It’s been 23 years since this region of Washington has implemented mandatory water curtailment — and City of Redmond officials hope it doesn’t happen again. However, with the drought that’s clutched the state in recent months,

Redmond has reached the voluntary curtailment stage. By following the lead of Cascade Water Alliance, Seattle Public Utilities, Tacoma Water and the City of Everett, Redmond is asking residents and businesses to reduce their water usage by 10 percent. Late last month, the city informed residents that it and all the above parties

were following an advisory plan, the first phase of a water shortage response that notes to use water wisely and don’t waste. On Aug. 11, the voluntary plan — the second phase — went into effect; the third and fourth phases are mandatory and emergency, the latter of which has never happened in Washington, according

to Linda DeBoldt, the City of Redmond’s Public Works director. “We’re in this period right now during the remainder of the summer and into the fall where there is enough water in the region,” DeBoldt said. “However, the concern is that if the hot dry conditions remain into the fall, and the level of water usage also stays at a

higher level that it has been historically, the concern is that the amount of water in the reservoirs would not be enough.” Redmond receives its water from the Tolt River Watershed east of Carnation and the Cedar River Watershed near North Bend, both of which are managed by Seattle Public Utilities. Most of Red-

mond’s water is streamed from Tolt, but Cedar River water can be diverted to the city if needed.

King County Elections released the final certified results on Tuesday for the special election, and Redmond’s propositions 1 and 2 failed. Redmond’s Proposition 1 garnered a “no” percentage of 53.07 (4,089 votes) and a “yes” percentage of 46.93 (3,616 votes). It addressed public safety, infrastructure and walkability, and would have cost about $18.13 million over the course of six years. Proposition 2 amassed a “no” percentage of 54.03 (4,168 votes) and a “yes” percentage of 45.97 (3,546 votes). The proposed six-year, $6.9 million levy focused on capital projects in the parks department and parks maintenance. Both propositions needed a simple majority to pass. While sitting around a table in a room at Redmond City Hall on Tuesday, Mayor John Marchione and council members Hank Margeson and John Stilin offered insight into why they feel the propositions failed. The trio was out amongst residents on election night,

Aug. 4, which coincided with National Night Out Against Crime. They split their time between about 30 National Night Out block parties, and residents voiced their opinions in person after checking boxes on their ballots. “For the most part, what I heard was, ‘The city’s doing a great job, that’s why I voted against the levy,’” said Marchione, adding that residents were satisfied that the police respond in five minutes, the parks are clean and tidy and the roads are fine. “There’s no crisis. And without a crisis, they didn’t want to raise their taxes. The other reaction I got was, ‘I need to save the $100 because the county and the state and the school district are coming for it.’” Margeson added that the people he visited with felt there wasn’t a sense of urgency around the level of service and said they were taxed enough. “These were enhancements to our current services and they weren’t necessarily the basics, so we weren’t necessarily cutting things,” Margeson said. “And really we played the game by the rules, which [ more ELECTION page 8 ]

Homeowner with indoor camera helps thwart burglary attempt ANDY NYSTROM anystrom@redmond-reporter.com

A Redmond resident who was

away from their home, helped police thwart a burglary in progress on Aug. 13 in the Woodlands area of Education Hill. At about 2:30 p.m., the resident received an alert via their home camera with motion-sensor capabilities, said Redmond Police Department public information officer Becky Range. The resident began watching a live video feed of an intruder in the home, called 911 and police quickly

responded. One male suspect from Seattle was apprehended at the scene and arrested. “The camera footage has amazing quality and makes for great evidence, so we are very grateful to the homeowner for acting so quickly and turning over the footage to the police department,” Range said. Department of Ecology scientists will release a second round of pinkish dye into the Sammamish River on Monday as part of a water-quality study. This will occur at approximately 5 p.m. just upstream from the Northeast Marymoor Way river crossing in Redmond. “A similar dye release and other field research in late July went well, but we do not yet have data from those activities. A second dye release is routine in this kind of stream study,” said Larry Altose, a spokesman for Ecology. The dye will dissipate downstream and will not harm people, animals, fish or plants. “You needn’t worry if you see a slight pink or tan tint in the water,” said Ralph Svrjcek of Ecology’s water-quality program in a July press release. Since the Sammamish River fails to meet state clean-water

