or members of the effort against the creation of a Metropolitan Park District (MPD) as a funding mechanism for the Aquatic and Recreational Community Center (ARC) it’s not about whether to fund the ARC but how. One of the leaders of the

Former Seattle Seahawks fullback Mack Strong hosted an event at EvergreenHealth Sept. 16 to raise awareness about prostate cancer that also helped highlight exclusive new technology introduced at the hospital for improving cancer treatment. The event allowed participants to test their Seahawks trivia knowledge, get signed autographs and photos with Strong, who played for the Seahawks 14 seasons. Strong has been hosting the event for six years and said he first got involved out of a desire to encourage more men in his age group, particularly African American men, to take proactive steps in dealing with prostate cancer and live their lives with peace of mind. “It became one of those

he removal of Parkplace signs last week marked the beginning of the redevelopment process that is expected to begin sometime early next year. At the same time, Parkplace businesses located in buildings slated for demolition as part of the first
phase of redevelopment have had leases terminated and will be moving out of their space by Dec. 1, though many said they plan on remaining either in Kirkland or downtown. For some like the La Pasta Kirkland, a Seattle-based grocer, the lease termination means a short-lived stay, as they had been at their Parkplace location for
a few months. The GNC, a vitamin and supplement store, will be moving to Crossroads, though they might come back after the redevelopment is finished. Tim’s Seafood will move to into the space formerly occupied by City Thai Restaurant, next to the Original Pancake House. The buildings to be [ more LEASE page 5 ]

Operations that are not self-sustaining are subsidized with levies. That gives the city a fixed pool of money to spend. And that’s worked really well for the city. It’s got a great credit rating. The MPD takes that control away, because the city council has the ability to set whatever tax rate they wish without going back to the taxpayers and getting agreement. And so issues like building an ARC means that it’s impossible for the taxpay-
ers to control the amount of money spent. You need to be careful, because once you allow a group of people to control the amount of money, it becomes easier to have projects maybe not as controlled as they could be.” They also questioned whether the ARC, estimated to cost $48-67 million, would be as big of a project as it is if the city intended to fund it through a bond levy. “There’s been some concern that maybe this ARC thing has gotten kind of big,” MacKenzie said. “It’s gotten to be an enormous project. his main apprehensions is the permanency of the taxing district; under state law, only the district’s governing body can abolish it, while voters can only vote for the board to consider the matter, albeit no action is required by the board. “This is something we’re committing to forever,” Whitney said. Under the proposed park district, the council would act as the governing body, rather than a separate governing board of directors, as 11 of the 17 existing MPDs in the state have. The board would approve the district’s six-year budget, which would be updated annually and include a public hearing prior to adoption of the annual budget. The council also approved an ordinance that authorizes the city manager to enter into an interlocal agreement with the MPD. The interlocal agreement
would allow the city to run the district directly. Concerns have also been raised as to how the ballot measure is being presented to the community. Whitney says he hopes to find a solution for aquatics in Kirkland but feels there is too much emphasis on the ARC as part of the Prop. 1 vote and how the council intends to use the MPD funds. “I have high regard for the current council, but that’s not what we’re voting on,” he said. Voters are deciding on a related but more specific issue, the creation of the MPD to fund the ARC project, Whitney said. The inability of voters to directly control the district or how the money is spent leaves a large potential problem, he said. Should a new council come in and misspend the money or fail to use it as the residents approve, the only way to get rid of the MPD would be to

I wanted to share my response with other Kirkland neighbors. Under Washington State law, communities can create “metropolitan park districts for the management, control, improvement, maintenance, and acquisition of parks, boulevards, and recreational facilities.” Kirkland’s Proposition 1 creates an MPD to fund construction and maintenance of the proposed Kirkland ARC at the lowest cost to taxpayers while providing sustainable, dependable revenue to ensure the ARC remains a cherished resource for many years. I am a fearmonger when it comes to the ARC
pool for swimming lessons. Kirkland doesn’t need the extravagant cost of an ARC. I also wonder, that if the Lake Washington School District isn’t replacing the Juanita pool, then how much will my taxes decrease because of the elimination of pool operating costs. Elections are around the corner and are the best way to convey satisfaction or dissatisfaction with the ARC taxation and with members of the Kirkland City Council.

