Nimitz to stay in Bremerton until 2018
Carrier to return to Everett in 2019 BREMERTON — To make life easier for sailors and their families, the USS Nimitz will remain in Bremerton and will not be returning to Naval Station Everett in 2016 as originally planned. The aircraft carrier was moved to the Puget Sound Naval Shipyard in Bremerton in January, 2015, for 16 months of large-scale maintenance
and upgrading. The carrier, with a crew of 3,100 sailors and officers, has already undergone three changes of base in the previous five years, Navy spokesman Lt. Cmdr. Timothy Hawkins said. It moved from San Diego to Bremerton in 2010, then to Everett in 2011 and back to Bremerton in 2015. Frequent moves can be hard on sailors and their families, Hawkins said. Once the ship’s maintenance work is done, the Nimitz, which is the flagship
of Carrier Strike Group 11, would likely be sent out on another long-term overseas deployment, he said. Then, in 2018, the carrier is scheduled for yet more maintenance work at the shipyard in Bremerton. The Nimitz would then return to Everett in 2019. Rather than send the carrier to Everett for a short period of time, the Navy determined that it was easier on sailors and their families to just keep the ship in Bremerton until its upgrades are complete.

Here’s the first part of our look back on 2015: • JANUARY Community mourns teens lost in fatal car crash: Volunteers at Olympic High School prepared 600 candles for an evening vigil for three students killed in a car accident early in the morning of Jan. 11. OHS students Luther Stoudermire, an 18-year-old senior, Kassidy Clark, a 16-year-old junior, and Jenna Farley, a 14-year-old freshman, died in the crash. Reuben Farley, Jenna’s father, spoke and thanked the community for its support. “I’ll miss my girl,” Farley said. “I just want to say thank you for everybody coming out.” The driver, Marcus Allen McKay, 17, of Bremerton, and the three other teenagers had just left a party in Seabeck
when the crash occurred. The four were traveling northbound in a 1996 Toyota Corolla near the 6600 block of Seabeck–Holly Road NW when they came to a slight turn in the road. McKay lost control of the vehicle when he came out of the curve. The vehicle drifted off the pavement, struck an earthen driveway access, went airborne and struck a tree. The three passengers were declared deceased at the scene of the crash. McKay survived the crash. He pleaded guilty on Jan. 22 to three counts of vehicular homicide. • Small plane crashes into Hood Canal near Seabeck: A small redand-white airplane crashed south of Seabeck Jan. 26 in Hood Canal. The plane was spinning as it fell and may have had parts break off in flight. It sank quickly according to a man who said he witnessed the plane fall. A driver’s license was found at the crash site and next of kin were noti-

The aircraft was based at Tacoma Narrows Airport in Gig Harbor. The Coast Guard and local law enforcement responded to the crash.
SILVERDALE — Six suspects were arrested in connection to the case of an 89-year-old Silverdale man who is missing under suspicious circumstances. Investigators are looking for two more suspects, however. According to Kitsap County court documents, Robert Lee “Bubba” Pry, 29, of Bremerton, was charged with robbery in the first degree, unlawful possession of a firearm in the first degree, possessing a stolen firearm, contempt of court and escape from community custody. Bail for Pry was set at $1.1 million. The missing man, Robert Archie Hood, 89, who resides in the Tracyton Boulevard area of Silverdale, on NW Barker Creek Road, was last seen by his caretaker during the afternoon of Dec. 16 at his residence. Hood does not drive, and his caretaker is the only person who provides assistance in order to allow him to conduct personal business. Pry denied any involvement in the robbery but told investigators he did use a phone in an attempt to access Hood’s bank account. Pry’s girlfriend, Ocean Aarib Wilson, 19, of Federal Way, was charged with rendering criminal assistance in the first degree and contempt of court. Her bail was set at $50,000. Wilson told investigators that Pry and another man went to Hood’s home on Dec. 17, knocked Hood out, tied Hood up and burglarized his home. The men told Wilson that Hood was still breathing when they left him. Another person with whom investigators spoke said that Pry and other people were overheard saying they needed to get rid of a car and get rid of a body. Investigators searched Hood’s home after Hood had been reported missing by his caretaker. The caretaker said the door was locked but Hood’s check books, financial documents, wallet, some cash and several rifles were missing from the home. SEE MISSING MAN, A6

