Back to work on education funding State did not fulfill McCleary obligation, Supreme Court finds By Katie Metzger

kmetzger@mi-reporter.com

As students prepare to go back to school, the Washington State Supreme Court has ordered the Legislature to go back to work to fulfill its ‘paramount duty’ — fully funding education. The order, given Aug. 13, imposed a fine of $100,000 per day until the Legislature adopts a complete plan for complying with its earlier McCleary decision by the 2018 school year. The Supreme Court found the state in contempt on Sept. 11,

2014, but held back sanctions until the completion of the 2015 Legislative Session. “After the close of that session and following multiple special sessions, the State still has offered no plan for achieving full constitutional compliance by the deadline the legislature itself adopted,” the order stated. Gov. Jay Inslee met with legislative leaders on Monday to discuss the order and next steps. “There is much that needs to be done before a special session can be called,” Inslee said in a statement. “I will ask lawmakers to do that work as quickly as humanly possible so that they can step up to our constitutional and moral obligations to our children and lift the court sanctions.”

Inslee said the state has already taken “significant steps.” The Legislature passed an operating budget that invested an additional $1.3 billion in Pre-K-12, a “major victory for education in Washington,” said Rep. Tana Senn (D-Mercer Island). More than $100 million went to quality early learning programs, all-day kindergarten was fully funded statewide, class sizes in grades K-3 were reduced and funding was allocated to new teacher training and mentoring programs as well as a cost of living adjustment for teachers, Senn said. The budget, which also reduced college tuition, was finally agreed upon after a record-setting 176-day session. But the court found that it wasn’t enough. Justices questioned whether the state devoted enough money to class-size reduction and ruled that the state’s underfunding of education has forced local school districts to rely too heavily on local

Lamar Alexander created a rewrite of the No Child Left Behind law, a bill the Senate passed July 16 that aims to help states fix the lowest-performing schools and reaffirm the states’ role in determining education standards. “The schools haven’t failed, the federal education law has failed,” Murray said. “The current federal law, and the reason we see so much backlash to it, is it really is setting standards with the one-size-fits-all solution and it’s created high-stake tests that have had a huge backlash. “We do need to have assessments, but what we do with those assessments is critically important, and a federal mandate to say what you do doesn’t fit for every school.” Murray said she is proposing a $12 federal minimum wage by 2020, nearly

a $5-increase in some states. When asked about transportation-funding issues facing both the state and country, Murray admitted she doesn’t have a solution or a permanent source, but is willing to look at creative solutions that will provide something more long-term. “We have not stepped up in this nation to recognize that the federal trust fund for transportation, based on gas tax receipts, has been declining rapidly because we are better consumers of gas,” Murray said. “We have cars that are more efficient, so we have not kept up in our transportation fund with what the needs are for today. support a capital gains tax over a property tax increase, especially with income inequality related to education. Senn also said that any levy swap would have to be a “fair solution.” “We don’t want to get to a lukewarm middle where we decrease the quality of some schools,” she said. “We want to increase the quality of all schools.” Aside from basic education funding, Senn and Litzow worked the Early Start Act — a “historical investment” in early learning — and on a bill to set statewide standards for

Social-Emotional Learning, helping kids work on relationship building, self-management and empathy. Senn said that the sanctions were not related to the Legislature’s decision to suspend I-1351, a voter-approved initiative to reduce K-12 class sizes that did not come with a funding source. “Reducing K-3 [class sizes] is part of 1351,” she said. “We’re moving in that direction.” The Legislature isn’t scheduled to resume until January, by which the fines could total $15 million.

property-tax levies. “All along, McCleary said two things: that we have to amply fund K-12 education, all day kindergarten, MSOC [materials, supplies and operating costs] and lower class sizes in K-3, and the other part was balancing the levies,” Senn told the Reporter. “We’re getting called back because we only did half ... What we did not address is where the money is coming from.” There were many proposals to reform the use of local

levies. One, co-sponsored by state Sen. Steve Litzow (R-Mercer Island), aimed to create a more sustainable system by shifting responsibility from local levies to the state common-schools levy, but it may have raised property taxes in districts like Mercer Island. Democrats wanted to bring in money for schools by imposing a capital gains tax, but Republicans were adamant that the state did not have to raise taxes to balance the budget. Senn said that new revenue is the “elephant in the room,” and that she would

Gun concerns lead to police pursuit Young Islanders crash after speeding away from MIPD; gun turns out to be a toy By Katie Metzger

kmetzger@mi-reporter.com

The Mercer Island Police Department (MIPD) detained three suspects at about 11 p.m. Tuesday night on First Hill. Their car was speeding up the hill at an estimated speed of 50 miles per hour before the driver lost control and crashed into a vehicle, a residence and a utility pole at the corner of 72nd Avenue S.E. and S.E. 24th Street.

