Indecent liberties charges filed in 2007 cold case New DNA evidence leads to suspect in 9-year-old crime BY DEAN A. RADFORD dradford@rentonreporter.com

Martha Barrett with the Renton Corps of the Salvation Army counted just nine turkeys Tuesday morning in one of the big freezers at its food bank near Renton Municipal Airport. DEAN A. RADFORD, Renton Reporter

DNA collected as part of a sexual-assault investigation in April on West Hill has led to charges of indecent liberties against a 27-yearold Renton man for an alleged sexual assault in 2007. Levi Querilla Staples Jr. is being held on $500,000 bail at the Norm Maleng Regional Justice Center in Kent, where his arraignment is scheduled for 9 a.m. Nov. 30. Staples is also charged with indecent liberties for allegedly having sexual contact with a woman who was sleeping on a large couch at an apartment April 29 on Martin Luther King Jr. Way. It’s the DNA from semen collected at the apartment that matched DNA from blood collected from the scene of an assault on Nov. 25, 2007, at an apartment on Eagle Ridge Drive. [ more CHARGES page 5 ]

The Salvation Army Renton Rotary Food Bank has about 900 families it needs to feed this Thanksgiving. As of Tuesday morning, it had nine turkeys in its freezer, with distribution of the holiday meals looming on Monday and Tuesday. Usually, by this time the Salvation Army has about half the turkeys it needs for its families; but Martha Barrett, the Renton Corps’ community advancement coordinator, and Major Kris Potter are concerned but not worried. “The Renton community just comes together and takes care of its own,” Barrett said. “Am I worried? No. I really am not. Call it faith. I’ve been blown away by the community. I’ve been here since 2012. And every single time that I’ve put a need out, it’s always met.” But there’s also a shortage of turkeys across the country because of the avian flu, increasing prices at grocery stores and limiting the supply of the holiday mainstay.

The Salvation Army Renton Rotary Food Bank and Service Center is at 206 S. Tobin St., Renton. Office hours are 8:30 a.m.- 4 p.m. Monday-Friday. Donations are accepted 9 a.m.-noon and 1 p.m.-3 p.m. Monday-Friday. Those interested in volunteering can call Martha Barrett at 425-255-5969.

And just as supply dwindles, demand is increasing for the Renton Corps of the Salvation Army. Potter said that the number of people – individuals and families – has increased by 20 to 25 percent. Barrett explains those percentages in numbers, pointing out that once the Salvation provided an average of 60 to 80 families a day with food and services. That number has grown to about 120 families a day for just food, she said. “The need has increased. The amount has increased,” Barrett said. “It’s a year-around need.” [ more TURKEYS page 10 ]

Hazen freshman speaks out by staying silent Aunica Budgeon spent Thursday in quiet protest for those who can’t speak up for themselves BY BRIAN BECKLEY bbeckley@rentonreporter.com

The stereotype is that teenagers, especially teenage girls, talk all the time. But this Thursday, one 15-year-old is seeking to turn that upside down and use silence to make a point about those who can’t speak up for themselves. Aunica Budgeon, a freshman at Hazen High School, planned to keep quiet from 6 a.m. to 6 p.m. Thursday as part of the We Are Silent campaign, an initiative of WE Day that encourages students to take a vow of silence to speak up for kids fighting for their basic human rights. Budgeon planned to head to school on Thursday with a t-shirt that reads “I am silent because of bullying in schools that goes unknown.” “No one is going to stand up and say ‘I’m being bullied,’” Budgeon said Tuesday. “It goes without being heard.” Budgeon said she has a friend who in sixthgrade went through some intense bullying that depressed them and even led to suicidal thoughts.

Aunica Budgeon planned to go through Thursday without saying a word. COURTESY IMAGE “It’s stayed with me since then,” she said. Budgeon also does spoken word and speaks publicly against bullying. The We are Silent campaign grew out of WE Day, which Budgeon attended in April in Seattle. Budgeon volunteers weekly and her co-ordinator

at the YMCA had extra tickets to the April event. “It was amazing,” Budgeon said of the experience, adding that just knowing the entire arena was filled with teenagers who came together for a cause was powerful. In her more than four years volunteering, Budgeon said she has seen the impact one can have when helping to teach a younger student how to finish their homework, or just the smile from a victim when bullying stops. She hopes to take that message back to her school, even if on Thursday she had to carry a white board to explain why she can’t talk. “I hope people realize a school isn’t just a place where you get your assignments,” she said. “It’s a community of young individuals who will forever affect each other. “You can impact everyone around you to a point where it’s unforgettable,” she said. She hopes that her silent stand against bullying will encourage others to speak out as well. “What I’m doing seems incredibly small, almost invisible, but if you get one more person with it, then two more, then eight more until a whole school, a whole city is doing something more than themselves,” she said. “I’m just really excited.” Reach Editor Brian Beckley at 425-255-3484, ext. 5050.

