hree Kirkland elementary schools will have all-day kindergarten fully paid for through state funding beginning in September. The funding will also be extended to all the Lake Washington School District elementaries by the start of 2016-2017 school year. Robert Frost Elementary,
John Muir Elementary, and Rose Hill Elementary were selected as the first schools in LWSD to receive the funding for the 2015-2016 school year for all-day kindergarten as part of the recent budget passed by the state legislature. It also included full funding for all-day kindergarten in all public schools in the 2016-17 school year. Parents can still have their children attend all-day kindergarten in the
other elementary schools, but they will still pay for the second half of the school day. By the 2016-2017 academic year, state funding will cover the entire cost. School district spokesperson Kathryn Reith said that the LWSD has been preparing for the changes for several years while the state focused on funding all-day kindergarten in 2007-08, concentrating on less affluent
districts. “They have been rolling this out slowly over time and each time adding a few more schools,” Reith said. “When it started out it was a small percentage of schools and the schools had a high level of poverty.” This academic year, around 72 percent of kindergarten students statewide will be eligible for state funded all-day kindergarten.
While they anticipated the funding for the handful of elementary schools that qualified, the additional appropriations for all the schools next year was unexpected. “It was a huge surprise,” she said. “Obviously it’s great for some of our parents expecting to either not have all-day kindergarten available for their students or have to pay. We’ve been looking forward to all-day kindergarten for all students.” Advocates of all-day kin-
dergarten claim that it offers an opportunity for students to improve in subjects such as reading and mathematics. Vehicular assault case against motorcyclist forwarded to KC prosecutor Investigation documents show suspect had little concern for victims BY TJ MARTINELL tmartinell@kirklandreporter.com
The Kirkland Police Department has forwarded a case to the King County Prosecutor’s Office against a 20-year-old Kirkland man for alleged vehicular assault and hit and run after he struck a woman and man in downtown Kirkland with his motorcycle. The incident occurred June 10 when the suspect was riding his motorcycle down Lake Street South and struck two Bellevue residents, a 29-year-old woman and a 31-yearold man, along with two of her dogs, while they were in the crosswalk next to the Ben and Jerry’s, according to police documents. The Reporter is not naming the suspect at this time because the King County Prosecutor’s Office has to yet to decide whether or not to file charges. The investigation into the incident included numerous statements by witnesses, one of whom stated seeing the
suspect just moments before the collision riding recklessly down Lake Street and weaving in and out of traffic by passing vehicles in the oncoming lane. One witness reported the suspect revving his engine so loudly she had to cover her ears. The collision allegedly occurred when a vehicle in front of the suspect stopped at the crosswalk at the intersection of Second Avenue South for the victims and their dogs. The suspect then drove around the vehicle, going at least 40 mph in a 25 mph zone, according to several witnesses, only to drop his motorcycle when he collided into the victims and the dogs, the documents continue. Witness statements vary as to what happened next, but they were unanimous in their assertion that the suspect denied being responsible for the collision and attempted to pick his motorcycle up immediately afterward. A combination of good weather and popular local talent helped make this year’s Kirkland Summer Concerts at Juanita Beach Park and Marina Park one of the most successful, according to organizers. The concerts, which

A Kirkland woman was critically injured Monday morning when the bicycle she was riding was struck by a truck on Market Street in Kirkland. Kirkland Police responded to a report of an accident involving a vehicle and bicycle at 20th Avenue and Market Street at approximately 6:25 a.m. on Monday. An adult female was critically
injured and transported to Harborview Hospital. The driver of the truck was not injured. The identities of the two we’re have not been released. The collision occurred between the two as the cyclist was headed west on 20th Avenue toward Market Street and the pickup truck was southbound on Market Street attempting a left turn onto 20th Avenue. Both the cyclist and the driver of the pickup truck are residents of Kirkland.