Police started pursuing the vehicle as it was driving away from the Town Center area. A citizen reported seeing a male subject in a darked-out sedan playing with a gun in the waistband of his pants in the McDonald’s parking lot. An officer saw a vehicle matching the description leave the Tabit Square parking lot, and pursued it up the hill before the driver attempted a right turn at 72nd Avenue S.E. and crashed. The gun turned out to be a toy, and was recovered by police. All kids involved were Mercer Island residents. The driver was charged with reckless driving.

without power. First Hill residents are frustrated by their frequent loss of power, according to social media. Islanders have previously asked the city if any power lines can be put underground to avoid damage from falling trees, prompting a response article in the city’s April 29 newsletter. “This choice comes at great cost,” it stated. According to PSE research, the cost to construct underground transmission lines is $2 million to $3 million per mile, compared to $600,000 to $800,000 dollars per mile for overhead lines. Per Washington State rules, if an overhead route is viable, the additional cost of undergrounding must be borne by the group requesting the project. In addition, burying lines in an existing, established neighborhood can be even more expensive due to the extensive vegetation clearing required for trenching and then the subsequent concrete and asphalt work. The city has also explored participating in cost-sharing arrangements with PSE to underground some specific segments of the higher voltage transmission line network. Seattle City Light also reported several outages on Wednesday, with one in southeast Seattle caused by a lightning strike.

Dogs in Aisle 6

To the editor

hat is it about people who think it is OK to bring a dog into a grocery store or a restaurant? The better question might be: why doesn’t anyone object? While I love my own dog — a tiny elderly mini-Dachshund — I do not, would not, take him into a grocery or restaurant. And why? It is prohibited Washington food code, in conjunction with the FDA Food Code 2009 (See FDA Food Code 2009: Sec. 6-501.115 Prohibiting Animals). We have all seen them. From extremely large dogs whose mere presence can make people wary, to small dogs whose owners actually place them in the shopping cart. Of course we are not talking here about legitimate companion animals. Yet, we don’t really know who is legitimate unless the animal wears a vest, and no one wants to ask for proof. So how did it become acceptable to bring a dog into a place where cleanliness is paramount? It seems that people who bring unauthorized pets in the store are either oblivious, entitled or don’t care. Why should they care? No one says anything. It seems that disbelief has morphed into grim acceptance. It is up to the rest of us to use those sanitary wipes inside the door to make sure our cart is clean. Why don’t store managers or employees — no doubt themselves incredulous that people behave this way — confront these scofflaws? Grocery stores and restaurants have reams of regulation they must follow to ensure the food sold in their stores are safe. So, why put those efforts at risk? We understand their reluctance to offend shoppers. But what about the rest of us — what about our needs or our preferences? The world these days is all about acceptance, a (mostly) good thing. However, personal preference should not take precedence over rules designed to keep our food and our families safe.

Mayor responds to King County Executive’s letter In the Aug. 12 Mercer Island Reporter, County Executive Dow Constantine articulated his commitment, on behalf of Sound Transit, to hearing and understanding Mercer Island concerns related to East Link light rail and mobility. I thank him and Bellevue Mayor Claudia Balducci for working with us to pause and listen before further study or negotiation. Light rail will be a great asset for Mercer Islanders, provided the planning process now underway addresses the impacts of this system on our community. Foremost, while light rail will improve commute times for rail users, that benefit will occur only if we provide Islanders with parking or other means to easily access the trains. Even after light rail is completed, most people will continue to use their cars to get on and off the Island. We know the loss of the center roadway will make it more difficult for these motorists – what we have referred to as a “loss of mobility.” In the absence of proper planning, we could also see a loss of mobility in the form of back-ups on Island Crest Way and in the Town Center as drivers adjust to the closure of the 77th Avenue center roadway ramp. The City Council has taken steps to ensure all Islanders have access to the new HOV lanes being added to the I-90 outside roadways between Seattle and Mercer Island but we remain concerned that WSDOT has yet to sug-