standards for temperature and oxygen content, scientists first placed a non-toxic pink- or rust-colored dye in the water for two days of testing on July 27-28. “This dye is commonly used for this type of scientific study,” added Svrjcek. “Research has shown it has no effect at all on human health or aquatic life at the very low concentrations we use.” The river flows from Lake Sammamish in Redmond to Lake Washington in Kenmore, and Lake Washington empties into Puget Sound. According to Ecology, stretches of the Sammamish don’t contain enough oxygen, which is critically important for fish. Also, since the river is too warm, the temperature can harm salmon, trout and other aquatic life, and decrease the oxygen-carrying capacity of the water. Scientists will track the dye plume with a fluorometer — which detects the

small amount of dye in the stream, even after it is no longer visible — and they will take measurements at several downstream locations. A team of Ecology researchers will collect samples of river water and use electronic probes to gather data on the stream. They will collect information on temperature, flow, dissolved oxygen and nutrients in the Sammamish and its tributaries. “These tests and samples will help us understand river conditions and how long water takes to travel down the river,” said Teizeen Mohamedali, an environmental engineer with Ecology’s Environmental Assessment Program, in the press release. “The information will help calibrate and validate a water-quality computer model that we will use to analyze temperature and dissolved oxygen during critical summer conditions.”

Theft: Redmond police took a theft report at 6:46 p.m. at the Redmond Library in the 15900 block of Northeast 85th Street. The caller reported that someone stole their backpack while they were using a computer. The backpack contained a wallet and a cell phone.

Bike theft: Redmond police took a biketheft report at 6:16 p.m. in the 7200 block of 137th Avenue Northeast.

Monday, Aug. 17

Theft: A resident called Redmond police at 12:10 p.m. to report a phone that had been left at a movie theater (8800 block of 161st Avenue Northeast) two days prior and he believed someone took it from the seat.

Friday, Aug. 14

Pilfered plate: Redmond police took a report of a stolen trailer license plate at 6:25 p.m. in the 9900 block of Willows Road. The resident said the plate was pilfered within the last two weeks from a parking lot.

Theft: Redmond police took a theft report at 1:36 p.m. in the 7300 block of 170th Avenue Northeast. The caller reported that a cell phone was stolen from a fitness facility a few days prior and was located in Renton.

Vandalism: Redmond police took a vandalism report at 5:42 p.m. in the 11300 block of 183rd Place Northeast. An employee of an apartment community reported damage to their car’s exterior, likely caused by key scratches.

Electronics, jewelry and coins were taken. • At 5:25 p.m., it was reported that a home was broken into, possibly through a window, in the 9300 block of Avondale Road. Miscellaneous jewelry was stolen. • At 12:56 p.m., it was reported that the owner’s neighbor noticed the sliding glass door was open in the 18100 block of Northeast 95th Street. Several watches, cash and jewelry were stolen.

Vandalism: Redmond police received

for a charge of one count of child molestation in the first degree, according to the King County Prosecuting Attorney Office. The 20-year-old Renton resident was arrested at his residence Aug. 5 for investigation of child molestation charges at the La Petite Academy in Redmond. He was booked into King County Jail, where he remains with bail set at $100,000. His case-setting hearing is scheduled for Sept. 1.

Reporter staff says goodbye to Walden, excited for future with William Shaw

T

he Redmond Reporter said goodbye to publisher Renee Walden a few weeks ago. Walden was publisher of the Redmond, Kirkland and Bothell/Kenmore Reporter newspapers. She became an important part of the community and our newsroom. We at the Reporter will miss her. Anyone who knows Renee can attest to her infectious energy and her ability to turn the darkest moment light — something that is needed in a newsroom. She has moved on to become a financial advisor and be closer to her family in West Seattle and we all wish her the best. The change has been difficult for our staff, as Renee was not only our boss but a trusted friend. William Shaw However, easing that change for us is the knowledge that William Shaw will replace Walden as our publisher. Shaw has been with the company since before the start of the Reporter Newspapers group. He is not only respected for his abilities to lead the advertising side but takes the time to understand the newsroom and keeps each side separate. Shaw has been a publisher since 2008. “Three of the four sides of my family each have 100 years of history on the Eastside,” Shaw said. “And I’m pleased and honored to be able to tell the continuing story of the dynamic cities where many generations of my family lived, worked, raised their families and built and served the community.” Shaw grew up in Bellevue and is a University of Washington graduate. Living in Issaquah for 30 years, Shaw and his wife Mary Beth Haggerty-Shaw, have two children, Liam and Mora, who are graduates of Central Washington University and Western