PACs, ARCs and fearmongering The proponents of ARC now wish to create a PAC so they can fund the push to build a municipal park district solely for the purpose of giving us yet another taxing entity. The city limits would be the boundary and the esteemed council the governing body. This is the same body that had a $2 million deficit at the time of the recent annexations. This is the same body that was recently awarded a stewardship award from the King County Council. Dave Asher, a member of this same council that would govern this MPD, is telling us that if we disagree with this decision it is due to fearmongering. This same Dave Asher, when many of us attended a public forum on the ARC and other items said, those of you who are objecting now are coming a little late to the party and have no idea how much time and money this council has put into this project; it is a little late to be objecting now. I think it is time we, as a rational community push back and say no to new taxes for recreational special interests. My property tax breaks distribution is like yours and is distributed as follows: State 21 percent, local school 30.5 percent, county 12.5 percent, city 13.5 percent, port 1.7 percent, fire 1.1 percent, hospital 3.7 percent, library 4.7 percent, EMS 2.8 percent and fees and charges 7.1 percent. As the current market prices on housing continue to escalate the actual dollars flowing to Kirkland is continuing to grow without adding additional taxes. It seems if they were true stewards of the funds they could find a way to afford what is essential and like the rest of us, save for what is a want and not a need. This issue is not simply about having two Olympic-sized pools and other facilities on the seven-toeight acre parcel, it will also create an infrastructure that the city will then need to support in perpetuity. demolished include the 505 Parkplace Center where Todd’s Crab Cracker is located and the building across from the QFC. Talon Capital has been meeting with the city’s design review board, their last conference over the redevelopment design on Aug. 17. As part of the plan, one building will be residential, with 225 units. The Master Plan looks to have 300 units total on the Parkplace property, 10 percent of which would be for affordable housing. The City Council voted to approve zoning changes to the Parkplace property as well as the Master Plan and Design Guidelines in order to allow for more residential use. After purchasing the property from Touchstone, Talon amended the Master Plan to reduce the overall size. Bill Pollard, a principal owner at Talon, previously announced the site plan now includes two office buildings with retail on the ground floor. One of them will include the current QFC, which Pollard said will be double its current size, along with other retail, while the second floor will have restaurants. The office space, he said, will be on the upper floors of the eight-story building. Parkplace businesses received their termination notices about a month ago, and already the Einstein Bros. Bagels and the Hallmark store have closed, while others like the Chamber of Commerce have plans to move across the street into the recentlycompleted Arete apartment
complex on Central Way. “It was important for us to stay downtown and have something more vibrant than a sign saying ‘This is where the Chamber is,’” Director Bruce Wynn said. According to Talon’s Investment Director Bill Leedom, the northern section of the Park Place Center building will be have a marketing office inside, while
the south-facing section will be closed off. Renovation work is currently taking place inside the lobby. In a recent letter to the editor (City of Kirkland not considering operating costs with ARC, Sept. 14), the writer suggests that the city of Kirkland may not be fully considering operating costs for the proposed Kirkland Aquatics, Recreation and Community (ARC) Center project. This is simply incorrect. Developing an ARC whose revenues cover all operating costs was a top

be met at future dates and cause this current want to become a very expensive cost item that future councils and tax payers will have to address long after this “feel good” initiative is put into place. It is this kind of shortsighted planning that continues to cost all of us. I want the council to focus on the essentials of government not frivolous items that benefit a few at the cost of everyone. Now if this kind of rational thought is classified as fear mongering by those who would spend our money on expensive, none essential items then I am happy to be viewed a fearmongerer. I am still waiting for these same leaders to address the substantive issues and questions that arise when they spend money to make
priority for the staff, the Park Board and especially the City Council. A conservative assessment of ARC revenues shows this will be achieved with the proposed mix of programs and user fees. In close collaboration with residents, program participants and user groups, we have intentionally developed a proposed facility for Kirkland that is designed to address the needs of the community and to enhance cost recovery. The proposed facility would allow us to expand existing programs, eliminate wait lists and provide new program opportunities through a wide variety of affordable health and recreation services. The estimated revenue for the ARC will cover 104 percent of the annual operating costs, including funding a healthy replacement reserve account. The