gest a plan to enforce the HOV/SOV rules and discourage non-Island cutthrough traffic. As to the bus intercept issue referred to by the County Executive, I fully understand the value of having buses feed into our regional rail system as well as the need to avoid bus routes duplicating light rail routes. This has to be done, however, in a manner that does not solve one problem by creating another. The Council has also said that any further discussion of bus intercept must include consideration of off-Island options. So this is a time to voice both your ideas and your concerns. I’ve heard suggestion that we should press WSDOT for SOV access to the HOV lane from 405 to the International District, that we should consider license plate reading cameras to curtail cut-through traffic, that we should apply differential pricing to the Park and Ride. Note that while Sound Transit is central to this discussion, Metro and WSDOT are essential participants and I’m pleased that they too are committed to this process. So whether your ideas pertain to Sound Transit, Metro, or WSDOT, please speak up. Hearing public concerns and ideas is an important first step. The subsequent effort to craft solutions is essential. Through the efforts of Executive Constantine and Mayor Balducci, we have Sound Transit’s commitment to undertake that work collaboratively with us. Together and by listening to Islanders, we now have the opportunity to craft a plan that enhances mobility and minimizes impacts so light rail is a success for all of us. Bruce Bassett Mercer Island Mayor

Executive’s letter shows interest in Island politics In the Reporter’s last issue, King County Executive Dow Constantine exercised his right to editorialize in the Island’s newspaper, “A time out is needed to listen to Islanders’ concerns about Sound Transit” –Aug. 12, 2015. Islanders should recognize the article for what it was. The Executive’s editorial was a political campaign piece designed to promote Bellevue’s Mayor Claudia Balducci running against King County Councilperson Jane Hague and Mercer Island’s Mayor Bruce Bassett running against challenger Tom Acker. The Executive/ Sound Transit Chair references a bus turnaround on the Island as a forgone conclusion. A turnaround that according to the last EIS will as much as triple bus traffic during peak hours along 80th Avenue S.E. Inevitably, direct and indirect congestion will compromise the Island’s charm and character. Sound Transit (ST) calling a “time out” to further listen to Mercer Islanders about additional parking, bus route connections, bus traffic from an assumed bus transfer station and HOV access is allocated two months (Aug. 15–Oct. 15). It will likely take ST staff a month (Oct. 16–Nov. 15) to review, analyze and publish a report. Then, outside of the shadow of the elections, ST Leaders will make controversial decisions affecting the Island. Sound Transit’s “time out” is simply a concerted tactic in self‐preservation by delaying critical decisions until after the election.

More women hired to fight fires By Kris Brackmann

The Arts Council’s Mostly Music in the Park series brought families, friends and neighbors together during the summer music season. Bands included indie folk group West My Friend, Paul McCartney cover band Wings N Things, Cuban salsa roots group SuperSones, string band The Warren G. The presence of women in fire departments has grown significantly in the last three decades. According to the 2014 Bureau of Labor Statistics, females make up just under six percent of the national firefighting workforce. Back when Seattle’s first female firefighter, Bonnie Beers, was hired in 1977, the national percentage of women in the department was less than one. With this progression, when will we see a woman in uniform on Mercer Island? It’s been a while, but Mercer Island does have some history here. In 1973, Islander Pauline Reed became the city’s and King County’s first female firefighter, working as both a volunteer and then parttime paid firefighter for 10 years. Then in 1983, Mercer Island hired Washington state’s first female fire chief, Lynn Oliver. Seattle’s department boasts one of the highest percentages of female firefighters in the nation. eight percent, or 78 of their 966, firefighters are female. Bellevue currently employs six women, or three percent of the department, but Mercer Island hasn’t had a female firefighter since 1992 when Oliver left, and she didn’t actually fight fires. To put this in perspective, the Seattle Fire Department has 33 fire stations and every day 207 firefighters are on call. Mercer Island has two stations, with 28 firefighters in the entire department and seven on duty daily. Bellevue has nine stations, with 203 firefighters in total. To reach these numbers, both Bellevue and Seattle have created recruiting teams led by female firefighters that travel to college campuses, military bases and community events to attract female applicants. And these efforts are in addition to those carried out by Public Safety Testing (PST), the company that Bellevue and Mercer Island use for hiring in the police and fire departments. Another vehicle approached him from behind and passed on the right, striking the front corner of the truck’s bumper before leaving

A friend of the woman said she had been awake for a long time and her medication had worn off. There were no tows or injuries.

THEFT: A 30-year-old Island woman’s bicycle was stolen from the secured portion of the Mercer West Apartments parking garage. Her lock, bike lights and water bottle cage were also reported as stolen property.