School impact fees up slightly in 29 local people naturalized two of three districts next year this week at Renton Library Renton and Issaquah builders will see increases, while Kent fees go down

bbeckley@rentonreporter.com

Next year the impact fees on new development in two local school districts will increase slightly, but one will drop drastically, according to a report to the City Council Monday night. School impact fees are based on a school’s capital facilities plan and is designed to offset the impact of growth to a district by requiring new development to pay for the facilities that will be associated with the families that

move in to the homes. The fees apply to residential development only and can only be applied by the district to capital projects, not operations or maintenance. On Monday, the council moved to second reading next week, the amounts of next year’s impact fees. For the Renton School District, which compromises the majority of the city, covering 21.87 of the 23.61 square miles of Renton, single-family home impact fees will increase by $102 per dwelling unit

For development in that area, the impact fees on a single-family home will increase by $75 to $4,635 while multi-family developments will see an increase of $76 per unit to $1,534. Another small section of the city, approximately 0.58 square miles, falls within the borders of the Kent School District, where developers will get a discount compared to this year. Impact fees on singlefamily residential homes will drop by Nearly $500 to $4,990 while the multi-family fee will be reduced to $2,163, down a whopping $1,215 from this year. The Washington State Patrol Crime Lab notified Renton detectives in August of the match and the 2007 case was reopened. Staples was arrested on Nov. 12 at his workplace in Kent. “This is great example of the value of DNA evidence,” said Michael Luther, commander of the Renton Police Department Investigations Division. “Without it, we would likely have never been able to solve this case. “Hopefully this will bring some closure to the victim after all these years,” he said. The victim in the 2007 assault told investigating officers she heard a knock on her door when she was getting ready for work. The man outside needed to borrow her phone, so she cracked open her door and handed it to him, according to charging documents. After dialing numbers, he handed back the phone and pushed open the door. He covered her mouth with his hand and pushed her into a corner. She screamed. He was holding a knife. He closed and locked the door and pushed her toward the bedroom. She fought back as he assaulted her. She was able to break free, run to the kitchen, with the man following her. She hit him with a pot and fled, seeking help at a nearby apartment. According to charging documents, it’s likely the victim would have been raped had she not fought back. She was interviewed again in September. Investigators sent blood samples found at the Renton apartment to the Washington State Crime Lab on Nov. 28, 2007. There were no DNA matches in any database. On Aug. 3, 2015, the lab notified a detective that a match had been found in a similar case the King County Sheriff ’s Office was investigating on West Hill. Staples had denied any sexual contact with the victim, according to charging documents. However, in June detectives received a warrant to collect his DNA, which matched fluid found on the victim’s clothing, according to charging documents. His arraignment on Nov. 30 will include charges of indecent liberties in that case.

State troopers warn of phone scammers using their name The Washington State Patrol is warning residents about a phone scam that is apparently being carried out in their name. Over the past four months, the Washington State Patrol has received numerous phone calls from the public indicating they have been contacted by our agency soliciting donations. Based on the informa-

tion received from the public, the phone calls have been from individuals attempting to scam the public for money. The Washington State Patrol Troopers Association (WSPTA) is one of many police unions or associations contacting the public soliciting donations. The telemarketing company used by the WSPTA does

not employ hard sell tactics nor will they ask for credit card numbers or personal financial information over the phone. You will never receive a call from a trooper soliciting donations. The WSP wants to warn the public to be leery of any calls from anyone soliciting money for the agency or asking for credit card numbers or personal financial information over the phone. If you suspect it is scam, hang up and contact one of the local WSP district offices. For more information on legitimate charities, visit http://www.sos. wa.gov/charities/

