mike Sells playing a crucial role in advocating and ensuring that these projects made it into the final package. These large-scale infra-
structure projects will transform our community during the next several years. Our residents will face less congestion traveling in and out of the city. Our business owners will see improved freight mobility, and we’ll finally have options to bypass the railroad tracks when entering or exiting our city via I-5 first at the south end of town, and later, in the north end of town at 156th. During the past several years, we have worked hard to forge local and regional partnerships in both the public and private sector to ensure that our transportation needs were high on the priority list for the state. We didn’t build these relationships overnight, and we recognize how valuable it is to work with our surrounding communities and the county as a whole to make all of our communities stronger. This transportation package, which includes almost $700 million of investment in Snohomish County’s transportation infrastructure, is a testament to leaders across the county working with our state legislators across party lines to ensure that our essential projects were not left out in a fiercely competitive environment. Jon Nehring is mayor of Marysville. His column runs monthly.

3 men steal ATM out of M’ville store MARYSVILLE – Three men in a stolen red Ford Ranger pickup stole an ATM from the Marysville Fred Meyer July 13 just before 10 a.m. The men used a dolly to roll the ATM to the truck, police spokesman Robb Lamoureux said July 14. The ATM was located just inside the front entrance. The truck was later found in north Marysville, minus the ATM, at about 4:45 p.m. It had been stolen in Arlington.
Police are waiting to receive store video so they can release photos so the public can help police capture the thieves. Meanwhile, police also are looking for a man in a motorcycle helmet who robbed a woman at gunpoint July 10 at around 3 p.m. at the Village Motor Inn in the 200 block of Beach Avenue. The 35-year-old victim was told to give the man her purse. She complied, and he fled on his motorcycle after

show, which was packed, then to the Farmer’s Market, which was “slammed. People were “walking State Avenue, which was fun to see, he said. Also, during the public comment period, resident Jack Blackwell complained about fireworks, saying they terrorize pets and combat veterans. “They drive people like me nuts with it, he said. “They were far from legal. The ATF should have been there. Ballew said having the Arlington Fly-In that weekend brings folks to town, and this gives them something else to do. Next to the Marysville Strawberry Festival, it’s the biggest weekend in town, he added.

MARYSVILLE – City consultant Al Aldrich compared the Highway 529 project to a long-shot at a horse race. It wasn’t even in the House transportation package that passed two years ago. “It went from the back of the pack to ahead of the pack in the final stretch, he told the City Council June 13. “It’s the only practical way to take pressure off of the train situation. The state legislature approved $50 million to be spent on the southbound onramp and northbound offramp that would help motorists avoid train track delays in town. The project timeline is 2017-23, but Mayor Jon Nehring has said it could happen sooner. Aldrich, with the firm Strategies 360, said having nine legislators in three districts helped the city get that and other transportation funding. Work to widen the 116th bridge across I-5 is starting this week and ramps at 88th and I-5 are expected to be widened by 2021. About $46 million for an interchange at 156th won’t be done until 2031, but “to know that’s out there sets the stage for potential growth, Aldrich said. Another $39 million will be spent to widen Highway 531 near the Arlington Airport, along with $34.4 million to help in the commute to Everett across the flats. Nehring said earlier in the day at a Coffee Klatch that he also would like to
see a right-turn lane at 88th, but “It would be a massive undertaking moving the grave sites at the cemetery. The consultants also put a lot of work into a bill that will help draw manufacturing to Marysville and Arlington. The law gives tax breaks to businesses that come in, pay good wages and make improvements. Aldrich said they wanted the site to be as small as possible, but many other communities wanted to get in on the deal. As it ended up, it will be a pilot project for the stay to see if it works and other communities could benefit. Also at the Coffee Klatch with community members, Nehring said Marysville is the next place for business development in Snohomish County. With the city’s annexation a few years ago, its size demands attention. He said it’s great to see this infrastructure occur before development, which is “rare. Considering 82 percent of bills fail, Aldrich said Marysville hit the “jackpot. Meanwhile, parks director Jim Ballew said July 11 was a day to be in Marysville. “My wife and I did everything, he said. They started with the Stay Fit event at Totem Middle School, then went to Poochapalooza at nearby Asbery Park. They then went to the Rodz on 3rd car