COURT REPORT Alleged threats to ‘blow up’ Salvation Army leads to arrest BREMERTON — A Bremerton transient was charged with assault in the second degree and felony harassment/threats to kill after he allegedly beat a man unconscious and then threatened to kill people at the Bremerton Salvation Army. According to a Bremerton Police Department report, Cherilee Ramsey and her husband, Scott Ramsey, run the Salvation Army at 832 Sixth St. in Bremerton. Since August, they allowed Desmond Eugene Malcom, 37, and his wife, Deanna, to stay on the property in their truck and camper and use their electricity. The Ramseys also gave Deanna a job there. On Wednesday, Dec. 16, Deanna became upset because someone had stacked boxes outside her office door, according to court documents. She went to get Desmond Malcom, who then approached a man who was unloading a truck in the back of the Salvation army. Malcom allegedly grabbed the man by the throat, slammed the man into the ground and punched him until he became unconscious. Malcom then went looking for Scott Ramsey. Cherilee Ramsey came out of her office and told Malcom that Scott was not there and told Malcom he needed to leave the property. “Desmond, who witnesses said was enraged, told Cherilee he had a gun and was going to
shoot everyone and blow the place up,” according to the statement of probable cause. As a result, Cherilee had feared for her life. Malcom and his wife left in their truck but they were stopped nearby and Malcom was arrested. The man who had been punched suffered from a swollen left eye and was transported to Harrison Medical Center. The man did not not have a concussion. Malcom was originally booked on assault in the fourth degree — a misdemeanor — and posted bail. But police later found probable cause to arrest Malcom for assault in the second degree. Bail was set at $200,000. The following charges were also filed in Kitsap County District Court: n A 54-year-old Silverdale man was charged with DUI. The man was allegedly driving his Chevrolet S10 pickup truck erratically on State Route 303 near Riddell Road, nearly struck other vehicles and was tailgating other vehicles Dec. 20. A Washington State Patrol trooper caught up with the vehicle. The man wore one shoe and did not have a seat belt on and did not use his turn signal. The man smelled strongly of alcohol and slurred his words. “I asked (the man) why he was wearing one shoe; (the man) told me he couldn’t find the other one,” the trooper wrote in the report. The man told the

trooper he was an alcoholic. “I asked (the man) if he wanted to perform some voluntary field sobriety tests. He stated, ‘Nope, I’m drunk.’” The man had a BAC of .257. The man said he had just gotten out of rehab and “just went crazy.” “(The man) thanked me for getting him off the street before he hurt someone and told me he really needed help.” n A 21-year-old transient was charged with vehicle prowling in the second degree. The man allegedly stole items from a vehicle on Utah Street in Illahee on Dec. 2. The same man was charged with theft for allegedly shoplifting $440 worth of merchandise from JC Penney Dec. 20. n Douglas Paul Brown, 40, of Bremerton, was charged with possession of a controlled substance with intent to manufacture or deliver. Bail was set at $56,000. n Christian Eric Houston, 18, of Bremerton, was charged with taking a motor vehicle without permission in the second degree. Houston allegedly stole a beige 1995 Nissan Maxima from an 87-year-old woman Dec. 15. Houston later turned himself in to police, but police were unable to locate the vehicle. n Nathan Stephen Courie McCain, 31, of Port Orchard, was charged with mail theft and two counts of possession of stolen property. McCain was allegedly going through mailboxes on foot along Robin Avenue in East Bremerton Dec. 19. A Bremerton Police Officer stopped
him. McCain said the mail belonged to his aunt, but when asked, he could not tell the officer the name of his aunt nor her address. Checks, a drivers license and several credit cards that did not belong to McCain were allegedly found in McCain’s possession. Bail was set at $25,000. n Mark Eugene Salzwedel, 55, of Bremerton, was charged with residential burglary. n Robert Wesley Todd, 36, of Bremerton, was charged with robbery in the second degree. He allegedly tried to steal someone’s safe. n Kayla Michelle Talt, 24, of Bremerton, was charged with vehicular assault. n A 26-year-old Bremerton man was charged with DUI and driving with a suspended or revoked license. The man slurred his words and later passed out. “I asked him how much he had to drink, and he stated, ‘too much,’” the trooper wrote. n Stephanie Colleen Busch, 35, of Bremerton, was charged with possession of methamphetamine. n Robert Lee “Bubba” Pry, 29, of Bremerton, was charged with robbery in the first degree, unlawful possession of a firearm in the first degree and possessing a stolen firearm. n Ocean Aarib Wilson, 19, of Federal Way, was charged with rendering criminal assistance in the first degree.