www.kirklandreporter.com fered abrasions and bruising on his left leg and right hip. One of the woman’s dogs had soft tissue damage, while the other suffered a severe spine injury. When police arrived at the scene, they interviewed the suspect, who told them he didn’t have his drivers license on him. They later discovered that while he had a driver’s license and the motorcycle was registered in his name, he did not have a motorcycle endorsement. Following his arrest and transport to the Kirkland Justice Center, the suspect told officers that he did not want to come to a complete stop at the crosswalk because it was a hassle, the documents continue. He then insisted that it was an accident and he did not know why he was being arrested. He also inquired as
to what would happen to his motorcycle. At the Kirkland Justice Center, the suspect acted restless and was constantly in motion, according to police documents. Despite significant physical injuries, he refused medical care and declined to go the hospital because he did not have medical insurance and had no money, which he had invested entirely in his motorcycle. The suspect claimed he works as a fisherman. During questioning by police, the suspect told them he had anxiety and takes medication for it. He also said that he had diabetes but didn’t take insulin because he didn’t “want a doctor to tell him that there is something wrong with him” and that he can “control it myself.” According to police

documents, he also repeated numerous statements again and again that included the following: “I thought I could slide by her real quick.” “I saw her in the crosswalk, but I didn’t want to stop.” “She should have stopped for me.” The suspect was eventually taken to EvergreenHealth hospital in Kirkland after repeatedly complaining of physical pain. During the ride there, the aid crew checked his blood sugar level and found it to be normal. The suspect was later found to have no drug or alcohol impairment. During a search of his property, police found $1,200 in cash in his wallet, while his motorcycle was impounded and searched. Although police officials initially said there wasn’t sufficient evidence to book him on hit and run, the forwarded charges include hit and run for his alleged “complete disregard for human life by ignoring the victims he struck by attempting to pick up his motorcycle numerous times and attempting to flee the scene.” “His greatest concern was where his motorcycle, backpack and his helmet were,” one officer’s report reads.

help them meet the “high expectations we have for academic achievement in our district.” “Early childhood education is the key to setting these children on a trajectory toward academic success,” he said. “The return on that investment is staggering when you actually look at the outcomes years from now,” said Rep. Larry Springer. He also said that it helps improve a student’s earning potential as an adult and lowers the likelihood of substance abuse. Springer added that the funding for all-day kindergarten is a part of the legislature’s efforts to lower class sizes for K-3. “We’ve been trying for the last three or four years, but it’s been a struggle, especially since the recession,” he said. However, the improvements weren’t enough for the Washington State Supreme Court. Last week, all nine justices voted to issue daily fines of $100,000 until the state legislature complies with the provisions of the McCleary case concerning funding for K-12 education. “It doesn’t come as any great surprise to me,” Springer said. “It’s frustrating in the sense that many of us would argue, myself included, that in reality we have not made

a large enough investment in K-12 to be where we should be, given the McCleary decision, but the reality remains that we’ve got another budget year before we have to get there. It’s a little frustrating that they would find cause to fine when they said you have until 2018.” State Sen. Andy Hill, who chairs the Senate budget committee, called the Supreme Court’s announcement a “head-scratcher,” wondering how the state can fine itself. He added that the court is overlooking the spending increase in K-12 education in the latest budget, the largest in decades. “Frankly, I think the supreme court got it wrong,” he said. Hill said the court is overlooking the progress being made by the legislature, such as the all-day kindergarten funding and the class reductions for K-3, which he said received strong bi-partisan support. He is also confident the legislature will be able to meet their education spending goals for 2018. “I want to fix our education system and make it fair and equitable,” he said. “We’ve made great strides in the last few years.” In anticipation of districtwide funding, Reith said they plan to hire 15 more kindergarten teachers and will need
seven more kindergarten classrooms districtwide. Schools with only one section of half day kindergarten won’t require additional classrooms because the room is already reserved for the half day class, according to Reith. However, Reith added that many schools already have a high percentage of students in all-day kindergarten. In the 2014-15 academic year, LWSD had seven elementary schools with two sections of half day kindergarten. The rest were in all-day kindergarten. All other elementary schools had only one section of half day kindergarten. Reith said that the schools most impacted by all-day kindergarten will be those schools with multiple sections of half-day kindergarten. In Kirkland, Mark Twain Elementary, Lakeview Elementary and Carl Sandburg Elementary all had two half-day classes last year. For these schools, Reith said, the only change will be that instead of the parents writing the check the district will furnish the funds. “It’s very popular in our district, so we already have quite a few,” she said. “The difference would be who’s paying for it. Right now, the teachers are already teaching all day, the state is paying for half the day, and the parents are paying the other half.”
Celebration and dedication of CKC recreation area The city of Kirkland will host a community celebration and dedication event on the Cross Kirkland Corridor (CKC) from 4:30 to 6:30 p.m. on Aug. 31 near the Google campus in Kirkland. Taxable retail sales up 9 percent in first three months The state’s taxable retail sales totals grew to $29.7 billion in the first quarter
of 2015 (Jan. 1 through March 31), recording a 9 percent increase over the same period in 2014. Retail trade, a subset of total taxable retail sales, rose 7.5 percent to $13.3 billion. The results come from a quarterly report released by the Washington State Department of Revenue. The report compares taxable retail sales figures from the first quarters of 2015 to 2014, which equalizes any sea-
sonal effects of consumer purchasing habits. Taxable sales were up in many of the retail trade sectors: Health and drug store sales by 20.3 percent; E-commerce and mail orders by 19.2 percent; Building and garden supply stores by 16.7 percent; and New and used vehicles by 11.6 percent. The mining, construction and real estate industries all saw first quarter gains, as well.