Joan Mosenfelder Pirzio-Biroli (Jan P-B) Davenport, Iowa September 3, 1926 –Mercer Island June 15, 2015 after a long and courageous struggle with Alzheimer’s. Raised during the depression, she was no non-sense, intelligent, creative and spirited. She met Giacomo PirzioBiroli (“Jimmy”) in Baltimore. They married in 1948. Her first career was as an art historian at the Baltimore Art Museum and the National Gallery of Art. In 1952 they moved to Mercer Island where they settled in the home they occupied for the rest of their lives. Here she shifted her passion to botany. It began with her own garden which started as a thicket of pussy willows and maple saplings and was transformed over 50 years into an Eden of beauty and wonder. Early on she volunteered at the Arboretum and later went back to the UW for a Masters’ in Botany, while raising a family, caring for her mother, editing the Arboretum Bulletin and throwing show stopping Christmas Eve parties. As a volunteer and employee of the UW Arboretum, she was respected by colleagues and friends alike for her passion of “plants”. She mentored many young botanists who admire her to this day. After her retirement from the Arboretum she returned as a volunteer continuing to lead her popular educational tours of the park. She and Jimmy adapted to each other’s passions. She became an experienced camper and duck hunter. He became a fabulous botanical photographer and chauffer able to maneuver his old station wagon into the most unlikely places to find wild flowers or collect seeds. With their kids they camped all over the wild west. The only acceptable campsite was one without a table or an outhouse. The last trip they took together before Jimmy’s passing in 1998 followed the “Great Flood” to its origins in Missoula along the coulees ripped open 2 million years ago. She never lost her passion for beauty in the natural world or fine arts. In her retirement she loved reading and playing games with her grandchildren whom she found immensely entertaining. She is survived by her children both of Mercer Island: son Andrea, his wife Jeany and two children Alex and Micaela; daughter Lucia, her husband Michele Marquardi and daughter Cora; and by her brother Donn Mosenfelder of New York and his family. that represents the diversity of their respective communities is important, especially in civil service. That includes women, as well as people of different races and ethnic backgrounds. “You want a workforce that represents the community you serve,” said Seattle Public Information Officer Kyle Moore. “People want to see people they can relate to.” The first priority is finding applicants who can effectively do the physically demanding job. Much has changed since the 1980s, but firefighting still is not something women generally believe they can do. “Our goal with recruiting is providing an introduction for women,” said Bellevue Lieutenant Richard Burke. “We want to provide that exposure and for them to know that [firefighting] is an option.” Boys grow up dreaming of becoming a firefighter or a police officer, but very few girls have even seen a woman in firefighting gear. The exposure to firefighting at a young age is key, and is one of the main reasons behind the biennial Camp Blaze, a fire camp for young women. As larger departments, Bellevue and Seattle are able to support and run such programs. Sharing experiences

desire, but it’s really based upon [the applicant’s] skills and how they interview,” Mercer Island Deputy Chief Les Kenworthy said. A firefighter’s full career is around 30 years, so the department can go years without hiring until they need to fill a vacancy, especially with Mercer Island’s low turnover rate. In fact, the department hired five new firefighters for the first time in five years, and will be hiring two next year due to retirements. After that, who knows when the next recruitment class will be. While diversity is important, Mercer Island relies on the efforts of PST and programs like Camp Blaze to attract women to apply within the area, as their small size limits them from funding and staffing such programs on their own. Additionally, Mercer Island, Bellevue, Kirkland and Eastside Fire and Rescue are part of a recruitment consortium through PST that receives the same list of applicants, ranked in order of their test scores. Competition is stiff among the four agencies. Maybe one day Mercer Island will see another female firefighter. Regardless of sex or race, one thing is certain in all departments, said Lt. Burke. “[Civilians] don’t care who comes to their door, they just want someone who can do the job.”

with other women and seeing them in uniform is extremely validating, said Lieutenant Sue Stangl from Seattle’s Specialty Hazardous Materials Unit. “I would not have been a firefighter if I hadn’t seen another female firefighter in Seattle’s department already,” she said. “I thought that I wasn’t brave enough or courageous enough to be the first one.” Lt. Stangl, who attended St. Monica School, has been working for Seattle since 1991. She gives a lot of credit to the women who paved the way, who fought the silent battles and changed the perceptions. Before accepting her position, she met with a woman who was already in the department. “She just said all the right things,” Stangl recalled. Firefighting is challenging and surely not for everyone. But according to Lt. Stangl, as well as the other male firefighters, the women who do it are very successful. Fire departments across the nation look to increase the number of female firefighters, but it’s very challenging for both genders to pass the aptitude and physical tests. Recruiting agencies and PST can encourage women to apply, but it’s up to the applicants to qualify for the job civilians expect them to to do. “[Diversity] is something we’ve talked about and