funding package with a $122 million budget. The ferry will be built at Vigor Industrial’s Seattle shipyard, supporting about 500 jobs there, and contractors around the region. The vessel is scheduled to be complete by mid-2018. Along with the Tokitae, Samish and Chimacum, the fourth Olympic Class ferry improves fleet reliability and safety by replacing four of the state’s oldest ferries built during the 1950s and 1960s. system’s most urgent needs, including building this new ferry.” Olympic Class ferries are equipped with the latest emergency-evacuation and fire-suppression systems, two Americans with Disabilities Act-compliant elevators, and wider car-deck lanes that provide more room for passengers to access their vehicles. The vessels’ hull design reduces wake and provides better fuel efficiency, while cleaner burning engines reduce emissions. The first two Olympic Class ferries were delivered on time and under budget. A New Year’s gift from Congress Among the lumps of coal — riders attached to the omnibus spending bill that Congress passed and President Obama signed recently — were a few diamonds, including the reauthorization of the Land and Water Conservation Fund that expired for the first time in its 50-year history at the end of September. The fund provides matching grants for national and state public-lands acquisitions and development of parks and recreation programs. It is funded by royalties paid by the oil and gas industry for off-shore drilling leases. Since its inception 50 years ago, the fund has enjoyed bipartisan support when it came up for reauthorization. But this year, following Senate passage, a bill that would have permanently authorized the program idled in the House as Republican leadership refused to even allow the bill a committee hearing. The scramble to approve the must-pass omnibus spending bill, however, freed up the legislation. It wasn’t the permanent reauthorization sought by supporters — among them, Democratic Senators. Patty Murray and Maria Cantwell, Democratic Rep. Derek Kilmer, and Republican Rep. Dave Reichert — but the program will continue for at least three years and received $450 million for 2016, a boost over its 2015 funding but still half of its intended budget of $900 million. In Washington state, the program can now distribute nearly $10 million in funding that will fill in gaps along the Pacific Crest Trail to improve safety and public access; protect working forests near Mount St. Helens; protect watershed along the Yakima River to ensure clean water for farms, fisheries and communities; acquire property to protect fisheries and water quality near Lake Quinault in the Olympic National Park; and purchase 165 acres of historic farmland at Ebey’s Landing National Historical Reserve on Whidbey Island. Two projects of local interest likely to receive grants include: — $500,000 for the Kitsap County Parks and Recreation Department’s acquisition of 200 acres for the development of a mountain bike trail, with riding loops and skill obstacle elements, in Port Gamble. The proposed trail is located next to the 543-acre Port Gamble Shoreline Park. It would be a link in the Sound-to-Olympics regional trail and part of a system of connected multi-use trails designed to promote healthy lifestyles and provide residents of all ages and abilities with diverse out-