Frank Chopp’s speakership is his to lose There’s never been a figure in Washington politics quite like Frank Chopp. Since 2002, the Seattle Democrat has served as speaker of the House of Representatives – a 13-year reign that stands as the longest anyone’s ever held the job in state history. If you add in the sessions he shared the gavel in a co-speakership with Republican Clyde Ballard – 1999, 2000 and 2001 - it means Chopp has had his hands on the levers of the legislating process in the Legislature since last century. It’s made him one of the most influential elected officials in Washington, at times seemingly more powerful than governors. That power is on display daily in Olympia at legislative sessions where lobbyists and lawmakers gauge a bill’s chances on “how Frank feels about it.” But it can’t last forever. Insiders in both parties are chattering louderthan-usual that just maybe by this time next year Chopp will be out and Republican leader Dan Kristiansen of Snohomish in as speaker. “It’s Frank’s to lose and he just might do it,” theorized a veteran GOP insider. “He’s a smart cookie. Never count him out.” Chopp could be handing over the gavel and the Democratic Party ceding its majority in the House because Republicans keep adding to their numbers. They’ve picked up seats in each election cycle since 2008 plus a couple special elections, the latest coming Nov. 3 in a district that straddles King and Pierce counties. Republican Teri Hickel’s defeat of appointed Democratic Rep. Carol Gregory reduced the Democrats’ advantage to 50-48, down from the 63-35 margin it enjoyed in 2008. Several factors are fueling the Republican revival, starting with the recruiting of candidates. Of late, Republicans are doing a better job finding people to run who fit the political philosophy and temperament of their district. They’ve wound up increasing their ranks with younger, moderate and less doctrinaire members, many of whom are women. Democrats meanwhile are losing seats with candidates whose inclinations are more closely aligned with the liberal theology of Seattle politics than the district in which they’re competing. Campaign strategy is another area Democratic Party leaders are deliberating in their post-election soul-searching. There’s not been a shortage of money. There are those who think too much is spent on mailers and television commercials, and not enough on contacting voters directly. This can be a big deal. Republicans’ [ more CORNFIELD page 16 ]

What still needs to be done

I am the early riser in this household, a product of habit but giving me the privilege of serving as the universal moral compass for all that is right and is good. In other words, I’m in charge of the coffee. Which is why horror struck my household the other morning when not one coffee bean remained in the house. Not a scattering of grounds. Not even instant. The problem is that making an early morning trip to the store to buy coffee usually requires coffee to start. A conundrum, I guess, or what we sometimes self-deprecatingly refer to as a “first-world problem.” We recognize that our trivial inconveniences – a slow Internet connection, a slower I-405 commute, a house temporarily without coffee – are just that: Trivial. Yet it only takes some reflection, or just a walk around town, to demonstrate that here in Renton we have a first-world problem that is anything but trivial. Starting with a state of emergency announced by the city government of Los Angeles, quickly picked up by Hawaii, San Francisco and then Seattle, we’re slowly becoming aware that there’s a crisis – it could be called an epidemic – of an increasing homeless population in the U.S. It’s a third-world problem that seems unacceptable in this country, even one suffering from economic inequality, a rising tide lifting only a few people and a whole lot of rents. The American dream is still in the dreamy stage for many of our citizens. And this is why we are REACH, and have been since 1970, when a group of Renton church leaders tried to establish a working relationship which each other, attempting to focus on what [ more REACH page 7]

So when I had the opportunity to learn how to make Helga’s homemade, oldfashioned Apfelstrudel that’s rolled up and filled with tart Granny Smith apples, I was like, “Ja!” The thing I love to do more than anything over the holidays is to bake with my family and I was excited to learn how to make Apple Strudel with my kids. Austria is situated in central Europe, bordered by Italy, Switzerland, Germany, Slovakia, Liechtenstein, Slovenia, Hungary and the Czech Republic. German is the national language. I have always wanted to travel to Europe, and hanging out with Helga feels like the next best thing: She is literally everything that my not-well-travelled romantic American mind conjures up when fantasizing about the European sensibility: intelligent, easy going, less pretentious, artistic, fun, outgoing, open and knowledgeable about eating great foods that are harmoniously paired with spirits, without all the guilt. Helga’s kitchen has all the elements I love: a mixture of old and new cooking equipment that is both efficient, homey and approachable. Her house is dressed in art, as she is an accomplished artist, and the view from the kitchen window is of her expansive backyard garden. “There is an Austrian way to roll dough, Carolyn,” Helga said, as I rolled up my long sleeves to get to work and learn. The Austrian way to roll dough was taught to Helga by her grandmother, Hermione, whom she says was tough but fair, ideal qualities for making a great Austrian stru-