Former bus driver will oversee bus routes, emergency management By Joseph Livarchik

jlivarchik@mi-reporter.com

On a Saturday morning in mid-August, David Bynum is busy at work in his office gearing for the start of the upcoming school year. After taking over as Mercer Island School District’s new director of transportation and emergency services on July 1, the work seems to grow as the summer days wane. Duties have included training bus drivers to fill substitute positions. The district is preparing for an emergency lockdown drill on Aug. 20, a first-of-itskind exercise in partnership with Mercer Island police, fire and city staff. It will simulate a school shooting, and Bynum will serve as the point person. And there is still final route planning for the 200 or so new students coming into Mercer Island kindergarten classes this year. “There’s a lot of information that gets gathered at this time of year to prepare for the start of the school year,” he said. “Just a lot of sorting and sifting through student files and putting kids in the right place at the right time.” It’s a lot for anyone to take on, but Bynum maintains a buoyant outlook. “I’m excited about this job. I really hadn’t expected to ever be in this position when I came here,” he said. “I had the idea of maybe working here for one or two years at the most, and that was 15 years ago. You kind of get hooked. It’s a great place to be with great people, and a great place to

David Bynum is the new MISD director of transportation. work.” Bynum joined the Mercer Island School District in 2000 and has worn many hats throughout his tenure. Like predecessor Todd Kelsay, Bynum began with MISD as a bus driver. In 2007, he became certified through the Office of the Superintendent of Public Instruction (OSPI) as a driver instructor, a role in which he would train hundreds of bus drivers. A year later, Bynum added trip coordinator responsibilities to his duty list, arranging bus drivers for all field trips and sports trips throughout the school district. Last year, Bynum also began work as a dispatcher, taking over afternoon dispatch duty. When Kelsay left to take a position with Lyft last spring, Bynum proved to be a worthy candidate to serve as his replacement. “There’s a lot I’m finding that I didn’t know and I’m having to learn to do, but I had such a familiarity with the way everything worked in the department and the district that it was kind of a natural fit,” he said. One of the chief duties Bynum will be taking on this year is route planning for the 2016-17 school year, a scenario in which the district will change bus routes at the elementary level to

accommodate the introduction of the fourth school, Northwood Elementary. “The new elementary school will change everything,” Bynum said, noting that middle school routes won’t change much, but the elementary routes might be spread out differently and shorter in length. The district is always looking for good drivers, which Bynum says are typically people who live on Mercer Island, enjoy working with kids, have time to spare and are looking to make a few dollars in the process. He said for him, the best part of the job is simply being around all the different people he gets to work with. “The director is really involved at the basic level. I’m interacting with all the drivers every day. Every issue, every need, every concern comes to me,” Bynum said. “Being able to enjoy working with the drivers and the kids and parents on a daily basis, that’s really what’s fun about the job. It’s a community and it’s a family. You have your ups and downs, but we all really get along well and work well together. If something happens that’s a little tough or a little challenging, it’s just amazing how people pull together.”

Between the lack of rain and the record-breaking heat, plants everywhere in western Washington are particularly thirsty this August. New trees and shrubs in Mercer Island open space areas, planted last fall, are no exception – they are especially susceptible to drought stress. Enter Boy Scout Troop 624 who rallied scouts from Troop 647 and Cub Scout Pack 624 to join them in giving the plants a drink. Using the Parks Department’s water trailer, the scouts filled buckets and delivered between five and six gallons to each small plant in the south section of Mercerdale Hillside. Over the course of three days, the volunteers watered over 200 trees and shrubs. Alaine Sommargren, natural resources specialist for Mercer Island Parks