Kitsap County will match the funds with cash and a grant from the state Wildlife and Recreation Program. — $322,362 toward the Jamestown S’Klallam Tribe’s acquisition of 64 acres containing a sacred site known as Tamanowas Rock, next to Anderson Lake State Park on the Quimper Peninsula in Jefferson County. Jamestown S’Klallam will preserve the land for passive outdoor recreational uses and for Tribal ceremonial and cultural uses. This land contains mostly second-growth forest, with some patches of old growth and wetlands, and is home to numerous wildlife species, including an elk herd. The Jamestown S’Klallam
Tribe will match the grant. When the Land and Water Conservation Fund is again before Congress for reauthorization, that approval should be made permanent, removing the program from what has become a process vulnerable to partisan politics and the whims of obstructionists. Introduced by Sen. Henry M. “Scoop” Jackson in 1964, the fund has provided more than $500 million in funding in Washington alone. It has more than proved its value in protecting public lands, supporting recreational businesses and encouraging families to explore the nation’s natural heritage.
LETTERS TO THE EDITOR Sexual predators could take advantage of YMCA’s bathroom policy Dear Editor, Gender Dysphoria is a rare, but real, medical condition that can sometimes necessitate sex reassignment surgery. Were this the group of people that the YMCA’s policy was designed to accommodate, there would be few issues. The policy, however, requires that anyone who merely tells staff that they “identify” as the opposite gender be allowed to use the facilities for that gender without restrictions. I find it appallingly naive for the YMCA to ignore the fact that sexual predators (who far outnumber those who are transgender) will be taking advantage of this situation. Let me be clear: those who are transgender pose no increased threat of sexual assault. However, the men (and it’s almost always men) who claim to be transgender to gain access to victims pose a very real threat. Given that sexual predators delight in stalking their victims, restricting locker room/bathroom facilities by anatomical gender is not “discrimination on the basis of gender identity,” it is simply a reasonable safety precaution.
It’s going to be cold comfort to the victim of sexual assault or rape to be told that the “Y” was “just following the law.” (Or is that just following orders?) I strongly urge everyone to read the following article by Kaeley Triller entitled, “A rape survivor speaks out about transgender bathrooms (There’s no way to make everyone happy about transgender bathrooms and locker rooms. Citizens’ Police Academy educates, inspires A few weeks ago, I went to jail. A few weeks after that, I graduated from the Police Academy. Well, sort of. In October, I saw a friend posting about Citizens’ Police Academy, a free12-week program organized by the Community Relations division of the Bangor Police Department. My friend was learning about investigations and crime scenes, and I knew I had to be part of it. This was mostly because I jump at any chance to escape the family one night a week (I’m only slightly kidding), but also because I had an honest curiosity about our local police department, fanned at least in part by their now world-famous Facebook page (LINK: https://www.facebook. com/Bangor-Maine-Police-Department-227432866078/). The next week, I joined the class, and that’s when I learned that: (1) it’s called blood “spatter,” not “splatter,” and (2) you shouldn’t eat before Citizens’ Police Academy. I’m not joking — about either issue. This wasn’t your typical public-relations project where media-types spoon-feed mumbo jumbo to yawning captives. This was the real deal (think: a behind-the-scenes peek at