In May 2013, REACH (Renton Ecumenical Association of Churches, “ecumenical” meaning unity), opened the REACH Center of Hope at Renton City Hall, providing a safe daytime environment for homeless women and children, with hot meals, showers, access to computers and other means of re-entering the world of regular housing and employment. In addition, several area churches serve as rotating night shelters, again a safe place for single women and children to spend their nights with support. There are other programs REACH provides, such as the Renton Meal Coalition, but what we do is not quite the point. How you can help is the point. This week of Thanksgiving, when many

Carolyn Ossorio and Helga Jaques share a toast before rolling up Helga’s apple strudel dough in the way her grandmother taught her. SUBMITTED del, which is a simple recipe of flour, water, salt and butter. But every cook knows that making simple ingredients sing is the hardest thing to do. And judging by Helga’s hovering as I liberally doused flour on the marble countertop, I could sense i was about to learn the “right way” to roll the strudel dough, as taught to Helga by her grandmother. “Not too much flour, Carolyn,” Helga said in a lovely accent that sounded German, but softer. The Austrian accent is lighter and when Helga speaks it’s rhythmic, as if she’s talking and singing at the same time, especially as she says, “Excellent, Carolyn!” Suddenly I felt like I was in my grandmother’s kitchen. There is something about the way a grandmother teaches you things that you want to learn to do it the “right” way, which of course is their way. You want to earn their praise. And Helga’s praise and charm warmed my heart ,alongside the nip of Austrian raspberry schnapps that we toasted with, of course. Helga showed me how to slap the dough across her marble counter top and then

while we waited for the dough to rise in the oven for an hour it was fun to talk “shop”: Our love of cruising thrift stores for kitchen gadgets, cutlery and pans and when to use baking powder versus baking soda, both are leaveners, but they are chemically different. When a recipe calls for baking soda, it usually calls for some type of acid like buttermilk, brown sugar, yogurt, lemon juice, vinegar, cream of tartar, molasses, applesauce, natural cocoa powder or honey. Since baking powder already contains an acid to neutralize its baking soda, it is most often used when a recipe does not call for an additional acidic ingredient. Helga explained to me that in a pinch you can add a little lemon juice to milk if you need buttermilk. As the rising time was nearly complete the conversation turned to how to properly “season” your cast iron pan with oil, which we were using to melt a stick of butter. Helga let me pour in the bread crumbs. The scent of butter and toasting bread was heady. According to Helga, a cast iron pan is really great for browning things, such as the

of us count our blessings and eat way too much, is REACH Awareness Week, as we hope to bring attention not to what we do, but what still needs to be done. As with other communities we’re now facing a burgeoning homeless or near-homeless population, cold and hungry people just now entering the stormiest and coldest seasons for our area. Of course we need help. Financial help, certainly, but more than that we want to help our community see that our “firstworld problem” has a first-world solution. And while we approve of the recognition by city governments that a crisis exists, the pace of politics has always been glacial. This is where you come in; Check out our site at reachrenton.org and on social media. Visit the Center of Hope and see what miracles are being accomplished. Come to an evening meal and dish out food to grateful hungry people, and see how you feel the next day.

This is REACH’s true mission, not to fix homelessness in our community and country, but to fix it with your help. That’s what we’re asking: Help us help. We can be surprised at what happens when we stop staring straight ahead and be human, see suffering and want to end it, see need and want to fix it, and understand