Washington University. Each November, he and his family also spearhead a statewide Drowsy Driving Awareness and Prevention campaign, which has garnered both regional and national media coverage. Shaw is also a true to his heritage. In 2002, Shaw was granted the Name, Arms and Territorial Designation as the Shaw of Easter Lair in the Scottish Court of the Lord Lyon, King of Arms for Scotland. He is the senior representer of his clan sept in Glenshee and Glenisla, Scotland, and is active on a global basis for the Highland Scottish Clan Shaw and the Clan Chattan. Shaw also serves on the Board of Directors of the Issaquah Chamber of Commerce and is an

active member of the Bellevue, Snoqualmie, and Mercer Island Chambers as well as the Bellevue and Issaquah Downtown Associations. Shaw is also a member of Lodge Alba No. 315 in Seattle and formerly served on the Issaquah Sister Cities Commission. Shaw has a great interest in nonprofits and organizations that strive to help the community. We are excited to move forward with Shaw and the future of not only our publications but telling the stories that matter in our communities.

Thanks for Camp Unity story Thank you for your Aug. 14 article on Camp Unity Eastside (CUE) and their open house held on Aug. 15. The assembly of the DecaDome by CUE members Thursday went extremely well and it withstood the following day’s drenching rain, keeping the occupants dry and comfortable. On Saturday, many community members visited, commented and ate great food. The article by Samantha Pak was completely accurate and well rounded. It was interesting to read comments from the Redmond police and Pastor Todd Puckett of Redwood Family Church. (The church deserves much credit.) Quotes from diverse sources added to the article. This is the kind of community based newspaper coverage that is so valuable and, in fact, irreplaceable.. Several people mentioned your article when they visited the open house. The kind of community reporting that the Redmond Reporter provides cannot be duplicated by “blogs.” Democracy depends on an informed citizenry and the Redmond Reporter and its sister papers are the keystones. Council receives positive feedback from citizens One of the most important things we do as City of Redmond council members is get out in the community to hear from our citizens. During this summer’s Derby Days and National Night Out events, we had an

opportunity to talk with a diverse cross section of our community. As folks shared what makes Redmond a great place to live, work and play, along with their issues and concerns, we were inspired by our residents’ pride in our community. People expressed their appreciation for Redmond’s parks, trails and green character. The many new places to eat, the Redmond Central Connector walking and biking trail, and hip new events like So Bazaar are seen as great additions that have helped create a more vibrant and lively downtown. People feel safe in Redmond and are overwhelming positive about living here. Folks also shared their concerns and questions about growth and traffic. While some people suggested specific intersection improvements or sidewalk repairs, many were more concerned about how much longer it takes to get to other places in the region like Bellevue or Seattle. This feedback underscored our continued commitment to push for regional transportation solutions. Residents in older, more established neighborhoods shared their concerns about transportation impacts from the growth that is occurring in downtown, wondering what would happen when people moved in to all the new multifamily housing. What they did not realize is that the new downtown housing creates many fewer car trips than a single-family house. In fact, many of our neighbors were surprised to learn that the new downtown residences are almost fully leased when they open! Those new Redmond neighbors are already here. Our downtown residents raved about the desirability of their neighborhood and the benefits of not having to own a car to get to work, shop or play. In talking with people, it reinforced for us that the deliberate choice that our community made in the mid-1990s

to focus growth in our urban centers to preserve our single family neighborhoods was the right one. On behalf of the entire Redmond City Council, we thank you for taking the time to talk with us. While we will continue to make improvements, overall what we heard is that the majority of folks believe that Redmond is a great place to be!

Not pleased with city administration, council This administration and council have demonstrated the worst of local politics — using the ballot box to attempt to “scare” the public about their personal safety and to “seduce” the public with parks and the environment. Redmond residents are smarter than that! There are too many examples of how this mayor and this council have not been responsible stewards of this communities’ resources starting with spending $24 million, without voter approval, on “their” downtown park when a majority of what was in both ballot issues should have been, could have been completely or partially addressed first! This mayor and this council continue to focus on new, rapid development of Redmond at the expense of all of us here in Redmond who have been committed to our hometown for years.

There is some confusion in how the cost of this investment is described in various documents, and we will work with the court to clarify this.”