MARYSVILLE – Marysville School District superintendent Becky Berg received a 3.5 percent salary increase at the school board meeting July 13. “We’re pleased with her leadership in a difficult year,” school board president Tom Albright said. He added checks with neighboring districts show the pay is “well within the curve, maybe a little below.” Finance director Jim Baker said the state finally approved funding for the new cafeteria at MarysvillePilchuck High School. Because the district started planning the project with
money made from interest earnings, it hopes to go to bid this fall with completion in September 2016. Baker said district enrollment was down 1 percent for the third-straight year from 10,711 to 10,600. “I don’t see any change in the trend for next year,” he said. However, full-time kindergarten will improve the numbers overall. Board Member Chris Nation said that the school board needs more work study sessions on the calendar to keep up with all of the issues of the districts. Board Member Bruce Larsen agreed. “We gotta
get crackin’,” he said. “We need a meeting schedule that is more robust for us to do what we need to do.” Board Member Pete Lundberg continued to push for graduation not being tied to a state assessment. “Going forward in life should not depend on what happens one day at one time,” he said. Baker said the district’s summer program for feeding kids up to age 18 a snack and lunch is up 25 percent compared with last year. It’s done over seven weeks at nine locations. “We have hungry kids in our community,” he said.

Popular 1st gun show aims to return to town BY BRANDON ADAM badam@arlingtontimes.com
MARYSVILLE — It wasn’t easy, but Marysville hosted its first-ever gun show with help from show manager Doug Kerley of Big Top Promotions. Marysville is not a gunfriendly town, Kerley said, but hundreds of gun enthusiasts were able to indulge at the gun show’s venue at Red Curtain Center July 11. “We endeavored to persevere, and Marysville finally gave us a special permit,” Kerley said. Other hurdles included finding a venue large enough, but he was pleased with Red Curtain. Kerley hopes to put the show on quarterly in Marysville but not more than that. “I don’t want to oversaturate the market,” he said. Concerning the national debate about the Second Amendment, people should vote freedom first over safety, Kerley said. “Every time you give up your freedom over safety, you end up with neither,” he said. Despite the discomfort the community may feel, Kerley said that there is nothing shady about gun shows. All weapons are regulated for example. “Guns have to be entirely inspected and zippy-tied,” he said. “We’re also into safety and education.” The amount of unregulated weapons is about .04 percent, he said. Lynnwood’s Big Top Promotions was also denied venues in the metro Puget Sound area. The last time they had a show in Seattle was 30 years ago, Kerley said.

Doug Kerley shows off pistols and rifles at the gun show at Red Curtain Center July 11. It was the first-ever show in town. At right, Carl Holsather of Tulalip looks at old helmets. Weaponry at the show ranged from historic firearms from Germany and Japanese from past wars to modern handguns and rifles. One appreciative spectator was Carl Holsather of Tulalip, who was looking for old guns to restore. “I think its great,” Holsather said of the event. “According to the media, it sounds like everyone hates
guns.” But gun sales have actually gone up since President’s Barack Obama’s reign. “Obama is the best gun salesmen” because pistol sales have gone dramatically up ever since he voiced gun restrictions, Kerley said. “I’m glad they had the gun show,” Holsather added. “I’d like to see more because the closest one is usually in Monroe.”
Stilly softball defends state title ARLINGTON — The Stilly Valley Little League All-Stars look to defend their state softball championship starting Saturday, July 18, at Bakerview Park in Mount Vernon at 11 a.m. The 10-and-11-year-olds got their chance to repeat going undefeated in the district tournament. They are “confidently optimistic” but coach Keith Krueger knows there’s a challenge ahead of them. “There are still good teams out there that we had close games with last year,” Krueger said. But Stilly Valley returns pitcher Riley Swanson, who carried Stilly through state.
She has only gotten better, being able to throw change-ups and curveballs along with her signature fastball, Krueger said. A new addition is Kaci Smith, who not only pitches but happens to be a strong batter with great base-running skills the coach said. “We have good depth hitting,” Krueger said. Along with being a good lead-off batter, Kaci can also deliver a fastball and change-up, Krueger said. In practice, Krueger has been focusing on team cohesion. “We’ve been working on defense and communication,” he said. “And playing with each other.”
Golf tourney helps kids with issues ARLINGTON – Mental health issues are hard to deal with at any age. But Mike Evans wants to help two seniors at Arlington High School who deal with it get college scholarships. To reach that goal, Evans is putting on the 1st Todd Evans Scholarship Fund Golf Tournament. It will be Sept. 13 at Gleneagle
Golf Course. The fourman scramble costs $80 each and includes 18 holes of golf, a cart and dinner. Mike’s brother, Todd, was found at Jennings Memorial Park in Marysville last September. He was in the hospital for a month before he died Oct. 24. Mike said his brother dealt with mental health issues his entire life.