bread crumbs we would add to the apple filling. After the dough had risen, we rolled it out into a circle and Helga transferred it to a round table, where she showed me how to pull out the dough gently from the center. I followed her around the table as we put our hands to the center and gently pulled the dough to the edge of Helga’s grandmother’s table cloth. The job wasn’t complete until we had achieved a paper-thin fineness through which we could read a newspaper. Helga encouraged me to fling on the sugar, cinnamon, browned bread crumbs, raisins and apples. Then, using her grandmother’s table cloth, I watched her expertly roll the dough into a gorgeous layered log. When the Apple Strudel was baking we chatted some more about life. “Thank you for teaching me how to make apple strudel,” I said to Helga. “Of course, Carolyn, strudel is a traditional thing you want to pass on to kids,” she said. “It’s a bit tricky, and better to have someone show it to you in person.” The other day I was scrolling through Facebook and paused on a headline that said there was now a service available that would rent a mom to you for $40 an hour. She would teach you to sew, listen, help you buy groceries and make a meal. I shared the link and made a snarky comment on my Facebook page about how today we are so technically advanced that we can now put a price on a mother’s love. But then I was reminded of the soft, silkiness of Helga’s grandmother’s table cloth and how fortunate I was to have fingered the pale pink date “1910” cross-stitched into the edge of the worn cloth. What a gift it was to have spent that evening learning this recipe and story from Helga that I will this holiday season pass on to my children. And the truth is, if you have a mother’s love in your life, it is truly priceless. This holiday season I highly recommend finding someone to teach you a new recipe. that this is hard, but not impossible. It’s just sometimes sort of a reach. The following information was compiled from Renton Police Department case reports. A 23-year-old Renton man, already cautious because he’s been robbed before, was sucker-punched and robbed Oct. 27 as he walked back to his vehicle. As the victim walked in a mini-mart on South Grady Way, he noticed another man inside the store. The victim walked out, remotely unlocked the vehicle, heard something – and was hit in the face by the man from inside the store. The driver of a Ford Explorer ran to the victim’s nowunlocked vehicle and grabbed a backpack from the passenger seat. The man who hit him had to run to catch up with the fleeing Explorer. Inside the backpack were school books, headphones and a calculator. But inside the clerk had written down the Explorer’s

license plate because the two men had stolen from the store in the past. The Explorer was traced to a Kent address and was being used that night by the owner’s boyfriend. The Explorer was located on Meeker Street in Kent, but the backpack wasn’t inside. There have been numerous contacts with the Explorer in the Police Department’s dispatch system. CUSTOMER THEFTS: Two waitresses at a restaurant on Union Avenue Northeast got into a fight Nov. 1 over the apparent theft of customers. The victim told her manager that her co-worker was taking her customers. When confronted, the co-worker slapped her on the cheek and called her a liar. A citation for four-degree assault was sent to Renton prosecutors for review. PURSE STOLEN: A 56-year-old Renton woman sitting in her car in the Fred Meyer parking lot on Renton Center Way Oct. 26 startled when the window on the passenger side shattered. A man reached into her car and grabbed her purse sitting on the seat. She screamed and looked away as the suspect ran and fled in a dark-blue sedan. Cash and credit cards were inside the purse. ROOSTER COMPLAINT: A 43-year-old Renton man tried to deflect a noise complaint away from his roosters Oct. 29 but the Renton Police officer was listening to them crow while they talked on the phone. He had tried to blame the neighbors but he also had been issued a warning on Oct. 7. The officer investigated after receiving a complaint from a neighbor who works nights and can’t sleep during the day because of the roosters’ crowing, aggravating health issues. Because of his disregard for the peace and quiet of his neighbors, he was issued two citations for the two roosters that crowed in the officer’s presence. The man became irate, swore at the officer and hung up phone.

city. “We were all a little surprised the Liquor Control Board took all of the restrictions off,” Council President Ed Prince said this week. “So we rushed our number through, five,” Warren said. Previously, Renton was limited by the state to three recreational marijuana stores. Warren and Prince both said the number five would keep things near their current level, but allow for some of the medical dispensaries operating in town to apply for a legal license. “Everyone’s recreational now,” Warren said.

www.rentonreporter.com There are currently two recreational stores open in Renton with a third recently receiving a license to open. The council passed the ordinance at their Oct. 5 meeting. The change in state policy is in response to the Cannabis Patient Protection Act, or SB5052, passed this year to bring the medical marijuana side into alliance with the recreational side, including licensing. According to a Sept. 23 press release from the LCB, the state agency began accepting applications for new retail licenses on Oct. 12, with a priority given to existing medical outlets. All medical marijuana dispensaries must be licensed by July 1, 2016, or face closure. All businesses in Renton will also have

to follow city zoning codes that limit the locations within the city in which marijuana retailers may open. Warren again reiterated that the city does not currently consider any medical marijuana dispensaries to be legal business in the city. However, the city has said it does not plan to go around closing medical dispensaries, instead hoping they go through the process to get one of the newly available state licenses. “We’re reacting as quickly as possible to get control of the situation locally,” Warren said. Prince also said that Renton voters overwhelmingly approved legalization so the council wants to make sure that residents get what they voted for.