Reporter staff says goodbye to Walden, excited for future with William Shaw
T
he Kirkland Reporter said goodbye to publisher Renee Walden a few weeks ago. Walden was publisher of the Kirkland, Redmond and Bothell/Kenmore Reporter newspapers. She became an important part of the community and our newsroom. We at the Reporter will miss her. Anyone who knows Renee can attest to her infectious energy and her ability to turn the darkest moment light - something that is needed in a newsroom. She has moved on to become a financial advisor and be closer to her family in West Seattle and we all wish her the best. The change has been difficult for our staff, as Renee was not only our boss but a trusted friend. However, easing that change for us is the knowledge that William Shaw will replace Walden as our publisher. Shaw has been with the company since before the start of the Reporter Newspapers group. He is not only respected for his abilities to lead the advertising side but takes the time to understand the newsroom and keeps each side separate. Shaw has been a publisher since 2008. “Three of the four sides of my family each have 100 years of history on the Eastside,” Shaw said. “And I’m pleased and honored to be able to tell the continuing story of the dynamic cities where many generations of my family lived, worked, raised their families and built and served the community.” Shaw grew up in Bellevue and is a University of Washington graduate. Loophole allows financial advisers to push higher-risk investments for profit I’ve worked hard my whole life to save for retirement, and I should be able to trust that my financial adviser is looking out for my best interests and not just their bottom line. Right now, a loophole in the law allows some financial advisers to push higher-risk investments with higher fees that pad their pocketbooks, not mine. The Department of Labor is working to implement a new rule that would protect my retirement savings, and I’m counting on Congress to oppose any legislation that would delay or prevent closing the loophole. When members of Congress decide how they’ll vote on legislation, they pay close attention to the news especially the newspapers in their districts and this is why I bring this to your attention.

Potala Village feedback to city of Kirkland The posted notice for Potala Village Design
Response Conference states that anyone who does not write to the city or speak at the Aug. 24 hearing will not be allowed to appeal the project. Keeping in mind that there have been hundreds of citizens voicing opposition, this is s a recipe for many long days and nights of reading by the Design Review Board members and a very very very long public meeting. It is not good enough to just show up, you must speak to preserve appeal rights – previously written letters have been held back from the Design Review Board and not shared. Those signing petitions are also said to not qualify as candidates who can appeal. Keep in mind that this is the city’s comment. It is unclear if this barrier to citizen rights would be upheld by courts. Recently, the Design Review Board has been limiting comments to three minutes which seems to be a new departure from past meeting tapes we’ve reviewed. As one can imagine, three minutes is insufficient time to scrape the surface of what the citizens find objectionable. There are parts of the proposal believed to be incompatible with the changed zoning. There are comprehensive plan conflicts and there seem to be no attempts to address items identified for mitigation by the final Environmental Impact Statement. Having the DRB restrict comments seems at odds with the websites claim that DRB “encourages public comment” and wants to hear the concerns of the public. Also, it is concerning that the developer can share his “sales pitch” for a very long time and then take a second “at bat” once public comment is closed. Prior to the Conceptual Design Conference, citizens had asked about the measurements of the building footprint. These were left off of the DRB packet. The developer held that
information back until the public had commented and public comment was closed. In their second opportunity to “pitch” the project they dropped the bombshell. The footprint would be much bigger than the project that went through DRB review. At this point the audience was muzzled with audience comments closed. Many citizens saw the unit count decrease from 143 to 59 and may wonder why concern remains. Here’s what seems to have happened. Compared to the project that was submitted to the EIS for review, the current proposal appears to be bigger and more concerning than original concept: 1) Taller, 2) Greater Lot Coverage, 3) Closer to neighboring properties and lot lines, 4) Less “Neighborhood Compatibility” in Design Character, 5) Shadow Issues impacting usability of the “Community Gathering Area” Courtyard and Sidewalks6) Shadow negatively impacting the Sun PV Residences and Neighbor Properties, 7) Windows staring into neighbor bedroom windows, 7) Insufficient “token” Neighborhood Businesses and more.

