Redmond voters have been given the opportunity

to voice whether or not they support additional maintenance and capital projects within the city’s parks system. Proposition 2 — a six-year, $6.9 million levy — is on Tuesday’s ballot and if passed, will pay for a number of things. Craig Larsen, parks and recreation director for the City of Redmond, said the levy can be divided into two

types of costs: capital and operational.

IMPROVING NEIGHBORHOOD PARKS

On the capital side of things, he said funds from the levy would go toward investing in three neighborhood parks — Southeast Redmond, Westside and Northeast Redmond parks. With Southeast Redmond

Park, Larsen said the levy would fund a planning process with the community as well as a “phase one” of development for the park, which does not have much to offer at the moment. “It’s basically flat grass,” he said. Larsen said they would like to enhance the park for casual recreation, but they don’t have any specifics in mind at

the moment as those would come up during the planning process with the community and depend on what people would want. But one thing is for sure. “It’ll start to look like a park,” Larsen said. Proposition 2 would also pay for the completion of the master plan for Westside Park. Larsen said the plan was started at the same time

as the plan for Spiritbrook Neighborhood Park, whose renovations were completed in June 2012. Westside Park is an older park and some of the work Larsen said that needs to be done include a new picnic pavilion as well as renovating the sports courts. Eleven Redmond businesses have been named to the King County Solid Waste Division’s list of Best Workplaces for Recycling and Waste Reduction. The 11 businesses are City of Redmond, Clarisonic, FCS Group, Golder Associates, Inc., Honeywell Aerospace, Hot off the Press, Keeney’s Office Supply, Lake Washington School District, Magnitude Software (formerly Noetix Corporation),

Microsoft Corp. and Sammamish Montessori School. These businesses, which range in size, are among 112 county wide to receive the honor. Karen May, project manager for King County’s Solid Waste Division, said this is the highest number of businesses (29 of which are new this year) to make the list since the Best Workplaces program began in 2007. She said the program was started to provide recognition to businesses who are doing good things in waste prevention. And with 11 businesses, Redmond is among the top cities on the list. Other top cities include Bellevue with 22 businesses and Kirkland with 13 businesses. “These companies deserve special recognition for demonstrating their ingenuity and commitment in preventing waste,” said King County Executive Dow [ more BUSINESS page 8 ]

Athleticism, intelligence and perseverance. That’s what drives Redmond native Michael Conforto, according to one of his former baseball coaches Mark Sandquist, who first met up with the now-22-year-old when he was a young ballplayer getting his start in the Redmond North Little League program. Conforto brought those three crucial qualities to the plate last Friday night during his first Major League Baseball at-bats for the New York Mets. The lefty notched an RBI in his first game, and had a major breakout night on Saturday, going 4-for-4 with two doubles, an

RBI and four runs scored to help lead the host Mets to a 15-2 victory over the Los Angeles Dodgers at Citi Field in Queens. The left fielder’s first professional hit was a first-inning infield single during the Mets’ 21-hit barrage on the night. According to the Mets’ Twitter: “@ mconforto8 says the first hit baseball will go to his grandfather who couldn’t make the trip. His dad was here.” Surrounded by reporters in the locker room after Saturday’s game, Conforto noted in a video posted on the Mets’ Twitter: “Obviously, all the bats were going and we were scoring a lot of runs and I got that first win for myself. Yon Hun Lee and his wife Sue Lee spent early Tuesday afternoon in the back kitchen at Himitsu Teriyaki, preparing teriyaki chicken for a takeout order that had been placed earlier in the day. For about nine years, this had been a common scene for the couple at their Redmond Ridge restaurant. National Night Out Against Crime set for Tuesday The Redmond Police Department (RPD) is asking neighborhoods to participate in the 32nd Annual National Night Out Against Crime on Tuesday.

The police department, fire department, city council, mayor and others will attend parties between 6-9 p.m. “If you’ve never participated, it’s a great event for fun, friends and community. If you don’t know your neighbors — this is a great opportunity to meet them,” reads an RPD press release. Nationally there will be thousands of neighborhood parties, cookouts, ice cream socials, dessert parties and parades. The city has contracted with Habitat Bank LLC to create a state certified wetland mitigation bank on the property. Habitat Bank will design, permit and install environmental enhancements on the area. Habitat Bank will be responsible for site maintenance, and will maintain the site for at least 10 years after restoration work is complete to ensure the establishment of the native plants. Late last week, the U.S. Army Corps of Engineers and the Washington Department of Ecology issued a Joint Public Notice for the Keller Farm wetland mitigation bank proposal. This is the first step toward agency review and approval of the proposed mitigation bank under the State of Washington Wetland Mitigation Banking Rule. Tuesday, July 28 Chased down, arrested: During the afternoon, a Redmond police officer located a felony harassment suspect out of Seattle, engaged in a foot chase, caught the suspect and made an arrest near Target in the 17000 block of Northeast 76th Street. Burglary: Redmond police responded to a residential-burglary report at 6:23 p.m. in the 9000 block of Avondale Road. The front door to an apartment was damaged and jewelry and electronics were taken.