“We’re trying to do everything as best we possibly can on this issue,” Prince said, adding that this is really a state or federal issue. “Cities are trapped in the middle.” Reach Editor Brian Beckley at 425-2553484 ext. 5050.

Time for gardeners to give thanks THE COMPLEAT HOME GARDENER

Marianne Binetti

The third week of November is the time to give thanks. Gardeners in Western Washington can adapt an attitude of gratitude each time they look outdoors and enjoy the reason we call this the evergreen state. Here are a few more tributes to our climate and things not to worry about if you’re lucky enough to live here: Be thankful for our weather. We don’t lose giant trees or small houses to tornados, cyclones or hurricanes. Our windstorms can be fierce but they don’t pick up houses and transport them over the rainbow. Be thankful for our mountains. We live on the green and wet side of the Cascade Mountains and this range provides more

than just beautiful scenery. They also supply the region with plenty of clean renewable water. There is no danger of our area turning into a dustbowl, thanks to ocean storms and the barrier of our beautiful mountains. Sure we must still conserve our liquid assets; but even without supplemental watering, our lawns would stay green (except in late summer) our fruit and flowering trees would still produce and there are plenty of flowers that thrive on our rainfall alone. Be thankful for the updated gardening information that has made home maintenance easier. We no longer need to paint cut tree limbs – science proves they heal best when exposed to the air. We don’t have to collect the lawn clippings – science proves they will decompose and return nitrogen to the soil. We no longer need to burn piles of leaves when they clog the streets in the fall – cities now collect yard waste and turn it into compost. We no longer spray toxic poisons all

over our gardens to destroy all insects – science shows heavy use of pesticides does more harm than good. Be thankful for the Master Gardener Program Washington State University gets credit for planting the seed of the first Master Gardener program more than 40 years ago. The idea of training interested citizens with science-wbased gardening information that they then share with the public has now spread to all 50 states and many foreign countries. In exchange for training the Master Gardeners give back to the community by donating thousands of hours to answering questions, maintaining test gardens and teaching others how to compost, mulch and control garden pests. Every community has been enriched by the Master Gardener Program. Ready to give back? If you love gardening and are ready to give back something to your community, learn more about becoming a Master Gardener at www. mastergardener.wsu.edu You’ll thank me.

Proposal to remove the Environmental Covenant for Vino Ristorante Italiano Site Public Comment Period: November 20-December 10, 2015 The Washington State Department of Ecology (Ecology) is proposing to remove the Environmental Covenant from the property associated with the Vino Ristorante Italiano Site (Site). The Site is located at 212 S. 3rd St. in Renton (King County Parcel number 0007200115 and 0007200116).

Documents can be viewed at: Washington State Department of Ecology Northwest Regional Office 3190 160th Ave SE, Bellevue, WA 98008 Call for an appointment: Sally Perkins Phone: (425) 649-7190 Fax: (425) 649-4450 E-mail: sally.perkins@ecy.wa.gov

The Site was cleaned up under Ecology’s Voluntary Cleanup Program (VCP). Under the VCP, property owners clean up their property with technical assistance and regulatory review from Ecology. During the VCP cleanup process, Ecology required that the Environmental Covenant be recorded for the property to restrict modifying or removing the existing structure in any manner that may result in the release or exposure to the environment from the contaminated soil or create a new exposure pathway. This is to protect the human health and the environment. The property was developed as a residential property in 1936 and then converted into a restaurant. The property is currently vacant. The release at the property was from a heating oil tank north of the existing building on the Property and grease trap. In 2007, the heating oil tank was excavated and removed from the property. Diesel-range petroleum hydrocarbons (DRPH) were present in the soil and groundwater at the excavation site. In addition to removal of the tank, 101 tons of petroleum contaminated soil (PCS) was removed and 10,700 gallons of contaminated groundwater was pumped from the excavated area.