Sarah Smiley CSI), with pictures (of blood, not people) and everything. That first night, we also learned about finger-printing, which turns out to be a really time-consuming and scientific endeavor, and crime-scene preservation. During the next few classes, I was subjected to a lie-detector test, we visited the jail and we learned more than anyone ever wants to know about illegal drugs. The finale? Watching the Police K-9s do a demonstration. “We have to show the dogs last,” teased Community Relations Officer Jason McAmbley, “or else, why would you guys keep coming back?” (For a video
of the demonstration, see my Facebook page: www.Facebook.com/ Sarah.is.Smiley) As if the Bangor Police Department’s Facebook page, with it’s unfiltered and spontaneous posts, wasn’t evidence enough, the Citizens’ Police Academy is proof that this organization truly understands transparency for the community. Chief Hathaway explains it this way: “An effective police department is part of the community and the community is part of the police department. An alert community and an engaged police department will collectively reduce crime.” It’s tough times around the country for police, and the Bangor PD is fighting back by inviting people in, rather than pushing them away. Through the Police Academy, citizens get a chance to know the police officers as people and to better understand the education, training and commitment that goes into their careers. Each person we met showed us the unseen human side of a sometimes misunderstood job. At the jail, for instance, we witnessed how dueling responsibilities tug at the corporals and the sheriff. If someone breaks into your home, you
just want them to go to jail, Sheriff Troy Morton explained. But everyone who works at the jail sees what happens next: mostly, over-crowding and the system’s inability to adequately help everyone who really belongs at a mental-health facility. These are people who have seen, on a daily basis, how much drug use destroys families and lives. These are people who want to help inmates eventually lead better lives. But these are people who also know the obligation to protect the rest of us from those in society who would bring us harm. Everyday, they negotiate these responsibilities, often with little fanfare. Back at the police department, we saw how certain crimes, perpetrators and victims, all nameless to those of us in the class, had made an unshakable impact on the individual officers. There were success stories about “catching the bad guys,” and heartbreaking tales about the people they couldn’t save. Over and over again, a familiar theme echoed: drugs ruin lives. That couldn’t be stressed more. But also, there was this: even as these men and women deal daily with parts of society that many of us would rather close and lock our door on, there is
hope, compassion, humanity and an unstoppable desire to serve. And serve they will, at every hour of the day and night, 365 days a year, not only for the big crimes and the ones that make headline news, but to protect and serve everyone in their community. Not long before I joined the class, our family had a scare. My youngest son was afraid to go to sleep until the police “caught the bad guys.” The young officer at our dining room table, however, knew that could be weeks or months. So he looked at Lindell and said, “You can rest easy, buddy, I’ll be here all night.” “In my house?” “No,” the officer laughed. “In your neighborhood. I won’t sleep so that you can.” As Lindell closed his eyes that night, he said, “The policeman is out there, isn’t he?” “Always,” I told him. “They are always out there.” Which reminds me of Sgt. Jeff Pinneo experienced an up-close glimpse into what Syrian refugees are going through in Lebanon’s Beqaa Valley and the Greek islands of Chios and Samos. The Medical Teams International (MTI) president and CEO recently returned from an eye-opening and heart-wrenching oneweek journey to gain firsthand insight into the work that his charitable organization and its partners are doing in response to the refugee crisis. Based in Portland with its
Western Washington headquarters in Redmond, MTI is a global relief and development organization serving people affected by disaster, conflict and poverty around the world. MTI predominantly raises money for medicine and health products with long-established partners to distribute to refugees. At the end of November, MTI mailed 10,000 care kits — many of which were assembled in a Redmond warehouse — to Lebanon, Greece and other countries.

have been there for about a year and a half or two years. Health workers — including a dentist who is a Syrian refugee — try to make twice-monthly visits to the 40 different refugee settlements that MTI focuses on in Zahle. Pinneo described the MTI-focused settlements as a loosely planned series of structures that are tied into a power grid with open power boxes to create some electricity. In harsh weather, the refugees are exposed to bacterial waterborne diseases and must deal with other health issues. “Nothing’s guaranteed at all. They’re so resourceful in terms of gathering, garnering support on just basic food and water,” said Pinneo, who noted that in at least one camp, children were attending school. “So they’re able to keep some
semblance of normalcy going for some of the kids.” Pinneo said that his conversations with some of the refugee families were often tear-filled. One 23-year-old woman was just entering her fourth year of university in computer engineering on the day her seven-member family had to flee from Syria. The neighbors two houses down had been kidnapped and a school was bombed. They had to pack what they could carry and get out post haste. “The future that she was that close to reaching was taken from her. And to talk to her about that was really humbling for me, ‘cause I had this presumption that her giving up her future would be like the biggest grief. But her tears came when she talked about