In the 2014 order, court documents note that the state “was not demonstrating sufficient progress to be on target to fully fund education reforms by the 2017-18 school year.” The order focuses on K-12 education, specifically student transportation; essential materials, supplies and operating costs; adequate capital funds to ensure reduced class sizes for all-day kindergarten and elementary schools; and adequate salaries for teachers and administrators, “the heart of Washington’s education system.” Documents state that the penalty “shall be payable daily to be held in a segregated account for the benefit of basic education.” Dr. Traci Pierce, Lake Washington School District superintendent, said district officials are pleased that the Legislature is mak-

ing progress toward full funding of basic education. “We are confident that the Supreme Court will hold the state accountable for meeting its constitutional paramount duty to fully fund education for every student in Washington state,” she said. Gov. Jay Inslee met with lawmakers on Monday in Seattle to discuss the court’s order, which stresses that bolder and more aggressive action is needed to meet the state’s obligation to adequately fund basic education. Inslee noted in a press conference on Monday following the one-hour meeting that the state has made significant improvements in the last several months: better early childhood education, smaller class sizes, all-day kindergarten and reduced tuition. “(We’ve) got another step to take in the state of Washington, which will require significant work to make our financing of the educational system much more equitable across the state of Washington, so that every child — no matter where you live and no matter what your economic circumstances are — has a better shot at a great education,” he said.

CEO, said on the organization’s website: “This is the time for all neighbors, businesses and communities to take these important actions to save water for people and fish as we go into the end of summer and early fall.” In the voluntary stage, the city is asking residents to: Let their grass go dormant; limit landscape watering to twice a week and water before 8 a.m. or after 7 p.m.; take shorter showers; fix leaking faucets and toilets; and postpone new plantings until the fall. “Overall, I think it’s going well,” DeBoldt said. “People are very cognizant of it.” “I have not heard of any citizen or resident alarm out of this situation as of yet,” added Laurelin Ward, City of Redmond water supervisor for Public Works water operations/maintenance. DeBoldt said she has received less than five emails from residents, who mostly asked questions on how to cut back on 10 percent, and her responses included the above tips. She added that if somebody sees a neighbor who’s over-watering (and the water is flowing into the street) and contacts the city, someone from the city may remind the resident of the voluntary stage situation. In a mandatory phase, warnings or fines may be the next step. City wise, its many departments have all been reducing water usage during the advisory and voluntary phases. On the fire department side, fire marshal Todd Short said that all voluntary training that uses hose streams have been curtailed until drought conditions improve. Short added: “The dry conditions in our area increases the risk of fires that grow at a rapid pace. Water conservation measures will help ensure that water used for firefighting purposes is available if needed.” To help in the overall effort to douse the risk of fires, Short and his crews ask citizens to be especially careful with ignition sources — which includes smoking materials and barbecues — and remove all dried leaves, limbs and debris on the ground around their homes or in their roof gutters. The parks department is reducing the hours of operation of the Grass Lawn Park splash pad by five hours to 11 a.m. to 5 p.m. and they’ve turned off

the water features at Grass Lawn Park and behind the senior center (the city hall water feature may soon be next). Parks operations manager David Tuchek said they’ve eliminated pressure washing of sidewalks and of all facilities, including tennis courts and the skate park. However, washing will still take place in slippery conditions/safety issues and with graffiti removal. The parks department will reduce the frequency of using its 55-site irrigation system from seven to two days a week, Tuchek said. This includes parks, landscape right-of-ways, municipal buildings and on all turf, excluding ballfields (which need to be watered for safety purposes in maintaining an even surface). “That should save quite a bit of water, a reduction of about 60 percent or so,” Tuchek said. With the Public Works department, they’re reducing residential street sweeping — which uses water — by about 30 percent until autumn leaves begin to fall. On the stormwater and wastewater side, they’re cutting back on and rescheduling jetting activities and use of vactor equipment. Ward said that a vactor can hold

City enters into new contract with Waste Management The Redmond City Council agreed to the final terms of a new solid waste contract with Waste Management at the Aug. 18 council meeting. The 10-year contract is set to begin Jan. 1, 2016. “Our new contract with Waste Management is a testament to efficiency and

www.redmond-reporter.com our community’s green character,” said Mayor John Marchione. “It provides uninterrupted service, encourages recycling and responsibly manages solid waste disposal.” Some highlights in the contract include yearround weekly yard waste service for residents, and an increase in the volume of recycling offered at no additional charge for multi-family and commercial customers, up to 200 percent the volume of their

garbage service. “We have been providing recycling and garbage services to the City of Redmond for many years and are thrilled to be continuing our longstanding sustainability partnership,” said Mary Evans, area director, Public Sector Services for Waste Management. “Redmond is a ‘clean and green’ leader, prioritizing environmental stewardship. In this city, recyclables and compostables always have a second life.”