In 2013, seven soil borings were drilled in the basement of the building adjacent to the north wall, in the area that contaminated soil samples were collected in 2008. Soil samples collected at 5.5 to 12 feet deep and groundwater samples from all borings did not have detectable levels of DRPH. Consequently, soil and groundwater was not expected to be contaminated beneath the building. In 2015, the grease trap was removed and 24.49 tons of PCS along the north wall of the building was excavated to a depth of 12 feet. Contaminated soil was removed and transported offsite. Sidewall samples collected after excavation were below the cleanup level in soils. In 2015, two boring were installed hydraulically down gradient of the contaminated soil to confirm that groundwater is not impacted by DRPH contamination. No contamination was detected in samples at either location. Ecology is proposing to remove the Environmental Covenant. Send your written comments to Eugene Freeman, Site Manager by U.S. mail to 3190 160th Ave SE, Bellevue, WA 98008 or email eugene.freeman@ecy.wa.gov. The ingredients needed for Thanksgiving side dishes also fill just a small corner of a shelf at the food bank Tuesday morning. DEAN A. RADFORD, Renton Reporter

[ TURKEYS from page 1] In its 10 years, the food bank and community center have served about 1.1 million people, according to Potter. Of course, there’s more to a Thanksgiving dinner than just the turkey. Fred Meyer shoppers on Rainier Avenue on Thursday were able to “buy” a bag of groceries with fixins’ for the Thanksgiving dinner. The Fred Meyer fundraiser nets about half of the food bank’s needs for “sides,” with the other half coming from public donations to the food bank, including fresh items. All turkeys are privately donated. The Renton Corps also serves a community supper on Mondays at its headquarters at 720 S. Tobin St. And beginning today (Nov. 20) the Salvation Army will post its bellringers throughout the region for its Red Kettle Campaign, which raises a significant portion of the Salvation Army’s budget to provide services to its clients. And a month from now, the Renton Corps will prepare for its annual toy dis-

tribution and for providing about 1,000 families with a Christmas meal. It will need about 1,000 turkeys in December, too. The Salvation Army will need help setting up its annual toy distribution on Dec. 19 at its site on South Third Street in downtown Renton. The Salvation Army also will need donated toys to distribute to hundreds of kids. “It’s important that we don’t miss that unmet need in someone’s life,” said Major Potter. “Thanksgiving is one of those times when people should be taken care of,” he said. And then he turns to the increasing number of people the Renton Corps serves. “To be honest with you, it’s by faith, not by budget, it’s not by ‘Hey, we’ve got all this extra money, let’s serve more people’. We just feel like there are a lot of needs in this community that aren’t being met.” And that’s why the Salvation Army provides the services that it does, he said.

We believe our partnership and approach is a unique and pioneering effort to make real change in our community and be a role-model for other communities. “We from the African American clergy of Renton are very pleased to join forces with the City of Renton and its law enforcement department to be the change we want to see in our community,” said Dr. Linda Smith in a statement. “We believe that we can be the change that will mirror what ‘justice for all’ looks like to the world. As we move forward, our goal is to engage our community, educate our youth, strengthen

Despite it Chief Kevin Milosevich being a rainy windy day several members of the community attended, reflecting a spectrum of the community in terms of age, gender, race, culture, faiths and other dimensions. The forums were designed for small group discussions and each group was co-facilitated by a pastor and a member of the police department. The group discus-

sions were very lively and characterized by candid conversations, tough questions addressed to police personnel and engaged listening. Themes that emerged from the most recent forum included building authentic relationships among community and police, preferably one-on-one; increased understanding of each other’s expectations and needs; and joint accountability for both community and police as they work together to address these issues. The next forum is tentatively scheduled for Feb. 15. And as one discussion group stated in the forum this past Saturday, “we need to build a non-hostile relationship between the police and our community. There are many components to this and it won’t happen overnight. This is for the long term, but we can create opportunities now.” The column was written by the The Rev. Democrats’ talk of creating economic equality, strengthening the safety net and combating climate change don’t translate as well on a mailer. Another challenge facing Chopp and the House Democratic Campaign Committee is a sense of entitlement or complacency among a few members, a product of 13 years of uninterrupted rule. County joins initiative to work toward gender pay equality 100% Talent includes an investigation into the root causes of the gender wage gap as well as promising solutions, including 33 specific “best practices” for achieving gender equity in King County. The initiative also sets a goal to have 500 companies in the region pledge to join the effort in the first five years. “We’re pleased to have King County’s support for this voluntary, solutions-oriented approach to improving gender pay equity in our region,” said Maud Daudon, President and CEO of the Seattle Metropolitan Chamber of Commerce. “Making sure everyone is paid fairly for the valuable work they do and using 100 percent of our talent is absolutely necessary for the Seattle region’s long-term success.” “We’re excited King County will be part of this important initiative for women, families and our community,” said Liz Vivian, Executive Director of Women’s Funding Alliance. “We’re looking forward to working with the county, and our private sector partners, to shine a spotlight on the best practice solutions to close the wage gap for all women in our area.” By becoming a founding member of 100% Talent, King County committed to the initiative with a threeyear financial sponsorship, pledged additional resources such as employee trainings and data analysis, and renewed the County’s efforts do its part to help close the gender wage gap. The County’s equity and social justice