Island swimmers paddle across Lake Washington Group members swim from Beach Club to Renton By Joseph Livarchik

jlivarchik@mi-reporter.com

If age is a question of mind over matter, Islander Peggy Pomeroy seems determined to prove that she has the answer. Pomeroy, 85, recently led a group of Seattle-area swimmers in an openwater swim across Lake Washington, swimming from the Mercer Island Beach Club to Kennydale Beach Park in Renton. Pomeroy estimated the distance as 7/10 of a mile. It wasn’t the first big swim for Pomeroy; she has also previously participated in an open-water swim from the East Channel Bridge, and has taken part in the local Swim Across America half-mile event from Luther Burbank Park. “I swim all year long ,three times a week, so it’s just been an additional challenge,” Pomeroy told the Reporter. “I guess my younger friends bug me on. My younger friend Liz says I have a lot of potential. I don’t know about potential at 85, but you feel good afterward when you’ve done it.” Fellow Islander Helen Wu was along for the Beach Club swim, braving stormy conditions to swim the round trip to Kennydale

Two years ago, Wu didn’t know how to swim, and gave it a try while dealing with a stress injury sustained while running. She met Pomeroy at a swimming masters class at Mary Wayte Pool. “Here I meet this nice, sweet elderly lady and the next thing I knew, she was convincing me to sign up for Swim Across America,” Wu said. “She’s always looking for the next big adventure and the next

Pang, Bucklin thrive at State Tennis Open Island tennis players take top honors in respective divisions By Joseph Livarchik

Mercer Island boys tennis coach Ryan Pang and fellow Islander Kerry Bucklin each had strong showings at the 125th Washington State Open, held July 28-Aug. 2 at Seattle Tennis Club. Pang and Bucklin each claimed a top spot in both a singles and doubles event, with Pang winning the men’s 35 singles division and the mixed open doubles title with partner Petra

Rampre. Bucklin emerged victorious in the men’s 50 singles bracket and won the men’s 50 doubles bracket with teammate John Foster. Pang was the top-seeded competitor in the men’s 35 bracket, defeating secondseeded David Ebel in the final 6-1, 6-1. But in the mixed doubles bracket, the third-seeded duo of Pang and Rampre never got the opportunity to face their top-seeded opponents Gail Brodsky and Joel Kielbowicz in the final, as Brodsky and Kielbowicz were unable to perform in the title match. “We might have won, we might not have won, but

SWIM | FROM 12 big adventure and the next goal, which is so fun about her.” A high school swimmer who worked as a lifeguard in college, Pomeroy keeps fit taking yoga classes and walking with Solemates once a week, both along with swimming, of course. She regularly swims at Clarke Beach, where she

originally hatched the idea for her next big open-water swim. Though she admits she changed the departing location at the last minute to the Beach Club because it looked closer. “I’m glad that it’s behind me for another year,” Pomeroy said of her swimming feat with a laugh. Wu called Pomeroy “an

amazing person” who is always looking for her next challenge. “After we completed this swim, she was already talking about the next openwater swim we should organize,” Wu said. “She never stops. You would never know that she’s 85, she’s so current and so fun. We all joke and say when we grow, up we want to be just like Peggy.”

LETTERS | FROM 5 ST is bound to the 1976 Memorandum Agreement and the 2004 Memorandum Agreement Amendment where King County, Seattle, Sound Transit, Mercer Island, WSDOT and Bellevue will receive “concurrence of the parties to be a prerequisite to Commission action.” In January 2012, Sound Transit briefed the City Council that East Link Extension would take seven years, 2016–2023 to complete. Then in January 2014, ST dismissed my suspicion that moving the center lane closure from the 2016 election year to 2017 and shortening the project to six from seven years was sound and not motivated by politics. Finishing the project in 2023 seems unlikely given last month’s approval of an additional $20 million on an original $28 million Final Design Contract over I-90. The engineering challenges with the SR-520

pontoons and with “Big Bertha” substantiates a skeptical attitude in this very complicated project. Before closing the center lane, the region needs proof that the many challenges crossing the bridge are fully resolved. Islanders really want to know why I‐90 can’t be operated as 12 lanes with both the center lanes and the added two HOV lanes until Sound Transit has proven that they can safely bring light rail across the I‐90 Bridge. There are over 150 Council/Mayors up for election in King County. Citizens receive the benefit of a competitor in less than half of those contests. Islanders are fortunate to have challengers in all five of the positions up for election. Executive Constantine’s letter documents the interest Mercer Island elections are receiving from non‐Islanders. The outcome of our elections will be viewed as a mandate not only on local issues surrounding the Town Center and density but on the Bus Transfer Station, Center

Going forward, I support Tracy Drinkwater for Mercer Island School Board Position No. 3. I believe she more closely matches the goals I have set forward. In addition, having someone who has taught K-12 in the district on the School Board is important, an asset we are losing with the retirement of current board member, Pat Braman. I encourage my supporters to consider voting for Tracy Drinkwater in the November election.