Hit-and-run: Redmond police responded to a vehicle/pedestrian hit-and-run at 10:33 p.m. at the intersection of Northeast 113th Court and Red-Wood Road. There were no known suspects or witnesses. The pedestrian sustained a minor injury.

Wednesday, July 22 Burglary: Redmond police took a burglary report at 11:26 p.m. in the 17800 block of Northeast 108th Way. The victim reported that unknown suspect(s) had broken into their house. There was forced entry to the side window next to the front door and the victim’s vehicle was taken from the residence. There was no suspect information. Traffic collision: Redmond police investigated a non-injury traffic collision at 9:41 a.m. at the intersection of East Lake Sammamish Parkway and 187th Avenue Northeast.

Questioning tax hikes I like councilman Hank Margeson. However, his appeal for increasing taxes in Redmond wasn’t easy for me to accept. Margeson recommended voting “yes” on tax hikes to support safety and parks. He referenced the Great Recession, and implied that Redmond wanted to “catch up.” I don’t know about your paychecks, but mine is stretched thin, with state taxes, county taxes and city taxes. Everyone can make their own decision, of course, but I don’t get it. The state has just passed a big gasoline tax hike. The county hikes our property taxes, and here comes the city asking for more money. I have not yet “recovered” from the Great Recession in my weekly paycheck. Back in November 2014, Washington voters approved Initiative 1351, which would reduce class size and add support staff in K-12 schools. According to King5, the initiative passed with close to 60 percent approval in King County. In years past, we didn’t see that level of support for Redmond’s budget plans. And we didn’t get the state to support Initiative 1351, either. Instead, we got a gasoline tax hike. Just say “no,” to Redmond’s tax bite.

• I am genuinely confused by the proponents of a 23-percent tax-rate increase in Redmond’s property tax. First off, they go on about how well the city is managed and about its fiscal stewardship and then list a litany of shortcomings and unmet needs. A recent letter from the committee supporting the increases states that there is a $3.6 million backlog in “small capital projects.” And apparently we are not safe in our homes or when walking the streets. Does this sound like a city that is well managed and fiscally responsible to its citizens? That same letter from the committee states, as if it were a positive outcome, that the city council was unanimous in voting to put the tax increases on the ballot. This sounds like group-think, rather than a vigorous debate that represented the citizenry. To paraphrase former speaker of the House of Representative Sam Rayburn, when people are in complete agreement, it is likely that only one of them is doing the thinking. Governments generally take a position of “give us more money and we will do better.” I have a different proposition: demonstrate that you can do better first, and then I will seriously consider giving you more of my hard-earned dollars.

Setting the record straight on city’s finances As current and former presidents of the Redmond City Council (your elected officials who review and approve the budget), we feel it is important to set the record straight on Redmond’s finances, especially in the context of recent specious claims to this paper. Redmond’s current financial prudence has its roots in City Council fiscal policy developed in 2005, when the former mayoral administration proposed tax increases that were unsustainable and unsubstantiated by demonstrated community need. The council’s fiscal policy was embraced by now-Mayor John Marchione during his tenure as a council member. When he took office in 2008, Mayor Marchione took the leadership role in es-