On Dec. 22, KCSO learned that Pry and other people were at a Tracyton Boulevard residence, and Pry was arrested around 6:40 p.m. Hood’s checks, financial papers and several firearms were found at the location. Alisha Gail Small, 33, of Bremerton, was charged with possessing stolen property in the second degree, with $5,000 bail. Two other suspects, Joshua Owen Rodgers Jones, 26, and his girlfriend, Miranda Elizabeth Bond, 25, were arrested without incident in Thurston County near Olympia Dec. 24. — GREECE In Greece, MTI has a long partnership with two agencies — International Orthodox Christian Charities and Apostoli — and has sent containers with medicines and health products to them to distribute there. “With the emergence of this (refugee crisis), they went right into action,” Pinneo said. With Greece being the first port of entry to the European union and months and months of red tape to cut through to enter legally, thousands of people are contacting black marketeers to arrange illegal crossings from Turkey on the Aegean Sea. After a four-nautical-mile trip to the eastern Greek islands, they hit the shore and begin the process of registering with the United Nations (UN) and applying to move deeper into Europe. “It’s a very risky crossing, depending on weather and circumstance and all that, but mostly it’s one that is facilitated by human traffickers, profiteers,” Pinneo said. “They’re charging on average about $1,200 to $1,500 a person. And they’re doing it by supplying rubber rafts with outboard motors and lifejackets, piling everybody in and then appointing somebody, just say, ‘You steer it over there and take it over across the island.’ So hundreds of drownings have occurred since the little boy that washed up on the shores in Greece that brought the world’s attention.” Pinneo shook his head in disbelief when he told of seeing the beaches littered with lifejackets and popped rafts, and families drying their clothes by draping them across boats. The living conditions in camps are rough while they’re waiting to move along on their journey.

For them, this was their first landfall on (European) soil,” Pinneo said. “As difficult as everything had been to that point, as traumatized as they were, there was a hopefulness now that they were there, so that was really wonderful.” One mother, son, aunt and sister had a difficult crossing and were looking forward to being reunited with the father, who was already
ahead in Germany. Pinneo said that from his observations, there was adequate security for the refugees in Lebanon and Greece. If an uprising broke out in Lebanon, armed forces or intelligence support would be called on site. MTI checks in many times a day with the two organizations as they go about their work. In Greece, the UN in conjunction with Greek authorities are on hand if tensions flare up.
Pinneo felt safe on his journey and said they make a sophisticated assessment of the situation and adhere to security protocols and are attentive to allowed routings. “I came back inspired to form a trip of concerned and connected donors who, on fairly short notice, could carve out a week to do what I just did. To go back with me, and to come back more deeply informed, go to their Bellevue rotaries and be able

to talk to others about it, to generate more support for the effort,” Pinneo said. “This is a work where you don’t have to manufacture any motivation for need,” he added. “So many people (are) counting on us to get it right every day, and I’m just so proud of the way our team is all motivated by that. Our faith inspires us to show up and they show up very, very well.”

Transportation Commission seeking input on ferry name OLYMPIA – Now that funding for the fourth Olympic-Class ferry has been secured under the Connecting Washington transportation revenue package passed by the Legislature this year, the Washington State Transportation Commission has been asked to provide Washington State Ferries with a name for the new ferry by March 2016.
The commission conducted a name search last year, as work began on the third 144-car ferry, and that search resulted in four eligible name proposals coming forward. The commission ultimately selected the name “Chimacum” in 2014, leaving three names that are still eligible: Cowlitz, Sammamish, and Suquamish. The commission will discuss the three remaining eligible names at their Jan. 12 and 13 meeting in Olympia and is seeking public comment on the names as part of its review and selection process. The commission will make its final selection of the name at the March 15 and 16 meeting in Olympia. People who are interested can learn more about each of the three names under consideration, by visiting the commission’s website: wstc.wa.gov/ Naming/FerryRoadBridge/ FerryNaming2016.htm.