BRIEFS LWSD recognized for recycling For the seventh year in a row, Lake Washington School District (LWSD) is one of King County’s Best Workplaces for Waste Prevention and Recycling. LWSD is now on the Honor Roll for organizations named a Best Workplace more than five consecutive years. Increased recycling and waste prevention lowers the amount of garbage produced, which helps the district save money on garbage service. LWSD works to right-size service. It uses smaller garbage containers and less frequent garbage pickups. The district also puts garbage
services on hold during school breaks. In the 20142015 school year, the district saved over $35,000 in waste costs due to right sizing, holding pickups over breaks and catching billing errors. Several sustained efforts have kept LWSD on this list each year. LWSD continues to expand recycling and waste reduction programs district-wide. Nearly 75 percent of schools collect organic food waste for composting. Schools use durable trays and flatware. All schools have plastic foam recycling. In addition, LWSD is a participant in the King County Green Schools program. Two schools reached new levels in this program this spring. Great to meet the Mexico City team - on the bus I loved reading your article about the Junior Softball World Series in the Kirkland Reporter on Aug. 14. We were very lucky to meet the Mexico City team on the Metro bus on their one day off, Aug. 3. The Mexico City team was already on the bus when we got on. They were talking away in Spanish, and we nodded our hellos. Our grandchildren, Shannon and Evan Klug, are in Spanish Immersion in Laguna Hills, Calif., where they live, and began talking to them in Spanish. They switched from Spanish to English, back and forth. As you mentioned in the article, they aren’t fluent in English (but very good) and their coach, who is fluent, was not with them. We all got off at Westlake Center, but we were taking the trolly to MOHAI and the Center for Wooden Boats, so couldn’t take them to their destination, Pike Place Market. We found maps to show them where they needed to go. One of the girls gave us softball keychains, and we all felt so good about meeting each other.

What is detoxification?

e hear a lot about “detoxification” for healthier living, but what does it actually mean? Is it hype? What is “detoxified” and how is it done? Many people have these questions, particularly in a sea of information and misinformation.
This very brief introduction to detoxification is not intended to address addictive chemicals, such as alcohol or cocaine. This will refer to detoxification of chemicals we are exposed to in our everyday environment, and accumulate in our bodies, know as our “body burden.”

Kirkland’s Community Wildlife Habitat Team seeks volunteers The Kirkland Community Wildlife Habitat Team is seeking new members. The city of Kirkland was certified by the National Wildlife Federation (NWF) as a Community Wildlife Habitat in 2009, the 33rd U.S. city to be certified. To maintain its certification since then, a
small team of volunteers has held public education and other events and obtained additional wildlife-friendly backyard certifications, activities which are required annually by NWF. Several of the team members have moved away, and the team is seeking new volunteers to continue its efforts. Activities include: • Helping to produce an information booth at Green Kirkland Partnership forest and natural areas restoration events, city farmers markets and celebrations, such as Kirkland Summerfest • Speak at Kirkland neighborhood meetings

s the hot August days in Kirkland beg for a cool, refreshing drink, many Kirkland residents have flocked to the recently opened Healthy Bonez juice truck on Market Street. Newly planted flowers surround the truck as their company flag flies above. The smiling faces of the owners, Collin and Shandy Greenleaf, greet customers as friends, already knowing many of their orders before they arrive. Four weeks ago Collin and Shandy Greenleaf, 35, opened Healthy Bonez Beverage Company’s raw juice and smoothie truck with the goal to inspire a healthy lifestyle and create relationships with their customers. The company and brand, however, started about three years ago when the Greenleafs, wanting to become healthier, tried juicing. This led to a blog full of juice recipes and an avid group of followers. Collin soon developed a business plan and branding. Combined with Shandy’s juicing skills the company was born. They soon began to sell Healthy Bonez juice wholesale to several cocktail lounges in