tablishing our city’s current Budgeting by Priorities. This process requires the city to prioritize its funding on those services most important to residents. The priorities are verified with a community survey before every two-year budget, as is the overall community direction, with more than 70 percent of residents’ expressing optimism about the city’s direction earlier this year. Just as past council’s prudent fiscal actions have served Redmond well, so, too, did this new approach, which was cited as one of the reasons why S&P granted the city its first AAA bond rating in 2008. The city’s challenge is to provide for community service priorities and to ask the community when additional resources are needed to meet those needs. While state law allows cities to increase property taxes 1 percent annually, when inflation outpaces that over time the city needs to again ask the community for funding, something Redmond has not done for basic services since 2007. The current administration has implemented efficiencies and cut staff before (50-plus staff in a recent biennium), and can do so again if the community does not consider funding these service levels a priority. On capital projects, several letters have pitted recent city infrastructure investments against the proposed levies. In doing so, they have falsely represented that the city does not fund community priorities, which in fact have driven this administration’s budgets since 2008. The letters have also misrepresented both the funding and the scope of these projects. Unlike basic services, capital projects are also funded by developer contributions, business taxes, impact fees, state grants and other non-city funding. In several cases cited, the city’s contribution to these projects is only a fraction of the total cost. Many projects are also more complex than meets the eye. For example, the post office sidewalk project also includes six new federallyrequired Americans with Disabilities Act (ADA)accessible pedestrian crossings, as well as three new rain gardens to protect our city aquifer/ground water/drinking water from road runoff. Again, the story is more complex than what was portrayed. For those interested in how the city has delivered on the 2007 levy commitments, we encourage you to check out www.redmond.gov/Government/ FinancesandBudget/levy. Better yet, talk to your neighbors whose 911 calls were responded to by north Redmond firefighters (Station 17), whose kids know our school resource officers, or who enjoy the clean and safe environment of our beautiful Redmond parks. Lastly, please make sure to vote by mail by

Aug. 4. And please take the time to review the facts on these important community priorities for yourself, rather than rely on the opinions of those who would rewrite the history that we have been honored to witness as your City Council presidents continuously since 1998.

I visit a Redmond park at least once a day and I see all the hard work the parks department puts into maintenance and upkeep. We need the levy on the upcoming ballot to pass so that the high level of maintenance in our parks remains and so we can make necessary improvements and add parks to some Redmond neighborhoods that are lacking one. Vote “yes” on props 1 and 2.

The Washington State Department of Ecology (Ecology) is considering a proposal to establish the Keller Farm Mitigation Bank (bank) in King County. The proposed wetland bank is sponsored by Habitat Bank, LLC, and would restore and enhance about 91 acres of wetland, stream and upland habitat to create the bank. The bank would create mitigation credits that may be used to offset impacts to other wetlands and adverse effects on aquatic habitat, including habitat for fish. Credits may be used in a designated area called the service area. When unavoidable impacts to wetlands in a service area occur because of development activities, the entity causing the impacts can propose to use credits from the bank to offset adverse impacts. Applicants’ development activities must be authorized by the U.S. Army Corps of Engineers (Corps), Ecology, and other regulatory entities to use credits from the bank. This bank project may also be reviewed by the National Oceanic and Atmospheric Administration /National Marine Fisheries Service (NMFS) as a fish conservation bank for Section 7 actions under the Endangered Species Act (ESA). If NMFS signs the MBI, the bank will be approved to pro-

vide compensatory mitigation, when appropriate, for impacts to species within their jurisdiction. In addition, the U.S. Fish and Wildlife Service (USFWS) may consider the bank, if authorized, for ESA Section 7 mitigation requirements to address impacts to species within their jurisdiction. The proposed bank is located within the City of Redmond directly east of the intersection of Avondale Rd. and NE Union Hill Rd. in King County, Wash. Ecology published a Public Notice on July 23, 2015, to solicit comments on the proposed wetland bank certification. The comment period ends on Aug. 22, 2015. The new restaurant opens its doors today and is located at 7990 Leary Way N.E. in downtown — the building that previously housed Bill the Butcher. Owners Scott and Heather Staples opened the restaurant to offer families an alternative to the typical fast food. For a really long time, Heather said they did not understand why people would go to fast-food restaurants. It wasn’t until they had children that they got it. One of the things Hot off the Press does to reduce waste is donating their printing off cuts to schools and nonprofits that could use the paper. Koeppen said they also work with other companies that provide them with rolls of damaged rolls of paper. He said this paper can no longer be printed on, so they repurpose it and donate it to the schools and nonprofits, as well, because it can still be used in other ways besides printing — “giving it a new purpose.” Koeppen said they have been doing this since Hot off the Press opened its doors in 2007. “I’m a fairly frugal person,” he said, adding that this is why they have been repurposing the paper off cuts. In addition, Koeppen said Hot off the Press also offers their clients green print design options. For example, if someone needs a flier printed with a full bleed — in which the color goes right to the edge of the paper — a typical way of approaching the job is to print things on larger paper and then trim the paper. To help save on waste, Koeppen said one thing they can do is to print the fliers their exact size but then use colored sheets of paper instead. “It really does reduce printing costs,” he said, adding that when someone is printing hundreds or thousands of copies, the money and waste adds up. “It actually saves our clients money, as well.”