Get fit for free on Saturdays with new Marysville program MARYSVILLE — In an attempt to create a healthier community, the Marysville Parks and Recreation devised Free Fit Saturday, where members get to see a different form of exercise each week. It had its first go July 11, where Journey Fitness hosted an hourlong workout circuit at 9 a.m. at Totem Middle School. Aaron Smith decided to
take time out of his Saturday to not only exercise but to get acquainted with his new town. “My family actually moved here from Alaska last week, and we were just trying to meet new people and keep exercising,” Smith said. “I feel like we get stuck in the same routine, and we mixed it up with that exercise routine.” Parks and Recreation coordinator Doug Buell said that this is a way of
showing Marysville’s strong support of Initiative 5210, which promotes healthy lifestyle choices of community members. “We decided to do this in partnership with our business community,” Buell said. “It’s a good way for them to get exposure.” “The best part is it’s free,” Buell said. “A lot of people can’t afford gym memberships.” Free Fit Saturday will continue through Aug 15.

VBS teaches kids about Jesus BY STEVE POWELL spowell@marysvilleglobe.com
MARYSVILLE – For many children, Vacation Bible School is the first chance they get to learn about Jesus. They understand that at the Word of Life Church in Marysville so they make VBS fun. The church is decorated with scenes from Jesus’ time with a village, marketplace and his mother Mary’s house. About 70 kids are there this week from 9 a.m. to noon. The majority are from the community, rather than the congregation itself. “It’s a good mix. We canvassed the area. Some are from daycares to give them
a break,” but we don’t care, Pastor Jay Price said. “It’s a win-win.” Amy Change has been the children’s ministry director for three years there, and each year the VBS has become “more and more elaborate,” Price said. This week’s theme is Hometown Nazareth, with the curriculum based on when Jesus was a boy. The kids from age 3 to fifth grade are sectioned off in tribes and go to different areas around the church. One spot is outside, where they play capture the flag with boys against the girls. At Mary’s house, Jesus’ mom talked about what it was like raising him. The group Tuesday was twice as
big as Monday’s turnout. Cost of the VBS is free. Participants get a lunch before going home. Price said he was pleased with the turnout, but added the youth groups at the church also are popular with kids who often don’t go to church on Sundays. Of VBS, he said, “It’s centered around Jesus and what he’s done for us.” Change said she’s received an amazing amount of help. Husband Nick, kids Joe and Paige, and youth pastor Michael Titterness spent hours on the styrofoam brick structure in the sanctuary, while son Matt and friends Linda Clark and Carrie Troupe` helped build

called a carpentry shop, bead bazaar, synagogue school, rock shop, clay shop and more. The bible does
say a lot about Jesus as a child, so “they get to imagine what he might have done,” Change said.

Grocery store food drive helps the needy
MARYSVILLE – Grocery Outlet’s 5th Annual Independence From Hunger Food Drive is this month. The summer traditionally is a time when food agencies experience the greatest need to serve children who are off from school, a news release says. Each Grocery Outlet store in the Seattle area is teaming with a local food agency, and donations go directly to that partner. People in Marysville can donate food at the Grocery Outlet, 9620 B State Ave. for the Marysville Community Food Bank.

Block Watch cleans eyesore

Volunteers clean up the treed area near Marshall Elementary School in north Marysville.
MARYSVILLE – The Block Watch near Marshall Elementary School cleaned up a treed area and homeless encampment north of the school over the weekend. Volunteers removed blackberry vines, scotch broom, small trees and grasses along with sleeping bags, blankets, pillows, broken glass and 40 beer cans
and bottles. “Several needles were found beneath the dirt and could have been a very dangerous situation for kids or adults,” said Sam Cheyne, Block Watch captain. Visibility was improved so neighbors can keep watch on the area. “We aren’t tolerating any more of the junk that has been going on in the woods
at Marshall Elementary,” said Cheyne, who organized the cleanup. Bill and Madeline Cross used a tractor, and Bill Crandall brought tools. William Alexander and his grandson, Christopher Hackmann also helped. Thanks also to the city for the use of tools, Pilchuck Rentals and school Principal Kelly Sheward, he said.