Their weekly menus consist of the freshest fruit in season, homemade granola from the local, family-oriented Seattle Granola Company, and fresh juice made daily by the Greenleafs. As there are not many breakfast food truck options out there, the Greenleafs are excited to offer fresh juice, oatmeal, smoothies and more. During the winter, they are excited to add
hearty, plant-based broths, hot cider and even a full tea bar to their menu. Overall, the goal of Collin and Shandy is to create a personal and friendly community within their business. “They say you can’t really be friends with a brand but I don’t think that’s necessarily true. I think that we can be friends with a brand, and I’d like to show that to people,” Collin said. He compares his model of business to the old “small town business” way of doing things, where relationships with customers are the primary focus. With this goal, they’ve created a website for their customers to subscribe to so they can pre-order their drinks, submit orders for bi-weekly home deliveries,

However, their brand is growing and the neighborhood has taken notice. “Even in the short time that we have been here at the truck, every person that’s walked up is so stoked, and it’s so exciting because as hard as we’ve been working to make this happen, it makes it all worth it,” Collin said. he Potala Village project continues to move forward with its revised plans for constructing a mixed-use development featuring 58 condo units along Lake Washington Boulevard following its first conceptual design conference in March. A design response conference with the city of Kirkland Resign Review Board (DRB) is scheduled for Aug. 24 with feedback will be offered on Potala Village’s design for the development at 1006 Lake Street South. Under the new design, it will be a 138,434-squarefoot, three-story building that would include approximately 7,000 square feet of ground floor retail space on the north and south corners of the building, as well as residential units on the second and third floor. The parking garage would be accessed from 10th Avenue
City to take over payments for street lights Prior to the city of Kirkland annexing the Finn Hill, North Juanita, and Kingsgate areas in June 2011, residents in those areas paid for street lighting through their respective lighting districts. Street light charges were billed by their local utility provider - the Northshore Utility District (NUD) or the Woodinville Water District (WWD). At the time of annexation, the Kirkland City Council committed to a phasing plan where the city would assume the costs associated with street lighting. It has been the city’s practice to pay the power costs for all street lights in the city, regardless of whether they were located on arterials and collectors or on neighborhood (local) streets. As a condition of a development permit for a short plat or any

The building design has it shaped like a “U” to fit in with the abutting hillside as well as conform the developer’s existing shoreline permit. The application was based off of feedback from the DRB which, among other things, favored the idea of a central courtyard and vehicular access on 10th Avenue. public areas. In an April letter to Potala Village developers, city if Kirkland Senior Planner Angela Ruggeri stated that the DRB also highlighted the importance the retail aspect of the project offered for the local neighborhood. “Given the more localized draw for residents to meet their everyday needs, an emphasis on convenient and attractive pedestrian connections and vehicular access is important,” the letter states. According to Kirkland city officials, Potala Village developers will not have to reapply for their shoreline substantial developments permit as long as they keep that aspect of the project similar to the previous plan. They have filed for a building permit that will need to meet with current codes before it can be approved. The new proposal was submitted shortly after developer and owner Lobsang Dargey lost his legal battle
with the city of Kirkland when the State Supreme Court denied a request on Feb. 4 to review an Aug. 25, 2014 ruling by the Washington Court of Appeals, Division I. Potala Village developers are still appealing a King County Superior Court’s ruling in May concerning its building permit, in which the court granted the city’s motion for summary judgment. The May ruling also denied Potala Village developers’ cross-motion for summary judgment and dismissed the case with prejudice. The controversy over

significant redevelopment, the city does require street lights on arterials, collectors and local streets. Kirkland annexation area residents who paid for street lights through NUD or WWD will no longer be charged on their utility bills effective with service provided after July 1. More than 2,000 street lights identified in the annexed areas are affected by the switch over. NUD customers will notice the change on their July and August utility bills. Because some of the city customers are in a NUD billing cycle that runs from June 1 through July 31, their street light charges will be prorated to reflect the July 1, switchover. WWD will also be incorporating changes in their upcoming cycles. Puget Sound Energy (PSE) will now directly bill the city of Kirkland for these costs. The Bellevue Reporter, a division of Sound Publishing Inc. is seeking a general assignment reporter with a minimum of 1-2 years writing experience and photography skills. This position is based out of the Bellevue office. The primary coverage will be general assignment stories. Schedule includes evening and/or weekend work.