The office printer also has a tray with paper that has already been printed on one side, but can still be used on the other side. Lyon said they have also made sure that their office cleaners are aware of their practices such as separating their recyclables. FCS has even had Waste Management come into their office to give a presentation and educate workers on the topic. “That was very helpful to do something like that,” Lyon said, “to get everyone on the same page.” Lyon said FCS has been part of the Best Workplaces list for about five years and that it is incredibly important for businesses to be aware and to do what they can to reduce waste. “It’s part of being part of a community to not have as much waste,” she said.

BUSINESS PRACTICES

May said specific practices businesses put into place vary, but there are a few common threads. For example, she said, many companies will perform an audit to see how much waste they produce in the first place and then look at ways to reduce this. “That is one of the most common things we’ve seen people do,” May said. In addition, she said they have seen many businesses start composting programs, like FCS has, in their kitchens or cafeterias. Businesses also often appoint advocates within their companies to help boost efforts and motivate others to participate. All businesses operating in King County outside the City of Seattle are eligible for the list. To qualify, businesses must meet five basic criteria, as well as 10 additional waste reduction and recycling criteria. parking lot and drove straight into the restaurant, which was empty that morning before the business opened. The driver wasn’t injured in the accident. Since then, Himitsu has been closed as the Lees have been working to repair and rebuild their business. Now, six months later, the Lees have reopened Himitsu, which is located at 22350 N.E. Marketplace Dr. The restaurant reopened last Monday and Sue said they are planning an official grand-opening event for this upcoming Monday. Sue said the car drove all the way through the front of the restaurant and about halfway through their kitchen. The cost to rebuild has been about $50,000. In addition to rebuilding, Sue said they have added a short wall in the middle of the restaurant to provide customers on either side some privacy. Rebuilding isn’t the only thing the Lees have had to do before reopening. Sue said they have had to replace equipment such as tables and chairs for the dining area, a refrigerator for soft drinks, the front counter, industrial-sized rice cookers and plates — all of which were destroyed by the vehicle. And with the plates, Sue said the car drove into the wall that separated the front dining area with the back kitchen. Mounted onto that wall were the shelves that housed all of Himitsu’s plates. The cost to replace the plates along with everything else, Sue said, was about $20,000. In the wake of the accident, members of the Redmond Ridge community started an online fundraiser to help the Lees with the reconstruction costs. They received $7,640, but Sue said they have not used the money yet because they don’t feel they deserve it. “I couldn’t use it!” she said, adding that she is thinking about using the money to put together gift baskets to give away at the grand-opening event. With six months off, Sue said she and her husband

weren’t sure what to do with themselves at first because as the owners of Himitsu, most of their time was occupied with the restaurant. “It took a while to get used to,” she said about their newly found free time. She said prior to the accident, they hadn’t really taken any vacations or even had time to attend their kids’ school events other than maybe snap a photo or two and then return to the restaurant. So with this long break from work, Sue said she and Yon Hun focused on their daughter and son, who are 16 and 13, respectively. They even went on a family road trip during spring break.

“It was really nice,” Sue said. And while the time off was nice, Sue admitted that she was worried about coming back to run Himitsu after being gone for so long. She and Yon Hun even considered taking the accident as a sign that they should do something else. However, their kids wanted them to keep the restaurant. They weren’t the only ones. Sue said the community has been very supportive of Himitsu reopening. Lisa Clark, who works at a dog grooming business in the same business plaza as Himitsu, is very excited that the Lees are back in

business. The Woodinville resident was there on the Himitsu’s first day back open. Clark had ordered food to go to take home for dinner, with plans of having leftovers for the next day, but admitted she ended up eating it all that evening — which is why she returned on Tuesday for another to-go order for lunch. When asked what her favorite menu item was, she replied without any hesitation. “Just teriyaki chicken,” Clark said as she picked up her order. “They do it better than anyone else.” Himitsu is open 10:30 a.m. to 9 p.m., Monday through Saturday.

“On Friday, he called me and said, ‘I got the call, I’m going up to the Mets. I’m waiting for a car to come pick me up,’” Mike said. Since it all happened in the blink of an eye, Mike or any family members weren’t able to attend Michael’s first game, but the father and a few others made the trip from Seattle to New York for last Saturday and Sunday’s games. While they streamed Michael’s first game online, family members were thrilled to see the next two games live. “I was pretty excited. It was a little surreal (watch-

ing him) in a professional stadium for the first time. I was just happy for him,” said Mike, who flew back to Redmond on Monday and has fielded copious texts and messages since last Friday’s news hit the Internet. Injured Mets player David Wright gave Michael his tickets so he could pass them on to his family for the two weekend games. They were sitting right behind home plate and Michael acknowledged their presence. “He gave us a little wave when he was in the batter’s box and on deck,” Mike said.