tools and expertise are expected to provide additional assistance to program participants targeted at reducing disparities for women of color.

King County has joined as a founding member of the 100% Talent Initiative, a new five-year program launched by the Seattle Metropolitan Chamber of Commerce and the Women’s Funding Alliance to address gender pay disparities in King County. “Closing the gender pay gap is essential to our values of equity and fairness, and has profound benefits for the workplace and our regional economy,” King County Executive Dow Constantine said in a press release. “My thanks to the Council for unanimously backing my measure to make King County a founding member of 100% Talent, and committing the resources to support it.” “I am very proud that King County is partnering with the Women’s Funding Alliance and the Seattle Metropolitan Chamber of Commerce to end the gender pay gap in our region,” said Councilmember Rod Dembowski, prime sponsor of the legislation. “At the current rate of progress, the gender pay gap in Washington State is not projected to close until the year 2071. Pay disparities are even worse for women of color. We can’t sit by and leave this problem for future generations to solve.” Faced with the daunting statistic that full-time working women in the Seattle metropolitan area earn just 73 cents for every dollar earned by men, the Seattle Metropolitan Chamber of Commerce and the Women’s Funding Alliance joined forces to launch a voluntary, employer-led gender equity initiative.

A GUIDE TO SAFETY & PREPAREDNESS IN SOUTH KING COUNTY

EASY, AFFORDABLE AND SMART WAYS TO PROTECT YOUR HOME FROM WINTER WEATHER EMERGENCIES (BPT) - Snow and ice, high winds, bone-chilling cold, heavy rains and flooding - no matter where you live, some form of weather-related crisis may put your home, family and belongings at risk this winter. Before the worst of it arrives, it pays to take some vital steps to ensure you’ll be protected throughout the season. Americans filed insurance claims that totaled nearly $2 billion in insured losses during 2013, according to the Insurance Information Institute. Weather-related power outages cost $25 billion to

$70 billion per year, according to the U.S. Department of Energy. To ensure your home and family are protected through winter, take these easy, affordable and smart steps to prepare: • Create a family disaster plan so everyone knows what to do if severe weather hits. Your plan should detail whether everyone should remain inside the house if they’re home or where to find appropriate shelter if they’re out. • Prepare a home emergency kit. Your kit should include a set of warm clothes for every family member, blankets, bottled water, nonperishable foods, necessary medications, first aid supplies, a battery-operated radio with extra batteries, a flashlight, matches, a list of emergency contact numbers, and a solar cellphone charger so you can stay in communication without power. • Inspect your home to ensure it’s ready for winter. Look at critical areas that may bear the

brunt of a storm, such as the roof, windows and doors. Check the insulation in your attic to ensure it’s adequate and in good condition, and have your furnace and water heater professionally inspected to confirm proper functioning. • Install a backup generator to protect vital home systems - such as heat, lights and refrigeration - in case of power outages. Standby power is an affordable way to protect your home from the damages that can be associated with a power outage. A standby generator permanently connects to a home like a central air conditioning unit and automatically turns on when power is lost. Companies like Kohler are starting to offer more compact-sized, affordable standby generators that are ideal for smaller homes, cabins or situations requiring less power. An 8, 10 or 12 kilowatt standby generator will power a few key items during an outage, such as a refrigerator, lights and sump pump. This will help keep your home up-and-running and will protect

those who are most vulnerable during a power outage, including seniors and young children. Visit www.kohlergenerators.com to learn more. • Bookmark the National Weather Service’s mobile website on your smartphone so you can check official weather reports. Check with your mobile service provider to ensure your phone is set up to receive severe weather alerts. While winter storms are unavoidable, with some preparation it’s possible to avoid many of the damages and risks associated with severe weather - and keep your home safe and your family comfortable.

BE PREPARED.