Man arrested in Kirkland drug raid sentenced to four years in prison paraphernalia strewn inside, as well as 26 firearms that included AK-47s, pistols and a sawed-off shotgun, according to police records. They also discovered an entrance to a bunker located underneath his house, inside his bedroom. Initially designed to be a marijuana grow operation, Bjorkstam admitted he has used it as a shooting range, the records continue. Upon further inspection, police determined that the guns had been fired while aimed at a neighbor’s house across the street. Bjorkstam also claimed he was not “a big time drug dealer” and was dealing meth and heroin to pay his bills and support his own drug habits, police records state. Among the more unusual finds inside the house was former Seattle Supersonic
player Robert Swift, who had recently been evicted from his Sammamish home, where the new owners also discovered a makeshift shooting range in the basement storage area. Although not initially arrested as part of the raid, he was later charged for having an illegal sawed-off shotgun. The Reporter first broke the news that Swift was living in the house following the raid. As for Bjorkstam’s house, it does not appear to have been sold, and a potential new owner may not be aware of the history of the home prior to purchasing. According to zillow.com, the address has not lost any property value since the raid, and other real estate sites do not contain any information about possible drug activity, nor does the
King County Interactive Mapping Tool. It also does not seem to have been declared a meth or drug lab in need of decontamination or to be condemned. Initial charges in King County District Court included the intent to manufacture meth and/ or heroin, but the charges were not brought forward in federal court. King County Public Health previously investigated alleged clandestine drug labs until state funding for the program ceased ended in 2010. Because of this, the list of Public Health’s contami-
nated sites have not been updated since then. Public Health recommends anyone who wants to determine if a property is contaminated to hire a Washington State Certified Decontamination Contractor to assess the property. If the property rquires cleanup, they then have to submit a cleanup plan to Public Health for review and approval. Once it has ben approved, they perform the cleanup according to the approved plan and present a final report to demonstrate the property has been properly decontaminated.

A Kirkland resident arrested last year in a regional SWAT raid for running a drug operation out of his home, a few hundred feet away from an elementary school, has pleaded guilty and was sentenced in federal court. Trygve Lief Bjorkstam was sentenced in July to four years in prison after pleading guilty in U.S. District Court to two counts of possessing drugs in his home, heroin and meth, with the intent to distribute. He also pleaded guilty to a third charge for prohibited person in possession of a firearm. The home is located in the 14000 block of 108th Ave. NE. near Helen Keller Elementary in Kirkland. The Redmond police first began investigating Bjorkstam’s residence in August 2014 after receiving information from people claiming narcotics were being sold there, in addition to stolen property. Despite no criminal convictions, a Kirkland Reporter investigation last year revealed that Bjorkstam’s address had been the site of more than 40 police incidents during the past
five years since the Kirkland Police Department took over from the King County Sheriff’s Office following the 2011 annexation of Juanita. Most of these incidents took place between 2013-2014. The incidents ranged from domestic violence disputes with Bjorkstam’s girlfriend at the time, to tenants who either had outstanding warrants or disputes with Bjorkstam over rental agreements. It was during these repeated calls that police learned about the cameras installed on his property, the firearms he possessed and the alleged drug activity. Court documents also reveal neighbors had repeatedly called the police to report possible drug activity. Surveillance on the house for several months showed people enter the house for short periods of time and then leave, which they concluded was consistent with distribution of drugs. Neighbors also claimed some of the tenants Bjorkstam rented rooms out to worked as prostitutes and had their “johns” climb in through one of the windows on the side of the house, albeit it was not known whether Bjorkstam was aware of the activity. The suspect returned to the parking lot outside of the bar where friends identified him and attempted to stop him. The suspect threw the phone into a bush while he was running away. Malicious mischief: 4:15 p.m., 13000 block of 123rd Ln NE. A 19-year-old woman sent messages to a man about damaging his car because she was pregnant and he was leaving for the military in October. She was arrested for malicious mischief.

Bacher continued to run past and through the Juanita defense late into the fourth quarter, scoring on a 22-yard run, to pull the Rebels back within three points. But Lake Washington would put the game away just 12 seconds later, as Montgomery ran 51 yards for the final touchdown of the game. The win gives Juanita a 2-1 record, as they head into a 7 p.m. showdown with Mercer Island on tonight in Kirkland. Lake Washington falls to 1-2, as it prepares for a 7 p.m. game tonight in Renton against Liberty.