We’ll take this, we’ll move on and learn from it.” Stilin said people might have questioned what the changes and additional services were that the city was planning to offer. For example, he explained to some residents at National Night Out parties that the city proposed to add police services because of an increase of property crimes. He, too, heard that residents weren’t keen on a tax hike and that people have confidence in the way the city is being run sans the propositions passing. Redmond City Council picked the items to be included on the levy through citizens’ outreach, so voting in the special election “takes the divining rod out of our hand and goes back to the citizens.” Margeson said it’s a “little bit of disappointment” that the propositions didn’t pass, but it’s democracy at work. Redmond proposed a levy in 2006 to pay for ongoing services and it failed 61 percent

to 39 percent, but the percentages were better this time out, Marchione said. “More people voted for it, but not enough to carry the day,” said the mayor, adding that the special election tuned people in to local government and he liked the public engagement on the pros and cons of the propositions. “I think it’s unusual for a levy to fail because the city’s providing very good service, so it’s a back-handed compliment, and the employees feel the same way, that we’re doing good work,” Marchione said. “We ran the levy this year to know how many resources we’d have in the budget next year. So now we know the size of the bread box of our budget and that we’ll be maintaining our level of service,” the mayor added. Marchione said that at this point, there are no plans for a tax levy for increased services. Next up, he thinks the city could be eyeing its facilities, whether it’s roads or a community center pool, but no decisions have been made at this time. 18|8: A men’s pampering haven in Redmond Special to the Reporter

With a slogan that lists what men should never do as “one, you don’t go through your wife’s purse and two, you don’t go to her salon,” the 18|8 franchise has opened its first salon in Washington state under owner Steve Nordeen. Located in downtown Redmond at 16325 Cleveland St., 18|8 is a salon dedicated solely for male clients. The of franchise name 18|8 has its origins in the chemical formula of stainless steel: 18 parts chromium, eight parts nickel, which, when mixed with iron, form stainless steel. When a client walks into 18|8, he is greeted with a beverage of his choice, including wine or beer, given a robe to change into, then taken to one of the 10 private working stations for the hour-long session for services ranging from haircuts, shaves, scalp treatments, skin treatments, manicures, facial waxing and “man-scaping,” as Nordeen laughingly labels. With the executive cut, the most popular service thus far, comes the 10-minute hot-rock neck and back massage. Nordeen has had a sur-

prisingly different career in aerospace prior to opening the new salon. He has “always owned other businesses on the side as a hobby” and with his ex-wife, had even operated a full-service salon in Magnolia in the 1980s that provided service to both male and female clients. “It was a niche; I was getting ready to retire (and) wanted something that was fun and (that) I could embrace with fellow employees,” Nordeen replied when asked about his motivation for opening the salon. “This was an empty shell about six months ago,” Nordeen said as he gestured around the salon. When he first heard about 18|8 that had just started franchising a year-and-a-half ago, Nordeen recalls thinking to himself, “What a unique idea.” Having always felt that “the men’s sector in the (salon industry) was underutilized” and having noticed how “guys don’t like to go to women’s salons,” Nordeen decided to open a salon specifically designated for men so that “men can be more comfortable (in a salon).” “You get an experience here (and) comfort (is) the real selling point,” Nordeen proudly explained. Due to

the comfortable atmosphere that the salon values, Nordeen joked how “You might fall asleep here.” To further emphasize the salon’s focus on comfort, the 10 workstations are private, meaning that each workstation has individual shampoo stations and a hot towel warmer so that the clients do not have to move during their session. “I don’t like the newer salons where they make you travel,” Nordeen revealed. In addition to the emphasis on comfort, Nordeen described, “We try not to be standardized. (For example,) we don’t put attachments on the clippers” to make each haircut unique for each client. As to his reason for choosing Redmond as the ideal location for his business, Nordeen explained how he felt that “Redmond is a good mix between the professional businessmen and a lot of residents around the area.” Currently with five stylists and 10 private workstations, Nordeen has high hopes that the salon will continue to “grow over the next six to eight months.” With 18|8, Nordeen hopes to provide a “place for men
